The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

The ore extraction rate and the incorporation of new areas are key operational parameters. In massive deposits mined by caving techniques they both control the cave back geometry, which is mostly responsible for the induced stress state around productive levels. Early detection of deviations from admissible geometries will prevent stability problems related to geomechanical hazards, helping to improve safety and working conditions and reduce the potential for lost reserves.This paper describes a mine planning tool currently in use at the El Teniente mine. This tool involves the control of the cave geometry based on rules that have been defined as a result of different studies and experience collected during the operational history of the mine.This mine planning strategy achieves an extractive mining process with lower risk than conventional planning methods, ensuring ore reserves extraction if followed as planned while reducing unexpected changes in mining sequences.CITATION:Cornejo, J, Pinochet, A and Caviedes, C, 2016. A new 2.5D airborne electromagnetic (AEM) algorithm has been developed by Intrepid Geophysics and Jovan Silic & Associates. The advantage of 2.5D (2D geology, 3D source) AEM inversion in 3D geological mapping applications and identification of conductive drilling targets, compared to the more commonly used conductivity-depth imaging (CDI) transforms or 1D inversions, are demonstrated using examples from banded iron formations (BIFs) and other geological settings. We show emerging AEM systems are capable of providing estimates of economic rock unit thicknesses, dips and fault definition at an accuracy that mitigates the need for pattern drilling.The 2.5D inversion application used in this work and described in Silic et al (2015) is a substantially changed version of ArjunAir (Wilson, Raiche and Sugeng, 2006), a product of CSIRO/AMIRA project P223F. The changes include a new forward model algorithm and a new inversion solver. The application enables the accurate simulation of 3D source excitation for full domain models inclusive of topography, non-conforming boundaries and very high resistivity contrasts. Solution is accurate for a geoelectrical cross-section, which is relatively constant along a strike length that exceeds the AEM system footprint.The major innovation includes a new inversion solver with adaptive regularisation, which allows the incorporation of a misfit to the reference model and the model smoothness function.Memory usage has been dramatically reduced and is estimated prior to execution. For speed the software has been parallelised using Intel message passing interface (MPI) and can be used on standard computing hardware or computing clusters. Data from survey lines with lengths exceeding 100 km can be inverted on high end laptop computers.We allow flexibility in the selection of components and in the estimation of noise.AEM inversion examples are shown for surveys from BIFs, base metals (volcanogenic massive sulfides) and geological mapping projects and the results are compared with known geology and drilling. The relationship between efficient liner exchange, concentrator availability and concentrator profitability is well documented. Russell Mineral Equipment’s (RME) relationship with OZ Minerals’ Prominent Hill site personnel enabled sound collaboration between the two parties. Both parties worked together to identify the sources of productivity and efficiency loss and developed solutions to reverse them.This paper chronicles the identification of production inefficiencies and the resulting removal of mill relining from the critical path through the materialisation of mill relining optimisation strategies. Future metal prices play a direct role in both the economic evaluation and short to medium planning of a mine scheduling sequence. It is difficult to predict with accuracy the future price of volatile metal commodities, however, it is possible to fix some future metal price, outside of long term contracts by the selling of futures contracts through a commodities exchange. The futures contract represents a fixed amount of a specified quality of a commodity for future delivery at a predetermined price. Several different types of hedging are possible, one in particular which is best suited for mining companies. There are relative advantages and disadvantages when trading in futures contracts and particular reference is made to gold contracts on the Sydney Futures Exchange.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. Deformed and annealed single crystals of aluminium (9) and cadmium (10) first start to recrystallize along slip planes and in deformation twins.The present work deals with the process of recrystallization of single crystals of lead after deformatjon by creep.Two factors enter into these experiments that were not met with in other work on this subject. The Morning Star mine is one of numerous historically mined gold-quartz lodes in the Preservation Inlet goldfield of southwest Fiordland. The mine is hosted in Early Ordovician metasedimentary rocks that are composed predominantly of psammitic and pelitic lithologies. These rocks still contain their primary depositional features and are characterised by upper greenschist facies metamorphic grade.   The Morning Star mine lies on the eastern limb of a gently south plunging anticline. A bedding parallel fault-vein and an associated network of minor quartz veins hosts mineralisation. The main fault-vein structure strikes N-NW, dips steeply (~60¦) W, has a strike length of ~350 m, a vertical extent of ~170 m and is up to 2 m in thickness. The internal structure of the fault-vein consists of laminated quartz, massive and fibrous quartz, and silicified breccias/cataclasites. Gold is typically coarse grained (~1 - 2 mm) and associated with pyrite, arsenopyrite, chalcopyrite, tetrahedrite and galena. The geometry of the Morning Star mine is similar in form to that of a saddle reef. Gold-quartz lodes in the Preservation Inlet goldfield are comparable in geometry and host rock to their offset equivalents in the Golden Blocks field of NW Nelson.

