The Project alignment initiates north of Pinerolo, along the State Road 23[S.S. 23] that is one of the principal arteries to the northwestern Alps where a number of Olympic events for the 2006 Winter Games will be held. The 3.5 km ring road bypasses the Porte habitat by traversing twice the Chisone River. It consists of the following principal structures [Figure 1]: San Martino bridge [130 m in four bays] Prarostino viaduct [130 m in four bays] Craviale tunnel [1055 m] Turinella bridge [a 50 m long bridge that connects the two tunnels] Turina tunnel [665 m] Malanaggio viaduct [350 m in 9 bays]. The road section is 13 m wide and is made up of two 3.75 m lanes, a hard shoulder [1.50 m wide] and a 1.25 m wide curb for each lane. The Project maximum velocity is 100 km/h.

An extensive program of laboratory model tests was undertaken to study the effect of slope on p-y curves under passive loading in dry sand. The paper concerns the method developed in a series of laboratory model tests to experimentally determine p-y curves. Bending moment curves are differentiated by using curve fitting method of cubic polynomial function. The study includes effect of slope angle and relative density on bending moment and non-dimensional p-y curves. The non-dimensional p-y curves for piles on sloping ground under passive load are developed modifying API method by including a Reduction Factor (R) using the experimental results.

The process of longwall coal extraction coal causes fractures in the overlying and underlying strata and these fractures become pathways for gas released from adjacent coal seams to flow into the mine workings and contaminate the ventilation air. If the rate of gas emission exceeds the diluting capacity of the ventilation air, the gas concentration will increase and exceed the statutory limit resulting in production delays.All potential gas sources within the planned mining area, including coal seams located above and below the working seam, should be identified and sufficient gas data collected and used to determine the specific gas emission from each gas source. Gas reservoir and emission modelling is recommended to determine specific gas emission and changes in gas emission from individual sources over the planned mining area. Accurate gas reservoir and emission modelling provides the information required to accurately design gas drainage programs to effectively manage gas emissions and minimise the risk of ‘gas-outs’.Given the increasing occurrence of incidents of gas concentration in ventilation air exceeding the 2.0 per cent statutory limit and changes to mine plans to avoid ‘difficult-to-drain’ areas, it is apparent that many operations are not effectively utilising gas reservoir and emission modelling to identify high gas emission areas and are not completing sufficient gas drainage in advance of planned mining.The process of gas reservoir and emission modelling to support gas drainage design to control tailgate gas concentration and fugitive emissions is presented and discussed.CITATION:Black, D J, 2017. Most previous studies of coal flotation utilized chemically pure reagents. Since such reagents are not available in quantity, a study of various wmmercially available reagents as frothers was undertaken. Flotation procedures similar to those used in a large number of commercial coal flotation plants were employed. The reagents used were compared on yield-selectivity-wst basis. The selectivity was found to be relatively constant with yields above 70% but the reagent cost varied greatly. The types of reagents available were compared. In the past, a number of papers have been written on the use of various reagents as coal flotation frothers. For the most part, these have been an attempt to correlate the intrinsic chemical and physical proper- ties of the reagents or reagent groups to the floata-bility of various fine coals. Because of the type or nature of evaluations made, chemically pure reagents were normally used. Generally, these reagents are unavailable in commercial quantities. Therefore, the results obtained with these reagents were usually limited in usefulness to the plant operator or metallurgist. This paper presents the results of a study in which commercially available forms of various reagents were used as flotation frothers. Flotation procedures which would conform in general to those employed in a large number of commercial coal flotation plants were utilized. The objective of the test was to compare these reagents on yield-selectivity-cost basis, that is, 1) the yields obtained, 2) the ash levels obtained and 3) the reagent cost relating to these results. The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

Rhenish lignite will continue to play an indispensible role in the energy mix of the German Federal Republic for a long time to come. The use of lignite for electricity generation, upgrading and, if necessary, as a raw material is geared to the long term. The holistic management of opencast mines underpinned by approval law in the long term and a stronger focus on man, the environment and nature contribute to the acceptance of the mines by the local population. The same is true of state-of-the-art lignite uses: as regards their operational flexibility, lignite-fired power plants are ideal partners for the expansion of renewables. It is along these lines that RWE is continuing its power plant renewal programme as planned. With a view to that which will be conceivable the day after tomorrow, RWE is researching future technologies today in order to meet objectives such as security of supply, profitability and environmental compatibility to the same extent in the long term. Another important contribution to acceptance is public transparency and communications as means to support approval procedures and the implementation of measures in all areas related to lignite mining and utilization.

