Any information that will increase the accuracy of our knowledge of the conditions prevailing in petroleum reservoirs should be of direct value in the determination of the proper operating technique as well as in the estimation of reserves and of ultimate production. The obvious method of obtaining this information is by studying a sample of the reservoir rock and its contents. In any such study, the problem of primary importance and maximum difficulty is that of getting the core to the surface in such a manner that its original fluid content is undisturbed, which has so far proved to be an impossible task. Though it might be rash to say this will never be done, it is certainly safe to assume that a, method for the recovery of a core at the surface in its undisturbed original state may not be developed in the immediate future, and certainly will not be forthcoming without a great deal of costly experimentation. Therefore any information that may be obtained that will help to correlate the state of a core (its fluid saturation) at the surface with its condition at the time it was drilled should be of value to the petroleum industry. The experiments described in this paper were undertaken with the purpose of determining, if possible, any relationship that might exist between the saturation of a core at the surface and its original fluid content. No consideration has been given to the question of contamination by penetration of drilling water, since this problem has been extensively studied by other investigators.1-3 Furthermore, it was regarded as outside the scope of these experiments, which were concerned only with the effect of pressure reduction upon the liquid content of cores. In an experimental study of this sort involving a large number of variables, accurate control of all factors is very important. The essential and obvious procedure is to vary systematically one factor or condition while keeping all the others constant, which necessarily involves a rather protracted and sometimes tedious experimental program. The petroleum industry of western Pennsylvania and southwestern New York lias been one of phenomenal development. Greater and more sudden flucuations hare occurred in the price* of crude oil, and in all the collateral interests dependent upon its production, than in the case of any other mineral product which has been extensively exploited in the United States. This was more particularly so from the commencement of drilling for oil in 1859 down to the end of 1877. The experience gained during these early years has enabled the oil men to operate more intelligently since; the business is not now attended with the hazardous risks with which it is generally credited. The most important questions connected with the oil industry are those of (a) the oil-supply, and (6) the possible ultimate exhaustion of the field. Since 1876 my attention has been directed to the study of the statistics of the product of the oil regions. In January, 1880, in order to slow some interesting points connected with these questions, I prepared a graphic chart which was used to illustrate a lecture on petroleum delivered before the Franklin Institute. This chart was afterwards reconstructed in two distinct forms for publication in the census report. on Petroleum and its Products. These latter I have redrawn in a condensed form, and have extended them to include the statistics up to 1885, for publication in the Transac tions of the Institute, in conjuction with a map of the oil-re&'~IOIIS prepared by Mr. John F. CarII and myself. It is hoped that these illustrations will be found interesting to the members of the Institute, and of practical utility to oil-men, without any extended discussion, since it is my desire to make only such brief references to them and give such additional detailed facts as may serve to make the prominent features understood.

ONE of the main functions of the United States Bureau of Mines is to obtain and disseminate information that will promote safety in and around mines, and the health and safety of employees engaged in mining. Serious health and safety conditions arising out' of contamination of air in metal mines by dust, fumes from explosives and fires, and absorption of oxygen by timber and other causes, led the Bureau of Mines to cooperate with the United States Public Health Service in the study of dust occurrence and ventilation in metal mines in various parts of the country. Dr. A. J. Lanza, of the U. S. Public Health Service, and Edwin Higgins, mining engineer of the U. S. Bureau of Mines, in 1915, made a detailed study in the mines around Joplin, Mo., their reports1 are now available. In 1916, 1917, and 1918, a similar study was made in the Butte, Mont., region by Doctor Lanza and D. Harrington, mining engineer of the Bureau of Mines; the reports of this investigation will be available soon. In 1919, the study was continued in some of the Arizona mines by D. Harrington, of the Bureau of Mines, and G. E. McElroy and Dr. R. A. Koronski, of the U. S. Public Health Service, the underground work being completed in June, 1920; these reports are now being prepared for publication. In the spring of 1920, the scope of the work was extended, with D. Harrington in charge as supervising mining engineer, and short studies made in the mines of the Coeur d' Alenes in Idaho and around Oatman, Ariz. It is hoped soon to extend the work into mines of California, Nevada, Colorado, Michigan, and Minnesota, and ultimately to other states should the mining companies be willing to cooperate.

