"In the process of smelting copper ores and secondaries in the reverberatory furnace to produce a copper matte and a slag low enough in copper content to be discarded on the dump, it is essential to the best functioning of the process that most of the iron in the material charged into the furnace be at the end in the form of sulphide in the matte or ferrous oxide in the slag. Ferric oxide and magnetite present in the charged material should be reduced to ferrous sulphide or oxide. Ferric oxide offers no difficulty in reduction, at least to the magnetite stage, because it reacts very readily with sulphides at quite low temperatures. Magnetite is less reactive and consequently more resistant to slagging, so that the furnace man must take advantage of all factors favoring its reduction in order to prevent accumulations in the furnace.In order to determine these factors more definitely, the Bureau of Mines in cooperation with the Department of Metallurgy, University of Arizona, has undertaken at the Southwest Experiment Station an investigation of the effect of various factors upon the rate of reduction of magnetite by ferrous sulphide. A previous paper's reported the nature of the reactions taking place and the effect of various physical factors when only pure sulphide and oxide were present. Since in the actual smelting operation, many other substances are also present, it seemed desirable to make a study of the effect of their presence upon the rate of reduction of magnetite by ferrous sulphide. Such a study has been made; the work done and the results obtained are described herewith.As will be shown later, it has been found that of the substances usually present in the smelting charge, silica and magnesia accelerate, whereas lime, alumina, and cuprous sulphide hinder the reduction of magnetite by ferrous sulphide.No report of a previous laboratory investigation of this subject has been found. Almost all furnace operators have made at one time or another at least qualitative ccmparisons of the effect of various changes in operating oonditions upon the behavior of magnetite in the furnace, but the conclusions derived from the experiments have never been published."

The metallurgy of manganese has developed along the lines of iron metal¬ lurgy. Enough high-grade ore has Been available so that by reduction with carbon it could be turned into an iron-ma.nga.nese alloy and a slag containing some 9 to 15 percent manganese. More siliceous ores have been smelted in the blast furnace to form iron-silicon-manganese alloys called spiegel. When lower-grade ores came in for serious consideration, which lias only been since l°l4, two types of processes received the most consideration — hydrometallurgical processes to produce a concentrate which could be smelted like the higher-grade ore and processes involving concentration of the manga¬ nese from manganiferous iron ores by preferential reduction of the iron (184)1. Special chapters in this bulletin are devoted to the production of ferro¬ manganese from ore, the hydrometallurgy cf manganese, and the Bureau of Mines modification of the preferential reduction process. Other methods of producing manganese alloys from low-grade or refractory ores have been suggested and may find future application. Manganese has a very high affinity for sulphur and is particularly adaptable to concentration by matte smelting. According to Betts (26), manganese silicate may be smelted with pyrite to give manganese sulphide and iron silicate. This method would be applicable to concentration of either the silicate or carbonate ores. The sulphide, once obtained, could be roasted to oxide and reduced in the usual way. Another possibility for the production of manganese from silicate ores involves their reduction by silicon or manganese silicides. Swedish Patent 52290, February 25, 1925. covers the reduction of a slag rich in manganese by silicon-manganese alloy containing more than 10 percent silicon, Joseph H. Brennan (38.) describes the concentration of manganese iron ores by partial reduction with silicon. Beckett (7,4,19) describes the reduction of manganese dioxide with a manganese silicide for the production of standard ferromanganese. Beckett gives as a typical alloy, manganese 64.4, silicon 24.6, and as a typi¬ cal ore, 5S.5O manganese as MnO^. The product of the reaction between these two is 80.11 percent manganese and 1.22 percent silicon.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.

