The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

Behaviour of minor elements in the dust collecting system connected with fluidized bed roaster for zinc concentrate was investigated by use of the bench scale experimental appara- tus. The dust collecting system was consisting of two dust chambers, hot electrostatic precip- itator, washing tower, mist electrostatic pre- cipitator, drying tower, absorption towers and potassium permanganate solution towers. Some volatile elements such as lead, cadmium and arsenic tend to concentrate in the fine calcine obtained in hot electrostatic precipitator especially in the case of the roasting with insufficient air supply. Special attention was paid to behaviour of mercury. In the roasting tests for plain zinc concentrate, it was considered that most mercury volatilizes at first as elemental vapour in the roaster, but with decrease in temperature of gas around a half of mercury forms compound, and both elemen- tal and compound forms of mercury were found in the gas stream. Elemental mercury is of course difficult to be trapped in the dust collecting system. To promote the compound formations, some additives for concentrate, such as selenium and halogens were effective, especially selenium of a few times equivalent to form HgSe repre- sented complete conversion of mercury from elemental to compound. To clarify the behaviour and removal mech- anism of mercury, various small scale laboratory tests were also carried out. It was confirmed that mercury sulfate formation is possible if temperature and flow rate are adjusted adequate- ly for gas stream consisting of 02-SO2-N2. To trap elemental mercury, various substances were tested, and excellent results were obtained with selenium. Satisfactory results were obtained with a selenium disc heated at 100 to 200¦C in a mercury containing gas stream. Also, applica- bility of scrubbing method with SeO2 solution was investigated, and the solution containing a few hundred ppm SeO2, 0.01 per cent additive and 6 per cent H2SO4 proved to be satisfactory.

"The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. This is evidenced by a decline in the number of skilled teams, who are now centred in fewer locations. Other features are an aging and retiring ‘Baby Boomer’ generation, coupled with a low uptake of new graduates and the uncertainty in predicting future capital expenditure programs and requirements. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. These embrace a whole gamut of agile alternatives in the areas of partnering, alliances, commercial and shared risk models and mutual innovations. These will be discussed with some case studies and suggested approaches.Particular emphasis will be upon brownfield expansions and upgrades which have emerged recently as a preferred lower capital and focused way to achieve best practical outcome at lowest cost. There are a number of specific features of such brownfields projects including the requirement for very close cooperation between the execution team, operators, maintenance and suppliers and a maximum usage of site resources and ingenuity. Often, required investment hurdle rates are high, downtime allowed is minimal and site resources usage is maximised. This requires mutual trust, good planning and high health, safety, environment and community (HSEC) standards and practice. In many ways the practices and skills needed are the exact opposite of the historical ‘big greenfields’ project with which the industry has been geared for more recently.Another developing area has been with innovative commercial models and practices. These have been as a direct result of the more challenging investment criteria being adopted and the relative hunger of service providers. It has become more common to look at these commercial/costing alternatives very early in the project cycle as an essential project tool and not just as a possible option. These commercial solutions cover such alternatives as leasing and rental, deferred payments, build–own–operate–transfer (BOOT) and build–own–operate (BOO), whole-of-mine preferred spares and maintenance terms, and aggressive performance targets with real assurance penalties. This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

The City of Sydney is currently investing in a number of infrastructure projects that require tunnel excavations within the Triassic Hawkesbury Sandstone. It is generally accepted that this formation has high residual stresses of ‘tectonic’ origin, so much so that these stresses have been implicated in a number of well-known failures and problems for tunnelling. These include failure of ‘roof beams’ comprising discrete beds in the crown of tunnel excavations; stress-induced spalling and ‘slabbing’ of tunnel walls; shear displacement between beds causing the failure of rock bolts; strain in adjacent infrastructure and, the necessity for re-grouting of high conductivity fractures due to stress relief dilation after excavation. Whilst there is an extensive published database of in situ stress measurements comprising ‘hydrofrac’, ‘over-coring’ and ‘slotter’ stress measurements, these data indicate a considerable spread of results. The traditional approach to interpreting this data has been to attempt to fit linear correlations to stress versus depth data, based on personal experience and ‘back-analysis’ of monitoring data during construction. However, there are a number of such correlations in the literature and there is divergence of opinion regarding the assessment of ‘background’ in situ stress and appropriate upper and lower bound values for design. This paper provides a brief review of the published data; suggestions on an alternative ‘risk-based approach’ to assigning in situ stresses for design; and, proposals on how in situ stress tests may be conducted in future to improve the quality of the database available to designers.CITATION:Macklin, S, McKay, G and Erskine, M, 2014. Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

