Although, for about a half-century the percentage of coal production provided through strip mining has steadily increased, recent trends indicate that a peak in percentage (not tonnage) is being approached, principally because of the decline in economic adrantage enjoyed by strip mining compared to underground mining. Factors contributing to the decline are the decrease in the margin of advantage in manpower requirements held by strip mining; an increase in depth and volume of overhurden, requiring larger equipment and capital investment; increasing lack of reserve land blocks large enough to support extensive strip mining operations; more stringent legislation for reclamation of stripped land, with increasingly higher costs of such reclamation; and the increasing costs of land surface rights for strip mining. Already there has been a peak and suhsequent decline in relative importance of strip mining insome major Eastern coal-producing states; trends indicate that a peaking for the whole Eastern region is on the way. Although, in the West the pressures are less severe, they will, nevertheless, reduce to an increasing degree the advantage that strip mining has possessed. For about half a century, strip mining has been providing an ever-increasing share of total coal output in the United States, and in the past 30 years this share has grown from less than 8% to 33.7%, as shown in Fig. 1. Fig. 1 also shows that strip mining is gaining faster in the West than in the East. From 1961 to 1967, output from strip mines grew 63.6 million toqs, or 52.2%. Certainly there is nothing in such performance to indicate any peaking in the level of strip coal-mine production. But the fact is that, if not in actual tonnage, strip mining appears to be reaching its peak in relative importance, at least east of the Mississippi River. And the area east of the Mississippi provides 90.0% of the strip and 94.9% of the total coal production of the nation. The relative economic advantage which spurred strip mining's growth for a third of a century has been diminishing markedly in recent years. Fig. 2 shows evidence of this decline. From 1947 until 1961, strip tonnage output remained fairly stable, at the end of the period showing only a 12.5% decline. Meanwhile, underground coal production fell 44.5%. As the result of the greater decline in underground coal, strip coal in 1961 furnished 30.3% of the total coal produced, compared to only 22.1% in 1947. In the succeeding six years, however, underground coal output increased by 76.5 million tons, while strip output increased only 63.6 million. Further evidence of the strengthening of underground coal's relative position — or if you will, the weakening of strip coal's position — can be found in the major coal stripping states: Illinois, West Kentucky, Ohio, Pennsylvania, Indiana, and West Virginia, which in 1966 provided 80% of the nation's strip coal. Fig. 3 shows what has been happening in three states lying in the Appalachian field and in the total output of these three states. In the figure, the column height represents the output of coal mined by all methods. The number at the base of each column is the percentage mined by stripping. In Pennsylvania and Ohio, the percentage of strip mining increased between 1956 and 1961, but by 1966 had declined from the 1961 level. In West Virginia, a decline occurred during the first five years but was followed by a rise. In January 1968, Coal Age published an article listing the locations and capacities of new large mines in the planning and construction stages that would be operating by 1968-1971. A hard lump char containing only 4 to 5 per cent ash, 0·25-0·30 per cent sulphur and a trace of phosphorus has been produced from Latrobe Valley brown coal by slow drying and carbonization of ordinary industrial briquettes at temperatures between 7000 C and 14000 C. The briquette char can be made with a variety of reactivities by varying the maximum temperature of carbonization; the higher the temperature, the lower the reactivity. The strength of the fuel compares favourably with metallurgical coke made from black coal, though it may not be quite so resistant to abrasion. Experiments in a small experimental cupola indicate that it will make a satisfactory fuel for use in iron foundries. It may also find extensive application as a smokeless fuel in other branches of industry and in household heating appliances.INTRODUCTIONVictoria, like South Australia and Western Australia, is apparently without 'significant deposits of black coal of coking quality but there are huge reserves of brown coal of high moisture content (60-66 per cent) in the Latrobe Valley (well over 20,000 million tons have been proved) and there are other important deposits in the south central portion of the State (Herman, 1952).For three decades Victorian industries, including a few metallurgical firms, have been using the briquettes made at the Yallourn factory of the State Electricity Commission of Victoria (S.E.C.). These briquettes, having a moisture content of about 15 per cent and a calorific value of approximately 9,500 B.T.U. per pound, are satisfactory for certain grate-type furnaces but they are not suitable for use in cupolas of other shaft furnaces because they disintegrate badly on rapid heating.

