The objective of this papef is to summarize briefly the practical use of rock mechanics in design and construction of various types of structures. These range from foundation for industrial facilities, nuclear power plants, bridges and dams to tunnels and underground caverns. The use of rock mechanics has varied from performing a few laboratory unconfined compressive tests on core samples to complete field and laboratory tests for underground power caverns. The primary difference between the rock mechanics studies we hare for construction projects and those most commonly found in the literature is that our tests must provide immediate answers to specific questions facing a design or construction engineer. For example, when we make a plate-bearing test we arrive at a load-deformation relationship. We realize that this is not a true modulus of elasticity. Yet, when considering the resistance the rock will provide against forces occurring in a pressure tunnel it is a far more useful value than the true modulus of elasticity of the rock. Another example of this difference in interest is in the use of flat jacks. Many people criticize the use of flat jacks because they measure the stresses in the disturbed zone very near the surface and do not represent the undisturbed stress condition in the rock. However, in actual construction it is frequently those near-surface stresses with which we must cope. We are interested in both the stress conditions present prior to excavation and those as modified by construction of an exploratory adit or drift. Fundamentally, we are interested in the practical application of rock mechanics in the solution of problems of design and construction of civil engineering works.

Magnesium is the lightest metal used for structural purposes, for which reason perhaps more than usual interest is attached to measurements of its density. Although the density of solid magnesium has been det,ermined frequently, no measurements of the density of the liquid metal are available. Because of unusual experimental difficulties in measuring the density of the liquid, only a limited number of measurements of good precision were secured. The results, especially the value for the crystallization shrinkage, are of great interest in connection with the casting of the metal. A number of samples for these measurements were made available through the courtesy of the American Magnesium Corp. They were in the form of extruded bars 3/8 in- in diameter and several were of exceptional purity, as indicated by careful analyses. Table 1 gives the density values (at 20" C.) for magnesium of varying degrees of purity. The density was measured at room temperature by comparison of the weight in air, and when immersed in distilled water. The necessary buoyancy corrections were applied, so that the density could be expressed in absolute measure—grams per milliliter. The effect of the buoyancy of the immersed suspension and the surface-tension pull of the water upon the suspension were eliminated from the results by a preliminary weighing of the suspension immersed to the working depth. Great care was necessary to prevent the introduction of a significant error by the formation of gas bubbles upon the clean magnesium surfaces; these are sometimes very minute and easily escape observation. They may be detached by raising the specimen from the water and again immersing; this should be done just prior to completing the weighing. Their formation may be almost entirely prevented during a measurement by previously immersing the specimen in a solution of paraffin in petroleum ether. The thin film of paraffin remaining after the evaporation of the solvent prevents wetting of the magnesium surface by the water. In one such determination, the paraffin coating on a 22-gm. Specimen

Tests are described that show that back pressure on flowing wells is a waste rather than a conservation of natural forces. Stop-cocking, however, gives encouraging results. VARIOUS estimates have been made as to the percentage of oil left in a field after the wells have become so small that it is no longer practical to produce them. Engineers have given the matter much study and can substantiate their figures by data taken from fields from the Appalachians to California. The average oil sand has a porosity of about 20 per cent., which gives a capacity per acre-foot of approximately 1500 bbl. The sand thickness in Oklahoma pools averages 20 ft. With 20 per cent. porosity and a 20-ft. sand thickness, the capacity per acre is 30,000 bbl., yet these pools will seldom yield more than 5000 bbl. to the acre. These figures support the theory that at least 50 per cent. of the oil remains in a sand after all known methods to recover it have been used. Certainly we can never recover all the oil, unless in years to come oil becomes so rare and yet so necessary that the price will justify sinking shafts into the abandoned fields and regular mining methods of drifting and stoping. However, with improved methods of production and conservation of the natural agencies of expulsion, we should be able to increase recovery. It is with this in mind that this paper, relating to the effect of back pressure on wells, is presented. Except in the fields where production is caused by hydrostatic pressure, the chief agency for getting, oil out of the sand into the hole is the gas that occurs with the oil. After the pressure has declined, probably gravity also is a factor, but not an important one. With a given amount of oil in a sand and a given amount of gas occurring with the oil, the ratio of gas volume per barrel of oil is the key to the ultimate recovery from that sand. Our efforts should be along lines that will, lower this ratio and make the gas, the agency given us by nature, do its work better and yield more of the oil, of which it is a part.