ECONOMIC utilization of all by-products has long been the goal of American industry. One of the first groups that was popularly supposed to have achieved its aim was the meat-packing industry, which reputedly found a use for everything except the squeal of the hog. To the metallurgist, slag has always been the principal wasted by-product, representing a loss not only of material, but of heat. Slag does not possess many qualities that appeal to man's imagination or suggest a romantic influence on the daily life and progress of a community or nation. It is a bulky product, and space for its disposal within reasonable hauling distance of a smelter is not always available; the iron-ore smelter especially has been wont to find space for slag disposal at a premium. Therefore, the success that has been attained in recent years in finding a use for iron blast-furnace slag is notable. It has become a vital economic factor in the construction industry in areas where it is available. Its use may suggest further possibilities of an economic outlet for the slags from nonferrous smelting as well.

WITH the gradual depletion of the natural-gas pools of the Kansas district, together with the uncertainty of further cheap fuel developments, some. of the western zinc companies turned to the coal fields, attracted by their permanency and the 'success of the Matthiessen & Hegeler Co. and the Illinois Zinc Co. Being then confronted with the problem of using a relatively high-priced fuel, although the ultimate' supply was very great, the fuel economies of the kilns and furnaces became of far more importance, and the more modern equipments, as a result, embodied distinct gads in this phase of the business. In addition, there have been some pronounced advances in the actual making of gas from these coals. Increased efficiency in gas making has contributed its share to lowering costs and those plants located in the higher priced fuel districts have probably been obliged to study these economies somewhat more closely. Naturally, many beneficial changes have resulted in both practice and apparatus in these sections. On, certain western coals, for instance, the actual saving in fuel consumption has been 50 per cent. By this is meant that, where about 1.75 tons were burned to smelt 1 ton of oxidized ore, 0.7 to 0.9 ton is now required. While comparisons by W. R. Ingalls1 of fuel economies in smelting in this country and Germany before the war may, in general, be correct, they do not appear to-do justice to the more progressive. American practice. It is doubtful whether German plants were substantially bettering these fuel ratios. Data furnished by Bender and Frams do not afford records averaging less than 0.9 ton coal per ton ore on materials from 40 per cent. to 50 per cent. zinc.

THE fact that little if anything has appeared in the technical press or in the Transactions of the Institute on the subject of roll shells proper, used in various grinding appliances such as Cornish rolls or Chilean mills, may be taken as an incentive, if not an excuse, for the present article. No attempt is made to enter into a. discussion as to the theory or mathematics of crushing as performed by rolls, the subject being treated in a general way with respect to the manufacture of roll shells 'and some salient points touching on their adaptability and wear in service. While it stands to reason that skill coupled with judgment in the mechanical design of rolls, Chilean mills or other types of grinding machinery, with special reference to strength of parts, nicety of adjustment and other mechanical features, stand for efficiency in their operation .and satisfaction in service, the exceedingly important item. of roll shells or other wearing parts entering into their construction should not be lost sight of. In other words, a well-designed piece of grinding machinery is just as inefficient in service, when equipped with poor roll shells or shells made of the wrong or an inferior grade of metal, as good roll shells made according to the best practice the steel maker knows, working on an old or antiquated set of rolls. Unfortunately there is a tendency occasionally for the machinery builder to blame the steel maker or vice versa if roll shells do not wear well or evenly, or if they break before being worn down to their ultimate thin point. There is no occasion for this attitude, as the product, of each must stand on its own merits. But it is essential that the two work in harmony since the machinery builder usually does not furnish the shells for his rolls or grinding mills, but depends on the steel maker, who makes a specialty of this rolled product, to give the particular needed element of efficiency to his machine.

