Erratic distribution of values in free gold ore bodies presents severe problems in sorting material in large scale open pit mining. However, an intense program of modern blasting techniques and less than modern gold panning results in good sorting at Houston International's Manhattan mine. Blasting technique is important. If the sample location cannot be relocated because of blasted material movement, information acquired while drilling is useless. So short benches are critical to minimize dilution. Though not very accurate, panning allows for rapid analysis. The more accurate fire assay does not provide the needed speed. Panning can be fairly accurate and errors made are mostly on the low side. Samples of mixed and broken stockpile material are used as checks on pit procedure and to develop stockpile content in¬formation. Added tonnages discovered offset the higher labor costs of this careful sorting technique. The mine is located in central Nevada's Toquima Range in the small mining town of Manhattan, 322 km north of Las Vegas. The mine has four epithermal stockwork ore bodies that are mined in two pits. The mine problem was that conventional ore control was not separating ore from waste. Assays of 6-m blast-holes were used on 5-m centers. The blastholes were relocated by stadia survey after blasting. Holes assaying above the cutoff grade were flagged and mined as ore. This system is practical and useful in high concentration ore bodies or in evenly disseminated mineralization. But it was not practical at Manhattan because of large gold particles and small ore pocket sizes. Ore pockets were often missed when drilling a grid area for blasting. Also, large gold nuggets made assay results unreliable. The probability of a nugget being contained in an assay charge is small. So most results were low, compared to actual grades mined based on stockpile samples. When a nugget found its way into a fire assay charge, the result would be far higher than the actual grade of material represented. In addition, disturbance by blasting created problems in relocating ore. Because of these problems, the grade control program was intensified in September 1979. It successfully separated ore and waste in blocked out ore areas and located more ore in "waste" areas. Known reserves mined to date have increased up to 50% on some benches. The methods used are modern blasting techniques, detailed assaying, and traditional panning of samples collected from active mining faces. These methods allow mining flexibility, to match the variable mineral occurrence in ore bodies. The united effort of the geology and engineering departments has been important to the program's success.

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.

Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world's vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel's strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

"Water inrush is a serious geological accident in underground coal mines. This paper focuses on the method of the bow tie analysis based on fuzzy reliability to assess the risk of water inrush in coal mines. First, post failure probability and repair probability of initiating events are divided into 5 levels. Then triangular fuzzy numbers are adopted to quantify experts’ language and to acquire the reliability rate which close to the actual values by defuzzification and calculation. According to dynamic bow-tie analysis model, using the method of moments to fit the reliability time of events by Weibull distribution and offering the random sampling rule of failure and repair time for illustrating the feasibility of fuzzy reliability evaluation. To demonstrate the effectiveness of the proposed assessment approach, bow tie analysis model of water inrush in coal mines is taken as an example.Introduction Dynamic bow tie (DBT) analysis is composed of dynamic fault tree and dynamic event tree analysis, and considers the impact of the time factor upon risk assessment of a system. There are many algorithms applied to calculation of the probabilities of node accident and accident consequence of dynamic bow tie analysis: Hidden Markov Model, Bayesian Network (Khakzad et al 2013), Integral Algorithm (Amari et al 2003) and Monte Carlo Simulation (Kim et al 2016). In terms of simulated time and practicability, the Monte Carlo Simulation has an advantage over other methods. DBT requires mass data in quantitative analysis, including the failure rates and the repair rates of the basic events of the Fault Tree (FT) and the subsequent events of the Event Tree (ET) at different time points, i.e., the distribution of failure time and repair time. In practical analysis, it is hard to obtain a large amount of exact historical statistical data, which is a major problem of risk assessment. Due to the difficulty of obtaining the exact data and historical failure data of the basic events and the subsequent events, the FT and ET analysis is stuck with the study of minimal cut sets, minimal diameter sets, structural importance and qualitative analysis (Liu and Zhang 2010, Yan et al 2012, Wang et al 2009, Li and Wang 2011). This paper will use fuzzy numbers and the defuzzification method to transform the experts’ language into the failure rates and repair rates of basic events and subsequent events, solving the problem that it is difficult to obtain a large amount of historical statistical data, and will use the method of moment to conduct Weibull fitting of the reliability time to provide the random sampling criteria of event failure and repair time in Monte Carlo simulation."

