IN the past 75 years industrial engineering has been highly developed in many fields, but the coal mining industry has just begun to realize its potential for cutting costs. To receive the maximum benefit, a company should apply industrial engineering from the time a new installation is contemplated, but the principles can also be used to reduce and control the costs of an established operation. One company that had been mechanized for seven years reduced its total labor cost 57 pct by industrial engineering. Of this reduction, 20 pct was brought about by a preventive maintenance, rebuilding, and scheduled lubrication program that eliminated 80 pct of the delay caused by mechanical and electrical failures. Thirty percent of the cost reduction was attributed to rearranging the work force into crews of the most effective size, changing working methods, and training all mine supervision in the principles of the cost reduction program. The remaining 7 pct reduction was brought about by a wage incentive program for all the men in the mine. The productivity of this coal mining operation was increased from less than 8 tons per payroll man to 20 tons. This increased productivity was brought about while using the same equipment, men, and supervision.

The development of computerised mine planning has been hindered by the cost of processing the large data bases associated with mineral deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/mini-computers have not had the capacity to store the volume of data or the processing capability required. Hardware development has cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with mine planning, from geological assessment to short-term scheduling of operations, incorporating them into a single system using a common database. The integrated system, comprising software and dedicated hardware, adds previously unattainable speed, flexibility and clarity to the planning process because it has been tailored exclusively for that purpose.

D. A. Dahlstrom—Mr. Falconer has done an admirable job of proving the adaptability of the cyclone to the beneficiation of a very difficult size range in the preparation of coal. The addition of the cyclone to other coarser size methods makes it economically feasible for the coal operator to rigorously control his marketed products at a high and uniform quality level down to the 48 and 100-mesh size. Furthermore, it should be pointed out that by utilizing the cyclone as a deslimer or classifier the —3 200-mesh fraction, usually containing large percentages of undesirable material, can also be quickly and cheaply removed from the clean coal. Advantages of such a step are several: (1) Reduction of ash content, especially where clays and slimes are serious. (2) lower moisture content of the final coal. (3) easier mechanical and thermal de-watering of the fine coal due to higher cake and bed permeabilities. The author has indicated that adjustable control means should be installed on the cyclone operating on a heavy-media slurry. This also holds true for the cyclone acting as classifier, deslimer or preliminary dewatering agent and is worthy of special emphasis. Such controls, while not necessarily automatic, must be simple, rapidly adjustable, and require a minimum of attention. Three methods available to the operator are (1) throttling valve on the feed line, (2) back pressure valve on the overflow, and (3) adjustable diameter underflow nozzles. The first two, while fulfilling the specifications, suffer the disadvantage of restricting capacity if severe throttling is necessary. The third method has little effect on capacity and easily maintains an underflow of correct moisture content. Several designs are possible, but two find the widest application. The first was developed by Robert Piros of The Truax-Traer Coal Co. and uses a simple casting containing two holders for underflow nozzles which can be rotated about an axis parallel to the cyclone centerline. These holders retain the underflow nozzle flush with the conical section walls. When a change in nozzle diameter is required, the new size is placed in the spare holder and rotated into place. A second design utilizes a soft rubber cylindrical tube which is compressed or released from three sides, causing the inner diameter of the tube to decrease or increase. Fluid inclusions have been studied since the mid-1800s. In 1858, the famous English geologist H. C. Sorby, stated that ". . . there is no necessary connection between the size of an object and the value of a fact, and that, though the objects [inclusions] ... are minute, the conclusions to be derived from the facts are great."' This statement philosophically emphasizes why fluid inclusions should be studied. Fluid inclusions supply the economic geologist with "hard" data on the chemical environment and mechanisms of transport for ore fluids. Such studies enable geologists to understand more about their complex nature. The information that can be obtained from fluid inclusions is as follows: 1) Fluid inclusion "filling temperatures" measured with the microscope heating stage, reflect the hotness of an ore fluid at the time of its entrapment and are one of the most accurate methods of geologic thermometry. 2) Ore fluid densities indicate the extent to which ground water becomes mixed with ore fluids. Density is determined from the composition of inclusions, the ratios of gas to liquid (at room temperature), and from