F. B. Foley—The use of data published by Wever and Jellinghaus in 1931 to fix boundaries of the sigma phase in the Fe-Cr system, in the face of the author's own references to the suggestions of Bradley and Goldschmidt, Aborn and Bain, and Hougardy that the phase is much more extensive, and the very much more accurate work, which weighs heavily in favor of these suggestions, of Cook and Jones, published in 1943 and evidently disregarded by the authors, makes their derived ternary diagram, especially fig. 15 for 400°C, quite inaccurate on the Fe-Cr side and affects the extent of phase boundaries in the most controversial and important part of this ternary system. In commercial Fe-Ni-Cr alloys the occurrence of sigma has been observed time and time again at lower chromium contents than that of the 24 pct Cr, 16 pct Ni, 60 pct Fe alloy which is the lowest permitted by fig. 15 of practically carbonless metal. Newel1 reports sigma in 27 pct Cr-Fe even with some carbon present to be one of the greatest detriments to its extensive application, whereas Pugh and Nisbet set a low limit of 36 pct Cr for sigma in the binary Fe-Cr system. J. J. Heger—The diagrams presented by the authors do not agree with observations made on commercial Fe-Cr and Fe-Cr-Ni alloys, nor do they agree with two recent investigations made on the Fe-Cr and the Fe-Cr-Fe systems. I refer first to the investigation made by Cook and Jones1' on the sigma region of the Fe-Cr system. On the basis of their results which were published in 1943, Cook and Jones established new boundary limits for the sigma and the alpha plus sigma regions. These new limits have been accepted and are incorporated in the Fe-Cr diagram that appears in the 1948 edition of the Metals Handbook. This diagram is shown here as fig. 34. As will be noted, the boundary limits of the alpha plus sigma region in this diagram extend to much lower chromium contents than do those in the diagram presented by the authors in fig. 2. These new limits indicate that sigma phase should form in an Fe-Cr alloy containing 26 pct Cr, and experience with commercial alloys confirms this finding. Indeed, recent studies on a commercial Fe-Cr alloy containing 17 pct Cr have shown sigma phase to be stable in this alloy at 550°C. I recognize that the authors' work did not include studies on the sigma region; however, I believe this is a serious omission because sigma phase may profoundly affect the physical properties of these alloys and should be evaluated in any investigation which attempts to relate physical properties to the equilibrium diagram. The second investigation to which I refer is that made on the Fe-Cr-Ni system by Rees, Burns, and Cook,'' who used pure alloys and employed heating 17 W. P. Rees, B. D. Burns, and A. 3. Cook: Journal Iron and Steel Institute. (July 1949) 162, Part 3. p. 325. times that extend to 200 days. These investigators published their results in July 1949 and from these results constructed isothermal sections at 800" and 650°C. The isothermal section at 650°C is shown here as fig. 35. This diagram indicates sigma phase should form in a pure 18 pct Cr-8 pct Ni alloy. Although sigma phase has not been observed after 10,000 hr at 1200°F in commercial 18-8 alloys containing carbon and nitrogen, it has been observed under the same conditions in 18-8 alloys modified with titanium and columbium, both of which serve to reduce the effect of carbon and nitrogen. This section and the one at 800°C suggest that the constant iron sections which are presented by the authors, should be considerably altered, if they are to represent an accurate picture of the system. A few of the suggested alterations are as follows: In fig. 9, the section at 50 pct Fe, the gamma plus sigma region should be widened, not narrowed at 800" and 650°C. In fig. 10, the section at 60 pct Fe, the gamma plus sigma region should be widened at 800° and 650°C. In fig. 11, the section at 70 pct Fe, an alpha plus sigma, an alpha plus gamma plus sigma, and a gamma plus sigma region should be added. In fig. 12, the section at 80 pct Fe, the alpha plus gamma region should be widened at 800°C. In fig. 13, the section at 90 pct Fe, the alpha plus gamma region should be widened at 650° and 800°C. Undoubtedly, the chief reason for the discrepancies between the authors' data