Laboratory flotation tests on sized fractions of a certain number of selected minerals with homologous fatty acid derivatives (i.e. sodium salts and amine acetates) confirm that the higher homologues are more efficient collectors than the lower. Tests were carried out on sized material and finer size fractions floated at lower collector concentrations.It is suggested that selective flotation is best achieved with the reagent which most readily floats the most friable mineral in the ore, and that grade of product will be improved with the lowest usable homologue.INTRODUCTIONFlotation of non-sulphide minerals with fatty acids as collectors is usually less selective than the flotation of sulphide minerals with xanthate collectors. It is common to use the gradation in collecting power of homologous series of xanthates, as well as the more specific effects of activators and depressants, to achieve the separation of sulphides.The original aim of the work was to ascertain whether sodium salts of fatty acids (anionic) and fatty amine aceta:tes (cationic) could be selected from a homologous series to achieve better selectivity in separation of nonsulphide minerals by flotation. Background information, formulae and a systematic set of procedures for estimating capital and operating costs for open pit mining equipment are presented in this paper. Firstly, equipment capital costs are required. These can be obtained from either suppliers, contractors or from first principles. The equipment is then divided into cost elements. Typically these are fuel and power requirements, spare parts consumption, wear items such as tyres, teeth and drill bits and finally repair and operating labour requirements. By consideration of the cost and life of each element a base cost can be derived. The base cost is then adjusted to suit specific site conditions such as the proximity to spare parts suppliers, the duty or ground conditions and the management and operator skills specific to the site. Hence, the same item of equipment can be costed to reflect different operations. Included are tables and data for typical plant items. Several examples are also given to illustrate the methodology being presented. The intention is to provide a set of procedures to allow costs to be built up from base level in a systematic and repeatable way. Applications for these costs include feasibility studies, budgetting and data for economic analyses.

Abstract An extensive drilling and laboratory testing program indicates that a construction aggregate resource is present within the Oligocene Sombrerito Formation limestone, southwestern Dominican Republic. The first part of the testing program included the collection, photographing and geologic logging of diamond drill cores to allow lithologic subdivision of the strata into potential quarry layers. The primary lithostratigraphic units are: I- (youngest) approximately 10 m of white, dense marine limestone II-approximately 5 m of white, interbedded dense and chalky marine limestone III-more than 2 m of tan, chalky, calcitic dolomite. Unit I is often altered by lateritic weathering and/or dolomitization. Unit II is often altered by dolomitization. The cores were individually crushed by quarry layer into coarse and fine aggregate sizes for chemical and physical analyses: specific gravity and absorption, MgSO4 soundness, sand equivalent, Atterberg limits of the minus #40 mesh fraction, and LA degradation. The unaltered portion of Unit I is suitable for all construction aggregate uses. Unit II is best suited for crushed stone base. Each of the non-weathered units decreases in coarse-aggregate yield and quality with depth and diagenetic dolomitization. Dolomitization typically causes about 5% lower yield of coarse aggregate, a sand equivalent of about 20 units below the original value an increase in absorption of about 3%, an increase in the LA of up to 13%, and a decrease in the average five-cycle MgSO4 soundness of about 17%.

Native asphalt was produced in 1982 by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries, Inc., Uvalde County, Tex. Historically, gilsonite, a solidified hydrocarbon found only in Utah and Colorado, had been mined by American Gilsonite Co. and by Ziegler Chemical and Mineral Corp. from properties near Bonanza, Uintah County, Utah. During 1982, Hydrocarbon Mining Co., a subsidiary of the Oberon Oil Co., entered into a joint venture with Miocene Resources Inc. of Novato, Calif, to form Hydrocarbon Resources Co. for the purpose of mining gilsonite about 50 miles south of Vernal, Uintah County, Utah. Under the agreement, Hydrocarbon Mining contributed gilsonite-bearing properties held by lease or sublease as well as mining equipment to the venture. The property contained leases totaling 760 acres with probable reserves of 268,000 tons of gilsonite. Miocene Resources provided the partnership with a minimum of $200,000 to develop two of the leases and were to be responsible for management of the mining operations.2