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

"When Dr. Joseph A. Holmes was named the first director of the U.S. Bureau of Mines in 1910, the challenge in front of the mining industry was urgent and profound. Just three years before the Bureau was formed, the United States’ coal industry saw a spike in fatalities, as 3,242 miners lost their lives, including 918 miners killed in 18 major disasters. Holmes, who is often called the Founding Father of Mine Safety, was charged with researching and finding new and safer methods to conduct mining activities as well as more efficient ways to conduct mine rescue to educate miners.The U.S. Bureau of Mines was dissolved in 1996, but the mission of the Holmes Mine Rescue Association remains intact, although the challenges have changed greatly.During the 102 years between its formation and the 2018 Joseph A. Holmes Safety Association & Holmes Mine Rescue Association Annual Meeting and Training Seminar in Denver, CO June 5-7, the mining industry has evolved to become one the safest industries in the United States, with an injury rate on par with school teachers and better than retail workers. The work of Holmes and the Bureau of Mines plotted a course for others to follow, and the fatality rate has plummeted to historic lows. However, those who work in the mining safety and health sector remain diligent to their cause and are slow to celebrate too much the accomplishments of the past century, focusing instead on the work that lies ahead.“The nature of mining accidents has changed and it is very difficult to make changes when you get down to the asymptotic part of the equation,” David Zatezalo, assistant secretary of the U.S. Mine Safety and Health Administration (MSHA) told Mining Engineering. He was the featured speaker at the Joseph A. Holmes Safety Association annual meeting’s banquet dinner and presented a thorough overview of the mission of MSHA and his goals as its top man.Nominated by President Donald Trump, Zatezalo was sworn in as the ninth assistant secretary for MSHA on Nov. 30, 2017 and brings with him a lifetime of experience in mining. During his presentation, he displayed the chart (Fig. 1) showing the dramatic improvement in safety that the industry has achieved during the past century, but he noted that, as the industry gets closer to its end goal of zero fatalities, it has become increasingly more difficult to cross the finish line."

"The 2018 Elko Roundtable was held at the Red Lion in Elko, NV on March 15, 2018. The gracious host was once again Knight Piésold. Attendance was robust with representatives from more than 14 mining properties across Nevada representing nine corporations. Total attendance was at its highest in almost a decade. A high level of interest was also gauged by the number of companies with multiple attendees.The topic of water in mining was clearly a factor in creating the large show of interest. In terms of industry trends that are tracked annually, this topic had been absent from the list for more than 10 years (Deloitte, 2018) but was squarely planted there this year. And deservedly so. Three attending companies are signatories of the International Council on Mining and Metals (ICMM) which espouses a firm stance on water stewardship (ICMM, 2017).How’s the water?It is reported that water scarcity affects more than 40 percent of the world’s population (Deloitte, 2018). Consumption of water in the United States, based on the last detailed census, entails only 1.5 percent usage by the mining industry. The largest users are reportedly thermoelectric power and irrigation, combining for more than 75 percent of the U.S. consumption. During the prior census period, water usage at mines was up dramatically (USGS, 2014).Mine water source usage is primarily a mix of ground water and saline or fresh surface water resources. Over the previous period, saline sources experienced the greatest percentage in growth as a mine water source, nearly doubling in use. Nevada ranks second as a state nationally in mine water consumption. California is the leader, and Nevada is immediately followed by Utah and Alaska (USGS, 2014).Water rights in Nevada and the ongoing litigation at the state level, particularly over the Humboldt River basin, have elevated the concern over the supply of water and have raised the interest regarding the topic of water across the mining industry as well as within other industries.The Elko Roundtable meeting began with a safety share and introductions, and included each attendee mentioned a water problem or solution that he or she would like to discuss during the day. An interesting list of subtopics was developed from this round robin and yielded the following most common themes:• Mine pit dewatering during operation and pit wall stability.• Draindown from tailings dams and heap leach pads and dealing with this at closure.• Post closure pit lakes, pit lake water quality and associated water rights."