and those of Rees, Burns, and Cook is that the authors did not employ long enough heating times to allow for transformation. In this connection, I wish to warn that transformations in these alloys, particularly transformations at temperatures below 800°C, are extremely sluggish and may require a year or more to approach completion. Therefore, unless extremely long heating times are employed or steps are taken to accelerate these transformations by such means as mechanical working, the results will not yield an accurate picture of the alloy system. Certainly, an accurate picture is needed for the development of better high-temperature materials. E. J. Dulis-The purpose of this work is not clear. If an improvement of the ternary equilibrium diagram of the Fe-Cr-Ni system was wanted, it seems logical that testing techniques superior to those previously used would be a prime requirement. To approach equilibrium in this system, long holding times are needed; a fact established long ago but apparently ignored by the present authors, who used the continuous heating and cooling tests in equilibrium studies. At Elkol, Wyo., about 80 miles northeast of Ogden, Utah, the Kemmerer Coal Co. and the Utah Power and Light Co. are involved in a joint venture that will soon see 1 million tons of coal going "out by wire" to Ogden. Kemmerer, owner of a multi-seam strip mine, and the utility, now building a steam power plant adjacent to the mine site, expect to begin initial power generation by February 1963. Although capable of producing only 150,000 kw at that time, this plant is expected to be ultimately enlarged to 500,000-kw capacity which will require about 2 million tons of coal annually. The deposit consists of more than 30 seams of coal, usually varying in thickness from 2 to 40 ft, and separated by beds of sandstones and shales. In certain areas the aggregate thickness of all the coal seams measures 300 ft. The thickest and most spectacular of these seams is the lowest one, referred to as the No. 1 seam, which is 118 ft thick in some places.

In spite of the artificial supports which are provided to reinforce the mine roof and prevent failures, roof falls continue to occur very frequently in the mines due to the very unpredictable geological conditions and the dynamic nature of the mining operations. In fact, roof fall is still one of the largest contributor to coal mine fatalities. The design of a roof support plan is often based on arbitrary criterions due to the unpredictable behaviour of the rocks under the mining conditions. The failure of a mine roof which ultimately results in a roof fall and contribute to mine hazards, is caused following a gradual degradation in its physical conditions. A mine roof monitoring system capable of monitoring the rate of deterioration of a mine roof on a continuous basis has been developed and tested in an operating coal mine. Nature: Man is but one of the creatures which in- habit the earth, a dust speck in the universe. Thinking man has been concerned with his place and purpose in the universe since the earliest Egyptian and Chinese philosophers. Ancient creeds, as well as modern religions and philosophies of life, were concerned with the same problem. While such considerations and concepts have been valuable, theoretical philosophizing and dogmatic concepts are inadequate for a satisfactory solution of world problems of today. The concepts of man and life and their ultimate purpose should be sought in the relations of intelligent man to man and their relation- ship to the physical world. The quintessence of nature's accomplishment-man- is also the greatest disturber of nature and the greatest enemy of his own kind. While his spirit and mind defy and overcome natural limitations, his physical self is controlled by the same basic biochemical laws that govern any other form of living matter. This paradoxical duality of human voluntary and involuntary relations to nature is the source of the perpetual conflict between mind and matter. Therefore, the higher the spiritual evolution and perfection of the individual's mind, the greater and deeper the conflicting elements in their expression; and conversely, the simpler the mind or the mental and spiritual heritage, the less is the individual concerned with the conflicting elements.