In order to secure good results in the prevention of accidents, it is generally recognized that the desire for such accomplishment, as well as the aggressive and constructive action to achieve it, must emanate from the Top Management and permeate successively down through the "Chart of Authority" to the workmen. Several years ago, with the above as a basis and with full support of the Top Management, the Mining Department started a program of selling the foremen and bosses the idea that safety could be achieved and that it was desired and required. Using psychology, persistence and numerous other methods, the foremen and bosses were finally impressed with the idea that "It can be done" and "It will be done." With this in mind, new ideas were brought forth by the foremen and bosses regarding the caving operation and the specific jobs in the operation. These new ideas were taken up in round-table discussions and resulted in certain changes in the undercutting method and the actual drawing of the blocks. These changes resulted in increasing fragmentation of the blocks which prevented the usual hang-up areas in the blocks. With the rock smaller in size and within reasonable reach from the tapping drifts, accidents were prevented in the tapping section. At the same time, an enforced campaign of housekeeping throughout the mine was undertaken with very beneficial results. The foremen and bosses then, in turn, educated and trained the workers themselves to become safety conscious. In so doing, a constant reminder was given on all jobs assigned that the job was to be done safely as well as efficiently. No man is assigned a job who is not qualified for the type of work required. Efficiency and safety go hand in hand. Safety Rules To supplement and aid this safety conscious attitude, certain safety rules applicable to our operation, a modified block caving system of mining limestone, in addition to the established state regulations, were put into effect and enforced. The specific rules referred to above and which will be mentioned below are in most cases simply a means of applying and complying with the very adequate "Mine Safety Orders" issued by the Industrial Accident Commission of the State of California. THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. Should he be somewhat inexperienced, be soon has his errors discovered for him, and learns to avoid them. During the year, there were 570 oil wells completed for a total daily initial production of 365,352 bbl. The daily oil potential of the field, effective Jan. 1, 1935, as established by the Texas Railroad Commission, was 306,102 bbl. with a daily allowable of 58,800 bbl., whereas, on Dec. 31, 1935, the potential was 587,376 bbl. with a daily allowable of 57,800 bbl. Because of the limited market demand, the allowable decreased although the potential increased. In August, the five-day test for determining the potential production of a well was replaced by a 24-hr. test. The reason for this change was that some of the oil-pur-chasing companies contended that too much oil in excess of the limited market demand was produced during the five-day tests. Dry Gas.—During July, the Texas Railroad Commission supervised the first complete and accurate field-wide test of open flows that has been made in this area. The total open flow as determined at that time was 16,426,085,000 cu. ft, There were 79 gas wells drilled in '935, with a combined open flow of 2,408,000,000 cu. ft. and 50 depleted oil wells were plugged back for gas with a total open flow of 529,800,000 cu. ft. The total new gas production for the year was, therefore, 2,937,800,000 cu. ft. The 17 natural-gas pipe lines drawing on the Panhandle supply of fuel gas withdrew a daily average of 420,497,507 cu. ft., or a total of 153,481,-590,000 cu. ft. for the year. The 44th Texas Legislature passed a statute known as House Bill No. 266, which was designed to prohibit waste and protect correlative rights by compelling the ratable production of gas. The part of the law relative to withdrawal of sweet gas became effective Aug. 1, 1935, and the part referring to withdrawal of sour gas became effective Oct. 1, 1935. Three of the major pipe line companies attacked the validity of the ratable production feature of the new law and a preliminary injunction was granted by the Federal District Court. The final hearing on the incrits of the case is scheduled for the early part of January. The creep properties of lead alloys have been studied by a number of investigators but most of the work has been done on extruded material and the amount of data available on rolled alloys is surprisingly limited. Greenwood1 and his collaborators investigated various rolled commercial leads containing