INTRODUCTION On February 17, 1995, WMATA Contractor J.F. Shea holed through the last segment of rock tunnels of the planned 103-Mile Rapid Transit System for the Washington Metropolitan Area Transit Authority. Through the joined efforts and cooperation between the owner and the contractor, the project was completed on time and within budget. The Glenmont extension is on schedule to open in Mid-1998. The complete 103-mile system is scheduled to open in 2001. WMATA’s earlier 19 miles of rock tunnels had been done since 1976 ? By drill and blast with heavy horseshoe steel sets, sets with shotcreting over wire-fabric by TBM and NATM. All rock tunnels were primarily in metamorphic gneiss and schist, part of an east coast lithology that outcrops in a band running from below Richmond, Va. To above New York City. The 5,400 ft. long twin six meter tunnels of the Glenmont line had been earlier de-signed in 1979 by URS of NYC using Jenny Engineering of Pittsburgh, Pa., as a tunnel design specialist sub consultant. Jenny had provided two alternative designs, one conventional drill and blast horseshoe and one for Tunnel Boring Machine. Funding considerations had put the design on the shelf and it was clear that the state of the art had led to improved design methods in the intervening years. Before URS was tasked to update their design in1992, the Authority reviewed its earlier hard-rock experiences in light of the funding mandate to complete each segment on a limited budget and an expedited schedule. Many factors considered and many opinions were in leading to a final decision to drop the earlier designs and redesign for a single designated means of tunneling. That method was the New Austrian Tunneling Method. The NATM had been used earlier on WMATA for both soft-ground and rock tunnels. In the public’s eyes the NATM had become inextricably linked with the use of PVC’s and filter material enveloping or partially enveloping the underground structures to give the holy grail of tunnels, a water-tight structure. Although this link of waterproofing methods with excavation and support methods was essentially severed, a general feeling of their interdependence no doubt helped lead to acceptance of the NATM decision because of the waterproofing design that accompanied it. The Authority decided to drop the TBM and conventional options and provide bid documents for NATM only. URS asked LAW Engineering of Atlanta to provide the NATM design of the tunnels and associated shafts.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

Introduction Loss prevention programs have become absolutely necessary at any precious metals producing property. In the past eight years, one security company, specializing in precious metals mine, mill, and refinery security, has been involved in investigations at gold and silver properties that have resulted in 62 criminal convictions. Of those, all but five were employees, former employees, contract employees, or vendors for the company. Several of the cases involved losses of more than $1 million. The largest number of employees prosecuted from one investigation was 17. A recent case resulted in 12 criminal prosecutions and, several years ago, one involved an additional 12 criminal prosecutions. The most serious theft problem facing precious metals mines is employee theft. Is is estimated that 95% of the dollar losses from precious metals thefts can be attributed to employees. This does not mean there is no robbery or burglary exposure. There have been successful robberies, burglaries, and extortion cases. Most mining companies, though, provide better protection against external theft than from internal theft. That is one reason employee theft has reached epidemic proportions. Any product can be stolen No product is immune to theft. Precious metals investigations have involved the theft of high grade ore, dore, bullion, concentrates, precipitates, loaded steel wool, loaded carbon, and sump cleanup. Over a period of several years, this author's security agency has documented the theft of more than 22.5 t (25 st) of load carbon. Most mining companies do not protect the number one adsorption tank or the loaded carbon screens, which frequently leads to losses. Precipitates, electrowinning tank sludge, sump material, and concentrates are usually afforded lit¬tle protection because mine management believes it is too difficult to process. There are custom mills throughout the United States that will process any form of precious metals with no questions asked. This has become a particular problem since the certificate of ownership requirement has been eliminated by most states. Due to the large number of gold mines coming on line, many mine managers are being recruited from base metal mines, where primary security problems involve the theft of tools and company property. These managers do not understand the unique security problems associated with precious metals production. Consequently, they usually forego many security needs in the interest of economy. Unfortunately, numerous cases are on file where mining companies have suffered large losses because their physical security and their security procedures were not adequately addressed when the property was in its planning stages. Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