This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. This is a contribution for the proposed new discussion on the physics of steel. The former discussion on the subject started with the consideration of five papers presented at the Chicago meeting in 1893, and continued for several years. The Suggested Lines of Discussion, prepared by Doctor Howe, covered a wide field and added greatly to the success of the work. Naturally, the first step in a new discussion will be to remodel and bring up to date the old Suggested Lines of Discussion so as to embody all the important advances in the metallurgy of steel that have a bearing on the physics of steel and keep the papers and discussions within the field of work undertaken. This paper will be devoted to the practical application, in rolling steel, of the effects of carbon, phosphorus, and manganese on its tensile strength, with some suggestions on further research work. Dr. J. E. Stead, in his paper Influence of Some Elements on the Mechanical Properties of Steel,' gave a complete review of all that had been done during the past thirty years. He gave full credit to all investigators who worked on these lines, also their results, with his views on same, and in many cases his own results. All of this data and much new valuable information were put in convenient shape for reference and study. To do this required a great deal of work, which is fully appreciated by the steel manufacturers and investigators. The variations in the values given by the different investigators for the increase of the tensile strength of steel for each 0.01 per cent. of carbon, phosphorus, and manganese were largely due to the steels they worked on, the large or small variations in the amount of the elcments present, and the omission to take into consideration all the factors, from the blast furnace through to finished rolled material, that affect the character of the steel. For instance, a poorly made dirty steel requires considerably more carbon to give the same ultimate strength than a well-made clean steel with the same phosphorus and manganese content.

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laws, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for their revision. That part of the mining industry which is affected by these laws has three general organizations which are able to speak for it: the American Institute of Mining Engineers, the Mining and Metallurgical Society of . America, and the American Mining Congress; all of which are represented in this meeting. In the series of able and thoughtful papers presented here, prominent men have discussed the evils of the present laws and some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we Gust induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make . specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

THE INSUFFICIENCY OF PILLARS OF COAL FOR THE PURPOSES DESIGNED-THE FRUITFUL CAUSE OF DANGER, EXPENSE, AND WASTE-THE PROOF OF INSECURITY-SUBSTITUTE FOR PILLARS OF COAL-PILLARS AND PANELS COMPARED. PILLARS of coal, which are designed and left in our mines as the means of supporting the overlying strata of our coal-beds, and securing protection to the miner, are not only insufficient for these purposes, but the most objectionable means of providing the desired security to life and property. Though such pillars are left at a great sacrifice to the owners of collieries and mineral lands, loss to the resources of the commonwealth, and ultimate privation to the public, they defeat the very ends for which they are designed, and not only do not secure life and property, but are as fatal to the one as ruinous to the other. Propositions.-It is eminently desirable that the resources of the commonwealth-particularly our mineral wealth in anthracite coal, which is limited-should be carefully utilized and made available, not only to ourselves but our posterity. Yet, speaking as an anthracite miner, we are wasting our resources of coal with a recklessness which will bring ruin in the end, unless checked, not only to the iron manufacturing interests of the East, whose chief protection, in competition with the iron-masters of the interior, lies in a cheap and abundant supply of anthracite furnace fuel, but to the best interests of the State. It is, consequently, not only desirable, but necessary, that we should realize every ton of coal from each colliery, and every acre of coal area, in order that our resources may not be wasted at present, to breed want in the future, and to realize the greatest present benefit to the mine, the miner, and the public. It is not possible, however, to secure these ends, if we continue to leave, as we do at present, from one-third to one-half our resources in anthracite as pillars in our mines. But our sad bills of mortality, our abandoned collieries, and our yawning mountain-sides, present ample evidence that even this enormous waste of coal, though left for the purpose of protecting life and property, is as totally inade-

THE proper material of construction for a given purpose is that material which meets the requirements satisfactorily at the lowest ultimate cost. It is consistent with this principle that most aluminum castings are made of an alloy containing about 8 per cent. copper. This alloy possesses mechanical properties satisfactory for general engineering purposes together with manufacturing characteristics leading to the production of finished castings at low cost. It is to the aluminum industry what gray iron is to the iron and steel industry. Just as some services require "semi-steel," malleable castings or steel castings instead of gray iron, there is a certain and growing demand for aluminum castings of superior strength or ductility, or both. Since the beginning of the industry producers and others have sought to develop alloys or processes by which such castings could be made. Out of these efforts have emerged many alloy compositions and special processes, of which only a few have had sufficient merit to survive. It is the purpose of this paper to describe those which seem to the authors to offer the greatest promise for the production on a commercial scale of aluminum castings of superior mechanical properties, with special reference to heat-treated castings. The suitability of an alloy or process for actual manufacture is affected by so many factors that the problem of appraisal is not a simple one. Since this is such an important part of the whole subject it is proposed to discuss briefly some of the requirements. The final verdict is of course the result of commercial trial and experience. It will therefore, perhaps, be profitable to employ a somewhat historical method of treatment in discussing the subject of alloy development.