Though coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence and foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869—70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, " though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. INCREASED metal consumption throughout the world in the past three years has brought greater activity in the concentrators and mills that treat the ores.' Comparatively low prices have made greater economies necessary, with a continuing search for more efficient flow sheets, equipment, processes, and reagents. Comminution GRINDING has long been too ex- pensive and even any small increment of saving has been eagerly sought. Although not recently new the use of rod mills to cover the gap between intermediate crushing and coarse grinding has made further headway. They eliminate dusting and the closed- circuit operation of fine crushers, either roll or Symons cone, and the rod-mill product is suitable for secondary mills which can be operated with smaller balls and iron liners instead of coarse balls and steel liners. The newer practice is radically different from the older application of rod mills where they at- tempted to use them instead of ball mills for fine grinders. For that purpose they were not well adapted, as they do not have sufficient grinding surface available per cubic foot of mill volume.

Tyrone-a complete mining and concentrating facility built by Phelps Dodge Corp.-straddles the Continental Divide where surface water on either side flows in opposite directions although all water is taken from and returned on the northwest side of the Divide. At the outset, Tyrone was saddled with a problem of an adequate water supply, and the Gila River some 23 miles distant appeared to be the logical source. This in itself presented a major obstacle to Phelps Dodge because of the distance water had to be pumped and because of an adverse head which had to be overcome between the Gila River and the two 4-million-gal-capacity terminal water supply tanks at the mill. Having acquired water rights on the Gila River and in order to control the seasonal fluctuations in water volume, the company built the Bill Evans, off stream, earth-filled dam. This reservoir will contain 2100 acre-ft of water when full and it was constructed by the Hamilton Construction Co. for Phelps Dodge. The dam impounds fresh water for the Tyrone plant's use and four vertical turbine pumps (4500 gpm each) lift the water 275 ft from the Gila River into the reservoir. Since construction, Phelps Dodge has optioned the lake to the New Mexico State Game Commission for recreational purposes. In addition to the lake, land around the reservoir has been optioned to the State Game Commission for public use. The lake has already been stocked with trout and by next summer some keepers should be available for the taking.

There has been no noteworthy increase in production during 1935; but, on the other hand, there have been ample manifestations of a considerable increase in interest and activity in connection with petroleum prospecting. The Lakes Entrance field, in the State of Victoria, on the coast some 120 miles east of Melbourne, remains the only actual producer; and this production, consisting of lubricating stock devoid of light fractions, is very small in amount. Arrangements have been completed under which a series of "scout bores" for structure testing in the region of Lakes Entrance will be sunk by the Government of the State of Victoria, assisted by a subsidy from the Federal Government. Prospecting In the State of New South Wales, brilliant geological research in very difficult country, carried out by geologists of Oil Search Ltd., has revealed several previously unsuspected domal structures in the Sydney-Newcastle coal basin. These have been mapped in detail, and a test well is being sunk at Kulnura, 10 miles west of Wyong and 40 miles north of Sydney. At the date of writing this well has reached a depth of 1250 ft., 10-in. casing having been set at 1248 feet. Superficial formations consist of the Hawkesbury sandstone and Narrabeen beds of the Hawkes-bury system (fresh-water Triassic). It is anticipated that the upper coal measures of the Kamilaroi (Permo-Carboniferous) will be entered almost immediately. The objectives of the drilling are the upper and lower marine beds of the Kamilaroi system, which are regarded as promising as potential source—and reservoir—beds for oil. At Mulgoa, 30 miles west of Sydney, a bore is being sunk by the same company, Oil Search Ltd., to test for natural gas on a well defined structure located by the company's geologists. Noteworthy flows of gas have been encountered, but nothing approaching a commercial supply has been struck. It is considered probable that the gas has been derived

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references. will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question: is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

