The Bureau of Mines evaluated equipment and procedures for drop-weight testing of explosive liquids as prescribed by Test 4) a widely used method. It was demonstrated that partial ignitions, originally designated as negative results, should be designated positives; it was also shown that wear or erosion of the sample cups and the type of mount used for the apparatus had important effects on the results. Relative sensitivity as measured by Test 4 was found to vary slightly with temperature. The Bureau also designed a fixed 2-kg weight and associated electromagnetic release, which subsequently were incorporated as standard in a revision of Test 4. The original concept that the test involves only adiabatic compression was found to be an oversimplification; an alternate mechanism for the initiation process is proposed in which due consideration is given to the effects of cavitation and microjets.

A laboratory technique for simulating in-situ uranium mining was developed and used to determine the effects of leaching variables on permeability, uranium recovery, leach solution interaction with the ore-aquifer environment, and post-leach chemical leakage. In particular, ammonium bicarbonate, the commonly-used leach solution, was examined in great detail. Agitation leach tests were conducted to examine the effect on ammonium sorption and desorption of clay content, solution and clay ammonium levels, pH, and the type and concentration of other anions and cations in solution. Initial column tests were performed to determine the degree of ore-aquifer interaction that could be expected for various leach solutions; sulfuric acid, and ammonium, sodium, and potassium bi-carbonates. Subsequent tests examined various methods to restore the ores by lowering the post-leach chemical leakage. The restoration tests examined the use of reducing agents (e.g., ammonium bisulfite, sodium bisulfite; and sodium sulfite), ore blocking and stabilizing agents (e.g., sodium silicate, aluminum chloride, and magnesium-calcium salt).and ammonium displacement agents (e.g., aluminum chloride and lanthanum chloride-sulfate)

An examination of the Census of Fatal Occupational Injuries (CFOI) data for the period 1992-1995 shows that 659 fatalities occurred in the mining industry as defined by the SIC. Oil and gas accounted for slightly more than one-half of all fatalities (figure 1-1). The coal industry had the highest fatality rate for the 4-year period, with 35.6 deaths per 100,000 full-time workers, followed by metal (23.1 per 100,000), oil and gas (23.1 per 100,000), and nonmetal (20.1 per 100,000). The fatality rate for all U. S. industries during this same period was 5.1 per 100,000 full-time workers. Figure 1-2 compares the fatal injury rates by year for the four major industry sectors of mining to the fatality rate for all industries combined. Figure 1-3 compares age-specific fatality rates in the mining industry to those seen for U. S. industry as a whole. Fatality rates for all industries combined were lowest for young workers and steadily increased in relation to workers' ages. In the mining industry, fatality rates by age group show a U-shaped curve. Young workers under 20 years of age had the highest injury rate (54.6 per 100,000), followed by workers aged 20-24 (50.8 per 100,000) and workers over age 65 (37.7 per 100,000). Table 1-1 shows the distribution of injuries by type of injury event. The mining industry, in comparison with all industries, had a considerably larger proportion of fatalities classified as caught in or crushed by collapsing materials (9.1% and 1.9%, respectively) and fires and explosions (10.0% and 3.1%, respectively). Transportation events comprised the largest proportion of fatal injuries in both the mining industry and all industries. Within the mining industry only, transportation accounted for the largest proportion of fatalities in all mining sectors except coal. A more detailed examination of the transportation events within the mining industry showed that highway incidents (50.5%) were the most common, followed by nonhighway incidents (22.2%), pedestrian incidents (10.6%), and those incurred during rail, water, and air transport (15.7%). Incidents involving caught in or crushed by collapsing materials comprised a higher percentage of injuries in the coal and metal sectors, while fall-from-height incidents were more frequent in the oil and gas sector. The classification system used in CFOI for type of injury event is not compatible with any variables contained in the MSHA data; therefore, direct comparisons are not attempted. [ ]

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Overexposure to noise is a widespread, serious health hazard in the mining industry, and causes hearing losses to a large percentage of the mining population. Recognizing this fact, the Bureau has a major on-going research effort to address this problem area. These proceedings include an overview of the Bureau noise control program and summarize nine selected noise control research programs.

In 2005, a total of 263 metal mining operations reported employment to the Mine Safety and Health Administration (MSHA). Metal mines were the smallest mining commodity sector, comprising 1.8% of all mining operations. ? Gold mines comprised 46.0% (n=121) of all metal mining operations. Other common types of metal mines were iron ore (n=32; 12.2%), copper ore (n=31; 11.8%), and lead and/or zinc ore (n=16; 6.1%). ? Nevada had the largest number of metal mines (n=52; 19.8%), followed by Alaska (n=27; 10.3%).