One of the most significant technical and practical challenges facing the tunnel construction team on the Legacy Way road tunnel project in Brisbane, Australia was how to erect the prestressed precast concrete slabs to form the smoke duct in the tunnel boring machine (TBM) tunnels.An essential part of the tunnel ventilation system, the smoke duct extends the full length of the 4.6 km-long twin two-lane tunnels. The vast majority of the tunnels (approximately 4.3 km) were constructed using two 12.4 m diameter double-shield TBMs. The refurbished Herrenknecht machines broke several world records on the way to completing the tunnel excavation works in just over nine months. With the excavation complete the focus turned to solving the complex civil tunnel fit-out challenges. A key component of the civil fit-out of the tunnels was constructing the smoke duct in the TBM tunnels, which was designed as a precast solution.The slabs, which each measure 8.62 m long × 2.0 m wide × 200 mm thick and weigh close to 9?t, need to be erected above cast in situ corbels whilst other tunnel finishing works continue. The space-proofing clearance offered by the design to the support corbels below and the precast segmental lining above was in the order of only 100 mm.This paper tells the story of how the Transcity Joint Venture (JV) tunnel fit-out team comprising some of Europe and Australia’s leading tunnel construction specialists drew upon the global strengths of the existing JV member companies and the global reach of leading TBM manufacturer Herrenknecht to develop an innovative system in solving this challenging problem. The treatment of mixed lead carbonate and lead sulphide concentrates at Mount Isa presents a problem which is unique ,in the lead smelting world; a problem whose solution is far from simple, and is not yet complete. Two years of study under plant conditions have definitely proved, however, that a most satisfactory sinter can be made in a single-pass roast.The object of this paper is to present a brief record of the development of the single-pass roast and a resume of current practice in the smelting plant. The sintering operation is discussed in greater detail, as it is upon this phase of the work that every item in the smelter operating programme depends.The smelter, to-day, presents a very much simplified layout, equipped for economical, straightforward operation, requiring, however, very careful and constant supervision, due to the extreme delicacy of the sintering operation and to the rapid and wide variati9n in the nature of the concentrates which are to be handled.

"'Optimisation' has become a catchcry among many mining companies looking to tell the market how mining businesses will be improved and shareholder value increased. Consequently, the term 'optimisation' has been adopted by many service providers as they look to assist mining companies in achieving their objectives. But the explosion of services and products being offered with the label 'optimisation' has created some confusion. Mining companies ask for help in 'optimising' and service providers offer their assistance because they have a product that has the word 'optimisation' in its title. This is of course an over-simplification, but not by much! The authors' discussions in recent years with both mining companies and service providers have uncovered a number of very different definitions of optimisation.This paper provides a framework for identifying the scope and approach of different mining optimisation products and services, particularly the distinction between optimisation of components of the operation and the business as a whole. The different types of business optimisation are discussed, highlighting the failings of the mining industry's typical approach of strategy selection (as opposed to strategy optimisation). Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northern New Zealand region. The timelspace distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15 Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.

A technique is presented for the integrated forward modelling of the three-dimensional structure and the geophysical response of multiply deformed terrains. This technique allows information collected by field geologists and geophysicist to be reconciled by the development of a simplified kinematic structural history of the area. The structural modelling simulates the deformation history of the area in terms of a succession of structural events, such as folds, shear zones and intrusions. The interaction of these events with a starting stratigraphy results in the prediction of the geometry of the structures. By specifying geophysical rock properties for the units in the initial stratigraphy predictions are possible for the potential field anomalies for gravity and magnetics. This approach is suited to a range of applications, and its uses in the modelling of regional structures, testing of geophysical data processing, volume balancing, multiply constrained inversion and training are discussed.

