An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

The mining industry worldwide is facing a tremendous shortage of minerals engineers in all fields of specialization. For instance, in Australia the skills shortage in the mining industry has been identified as one of the top risks facing the mining industry. In Namibia most minerals engineers employed are expatriates, with some being Namibians who studied abroad. The minerals engineering programmes at the Polytechnic of Namibia are still in their infancy. These programmes were designed to meet the mining industry skills needs. Being young has its advantages in that lessons can be learnt from older minerals education institutions that went through similar challenges. However, this does not imply just copying and implementing their approaches, since the context differs and, to ensure sustainability of the minerals education programmes, curricula have to be customized to the local context. This paper reviews the interventions made by the Polytechnic of Namibia in order to ensure the sustainability of its minerals education programmes. The methodology consisted of an extensive literature review, a status quo analysis of the mining and process engineering department, identifying the gaps between the current state and desired state, and mapping the goals and strategic actions required to progress to the desired state. The following factors were identified as major threats to the sustainability of minerals education at the Polytechnic of Namibia: the quality of students, low student enrolment rates, low pass rates in science and mathematics, shortage of academic staff, dwindling government funding, and limited involvement of the mining industry. The major outcomes of this research comprise the detailed strategic actions employed by the Polytechnic of Namibia to address the threats to sustainability of its minerals education programmes.

The results are presented to show that mercury can be used successfully in prospecting for precious metal mineralization in the Thames-Waihi area.

The choice of ventilation schemes in the Northern Mujsky railway tunnel and definition of the nec-essary quantities of air ensuring regulated radiation conditions in the tunnel system has been accomplished. The influence of natural draught on the stability of tunnel ventilation has been estimated. The design of a portal venti-lation gate allowing minimal influence from natural factors is described. The dependence of pressure loss in the sliding ventilation gates on their spanning value of the vehicle tunnel section has been determined. The selection of parameters for an atmospheric air heating system in winter has been carried out. The operation regimes of air heaters, dependent on the temperature of atmospheric air, have been established.

MANY mechanical advances have been made on mining equipment during the year 1951. There have been a number of trends established and many modifications made on open-pit equipment to increase the efficiency and availability of all the machines necessary in the moving of overburden and iron ore. Some years ago, the trend toward larger shovels for the loading of off-highway trucks began, but in the last year, it has become general practice to use the 5 to 7 ¼ -yd quarry-type shovels in the loading of haulage units. For years these larger shovels were used in the locomotive haulage pits. As the truck capacities increased from 15 to 20 to 30 tons, the need for larger loading units became apparent. Today in most mines, large shovels are in evidence and a few 8-yd shovels will be delivered this year for loading off-highway trucks. Torque Converter-Shovel The Diesel-driven shovel with its friction bands has been modernized with the torque converter. There have been about ten shovels remodeled to take a torque converter in the drive system. The large high-torque, low-speed Diesel engine was removed and replaced by a high-horsepower, high-speed, automotive-type engine. This engine was connected directly to the torque converter. The torque converter was connected to the shovel through the standard original sprocket and chain. Dual governors controlled engine performance. One governor controlled the high idle of the engine; the other governor, which is connected through a flexible shaft to the output shaft of the converter, controlled the loading of the engine. With this dual governor hook-up, the engine anticipates load conditions and is operating at high idle and full throttle before the shovel load is transmitted back through the converter to the flywheel. It has been found that with this automotive-type engine and converter, the shovel capacity has been increased about 20 pct. Also, the wear on the friction bands, breakage of hoist cables, and other mechanical breakages has been reduced materially. Alloy-Steel in Shovels The shovel equipment manufacturers have been experimenting with low-temperature-strength, high-alloy steels to combat the excessive breakage that occurs in extremely cold weather. High-nickel alloy steel has been used in critical areas that are affected by low temperatures, the most notable being dipper sticks. Most shovels ordered today are equipped with some of this special, alloy steel. More and more manganese alloy is being used for replacement parts such as shovel pads, idlers, drive sprockets, etc. Although the initial cost of these parts is considerably higher than the standard replacement items, the life of these manganese parts is considerably longer and well worth the added expenditure. Dipper-teeth repair is still a problem. Most companies use the small replaceable inserted tooth. It has become common practice among some of the companies to "job out" their dipper-tooth repairs to outside welding companies. This necessitates an additional inventory of teeth, but it does guarantee an adequate supply of replacement teeth at all times. These contractors have set up their shops on a production basis and can do an acceptable job at a high rate of speed. Thermite welding has been used in retipping teeth. To date, the process cannot be called successful but with improvements the time required to repoint the dipper teeth will be decreased considerably. The submerged arc process has been tried in the replacement of these dipper points, but like thermite welding has not proven successful. The Wyoming bentonite industry continued its run of stable, if not strong, growth in its complex markets. Growth at the macroscale was fueled by a strong domestic economy, the weakening of the U.S. dollar in the global market and strong worldwide global demand. Challenges to the benchmark of the industry were rapid and saw ongoing increases in raw material costs(pallets, bags and additives), higher energy costs and higher overall transportation costs for all modes of movement. Exports continued to be assisted by dollar depreciation (5 percent to 10 percent) from January 2004to January 2005. This depreciation followed the significant weakening of 2003. And it was most favorable during the pullback in fuel and shipping rates in the second half of the year.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

