Mining is still a significant economic activity within the Hauraki District. The Martha project is particularly significant. Estimates are that in the order of 850 direct and indirect jobs are derived as a consequence of the Martha project within the Waikato Region. The Resource Management Act 1991 (RMA) is New Zealand's primary piece of environmental legislation. It sets out to provide the framework for the control of the use, development and protection of almost all physical and natural resources. Minerals are excluded from the sustainability requirements of the legislation but as mining invariably involves the use of land, all the other elements of RMA apply. The Council's role in dealing with mining changed with the introduction of RMA. It became responsible for administration of those matters that fell within the functions set out in section 31 of the RMA in respect to existing authorisations. Mineral development needed to be considered in the development of the District Plan that the Council is required to prepare. Implementation of the Act has been a challenge for not only local government but for many industries and resource users since it came into force in 1991. There have been, and are, differing views on both the way it is administered and its intent. The Hauraki District Council has been at the forefront of some of the challenges that are a consequence of the Act. Its reactions to these challenges have been consistent. It treats mining in the same why it treats any other industry. At times this approach has not been understood and without challenge from sections of the community.

Coal dust is hazardous to underground coal workers and water spray is the most common and economic method for controlling coal dust. Previous studies proved that the addition of surfactants can improve the performance of water spray on coal dust suppression. The evaluation methods for surfactants vary from different studies. The zeta potential test is a common method for evaluating surfactants with ionicity. Generally, the suspension of coal dust with pure water usually showed a negative value of zeta potential. The addition of cationic surfactants can increase the zeta potential to a positive value with a small dosage, while the addition of anionic surfactants can only lower the zeta potential. However, there is a lack of comprehensive study to investigate the relationship between the zeta potential and the suppression performance for coal dust. The aim of this study is to reveal the consistency and discrepancy between the zeta potential and the suppression efficiency of a surfactant. Firstly, the mixture of cationic surfactant solutions and coal dust would be evaluated by the zeta potential test. The wind tunnel tests would then be conducted for the same surfactant solutions to measure and calculate the suppression efficiency. It was found that the addition of surfactant can increase the zeta potential and the suppression efficiency and it reached the greatest efficiency when the zeta potential approached to zero. The equilibrium of zeta potential can benefit the suppression performance of surfactants in the wind tunnel test. The result of this study can achieve a better understanding of the mechanism for coal dust suppression. The selection of surfactants will also be suggested for researchers or industries in terms of coal dust control. It would be more economic if a similar performance could be achieved by less consumption of surfactants.

For multi-site mining companies, checking the quality and consistency of the data recorded in risk registers is important for confirming how well mine safety management systems have been implemented. However, this task is complicated by the differences in scope of the site, their particular nature, the complexity of the operations and many other factors that can introduce nuances to the characteristics of the risk registers. We present here an application of a technique called Causal Network Topology Analysis for comparing the quality and consistency of risk registers. By quality we refer to, for example: - missing causal relationships between risks - location of missing controls - focus of risk treatment strategies: prevention versus mitigation controls. By consistency we refer to how causally interdependent are the risk events. There are often causal interactions between the lines of a risk register that mean that the likelihood and consequence scores that are applied to each risk event are not independent. We measure this degree of interactions by: - proportion of independent scenarios per register - efficiency of risk treatment strategy comparison. This approach can indicate quality and consistency differences between registers irrespective of the actual details of the site or operation. This occurs by comparing aspects of the structure of a causal network extracted from how the risk events, causes, controls and consequences causally interact. In this work we compare pairs of registers to demonstrate the approach.