Introduction The need to develop accurate predictive hydraulic fracturing simulators arises from the consideration of vertical containment for the fracture. Fracture height growth from a pay zone into adjacent layers has been shown (see Cleary [I]) to depend on three sets of parameters for the different strata: - elastic properties, - closure stress variations, and, -fracturing fluid leak off, and poro-elastic stresses. Qualitative analysis of the effects of these parameters has been reported in the literature. The first effects were described by Van Eekelen, using simple elasticity considerations [2]. The effect of stress variations was described numerically by Simonson and a1. [3] and experimentally by Thiercelin [4]. Effects of back stresses induced by fluid invasion on fracture propagation were considered by Cleary [5]. In order to couple these effects, a numerical code al- lowing the simulation of three dimensional growth of a hydraulically induced fracture has been developed with the ability of representing the effects of heterogeneities on fracture lateral and vertical extension. The model is based on a new variational formulation of the boundary integral representation of three-dimensional elasticity. The fluid flow and elasticity equations are solved using a moving mesh representation which offers enough flexibility to enable the simulation of any closure stress distribution. Simpler models representing fracture height growth (P3DH models) have been developed [6] [7] that approximate the fracture by a series of one dimensional segments, and the limitation of such approaches is examined in this paper. 1 Description of the model 1.1 Fracture Geometry Hydraulic fracturing simulations involve the coupling of solutions to elastic deformations, fluid flow in the fracture, and fluid leak off into the formation. Since the use of direct solution techniques (i,e,,3D finite elements) is prohibitive, the method used in this study is baaed on a boundary integral representation of the 3D elasticity equations. 1.2 3D Models The classical representation of the problem of a fracture in an infinite medium by boundary integrals is [8]: [ ] where u is the unknown displacement field, r n is the traction operator, I? is the fracture surface, and K is the Kelvin tensor of fundamental solutions to the elasticity operator. BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. If the past is the key to the future, we will have ?tough? times maintaining Industrial Mineral reserves we have and proving new reserves around our plants and in new locations. The tough times will come from resources being more difficult to find, more hoops to go thru to make them Proven or Probable reserves. As always, Industrial Minerals require competitive quality, location, and costs. Since in most cases the market has suppliers, you will have to take away customers from their present supplier. This may take years or not happen even with lower cost higher quality raw materials. To determine the finished cost for a new deposit you need to design, determine capital costs, and operating costs for a new plant . Stripping, mining, hauling, processing, and transportation costs are part of the equation. After satisfying that your costs are in line you will need to do production tests to make sure the process works on the ore. You may want to complete permitting before purchasing the property. If you are new in the business you will have to prove you can deliver the right quality, the right quantity, on time consistently year after year at lower cost to take away a customer. Without being in the market this will be hard. The cut off grades to enter a market may be much lower than sale indicates because a competitor often lowers the price to keep you out of the market. We have many more items to check before the new deposits can be put on reserves. Our old reserves will require drilling to check for new products and prove that they do not contain items that would make them unusable for our product line or cause permitting problems. Archeological checks, wetlands, more water discharge testing, county zoning, and endangered species are among many items that have been added to mine permits. There will be more. A 4-6 page mining permit becomes 30-300 pages and consists of 5-15 permits, any of which might