A superintendent is one who has the oversight and charge of some organiza- tion or enterprise, with porer of direction. The superintendent of a coal mine is the official who is in general charge of conducting the operation of the nine for the purpose of producing coal; he is accountable to his superiors for all matters that relate to the cost of production and safety in operation, ed under him are all the underground officials and other personnel making up the mine organization. The responsibility of the superintendent covers all the principal phases of mining, purchases of materials, issuance of supplies, accounting, and upkeep of the property and equipriont. In a broad sense, the superintendent must view his job as embraced under four gneral heads: (1) Construction, (2) instruction, (3) supervision; and (4) discipline. The degree of efficiency with which each of these phases of his work is conducted is a measure of the safety factor which the superintendent injects into his job. Injury to workmen and damage to property may be due to neglect of one of these general headings; as for example in the collapse of a scaffold there has been faulty construction which may be found upon investigation to have been the result of faulty instruction or lack of instruction. It may be that the condition of the scaffold was not ascertained in advance of its collapse through faulty supervision, or the discipline of the workmen had been neglected.

"The ordinance of March 27, 1919, contains provisions relative to the exploration for, Ind the exploitations of bauxite in the Colony of Surinam in Dutch Guiana.Permission to explore is limited to: Netherlanders; inhabitants of the Netherlands; inhabitants of Surinam; companies established in Netherlands, and companies established in Surinam.Holders of concessions for the exploitation of bauxite are limited to companies established in the Netherlands, or in Surinam, and these must reside in the Colony or must be represented the constantly.A permission or concession lapses: (a) when the holder ceases to have the required qualifications; (b) on the death of the holder where the assigns fail within one year to prove the required qualifications.Any dispute concerning the required qualifications must be decided by the Judge in the manner to be regulated by colonial ordinance.The Governor may, after consultation with the Privy-Council reserve tracts of land for the exploration and exploitation of Bauxite, either for the Government directly, or for concession under special provisions. These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

"INTRODUCTION The Ward copper deposit was brought to the attention of the Bureau of Mines in September 1943 by John J. Knob, 217 E. Penn Street, Long Beach, N. Y. At that time all Bureau of Mines work on Seward Peninsula was being directed to the exploration of deposits of tin, a metal high on the strategic list. It was not until September 1946 that the Bureau could make a preliminary examination of the Ward prospect.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is noteworthy that 80 to 95 per cent of the gross production of all slate quarries in the United States is discarded as waste . In view of the loss involved in handling so much waste , and the consequent added cost of the finished product , the Bureau of Mines has undertaken a study of the slate industry for the purpose of devising the best means of reducing the proportion of waste , and of utilizing the unavoidable waste . The utilization of waste has received special attention , and the cooperation of many prospective purchasers of waste slate has been enlisted in testing its adaptability for various uses .

Many coal companies have a system for checking men into and out of the mine , and generally such systems appear to be perfectly sound and adequate . However , when the real test comes at the time of a mine disaster , too often the system is found to have failed , and hours and sometimes days pass before it is known how many men are in the mine and who they are . Most of the systems in use , when properly maintained , are adequate for the routine work of the mine , and some of them may prove adequate at the time of a mine disaster . All systems , however , depend upon proper supervision and strict adherence to the system .

By the USB of X-ray diffraction methods, scientists have learned how the atoms in a diamond crystal are arranged and how the atoms are tied together by chemical bonds. They have found that, even though the bonds between all atoms of the diamond have equal strength, they are so distributed that there are more bonds in certain layers or directions through the crystals than in others. The unequal distribution of the bonds in certain directions creates planes, within the diamond, of unequal strength and resistance to abrasion. The location and disposition of the directions that are relatively harder than the others were determined by Slawson and Kohn 3/ in 1950. By plotting these directions on stereographic projections they delineated the hard regions on the surface of the diamond, but only those trained in the methods of crystallography can readily interpret their diagrams. The principal purpose of this report is to present information that will help individuals without previous training in crystallography to learn to recognize the special features of the surfaces of diamond crystals that are definite guides to the location of the various hard directions of the stones. A crystallographer trained in using various precise laboratory instruments might consider such rudimentary criteria as rather unscientific, but these simple characteristics of diamond crystals are practical clues which anyone equipped with a magnifying lens can find and recognize. The use of the special faces, points, edges, and growth lines as a gui.de in orienting a diamond will allow it to be placed in a position reasonably close to the optimum. Preliminary results of experimental work conducted by the Bureau of Mines indicate that this is all that is necessary in setting diamond-bit crowns. This experimental work demonstrated that setting bits with the hard vectors of the diamond as cutting points greatly reduces the diamond loss and increases the efficiency of the bit.