Block caving is the lowest cost underground mining method but it has relatively high risks and a high up-front capital and development cost. It has application to large, often lower-grade orebodies where high production rates can provide good returns on the investment. However, it has a range of technical risks that are peculiar to block caving and the usual financial, political and environmental risks that may be exacerbated by the long lead-in times associated with the development of a block cave operation. With initial development costs that may be $100 M to $1000 M when the building of a treatment plant is also required, it is obviously important to minimise and manage the risks. In a greenfield project, commitment to a substantial proportion of the capital expenditure may be required to gain access to the deposit, and the decision to proceed at this stage would be based very largely on interpretations of drill hole data. In established mines the data may be supplemented by geological mapping and past experience, etc. The quality of this data is critical and yet it is frequently degraded through poor techniques and avoidable omissions. The final decision to proceed would be assessed on projected commodity prices, mining capital and operating costs, dilution and run of mine ore grades. The latter will vary over the life of the project and these can be estimated with drawdown or draw control modelling techniques. In this modelling, there are further risks in the assumed modelling parameters or that the modelling technique may not be applicable or appropriate. The paper addresses the most critical technical and operational risk areas and provides some practical precautions that can be taken to reduce these and improve the reliability of the geological and geotechnical models.

"Geometallurgical variables often cause problems to conventional geostatistical workflows. There are many variables; some are compositional and some are non-additive. They often show: complex multivariate relationships undersampling relative to conventional grade variables unequal sampling; that is, all variables are not available at all data locations.A variety of approaches have been developed over the years, but geostatisticians remain mostly focused on modelling rock types and a few grade variables with an abundance of data. The problems are reviewed and a chained workflow is presented where appropriate techniques are employed in sequence to permit reliable spatial prediction of geometallurgical variables. The spatial models may be used to assess the value of additional data, for prediction of process performance, for improved mine planning and other optimisation tasks. The chained workflow will include data transformations such as ratios and normal scores that make the variables amenable to geostatistical modelling. Data imputation techniques to account for missing values are considered with special consideration to spatial correlation with the available data. Decorrelation techniques such as the principal components, min/max autocorrelation factors and projection pursuit multivariate transformation are employed to manage massively multivariate modelling. Full distribution modelling must be considered to avoid biases in the prediction of non-additive variables. The post-processing of geometallurgical models must be streamlined for robustness and efficiency. The precise workflow varies according to the specific purpose of the study. A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

Coal bursts involve the sudden, violent ejection of coal or rock into the mine workings. They are a particular hazard because they typically occur without warning. During the past two years, three US coal miners were killed in two coal bursts, following a six-year period during which there were zero burst fatalities.This paper puts the US experience in the context of worldwide research into coal bursts. It focuses on two major longwall mining coalfields that have struggled with bursts for decades. The Utah experience displays many of the ‘classic’ burst characteristics, including deep cover, strong roof and floor rock, and a direct association between bursts and mining activity. In Colorado, the longwalls of the North Fork Valley (NFV) also work at great depth, but their roof and floor strengths are moderate, and most bursts have occurred during entry development or in headgates, bleeders or other outbye locations. The NFV bursts also are more likely to be associated with geologic structures and large magnitude seismic events. The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

The R&D landscape for ore pre-concentration technologies within mining is characterised by the development of individual technologies and point solutions. This presents METS and mining companies with the combined challenge of understanding how to apply pre-concentration technologies to create maximum value, and how to sustainably integrate the technologies into their businesses to maintain the value. The paper will consider the requirements of an integrated pre-concentration system and presents a portfolio of R&D projects that have co-developed and integrated a suite of new precencentration technologies and methodologies across the mining value chain. Focus areas include in-situ orebody characterisation, blast design, real time cross belt mineral sensing, and consideration of how much data needs to be acquired in order to make value based decisions between ore pre-concentration options. An ore pre-concentration workflow is presented to demonstrate how additional optimisation opportunities are enabled both by moving decision points further upstream in the value chain, and by integrating the concepts of pre-concentration into the design of mineral processing equipment. Additionally, several research projects examine the non-technical factors that present barriers to uptake of new technologies within mining companies. Organisational culture, risk management and socio-political factors are discussed and a set of management tools are presented that allow organisations to self-assess their readiness for new technology uptake, along with process models to assist management with identifying and navigating the ecosystem of stakeholders that are decision makers in the use of pre-concentration technologies.

