Municipal governments recognize the importance of aggregates in the local economy and the need to manage this resource in the interest of the public good. They have encountered problems with regulating the industry and the dichotomy between the urban need and the rural source. They have suffered from a lack of financial benefit, an adequate aggregate inventory, provincial strategy, economic information and public understanding. A provincial strategy for ensuring the availability of aggregate supplies to developing areas of the Province is essential. The Province should also be responsible for licensing, research, technical expertise on rehabilitation, public education and financial assistance. Upper-tier municipalities (regions or counties) should assume responsibility for resource management, including resource availability, demand characteristics, truck routing, phasing of resource development and sequential land-use planning. Area municipalities (towns and townships) can best determine the social and environmental impact of a specific aggregate development proposal and should therefore have the primary responsibility for the location of new pits and quarries. They should also have the authority to supplement provincial regulations concerning operating standards and the phasing and standards of site rehabilitation.

Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn't like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we've already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn't exist without concrete. And you can't have concrete without aggregates,

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

Lightweight aggregates include a variety of mineral and rock materials used to provide bulk in concrete building units (block), light- weight structural concrete, and precast concrete units, as plaster aggregate, insulating fill, and other structural and/or insulation purposes. They are distinguished from other mineral aggregate materials by their lighter unit weight- 80 to 100 pounds per cubic foot (pcf) or less for loosely packed lightweight aggregates as compared to 125 pcf or more for crushed stone, sand, gravel, air-cooled slag, and other more common mineral aggregates. The various lightweight aggregate materials may be classified into four groups as follows: 1) Natural Lightweight Aggregate Materials-prepared by crushing and sizing natural rock materials such as pumice, scoria, tuff, breccia, and volcanic cinders. 2) Manufactured Structural Lightweight Aggregates-prepared by pyroprocessing clay, shale, or slate in rotary kilns or on traveling grate sintering machines. 3) Byproduct Lightweight Aggregates-prepared by crushing and sizing foamed and granulated slag, cinders, and coke breeze. With the exception of processed slag, this group is becoming less important as time passes. 4) Manufactured Insulating Ultralight- weight Aggregates-prepared by pyroprocessing ground vermiculite or perlite. This chapter will focus on the use of natural lightweight aggregates and manufactured insulating ultralightweight aggregates, and both the production and use of manufactured structural lightweight aggregates with some comments on byproduct materials. Detailed discussion of the production and use of both expanded and air-cooled slag is presented in a separate chapter in the utilization section of this volume, and there are separate commodity chapters on vermiculite, perlite, pumice, and volcanic cinders. Discussion of the commodities covered elsewhere in the book will be limited to observations on their utilization and relation to other lightweight aggregate materials. All materials considered as lightweight aggregates are derived from some initial natural raw material. While historical definitions have included such organic materials as straw and peat as lightweight aggregates, the discussion in this chapter will restrict itself to lightweight aggregates derived from mineral or rock materials. Thus while the actual lightweight material in use may be a manufactured product, it is derived from an ore or raw material that is obviously a mineral resource. In this context, then, the reserves of raw materials for lightweight aggregate use may include iron ore and flux stone (the components of blast furnace slag) as well as coal (the raw material from which cinders are derived) as well as those clay, shale, and slate deposits that display the characteristics of bloating or controlled expansion when subjected to elevated temperatures (1600 to 2400°F.).

Crushed and broken stone is used directly in construction as an aggregate and accounts for about half the value and two-fifths of the quantity of natural aggregates consumed in the United States. Sand and gravel provide most of the balance of aggregates except for some lightweight materials such as pumice and expanded shale. Conditions necessary for production of crushed stone from a deposit are : 1) Quality-should pass rigid specifications for strength and durability. 2) Cost-low average total delivered cost. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass either (1) by the addition of cementing or binding materials that produce a concrete or (2) by compaction or by natural weight to produce a road base or foundation. Aggregates usually provide about 80 to 100% of the material volume of the construction masses in which they are used. The construction industry utilizes as aggregates about 70% of all crushed stone produced in the United States according to statistics provided by the U.S. Bureau of Mines (USBM) , [Table 1], using definitions as shown below. Nonconstruction uses of crushed stone, [Table 2], are included elsewhere in Industrial Minerals and Rocks because such uses require the special physical or chemical characteristics which are discussed in those chapters.

Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in port- land cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggre- gate materials. The value of mineral aggregate materials at the production plant varies from less than a dollar per ton to several dollars per ton for most crushed stone and sand and gravel, $2 to $15 per ton for slag and expanded clay or shale aggregate, to as much as $60 to $100 per ton for expanded perlite or vermicu- lite. The more specialized the use, the higher the price-although there are naturally some exceptions to this rule of thumb. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Light- weight Aggregates, Sand and Gravel, and Slag. The purpose of this chapter is to review the uses of sand and gravel by the construction industry. The specific intention is to give tech¬nical people the general perspective and frame¬work which they need to help in making tech¬nical and business decisions. In the sand and gravel industry such decisions are based on an understanding of sociologic, economic, and technologic factors. In order to discuss the sand and gravel industry intelligently, it is necessary to define sand and gravel. "Sand" as most often used by industry is not sand in an engineering or geo¬logic sense but should be called "natural fine aggregate." The expression "fine aggregate" is preferable to "sand" because fine aggregate in¬cludes grain sizes which, according to engineer¬ing or geologic classifications, are defined as pebble or grit size. Natural fine aggregate is distinguished from manufactured fine aggregate in that the manufactured material is crushed and screened to produce the required sizes and natural fine aggregate is only screened. Coarse aggregate is generally defined as aggregate which will not pass a No. 4 or %o-in. sieve. Coarse aggregate may be natural (gravel) or manufactured (crushed stone, crushed gravel, slag, or coarse lightweight aggregate). Gravel is usually considered sufficiently crushed to qualify as manufactured coarse aggregate when two or more sides are broken. Sand and gravel (crushed or uncrushed) is used in asphaltic and portland cement concretes, is subbase for pavements, as fill where good drainage is needed (such as around structures), and for many other uses. About 96% of all he sand and gravel produced is used in construction.

Iron and steel slag represent man's most successful attempt to date to profitably utilize a solid waste. Its consumption represents a solution to a solid waste problem and also represents tonnage of natural aggregates that will not have to be mined with concomitant disturbance of the land. Slag has been produced as long as iron has been made; but until a little more than 50 years ago, it was mostly a waste product to be disposed of with as little effort and cost as possible. Huge piles of waste slag were generated over the years of iron and steelmaking. Sporadic use was found for small amounts starting with slag (from Catalan forges) used for road bases by the Roman Empire. The first recorded sustained commercial use was, as is often the case in man's history, for making war. Some profit- conscious munitions maker in the 16th century realized that he could make cannon balls of slag instead of the more precious iron. Other small-volume uses gradually developed: cast building blocks, slag-lime mortars and cements, slag wool, ballast, road base, and, finally, in concrete. But it was not until after World War II that the true potential of blast-furnace slag as a construction aggregate was really recognized. Now nearly all blast-furnace slag produced is used, and much of the earlier stock- piles in the U. S. have been reduced or entirely consumed. Steel slag for aggregate use has been in commerce for only the past 10 years, and use has increased rapidly (10-50% per year) during the past 5 years as blast-furnace slag supplies became depleted. However, much remains to be accomplished in determining character and optimum conditions of use for various types of steel slags before such slags will realize their full use potential. Although slag represents only 2% of construction aggregate materials used in the U.S., its production involves certain features that make its production record far more important than national tonnage figures would indicate. Its source is in iron and steel production and concomitantly slag availability is restricted to those areas where iron or steel is produced. In such areas, it often represents one of the principal aggregates marketed and, because of special properties that make slag a selected aggregate for certain uses, the tonnage imbalance may be overcome by the importance of its contribution to quality or special characteristics of end products. The location and number (Fig. 1) of slag plants handling this annual production is governed by the geographic makeup of the iron producing industry. Prior to the period marked by World War 11, most blast furnaces were in the Great Lakes area-Pittsburgh, Cleveland, Chicago, Gary, Buffalo, Detroit, Youngstown, and Toledo, with exceptions at Baltimore, Bethlehem, and Birmingham. Since that time, iron and steel facilities have been established in Texas, Utah, and California. Today 85 slag plants in 15 states provide employment for almost 2000 persons. The slag plants also recover almost 4 million tons of slag-encrusted iron each year for return to the blast furnaces. Much of the success in developing uses for slag can be attributed to the efforts of the National Slag Association founded in 1918. Since then, it has conducted numerous field and laboratory investigations to demonstrate the properties and uses for slag and slag products. These investigations have resulted in total recognition of blast-furnace slag as a construction material of consequence. It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

This work presents the results obtained with aggregation of fine talc (-19 m), a naturally hydrophobic mineral, in the presence of KC1 solutions. The classical DLVO theory describes well the aggregation of talc in dilute KC1 solutions. Beyond 1 M KCI we have found indications that a non-DLVO interparticles force is operative, say an hydration (repulsive) force. This structural force could be responsible for the unexpected re-dispersion of talc suspension. However, no repulsive force (depression) has been observed in salt flotation of talc at higher ionic strength, up to 3 MKCI.

