Like it or not, CPD is upon us. As from 1 January 2006, all registered engineering professionals, i.e. professional engineers, professional engineering technologists, professional certificated engineers and professional engineering technicians, were required to undertake CPD in order to keep their professional registration current. The rules regarding CPD have been gazetted under Government Gazette No. 28328, Board Notice 131 on 23 December 2005, and they also appear on the ECSA website?www.ecsa.co.za. For the convenience of our members they are reproduced in full in this issue of the SAIMM Journal.

"The design of underground coal mines requires a clear understanding of the overburden response, the loading of pillars, the loading of the gob, the pillar failure process, and the ultimate load carried by partly or fully yielding pillars. Very few highquality stress measurements of yielding pillars and gob loading have been made in full extraction mining. Well-calibrated numerical models can assist in providing a better understanding of the load and failure processes, provided the coal, the overburden, and the gob are all modeled with sufficient realism. A program of numerical model calibration and validation was carried out using FLAC3D.1 The models were calibrated against observed and measured performance of coal pillars and the overburden in operating mines to provide a basic set of input parameters that can be used to provide a realistic first estimate of expected ground response and pillar loading. Input parameters for modeling coal pillar response were based on data from triaxial testing on coal samples, combined with both matching the depth of failure in the coal ribs to observations as well as matching the peak pillar resistance to an empirical equation. The models were calibrated against strong roof and floor case histories in which the pillar strength is governed by failure and yielding of the coal within the pillar and the surrounding strata only had a limited impact on pillar strength. Input parameters for the overburden were determined from a large database of laboratory tests and model calibration against maximum subsidence and subsidence curvature. Further overburden calibration was carried out by matching stresses in the mining horizon to field measurements. Three examples of the application of the calibrated dataset and modeling methodology to field measurements are presented. The results show that a reasopable estimate of the in-seam stress distribution and overburden response can be obtained for both strong and weak overburden scenarios at various depths of cover.INTRODUCTIONThe planning and design of coal mine excavations requires reliable estimates of the expected strength and loading of the mine structures to achieve global stability. Empirical methods are widely used to estimate the strength and loading of coal pillars and have been incorporated into pillar design procedures, such as Analysis of Longwall Pillar Stability (ALPS) (Mark, 1987) and Analysis of Retreat Mining Pillar Stability (ARMPS) (Mark and Chase, 1997), that are widely used in the United States. ~umerical models are finding increasing application as a tool for underground mine design because of their. versatility and the ever increasing computational power available to mine designers. A prerequisite for the application of numerical models is the calibration of the models against observed rock mass response (Hoek et al., 1990; Skiles and Stricklin, 2009). The calibration process may include comparison of model results to measured stress and deformation and modifying the input parameters in a systematic manner to achieve a satisfactory agreement between the model results and measurements. Once models have been calibrated, they can be applied to evaluating similar mining layouts in similar geological conditions."

Carbothermal reduction of manganese oxides and manganese ores in the solid state was studied in hydrogen, helium and argon at different temperatures, ore compositions and carbon to manganese oxide ratios. Wesselsore (South Africa) and two grades of the Groote Eylandt ore (Australia) with different level of impurities were examined. Ores were characterised by XRD, X-ray fluorescence, optical microscopy and scanning electronmicroscopy. Isothermal and temperature programmed carbothermal reduction experiments were conducted in a fixed bed reactor in a vertical tube furnace, with on-line monitoring of gas composition by the CO-CO2 infrared sensor. The reduced samples were characterised by XRD, SEM and LECO analyses. Extent of reduction was calculated using data on the off-gas composition, and LECO carbon and oxygen contents in the reduced sample. Manganese oxides in the ore were reduced to a-Mn and carbides Mn23C6 and Mn7C3 depending on the carbon to ore ratio. The minerals that enter welding-rod coatings and fluxes are the main subject of this report. Few mineral producers know just what minerals and what grades and quantities of minerals are required by the welding trade, and it is for their information that this report has been prepared. The various methods of welding are discussed extensively enough to inform this type of audience. Specialists in welding probably will find little on welding that is of value to them, but they may learn something more about the minerals or mineral products that they use. The authors did not find it easy to prepare this publication, and any needed corrections will be welcomed. Regarding welding, research, Jenks4/ 1 points out that while the process of welding in simple in operation, the phenomena attending its use are extremely complicated, and the efficient and safe use of welding requires an understanding thereof. Although the fluxes and the coatings used have solved many problems, many other problems require the joint effort of the whole industry; therefore, it is hoped that this report will be found of practical value.

