This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

Theoreticians in soil mechanics have been pursuing a probabilistic approach to the factor of safety of an embankment or darn for the past 10 years. The motivation for this work is in contrast to the current practice of deterministically computing a factor of safety and treating it as an absolute with no regard to its inherent statistical variability. Basic to the probabilistic approach is the selection of an appropriate statistical model to represent the histogram or probability density function (PDF) of the factor of safety values, Rather than simply assuming which PDF is appropriate, the Bureau of Mines collected data at two waste disposal embankments for consideration, This report addresses three candidate models, using the techniques of nonlinear curve fitting, and identifies the "best" model. A propagation of error formula for estimating the variability of Fellenius? factor of safety is also discussed.

The applicability of the Q-system [Barton et al. 1974] to Australian underground metal mines is discussed with reference to two common design issues: ground support for horizontal mine development, and assessing the stability of bored raises. Installed ground support in mine development is com-pared to empirical estimates using the Q-system and associated support capacity calculations. Data are graphically presented from 59 specially selected sites at 15 contributing mines. The actual performance of large-diameter raise-bored shafts is also compared to empirical stability assessments using a modified version of Q (Qr, after McCracken and Stacey [1989]). Lower-bound Qr values are plotted against raise diameter for 47 selected sites at 23 mines in Australia and Papua New Guinea. The influence on Q and Qr of some geotechnical aspects of the Australian landscape, the dynamic nature of mines (compared to civil construction), and occupational health and safety regulations are discussed. Stability and support assessments that are based just on Q or Qr are not always conclusive. It is often necessary to consider other rock mass parameters, the regulatory environment, and risk issues. These results are interim; further data collection and analysis are required with regard to comparing actual performance versus empirical assessments.

Longwall mining alters the fluid-flow-related reservoir properties of the rocks overlying and underlying an extracted panel due to fracturing and relaxation of the strata. These mining-related disturbances create new pressure depletion zones and new flow paths for gas migration and may cause unexpected or uncontrolled migration of gas into the underground workplace. One common technique to control methane emissions in longwall mines is to drill vertical gob gas vent holes into each longwall panel to capture the methane within the overlying fractured strata before it enters the work environment. Thus, it is important to optimize the well parameters, e.g., the borehole diameter, and the length and position of the slotted casing interval relative to the fractured gas-bearing zones. This paper presents the development and results of a comprehensive, "dynamic," three-dimensional reservoir model of a typical multipanel Pittsburgh coalbed longwall mine. The alteration of permeability fields in and above the panels as a result of the mining- induced disturbances has been estimated from mechanical modeling of the overlying rock mass. Model calibration was performed through history matching the gas production from gob gas ventholes in the study area. Results presented in this paper include a simulation of gas flow patterns from the gas-bearing zones in the overlying strata to the mine environment, as well as the influence of completion practices on optimizing gas production from gob gas ventholes.

In the Pennsylvania anthracite region, the principal source of U.S. anthracite, refuse disposal problems are common since cities and towns are located over the anthracite measures. The Bureau of Mines surveyed refuse banks in the area, determining that 863 banks containing aver 910 million cubic yards of material occupy a total area of about 19 square miles. The vast bulk of the refuse is located within 2 miles of the traffic centers of incorporated c unities which have a total population of 625,000. Twenty-seven banks are burning, causing considerable distress in a number of communities.

In response to the Coal Mine Health and Safety Act of 1969, mandatory noise standards have been developed that specify time-noise limits of mine personnel exposure. Most affected by elevated noise levels is the pneumatic roof bolter operator, both in terms of levels near or in excess of 115 dbA and in terms of length of exposure. Therefore, the principal emphasis of this Bureau of Mines report is on pneumatic drill noise control. It is not the intent of this report to suggest any drill redesign; instead, methods are suggested to reduce the noise level by complementing existing machines. An integral muffler system and a separate muffler system were tested in an attempt to lower pneurnaric drill noise levels. Pneumatic drills, when new, operate at about 115 dbA when drilling in sandstone. Using the drill muffler systems, it was possible to decrease the noise level of a 115 -dbA s rope drill to approximately 100 dbA.

In Bureau of Mines research on recycling chrome refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated, concentrates were reformed into briquets, and modulus of rupture tests were conducted at 1,350° C. The test results indicated that the beneficiated minus 6-mesh material could be used for producing magnesia-chrome refractories.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. An instrumented spherical vessel has been used for many years to study laminar combustion waves. Concurrent measurements of flame speed and pressure-rise rates have led to evaluations of burning velocities, the pressure dependence of the burning velocity, and the expansion ratios of the gases passing through the combustion wave. For the most part, these studies have involved flames initially at atmospheric or subatmospheric pressure. The old spherical vessel used by the Bureau of Mines was not designed for use at elevated pressures. Moreover, being made of wrought iron, it was susceptible enough to corrosion to prohibit its use with many combustible mixtures that figure in industrial research. In mid-1956, under sponsorship of the Office of Naval Research, the Bureau undertook the development of a stainless steel spherical vessel capable of withstanding explosions of gaseous mixtures at initial pressures as high as 20 atm. and initial temperatures as high as 250° C. The design called for a double array (cross) of closely spaced small windows for observation of the flame as it traversed the vessel and a piezoelectric transducer to measure concurrently pressure-rise rates. Because no commercial contractor was willing to bid on the construction of such a vessel, it was built at the Bureau's Bruceton machine shop.7