The importance of the minerals industry to any economy is clearly demonstrable. Its raw materials and products are the foundation of modem society and they have shaped the history of mankind from prehistoric times to the space age of today. However, those in the minerals industry have clearly failed to impress this fact on the consciousness of the public, bureaucrats and politicians. They have also failed to engage their dedicated opponents in a constructive debate. This is mainly because the minerals industry has been unwilling (until recently) to deal with the "soft" issues of civil society, nor understand and operate on a more emotional level. Technical professionals (as well as managers) in the future must be as comfortable in handling community concerns over social, environmental or landowner issues, as they are with logging complex drill core, designing blast patterns and separating one mineral from another. They must become caring, effective communicators and mediators. These are the new skills of a professional in the Third Millennium. These issues are outlined and discussed with some Australian data used to illustrate the point. If there is to be a future for all, then the policy makers within all levels of government (national, regional or local) must not drive essential mineral development offshore. They must address ways to support wealth creation mechanisms, particularly innovation. The minerals industry is a powerful wealth creator for ordinary citizens and an innovator. Politicians and their advisers must not .be allowed to forget this fact. If the ANZAC minerals industries do not win the emotional debate and successfully deal with the "soft" issues as well as they deal with the technical issues, there can be only a dim future ahead.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

COLUMBIUM (niobium) and tantalum are similar refractory metals with closely related properties and uses and close association in ore deposits. Until recently both metals, particularly columbium, were essentially laboratory curiosities. However, since the beginning of World War II, applied technology, under the impetus of national security requirements, has realized many chemical, electronic, nucleonic, and missile and rocketry applications, where high temperature or corrosive environments require the use of columbium or tantalum. At the same time, advances in these fields have resulted in intensive research on the geological distribution, resources, metallurgy, and properties of these two metals; their alloys and compounds; and the development of a full-fledged columbium-tantalum industry. The future appears to promise continued acceleration in such studies and ever-increasing demand for these elements. The raw material supplies of columbium are abundant, and the extractive metallurgy of columbium is well enough advanced to assure adequate supplies of the element at reasonable prices to meet any projected demands. Although the extractive metallurgy of tantalum is similarly well developed, raw material supplies are so limited that, lacking new ore discoveries, an increase in demand to five times the 1959 level would severely tax ore-production facilities. Approximately 120 tons of tantalum and about one-half as much columbium was produced in 1959. Additional quantities are consumed as compounds or additive alloys such as ferrocolumbium and ferrotantalum columbium (55).3

Due to the known disadvantages of the use of iron silicate slag in the nickel converting stage, i.e., high metal losses, high magnetite content, and low fixation of impurities in the slag, the development of the new proposed "ferrous calcium silicate slag" for smelting and converting processes of nickel is very promising. Hence, considering the successful experimental results of using CaO base slag for the nickel smelting process, a study based on a detailed comparison for the phase equilibrium, and the minor elements distribution between the Ni3S2-FeS matte with either FeOx-CaO or FeOX-Si02 base slag was investigated. The main results are summarized as: no difference in the nickel losses between both slags was found at high nickel content in the matte, and the fractional distribution analysis for arsenic and antimony pointed out their preferential fixation in the calcium ferrite slag rather than in the iron silicate slag. Considering the energy and pollution issues, the technical feasibility of using calcium ferrite slag in a converting process of the Bessemer matte will have a prominent future for the nickel industry.

Various influences determine how an Environmental Management System (EMS) for a mining or petroleum project is developed and administered. These influences include the environmental and resource legislation applying to the project, the culture of the organisation, the environmental sensitivity of the area, and the administrative policies of the regulatory agencies involved. While financial penalties and even imprisonment may be imposed for non-compliance with environmental legislation, there are other compelling reasons for the establishment of an effective EMS. If a company wishes to be considered by Governments for the grant of exploration or mining rights, it is important that it can demonstrate environmentally responsible operations at existing facilities. The development of an effective EMS requires commitment from the Board of the company and the issue of an Environmental Policy to empower all levels of the staff and workforce to achieve environmentally responsible operations. This must be supported by the provision of appropriate human and financial resources, and environmental training of staff at all levels from the Board to the mine site, workshop and office. A regular environmental auditing programme is essential to ensure that the EMS is in place and is effective in achieving compliance with regulatory requirements, corporate policies and protection of the environment. An EMS can be developed on the basis of existing management systems, quality management systems, existing and emerging environmental management standards (such as BS7750 and ISOI4000), or sophisticated computerised systems which may incorporate international experience, standards, and codes of practice.