A variety of commercial detonators (fuse type and electric instantaneous and delay types) were subjected to impact and thermal stimuli to determine initiation stimulus levels and the dominant parameters in resistance to initiation. In the impact trials the detonators were impacted along their length to find the most sensitive region; threshold initiation limits obtained for these regions ranged from 3.47 to 20.82 joules (2.6 to 15.4 ft-lb). The friction sensitivity of the explosive component was an important parameter in determining sensitivity; various construction features of nonexplosive components played a role as well. In the thermal sensitivity trials, the detonators were heated from ambient to 100° C at an average rate of about 1.0° C/min, and thereafter at 0.5° C/min until they exploded; the explosion temperatures observed ranged from 121° to 188° C. These temperatures correlated quite well with the reaction temperatures of certain characteristic explosive components used by different manufacturers. The data also indicated an effect of confinement on explosion temperatures of detonators.

The Peñasquito deposit in Mexico is one of the largest grassroots precious metal discoveries to be developed in recent years. Goldcorp Inc. acquired the gold-silver-lead-zinc property with the acquisition of Glamis in 2006. The company has since committed US$1.5 billion to construct the mine, mill and associated facilities. The first of two 50-kt/d (55,000-stpd) mill and flotation lines is currently being commissioned while engineering and construction continues on the second line. A high-pressure grinding roll (HPGR) will ultimately take total throughput to 130 kt/d (142,000 stpd). The Peñasquito property is located in the northeast corner of Zacatecas state, Mexico. The elevation of the property averages 1,900 m (6,200 ft) above sea level and it is situated in a wide east-west valley. Except for one small outcrop (Peñasquito), the area is covered by up to 30 m (98 ft) of alluvium.

There are no large rivers in Western Australia capable of supplying water for processing magnetite ores. If sea water is used there are severe corrosion issues and the requirement to wash the concentrates with potable water. If groundwater is used there is a need to treat the water and sustainability is an issue for large projects because of potential drawdown of the aquifer.If sea water is desalinated the cost of the water is high because of the power requirement. At the same time the necessity to conserve water has lead to flow sheets where all of the tailings have to be filtered to minimise the water requirement.Managing the various water qualities and optimising water recovery and quality has resulted in optimising the water balance and issues meeting environmental obligations. Reverse flotation is a critical final step in reducing the silica level in the final concentrate and requires good quality water.

The subject of many discussions and technical papers in the last 20 years has been the prediction of the well-bore pressure gradients that are required to induce or extend fractures in subsurface formations. The subject merits this attention because of the frequently recurring problems that arise from an inability to predict fracture pressure gradients. Encountered in several common types of operations in the oil industry are problems associated with the prediction of formation fracture pressure gradients. When wells are being drilled in both new and old fields, lost circulation is often a very troublesome and expensive problem. Complete loss of circulation has been disastrous in some cases. Many times, such disasters could have been avoided if techniques for calculating fracture pressure gradient had been employed in the well plans, and if casing strings had been set, and mud weight plans had been followed accordingly. In areas of abnormally pressured formations, the prediction of fracture gradients during the well-planning stage is extremely important. In fact, it is as important as the prediction of formation pressure gradients, which has received a great deal of attention in recent years. There are several published methods used to determine fracture pressure gradients. However, none of these methods appears to be general enough to be used with much reliability in all areas. In 1957, Hub-bert and Willis published a classical paper that included the development of an equation used to predict the fracture extension pressure gradient in areas of incipient normal fau1ting.l Overburden stress gradient, formation pore pressure gradient and Poisson's ratio of rocks were the independent variables that were shown to control fracture pressure gradient, the dependent variable. In 1967, Matthews and Kelly published another fracture pressure gradient equation that is different from that of Hubbert and Willis in that a variable "matrix stress coefficient" concept was utilized.3 Later the same year, Costley wrote about a similar idea.5 Goldsmith and Wilson used a least-squares curve-fitting technique and field data from the Gulf Coast area to correlate fracture pressure gradient with formation pore pressure gradient and formation depth.' They noted that the fracture pressure gradient increased with increasing depth while the pore pressure gradient remained constant. In each of these cases, the problem for which a solution was sought was to determine the bottom-hole pressure gradient required to initiate or extend a fracture. Results of the previous work show that fracture pressure gradient is a function primarily of overburden stress gradient, pore pressure gradient, and the ratio of horizontal to vertical stress. There is argument for a fourth variable in that in many cases breakdown fracture pressure gradient is greater than the fracture extension pressure gradient. Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. An expansion of the City of Klamath Falls Wastewater Treatment plant required geotechnical seismic hazard evaluations and deep foundation design. The site is located on the shore of Lake Ewauna and is underlain by diatom rich lake deposits. Diatomaceous soils exhibit unique engineering properties that are not well understood. Cyclic Direct Simple Shear (CDSS) testing was performed on three undisturbed samples to evaluate cyclic and post-cyclic properties of the diatomaceous soils. Results from the CDSS testing indicated that the soils would not liquefy in the classical sense, though cyclic softening behavior was observed. The CDSS results were used to develop a Cyclic Resistance Ratio curve for the diatomaceous soil to compare with clean sand liquefaction curves. Seismic lateral pile capacities were developed using two approaches. One approach used conventional p-multipliers for liquefied soil and modified them to reflect expected excess pore pressure ratios. The other approach applied residual strength and fifty percent strain values from post-cyclic monotonic shear testing. A lateral spread hazard zone was identified along the Lake shoreline and reduced, seismic lateral pile capacities were recommended. The objective of this paper is to report the seismic design considerations for this project in a unique geologic and seismic setting. INTRODUCTION The engineering properties of diatomaceous soils have rarely been studied and the cyclic behavior under seismic loading is generally unknown. Some of the critical geotechnical uncertainties of diatomaceous behavior include potential for large consolidation settlement, influence of irrecoverable strains due to diatom particle crushing, shear strength (peak and residual), and cyclic properties. This paper presents results of cyclic shear testing, seismic evaluations and seismic lateral pile design in diatomaceous soils performed for the expansion of a waste water treatment plant in the city of Klamath Falls, Oregon, site of the largest recorded earthquake in Oregon’s history. The expansion consisted of adding six new facilities at the existing Plant including influent pump station (IPS) and headworks, aeration basin, tertiary treatment, and other buildings. The IPS/headworks and aeration basin will be founded approximately 15 feet below ground. The other buildings will be founded at grade. The existing facilities are supported by timber piles that penetrate the surficial diatomaceous soils and terminate on a hard underlying deposit. Figure 1 shows the site plan and proposed additions.