Studies are reported on the structure of coal and coke with the graphical , statistical densimetric method based on the relation between the molecular volume per carbon atom ( M / C ) and the atomic hydrogen - carbon ratio ( H / C ) . Previous work , mostly from chemical and physical investigations , is critically reviewed . Difficulties in evaluating the ring increment are demonstrated for coal and coke for the statistical densimetric method based on the additivity of atomic volumes of constituent elements . A new diagram is presented for the graphical method . Methods are introduced for correcting M /C and H/C for the presence of minor constituents in coal and coke . With the graphical method , the fractions of aromatic carbon atoms in the total carbon atoms are estimated for a coal , a resin , and 5 petrographic components ; the types of condensed structure in the fundamental units of molecules are discussed for these substances , 28 coals , and 6 " average " cokes at 500 ° to 1,000 ° C. It is also shown that the number of rings in the fundamental units of coal generally increases with increasing rank and that of coke , with increasing carbonization temperature .

The effectiveness of an industry?s safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and ?service" contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. This research study was performed on a case study basis and can be divided into two parallel thrusts: electrical and thermal energy conservation. Energy consumed annually in mining and refining operations represents about 6% of the 80 quadrillion Btu's consumed nationally. In the electrical portion of the study, five areas were addressed: optimal dispatching of on-site generation, high-efficiency motors, conductor selection, power factor correction, and high efficacy lighting. In the case study mine which has a multiple unit on-site generation system, optimally dispatching units can save significant energy. The other four methods are difficult to justify on a retrofit basis due to capital costs. In the thermal portion of the study, a thermodynamic analysis was performed on the reverberatory smelting process possible areas of energy conservation were identified as radiation and convection heat losses from the furnace arch and the dumping of high energy content smelting slag. It has been shown that materials currently available can provide the means of reducing heat loss from the reverberatory furnace. It has also been shown that a significant amount of energy may be recovered from the slag. However, these are both subject to further study and validation.

Pillar recovery continues to be a significant ground control hazard. During the past decade, 10 miners were killed during pillar extraction operations in southern West Virginia. Studies conducted during the past decade have identified a number of “risk factors” that can be used to evaluate pillar extraction plans: •Cut sequence •Final stump •Timber or Mobile Roof Supports •Roof bolting •Intersection span •Depth of cover •Roof quality •Age of workings For each of these factors, rock mechanics science suggests which alternative would be expected to be more risky. For example, numerical models were used to evaluate different cut sequences, and indicated that less roof convergence occurred with the outside lift method than with the Christmas tree in the particular environment simulated. For many of the risk factors, accident statistics confirm the science. One finding was that currently almost 70% of the retreat coal in southern WV is being mined with MRS. In contrast, timber supports were used in 70% of the past decade’s pillaring fatalities. This paper discusses each of the risk factors in turn, presents the relevant accident statistics, and shows how the risk factors can be combined to estimate the overall hazard. It also addresses the use of pillar design to minimize the risk of global stability hazards including squeezes, massive collapses, and bumps.

The objective of this handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. There are several portions of the handbook which should prove most useful to the inspectors. 7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The small and remote mine operators must comply with the Federal Mine Safety and Health Administration regulation requiring them to train and maintain mine rescue teams. The alternative is for the operators to contract with established teams within two hours travel time of their mine. Many of these remote operations are too far away from established teams and have too few employees to make up the necessary teams. Many cannot comply with the regulation either from a manpower or economic standpoint. The Office of Arizona State Mine Inspector, under the direction of the Honorable James H. McCutchan, State Mine Inspector, entered into a contract with the Bureau of Mines to develop the concept of a volunteer mine rescue program. This program with the assistance of the mining industry and volunteer rescue organizations, has planned and instituted a statewide volunteer mine rescue organization. The trained and equipped volunteers are stationed throughout the state and can respond to a mine emergency within the time constraints.

