The purpose of this research was to develop a computer simulator fur predicting the air quality in existing coal mines as well as a design aid for developing new mines. In addition to the air quantity flow, the other variables of tempera Lure, moisture, methane and respirable dust are necessary to determine the air quality. An additional feature of this simulator is that it allows parametric studies of these variables to explore the effect that these variables have on the air quality of an operating mine system. The research has also pointed out arias where more research is needed, and promote better and more systematic data taking techniques. Wang and Hartman (see Reference 9, on page 1-98 of Section 1) had already published a computer program to determine the ventilation of large mines, and Wang and Saperstein (see Reference 10 on page 1-98 of Section 1) later published a refinement of the work in the previous reference. These references were the starting point of the simulator developed by this present research effort, and Section 1 of this report is a slightly modified version of the original vent elation program. This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning's equation. To the authors' knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

During the past few years, since flotation has become the paramount treatment method for most all kinds of ores, the Bureau has gathered the data on consumption of reagents used in the flotation treatment. The first report was issued in 1916. A brief review of such reports snows the progress made in the art of flotation, and each year brings forth the development of new reagent a or combinations of reagents that seem sure to survive, but research and progress spell their defeat, if not by entire elimination, at least subjects them to considerable modification.

The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

A program was initiated tinder sponsorship of the U. S. Bureau of Mines to investigate pipeline behavior of raw and spent oil shale slurries. Slurries were recirculated in pipeline loops with 150-mm and 200-mm diameter horizontal test sections and a 150 -mm diameter vertical test section. Slurry concentrations from 10 to 60 weight percent were investigated. Critical and deposition velocities were observed. Head losses were measured at various velocities. Rheology measurements were made on representative homogeneous samples from the pipeline. From these data, pipeline energy requirements were predicted by computer and compared to pipeline data. Computer programs were also used to analyze pipeline data for two flow models: 1. Heterogeneous flow regime for coarse, settling slurries 2. Homogeneous flow regime for nonsettling suspensions The economics of slurry transport of raw and spent shale were examined. Cost estimates encompassed a range of pipe diameters to transport a wide range of throughputs of both raw and spent shale. Similar estimates were made for conveyor belt systems to provide a valid cost comparison. Economic comparisons are valid in a general sense, but a specific study must be made to determine the cost advantages of hydraulic transport for a given mine.

The Bureau of Mines has carried out experimental and theoretical studies with prilled and pulverized ammonium nitrate-fuel oil (AN-FO) mixtures containing varying amounts of fuel oil in an attempt to quantify the effects of stoichiometric composition, nonideal detonation behavior, and expansion volume on the production of CO, NO, and N02 fumes. Experimental fume measurements were obtained in the Bureau's large closed gallery facility (7.2 X 104 liter expansion chamber) and in the standard Crawshaw-Jones apparatus (90--liter expansion shamber) using a prepackaged charge configuration containing about 450 g of explosive.4 The theoretical calculation of toxic fumes was achieved with an equilibrium detonation code called "TIGER,," Contrary to initial expectations, the NOx (= NO + N02) fumes from the large gallery test were found to be in essential agreement with the Crawshaw-Jones results. It was also concluded that (1) "TIGER" calculations offer a good approach to the prediction of toxic fumes; (2) there is a basic problem in extrapolating laboratory measurements of CO fumes to mine conditions--this being due to postdetonation oxidation of CO to CO2; and (3) the detonation velocity decay rate of an explosive is a useful experimental parameter for correlating toxic fumes production with nonideal detonation behavior.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and the results are described in this report.

The small-scale surface mining operation in northern regions is typically located in a remote, ungaged basin. With the recent increase in the economic potential of mining, the number of small operations is increasing. The year-to-year variability in precipitation in this region under study is of great concern to mine operators. Some years may yield only 5 to 6 inches of precipitation, while others may yield in excess of 15 inches. Such variability makes placer mining operations difficult to plan, since low water years may result in too little run-off for gravel washing and high water years may result in flooding of mining developments. There are no official streamfloaw records in many watersheds in the northern region containing placer mining claims. However, information from other streams permits calculation of an estimated discharge for a watershed under consideration using average flows per square mile of drainage. It is to be emphasized that these are average or expected figures in reality, one water year may be significantly wetter or drier than another. This high variability of annual precipitation is significant in relation to placer operations because of the large quantities of water required for this type of mining. Some operations can not operate in low water years. In the larger watersheds, operations may continue in low water years but at a slower pace because of longer water collecting times. The high variability of available run-off rakes placer mining in many parts of Alaska difficult to plan on a long range because of the unpredictability of water supplies.