Biosorption of Cr(VI), Pb(II) and Zn(II) from Aqueous Solutions by Immobilised Phanerochaete chrysosporium Biomass in a Fixed-Bed Column The continuous-flow adsorption of Cr(VI), Pb(II) and Zn(II) from aqueous solution by immobilised Phanerochaete chrysosporium biomass in a fixed-bed column was studied. The effects of flow rate, influent concentration of Cr(VI), Pb(II) and Zn(II) and bed depth on breakthrough curves and biosorption capacity were investigated. The experimental results showed that the breakthrough time decreased with increasing flow rate, increasing influent concentration and decreasing bed depth. The data also indicated that the equilibrium uptake of Cr(VI), Pb(II) and Zn(II) increased with decreasing flow rate and increasing influent concentration of Cr(VI), Pb(II) and Zn(II). Two models were employed to predict the breakthrough curves and to determine the characteristic parameters of the column useful for column design. The Thomas model was able to predict the breakthrough curve in the range of relative concentration(Co/Ci) higher than0.3, Cr(VI), Pb(II) and Zn(II) whereas the validity of the Bohart-Admas model was limited to the initial part of breakthrough curve at all flow rates and influent concentrations of Cr(VI), Pb(II) and Zn(II). The feasibility of reusing the immobilised fungal beads through five adsorption/desorption cycles in fixed-bed column was investigated.

X-ray diffraction and differential thermal methods were used to determine the mineralogy of some clays used by the heavy clay industry in the Adelaide area. A detailed analysis was made of the mineralogy and particle size distribution of eighteen samples from beds in two pits in the Recent sediments in the Adelaide plains, of six white clays developed from the weathering of the Adelaide series of sediments, and of four Recent alluvial clays from a pit in the Mount Lofty ranges south of Adelaide. Structural clay products in the Adelaide area are manufactured from mixtures of these clays, so the mineralogy and particle size distribution was determined of eighteen clay mixtures used to make red bricks, cream bricks, facing bricks, pipes and tiles.Knowledge of this mineralogy is important in understanding the ceramic behaviour of the clays.INTRODUCTIONIn this investigation an account is given of the clay mineralogy and particle size distribution of some ceramic clays from the Adelaide area. The clays are used in the manufacture of structura,l clay products and the results to 'be described are part of an overall 'plan of study covering the heavy industrial clays and shales of Australia. The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years.Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the IIIawarra Measures of the Southern Coalfield of New South Wales were carried out.The optimum range of vitrinite was found to lie between 45 per cent and 60 per cent (mineral matter free).Above and below this vitrinite range coke strength deteriorated. Coke strength indices increased with rank, and the optimum vitrinite content increased with an increase in rank. These changes require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal.Use of petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved.Significantly more work is required before coal reserves can be utilized to optimum advantage. This work would require extension of the studies discussed in this paper and, in particular, the testing of a wider range of rank.

The project to reopen the Tasmania Mine has centred around efforts to reopen the Hart Shaft to access the high grade reef remaining below the old workings, which extend down to 457 in. Efforts in 1982 and 1987 were frustrated by unstable clay ground around the shaft, which resulted in significant subsidence of the shaft collar and lining. A successful program has since been implemented to solve the problems, stabilize the collar and recover the upper shaft which had collapsed down to 90 m.

The Electricity Generating Authority of Thailand (EGAT) Mae Moh coal mine is an open-cut coal mine in Thailand that produces about 16 Mt of lignite annually to generate 2400 MW of electricity. The surface mine pit covers is 4 km by 7 km with mining depths ranging up to 260 m. A large pit slope is formed with the progression of the mining operation. However, massive slides in the pit slope occur often due to the existence weak planes such as faults and bedding, and the weak mechanical properties of the rocks. Hence, 200 m to 300 m boundaries of rock block including coal seams are left in front of faults in order to prevent slides and maintain the stability of the pit slope. As a result, there are significant coal reserves beneath the abandoned area along the pit slope. Moreover, the mined coal seams are very thick and their thickness range from 15 to 30 m.This paper discusses the application of multi-slicing highwall mining system with stowing to this very thick coal seam left around large pit slopes by means of numerical analysis.