This paper describes a general purpose imaging technology developed by the U.S. Bureau of Mines (USBM) that, when fully implemented, will solve the general problem of "seeing into the earth." A first generation radar coal thickness sensor, the RCTS-1, has been developed and field-tested in both underground and highwall mines. The noncontacting electromagnetic technique uses spatial modulation created by moving a simple sensor antenna in a direction along each axes to be measured while the complex reflection coefficient is measured at multiple frequencies over a two-to-one bandwidth. The antenna motion imparts spatial modulation to the data that enables signal processing to solve the problems of media, target and antenna dispersion. Knowledge of the dielectric constant of the media is not necessary because the electrical properties of the media are determined automatically along with the distance to the target and thickness of each layer of the target. The sensor was developed as a navigation guidance sensor to accurately detect the coal/noncoal interface required for the USBM computer-assisted mining machine program. Other mining applications include the location of rock fractures, water-filled voids, and abandoned gas wells. These hazards can be detected in advance of the mining operation. This initiating technology is being expanded into a full threedimensional (3-D) imaging system that will have applications in both the underground and surface environment.

The United States Bureau of Mines has within its ranks a group of engi- neers who are engaged in working out quarry problems, the solution of which will be of general benefit to the industries involved. The problems undertaken are approached in a systematic and thorough manner, all the evidence for and against any proposed change or new development being collected as carefully as an attor- ney would prepare his data on an important case. Unlike the attorney, however, the Bureau engineer does not take sides; his judgment is based entirely and in- partially on the array of facts presented. In order to gain the desired infor- mation he visits many plants, consults with the leaders in the industry, works out experiments in his laboratory, and supplements this information with a stu- dy of all available literature already published on the subject in any part of the world. As an engineer who has for eight years conducted such inquiries in the stone industry, I propose to discuss the Bureau of Mines viewpoint; and it may be of interest to consider with me in a brief and general way the engineer's method of looking at quarry problems, and some of the results attained through past and present labors. While the Bureau has conducted no investigation directly for the crushed- st one industries, two years of investigative work at cement-plant quarries, and work now being conducted at lire-plant quarries, has a very direct bearing on the problems of the crushed-stone industry, since stripping, drilling, blasting, loading, and transportation are similar in many respects in all stone quarries. The results of cement-plant quarry investigations are to be found in Bureau of Mines Bulletin #160. (b) Two short papers on lime-plant quarry problems have been issued in mimeographed form as Serial #01 (c) and Serial 3 (d).

The U.S. Bureau of Mines (USBM) has developed an electromagnetic (EM) fire warning alarm sys-tem for underground mines. The system generates a magnetic field for through-the-earth signal trans-mission to microreceivers carried by individual miners. EM fields can induce electric currents in metallic conductors; if an EM transmitting antenna and an electric blasting cap array are too close, the field could induce a current in the blasting array and cause an unintentional initiation of the electric detonators. The USBM conducted tests that define the safe and unsafe regions for using electric detonators near the transmitting antenna of the warning alarm system. The minimum safe distance between a transmitting antenna and a blasting array is the distance where the induced electrical current in the blasting array is 50 mA, which is the safe current level specified in Federal mine safety regulations. Tests indicate that at transmitting power levels of 100-and 1,000-W, separation distances of 9 and 21 m, respectively, were required. These distances are small compared with the dimensions of a mine. Thus, the tests indicate that, with proper placement of the transmitting antenna, the warning system can be used safely in the proximity of blasting arrays.

