Mining is an international business and vital contributor to national and global economies. It depends on the trust and confidence of investors and stakeholders for its financial and operational well-being (Committee for Mineral Reserves International Reporting Standards (CRIRSCO), 2016). The Social Licence to Operate (SLTO) is an increasingly multifaceted and multistakeholder risk that can impact investment decisions. Community challenges to broader political and economic decisions have given rise to protest delaying or stopping projects or closing mines and has led to loss of life (Ernst and Young, 2016). Some governments are now giving greater powers to stakeholders to make the final decision on approving mining and metals activities (EY, 2016). With billions of dollars in project investment at stake, ongoing engagement, collaboration and effective communication with stakeholders is crucial and mutually beneficial solutions are increasingly expected (EY, 2016). It is therefore essential that the industry communicates the risks (and opportunities) associated with investment effectively and transparently in order to earn the necessary level of trust with investors and stakeholders to underpin its activities (CRIRSCO, 2016). The occurrence of fluorine in the copper/gold concentrates produced by Ok Tedi Mining Limited has provided a series of challenges to metallurgists since 1988. Although fluorine is distributed throughout the gangue minerals contained within Ok Tedi ores, itsÆ presence in talc and phlogopite (naturally floating fluorosilicates) has proven to be the predominate sources of fluorine in the final concentrate. Initial treatment for the fluorosilicates consisted of the use of a carboxy-methyl cellulose depressant added to the flotation cleaners. This was superceded in 1998 with the installation of a fluorine reverse flotation process for the removal of naturally floating fluorosilicates from the final concentrate when the fluorine content of the final concentrate exceeds smelter-defined trigger points. The fluorine reverse process is similar to by-product molybdenite concentrate production in that sodium hydrosulfide is used to depress copper/gold flotation whilst allowing the fluorosilicates to float. The process was installed in two parallel modules (to match the existing grinding/flotation modules at Ok Tedi), each consisting of a closed rougher/cleaner circuit configuration. Both rougher and cleaner cells are Jameson Cells from MIM Process Technologies, with the selection based on both processing characteristics and available construction space. This paper discusses both the nature of fluorine in-, and its removal from-, Ok Tedi copper/gold concentrates.

The definition of the working sections that will be used in a mine is usually initially made in the field by the geologist supervising the drilling program. These initial definitions are often made on the basis of rules of thumb such as æcoal less than 30 cm thick cannot be mined separatelyÆ; æpartings more than 30 cm thick will be mined separatelyÆ; and æif a coal seam is less than 50 cm thick and the parting above or below is thicker than the coal, the coal will be wastedÆ. These decisions are also often made based on the requirement for a minimum sample mass for analysis, and the desire to collect data at the minimum resolution to conserve the exploration budget.In many cases the geological models based on this data are produced at a resolution that is inadequate to allow the mining engineer to produce a mine plan that will maximise project value. This problem is generally unrecognised.Where data is collected to a higher level of resolution the subsequent processes employed in the production of geological models and mine plans often discards the inherent value that is hidden in this data. Again this problem is generally unrecognised.This paper highlights this problem and then presents a methodology that ensures that the optimal working section is selected and compares the outcomes of applying this methodology versus adherence to the usual rules of thumb.