Australia has an enviable global reputation as a leader in health and safety outcomes in the hazardous industry of mining, in part due to an increased application of risk management regarding operational planning and mining practice. In 2010, the Australian Coal Association Research Program (ACARP) initiated a major project, RISKGATE, to build, capture and deliver a national body of knowledge to assist companies with the management of risk in coal mining. The online system contains information for tyres, collisions, fires, isolation, strata underground, ground control open cut, explosions, explosives underground, explosives open cut, manual tasks, slips/trips/falls, outbursts, coal bumps and bursts, human–machine interface, tailings dams, occupational hygiene and inrush. In 2014, RISKGATE is developing content for fitness for work (fatigue, drugs, alcohol, physical well-being, psychosocial well-being).This paper analyses underground mining fatalities in Australia and the United States since 2002 and introduces RISKGATE with a focus on the knowledge base for management of hazards in underground operations. Through capturing coal industry expert operational knowledge, RISKGATE provides a cumulative corporate memory at a time of high personnel turnover within the mining industry. The green field site is one that has no history of mining and as such it presents the designer with a blank canvas, on which any number of drill and blasting options can be drafted. No matter which mining method is selected all technology and experience will need to be acquired from outside sources, applied quickly and produce the right results. North Limited, in joint venture with the Sumitomo Group (20 per cent), have developed AustraliaÆs first block cave mine at Northparkes in New South Wales, Australia. This innovative and large scale mining project was taken from a green field site in November 1993 to a fully commissioned block cave mine in December 1997. NorthparkesÆ Endeavour 26 mine is now producing at a rate of 3.9Mt per annum from a 27Mt ore block. Prior to 1993 no history of mining activity existed at Northparkes. The rock had never been blasted and many questions were raised about how it would behave. While it was clear that the Endeavour 26 (E26) orebody contained geotechnical properties appropriate to block caving, the blasting methods required to establish a block cave mine had never been used in Australia and no designs were available. The joint venture partners had no prior experience with block caving and it was immediately apparent that this blasting technology would have to be acquired from foreign sources and applied to the unique local conditions. Conceptual designs for the block cave drill and blast were first drafted in 1994, first issued for drilling in December 1995 and first blasted in January 1996. 470 km of drill metres and four million tonnes of rock were blasted to complete the undercutting project by September 1997. This paper will provide those developing new drill and blast projects with an inside view of how one small technical team solved many design challenges to successfully construct AustraliaÆs first block cave mine under strict quality controls and ambitious time constraints.

Benchmarking, comparing an operation or process with the industry standard, is known to be a useful method for identifying plant optimisation opportunities, and in many cases providing the pathway to realise the benefits. The difficulty is generating the database of plant data necessary for a benchmarking exercise. Larger companies can benchmark internally; this option is not available to smaller companies, and the full value can only be realised with a comprehensive “industry wide” approach.The Gold Technology Group at Curtin University through the AMIRA P420 series of projects has undertaken several comprehensive metallurgical industry surveys in the gold industry over the last two decades. Analysis of these surveys has demonstrated areas where many operations can benefit from re-assessment of their operating practices.This paper will review the work undertaken by the Group in this area, in particular the 1999 surveys of gold companies in the Australasian region, and the 2012 international survey of the industry. The challenges of, and opportunities arising from these surveys will be discussed. NEARLY all problems in mining engineering involve the transport and distribution of materials from place to place, and in general the most economically managed mines and plants are those in which the transport of materials has been carried out most efficiently. Of all these transport problems, the hoisting of ore out of the mine and the distribution of same to the various treatment works is perhaps one of the most important. The movements of the major continental cratons and the distribution of the principal tectonostratigraphic terranes are reviewed in the Circum-Pacific region during Phanerozoic time. It is concluded that major periods of orogeny and consolidation of accreted terranes in the Circum-Pacific region is best correlated with periods of advance of cratonic blocks over the Pacific Ocean basin combined with relative convergent to transpressive motions between the cratons and the Pacific Ocean plates. Continental collisions and collision of terranes with continental margins has not been a significant geodynamic process in Circum-Pacific tectonic evolution. The permanency of the Pacific Ocean basin throughout 500 MA is remarkable. It appears no continental block or large continental fragment has ever entered or crossed the Pacific Ocean basin since early Paleozoic time. This area where no continent has entered for 500 MA is almost coincident with the present Pacific Ocean basin and seems associated with the 25 to 100 meter geoid high which dominates the present-day figure of the Earth.

After review of the status of research on optirnisation of retreat longwall faces it is argued that an acceptable optimisation model must be based upon realistic cost data that take into account not only the face costs, but the total panel costs. These include the cost of development, face cost, removal and installation cost. The determined optimum length of a retreat longwall face is based upon a realistic model and actual costs.Parameters that influence the optimum face length have been varied over wide limits to allow determination of the sensitivity of the model and the effect of the parameters on the optimum face length. It is concluded that for medium production rates and medium system availability, the optimum face length of a retreat longwall face under Australian conditions lies between 180 and 220 metres.