The Bureau of Mines evaluated 42 composite samples from selected Michigan-Wisconsin iron formations by reductive roasting-magnetic separation and flotation at minus 325 mesh. Samples having poor to marginal response on initial examination by conventional methods were reevaluated by finer grinding, by reagent suite modifications, and by selective flocculation-desliming techniques. Results ranged from excellent on Menominee Range samples to relatively on Gogebic Range ores. Marquette Range samples ranged from responsive to nonresponsive, depending upon grain size and mineral association.

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among operators of mobile equipment used in mining and construction. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy mobile equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of ingress/egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. Five hundred and eighty six operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

The Bibliographic Data Base contained in the present volume is the result of a literature search conducted as one task of the Bureau of Mines project concerned with research in borehole assay technology. The data base includes articles, symposia, books, corporate and government reports, patents, and other literature concerned with some aspect of borehole logging, from January 1969 through December 1975. Occasional updating to keep the data base current is anticipated. The remainder of the intro¬duction will be devoted to the explanation of the organization of each entry, along with the translation of terms and abbreviations used in the text. Each entry contains six sections. These include an ID code, a title, an author section, a source section, an abstract, and a descriptor section. The first item listed in an entry is the ID code. This serves to identify an entry. It consists of the first six characters of the first author's (or editor if no authors are involved) last name, along with the last two digits of the year of publication. A letter sometimes follows the year of publication to assure a unique alphanumeric code. For example, if an author named Wilson writes more than one piece of literature in a given year (for example, 1972), the ID code for the entries identifying these pieces of literature would be identical. Therefore, to allow for unique ID codes, the first piece would he identified as "WILSON 72,', the second piece as "WILSON 72A", the third "WILSON 72B", and so on.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and, education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.1

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

The U.S. Bureau of Mines investigated the magnetic susceptibility of minerals as a function of mag-netic field strength to determine how it might affect the potential for high-field magnetic separation as an alternative to other separation technologies. Single-mineral concentrates were prepared from specimens from the same deposit to compare magnetic susceptibilities of minerals that occur together and from specimens from different deposits to compare magnetic susceptibilities of like minerals. A vibrating-sample magnetometer with a superconducting magnet capable of producing a magnetic field of 7.16 x 106 Aim (90 kOe) was used to measure the magnetic moment of the samples. The data were then converted to specific magnetic susceptibility data and plotted as a function of magnetic field strength. Cursory studies were also completed on the effects of iron content and oxidation roasts on magnetic susceptibility in high fields. The results showed that magnetic susceptibility is essentially constant in magnetic fields above those needed to saturate ferromagnetic constituents. Although magnetic susceptibility is influenced by iron content and by thermal treatment, the changes are not large enough to influence separations in fields above 1.59 x 106 Aim (20 kOe).

Pilots of the MH-60S helicopter are exposed to continuous whole body vibration (WBV). Pilot fatigue is a growing operational concern due to the increased frequency of extended durations of missions (6-8+hours) in support of Operations Iraqi Freedom and Enduring Freedom. Endurance aspects of the currently used rotary wing seating systems were not optimized for the longer missions and wide range of pilot anthropometric measurements, which is now typical of naval aviation. The current seating systems were designed primarily to meet crashworthiness requirements, not for the wide range of pilot anthropometry or to mitigate WBV. Albeit, an issue, pilot fatigue and reduced mission effectiveness are also critical concerns. Current Hazard Reports indicated that pain in pilots’ legs and backs begin two to four hours into the flight and increase with time. Mission readiness also decreases with an increase in flight duration due to the constant distraction of pilots shifting in their seats while trying to get comfortable. Froom, et al [2] reported a dose-response relationship between the length of military helicopter flights and back discomfort. He also concluded that this pain is typically dull, over the lower back, and its prevalence and intensity are dependent on the total flight hours of exposure. Methods This study evaluated WBV produced in the pilot seating systems onboard the MH-60S. The purpose of the study was to test and compare the effectiveness of two different seat cushions, the current seat cushion versus an anti-vibration seat cushion. Both seat cushions were measured for acceleration levels averaged over five-minute intervals using a triaxial seat pad accelerometer. The recordings were completed for a 3-hour straight and level flight. A frequency analysis from 0-80 hertz (Hz) was conducted on all acceleration measurements to determine the dominant axis and frequency of the pilots’ vibration exposure. The results were then compared to the applicable Threshold Limit Values (TLVs) established by the American Conference of Governmental Industrial Hygienists (ACGIH) [1] and the International Organization for Standardization (ISO) 2631.1 [3] to determine the MH-60S pilots’ permissible exposure time for both seat cushions. Results The results of the study showed that for both seat cushions the vibration levels of the z-axis at 16 Hz had the shortest allowable exposure duration, according to the ACGIH TLVs. In the z-axis at 16 Hz, the MH-60S’s current seat cushion’s acceleration levels indicated an exposure time limit of approximately 6 hours, while the anti-vibration seat cushion’s acceleration levels pierced the 8-hour exposure time limit curve. This is shown in the graph below.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C. The U.S. Bureau of Mines, in a cooperative project with the University of Utah, Salt Lake City, UT, and Homestake Mining Co., Lead, SD, conducted in situ monitoring and numerical modeling of rock masses supported with cable bolts in two mechanized, cut-and-fill stopes and a shaft pillar at the Homestake Mine. Extensometers were used to measure rock displacement, while cable bolt strain gauges were installed to measure loads on both conventional and birdcage cable bolt supports. These instruments provided an assessment of rock mass behavior during mining as well as essential data for verifying results from computer analyses. The numerical modeling program FLAC was used to analyze cable bolt patterns and supports. Results from the evaluation study indicated that cable bolt strain gauges and extensometers were effective instruments for monitoring the behavior of rock masses supported with cable bolts. Also, numerical modeling of the 4S-48N stope using the FIAC code provided displacement values comparable with measurements from field extensometers.

