Having had occasion while in Europe during the past summer to visit some of the foreign mints and assay offices connected with the same, I thought a brief description of the general process of coining employed, and such items connected with assaying as were new, might prove interesting to the Institute. The principal foreign mints are: the Royal Mint, London; and the mints in Paris, Brussels, Utrecht, Berlin, Vienna, Copenhagen, St. Petersburg, Stockholm, Madrid, Milan, Rome, and Constantinople. My time only permitted my visiting a few of the principal and largest given in the list, and for a description of the remainder I am indebted to the kindness of Mr. James M. Napier, who in company with the deputy master, and chemist of the Royal Mint, made a complete inspection of all the European Mints in 1870.

PYROPHYLLITE, first identified as soapstone,' later as agalmatolite,2 and finally as pyrophyl-lite, has been known to occur in North Carolina for more than 130 years and has been produced intermittently in commercial amounts for the past 100 years. Pyrophyllite mining, however, has become a major industry in North Carolina only during the past 25 years. North Carolina and California are the chief producing states. Current annual production averages 125,000 tons, of which slightly more than 90 pct comes from North Carolina. Distribution and Geologic Setting: All known pyrophyllite deposits in North Carolina are associated with rocks of the Carolina Slate Belt,' which is composed of a vast series of metamorphosed volcanic and sedimentary materials, occurring as two zones extending in a northeast-southwest direction across the state. The larger of these zones, lying in the central Piedmont region, varies from 8 to 50 miles wide. The smaller zone lies along the eastern edge of the Piedmont region and is partly covered by coastal plain sediments. The rocks in both zones consist of a great volcanic-sedimentary series, composed of air-laid and water-laid tuffs and breccias, lava flows, and slates. On the basis of composition, they may be classed into three groups: 1) tuffs, breccias, and lava flows of acid or rhyolitic composition; 2) tuffs, breccias, and lava flows of a basic or andesitic composition; and 3) water-laid slates composed of fine grained materials derived chiefly from the acid tuffs and breccias and

In the preparation of illustrations to accompany reports of investigations concerning particle shapes of various natural and manufactured materials proposed for use as fine aggretates in concrete structures, it was found that stereoscopic views of such materials presented the information much more effectively than the usual two-dimensional photographs. With the whole-hearted cooperation of the Photographic Section, a technique was developed in the petrographic laboratory of the Concrete Research Division, U.S. Corps of Engineers, at Clinton, Miss., for simple and rapid preparation of paired stereoscopic photographs and micrographs. The method requires only equipment which is usually part of the general stock of any laboratory, and it is adaptable for all purposes in which three-dimensional views would be found superior to ordinary photographs.

THE stock exchange and its functions is about as well understood by the average individual as the fourth dimension. What is a stock exchange? Divested of the rules and regulations by which it is governed, and the facilities it provides for the convenient handling of securities, it would be in its nude state nothing more or less than a meeting place for brokers. The stock exchange in America dates back to 1752, when a group of merchants of New York established a meeting place at the foot of Broad Street for the purpose of dealing in meal and slaves. The first definite orgarization, however, had its beginning in 1792 when 24 New York brokers signed an agreement not to buy or sell public stock for less than one quarter per cent. commission. From this small group has grown by gradual degrees, the greatest organized security market in the world, namely, the New York Stock Exchange. At the present time there are 27 stock exchanges in the United States and 5 in Canada. Based on the volume of business transacted, the Los Angeles Stock Exchange ranks 6th among them. This is attributable to the fact that strictly speaking Los Angeles has never been a stock exchange town, like some other large cities. Take for instance San Francisco, which supported one stock exchange from 1862 to .1882 and has since supported two. No city, by the way, should tolerate two stock exchanges at the same time. It is an economic folly and a senseless duplication that can be compared with rival telephone companies or competing street railway systems, paralleling each other's lines and always leads to trouble and confusion, and sooner or later one or the other falls by the wayside. While Los Angeles has had stock exchanges of one kind or another since 1896, none of them attracted much attention until 1899 when the present exchange was organized and it did not get well under way until along in 1906.