relatively small amounts of impurities, Phillips2 likewise studied rolled commercial leads, although he did include a few alloys— such as tellurium lead and one per cent antimonial lead. But as far as the authors are aware no data on the creep properties of so-called "hard leads"-—i.e., containing from 4 to 8 per cent antimony—have been published. In this paper some data are presented on a few antimonial lead alloys and compared with a copper-bearing lead. Preparation OF Specimens All the alloys used in this investigation were cast at a temperature of 400°C. into an open cast-iron mold preheated to Ioo°C., the resultant casting being % by I by 10 in. The copper-bearing alloy was cold-rolled by 10 per cent passes to a thickness of 0.100 in. Creep specimens 16 in. long were prepared by clamping the strips between wooden blocks and machining the edges of the strips parallel by means of a plane. Careful manipulation gave parallel specimens with no reduced section and with a minimum of distortion. The antimonial lead castings were hot-rolled in 10 per cent passes at a temperature of I50°C. to a thickness of 0.400 in., the heating being carried out in an electric oven after each pass through the rolls. After the castings had been broken down to 0.400 in., they were allowed to cool to room temperature and then cold-rolled to 0.100 in. with the usual Io per cent passes. Sufficient time was allowed after each pass for the strips to cool to room temperature. The apparatus and method of measuring strain have been adequately described in a previous paper3 and essentially the same practice was used in obtaining the present data. IN a previous articles we have described a technique for measuring the relative intensities of gamma rays from the radioactive elements occurring naturally in geological formations along the walls of a borehole. The apparatus consisted of two Geiger-Müller tubes mounted inside a pressure-tight chamber. Each counter tube was coupled separately to an amplifier and a frequency meter at the surface by means of a multiconductor cable upon Which the chamber was suspended. The output currents of the two frequency meters were recorded on a photographic paper as the chamber was moved in 'the hole. These traces showed remarkable correlation with the geologic formations, as evidenced by comparison with commercial electrical logs.' Owing to the penetrating power of the gamma rays, logs may be taken in both open and cased boreholes. The apparatus has recently been changed somewhat. One of the counter tubes has been removed and a stage of amplification has been added. inside the chamber, This arrangement seems to give a more favorable signal-to-noise ratio and satisfactory logs can be now made in cased holes and also in open holes as previously, Briefly described, the chamber moving in the hole is made of 3,2-in. drill pipe and is about 10 ft. long. There is an additional extension about 2 ft, long at the top, inside which cable connections are made. The Geiger-Müller tube is mounted inside the bottom end of the chamber, Above this is the vacuum-tube amplifier with its batteries and transformer, In the top part of the chamber, small 45-volt batteries are mounted, which in part supply the high voltage for the counter tube, Additional voltage is supplied from the surface through the multiconductor cable upon which the chamber is suspended. Also, the output of the transformer in the single-stage amplifier is coupled to another single-stage amplifier at the surface through this cable. ABOUT a year ago, the writer had occasion to assist Mr. John L. Gill, Jr., of the Pittsburgh. Car-wheel Works, in making a trial of his new testing machine. A piece of Bessemer steel, of about .34 carbon, was used as a test-piece, turned to a sectional area of one square inch for a length of five inches between shoulders, and pro¬vided with large round heads, which were fitted to what is called the " Wade grip." Measurements of elongation, accurate to , 1/10000 of an inch, were made by a special apparatus containing two micrometer screws, with electric contact attachment. The machine was operated by hand-power. Readings of elongation were taken at each increment of 2000 pounds stress per square inch, up to 44,000 pounds, the elongation corresponding to the latter figure being .0088 inch. The elongations up to this point remained almost exactly proportional to the stresses, the strain diagram, as shown on the Plate, from the origin to the point A, being a straight line (the deviation of no observation from the straight line being greater than .0002 inch). There being no indication of an approach to the elastic limit, the attendant at the hand-wheel and scale-beam was told to proceed as usual and move the poise