In connection with investigations being conducted by the Bureau of Mines regarding pulmonary disease which is prevalent among metal miners in certain districts , a large number of rock- dust samples have been collected , and have been examined in the Bureau's laboratories . The earlier work has been described in Bureau of Mines Technical Paper 105 , " Pulmonary disease among miners in the Joplin district , Missouri , and its relation to rock dust in mines " by A. J. Lanza and Edwin Higgins , 1915 , and in Bureau of Mines Bulletin 132 , " Siliceous dust in relation to pulmonary disease among miners in the Joplin district , Missouri , " by Edwin Higgins , A.J. Lanza , F.B.Laney , and Geo . S. Rice , 1919. The methods of collecting and examining dust samples have been greatly improved during the investigation , much valuable information having been made available by similar investigations conducted by the Miners ! Phthisis Prevention Committee , Union of South Africa . The latter are described in the " General report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1916 " , and " Final report of the Miners ' Phthisis Prevention Committee , Johannesburg, Union of South Africa , 1919. " The investigations by the Bureau of Mines and the South African committee show that by prolonged inhalation of air containing minute particles of sharp and insoluble rock dust , the lungs retain sufficient dust particles to cause decided injury to the lung tissue , the injured lung becoming very susceptible to the development of tuberculosis .

Operation of underground coal mine mobile equipment is usually done in a restricted workspace with reduced visibility. This work environment puts machine operators in awkward postures for tasks that require awareness of their surroundings and fast reactions to avoid hazardous situations. Using experienced equipment operators as a source, researchers conducted an investigation that developed a method to gather data on the needs and practices of machine operators while controlling the machine and the reasons for needing particular operational cues. The method used was an interview technique including a survey questionnaire and visual aids. The data gathered defined operator cues and work positions for the cutting and tramming phases of remote controlled continuous mining machines used in underground coal mines. Analysis techniques to determine which cues an operator sees from a variety of positions utilizing a computer simulation is shown to be potentially useful to the mining industry for design of work practices and workplace layout and could impact equipment design and selection for improved worker safety. Conclusions indicate that the survey was a good research tool to collect data and helped investigators understand important visual cues. Using this information, researchers were able to analyze the visual cues an operator can see from a given work position and posture.

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

"The wide publicity that is given to the discover; of new oil fields has led many people to believe that our supply of crude petroleum is practically in- exhaustible and that in order to keep pace with the demand for petroleum products, it is only necessary to drill a few more wells in some of the south-western states. It is not generally realized that, although many famous fields have been developed in Oklahoma, Kansas, Texas and Louisiana during the past few years, the production of crude oil in 1919 was not sufficient to meet the demand and it was necessary to import approximately 53,000,000 barrels from Mexico.Continued efforts are being made to recover a larger percentage of the oil underground by improvements in methods of drilling and in handling producing properties. Improvements are also being made in methods for handling the oil after it has reached the surface which will result in reducing losses through leakage and through evaporation. These methods for cutting down waste in production and storage, if universally adopted, will no doubt result in appreciable increases in our supply of crude oil."

"This paper presents an interim progress report on our recently begun research project on respirable dusts. We are reporting on a sophisticated, predictive, probably correct, testable hypothesis that postulates a mechanism by which some natively cytotoxic respirable size mineral particles, such as kaolin, are not harmful to the lungs, while other equally cytotoxic particles, such as quartz, are, even in small quantities, very harmful. In essence the hypothesis predicts that some mineral particles, not normally present in the earth's ambient dust, causes the lungs dust defense mechanisms to turn on the lung and harm it. However fruitful the hypothesis may be, it is a hypothesis and much work remains to be done before it can be accepted as a theory.While I may make the presentation and be the PI, my co-PI, Dr. William Wallace of NIOSH, has and will continue to make at least as much contribution to the project as I. Our sophisticated hypothesis is deeply scientifically based and unfortunately, in spite of the multifacited aspects of this project, there is virtually nothing in the literature to guide our work. This means we must go back to the classical physics to develop the models for calculating the powerful electrical effects near particle edges, and we must measure the fundamental biological constants associated with pulmonary macrophage. While there are daily discussions on Boltzman distributions, Einstein's Brownian Motion paper, the Nernst Equation, and sophisticated semi- in vivo biological time constant measurements, we are aware that this is not an easy problem and we are not likely to have irrefutable closed solutions to these problems by next Monday morning.HypothesisLet me now turn to our hypothesis. In order to occupy all the naturally occurring surface areas on the earth, man, during his long evolution from fish, had to evolve effective defenses against all the naturally occurring cytotoxic rcspirable mineral dusts. For example, clays, which are often the main component in naturally occurring respirable mineral dusts, are quite cytotoxic but do not harm the lung. However, for respirable mineral dusts that contain significant amounts of nonnaturally occurring but equally cytotoxic quartz and asbestos particles, the body has not had to evolve- an effective defense mechanism, and thus respirable mineral dusts containing these particles may harm the lung. Our hypothesis is, therefore, that a few nonambient minerals such as quartz, cause the bodies dust defensive system to harm the body in a manner analogous to Lupus or MS, diseases of the immune system."