This work was undertaken to investigate the thermodynamic and kinetic feasibility of using hot sulfur dioxide bearing gases from smelting processes to selectively sulfate the nickel in nickel laterite ores for subsequent extraction in water. The environmental benefits of this approach, as opposed to releasing the gas to the atmosphere, and the economic benefit of directly utilizing the SO2 rather than converting it to sulfuric acid are strong drivers for such a process. A thermodynamic analysis indicated that selective sulfation of the nickel could be feasible under appropriate conditions and these were explored through a series of laboratory scale experiments. Laterite samples were reacted at temperatures between 500 and 800°C with an equilibrated mixture of sulfur dioxide, oxygen and nitrogen in a fixed bed reactor. Tests were conducted on saprolitic ore from Bulong, Western Australia:, limonitic ore from New Caledonia and gamieritic ore from Indonesia. Nickel extractions were highest from the limonite and relatively low from the other ores. The maximum selective extraction of nickel from the limonite in a single stage sulfation was 73%. Sulfation of other elements present in the laterites was also examined. A two-stage process was also identified which involved sulfation using a strong sulfation potenrial followed by weaker sulfation potential to attempt to convert ferric sulfate formed in the first stage to ferric oxide. This increased the extraction for the limonite ore to around 84% Ni, 95% Co and 2% Fe. Direct sulfation of laterite could be feasible in locations where sulfide smelting or roasting operations are relatively close to laterite deposits.

The Channar Iron Ore Mining Project (the Project) is a joint venture involving the Hamersley Holdings group (Hamersley) and the China Metallurgical Import and Export Corporation (CMIEC). The Project represents the first new iron ore mine development in Australia since 1971/72 and is the first major overseas mining investment by the People's Republic of China (PRC). The Channar mine is being constructed in the Pilbara region of Western Australia and will operate for more than 20 years supplying the PRC with 200 M tonne of high grade iron ore. The Project is configured to take advantage of Hamersley's existing production and support facilities. The Joint Venturers will invest A$280 million to achieve an initial production rate of 3 M tonne/yr and an additional A$120 million over the next 8 years to achieve full capacity of 10 M tonne/yr. Financing the Project to meet the requirements of both Hamersley and CMIEC, with the dependance of the Project on Hamersley's infrastructure, and in a depressed iron ore market, required an innovative financial structure to be arranged in a limited period. This paper describes both the financial structure and its implementation, and draws a number of conclusions regarding the financing of resource projects.

