The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.

On July 1, 1969, the Explosives Research Center merged with the Health and Safety Research and Testing Center to form the Safety Research Center, with facilities at Pittsburgh and Bruceton, Pa. Subsequently, passage in December of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) had a major influence on the activities of the new center. These activities were conducted under two main programs, Coal Mine Safety Research and Explosives Research. The Coal Mine Safety Research program was concerned primarily with two categories of hazards: health-related hazards associated with the mine environment, due to such factors as respirable dust, toxic gases and vapors, and excessive noise; and accidents due to mine fires, explosions, and roof falls.

This paper is one of a series on milling methods and costs being. published by the Bureau of Mines. The milling practices and special problems relating to grinding, tailings disposal, and choice of a treatment process at the Cardinal mill are discussed. The property of the Cardinal Gold Mining Co. is about 18 miles southwest of the town of Bishop, Inyo County, Calif., at an altitude of approximately 8,500 feet. The camp has been designated Bishop Creek by the postal authorities. The property comprises 33 mining claims, including fractions and millsite in sections 19, 20, 29, and 30, T. 8 S., R. 31 E. These claims are located in a general way along the strike of a band of quartzite.

Viscosity of the slag is one of the central parameters when producing FeCr in submerged arc furnaces. It contributes to smelting behaviour and reduction kinetics of chromite ore as well as to the Cr recovery by influencing the separation of dispersed metal droplets from the slag. A typical FeCr process slag contains 5-10pct chromium oxides, CrO and CrO1.5. The neural network computation was applied to the evaluation of viscosity for slags containing chromium oxides, and the prediction of viscosity in FeCr process slag was conducted. The main results in this estimation were that the chromium oxides in FeCr process slag lower its viscosity, and that the effect of CrO on the viscosity decrease is greater than that of CrO1.5.

The Chambers Creek Interceptor Sewer Tunnel project consisted of 2-1/2 miles (4 kilometres) of nominal 9-foot (2.7-metre) O.D. tunnel driven through predominantly glacially overridden soils. Mole-Collucio Construction Company initially elected to drive the entire tunnel with a Lovat TBM. However, this machine could not control the fast raveling ground conditions which developed when the TBM encountered sands overlying very dense, hard glacial till or boulders. As a result, a shield and digger machine was brought in for a 1700-foot (518-metre) long segment. Pumped wells spaced roughly 50 to 125 feet (15 to 38 metres) apart were utilized to dewater about two-thirds of the alignment during construction. Initial support consisted of steel ribs and wood lagging, with a final lining comprised of pre-cast concrete pipe segments grouted in place.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

Chemical and physical properties of typical low-rank coal (LRC) ash are significantly different than bituminous coal ash. With the exception of extraneous ash, which is incorporated during mining or is due to ash partings within or between coal seams, LRC ash consists primarily of inherent ash that is bonded into the coal's organic matrix or finely disseminated mineral matter. This paper reviews the nature of LRC ash, both inherit and extraneous, and how this impacts the prospects of washing and utilizing LRCs. A literature review, as well as washability data, proximate and ultimate analyses and ash analysis of 25 Alaskan LRC seams are used as a basis for this discussion. The authors' remit research into the nature and distribution of phosphorous in an Alaskan LRC is also discussed

INJURY experience and employment data at all metal mines in the United States and Alaska are presented in this Information Circular for the calendar year 1958. This publication covers the metal mining industries, and contains statistical data on injuries and employment pertinent to metal mines, ore-dressing plants, and primary nonferrous smelters, refineries, and reduction plants. These operations report injury and employment information annually to the Bureau of Mines on a voluntary basis. The Bureau is authorized to make requests for such data, and the information submitted contributes immeasurably to the promotion of safety in the metal mining industry. Every effort has been made to make the annual canvass as complete as possible. This publication contains, along with production and development workers, the office employees at the mine location. The metal mines identified in this publication are classified according to the mineral ores mined; that is, copper, iron, lead-zinc, gold-silver lode, gold placer, and miscellaneous metals.

We learn very early that stories entertain us, but also give us the ?rules? about what is expected of us and how to make meaning of our experiences. Stories are integral to our lives, and have great power to change or influence how we think or how we react. They are an innate part of how we learn, and have obvious benefits to trainers or educators who are trying to impact what and how we learn. This paper and presentation discuss the social and cultural power of stories, and how they have been used to develop training for skilled blue-collar workers. Included will be examples as well as suggestions for trainers on where to find stories, what type of stories to pay attention to, and how to use them to improve occupational safety training.

Coal mine roof shales fracture preferentially at slickensided surfaces because of weak or nonexistent adhesion between two slickensided rock surfaces. The purpose of this Bureau of Mines research was to characterize chemically the thin film of smooth, glossy material that makes up the slickenside. This material was analyzed by electron spectroscopy and ion scattering spectrometry while in place on the rock surface and by standard methods of quantitative chemical analysis on concentrate removed from the rock. These analyses showed that the chemistry and mineralogy of the slickensides are similar to that of the adjacent shale.