The principal causes of many methane-gas explosions that have occurred in anthracite mines, especially in thick pitching veins, during recent years can be traced to lack of a satisfactory method of testing for such gas in areas adjacent to those in which blasting is to be done or other sources of ignition introduced. As coal-mine officials and inspectors are required to make examinations for methane in all accessible open workings, including high places, and permissible flame safety lamps have been used almost universally for making these examinations, considerable difficulty has been experienced in proper testing of atmospheres at elevations beyond the normal reach of the examiner, and resultant explosions have often indicated perfunctory tests. The accepted practice of testing for gas in voids or high places generally consists of raising a flame safety lamp, suspended from the end of a long drill, stick, or pipe, into the atmosphere to be tested. Disadvantages noted are: Action of the flame within the lamp cannot be seen readily when the lamp is more then 18 inches overhead, the flame will not be extinguished when less than about 4-1/2 percent of methane is present, and indications of small percentages of methane within the lamp may disappear entirely while the lamp is being lowered slowly to view; the examiner must usually be exposed unnecessarily to falling material; and the lamp may fall and be broken. Thus, the need for a more reliable, safe method of testing for gas in out-of-reach places is apparent. Several electrical methane detectors, tested and approved by the Bureau of Mines, have been used satisfactorily, though infrequently, for making the aforementioned gas tests. Some of these detectors employ a rubber aspirator bulb and rubber tubing of suitable length to draw the atmosphere from high places through and over energized parts of the detector. However, the original expense, susceptibility to damage, and awkwardness of tarrying these instruments in steep-pitch workings has precluded their general use in everyday examinations. Although not as efficient as the electrical detector for determining small percentages of methane or as reliable because of the limitations imposed by oxygen-deficient atmospheres, the modern per¬missible flame safety lamp can, it is believed, be used safely with the rubber aspirator bulb and tubing to greater advantage and with comparative reliability in testing for gas in out-of-reach places. Slight reference to this method of introducing air into a safety lamp is made in a Bureau of Mines publication of l921,2/ and it is quite possible that the method has been utilized in some manner by individuals in American mines during the intervening years. A similar method was used in connection with a nonpermissible Wolf flame safety lamp in at least one coal mine in Japan before World War II. In the treatment of any illness the early diagnosis is of very great importance . This is especially true in cases of carbon monoxide poisoning , whether acute or sub-acute in character. A diagnosis of CO poisoning is usually made from a correlation of the history , the possible place of exposure , and the symptoms produced . This , however, is not positive evidence because CO often is present in unsuspected places and can be absent in suspected places . Also , the symptoms of this type of poisoning are common to other causes . In many such cases the correct diagnosis may be very difficult , if not impossible by this method and as a result little or no treatment is given . Sub- acute cases , those in which the subject is exposed to concentration sufficient to cause only headaches , malaise , feeling of weakness and dizziness , may be incorrectly diagnosed and as a result , improperly treated . Probably the best method of diagnosis is by examination of the subject's blood . Many methods for the detection of CO in the blood have been developed , but owing to their various individual disadvantages have never come into common usage . Some of the quantitative methods are satisfactory with regard to accuracy but require elaborate and expensive apparatus , special technique and training, or are too delicate and cumbersome for field use . It is of vital importance in all industrial and domestic accidents occuring at places where CO might be suspected or where the symptoms are typical of CO poisoning that a qualitative and preferably a quantitative determination be made the extent of poisoning being of importance in deciding whether CO was the direct or contributary cause) to show the presence or absence of 0. This is indeed essential from a medical standpoint as it aids in prescribing treatment and from a legal standpoint to insure justice in the claims that are often unjustly decided for want of positive evidence.

Are the safety rules in your work place effective? Do supervisors enforce them as they should? Do supervisors abide by these rules? Safety rules are an important aspect of many company safety programs, particularly if employees must work in an intrinsically hazardous environment such as a coal mine. However, for various reasons, supervisors sometimes fail to enforce safety rules (Arvey & Jones, 1985; Hartshorn, 1998). This paper presents some findings obtained from interviews with coal miners about why supervisors sometimes fail to enforce an important mine safety rule. It also contains a few suggestions addressing what could be done to help supervisors perform this job function more effectively.