Refractory gold ores have been the subject of intensive metallurgical study in order to achieve more efficient recovery of contained values and at the same time to minimise environmental impact. Considerable innovative gold processing technology was introduced in New Zealand last century, the most notable being the first successful commercialisation of the cyanidation process by the Crown Mines Company at Karangahake in 1889. The Karangahake gold-silver deposit was second only +to the Waihi Martha mine in total bullion production from the region with active mining from 1882 until about 1920 and sporadic production between 1930 and 1944. Reevaluation at Karangahake with associated metallurgical testing has continued since that time becoming particularly active in the last decade as a result of increasing gold prices. Gold processing technology is reviewed and results of some recent test work are presented and discussed in the context of Karangahake history and future development possibilities. This work confirms the variability and complexity of the Karangahake deposit both mineralogically and metallurgically and suggests flotation followed by new and innovative smelting is the most appropriate processing route for the recovery of gold from the high grade ore which could be produced from the Karangahake workings in moderate tonnages.

The petrology and age of mid Cretaceous to Palaeogene marine volcanics may provide important clues to the palaeogeography of the period, particularly for tectonic elements and events outboard of the Papuan Basin. This initial survey of known marine volcanics of this age reveals a paucity of reliable data on isotopic ages, geochemistry and syngenetic mineralisation on virtually all units. Existing data allows a tentative subdivision of known marine volcanics into either MORB-like early Palaeogene rifts/ marginal basins, early Palaeogene ensimatic arc rocks overlying ?Late Cretaceous and Palaeogene fore-arc/marginal basin crust, late Palaeogene ensimatic arc rocks, and mid to Late Cretaceous ensialic rift rocks. Due to lack of data, some units are difficult to classify into these categories.

This paper considers three aspects of cemented fill practice and research in Mount Isa. Firstly, an account is given of the use of Portland cemented hydraulic fill, considering mainly the role and specifications of the fill used but including û brief description of fill preparation and placement. Data resulting from a Portland cemented hydraulic fill sampling, curing and testing campaign covering about 18 months of operating practice are presented, analysed and discussed. These yield information indicating the mode of operation of a fully-automated fill preparation station, as well as a means of comparing field and laboratory strength results. A technique with potential for use as a fill quality control without actual strength testing is also described. Results of a fill research program conducted by the author in Mount Isa since early 1968 are presented, involving both Portland cemented hydraulic fill and alternative, cheaper, additives for cementing hydraulic fill.

THE North Mount Lyell Mine is situated on the southern side of Mount Lyell at an altitude of 1750 ft. above sea-level. The average rainfall is 117 in., and there are generally several light falls of snow during the year. Despite the heavy rainfall, which is fairly evenly distributed over each of the twelve months, the climate is equable and not unduly rigorous, and, provided that the mine employee is suitably clad, it is only on exceptional days that he experiences any discomfort by becoming wet journeying to and from the mine.The majority of employes reside at Queenstown, and are conveyed by special trains to and from the top of the haulage, which is less than a mile from the mine. The mean surface temperature at the mine is 46° F., with a maximum variation from 26° F. to 85° F., the relative humidity generally being higher than in other districts. The rock temperature is 48° F. on the 200-ft. or Main Adit level, and 54° F, on the 1200-ft. level, giving a rise of 6° F. for 1000 ft. in depth.The ventilation of the mine is natural, the downcast being served by the Crown and Blocks shafts and the Crown mullock pass, and the upcast air is carried away from the workings by the Main shaft and the Nos. 1 and 2 mullock passes. The quantity of air circulating varies from 25,000 cub. ft. to 35,000 cub. ft. per minute, the greater quantity moving in the colder weather. The downcast air in traversing the wet shafts becomes saturated and enters the level at the rock temperature of 54° F. in winter and about 56° F. in summer, while temperature readings of the outcast air indicate that it varies very little.In the southern end of the mine the Blocks shaft downcast air upcasts through the different stopes, and their mullock passes, to the level above for each level to the 700-ft. level, where it passes to one of the main uptakes.