Fracture grouting is a particular technique which can be used in soils and rocks with low permeability to increase groutability and penetration rates and to solve some special foundation problems by inducing limited and controlled zones of hydrofracture surrounding the injection source. The present paper describes the basic principles of hydrofracture and its application to grouting in deep foundations, and indicates some recognitions about the mechanisms and effects of fracture grouting.

Request to Mine Beneath Bridge The Jabs Run Bridge is a reinforced portland concrete arch filled bridge located on WV Bouts 7 near Pentress, WV. The bridge has a span of 22.9 m (meters) and a height of 4 m above normal pool elevation to the underside of the center of the arch (See Pig 1). The bridge is a two lane structure with a width of 6.86 m. The structure is over 50 years old Wing been built in 1929 and is owned by the Department (WV Department of Highways).

In the Pilbara region of Western Australia, an iron ore mine is undertaking a high wall cut-back to improve stability and allow access to deeper ore deposits. Several sections of the wall have been classified geologically sensitive due to unstable localised geology, and therefore an engineered approach to vibration critical blasting was required. The use of electronic detonators allowed multiple signature (seed) holes to be incorporated into a production blast adjacent to the geologically sensitive area, therefore providing baseline vibration data to be used for future modelling with the added advantage of eliminating unnecessary pit closure downtime typically associated with a signature hole program. All subsequent blast patterns also incorporated multiple signature holes to provide additional data and allow continual updating – and therefore improved accuracy - of the blast prediction model.

This investigation was planned to determine:1. The precipitation-hardening properties of the copper-nickel-phosphorus alloys; and2. The influence of arsenic and bismuth, singly and together, on the mechanical properties of these alloys.It was carried out in conjunction with an investigation, previously published in these Prooeedings on "The Influence of Various Elements on the Mechanical Properties of Copper containing a small percentage of Bismuth," and also formed part of a study of the influence of bismuth, nickel and phosphorus on the properties of commercial arsenical-copper.The first part of the present investigation arose out of a discovery some years ago of precipitation-hardening in phosphorus-deoxidized coppernickel boiler tubes, containing approximately 2% nickel and 0·03% phosphorus, supplied to an Australian Railways Department. At that time there was little information available on precipitation-hardening in copperrich copper-nickel-phosphorus alloys, but at the end of 1935 a short paper on the subject was published by E. C. Rollason and T. G. Bamford(2) and at the beginning of 1940 a comprehensive account was published by D. K. Crampton, H. L. Burghoff and J. T. Stacy.(3) Although the investigation carried, out independently by the present author was not as comprehensive as that of Crampton, Burghoff and Stacy, the results are in agreement with those of the American as well as of the British authors; hence, only a summary of this aspect of the work is needed here to establish a basis for a study of the influence of bismuth and arsenic.PREPARATION OF TEST PIECESAll alloys were melted under charcoal in plumbago crucibles in an oil-fired furnace and were poured out of contact with air into oil-dressed moulds to give billets either 7· 5 in. long X 0.83 in. diam. X 1·3 lb. weight or 12 in. long X 1·125 in. diam. X 3·3 lb. weight depending on requirements (the larger size was used, for example, in establishing the annealing characteristics of the precipitation-hardening alloys). The raw materials were electrolytic copper of the composition described in the previous paper(I) 6% copper-arsenic, 14% copper-phosphorus, 1:7% copper-bismuth, and Mond nickel in the form of "shot." The method of producing test pieces from these billets and the annealing treatments ana tests to which the pieces were subjected have been described in the previous paper.

This paper describes an apparatus which was developed to study solid-vapour equilibria and presents results which were obtained during a study of the FeCI3-AlCI3-CI2 system. Analysis of the results showsthat fractional desublimation might offer a means of achieving a useful separation of the iron and aluminium chlorides produced by the chlorination of bauxite. The results, presented in the form of isothermal vapour pressure curves covering the range of temperature 160-200°C, support the earlier findings of Semenenko et al (Dokl Akad Nauk SSSR, 154: 42-43 (1964)) that the solid phase contains two terminal solid solutions.The equilibrium constant for the formation of the mixed dimer, FeAICI6, was approximately 4. The latent heat of sublimation of aluminium chloride varied from 18 to 26 kcal/mole AI2CI6 for solid compositionsfrom 0.9 to 0·5 mole fraction FeCls3.