Significantly increase the amount of fresh air that sweeps the face in front of a continuous mining ma-chine, in order to prevent methane gas buildup. Approach Water sprays are mounted along the sides of a continuous miner and behind the cutter head to help push ventilating air along the required path, and prevent its short circuiting. Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

As part of its mission to maintain an adequate supply of minerals to meet national needs and maximize mineral production from domestic sources, the Bureau of Mines is investigating the recovery of alumina by hydrochloric acid leaching of kaolinitic clay. Most iron impurities are leached from the clay along with the alumina and must be removed before or during crystallization to aluminum chloride hexahydrate. The thermal decomposition step then provides an alumina product of acceptable iron analysis. Miniplant studies of a Bureau-developed solvent extraction technique, using a tertiary amine in kerosene diluent, have demonstrated that the iron content in aluminum chloride leach liquors can be reduced to levels of less than 0.007 wt-pct (7 ppm), expressed as Fe203. Entrained and dissolved organic matter in the purified pregnant leach liquor from the solvent extraction circuit can be reduced to less than 2 ppm by using a fabric-packed coalescer and subsequent activated carbon treatment. Investigators discovered that a steady buildup of zinc accumulated in the solvent phase within the extraction circuit, proportional to the amount of leach liquor treated. The solvent phase zinc analysis increased by 0.01 wt-pct ZnO for each 1,000 gal of pregnant leach liquor purified.

The smelting of lead ores has been carried out in southeast Missouri for centuries, and modern smelting practices have generated a variety of waste products. Lead blast furnace slag is one such product, which typically contains 10% zinc, 25% iron and 2% lead. This slag has often been stockpiled on the producing smelter site and accumulations have now reached several million tonnes. It is possible that in the near future these slags will be classified by the federal Environmental Protection Agency as hazardous, and therefore there is considerable interest in possible treatment processes to render the slags non-hazardous by removing the offending metallic elements. To ensure that the overall slag processing costs are kept to a minimum, it is imperative that lead and zinc be recovered in a form suitable for sale or further processing. There are two generic routes for processing blast furnace slags and they involve hydro-metallurgical or pyrometallurgical techniques. With hydrometallurgy, the slags would be leached directly and the metal values recovered from purified leach solution(s) by electrowinning. One problem with processes of this type is that the zinc and lead grades of the slags are low and the iron content is high, and thus the economics of metal production are often not favorable. For pyrometallurgical processing (1), it has been shown that the slags can be fumed to produce an oxide dust containing all the lead and zinc, and representing only a fraction of the weight of the initial slag. The oxide dust may then be processed hydrometallurgical to recover zinc and lead.

Rutile concentrate, used in the manufacture of welding rode, smoke-screen chemicals, and alloys, is being produced by the Titanium Alloy Co. of Arkansas at its mine and. mill in Magnet Cove. The company estimates a substantial reserve of recoverable rutile. This is a new operation, and production figures are not known. Previous operations had stripped the placer material, leaving the underlying mineralized zone. INTRODUCTION This report describes the mining and milling; operations of the Titanium Alloy Co. of Arkansas. The property was examined by the author on March 4, 1942, and subsequent dates. J. A. Wood, general manager, was very helpful in supplying information.

This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flatjack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the sup- port elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

This report is volume 5 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Subsidence subsystem of the Master Design Simulator. This subsystem uses the finite element method to simulate ground movement caused by an advancing mining face in an underground coal mine. The model is structured around the concept that the ground mass is a layered media of different thicknesses and material properties. Gob areas are considered to be unfilled with broken rock at the beginning of mining. After mining starts, the gob areas are filled with broken material which provides resistance to the lowering of the overlying strata. The model is tied to the Geology and Reserves subsystem, but it can also operate as a free standing routine. A case study is presented illustrating the application of the model. A detailed user's manual, including a program listing, is included in the appendices.