Specifications for coal at the Grand Lake thermal electric station read in part: "Coal will be Rom Minto Bituminous (strip operation). Maximum lump 3x3x4 ft. Very corrosive, abrasive and when damp, sticky. Coal may consist of frozen lumps of coal, snow and ice." To maintain quality control it was necessary to develop an automatic sampling system capable of: 1) sampling from one 10-ton truckload every 1½ min; 2) permitting an operator to automatically take a sample from each truckload; 3) depositing the sample in a pre-selected container, one of a possible 10; and 4) performing the sampling operations in accordance with latest ASTM specifications for sampling coal with an ash content of 35%. This paper tells how these and other problems were resolved and describes the equipment used. The New Brunswick Electric Power Commission issued detailed specification No. 5351-5009 outlining the scope of work and general requirements for a mechanical coal handling system to be installed at the Commissions Grand Lake Generating Station. The thermal station is located at Newcastle Creek, some 40 miles east of Fredericton, N.B. Canada, on the shore of Grand Lake. This particular location is immediately adjacent to the Minto strip mining coal area of New Brunswick. Contained in the specifications, but not detailed specifically was an automatic coal sampling system. The system outlined, was to be designed and specified by the individual equipment tenderers. In conjunction with the Hardinge Co., the Barber-Greene Co. designed a sampling system which was contained in the general contract proposal. The system as designed originally, however, presented certain limitations to a continuous coal handling system and was ultimately changed. However, it was only through preliminary study and design that problems created by the specifications were determined, and these problems discussed and finally negotiated with the NBEPC engineering staff created the subsequent sampling system now being installed by Barber-Greene. It must be considered that where the original specifications did not detail the mechanical equipment, it was necessary to present a system which would correspond to the intent of specification and for which Barber-Greene would be responsible as to function, but remain in a competitive position with regard to the tender considered primarily on a price basis. The system now being installed, contains basically all the components which were detailed originally, with the exception of the holding bin arrangement, which was changed to allow a continuous operation of the entire coal handling system. SPECIFICATIONS The specifications covering the sampling system follow. 4.5 Sampler: An automatic sampling system shall be installed capable of sampling one-truck load of coal every 1½ min. When the coal is dumped into the receiving hopper, the operator shall push a button and the sampler shall automatically take a sample of that particular coal when it reaches the sampler. Then the sample taken shall be crushed and reduced in quantity to a workable sample and deposited in a pre-selected container, one of a possible ten. All samples and sampling operations shall be in accordance with the latest edition of ASTM designation 492 for sampling coal with an ash content of 35%. The coal for the initial sample shall have maximum sized lumps of about 3/4 in. and the final sample shall be adjustable from 2 to 5 lb per sample and capable of passing through a sieve with 1/8-in. diam openings. It should be noted that, because of the time delay between the time the sample is requested and when it is actually taken, the operator may call for one or two additional samples from different coal before the first sample is completely refined and in the final sample can. Coal is received from a number of different suppliers on the same day, therefore, the system shall be designed so that there is no possibility of mixing or contaminating the coal from the different suppliers. The study of the microscopic structure of the iron of car-wheels, which it is the aim of this paper to describe, was made at the suggestion of Dr. Dudley, whose paper upon the constitution of cast-irons (page 795 of the present volume) should be read in connection with this one. Although the two wheels referred to in that paper possess nearly an identical ultimate chemical composition, they possess, as Messrs. Dudley and Pease have shown, physical properties so widely different, as to make one of them nearly worthless for the purpose for which it was cast. Considering the chemical similarity, such a marked difference in strength cannot but be very striking, and goes to show how little reliance can be placed upon chemical analysis alone, if not properly interpreted. I say " not properly interpreted," because I believe that very few analyses of iron or steel are thus fairly dealt' with. That an analysis may read so much