Settling rate studies on slurries from Cu/Zn flotation plants occasionally revealed two aggregation maxima at pH 8-10 and 10-12. From measurements on sphalerite and silica suspensions the double maxima were replicated by Zn ions (pH 8-10) and Mg ions (pH 10-12) corresponding to the presence of zinc hydroxide and magnesium hydroxide, respectively. A combination of chemical and electrostatic bridging by the hydroxides is considered to be the aggregation mechanism.

"Aggregation, i.e., the tendency of particles to cluster, can be expected to influence flotation selectivity. In this paper, a method of measuring aggregation is introduced and used to conduct plant surveys.Aggregation is measured using settling rate and turbidity converted to an aggregation index (AI) where 0 corresponds to most dispersed and 1 to most aggregated over the range of conditions tested, normally pH. Surveys of Cu and Zn flotation stages at four concentrators showed the AI increased significantly above pH 9. The metal ions identified in the process waters, principally Ca and Mg, were tested to determine which might be responsible. The presence of Mg was found to be the most important. In doping tests, Mg was shown to cause significant variation in AI over the pH range of 9 to 12.The impact of Mg was restricted to pH > 9. Over this pH range, Mg forms a range of hydroxy species, including Mg(OH)2 precipitates. An aggregation mechanism associated with these precipitates, electrostatic bridging, is suggested. Possible problems and opportunities in flotation practice arising from the findings are discussed."

Oxidized zinc ores are the main source of zinc metal except sulfides. To have a better understanding about the performance of smithsonite and the main gangue, quartz, in flotation, the aggregation behaviors of smithsonite and quartz in water were confirmed by different techniques (sedimentation tests and optical microscopy). The experimental results show that smithsonite and quartz particles aggregate in the pH range 7.5-11. The results of zeta potential suggest that the aggregation does not correlate with the DLVO theory, when the iso-electric point of smithsonite and quartz is 8.0 and 2 respectively. When the solution pH is less than 8.0, smithsonite has an opposite charge to the quartz particles. Electrostatic adsorption makes effort on these two kinds of particles according to DLVO theory. Whereas, solution chemistry calculation shows the pH range 8-11 corresponds to hydroxide formation, suggesting that this is the species responsible for aggregation. And their concentrations are much higher in sodium hydroxide system than that in sodium carbonate system. Aggregation of smithsonite and quartz due to the flocculation action of zinc hydroxide is proposed.

The interactions between apatite and hematite were studied through zeta potential and stability experiments, for this paper. The zeta potential measurements were conducted in both background electrolyte and mineral supernatants. The difference in electrokinetic properties of minerals in the presence and absence of supernatant was explained in terms of the dissolution of minerals and the subsequent readsorption of dissolved species at the mineral-water interface. The stability measurements in individual and mixed mineral systems were also performed to identify the extent of interaction between apatite and hematite upon their direct contact. The results from stability measurements in individual and mixed mineral systems indicate that there is an interaction between apatite and hematite. The surface of -30µm silica suspension (2% v/v) treated with 100 ppm Mg2+ at pH 11 was fully coated with Mg(OH)2. Under this condition, the silica is strongly positively charged (+30 mV) and the suspension is dispersed. Subsequent addition of Ca2+ promoted aggregation and reduced the surface charge. At this pH calcium is present as Ca2+ and CaOH+, i.e., positively charged ions interacted with the positive surface. Aggregation by a chemical bridging mechanism is proposed. The observation may be relevant to the widespread practice in mineral processing of adding lime to promote aggregation and settling in concentrate thickeners.

Many successful actions are required to bring a profitable extractive metallurgical operation into production. Competent process development performed within the project development schedule increases the chances of obtaining project financing and decreases the risk of engineering design errors being built into the commercial plant. The general sequence of steps in process development is well known: technology review, desktop studies, scoping studies, prefeasibility, and so on, with an increasing requirement for experimental evidence as the studies advance. This paper suggests principles for guiding process development work so that the efforts stay on track toward a smooth startup and a profitable commercial operation. It emphasizes closely aligning the research with the corporate goals of the mining company management, understanding the mineralogy and variability in the deposit, and guiding by flowsheet and material balance. Examples of hydrometallurgical process development leading to the early use of solvent extraction in the mining industry are given.