A copper alloy containing- 25.5 at, pct Zn and 19.0 at. pct Ni, which was previously found to show an anoma1old.s hardening effect on quenching- from 600 "C and aging- at 400oc, has now been examined by neutron diffraction. No evidence of long-range order was found. The aged sample showed diffuse scattering- consistent with clustering. The anomalous hardening effect is now attributed to lattice strains caused by clustering rather than (long-range) order hardening. SOLID-solution Cu-Ni-Zn alloys (the commercial 'nickel silvers") have been reported to show anomalies in: change of resistivity on cold working,1-6 temperature coefficient of resistance,2-12 resistivity at low temperatures,13,14 parameter (vs temperature),2"4 calorimetric data,2,4 specific heat,15,16 dilation,2-4 and elastic modulus.17 The structure responsible for the anomalies is produced by annealing typically near 400°C and is rather loosely referred to as the ('K-Zustands" (K state), a term coined by Thomas1' who apparently meant simply that the arrangement of atoms on the sites deviated from that expected statistically. Thomas proposed that the K state occurred in a variety of (solid-solution) alloys such as Cu-Ni-Zn, Ni-Cr, Ni-A1, Ni-Cu, Fe-A1, and Fe-Si and is recognized because its formation is strongly temperature-dependent and results in an increase in electrical resistance which can then be decreased by cold working. Later workers on ('nickel silver" have interpreted the K state variously as short-range order, long-range order. or a combination. The present work was prompted by the discovery by Phillips and Jones19 of a substantial hardening effect when an 18 pct "nickel silver" alloy which is fairly close to the Cu2NiZn composition, was reheated in the range 150" to 450 C after previously quenching from 600°C or, alternatively. was slow-cooled from 600°C or above. The phenomenon was attributed to (long-range) order hardening. Due to the similarity in the atomic scattering factors of copper. nickel, and zinc atoms, the ''nickel silvers" are unfavorable for X-ray diffraction studies aimed at detecting ordering. Nevertheless Bialas et a1.,20 using a powder sample containing 47.96 wt pct Cu, 24.03 wt pct Ni, and 27.98 wt pct Zn, slow-cooled from 400" to 200°C taking 500 hr, observed weak super lattice lines. Further unpublished work" using an anomalous dispersion X-ray technique indicates that zinc atoms are regularly ordered at the corner points of the lattice cell, while the nickel and copper atoms are statistically distributed on the remaining sites. Köster 17 also observed X-ray superlattice lines, for example, in an alloy containing 43.5 wt pct Cu, 28.6 wt pct Ni, and 27.9 wt pct Zn superimposed on the basic fcc cell with a = 3.62 kX. He proposed a Cu3Au-type superlattice with the Ll2 structure in which the A sites were statistically occupied by copper and nickel atoms and the B sites by zinc. He adds that substitution must be possible so that zinc atoms partly occupy A sites. Below about 35 pct Cu, Koster had some evidence for a CuAu-type superlattice with the Llo tetragonal fcc structure with a = 3.82 kX, c/a = 0.88 which could be preserved by quenching. This is suggested17722 to correspond to CuNiZn. While the present work was in progress Hirabaya-shi et a1.23 made an independent comprehensive neutron-diffraction study of a single crystal containing 50.05 at. pct Cu, 26.57 at. pct Ni, 0.25 at. pct Mn, 0.13 at. pct Fe, balance zinc. The presence of manganese and iron is surprising since the crystal was supposedly grown from high-purity metals. The homogenized crystal showed evidence of long-range ordering after an anneal of 5 months at about 300°C. Three possible crystal models were proposed. A curious feature of their results23 is that they could not find any neutron-diffraction evidence of ordering in a powdered polycrystalline near-stoichiometric Cu2NiZn alloy. There appears to be some essential difference between a near-stoichiometric Cu2NiZn alloy and one somewhat further off stoichiometry as used by the present authors. Thus Sato14 was able to reproduce the low-temperature resistivity anomaly reported by one of the authors13 on the present alloy if he used a similar composition, but found the normal behavior of the residual resistivity in a near-stoichiometric alloy. satol2 found that the resistivity of a cold-drawn slightly off-stoichiometric alloy increased to a maximum on isothermally annealing at 300°C and then decreased ("over-aged"). Since he could not explain this on the basis of ordering phenomenon, he proposed that zinc atoms were segregating to stacking faults (Suzuki effect) and found etching bands on the surface by replication which were attributed to the widening of faults. Sato suggested14 that the hardening effect observed by Phillips and Jones19 is partly due to the Suzuki effect. IN OFFERING a few comments and suggestions on trends in mining practice, and the methods and tools of tomorrow's mining, perhaps it will be appropriate to start with the subject of education. Charles Kettering, one of the best-known scientists and experimentalists in the automotive industry once said, in effect, that tech- 111ca1 schools have to be carefid not to teach a lot of hard and fast rules that may have been true once, but aren't so any more, or won't be presently. Possibly the mining school of the future will concern itself less with what has happened and more with what is going to happen. It will be built about or around problems. Such a school will be judged, not by the number of its students but by the quality of its improvements. To such a school the industry will send for men to solve particular problems. The industry will doubtless at some time sup- port such a school financially though a lot of hard work will be required to organize miners to undertake such financing, primarily because the mining industry, other than that concerned with iron and steel, is too loosely knit. Each company tends to its own knitting too closely for its own good. Wouldn't it be splendid if the mining industry would finance a "problem school" as suggested by Mr. Kettering and others.