Methods in colorimetry are based on the assumption that the intensity of the' color of a definite volume .of solution is directly proportional to the quantity of the color-producing substance present. In the preparation and examination of colored solutions there are three ways in which the depth of color may be varied. These variables are : (1) the quantity of' the coloring matter; (2) the quantity of the solvent, or the dilution ; and (3) the thickness or depth of that portion of the solution examined. With these three variables as a basis, three general methods in colorimetry have been devised, all of which have been used in the determination of carbon in steel. In the first method, the quantity of the solution is kept the same for both the unknown steel and the standard, and the sections compared are of equal thickness, while the quantity of the standard is varied until the color obtained is of the same intensity as that produced by a definite quantity of the unknown steel. In laboratories where this method is used there is prepared and kept for permanent use a series of solutions with varying amounts of the standard, representing the percentages of carbon from the lowest to the highest demanded in that laboratory. These standard solutions are kept in bottles or test-tubes of equal diameter, and are arranged in series from the faintest to the most intense color, so that it is a simple matter to find the place of the unknown steel in the series, when the solution is of a definite volume and is contained in a tube of the same diameter as the standard tubes. DURING upwards of three thonsand miles of canoc-travel in South America, including several mishaps, the writer has unfortunately lost his book of notes taken during the year 1894 in Dutch Guyana, or Surinam. But a year spent in a foreign country, visiting its principal mining properties, is necessarily productive of indelible memories and impressions, and some of these may be of interest to the Institute. The Guyanas include British, or Demerara, Dutch, or Surinam, French, or Cayenne, and the Disputed Territory, or that portion of Brazil on the northeast coast of South America. After passing the picturesque mountainous coasts of Colombia and Venezuela, one reaches a low, flat mud-bank which extends far out into the sea, so that from the steamer, over a couple of leagues of turbid, shallow water, one call just see the dismal outline of the pestilential "bush" that fronts the Caribbean sea, clear around to the mouth of the Amazon. Here, iii the order mentioned above, are the Guyanas. So much has been said about this out-of-the-way section during the late excitement over the Venezuela boundary question, that the historical part of the subject may be advantageously condensed. Gold-mining in the Guyanas is altogether placer-mining, and is of the same general nature throughout; hence by describing the methods in use in Surinam and the results there achieved, ail idea will be given of the work throughout the field. The product of this section is about three to four millions of dollars annually, mostly from Demerara, not because of superior richness of its placers, but as a result of its very much larger population, which exceeds twice the aggregate census returns of both Surinam and Cayenne. THE United States Bureau of Mines established at Bruceton, Pa., in 1909, an experimental mine, for the purpose of testing the means of preventing and limiting mine explosions. During the last ten years numerous explosions have been caused to originate in .this mine for investigative purposes and the rate of propagation of the explosion wave, the pressure developed per unit of area by the explosions, and, the general results of the explosions have been carefully recorded and. studied. Means of preventing mine explosions or of limiting them to the areas in which they originate have been developed. A great deal of valuable information has been derived from the work in this mine and much more useful and valuable information will be obtained in. the future. The writer would plead, not for the opening of experimental mines in all the important coal-producing fields in the United States, but for the opening of demonstration mines, or mines in which experiments could be made with the various details of coal mining. The United States Department of Agriculture has established, in nearly every state, stations that undertake experimental work for the benefit of the agricultural interests. In addition, small demonstration plats are set aside, in suitable locations in the farming districts, where various crops are grown under scientific direction, so that the farmers in the neighborhood can note the results obtained and profit thereby. Something like this should be done for the coal-mining industry. If experimental or demonstration mines were established, methods of working adapted to local conditions could be worked out. Owing to competition in the same markets, small capitalization, or low profits, it may be an utter impossibility for any one company to try a new method of mining. Labor conditions may prevent the trial of a new method of working. It may be impossible or inadvisable to disturb existing working conditions for fear of causing trouble among the miners through real or fancied changes in the scale of wages.