Titanium is not yet being produced on a commercial scale despite the facts that it has some impressive properties, and that it occurs very abundantly in easily-mined, highgrade oxide ores. One important reason for this is that the excellent mechanical properties of the metal were not widely recognised and appreciated until about twenty years ago.Another factor which has tended to retard progress in titanium metallurgy has been the realization that the oxide minerals of titanium are very stable; in other words, considerable energy has to be expended to reduce the oxide to metal. Table 1 presents the minimum energies which would have to be expended to produce one ton of each of the metals, aluminium, magnesium, titanium and iron from their respective oxides under theoretically ideal conditions at normal temperature and pressure. At higher temperatures, the minimum energy requirements are different, but the values for the various metals still fall in the same order as indicated in Table 1.In actual fact, the energy consumption in the case of any particular metal is higher than the ideal value by an amount which can be determined only by' the results of plant practice. Any defect activity resulting from an applied stimulus on a structure will generate a stress wave which travels in the medium under the laws of acoustics, thus the name of acoustic emission (AE). AE techniques can therefore provide information on the deformation of both surface and below ground structures, Two operating coal mines were monitored from the surface, and both mining activity and post mining microseismic activity were detected. The nature of the detected AE signals demonstrated that there were a range of deformation mechanisms in operation and that some predictive capabilities were possible with the technique.

Students of the modern blast furnace seem unanimously agreed that they are observing a major revolution in practice. Rather than changing construction and operation of the furnaces, most of the great advances now under way deal with the raw materials feed. Prepared burdens have gained increasing significance during recent years. Sizing, concentration, and agglomeration have all become bywords to greater production and reduced operating costs. The remarkable results with test furnaces in which self-fluxing sinter makes up part or all of the ore charge foretell even greater improvements. Other investigators have reported many of these advances, and it is enough to predict here that more and more operators will turn to the use of self-fluxing sinter. This change in the operator's requirements comes at a time when one major section of the iron ore regions, the Mesabi, is finding it difficult to maintain, let alone improve, the tonnage and grade of its shipping product. To meet the new demands with respect to quality and structure, the iron ore producers of this area turned first to screening, crushing, and concentrating intermediate ores. More recently, declining higher-grade reserves have led to multimillion-dollar investments in plants to treat the low-grade magnetic taconites.1,2 To yield a suitable concentrate, the Minnesota magnetic taconites must be ground to about 80 pct through 325 mesh, too fine to be charged directly to the blast furnace or to make acceptable feed to the sinter strand. The pelletizing process was developed to meet the structure requirements laid down by the blast furnace operators. Taconite producers are succeeding in their efforts just when the attention of the blast furnace man is being drawn to the great advantages of self-fluxing sinter.3 The taconite operators are ready with an alternative. Why not produce sclf-flus ing pellets? At the Hibbing laboratory of Pickands Mather & Co., where much of the early work was done that led to Erie Mining's 7.5-million ton taconite plant at Hoyt Lakes, Minn., preliminary investigations have been made. Present Taconite Operations: Details of this work will be clarified by a brief review of agglomeration practice in commercial taconite plants. After the taconite has been ground to about 80 pct through 325 mesh to liberate the magnetite grains, the ore is concentrated on magnetic separators, thickened, and filtered to about 10 pct moisture. This structure and moisture fit in closely with the conditions required to produce good balls. It has been found with taconite concentrates that at least 60 pct of the feed to the balling drum must be —325 mesh to obtain good ball compaction within reasonable time. The filter cake moisture usually permits a slight water addition at the balling drum, and further balling control is obtained by adding about 12 Ib of bentonite and 1 1/2 lb of soda ash per dry short ton of concentrate. These additives, and occasionally small quantities of fine coal, are thoroughly mixed with the filter cake ahead of balling. The swelling property of bentonite improves the green and dry strength of the balls so they can be handled without breakage until they are fired. Soda ash is added for pH control to insure maximum performance of the bentonite, and coal is added for more heat in the firing process when required. The balls, normally 3/8 to l-in. diam, are brought to a temperature of 2350" to 2500°F in the indurating furnace. Heat for this process comes from three sources: 1) fuel burned in the combustion chamber, 2) oxidation of the magnetite concentrates to hematite, and 3) coal added to the balls. Pellet strength is developed by grain growth and bridging and, if enough slag-forming constituents are present, by slag bonding. Conversion to hematite is usually close to 100 pct in the fired pellets. The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.