forward 2000 pounds, or to 46,000, and turn the wheel until the beam was balanced. Noticing that the beam did not rise in the usual time, and that the elongation was increasing rapidly, the writer called to the attendant to stop turning the hand-wheel and to push the poise backwards until the scale-beam balanced. Instead of balancing at between 44,000 and 46,000 pounds, as was expected, it balanced at 40,000 pounds, and the elongation had increased to .0343 inch (or more than four times that recorded at 44,000 pounds), as plotted at the point B, the dotted line between A and B showing the supposed course of the strain diagram between these two points. Immediately upon recording the elongation the writer said to Mr. Gill, who was standing alongside: "This phenomena is without a parallel in my experience, and I know of but one way to account for it. The Pittsburgh bed, lying at the base of the Monongahela series, is probably the most famous bituminous coal bed in the world; famous not only for the product yielded in mining, but also as a key horizon in the search for oil and gas. It is the most important coal bed in northern West Virginia from the standpoint of extent, thickness and regularity. The general section is shown in Fig. 1. Roof Strata The strata that superimpose any coal bed vary more than the coal itself, and the Pittsburgh bed is an excellent example of 'this fact. Obviously, there were several changes during the period of deposition of this overlying material. Locally, sandstone occurs above and in contact with the coal. Sometimes a shale, or a clayey shale, rests on the bed and is often overlain by sandstone. Throughout the greater portion of northern West Virginia, however, the basal member of the immediate roof is a black or gray clay, which is usually slickensided. This material is called "draw-slate" by the miner. The color is due to the carbonaceous matter and the slickenside is the result of pressure, or movement, which may have come during or subsequent to its consolidation. This part of the roof requires especial consideration, because it is not self-supporting after the coal has been removed from beneath. The roof coal, 8 to 24 in. thick, is left directly below the draw-slate to support it and also to protect the clay from changes in temperature and moisture in the air, thereby preventing disintegration. The clay or draw-slate quickly changes its physical character when exposed, and falls if it is not adequately supported. Timbers alone are not effective in holding up this material, because it softens, crumbles and falls around the supports. Timbers hold up only the material that is directly over the posts and crossbars. THE opening session of the Institute was held at Staunton, on Monday evening, May 30th, in the Opera House. Major Jed. Hotchkiss, Chairman of the Committee of Reception, called the meeting to order and introduced Mayor Balthis, who spoke a few words of welcome to the members present, and then introduced the Hon. A. H. H. Stuart. Mr. Stuart in addressing a formal welcome to the Institute to the " little city of the mountains," spoke of the value of the services of the mining engineer in developing the mineral wealth of Virginia and in solving the problems of her geological history. Mr. Metcalf, President of the Institute, replied on behalf of the Institute to the cordial welcome of the mayor and Mr. Stuart, and then read an inaugural address on Force. At the conclusion of the President's address the following papers were read The Electrolytic Determination of Copper and the Formation and Composition of so-called Allotropic Copper, by J. B. Mackintosh, Hoboken, N. J. Read by Professor Egleston. The New Unpublished Map of Chester County, Pa., by Professor Persifor Frazer, Philadelphia. THE following brief description of the main features of the, engineering work was prepared for the use of members of the American Society of Civil Engineers and members of the American Institute of Mining Engineers on the occasion of their visits to the tunnels at the time-of their respective. annual meetings in New York, January and February, 1905. DESCRIPTION. Those portions. of the Pennsylvania Extension into Manhattan and Long Island, lying east of the Terminal Station and west of the East River, have been designated as the " Manhattan ?Cross-town:. Tunnels." They traverse a section of the city second in importance only to the financial district, and one that includes the larger hotels, retail shops and theaters and the residences of many of the best known citizens. Section "D," consisting of twin tunnels for west-bound express and local passenger traffic, lies under Thirty-third Street from a point 400 ft. west of the west line of Sixth Avenue, eastward to