FOR several years, the Bureau of Standards has been working in cooperation with an Advisory Committee on non-ferrous metals on various phases of the production and testing of zinc bronzes. The work has dealt, especially with the type of metal known as "Admiralty bronze" in England and as "Government bronze" in this country and consisting of 88 copper, 10 tin, and 2 zinc. Several reports have been made on this subject and these should be considered in connection with this paper.1 FIRST SERIES OF FIVE FOUNDRY TESTS A very brief summary of the first series of five foundry tests has been made,2 but for the sake of clearness the results are given here in different form. The five foundries cooperating in this investigation were: Ohio Brass Co., Mansfield, Ohio; Titanium Alloy Mfg. Co., Niagara Falls, N. Y.; Packard Motor Car Co., Syracuse, N. Y.; National Cash Register Co., Dayton, Ohio; Bureau of Standards, Washington, D. C. The object of the work was to determine whether uniform results could be obtained with this alloy in different foundries working under definite instructions. One of the participating foundries prepared, from virgin metal, a stock of ingots of the composition 88 copper, 10 tin, 2 zinc, and at the same time poured nine test bars from this melt of virgin metal. The results of the physical tests of these bars are shown in Table 1. Examination of this table shows that the highest and most nearly uniform results were obtained when the virgin metal was cast flat in chill molds and the lowest and most variable results were encountered when it was cast vertical in green-sand molds. There was more activity in crude production in northwestern Pennsylvania in 1935 than for several years before, resulting in an increased oil production and also in the number of wells completed. Crude -production approximated 16 million barrels for the state, an increase of about one million barrels over 1934. Demand, indicated by refiners' runs to stills, increased proportionally, leaving stocks of available crude at the end of the year at the lowest point since the middle of 1934, when they reached an all-time low. The price of crude varied during the year from a low of $2.02 to a high of $2.27 at the end of the year for Middle district oil. The price of Bradford and southwest Pcnnsylvania oil changed accordingly. The average for the year would be a lower price than in 1934. A summary of the production data for the year 1935 is given in Table 1. In making up this table, 1935 figures were simply added to the table published by S. H. Cathcart last year1. A list of important wildcats is given in Table 2. Bradford Field Approximately 10,000 acres of the proven producing area of the Bradford field is in Cattaraugus County, New York, and it is possible, by differences, to distinguish the Pennsylvania production from the New York portion. The listed production for the Bradford field includes only that portion of the field situated in Pennsylvania, but also includes production from a small pool, locally known as the Mt. Jewett-Kanesholm pool, where the Bradford sand is being developed and flooded in precisply the same manner as that of the Bradford field itself. The Mt. Jewett-Kanesholm pool is not, strictly speaking, an extension of the Bradford field, but inasmuch as it is so closely allied with the Bradford field-—that is, the sand is the same and the production methods are the same—the production and drilling figures include this area.

In my address on the " Geognostical Relations of the Metals," delivered before the Institute on the 20th of February last (Vol. I Transactions, p. 331), I spoke of the rocks in the vicinity of Thunder Bay, Lake Superior, where I indicated two series of uncrystalline rocks resting upon the Huronian schists, the lower one consisting of dark-colored argillites and sandstones overlaid, apparently in slight discordance, by nearly horizontal red and white sandstone and marls, which were compared with those of Sault Ste. Marie, and those of the Portage Lake district, on the south shore. These latter sandstones, according to Brooks and Pumpelly, overlie uncomformably the Keweenaw series of copper-bearing amygdaloids, sandstones, and conglomerates, and are in turn overlaid by the Trenton limestone. I then proposed to call this lower series of Thunder Bay, that is to say, the dark-colored argillites and sandstones which are traversed by the silver-bearing lodes of that region, the Animikie group. Shortly after the publication of that address I received an abstract of a paper on the geology of that region by Professor Robert Bell, read before the Montreal Natural History Society, February 24th. He there confirms the statement made in my address that the gold of Lake Shebandowan occurs in the Huronian, which is also seen to be cut by the silver-bearing lodes just mentioned. Professor Bell, in this paper, proposes to designate both what I have called the Animikie group, and the overlying red and white sandstones, by the name of the Nepigon group, for the reason that the upper series is best displayed about Lake Nepigon. This latter series is by Logan supposed to be overlaid by the copper-bearing amygdaloids with conglomerates and sandstones of the north shore (apparently identical with those of Keweenaw); and the whole together, inclnding the Animikie group, constitute his Upper Copper-bearing group. These copper-bearing strata are by him supposed to be overlaid by the red and white sandstones of St. Mary, which are apparently the same with those sandstones which, according to Brooks and Pumpelly, overlie unconformably the similar cupriferous rocks of Portage Lake, and are, in their turn, overlaid by the Trenton limestone. Thus the sandstones which at Thunder Cape overlie the Animikie group are by Logan placed in the midst of the Upper Copper-bear-