San Juan Coal Co. (SJCC) operates an underground coal mine near Farmington, NM. Continuous miners and a longwall produce 6.3 to 7.2 Mt/a (7 million to 8 million stpy). SJCC is owned and operated by BHP Billiton. The coal seam at SJCC has been shown to have a propensity for spontaneous combustion. As such, during the feasibility study for this project, it was elected to use a bleederless ventilation system on the longwall. Due to the combination of spontaneous combustion, methane liberation and, to a lesser extent, hydrogen sulfide, a typical wraparound ventilation system would not be appropriate. Three-entry gate roads are developed, and the longwall gob is sealed as mining progresses. SJCC uses a nitrogen injection system to continuously inertize the gob.

The use of coal for power generation is being questioned in many developed countries, as a result of ever-tightening environmental restrictions and concerns about the potential impact of CO2emissions on climate. Coal will continue to be the fuel of choice for new power plants for many developing countries with large percentages of the world?s population, because of its relatively low cost and broad availability. Even in many of the developed countries that are under pressure, coal will continue to fuel large percentages of power due to the installed base. Using coal efficiently and in an environmentally responsible manner will be a challenge for technology and politics in this new century, with the politics played out on the world stage. Coal use will vary in the next few decades, including short-term changes such as the use of more diverse coals and the increased use of efficient ultra-supercritical boilers to longer term ?refining? of coal to produce a range of energy and chemical outputs. This paper outlines EPRI?s Global Coal Initiative aimed at needed developments and demonstrations that support the long-term vision of environmentally sound and economical coal use for power generation, and discusses some of the forces that are driving this development effort.

"Falconbridge Limited is presently developing flowsheet alternatives for implementation at the Strathcona Mill. The main thrust for change arises from the need to reject more pyrrhotite from the concentrate. To maintain appropriate levels of sulphur in the smelter concentrate, however, enhanced removal of non-sulphide gangue minerals must be realized. This could best be done in the Non-magnetics flotation circuit.Laboratory investigations were followed by an on-stream pilot test at Strathcona. The application of a column cleaner on the Non-magnetics concentrate resulted in significantly lower levels of fine gangue at equivalent sulphides recovery.This paper discusses the laboratory and pilot testing and results, with a focus on piloting. Also included is a discussion of the Strathcona Mill Flowsheet and the role of the Nonmagnetics flotation circuit.INTRODUCTIONFalconbridge Ltd. is currently developing means to reduce atmospheric sulphur dioxide emissions. One alternative is a reduction in the amount of pyrrhotite in Strathcona Mill concentrate, which reports to the smelter. Pyrrhotite in the Falconbridge ores contains an average of 39 percent sulphur and 0.64 percent nickel. By comparison, pentlandite contains an average of 33 percent sulphur and 34 percent nickel.A consequence of the rejection of pyrrhotite is a decrease in the sulphur assay in the remaining concentrate. This decrease causes downstream difficulties in the roasting process. Therefore, the content of non-sulphide gangue in the mill concentrate must also be reduced in order to maintain sulphur grades adequate for roasting. The resulting concentrate will have lower sulphur dioxide emissions while maintaining nickel production."

Strategic and tactical planning are both required in the mining industry but have completely different objectives and require different environments. If these are not fully understood, then the best value for a mining operation may not be realized. This paper examines the differences in these approaches and how they interface in the mining environment. The objectives, content, skills required and the implied management issues for these two components are examined with the hope that this will assist management and the planning teams in defining their respective roles and expectations. The opinions are those of the author based on his experience on several mining operations and projects.

Methane explosions have historically been one of the major causes of fatalities and injuries in underground coal mining operations. Advanced numerical models and predictive modeling approaches have the potential to offer optimized methane control solutions for general mine planning purposes and to address specific methane-related operational problems. This paper describes the development of reservoir models for the longwall mining environment and their application for investigating the influence of various completion design parameters on the methane drainage effectiveness of gob gas ventholes. The influence of increasing longwall panel width on the effectiveness of current gob gas venthole completion and placement strategies in the Pittsburgh Coalbed were evaluated and optimized designs developed to capture the expected increase in methane emissions on the larger panel.