the river shaft, situated in the block between Thirty-third and Thirty-fourth Streets east of First Avenue. Beginning at the east end, the tunnels are in separate excavations, leading westward from the subaqueous tubes, on a curve of large radius, gradually closing together until it is found more appropriate to drive them in a single excavation. At a point just west of Second Avenue they reach the tangent, aid from there westward lie directly under Thirty-third Street. At a point about 180 ft. west of the west line of Sixth Avenue, the center concrete-wall between the twin tunnels is omitted, and the excavation somewhat widened to make room for a third storage-track, and the tunnel continues to tile station portal in three-track section. Joule-THomson coefficients for two natural gases were determined at pressures up to 600 lb. per sq. in. throughout the temperature interval between 70" and 310°F. From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. The enthalpies of the gases were computed as a function of state and the results compared with values obtained by several methods of prediction currently available. Relatively small samples of these natural gases were available, together with their analyses, and the Joule-Thomson coeffi- The Joule-Thomson coefficients were determined by measuring the change in temperature resulting from the passage of the gas through a porous thimble with a known pressure difference and under such conditions that the process was substantially isonthalpic. The details of the apparatus employed for this purpose have been described.' It is believed that the changes in temperature and pressure were ascertained with an uncertainty of not more than 0.3 per cent. However, as a result of deviations from steady flow, it is probable that uncertainties as large as 2 per cent may exist in the measured Joule-Thomson coefficient. The gases utilized in this work were taken from high-pressure separators and were dried prior to use by passage over calcium chloride at pressures in excess of 300 lb. per sq. in. The gases were subjected to the conventional fractionation and Orsat analyses. The results are recorded in Table I. The composition is typical of gases from such sources, with the possible exception of the presence of significant quantities of carbon dioxide in each of the samples. The elongations up to this point remained almost exactly proportional to the stresses, the strain diagram, as shown on the Plate, from the origin to the point A, being a straight line (the deviation of no observation from the straight line being greater than .0002 inch). There being no indication of an approach to the elastic limit, the attendant at the hand-wheel and scale-beam wits told to proceed as usual and move the poise forward 2000 pounds, or to 46,000, and turn the wheel until the beam was balanced. Noticing that the beam did not rise in the usual time, and that the elongation was increasing rapidly, the writer called to the attendant to stop turning the hantl-wheel and to push the poise backwards until the scale-beam balanced. Instead of balancing at between 44,000 and 46,000 pounds, as was expected, it balanced at 40,000 pounds, and the elongation had increased to .0343 inch (or more than four times that recorded at 34,000 pounds), as plotted at the point B, the dotted line between A and B showing the supposed course of' the strain diagram between these two points. Immediately upon recording the elongation the writer said to Mr. Gill, who was standing alongside: "This phenomena is without a parallel in my experience, and I know of but one way to account for it. Joule-THomson coefficients for two natural gases were determined at pressures up to 600 lb. per sq. in. throughout the temperature interval between 70" and 310°F. From these primary data and available information relating to the isobaric heat capacities of the components at infinite volume, the heat capacities of these gases were computed throughout the above-mentioned range of pressures and temperatures. The enthalpies of the gases were computed as a function of state and the results compared with values obtained by several methods of prediction currently available. Relatively small samples of these natural gases were available, together with their analyses, and the Joule-Thomson coeffi- The Joule-Thomson coefficients were determined by measuring the change in temperature resulting from the passage of the gas through a porous thimble with a known pressure difference and under such conditions that the process was substantially isonthalpic. The details of the apparatus employed for this purpose have been described.' It is believed that the changes in temperature and pressure were ascertained with an uncertainty