be a fatal stumbling block. It is not guaranteed that we can mine what we have on reserves. We may fight and lose. Oil-Dri?s loss in Reno and LaPort?s in England are examples where permitting failed. The NOx, sulfur, and carbon problems are just starting. Dioxin is in the background requiring monitoring on food products to Europe. What other anions, cations, endangered species, and land types are going to be problems in the future are guesses now. What new products are we going to have to test for and cause out of balance reserves? If there are none we probably won?t be here. We are competing for land use with ?Endangered Species?, wetlands, farming, forestry, cities, roads, and hunting. We?ve mined the best quality, low overburden, easiest to mine and process raw materials. The price of land and taxes are increasing. Old royalties are 2-3 times the present acre value instead of 8-10 times the property value when leased. Land taxes are up. It was and is best that we get the land in Fee Simple Title. This isn?t always possible. However, plants are closing and people have overlooked, made mistakes in drilling or interpretation of deposits. These may be opportunities. China is eating up high quality ?Industrial Minerals ?which have caused prices to rise. We may need to change our cutoffs? in terms of smaller pit sizes and higher overburden ratios. This is money in the bank. Overburden ratios and other items increasing cutoff costs need to be rethought. Suddenly doubling cutoff ratios for overburden and decreasing pit sizes are good alternatives to looking elsewhere where we might not be able to mine for a number of reasons. The higher prices make them competitive, especially when a competitor goes out of business. However, our low overburden ratios and short hauls around our plants are not safe from new roads, condemnation by county or city governments (N. J.), zoning changes (Reno, FL., CA, and environmental regulation changes (Buffers GA, MS). New roads ?Interstates? can take reserves, increase hauling distances and reduce tons per load. Let?s combine the Refractories, fullers earth, and bentonite industries and use the last 40 years as a guide to the future looking for problems and opportunities. Some or most of the following will apply to other minerals. WHERE DO WE LOOK? First, on our own properties, those next to our properties and on properties near our competitor?s plants. Where the profit margin has increased, the distance from the plant and thickness of overburden we can use is increased. The thickness of clay is decreased. For new locations we pick the ideal location and look at deposits and closed or open operations in ever increasing distances away from that location. We need to be aware of: 1. Increased transportation costs a. Access to Roads -Backhauls b. Haul with doubles and triples c. Railroads - Loading on sidings - Ability to get switches - Cars/backhauls versus rates 2. Cost of building a new plant 3. Cost of infrastructure 4. Cost of repair or new equipment when purchasing an operating or shutdown plant. 5. Local, state, and federal mine and environmental permitting. When exploring around an established operation expect that property acquisition, drilling, mining, stripping, and hauling costs will be greater due to them having second, third, or even fourth the pick of the deposits. I found this in New Jersey looking for refractories and around Quincy, Florida looking for attapulgite. You may be able to get some better properties because the operating company has angered some land owners, their drillers missed the clay, or the property wasn?t available when they were actively exploring for reserves. INTRODUCTION Effective mine ventilation is required to maintain a healthy underground environment for humans. Without effective ventilation, the environment can become unhealthy or hazardous as a result of the depletion of oxygen, contamination with toxic gases, or the buildup of an excessive amount of particulate matter (dust). Each contaminant has an upper limit of concentration that should not be exceeded within an 8-hr period. This is known as the threshold limit value (TLV). The TLV represents an acceptable level of exposure that should produce no ill effects. Unfortunately, more than one contaminant may be present at any one time and the effects of the individual contaminants may be additive, i.e., the effects of each contaminant must be considered simultaneously to determine the potential danger to miners. Possibly the greatest threat to mine-air quality is the uncontrolled underground use of the diesel engine. The diesel engine was invented in 1892 by Rudolf Diesel. His intention was to develop a power source that could burn coal dust as a fuel, but he was unsuccessful in that attempt and had to resort to liquid petroleum