Landstrom et al. (1985) suggested the possibility of cortical activation during exposure to WBV, however, it is not known how cerebral physiology (oxygenation and blood volume) responds in healthy women during different vibration frequencies. This study examined the role of backrest support and handgrip work on cerebral oxygenation and blood volume responses, during exposure to seated WBV. Methods Fourteen women (age: 23.9 ± 3.5 years) were randomly exposed to three frequencies of WBV (3, 4.5 and 6 Hz at approximately 0.9gr.m.s in the vertical direction) on a customized vibrating base (Advanced Therapy Products, Inc., USA) in a seated posture on three separate days. On the first day, the subjects completed an aerobic fitness test until volitional exhaustion on an arm cranking ergometer (Cybex, MET 300, USA). Each WBV session lasted 30 min (6 min baseline without WBV, 8 min WBV ‘with’ or ‘without’ backrest support, and 4 min recovery from WBV, 8 min WBV with ‘opposite’ backrest condition, and 4 min recovery following WBV). During 8 min WBV exposure ‘with’ and ‘without’ backrest support, subjects performed maximal voluntary rhythmic handgrip contractions with their right hand for 1 min using a dynamometer. To obtain regional oxygenation and blood volume responses, a NIRS sensor (MicroRunman, NIM, Inc., PA, USA) was placed on the anterior right frontal lobe just below the hair and close to fronto-temporalis region (Maikala et al. 2005). Results Baseline oxygenation and blood volume values were recorded during recovery from each WBV session of ‘with’ and ‘without’ backrest support. The physiological change in oxygenation and blood volume during each frequency (3, 4.5, and 6 Hz) for both backrest (‘with’ and ‘without’ a backrest) and workload (WBV only and WBV combined with rhythmic handgrip contractions) was calculated as the difference between the maximum values identified for each WBV condition of backrest and workload and baseline values (Maikala et al. 2005). The Bureau of Mines investigated the technical feasibility of smelting copper concentrates containing chalcocite (Cu2S) and native copper using nonpyritic sulfur-bearing materials to aid matte formation. The procedure consisted of combining various proportions of commercial chalcocite concentrate, smelter slag, fluxes, and matte-forming constituents to produce charges of comparable compositions. The mixtures were charged in fire-clay crucibles and smelted in an induction furnace at 1,300° C. The research proved that either sulfur or gypsum can replace pyrite as a matte-forming material, and that gypsum produces an exceptionally high-grade copper matte. The addition of small quantities of metallic iron to the nonpyritic smelting charge furthers the removal of sulfur, improves the recovery of copper, and makes it possible to utilize gypsum as the exclusive flux and matte-forming ingredient, thereby eliminating the necessity of adding limestone.

This Bureau of Mines publication reviews current recycling trends in the United States. Although near-term prospects are poor for recycling most present wastes, urban refuse is an important exception. Such wastes comprise a mine above ground, and much less processing energy is normally required to recycle the constituents of urban ore than to obtain them in equal amounts from natural raw materials.

Noise-induced hearing loss (NIHL) in mine workers, especially underground coal miners, continues to be a problem in the mining industry. The recently enacted MSHA noise standard, Part 62 – Occupational Noise Exposure (Federal Register, 1999), is aimed at reducing NIHL in the mining industry. The U.S. National Institute for Occupational Safety and Health (NIOSH) is conducting a cross-sectional survey of noise sources and worker noise exposures to address NIHL in various aspects of coal mining including surface mining, coal preparation plants and underground mining. In underground bituminous coal mining, noise surveys, consisting of full-shift worker noise exposure, time-motion studies and equipment noise profiling, have been completed on longwall and continuous miner sections in six underground coal mines. The studies revealed widely varying shift-to-shift worker exposures, with workers in certain occupations routinely exposed to potentially hazardous levels of noise. A summary of these studies is reported, including worker dose, source/dose relationships and equipment noise profiles.