MESA Corporation has completed a four-year program for the Bureau of Mines to develop a technique for measuring roof competence in underground coal mines. The preferred technique employs a tracer gas that is injected into a roof borehole drilled near the working face. The tracer gas performs the dual purpose of determining the pressure loss rate from the borehole and of marking the diffusion pattern of the the escaping gas. The primary detection technique relies upon observation of the rate of pressure drop in a hole drilled in the roof strata under test. If this measurement indicates a significant probability of roof collapse, the gas diffusion pattern is outlined with the Leak-gun tracer-gas detector. These two techniques provide a comprehensive method for predicting the relative probability of roof collapse in operating coal mines.

Diesel tailpipe CO, C02, NO, and N02 concentrations by the Emissions Measurement Apparatus (EMA) were found to compare satisfactorily with simultaneous concentrations by instruments in the MSHA engine certification laboratory in Bruceton, Pa. The EMA was then applied to the measurement of LHD vehicle diesel tailpipe gases and smoke opacity in the White Pine and Brushy Creek Mines. A general experimental approach was developed by which instruments could be compared for the measurement of diesel exhaust pollutant concentrations in the 1/2 to 5TLV range. The concentrations are changed by varying engine speed, dynamometer load, and the portion of the exhaust which enters the dilution tunnel. Dräger detector tube diluted exhaust CO, CO2, NO, and NO2 measurements were compared with simultaneously taken portable instrument measurements. Diesel exhaust interference inaccuracies were separated from inaccuracies due to detector tube calibration by comparing the instrument readings with both actual detector tube readings and detector tube readings corrected by recalibration of the detector tubes alongside NBS traceable calibration gases. The detector tubes' accuracy was found to be only slightly affected by diesel exhaust interferences and it was concluded that most measure within certification limits established by the National Institute for Occupational Safety and Health. The effects of 2 exhaust system configurations on the pollutant concentrations in a dead-end heading were studied. Both of the configurations exhausted the gases near the roof, directing them toward the crosscut, and both improved the stratification of the air in the heading, due to the bouyancy of the hot exhaust gases. One of the configurations was a pair of Fume Diluters which diluted the exhaust with air by a 10:1 ratio, and the second system was simply a pair of exhaust pipes, bent to direct the exhaust similarly to the fume dilutors. By redirecting the exhaust, the concentration of C02 measured on the LHD vehicle was reduced by as much as 507, in dead-end headings up to 200 ft long. The Fume Diluters showed no improvement over the simple redesign of the exhaust system.

Reconnaisance samples of reported beryllium occurrences in Idaho, Washington, Montana, and Oregon were chemically and spectroscopically tested in a mobile laboratory. The two predominant types of occurrences were green beryl associated with Cretaceous intrusions and disseminated aquamarine associated with Tertiary intrusions. Although the beryllium content of known deposits in the Northwest is too low for economic development at present, total submarginal-grade beryllium resources in pegmatites are estimated to be 570,000 to 1,870,000 tons containing 0.024 to 0.167 BeO. A potential source of 500,000 to 700,000 tons of beryllium-bearing tactite in Idaho and Montana averages 0.033 to 0.080 percent BeO.

Volume I contains summarizes of the studies performed under this contract. Volume II is an appendix which contains more detailed descriptions of these studies.

The objective of this study is "to assess the impact of surface mining on soil compaction in the Midwest". The study revolves around a unique field sampling program targeted at four mine sites utilizing four distinct types of soil movement of midwestern prime land. Through the preparation of a final report for use as a guidebook, an assessment is made of the degree to which surface mining operations contribute to the soil compaction problem. The final report is formulated through the use of field study data as well as information gathered in an intense literature review. The final report centers on applying collected data to practical field applications. Soil sampling on the four mine sites centers on a comparison of natural and replaced soils for moist bulk density. This characterization evaluates changes in density and texture throughout the soil profile to a depth of 48 inches. Fertility of the topsoil is also assessed for natural and replaced soils. During field sampling and observations, a base of information has been gathered to compile a case study on each mine site. The report accesses the regulations in the prime farmland areas through the use of a matrix. The regulatory matrix allows easy access of mining personnel to State and Federal regulations.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.