In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10?40 km in length. These road networks are often not optimally designed and maintained and as a result, identifying and remediating road functional defects is problematic. Most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. This paper presents a haul road maintenance management system which utilizes an assessment of rolling resistance based on a functional performance evaluation of a haul road, together with mine haul truck operating cost models to derive the optimal frequency of road maintenance. A typical application is presented which illustrates the potential of the technique to manage maintenance as and where needed with resultant reduction in total road user costs and an improvement in service provided for the road user. Slat-band chains, currently manufactured from Type 430 ferritic stainless steel, are used as conveyors in various industries. A process to strengthen these chains?with the aim of prolonging the lifetime of the conveyors?was developed recently. The process entails heat treating the cold-worked chain at 475°C,strengthening the material by precipitation of the Cr-rich phase a? at relatively long periods of aging. In the present work, it was found that increasing the interstitial content by solution heat treatments (at 880°C or 930°C) prior to cold rolling and aging, causes an increase in strength at shorter aging times as a result of the precipitation of chromium-rich carbides and nitrides. The solution treatments can introduce martensite into the microstructure if carried out at a sufficiently high temperature. This, along with the deformation caused by cold work, also increases the strength. Corrosion resistance is not affected by the treatments, but ductility is lowered. However, calculated critical crack lengths indicate that solution treatment at a temperature below the Ac1allows for a larger critical flaw size, and that the lifetime of the chains will probably be determined by fatigue. Although the duration of the service of the chains are reportedly controlled by wear, with these treatments the tensile strength of the material is increased to within acceptable limits for conveyor chains. The tensile strength is an indication of the wear or abrasion resistance of a material. It is expected that after the treatments, the wear resistance will be improved, but since embrittlement occurs, the fatigue resistance is lowered. It is concluded that the preferred processing route for the chains would be solution treatment at 880°C, fast quenching to trap the interstitial atoms, cold rolling and then aging at 475°C for 8 minutes.

"Heath Steele Mines is a base metal producer situated near Newcastle, N.B. presently treating 3500 TPD of complex Cu-Pb-Zn ore. The ore consists of massive fine grained sulfides averaging I. 1% Cu, 1.6% Pb and 4.5% Zn.The original mill started in 1956 at 750 TPD and was successively expanded through 1500 to 3000 TPD in 1969. In 1972 an expansion to 4000 TPD was initiated. It was planned to obtain the maximum benefit from equipment and manpower by adding some process equipment, instrumentation, an on stream analyser, and a process control system. The benefits from this approach could be greater than normally expected, because of the complex metallurgy of this ore.IntroductionThe crushing plant is of conventional design with two 5 ½ ft, Symons cone crushers with the crushed ore screened to -7/8 inch on a 61 x 16 1 Al I is Chalmers vibrating screen and stored in four 1000 Ion bins. There are two para I lei grinding circuits, each one consisting of the following: one Rod Mill in open circuit, one Ball Mill in closed circuit with two 20"" Krebs cyclones, and one Ball Mill in closed circuit with three 15"" Krebs cyclones, Al I the Mills are 9' x 121 Al I is Chalmers Mills. The secondary cyclone overflow from each grinding circuit is thickened and combined to form flotation feed. The final product is 65% - 400 Mesh. Two regrind mills have been installed as part of the expansion."