Fibre-reinforced geopolymer concrete (FRGC) contains no Portland cement or steel reinforcement, but instead uses synthetic fibre reinforcement and a geopolymer binder. The use of geopolymer binder in lieu of Portland cement reduces the concrete’s embedded energy (CO2 emissions) whilst the use of synthetic fibres eliminates the issue of reinforcement corrosion, thus enhancing the overall long-term durability of concrete. This paper presents the development of FRGC during a three-year project funded by the Victorian Science Agenda and a consortium of five organisations. The work involved laboratory and field trials and the production of prototype tunnel segments that have been subject to durability and fire testing.FRGC has exceeded the performance of the Portland cement-based control mix in terms of flexural strength, chloride diffusion, water sorptivity and drying shrinkage. Furthermore, the FRGC segments subjected to a simulated hydrocarbon fire test did not exhibit explosive spalling; however, the creep of FRGC was approximately three times that of the steel fibre-reinforced Portland cement-based control mix. The compressive strength and tensile splitting strength of the FRGC were also lower than the control mix. These differences need to be allowed for in the design using FRGC.Prototype bolted tunnel segments of up to 0.8?t mass have been produced from FRGC using standard production techniques and ambient curing. These were successfully produced within a 24-hour production cycle. Cut sections through the segments showed good compaction and even distribution of fibres. The estimated carbon footprint of tunnel segments produced using FRGC is approximately 70 per cent less than that of Portland cement-based segments containing 25 per cent fly ash and steel reinforcement.The results to date indicate that FRGC has the potential to produce a new generation of tunnel segments and, in general, precast concrete products with increased durability and substantially reduced carbon emissions compared to the Portland cement-based concrete with steel reinforcement.A summary of further research carried out by CH2M HILL into a complete elimination of ferrous inserts from segmental concrete tunnel lining is also summarised in this paper. The use of non-ferrous connectors for radial joints in combination with the FRGC technology in the manufacture of tunnel segments will effectively lead to development of a new generation of segmental tunnel lining systems.CITATION:Wimpenny, D, Chappell, M and Wieloch, M, 2014. In the 1989 best-seller The 7 Habits of Highly Effective People, the author, Stephen Covey, highlights the importance of maintaining not only ‘production’, but also, ‘production capacity’. When operating a modern flotation concentrator, production is often measured in terms of concentrate tonnage, tonnes milled and plant utilisation. There are very few metrics that focus directly on flotation equipment condition in relation to performance, which is analogous to Covey’s production capacity principal. It is evident on many mine sites that flotation equipment condition is not monitored on a proactive basis and that the prevailing culture is to wait for a failure, before addressing an issue.This paper discusses examples of how poor equipment condition can lead to production loss through poor metallurgical performance. Actual examples are given where these problems have occurred in operating plants. OZ Minerals' Prominent Hill copper-gold concentrator is located 650 km north-west of Adelaide in the Gawler Craton of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a design capacity of 8 Mtpa. The flotation circuit includes six rougher cells, an IsaMill for regrinding the rougher concentrate and a Jameson cell preceding the three stage conventional cell cleaner circuit.Since its commissioning, the Prominent Hill flotation circuit has been the focus of a series of projects aimed at continual performance improvement. This has been achieved by a systematic approach of project identification, evaluation and implementation which has led to a progressive improvement in flotation performance. Innovations that have been successfully implemented include aspects of cell design and operation, and reagent suite optimisation.Improvements to the mechanical cells initially focused on the installation of a modified rotor-stator design in the rougher circuit, as recommended by Outotec. Isolated cells were fitted with this technology and proven to provide a benefit for copper recovery before the design was trialled in subsequent cells along the bank. Based on this success, further modifications were made to other aspects of the rougher and cleaner cells.Laboratory trials conducted at Prominent Hill involve a screening process identifying potential reagents from a list of products, which are then rigorously tested in the laboratory before one is selected for trial in the concentrator. Where these reagents have demonstrated a statistical improvement in performance they have typically been incorporated permanently into the flotation circuit. Somewhat to the surprise of many heavy mineral sands (TiO2 and zircon) producers, there are important geological structures within their typical placers and aeolian sands deposits that affect plant metallurgical performance. After many years of operations, even experienced producers have encountered unexpected changes in production, product quality and recovery. After looking in all the obvious (but wrong) places, it is recognised that the mine has advanced into ore with different separation characteristics. Metallurgical process response can vary significantly between ore sourced from different geological domains. The mineral characteristics that are exploited for effective separation may be associated with differences in the depositional environment, or be post-depositional in origin. Surface coatings that interfere with electrostatic separation might be associated with paleo-water table movements. Major storm events in the deposition history can also leave distorted mineral assemblage through stranded formations or incisions in older deposits.Apart from the influence on capital and operating costs, geometallurgical variances add another dimension to orebody modelling. Each domain could have specific recovery, mineral assemblage and product quality values to be considered in the value model. Project success is often directly dependent on understanding the geometallurgy of the resource. Tailoring the exploration and early process flow sheet development programs to account for such variances should be standard practice. Such practices have had a chequered history in the mineral sands industry, with sophisticated processes having been developed, only to be shelved for ‘economic’ reasons, and then once again ‘discovered’ when problems re-emerge.It is clear that knowledge gained through a higher level understanding of the changing mineral separation characteristics and advance warning of mineral behavioural differences can mean the difference between lost recoveries and disappointed customers or well timed capital plans and maximised revenues.