Gold ores may be amenable to coarse-particle beneficiation where there exist measurable criteria upon which there can be recognition of auriferous versus barren lumps in the run of mine. Plant survey data has shown that gold recovery through a specific copper concentrator was significantly lower than copper recovery. Size-by-size analysis revealed that this was due to poor recovery of+75 µm and ?23 µm gold containing particles. In order to further investigate the nature of the gold losses, experiments were conducted at laboratory scale. Gold deportment studies on the laboratory flotation products revealed that coarse gold (+75 µm) reporting to the rougher tailing was predominantly associated with non-sulphide gangue. Further grinding of the plant rougher tailing improved recovery of gold and copper, while not affecting iron recovery, due to improved liberation of gold from non-sulphide gangue in coarse size fractions. EDTA extraction to remove surface contaminants showed a similar improvement for fine, liberated gold flotation.

Miners, like many skilled blue-collar workers, are not traditional learners. They have not generally been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. miners are required to have annual safety training, but they rarely view this positively. In fact, it has been called “safety jail” by many of them, who regard it as a time to get a little extra sleep. The challenge then, was to find a way to develop effective safety training for these people, particularly in view of the fact that their work is among the most dangerous of all occupations. Miners are born story tellers. They share “near-miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environ-ment, they also instruct listeners in the culture of mining and the values it embraces. Stories, it seems, are a way to get safety messages to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how the training videos created to get safety messages to miners were developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

A novel variation of the GYPCIX process for the treatment of the acid mine effluent water from Grootvlei is described, in which a number of valuable by products can be obtained and the product water can be used for a variety of different purposes. A conceptual case study is presented in which the important cost parameters are described and certain critical path activities are indicated in order to derive a Return on Investment evaluation according to methods previously published. The study indicates that the treatment costs can be dramatically reduced, provided that proper utilization of the by products is taken into account. There are many possible uses for the water. However, by far the most advantageous contribution to the RDP and the best return on capital is derived if the water is used to establish small-lot farming activities providing work opportunities for thousands of people and contributing several hundred million Rands to the GDP. Vastly improved social conditions will be generated in an area of Gauteng that is in danger of rapid deterioration and a contribution will be made to maintaining mining activities in this area. The environmental impact is positive.

The Coal Mine Roof Rating (CMRR) was developed 10 years ago to fill the gap between geologic characterization and engineering design. It combines many years of geologic studies in underground coal mines with world-wide experience with rock mass classification systems. Like other classification systems, the CMRR begins with the premise that the structural competence of mine roof rock is determined mainly by the discontinuities that weaken the rock fabric. However, the CMRR is specifically designed for bedded coal measure rock. Since its introduction, the CMRR has been incorporated into many aspects of mine planning, including longwall pillar design, roof support selection, feasibility studies, extended-cut evaluation, and others. It has also become truly inter-national, with involvement in mine designs and funded research projects in South Africa, Canada, and Australia. This paper discusses the sources used in developing the CMRR, describes the CMRR data collection and calculation procedures, and briefly presents a number of practical mining applications in which the CMRR has played a prominent role.

The importance of United States coal exports as a component of the national economy, the potential for growth of these exports, and the inter-national character of this sector of the coal industry are described in this report. The report summarizes some of the many background elements in the rise of United States coals to preeminence in highly competitive world markets. It presents some insight into this important sector of United States industry and the positive contribution of this sector to the Nation's balance of payments. It contains pertinent basic statistics on production, trade, and consumption of coal in most major markets for 1960-66. The report examines the movement of United States coals from mines to export markets, tracing and describing origins, exit ports, prices, and trends as well as inland and ocean freight rates and other data vital to an under-standing of some of the practices and complexities of the United States coal markets abroad. A brief sketch of coal production and consumption in principal importing countries is also presented with a short review of some of the more current practices and problems of these countries. Coal produced in inland areas of the. United States can be moved to and distributed economically within coal-producing countries overseas and in Canada. Quality coals from the United States can successfully compete with foreign coals in nearly any area of the world on a truly economic basis because of their high grade and their low cost which derives from the high productivity of the miner and from reasonable ocean freight rates. Because of tariffs, trade embargoes, quotas, and other restrictions, how-I ever, foreign coal markets are relatively limited. Further limitations are imposed in some countries by economic conditions which restrict all imports as a matter of financial and economic necessity. Despite these obstacles, United States coals have brought lower cost quality coals to a large segment of the foreign energy market.