"Dating back to 1934, Con Mine is located directly south to the city of Yellowknife in the NWT, Canada. With mill operations ceasing in 2004, a challenging surface remediation situation resulted which required the treatment of close to 40,000 m3 of Arsenic impacted material.Through much of the period of 1941 to 1970, Con Mine treated their refractory arsenopyrite ore through the use of an Edwards Heath roaster. With mounting environmental pressure and through Canadian governmental studies during 1950 to 1970, attention was directed to the Arsenic Trioxide material being collected by two Doyle scrubbers on the Con’s roaster stack. In 1970, the roaster was decommissioned leaving the resulting Arsenic material in two containment areas on surface.As a result of Con Mine entering into remediation in 2004, the Con’s autoclave, commissioned in 1992, was dedicated to the immobilization of high impacted Arsenic material through the combination of excess Iron under high temperature and oxygen overpressure. Examined, herein, is the history and chemistry of the Con Mine autoclave as well as the two stages of chemistry for the Water Treatment Plant used to remove arsenic, heavy metals and WAD cyanide from tailings water. Simplified capping plans of the tailing containment areas and a high arsenic impacted area are also presented.INTRODUCTION TO CON MINECon Mine (Con) is situated just south of the City of Yellowknife in the North West Territories (NWT) Canada and is bounded locally by Yellowknife Bay (North Extension of Great Slave Lake) to the east and Kam Lake to the west (Figure 6). The discovery of gold at Con was made in 1934 and mineral rights were acquired by Consolidated Mining and Smelting Limited (Cominco) and Falconbridge soon thereafter. Nerco Minerals Limited (Nerco) took control in 1986 and in 1993, was subsequently sold to, Miramar Mining Corporation which in turn was purchased by friendly takeover involving Newmont Mining in November 2007 as a result of acquiring the Miramar’s Hope Bay project. Con’s underground operations ceased in September 2003 and have since entered into the remediation of the site. The current surface lease holdings are about 340 Hectares (Table 1) which sits on top of the Archean-aged Yellowknife Greenstone Belt."

THE ore treated is almost pure copper pyrites (chalcopyrite) in a gangue of quartz and quartz-felsite. Very little free iron sulphide (pyrite) occurs, and at the time of the erection of the flotation plant the stopes in the oxidized zone had been almostentirely depleted. This zone only extends to a shallow depth, and, below the l00-ft. level, the sulphide for the most part is clean and bright but in the crushed and brecciated parts of the ore channel, where surface water has circulated freely, the gangue is decomposed and kaolinized, and the copper sulphide badly tarnished. This class of ore gave considerable trouble at the mill, but unfortunately, was very limited in quantity. A sample of rich ore assayed-Copper, 21.2 %; iron, 24:.3 %; silica, 28.9 %; sulphur, 25.1%.The concentration in the original mill was effected by handpicking, jigging, and tabling. A considerable portion of the copper mineral arrives at the surface in the form of large lumps of very pure quality, eminently suitable for sorting out by hand.The rich ore is tipped over a grizzly at the shaft bins; the oversize hand-picked, and the undersize bagged direct.

The general history of piling is traced up to the present time with regard to the evolution of methods and materials. The processes have been strongly influenced by developments in basic equipment and industrial change. It is noticeable that in the twentieth century more progress has taken place than in the many previous centuries. It has been strongly influenced by the general development of Soil Mechanics. Test loading is probably the most effective way to assess the success of designs and many empirical relationships have been challenged through it. As we approach a new century it appears that it will be an age of rapid equipment development, with much enhancement of understanding of what has been done. Processes of automatic construction and testing will becoming commonplace. These changes will narrow the limits of conventional scatter that have come to be accepted and to a large extent will be driven by political efforts to curtail energy consumption, to raise standards of quality and reliability, and to conserve the environment. 1. Ancient history. Piling is an ancient art. Its first mention in history is from Herodotus, the first person to commit an account of his times to the written word in the years 557 to 479 BC. He evidently had a strong interest in engineering matters because he wrote of building, brick making, reinforced brickwork, river training, canal building, bridge construction, tunnelling and its acoustic detection and piling. The piling reference comes from Book 5 at paragraph 16.