"Fluidised-bed flotation has been demonstrated over the last 16 years as an effective method for improving the flotation recovery of coarse particles. This technology has been successfully deployed into the industrial mineral sector with multiple installations within phosphate beneficiation plants and potash mills. Due to the minimal mineral surface expression required when utilising this technology, more recent studies have centred on the applicability of using this HydroFloat™ technology for the recovery of coarse sulfides and base metals. Multiple approaches have been investigated to determine the best means for implementing this novel coarse particle flotation system into both existing and new plant circuitry. These include the treatment of tailings to recover values that have been lost using conventional technologies and also the direct treatment of a coarse feed, either within the grinding circuit or by use of a separate split-feed flotation approach. Recent applications of the technology will be presented along with data generated from several test campaigns and ongoing research investigations. Every mine will close! Charting a profitable course through mine operations to acceptable mine completion requires that risk and opportunity management planning of the mine life begin as early as possible in the life cycle. Management targets and metrics are required to identify and navigate the course to successful mine completion based on economic, social and environmental criteria. This paper outlines the application of The Metrics NavigatorÖ principles to the life cycle of a mine site. In general, metrics are required to make key strategic ideas apparent, transforming those ideas into a manageable set of quantitative measures that guide communication and decision making. For example, the chemical industry has established metrics that focus on the life cycle impacts of its products and eco-efficiency of their processes. Other industry sectors have focused attention on workplace and community well-being outcomes. These management metrics are necessarily organisation-specific, aligned to stakeholdersÆ expectations and the strategic outcomes sought, as well as the cause-and-effect relationships underlying key issues. Recently, the Global Environmental Management Initiative (GEMI), a consortium of multi-national companies, developed The Metrics NavigatorÖ. The guidance document provides a structured process for assessing and developing metrics for key environmental, social, and economic issues based on business and stakeholder perspectives. It incorporates best practices learned from the chemical and other industry sectors and has since been applied to develop metrics that guide life cycle strategies. The paper examines how the life cycle of a mine site could benefit from experiences in other industry sectors where sustainability metrics have guided strategy. It considers the potential application of The Metrics NavigatorÖ process to the life cycle of a hypothetical Australian mine site using the processes that have been successful in other industry sectors.

The Melbourne Metro project has evolved from the Victorian Transport Plan. MM1 is the second major phase of the proposed separation of Melbourne’s radial railway system, creating a line that will operate independently across the metropolitan region. The central section will run beneath the inner suburbs and the central city. The initial project comprises nearly 8 km of twin bore tunnels, three cavern stations and two cut and cover stations, as well as a dive structure and connections with the existing rail system. This paper describes the development of the geological model, a modification of the rock mass classification system derived during the EastLink project and the influence of the geology on the design of the tunnels and stations for the Department of Transport’s business case.The majority of the tunnelling will be in the siltstone and sandstone bedrock. This material has been extensively folded, sheared and intersected by igneous intrusions. A revised rock mass classification system has been developed for the Melbourne Formation to assist in identifying the important engineering properties of the rock and to rationalise the support types required.The Metro’s tunnel alignment crosses the Yarra Delta deposits in the lower reaches of the Moonee Ponds Creek and again at the Yarra itself near Princes Bridge. These deposits vary in extent and thickness over very short distances. The investigation of these materials has been carried out using conventional drilling techniques in conjunction with sonic drilling methods.Over the central section of the Metro, the positions of the new station are determined largely by transport planning requirements and urban development opportunities. However, the stations, and the tunnels, have been the subject of studies, optimising exercises, and selection processes to arrive at the concept design. This paper describes the influence of the varied geology on the development of the design, and the identification and management of the risks in tunnelling under the centre of Melbourne.

Safety and health at work is about people. It is about people who plan for work, organise work and perform work. It is about those who come in contact with the workplace and those who are responsible for the workplace. There are wider ranging safety and health obligations that are imposed on the industry stakeholders that span all phases of the production process. In all cases, those responsible for discharging the obligations must ask the questions: Is what we propose safe?, can it be done safer? and are we sure? What we learn from recent legal cases before the courts is that it is essential that all stakeholders work together in a collaborative way when discharging these obligations. Safety and health at work cannot become an issue that is viewed only through the eyes of a single stakeholder group. The reason for this is quite simple. The interrelatedness of the responsibilities that are imposed on each of the stakeholder groups, means that the performance based legislation simply wont work, where an active model of communication and consultation is not in place.