"High demand for metals is driving the exploitation of lower grade and more complex orebodies. These projects are often the initiatives of junior mining companies with limited financial resources. In addition, existing operations seek to enhance revenue from their existing metal recovery operations, through the production of value-added by-product metals and chemicals. Typically, hydrometallurgical circuits, often with novel chemistry, are required to exploit these new ores, to produce the multiplicity of products that will make a marginal project economical, or to increase the product range of an existing operation. Often, the mineral processing engineer is given the task of coordinating the development of a back-end hydrometallurgical flowsheet for their mineral processing project. This paper discusses the objectives that companies have when they commission the operation of a hydrometallurgical pilot plant. The paper goes on to enumerate some of the principal differences between mineral processing and hydrometallurgical pilot plants and the effect these have on the design, operability and potential pilot plant outcomes. Important factors include working with chemically reactive solutions and pulps, elevated temperatures operation, changing rheological properties of slurries, the complexity of integrated circuit flowsheets with long hold-up times and multiple recycle streams, and the need in some cases for extreme attention to purity and cleanliness. Examples will be drawn from the extensive experience base of SGS Minerals Services at the Lakefield site, in piloting both mineral processing and hydrometallurgical process flowsheets.INTRODUCTIONWe are currently experiencing a period of strong growth in the demand for metals. This in turn is turning the spotlight on a great many smaller mining companies and mining promotion ventures trying to tap into the rising metal demand. Some of these companies want to develop their properties and recover metals while others want to develop to the point that a major company will take an interest, or in some cases buy them out completely.With the heightened interest in metals, many orebodies that have been known about for years are being reconsidered for exploitation. Often, the reason they have not been developed to date is because of difficult metallurgy and marginal grades leading to marginal economic viability. In both cases the key that unlocks the resources is often the application of a novel metallurgical flowsheet, often a hydrometallurgical flowsheet."

This coal basin is a fore-deep basin with a lot of similarities with the Appalachian basin in the U.S.A., where throughout the 1990s, the research in coalbed methane grew rapidly due to a combination of factors, including the high prices for gas and electricity. In the Asturian Central Coal Basin 129 coal beds with thickness ranging from 0.8 to 1.5 m have been recognised in the productive carboniferous in an area bigger than 1500 km2. The maturation grade of these coals varies from the external zones of the basin where the volatile content ranges from 35%-40% to 20%-30%, to the internal zones of the basin where the volatile content ranges from 20% to 10%. In this context a sustainable exploration for fossil fuel is currently being undertaken in the most favourable areas of the basin in order to evaluate the real possibilities for coalbed methane (CBM) resources.

The Miwah prospect lies on the dilational 070¦ trending Miwah Lineament near its intersection with northerly oriented fractures within Pliocene volcanic rocks exposed between a NW trending segment of the dextral transcurrent Sumatra Fault, and the more northerly trending Samalanga-Sipopok Fault to the east. These faults reflect the continued interaction between stresses from the India-Australia plate located to the southwest, and spreading within theAndaman Sea to the north of Sumatra. A system of deep seated faults is believed to have facilitated emplacement of post-Miocene magmas and Quaternary volcanic centres at shallow crustal levels throughout northern Sumatra. Miwah mineralisation is associated with variably dipping structurally and lithologically controlled argillic and advanced argillic alteration. An oxidised supergene leached zone and a recent, thin, unaltered tuff blanket partly overlie the mineralisation. Mineralised zones are commonly brecciated and veined, and display quartz, quartz-alunite, quartz-alunite¦pyrophyllite¦kaolinite replacement assemblages, surrounded by more weakly mineralised, often vugghy quartzalunite¦pyrophyllite¦kaolinite advanced argillic, and argillic zones of quartz-kaolinite, quartz¦pyrophyllite¦kaolinite and smectite-illite-quartz. Propylitic assemblages are marginal to more intensely altered zones. Hypogene copper mineralisation is typified by enargite, luzonite, and covellite. The host mineral to gold is uncertain at present. Rare barite, native sulfur, and ?telluride also occur. Bornite and chalcopyrite have been observed in transported altered rocks in faults. Generally the mineralisation is anomalous in precious metals, locally enriched in Cu, erratic in Pb, and depleted in Zn, with a good correlation between Cu-As-Ag.