Agglomeration techniques are widely used by industry to form fine particles into larger masses that are easier to handle and process. One area where agglomeration is potentially useful is in heap leaching operations. With-out agglomeration, fine particles travel through the heap, clogging the spaces between the larger particles and resulting in poor leach solution flow. Poor flow of leach solution will result in long leach rates and/or decreased metal recovery. Agglomeration immobilizes the fine particles and therefore improves heap permeability to fluid flow. Additional additives (binders) are needed to prevent agglomerates from breaking up as leaching solution percolates through the heap. Type II Portland cement and lime are two well-known binders used in gold and silver leaching, but these are limited to alkaline leaching environments. Various other products have been tested as binders, including polymers. This paper summarizes the benefits of agglomeration in heap leaching and the results obtained from the testing of several different agglomeration binders in heap leaching operations.

As part of its research project in developing improved refractory materials for metallurgical applications, the Federal Bureau of Mines obtained hot modulus of rupture data at 1,500°,1,550°, and 1,600° C on samples of 13 refractory periclase materials produced from seawater, lake brines, and natural magnesite. The periclase samples also were characterized to establish chemical and mineralogical composition and microstructure. The results indicated that a high MgO content does not necessarily assure good hot strength and that an optimum and varying CaO-Si02 ratio exists for each individual periclase sample.

The formation of Kiruna-type deposits has been ascribed to either immiscible iron phosphate melt separated from silicic magma or precipitation from magmatic-hydrothermal fluids. The early Cretaceous Ningwu volcanic basin in Eastern China contains tens of Kiruna-type iron deposits. The orebodies are mainly hosted within the top zones of subvolcanic dioritic intrusions and along the contacts between these intrusions and adjacent volcanic rocks/strata.The orebodies are commonly associated with widespread brecciation and wall rock replacement. Magnetite formation was closely associated with extensive hydrothermal alteration that may extend kilometres, with both vertical and horizontal zonation. Field and textural data indicate that magnetite formed slightly later than albitisation but coeval with apatite and actinolite. Elemental analysis of magnetite and apatite from ores shows distinct features to those as igneous accessary minerals in the host dioritic intrusions, suggesting a genetic relationship to magmatic-hydrothermal processes. Magnetites have elevated TiO2 (up to 5 wt per cent) and V2O3 (up to 0.7 wt per cent), which implies that they are derived from incipient high-temperature magmatic fluids. It is concluded that the Kiruna-type deposits in the Ningwu basin most likely formed from high-temperature magmatic-hydrothermal fluids. South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. The Reserve Mining Co., in the processing of taconite iron ore quarried from the Peter Mitchell Pit, deposited the finely crushed waste rock into Lake Superior near Silver Bay Minnesota. In the early 1970s The U.S. Environmental Protection agency filed a lawsuit against Reserve Mining Co., asking the court to force the company to stop dumping into the lake. On April 20, 1974, after a lengthy court battle, the U.S. District Court concluded that the Reserve Mining discharge into Lake Superior violated federal and state pollution laws and thus ordered Reserve Mining Co., to halt the lake disposal of taconite tailings. At the time many feared that some of the mineral particles contained in the tailings (alleged to be asbestos or asbestos-like) would cause human health problems. This Conference was thus convened to readdress the problem of the mineral content of the Biwabik Iron Formation and to whether any minerals contained in the ore could cause human disease. The four papers given in this session address the nature of the mineral particles in the taconite rock, the definition of the term ??asbestos?? and the history of the legal controversy over the possible health effects of certain mineral particles contained in the Biwabik iron range ores. Morey The Biwabik Iron Formation was a principal source of ore for the American steel industry during the 20th Century. The unaltered iron deposits, called taconite, contain approximately 30% iron and 50% SiO2. About 75% of the iron in taconite resides in the mineral magnetite, the remainder is largely in iron carbonate and several iron-silicate minerals.

Modern shield TBMs allow tunnel drives through almost any type of ground. Thanks to high elaborated technical measures, significant subsidence of the ground surface can be almost entirely avoided. The tunnel lining behind the TBM must be capable of withstanding all loads without deforming, especially during ring erection and advance. Single-shell tunnel linings behind the TBM, usually reinforced concrete segmental rings, can be designed to fulfill this demand. With many projects, however, damage occurs to the lining. Repair costs may be extremely high. Reasons for damages and possibilities to avoid them are shown and explained.

As part of the addition of eight new combined cycle generating units at the Florida Power & Light Sanford Plant, 2,129 piles were to be installed. The existing plant elements were supported on driven piles, and the variation in pile lengths during previous work, as well as available subsurface information, indicated a complex stratigraphy. At the request of the owner, the designer/construction manager developed a program to evaluate the use of pressure-grouted displacement piles. A pre-design load test program in areas that represented the apparent extremes in subsurface conditions indicated that the system was feasible; however, the presence of existing features that were to be demolished later precluded the clear delineation of subsurface conditions in advance of construction. A contract was negotiated with the pile installer based on the best estimate of potential pile lengths, with modifications to pile lengths to be set based on additional exploration. A total of 52 cone penetration soundings and five load tests were performed immediately prior to and during pile installation to establish correlations between the CPT data and pile performance. Pile depths were set based on these correlations. Pile installation was completed 6 weeks ahead of schedule and 15 percent under the original budget estimate. This paper documents the evaluation of pressure-grouted displacement piles as an emerging technology, and illustrates the benefits of a close working relationship between the owner, designer, and pile contractor at a site with variable subsurface conditions.