First Quantum Minerals (FQM) operates the Cayeli underground copper mine in Turkey. In response to a lost time incident (LTI) that occurred at the mine in 2022, the mine management decided to introduce a new safety approach on-site. The initiative began with a comprehensive safety culture analysis conducted by Arti Consulting, involving focus group studies. Employees actively participated in candid discussions, sharing their insights on safety issues and offering solutions. These conversations were meticulously audio recorded, resulting in over 150 000 words collected from more than 100 employees. These transcribed narratives then underwent rigorous semantic analysis, with the assistance of a sociologist, to identify and dissect patterns of unsafe behaviour. This analysis found areas for improvement, particularly in near-miss and incident reporting, quality of safety toolbox talks and effectiveness of pre-work risk assessments. Subsequently, mine management deliberated on these insights and devised corrective actions. An emphasis was placed on involving all employees in the corrective actions through communication training, empowering them to own the decisions and changes made. These impactful measures were seamlessly integrated into FQM’s Think! Safety Program, which embodies FQM’s sensible health and safety strategy. FQM partnered with Strika Entertainment (Strika) to develop innovative visual-first safety communication tools that use illustration, animation and graphic design to simplify complex messaging into easy-to-understand edutainment. As part of this approach to safety communications, Cayeli and Strika revamped the safety toolbox talks to encourage employees to voice their concerns and receive feedback when their suggestions were implemented. The response from employees has been positive, with over 200 unsafe behaviours and conditions reported within the initial two months of launching the Think! Safety Program. Remarkably, the Cayeli Mine has not experienced any LTIs for the past 500 days as of 9 December 2023. This paper encapsulates the dedicated efforts to transform Cayeli into a safer mining operation.