fuels (Johnson, 1975). In 1898, the diesel engine was intro¬duced into the United States by Adolphus Busch, who anticipated using it as a prime mover in factories and generating plants. At that time, the diesel engine was a very large and very heavy engine, designed for fixed installations. By 1919, lighter engines were being developed, and by 1931, Caterpillar was marketing a diesel-powered, track-type tractor (Henderson, 1975). Since 1931, the diesel engine has evolved into an extremely popular prime mover in medium and heavy-duty applications. Efficiencies now are on the order of 40% and improvements such as turbocharging and aftercooling have produced engines capable of generating power at a ratio of 0.3 kW/kg (1.0 hp per 5.0 lb) of engine weight. Although the diesel engine is relatively efficient as a mobile power plant, it is far from efficient in terms of the energy produced from the energy potential of the fuel. About 60% of the heat value of the fuel leaves the engine as wasted heat, with about 50% of that heat being emitted through the exhaust pipe and the other 50% being emitted through the radiator or cooling fins. Perfect combustion in an engine would produce only water vapor (H_0), carbon dioxide (CO_), and nitro¬gen (N2) as the byproducts. Since the diesel is not a perfect engine, each pound of fuel burned generates 5.6 m° (200 cu ft) of exhaust gas, containing about 0.009 m3 (0.33 cu ft) of carbon monoxide (CO), 0.009 m' (0.33 cu ft) of nitrogen oxides (NO, NO2, and NOD), and 0.57 m3 (20 cu ft) of carbon dioxide. The balance of the exhaust emission consists of free nitrogen and water vapor (Hurn, 1975). Contrary to popular belief, the diesel is not inherently dirty. Under normal operating conditions, a well-maintained engine neither smokes nor smells. However, the same well-maintained engine can and does produce toxic emissions. A diesel engine is not inherently safe and constitutes a distinct hazard to personnel. This chapter is devoted to a description of the various toxic substances that may be generated by a diesel engine. Although some of these substances may also be produced by blasting or natural causes, the focus of this chapter is on the relationship between the internal- combustion compression-ignition engine (the diesel) and the quality of the mine air. CARBON MONOXIDE Combustion Process During the combustion process (burning) of organic fuels, each atom of carbon combines with two atoms of oxygen, provided that a surplus of oxygen atoms is available. Thus, the carbon is oxidized to carbon dioxide. Most open flames, such as trash fires, camp fires, gas ranges, etc., produce carbon dioxide. However, with insufficient oxygen, incomplete combustion results as the carbon atoms each combine with one atom of oxygen to produce toxic carbon monoxide. Burning charcoal briquettes produce carbon monoxide because the combustion takes place inside the briquettes where sufficient oxygen is not available to the combustion process. Internal-combustion engines, whether burning gasoline or diesel fuel, also produce carbon monoxide. The only oxygen available to the combustion process is that trapped within the cylinder. If the amount of fuel delivered to the cylinder is excessive, there is insufficient oxygen for complete combustion and carbon monoxide production results. In a normally aspirated (nonturbocharged) diesel engine, the amount of air "sucked" into a cylinder is the same on every intake stroke, resulting in complete combustion only at low levels of engine loading, when small amounts of fuel are injected. Higher levels of engine loading cause larger amounts of fuel to be injected into the same volume of air in the cylinder. Unless the volume of air is increased, the combustion process becomes progressively less complete as the amount of fuel increases. Turbocharged engines are able to compensate some¬what for increased loading and increased fuel consumption. The turbocharger acts as a compressor for the intake air, forcing a larger volume of air into the cylinders as the engine speed increases. Hence the turbocharged engine burns cleaner than a naturally aspirated engine and produces slightly less carbon monoxide (Marshall and Fleming, 1971). Much of the underground equipment used today is powered by turbocharged indirect-injection diesel engines. Although these engines emit fewer toxic contaminants than naturally aspirated engines, they do not eliminate the problem. Since the turbocharger is driven by the exhaust gases, rapid accelerations can cause temporary overfueling of the engine until the turbocharger attains a speed sufficient to restore the correct air-to-fuel ratio. During this "turbocharger lag," the combustion cylinders contain insufficient oxygen, causing severe smoking and an increased output of carbon monoxide.