EARLY in 1936, when the American Petroleum Institute issued -J "American Petroleum Industry," which was a survey of the current position of the petroleum industry, and its future outlook, and the figures for petroleum requirements .for 1950 and 1960 were widely publicized by the several oil journals, the impression was given that the petroleum- industry must be nearing maturity and would by 1950 have passed the high' point of its obligations to business progress in the United States.`' Let -us look at the figures which might conduce, this thought. Referring to p. 32 of the report, the total indicated crude-oil requirements in 1940 are 1,099,000,000 bbl-; for 1950, the peak, 1,109,800,000 bbl.; for 1960 a decline to 1,071,020,000 bbl. This downward trend, then established, is probably expected to continue. And this in the face of a crude production in 1935 of 993,942,000 bbl., 38,858,000 bbl.

JUST as the ancients used the products of their crude mining endeavors to fashion tools with which to make digging easier, so today mining enterprises are dependent upon the very metals they mine for the efficient conduct of mining and metallurgical operations. In fact, the outlet afforded by the production of minerals in the United States is no mean market for the nonferrous metals. I believe that mine managers frequently lose sight of the opportunity they have to select from competitive products those which will help the market for their own metal output. For example, some years ago a large lead mine used storage-battery locomotives for its haulage, common practice, of course, throughout the United States. These particular locomotives, however, were powered not with the ordinary lead storage battery but by a competitive battery product made from an imported metal. After studying this situation, the manager saw how he could help himself by purchasing a product made from his own mineral output, and in his next order turned tip the use of the lead storage battery.

POWDER metallurgy is known as the art of producing metal powders and fabricating them in a nonfusion process by a simultaneous or consecutive application of pressure and heat under controlled operating conditions. Before the advent of powder metallurgy, the high melting points of the refractory metals and nonmetals made their manufacture and use practically impossible. Today, however, the uses of refractory materials in high-speed cutting tools, surgical instruments, brake linings, electrical contact switches, and filaments in incandescent lamps are commonplace in industry. Lately designers have even been turning to powder metallurgists to develop new techniques of fabricating refractory materials for extreme-service use in high-temperature zones of such modern products as gas turbines and jet engines. The new techniques being born will undoubtedly provide industry with a great number of new alloys and materials for future designing.

THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

A GLANCE through the Bibliography appended to this paper will show that the Transactions of this Institute contain what virtually contitutes a history of the development of the manu¬facture of steel rails in this country and abroad. It is, therefore, fitting that this paper, bringing one branch of this important subject down to date, should be here presented, and it is also appropriate to select this joint meeting of our Society with the Iron and Steel Institute to compare the specifications covering the rails produced in these two countries, and to propose a standard specification to govern the manufacture of American rails for export. During the last ten years the production of Bessemer steel rails in the United States and Great Britain has amounted to 32,128,720 gross tons. Nearly 19,000,000 tons have been rolled in the past five years. The next five years will see an even larger output, owing partly to the extension of railway projects in the Orient, in South and Central America, in Mexico, and in Australia and the other British Colonies. Of late years, the American rail-mills have so largely increased their daily output, that trade conditions have often made possible the delivery of American rails to foreign ports. The tenders submitted by American mills, however, have always been accompanied by requests for changes in the foreign specifications, chiefly in the reduction of the amount of testing required; and it has only been natural, especially at first, that the engineer, whose specification had always been accepted without question by British mills, should interpret American tenders 'as an evidence that an inferior rail would be furnished

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. GOLD AND SILVER, the monetary metals, have presented in the last year a striking contrast; gold has experienced unusual prosperity, while silver has been depressed more severely than ever before. Gold mining has been hailed as the only basic industry that is able to thrive on depression; the new gold produced is thought by many to be the most important material for the reconstruction of prosperity. Silver production, meanwhile, has been sinking to its level of 40 years ago, and its price to a level never before recorded. These factors have reduced the value of silver produced in 1932 to about the value of the average annual production more than a century ago, that of the decade 1801-1810. No other major commodity in world trade appears to have suffered a greater decline during the present depression.

WAR undoubtedly accelerates metallurgical progress, although its most obvious effect is a tremendous waste of materials. The necessity for restrictions in normal uses of metals results in a search for substitutes or for enhanced properties that will make a limited supply last longer. An insatiable demand for more metal to be produced more quickly favors trial of new processes, new metallurgical tools, and new methods of fabrication. Greatest advance is made, of course, in practical physical and process metallurgy. Theoretical or fundamental research necessarily must take a secondary position, and is so regarded in this review. It is not that developments in theoretical physical metallurgy are lacking entirely, but, following the same trend noted in other countries as they entered war activities, attention in the U.S.A. has been shifted strongly to those developments having an immediate practical application.