The Bureau of Mines conducted an investigation to determine those factors that are significant in affecting the velocity of flames propagating along the boundary separating gaseous fuel and air. In addition the aerodynamic motion of the gases in the vicinity of such interfacial flames was delineated. Parameters in the study included flammable zone thickness, flammable zone concentration of gradient, fuel type, and position of the flame relative to various environmental surfaces. Of all these factors, the flammable zone thickness and burning velocity of the stoichiometric mixture were found to have the most significant effect on the flame speed. Notion of the gases in the vicinity of the interfacial flames was examined by particle track and interferometric techniques. The relative velocity of the interfacial flame with respect to the unburned gas on the central streamline was found to equal the burning velocity of a stoichiometric homogeneous fuel-air mixture. In addition, it was observed that the composition of the lean fuel-air mixture at the boundary of the combustion zone appears to be less than that defined as the fuel's lower flammable limit.

Acidic and basic uranium leach plant residues located on the Navajo Indian Reservation, Tuba City, Ariz., were successfully stabilized against wind erosion using a relatively low-cost chemical method. An elastomeric polymer chemical was applied to the dike areas and a calcium magnesium lignosulfonate to the beach areas of three tailings ponds. The water-soluble chemicals were applied with an automated sprinkling system. The stabilization cost was $335 per acre for the 34.5-acre tract.

The objectives of this project were to: (1) determine the extent to which maintainability design concepts and principles have been applied to the design of underground coal mining equipment, (2) try to assess its impact on productivity and personnel safety, and (3) develop maintainability guidelines to enhance the design of new or rebuilt equipment. An equipment design review was completed at ten operational coal mines. The purpose was to identify design approaches and features that enhanced and degraded the maintenance process. Mine management, safety, and maintenance personnel were also interviewed to identify machine specific design problems. Six original equipment manufacturers were visited and the procedures used to enhance the maintainability of Their equipment discussed. Volume I of the Final Technical Report presents an overview of procedures and protocol used and a summary of the findings. Volume II includes the maintainability design guide for mobile underground mining equipment.

The 24th annual survey of the peat industry by the Bureau of Mines, United States Department of the Interior, revealed that 76 producers in 20 States reported commercial production of peat in 1957. In addition to the States that reported production in 1956, Colorado, Idaho, and Wisconsin produced peat in 1957 Forty-four producers reported humus production; 21, reed-sedge peat; and 22, moss peat production. This total exceeds the number of active plants but several producers recovered more than one type of peat. Fifty percent of the total production was reported as reed-sedge peat, 36 percent as humus, and 14 percent as moss peat. About one-sixth of the total production was raw peat, with no preparation other than being air-dried. The remainder consisted of processed peat prepared for use by cultivation, shredding, and/or kiln drying.

THIS GLOSSARY is published lay the Bureau of Mines as a contribution too the mining literature to fill a long-felt need for a compilation of the terms used by the diamond-drilling industry. The first step toward preparation of the glossary was taken in October 1955 when the Diamond Core Drill Manufacturers Association (DCDMA) proposed that the Bureau of Mines undertake the cons compilation and publication of a glossary of the terms used by the diamond-drilling industry. The work was authorized in July 1956, and a preliminary draft of the glossary was completed in may 1958. Copies of the draft were submitted for review to members of the DCDMA and appropriate personnel of the Bureau of Mines. The final draft, incorporating the many helpful suggestions of the reviewers representing both the diamond-drilling industry and the Bureau of Mines, was completed in March 1959.

Southeastern reserves of titanium ores are large, widespread, and ample for anticipated demand. The leading titanium industries are mining and beneficiating sand deposits, principally in Florida, and manufacturing titanium pigments. Most of the mineral output is consumed by the producers themselves. In 1962, 20 percent of the national pigment capacity was in the Southeast.

This is one of a series of publications by the Bureau of Mines dealing with mining methods and costs at representative operations in the United States. The report describes all phases of the mining methods for the open-pit operation and milling practices employed at the Vermont Asbestos Mines in Lamoille and Orleans counties, Vermont. A brief history of discovery and development of these asbestos deposits is given, and the ore deposits are described. Methods employed in exploration, sampling, and estimation of tonnage and grade are outlined. A breakdown of available cost figures is summarized in the last section. All asbestos ore produced in this area has been won by the use of surface-mining methods. Two quarries, the Lowell and the "C" Area, are in operation. The quarries combined are producing and the mill is processing approximately 3,500 tons of ore per 3-shift day The average 40,000 tons of crysotile asbestos fiber produced at this plant annually accounted for 96 to 98 percent of the total fiber produced in the United States in 1958. The mine is located (fig. 1) approximately 4 miles north of Eden Mills village on the southeastern flank of Belvidere Mountain (fig. 2).