of one thing and so much of another, tells us very little as to the properties of the metal; for these are determined to a large extent by the conditions and relations in which the elements are present. To the unaided eye the difference between the two wheels under consideration is not striking. The inferior one would be described as light gray, and the other as somewhat darker. Upon careful examination of an etched fragment, however, the difference in structure will be found to be very marked, as may be seen in Figs. 1 and 2 (produced from photographs by the Ives process). It is exceedingly difficult to produce a photograph giving a fair notion of the appearance of the metal under the microscope, so as to give to persons not familiar with microscopical study, a proper appreciation of what a microscopist would consider a decided difference in structure. I would, therefore, urge any one especially interested in this subject, not to depend upon the photographs of others, but to prepare and etch the specimens himself, and then examine them with a good microscope. As is well known, iron possesses the property of uniting with a number of elements, forming products which are either highly intimate mixtures of several substances, or else compounds of an indefinite character. It is an outstanding fact of Nature that many of the practical properties of substances are dependent, not on their ultimate chemical composition, but on the kind and degree of aggregation of their constituent particles. Thus, a granite boulder is unmoved by wind or water, but if reduced to a fine dust it will be blown about by the wind and washed away by the rain. Carbon in one crystalline state of aggregation (diamond) is the hardest known substance, whereas in another crystalline state (graphite) it is so soft that it is used as a lubricant. Laying too much stress on the mere chemical analysis of substances is apt to obscure the fact that the nature of the aggregation of their particles is always a factor of importance, and sometimes the most important factor. Colloid chemistry deals with matter in a very fine state of subdivision; its sphere begins with particles just a little smaller than a wave length of light and extends down until they blend into molecular dimensions. With particles of this size, such phenomena as surface tension and adsorption, which depend on the development of free surface, become enormously magnified. Thus a cube of 1 cm. edge has a surface of only 6 sq. cm.; but if it is reduced to colloidal dimensions by being cut up into cubes each having an edge of 0.01 µ (0.00003 mm.), it will yield one million, million, million (1,000,000,000,000,000,O~) such cubes, having a combined area of 600 sq. m., or 21,274 sq. ft. The tiny force with which a drop of rain clings to the window pane becomes a factor to be reckoned with, if the surface involved is increased millions of times. From the colloid-chemical viewpoint, metals and alloys may be regarded as jellies or sponge-like structures,. the viscosity or stiffness of which at ordinary temperatures is exceedingly great; and like all jellies their properties are dependent on the composition and degree of dispersion of their constituent phases. PUBLIC lands in Florida were first withdrawn from entry by President Taft on July 2, 1910, as a conservation measure because of their possible phosphate content. The reserve thus established was subsequently modified by further withdrawals and by restorations, so that on Jan. 1, 1934,' it contained 66,796 acres, of which only a small part had been defi-nitely classified. The reserved land was in scattered parcels, ranging from less than 40 acres to 320 or more, distributed in many counties. For administrative purposes and for final disposal of any of the numerous parcels, mineral classification of the land is legally necessary. In 1934 and 1935 the United States Geological Survey, under two successive grants from the Public Works Administration, prospected some 83 tracts of these lands in Polk County, comprising in all about 3300 acres, and six tracts comprising 240 acres in Citrus and Marion Counties. The tracts in Polk County were all in the so-called land-pebble field and the others in the hard-rock field. The Survey field party was under the direction of P. V. Roundy, from whose unpublished report the material in this paper is largely taken. The foreman of the prospecting crew was J. H. Wingate of Zephyrhills, Fla. The individual tracts were identified through the cooperation of the General Land Office, by transitman Hugh B. Crawford. This prospecting work fitted well the classification adopted for Public Works projects in general: it could not he done on any considerable scale under the Survey's usual appropriations; it gave employment to unem-ployed labor; and it may be expected ultimately to repay the Government in royalties more than the cost of the exploration.