of not more than 0.3 per cent. However, as a result of deviations from steady flow, it is probable that uncertainties as large as 2 per cent may exist in the measured Joule-Thomson coefficient. The gases utilized in this work were taken from high-pressure separators and were dried prior to use by passage over calcium chloride at pressures in excess of 300 lb. per sq. in. The gases were subjected to the conventional fractionation and Orsat analyses. The results are recorded in Table I. The composition is typical of gases from such sources, with the possible exception of the presence of significant quantities of carbon dioxide in each of the samples. IN thermodynamic studies of gas mixtures and liquid solutions, the respective problems have been greatly simplified by the use of two general limiting laws; Dalton's law of partial pressures and Raoult's law. It is generally recognized that these two laws have a common physical and chemical basis which may be stated as follows: The law may be expected to be strictly valid only for systems in which the different molecular species are so nearly the same in their physical and chemical properties that a molecule is unable to recognize whether its neighbor is one of its own kind or not. Positive and negative deviations from both laws are frequently encountered. The occurrence of negative deviations in both gases and liquids is ascribed to attractive forces which, in the more extreme cases, may be so large in magnitude and so highly specific in character as to lead to the formation of definite chemical compounds. Positive deviations in gases develop only at higher pressures where the intermolecular distances are so decreased that factors such as molecular size and shape, which ultimately become concerned with the repulsive forces, come into play. In liquid mixtures, positive deviations are generally considered as due to differences in the symmetrical (nonpolar) fields of force which surround the various molecular species and which are supposed to give rise to a tendency for each species to associate with its own kind and thus to "squeeze out" the other variety. Fundamentally this also involves the existence of repulsive forces between unlike molecules. If the fields of force are unsymmetrical (polar) a tendency towards compound formation results. Stated in more exact terms, strict adherence to the law means that the "activity" (or any adequate measure of this quantity) of a component in a mixture is a linear function of the molecular (or atomic)

After showing continued and very satisfactory progress until the close of 1931, the oil industry of the Soviet, Union experienced very great difficulties, and since 1932 has not only failed to complete its assigned quotas but has fallen farther and farther behind them, and in fact during 1932 and 1933 Russian production has been below production in 1931. In 1934 the total crude oil production of 169,200,000 bbl. exceeded that of the former peak year, 1931, when 156,100,000 bbl. were produced. The production during 1934 amounted to 78.65 per cent of the plan. The failure to complete the plan has been due to the inability of the oil trusts to develop new fields; the fields that have been producing since 1917 still account for between 75 to 80 per cent of total production. The failure of the Soviet Government to develop new fields has been due to unsatisfactory organization of the geological work, to the extremely slow drilling of wells and their exploitation, and to the very much delayed development of the few areas that have been discovered. The official overestimation of the proven reserves of the country has undoubtedly been an important factor in giving the Soviet industry too much confidence when actually such reserves have been small. The official Soviet estimate of proven reserves of Russia is now placed at 21,000,000,000, bbl., while in fact such reserves, if estimated on a conservative basis, do not exceed 4,200,000,000 bbl., as will be shown later in this review. The refinery branch of the industry also showed unsatisfactory results with a recovery of gasoline, both straight-run and cracked, of only some 16 per cent of the total runs to stills. In fact, the showing of the refineries has been so unsatisfactory that the exports of gasoline have been greatly curtailed from 1933 to 1934, dropping to 10,000,000 bbl. in 1934 from 12,230,000 bbl. in 1933. With the indicated increase in domestic demand, together with but slightly increased refining capacity, the volume of available gasoline for export probably will be reduced to about 6,000,000 bbl. during 1935. The geographic distribution of constructed refineries has been unsatisfactory and the crude oils from Baku had to be transported by tankers