Currently, social impact assessment (SIA) is used to determine social impacts across the life-of-mine (LOM) to closure. This paper draws on recently completed SIA reports from the Martha gold mine in Waihi and qualitative interviews in the community that explored post-closure options, to review the challenges mining companies face when engaging with iwi4 through the SIA process and what that may mean for closure planning. The Maori of New Zealand consistently lobby to have a distinct voice in resource management issues. This is in line with the evolution of indigenous participation in SIA globally and with New Zealand policies, not least of which, the Treaty of Waitangi (the founding document of New Zealand) makes provision for Maori self-determination with regard to natural resources. Land use for mining has been a source of conflict for Maori and mining can have profound cultural and social impacts on the Maori community, yet despite Treaty intentions their representation in SIA has been comparatively limited. With this in mind, the Waitangi Tribunal has released the Ko Aotearoa Tenei (Wai 262) report, which recommends far reaching reforms to laws and policies affecting Maori culture and identity including natural resource management. This landmark report seeks to move the Maori-Government relationship beyond grievance to partnership. Given suggested policy changes in Wai 262 and the risks of poorly conceived closure planning, it is timely to review where Maori currently fit into the SIA process. The findings of this research suggest that improvements to the outcomes of this process will require companies to act beyond compliance. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium.One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives. Controversy can always be achieved by producing a best of list; it can be guaranteed that everyone will disagree with at least one of the nominations. On this occasion, the best contributions by individuals or groups in a number of areas of mine fill technology, over the last 25 years, will be the basis for the nominal awards. The controversy can be increased by posing a number of questions that, hopefully, some of the authors will address during their presentations. I imagine the social functions will be busy enough, but the questions may just add to the cut and thrust of the debate.

Much of the theory upon which the Sublevel Caving (SLC) method is based was developed in Scandinavia many years ago. It was based mainly on æbinÆ theory and æellipsoid of drawÆ configurations derived from sandbox models. In many cases, classical SLC layouts influenced by these early theories obtained relatively poor results. Early dilution entry, low tonnage factors and low recoveries were commonly experienced. SLC soon gained the reputation of being a high dilution, low recovery and development intensive method. This led to SLC falling into disfavour generally, other than as a pillar reclamation method used at the end of the life of mines. More recently a number of mines, notably those in Australia, have adopted SLC as a primary extraction method and have achieved good recovery results. The reason for the better results is believed to be an outcome of modifications in some of the basic design parameters and operational procedures. This has led to questions being raised regarding the original æbin theoryÆ assumptions and classical SLC layout designs. It is clear that the fragmentation and flow characteristics occurring in a choke blast situation (compaction of waste, variable size and shape of fragmentation throughout the ring) conflicts significantly with the assumptions of regular loose flow of uniform, fine grained, material in a bin. Interactive versus independent draw conditions can also materially effect the outcome of a SLC operation. The good results obtained more recently can only be explained by using ænewÆ models of behaviour, which have to a large extent been borrowed from block caving. If these models are correct, they point to a number of design and operational changes that can be applied to improve the effectiveness of SLC. This paper discusses the factors that may not have been fully considered in early SLC design and modelling. It emphasises the importance of delayed dilution entry as a primary objective of sound SLC design and provides a basis for efficient SLC design and operation.

We must treat that responsibility very seriously indeed. The mining industry especially cannot dodge the responsibility, even if it wished to.

The influences on flotabilities of dolomite and magnesite with modifiers and influences on the function of collectors and modifiers with Mg+z Ca+2 were studied. The flotation results of artificial mixed mineral showed that using combined salified water glass and (NaPO3)6 as a modifier for magnesite-dolomite separation can obtain an excellent Selectivity.