During the course of an investigation into the drawability of automobile-body sheet steel, it became apparent that certain advantages would be possessed by a deep-drawing steel with a very low yield strength, but almost normal tensile strength, provided a reduction in yield strength could be accomplished without sacrifice of ductility and fine grain size. It would also be desirable to have this steel free from strainaging; that is, free from the tendency for the yield point to return after it had been eliminated by straining. It was known that wet hydrogen treatment acted to eliminate aging, but as carried out by other investigators, at relatively high temperatures, this treatment resulted in grain coarsening. It has been established by some of the experiments reported in this paper that all of these objectives can be accomplished by treatment in wet hydrogen at a low temperature, in the neighborhood of 720°C. The time of treatment is relatively short (about 3 hr. to completion with 20-gauge sheet) if the water content of the hydrogen atmosphere is made fairly high, say almost 30 per cent by volume. At this temperature, the grain size remains fine in the time required. After this treatment sheet reduced the usual amount by cold-rolling has a grain size of about A.S.T.M. No. 7. The yield point is completely eliminated, and the yield strength is reduced to a very low value, in the neighborhood of 15,000 lb. per sq. in. The stress-strain curve departs gradually from the straight-line elastic part after the fashion of nonferrous deep-drawing alloys. This elimination of the yield point is accompanied by a very low indentation hardness; for example, 32 Rockwell B or even lower. There is no aging as measured by increase in the yield strength upon aging at room temperature or for 3 hr. at 200°C., after stretching about 10 per cent in tension. Tensile strength is only slightly less than the box-annealed sheet, seldom dropping much below 40,000 lb. per sq. in. Elongation is practically unchanged, or increased slightly. The term yield point, as here used, refers to the phenomenon of heterogeneous deformation occurring at a substantially constant load, observed principally in annealed low-carbon steels. If such a steel is loaded in tension, the load increases steadily with elastic strain, suddenly falls, fluctuates slightly about some constant value for a time and then begins to rise again as deformation proceeds. The present work was performed on four alloys containing Al-6 2 wt pct Si-3 5 wt pet Cu, with magnesium in the range of 0.02-0 40 wt pct, and strontium in the range of 0-165 p p m Tensile bars were cast in a permanent mold (ASTM B108-160) and heat treated at 495°C for 4 hours, followed by quenching in hot water. Two different artificial aging temperatures were applied at 180 °C and 220 °C for times from 0 5 h up to 8 h Tests were conducted with the intent of determining how the mechanical properties of an aluminum-based 319 alloy are affected when aging time and temperatures are varied In general, it is seen that the alloy does not exhibit the common peak-overaged aging condition due to the presence of several coexisting phases, indicating that they form through complex eutectic reactions late in solidification.

THE mechanism by which the super-saturated solid solution of 20 per cent silver in aluminum decomposes has been reported in two previous publications. 1,2 The analysis of streaks in Laue photograms showed that thin platelike particles (the so-called Guinier-Preston aggregates) form upon {111} matrix planes in the early state of decomposition.1 The size of these particles is larger, the higher the temperature at which they form in accordance with nucleation theory;3 at all temperatures they increase in size with aging.2 When they have grown thick enough to afford three-dimensional diffraction, powder X-ray photograms show that the structure is not that of the equilibrium precipitate y but that of a transition lattice ?'. Since this is also platelike in shape and also lies upon the {111} matrix planes with the {110} direction in the matrix parallel to the {11.0} direction in ?', it seems likely that the original platelet particles are merely ?' in an early stage of formation, and thus finely dispersed. The atomic spacing and pattern on the {00.0} plane in ?' are identical with those on the {111} matrix plane to which it lies parallel, and since comparable directions in the two planes are parallel, the lattices are thus coherent at the interface; an analogous coherence has been found in aluminum-copper alloys.3 The structures ?' and y are both close-packed hexagonal and are oriented alike; they differ only in interatomic distances. Consequently, ? ' is regarded as y strained from its ordinary dimensions by the lattice coherency between it and the matrix.2 The lattice movements that transform the matrix to the equilibrium precipitate appear to be very simple.2 The mechanism of precipitation in this system is simpler and is more precisely known than that in any other system,2,4 hence the system should be a profitable one for the difficult task of correlating property changes with structural alterations. The present report provides additional studies on powder X-ray diffraction from alloys of 10 per cent, 20 per cent and 30 per cent Ag, and presents the correlation of crystallographic changes with changes in microstructure, Brinell hardness and electrical resistivity of the three alloys.