This report describes the program that studied the theoretical and practical aspects of the belt cleaning systems, investigated-the possibilities of a self-replacing and/or sell-adjusting belt cleaning device, and designed a horizonal pentagonal turret setup for the underground mine belt conveyors. This design resulted from comprehensive literature survey (both academic and commercial), actual mine visits, study of the mechanics of belt cleaning and bench-type experiments. It has complete working drawings and rough cost estimates.

This bulletin is the fourth in the series of petroleum bibliographies being published by the Bureau of Mines, the three preceding, Bulletins 149, 165, and 180, being compilations for the years 1915, 1916, and 1917, respectively. In this bulletin the same general plan has been followed in arranging the references, but a few changes and additions have been made in the classification, the more important changes being in the classes "Geology and Origin" and "Refining and Refineries." Dl1'ring the year German periodicals were not available, and, as in the bibliography for 1917, references to articles in foreign journals that were not available have been taken' from other sources and credit given to those sources.

Critical and strategic metals are often present in small quantities in low-grade domestic ores. When these ores are leached, the resulting solution usually contains the metals in very dilute quantities. Selective electrowinning from dilute electrolytes was investigated by the Bureau of Mines. A metal deposit containing 84 pct nickel was electrowon from the leach solution of a complex domestic ore bulk flotation concentrate originally containing approximately 2 wt-pct nickel. Key to achieving accelerated deposition rates, in the case of dilute solutions, is the rapid movement of the electrolyte through the electrowinning cell. Pure, synthetic nickel electrolytes were used to establish deposition parameters, and to optimize electrolyte velocity or mass transfer rates. Hydrodynamic and electrodeposition parameters for both the synthetic and leach electrolytes are presented and the experimental research described. Selective electrowinning appears to offer a viable alternative to physical separation methods to obtain separate metal "concentrates" from low-grade ores.

Standard erosion plots (4.6 m by 22.1 m on 9 percent slope) were constructed on the Alston Surface Mine of Peabody Coal Company in Western Kentucky to evaluate the effects of placement technique and density on the erodibility and eroded size distribution from mine spoil and reconstructed topsoil. PLots were constructed with a dozer and scraper pan from shale spoil material, topsoil (A horizon) and subsoil (B and C horizon mixture) using soils stockpiled at the Alston Surface Mine. Plots were evaluated under fallow conditions with a tilled plot surface and two compacted conditions. One compacted condition was generated by tracking the surface with a dozer and rolling with a loaded scraper pan. The second was generated by rolling the surface with a solid wheel compactor. Rainfall was supplied with the Kentucky Rainfall Simulator at a rate of 63.5 mm h-l with the plots in three different soil moisture conditions; dry, field capacity, and very wet. Runoff was evaluated for flow rates, sediment concentrations, and aggregate and primary particle size distributions. Sediment yields and the Universal Soil Loss Equation E130 indexes were calculated from the data for each plot. The erodibility was calculated from the tilled plot data using a weighted soil loss and E130 value from the dry, field capacity and wet runs, and a cover management factor calculated for every other condition. For the topsoil and subsoil plots, sediment yield was greatest for the dozer scraper pan plots and lowest for the tilled plots. For the shale plots, erosion rates from the wheeled compacter plots were the highest and tilled plots the lowest. Average erodibilities were 0.14, 0.38, and 0.41 tons ac h ft-1 tonf-1 in-1 hundred ac-1 for the shale, subsoil, and top-soil plots. Cover management factors for each plot were 1.29, 1.42, and 1.17 for shale, topsoil and subsoil plots compacted with the solid wheeled compacter and 1.29, 3.79, and 2.51 for shale, subsoil, and topsoil plots compacted with the dozer scraper pan conbination. The accuracy of the Wischmeier erodibility nomograph was evaluated on the data collected. Erodibilities were accurately predicted for the topsoil plot and poorly predicted for the sub-soil plot. The accuracy of the CREAMS procedures for predicting the composition (size distribution) of eroded particles was also evaluated. The composition was well predicted for the topsoil plots, moderately well predicted for the shale plots and poorly predicted for the subsoil plots.