Exxaro Mining?s Matla Coal situated in Mpumalanga, South Africa operates two shortwall faces on the No 4 and No 2 seam while the No 5 seam has also been longwalled in the past. Severe strata loading events have lead to a number of serious roof falls on the wall face (facebreaks) resulting in safety threats as well as considerable production losses. In 2002 the No 4 seam shortwall suffered a facebreak restricted mainly to the tailgate side of the mining panel due to a thick, near surface dolerite sill not breaking properly. This was partly due to the premature suspension of longwalling in the overlying No 5 seam. The resultant overloading lead to severe pillar damage and subsequent bord collapse. Surface pre-split blasting was successfully used to relieve the pressure as well as to pre-condition the dolerite above the following two panels. The shortwall on the No 2 seam has experienced mid-face loading due to No 4 seam chain pillars lying over this area and creating a secondary cantilever effect. Pre-split blasting of the solid rock above the No 4 seam pillars has resulted in a significant reduction in the number of facebreaks. The panel layout of the No 2 seam was subsequently changed so that the chain pillars on both the No 4 and No 2 seam are superimposed whereas previously they were offset.

The laws of throwing and heaping of engineering blast are important for making use of throwing and heaping of thrown body to form certain shape, such as building dams by directional blast. The article is to apply Ballistic theory of single thrown body to take the throwing course of thrown body as the movement of particle system, and then delimit the total of thrown body into units of thrown bodies, and regard the heaping shape of single thrown body as a perfect triangle, and found a quantitative relation between macro-geometry parameters of perfect triangle and designed parameters of explosives. The theory has been adopted in blast practice and gotten good effects.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

Newmont Waihi Operations is participating in the initiation of a community liaison forum in association with the local district council. The objective is to provide a forum for the free and regular exchange of ideas, concerns and information, and through improved communication seek to achieve a more comprehensive set of solutions to community, operating and closure issues associated with Martha Mine. A similar liaison forum has been operated on two previous occasions during earlier phases of the present mine's operation. This paper deals with the practical aspects of setting up a liaison forum to act as an effective conduit between regulators, mine operators, local businesses and the community. The mechanisms and procedures for identifying community issues and concerns are dealt with. The actions and structures required to ensure effective ongoing community 'buy in' at all levels are discussed. Corporate philosophies are addressed. Specific examples from Martha Mine, Waihi New Zealand will be used to illustrate the paper. This will include a brief explanation of previous and current community issues, Newmont Waihi's operations both at Martha Mine and the proposed Favona underground mine, and the practical issues involved in setting up a liaison forum.

Vibration measurements of multi-story structures in an urban environment began 3 years ago in New York City during close-in blasting to adopt correct measurement procedures and recommend revised ground vibration limits that best characterize cracking potential in mid- to high-rise structures. Two broad categories of structures included non-engineered 4- to 6-story multi-family unreinforced brick masonry buildings, built from the late 1800s to around 1930, and post-WWII, high-rise structures of reinforced concrete and steel rising 12 to 40 stories. In-ground vibration limits similar to those recommended by the U.S. Bureau of Mines safe criteria, developed for 1- and 2-story residential structures, are imposed by the New York City Fire Code. However, these limits are often lowered by project engineers or New York Department of Buildings when blasting is planned near buildings designated Landmark or historic and classified as fragile or vibration-sensitive. Seismograph measurements to determine compliance with in-ground velocity limits currently employ geophones mounted to basement walls and on concrete slabs overlying rock. These measurements cannot be correlated with upper structure cracking potential and are often exceeded, resulting in excessive and costly downtime to allow post-blast damage investigations.