The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. If these items are not needed, they can significantly reduce a project’s short-term capital spend and improve profitability and value to shareholders. "This paper is focused on blasting activities undertaken as part of the Pacific Highway Upgrade – Tintenbar to Ewingsdale – project (T2E). This is a ‘priority 1’ Pacific Highway road construction project in New South Wales (NSW), to be completed by mid-2015 (weather permitting). T2E will provide approximately 17 km of dual carriageway road starting at the northern end of the Ballina bypass and extending to the Ewingsdale interchange, and will complete the existing dual carriageway road between Ballina and the NSW/Queensland border.Roads and Maritime Services (RMS) (formerly the Roads and Traffic Authority) is delivering the project on behalf of the NSW state and federal governments. In October 2011, RMS awarded a contract to Baulderstone Pty Ltd (now Lend Lease Engineering Pty Ltd – Lend Lease) to design and construct T2E. One of the key elements in this project is the St Helena Tunnel.In order to avoid the steep grades of St Helena Hill, eliminate a well-known accident black spot and maintain the aesthetics of the Byron hinterland escarpment, RMS and Lend Lease prepared designs to construct a 434 m long dual carriageway tunnel, 46 m below the ridge line of St Helena Hill. Lend Lease elected, where geotechnical conditions permitted, to use drill and blast methods to excavate the full tunnel profile, instead of traditional mechanical excavation techniques.Since all blasting locations (both inside and outside the tunnel) were in close proximity to nearby residents, the NSW Department of Planning and Infrastructure imposed strict air blast overpressure (airblast), ground vibration (vibration) limits and limited working hours. Both RMS and Lend Lease recognised that these restrictions meant that nearby residents may be exposed to blasting activities for longer than was necessary. As a result, after close consultation and agreement with the nearby residents, RMS applied successfully to the NSW Department of Planning to increase the airblast and vibration limits, as well as the working hours.Working under these new conditions, Lend Lease employed a range of best practice drill and blast technologies provided by both Orica Australia Pty Ltd and Atlas Copco Mining and Rock Excavation to improve the safety and efficiency of blasting activities and to minimise the potential negative impacts of the blasting works on affected residents. These technologies included: the use of a continuous environmental monitoring system to record the results of the blast events and provide quick and easy reporting to key stakeholders to address RMS specification requirements electronic detonators to enable accurate hole detonation timing for vibration compliance and to give project engineers the flexibility and precision to alter each design to suit the geological profile of each face the use of two software programs and advanced drill rigs to enable the efficient design of blasts, electronic transfer of designs to the drill rigs, as well as in-hole monitoring and recording of drilling performance the use of a specialised bulk emulsion system to deliver fully coupled bulk explosives into face blastholes to maximise fragmentation, and decoupled bulk explosives into perimeter blastholes, to reduce overbreak and deliver a cleaner profile.By taking a progressive approach towards the environmental restrictions and the work hours imposed, as well as utilising best practice blasting techniques, RMS and Lend Lease were able to blast with confidence and achieve their production deadlines and reduce the total cost of the project.Most importantly, RMS and Lend Lease were able to meet their environmental obligations and work constructively with the nearby residents to ensure that the blasting was undertaken as safely and efficiently as possible without delay or negative impact.CITATION:Dowling, M, Domotor, R and Miller, D, 2014. In mining, water management is an operational necessity, requiring planning and detailed engineering, as well as risk assessment. Yet, the hydrology of streams and aquifers typically extends well beyond the boundaries of mine operations and intersect with environmental and social values. Mine managers often plan, design and assess the impact of water management activities (such as dewatering, excess water disposal and flood management) with a mine site or process specific focus. The challenge is that the impacts are spatial, long-term and complex – and may be cumulative across multiple mine sites. Further, there is usually little consideration of the feedbacks and interactions between surface water, groundwater and catchment hydrology. Failure to understand these processes can lead to poor decisions and increased costs. BHP Billiton (BHPB) was the first company to start iron ore mining in the Pilbara at Mt Goldsworthy in 1966 through Goldsworthy Mining Limited (GML - then Consolidated Goldfields Australia, Cyprus Mines and Utah). Operations later started at Newman on Mt Whaleback in 1969 with the Mt Newman Mining Joint Venture (MNM û then comprising American Metals Climax û AMAX, Colonial Sugar Refineries û CSR and BHP). In 1986 it acquired majority ownership of MNM, and at the same time the previously 100 per cent BHPB owned but undeveloped Yandi property came on board. Purchase of Jimblebar (formerly McCameyÆs Monster) occurred in 1990 and full ownership of Goldsworthy followed in 1991. With the exception of Jimblebar (100 per cent owned), all mines are now 85 per cent BHPB and the balance with Itochu and Mitsui. This evolution of the company resulted in an eclectic mix of mines/ores, each with their varied exploration and evaluation histories. Discussion of some aspects of these histories, and reflections on changes in exploration-related activities with particular reference to discussion of advances in geological understanding since the 1960s forms the basis of this paper. BHPB presently has open cut mines at four main centres û Newman, Jimblebar, Marillana Creek (Yandi) and Yarrie û and is currently developing the former GML Area C near Yandi. With the exception of NewmanÆs Mt Whaleback mine and immediate satellites, all are contract operated. Ore is carried on BHPB railroads (696 km total) for export through the companyÆs Nelson Point or Finucane Island shipping facilities at Port Hedland. Some is directed to the BHPB Boodarie Iron hot briquetted iron plant near Finucane Island. Over 73 Mt of ore was produced by BHPB in calendar 2001, and the company has now mined over 1500 Mt in Western Australia since their operations at Yampi Sound first started in 1956.

Underground infrastructure is often a critical component of transportation and utility schemes. It is characterised by long design lives with limited access for inspection and maintenance. The exposure environment can be difficult to assess since it will often vary substantially between different locations in the same facility and with time during construction and in service. In addition, the specific demands placed upon underground infrastructure are not well covered by the exposure classes and other guidance given within current codes of practice. When problems occur they can be difficult to rectify and involve significant disruption.Given these substantial risks the prudent designer may adopt a systematic ‘durability planning’ approach which:· defines the environment and principal deterioration mechanisms for the various elements and construction materials,· predicts the design life for alternative durability enhancement options, and· recommends associated measures to be adopted during construction and in service.This paper describes the development of durability planning within Halcrow, giving examples of its use from its first implementation on tunnels under the Suez Canal in 1993 to recent projects in the Middle East and Australia. It seeks to demystify the process, identify shortcomings and speculate on its future development within the civil and mining sectors.

"Spring Creek Mine uses high pressure water to extract the thick Main seam in the Upper Rewanuicoal measures. The extraction method results in the creation of large voids which collapsespontaneously. This can result in the displacement of large volumes of methane, which may create a signifi cant hazard if not correctly managed. A system of automatic dilution doors is employed to mitigate this risk. This paper describes the evolution of the system and gives some examples of its eff ectiveness."