JUDGE Samuel E. Schull, in the Court of Quarter Sessions of Monroe County, Pa., handed down a decision on July 2, declaring the Pennsylvania law for the Licensing of Professional Engineers and Land Surveyors to be in violation of the Constitution of the State of Pennsylvania and also of the 14th amendment of the Constitution of the United States. The case was that of George E. Stevenson, who was arrested in June, 1922, charged with the practice of the profession of land surveying without first obtaining a state license. Mr. Stevenson had had forty years of practical experience as an engineer and land surveyor, and as set forth in the findings "had attained unusual skill, distinction and reputation in his said profession, and, on said date and for a considerable period thereto-fore and down to the present time, was and is President of the Engineer's Society of Northern Pennsylvania." That part of the decision referring to the unconsti-tutionality of the act is quoted in full as follows: This matter now comes on to be heard on argument as to the constitutionality of the said Act of May 25, 1921, P. I. 1131. The defendant urges that the same is unconstitutional: First: Because it is in violation of Article 3, Section 3, of the Constitution of Pennsylvania, which provides: "No bill, except general appropriations bills, shall be passed containing more than one subject which shall be clearly expressed in its title." Second: That the same is discriminatory and, therefore, in violation of the 14th Amendment of the Federal Constitution. In this case, we: are confronted by the Act of Assembly bearing the title "an act to regulate the practice of profession of Engi-neering and Land Surveying; creating a State Board for Regis-tration of Professional Engineers and Land Surveyors; defining its powers and duties, imposing certain duties upon the Common-wealth and Political subdivisions thereof, in connection with public work and providing penalties." We meet in the title of this act, a recognition of the fact that it is the legislative intent to deal with two professions: First: Engineering. Second: Land Surveying.

Prior to 1885, the College of Engineering in the State University was under the care of such professors and instructors as were required for efficient work in the Schools of Mechanical Engineering, Civil Engineering and Architecture. The development of the coal and other important mineral resources of the commonwealth led gradually to a considerable demand for instruction in the branches more closely related to mining engineering, and a very creditable effort was made to meet this want by arranging special work in the field and in the laboratory for students of mining and metallurgy. This plan, while it gave much added labor to several already heavily taxed professors, caused such students to become something like undesirable excrescences upon the regular courses. But its partial success gave abundant proof of the real necessity for a complete course in Mining Engineering. The famous Braidwood disaster emphasized anew the importance of thorough training on the part of those to whom the responsible duties of mining must be confided. As is well known, a very excellent beginning was made some years ago by the Legislature in the matters of inspection and regulation by the enactment of a reasonably effective law, which was afterward much improved.* About the date of the last Acts, it was deemed wise to enlarge the facilities at the University arid to furnish adequate training for the increasing number of applicants. Accordingly, in August, 1885, the writer was requested to assume the duties of the professorship, it being the expressed desire of the Board of Trustees and the Regent of the University that a School of Mining Engineering should be founded which might eventually come to rank with the other engineering schools already flourishing here. It is the main object of this paper to state plainly the steps thus