INTRODUCTION Sublevel mining is a mass mining method based upon the utilization of gravity flow of the blasted ore and the caved overlying waste rock mass. As with any other mining method, sublevel caving has advantages and dis¬advantages which must be carefully considered and evaluated. The major advantages of sublevel caving are dis¬cussed as follows: Because all of the mining activities are executed in or from relatively small openings, sublevel caving is one of the safest mining methods. Drifts, which are the pri¬mary working places, are distributed in a uniform pat¬tern on all levels. Normally the maximum dimensions of the sublevel drifts are about 5 m wide and 3.7 m high. The transportation drifts can have the same section, or the height may be increased to about 4.5 m when trucks are loaded in the transport drifts. The stability and safety of such drifts in competent rock can be easily controlled by smooth blasting or by a combination of smooth blasting with shotcreting. In less competent rock masses, stability can be achieved by combined reinforc¬ing, for example, by a combination of smooth blasting, shotcreting, and rockbolting. The major mining activities can be broken down into three groups: drifting and reinforcing; ore fragmenta¬tion, i.e., production drilling and blasting; and ore draw¬ing, loading, and transportation, and all are relatively simple. Because of the repetitive nature of the mining system, one can standardize almost completely all min¬ing activities. This means that a high degree of work efficiency can be achieved. Because the components of mining production in sublevel caving can be standardized, a high degree of mechanization is possible. In modern sublevel caving the sections of drifts and tunnels are sufficiently large to allow the introduction of large trackless mining equip¬ment. The advantages of a trackless system can be then broadly utilized not only for direct mining but also for all services, including the transportation of mining per¬sonnel to the working place. The flexibility of mining is very good. Standardiza¬tion and specialization of mining activities and equip¬ment on separate levels (lower level or levels in de¬velopment, upper level or levels in production mining) together with the trackless system yield a high degree of flexibility. This allows a rapid start-up of mining and good flexibility in making production rate changes. The method lends itself to good work concentration, organization, and working conditions. Normally, on the lower levels, various phases of development are under¬way. Upper levels are in various stages of extraction. Therefore the work can be easily organized into a sys¬tem which excludes interference between mining activi¬ties. Safety of mining (in small dimension openings), good work organization, high mechanization using large modern mining equipment, etc., comprise very good working conditions. Naturally such a system enables a high work concentration and rationalization of separate specialized mining activities and therefore mining by sublevel caving can be effective and relatively in¬expensive. The major disadvantages of sublevel caving, on the other hand, are: There is a relatively high dilution of the ore by caved waste. Various types of ore loss can occur. When the ex¬traction limit (that point yielding the maximum accept¬able amount of dilution) is reached, the remaining highly diluted ore represents an ore loss. Some ore is lost in passive zones located on the level of extraction between the active zones of the gravity flow. Part of the ore from these passive zones can be recovered together with ore extraction on the lower sublevel, but some un¬diluted and often not fragmented ore located in passive zones above the plane of the footwall is lost. In gen¬eral, these losses are larger as the inclination of the ore body and the footwall is reduced. A relatively large amount of development is re¬quired. This includes transport drifts, usually located in the footwall waste rock on each sublevel, and sub¬level drifts, which connect the active mining areas to the transport drifts and as a result are partially in ore and partially in the waste rock of the footwall. The waste rock length increases as the inclination of the ore body and footwall decreases. It also includes orepasses, used for transport of the ore or waste from the separate sublevels downward to the main haulage level, and normally driven in waste; and inclined drifts or tunnels, which provide a connection for the trackless equipment between the main haulage level and the separate sublevels and are driven in waste. Finally there is the de¬struction of the surface through subsidence. To maximize the ore recovery, minimize the dilu¬tion, and achieve a high efficiency of mining by sub¬level caving, good data regarding the gravity flow pa¬rameters for the blasted ore and the caved waste are of utmost importance. The exact type and amount of data required depend upon the purpose and needs of the study. For the first feasibility study, it may be sufficient to utilize the data from other sublevel caving operations with similar conditions and circumstances. For any higher level of mine planning it is clear that more exact data, including analytical and experimental analyses up to full-scale in-situ testing, are necessary. Basic gravity flow principles and design guidelines for the application of the sublevel caving mining method are presented in the following sections. Although some¬what simplified, they should provide a basis for mine planning and operation. The gravity flow principles described can be effectively applied to other mining situations, with some modification. Also, steep dipping coal seams can be effectively mined by modified sub¬level caving.

The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes.