The production of all Russian fields incressed from approsimatctly 74,000,000 bbl. during 1926-27, to approximately 83,000,000 bbl. during 1927-28. Of this amount Baku was responsible for 54,.500,000 bbl., Grozny for 25,800,000 bbl., and Emba for 1,200,000 bbl. Accordingly, the proportional importance of the Grozny oil field has been considerably increased, the present production being twice that of 1913. The most notable factor of production during 1927-28 was the importance of gushers; 40.8 per cent. of the total was thus obtained. In the Baku fields 26 per cent. of the total, and in Grozny 74.2 percent'. of the total were produced by naturally flowing wells. This may be explained by the reduction in authorizations for drilling by the central authorities, and, accordingly, the local trusts increased the production to the planned figures at the expense of the proved prolific reserves. In Baku region, the Surnkany oil field produced 36.1 per cent. of the total Baku production, or an equivalent of 53,800 bbl. per clay, the largest percentage coining from the fifth horizon. Nest year's plans call for continual development of that horizon as well as of the sixteenth horizon in the Bibi-Eibat field, which was opened lately. In the Grozny fields the New Area (Bellik) WAS responsible for 79.4 per cent. of the total production. The authorized plan for 1928-29 production calls for 92,200,000 bid., and a reasonably accurate estimate for 1932--33 production is placed at. 156,000,000 bbl., with Baku contributing 101,800,000 bbl., Grozny 44,100,000 bbl., Emba 6,200,000 bbl., Kuban 2,100,000 bbl., Saghalien Island 1,400,000 bbl., and Russian Turkestan 400,000 bbl. In connection with recent discoverices in the Baku area these figures art. quite conservative. The average production per well per day in the Baku oil fields was 49.2 bbl., in Grozny 175 bbl.; in detail, Surakany oil field averaged 250 bbl., and the New Area in Grozny 514 bbl. per day. New completions in all Baku fields averaged 264 bbl. per day, and in Grozny 970 bbl. pel. day. These figures show a considerable progress in the technical developnlent of all fields, compared even with the prerevolution figures, since all the mprovements are noted in the fields that arc over 30 years old.

The present paper describes a number of experiments with fine silver, coin silver, silver-cadmium oxide and silver-nickei-copper compacts, prepared by powder metallurgical methods. The test data are of a preliminary nature, since most of the work was exploratory. Fine Silver Eject of Compacting Pressure on Hardness and Density during Cold and Hot Pressing The cold-welding properties of silver have received considerable attention and the welding characteristics are functions of such variables as: cleanliness of metal particles (impurities and adsorbed gases), chemical nobility of particles, plasticity and hardness, particle assortment, particle shape, particle porosity, apparent density, temperature, pressure, time, recrystalliza-tion characteristics. Chemical nobility, plasticity and low temperature of recrystallization after work-hardening are responsible for the excellent low-temperature bonding properties of silver. Several series of compacts were pressed at pressures of 5, 10, 20, 30, 40, 50, 60 70 and 80 tons per square inch, at temperatures of 32°C. (room temperature), l00°, 2000, 300°, 400°, and 450°C. Silver powder of minus 325-mesh, produced by displacing silver from a nitrate solution by means of copper, was used. The density was calcuiated from accurately measured and weighed compacts. The hardness was measured on the Rockwell F scale. The investigation shows that an increase in pressure promotes a higher density and hardness regardless of pressing temperature, up to a temperature of 400° C. The pressure-density curves at various pressing temperatures are shown in Fig. I, the pressure-hardness curves at various pressing temperatures, in Fig. z. The greatest increase in both hardness and density was obtained in the pressure range of 5 to 20 tons per square inch. A compact from each series was annealed at 300°C. in air, for various lengths of time. The hardness values after annealing are shown in Table I. A minimum hardness was obtained after one hour of annealing. No change in density occurred during annealing. The maximum density was obtained at 80 tons per sq. in., and at this pressure the hardness is equal to that of hard-drawn wrought

EVERETTE LEE DEGOLYER, past President of the Institute and Anthony F. Lucas Medalist, was presented with the John Fritz Medal at a dinner at the Wal-dorf-Astoria Hotel in New York, Jan. 14. Dr. DeGolyer is the third representative of the Institute in recent years to receive the John Fritz Medal which is awarded jointly by the four Founder Engineering Societies through a board composed of sixteen past presidents. In 1938 Paul D. Merica was given the award "for important contributions to the development of alloys for industrial uses" and in 1933 the distinction was given to D. C. Jackling "for notable industrial achievement in initiating mass production of copper from low-grade ores through application of engineering principles."
