The Nonel Primadet is a non-electric blasting initiation device. The system incorporates the safety advantages of a cap and fuse system with the precision blasting afforded by electrical blasting caps. Each unit is made up of a delay blasting cap factory-crimped to a Nonel® shock tube lead line. The delay elements in the blasting caps are manufactured in both millisecond and long period series. There are 16 periods available in both series - period 0 through period 15. The units are manufactured in 12', 16', and 20' lead lengths. The hollow shock tube is made of surlyn plastic and it is coated on the inside with a reactive material. The powder train has a density of only 1/10 grain per linear foot of tube. A typical blast round is timed precisely the same way it would be with electrical caps. After the round has been timed and loaded, the tube leads are gathered in convenient bunches and tied into a detonating cord trunkline. The Nonel® tube bunches are initiated by the output of an 18 grain per foot detonating cord trunkline. Once initiated, the Nonel® shock tube will reliably propagate at 1800 meters per second. The energy from this shock front initiates the delay elements in each delay cap. The shock tube is inert to electrical energies, including; stray current from AC/DC power sources, as well as, electrostatic discharges. The tube is also inert to initiation by impact. The system has proven to be particularly advantageous in both tunnel and shaft blasting applications. The major advantages in using the Nonel® system in this type of work are: 1) faster and easier tie-in techniques through the use of bunch-blasting. 2) electrical power can be left on during loading and tying-in. a. electrical lights can be turned on at the working face - better lighting facilitates loading and tying-in. b. electrical pumps can continue to function throughout loading and priming procedures (this is particularly advantageous in shaft work with water problems). 3) down-time due to approaching electrical storms is minimized. 4) increased overall efficiency in the blasting cycle: a. it is easier to train a man in the proper use of the system. b. fewer missed holes per round. c. less time required for tie-in. 5) safety-advantage--The system is not susceptible to involuntary initiation from extraneous electrical energies.

INTRODUCTION The Panna Maria Uranium Project is located in South Texas, between San Antonio and Corpus Cristi, approximately 10 kilometers (6 miles) north of Karnes City, Texas. The tailings disposal facilities are located immediately south of the mill area and the central portion of the west pit. The mine and mill drainage pond is located north of the tailings pond. Location of the facilities is shown in Figure 1. The tailings pond is a disposal area for mill process wastes and has a capacity for storage of approximately 9 million metric tons (10 million tons) of tailings. This capacity is adequate for approximately 10 years of milling at a maximum rate of 2,700 metric tons (3,000 tons) per day. The tailings disposal facilities were designed to essentially eliminate discharge of contaminated waters to preclude degradation of surface streams or ground water. Water levels in the ponds will be maintained. through reuse in the mill and by evaporation. WASTE CHARACTERISTICS The sources of waste that is stored in the tailings pond include runoff from the mill area and tailings from the mill processing. The tailings consist of a sand slime slurry; the percentage passing the No. 200 sieve varies depending on the ore material, and it is generally in the range of 10 to 25 percent. The tailings have a density of approximately 1.2 metric tons per cu m (75 lb per cu ft) and an average specific gravity of 2.55. The liquid effluent from the mill consists of waste solutions from the grinding, leaching, extraction, and washing circuits of the mill. These solutions have an initial pH of 1.5 to 2.0 and contain the remnants of the leaching agents used in the mill process, sulfates, some silica as the primary dissolved solid, and trace quantities of soluble metals. This liquid is discharged with the solids into the tailings pond and is diluted by rainfall and runoff from the tailings dam. Runoff from the mill area, drainage from the mine area, and de-oiled water from truck washing facilities is discharged into the mine and mill drainage pond. Runoff from the mill area drains approximately 28 hectares (70 acres) from offices, shops, the mill site, the ore pad, haul roads, and adjacent areas. Mine drainage is collected in the mine area and pumped to the mine and mill drainage pond.

In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. Brought on stream in 1975, the 10,000-tpd copper oxide processing plant of Anamax Mining Co. at Twin Buttes, Ariz., is now at design capacity. Based on acid agitation leaching, solvent ion exchange, and electrowinning, the Anamax plant bridges an ore to metal gap by producing mine site copper cathodes from lime-bearing oxidized feed. Until recently, such material was considered submarginal because copper recovery was uneconomic using conventional methods. The new Twin Buttes oxide plant, the largest of its kind in North America, is one stage in the expansion of Anamax, a joint venture owned equally by The Anaconda Co. and Amax Inc. Other phases include an accelerated stripping program in the pit, an expansion of the sulfide concentrator from 32,000 to 40,000 tpd, and construction of a 57 MW diesel generating station for the oxide plant. Once the basic oxide flowsheet had been selected, Anamax awarded a contract to a joint venture of Arthur G. McKee and Co.' (Western Knapp Engineering Div.) and Davy Powergas' (a member of the Davy International group). The contract covered process design, engi¬neering, procurement, and construction. The property, identified by Banner Mining Co. in the 1950s and developed by Anaconda, was put into production in 1965 as an open pit mine equipped with a 32,000-tpd sulfide flotation concentrator. The Twin Buttes mine has since become one of the largest earth¬moving operations in the world, excavating some 10 tons of waste per ton of ore. At the original sulfide mill feed rate, the mining fleet moved 375,000 tpd of material (225,000 tpd alluvium and 150,000 tpd of rock). The most significant copper mineral in the ore body is chalcopyrite, which is scattered in pockets of weak mineralization. Cap oxidation has progressed to depths of several hundred feet, principally as chryso¬colla. Present estimates place minable reserves at 347 million tons of sulfide ore grading 0.6% copper and 55 million tons of oxide ore grading 0.9% recoverable copper from 1.25% total copper. The nonre¬coverable fraction is composed of native copper and insoluble copper oxides and sulfides. The oxide ore has been partially stripped, and 25 million tons having a copper content greater than 0.6% have been stockpiled. The stripping of oxide ore to expose sulfides will continue for several years. The copper oxide studies launched by Banner Mining in the 1950s were continued by Anaconda. Process routes investigated included: acid leaching; cyanide leaching; segregation roasting; chlorination, oxidation, and reduction; flotation in combination with leaching; cal¬cite flotation plus leaching; copper oxide flotation; and sulfidization flotation. By late 1968 test work favored a low temperature roast followed by an ammonia-ammonium carbonate leach of the ore. During this period, acid leaching had been discounted because of excessive con¬sumption of expensive acid by the high limestone ore matrix. Restric¬tive SO2 emission controls in 1971 suggested an increase in acid production and availability at a lower cost. Research then switched to acid leaching, resulting in development of the present flowsheet. Mechanically agitated leaching in a cascaded series of tanks was selected in preference to vat leaching after piloting a stirred-tank system. Preliminary testing of vat leaching indicated that inter-vat solution clarification problems could be caused by gas evolution from leaching of high limestone ore. Lack of research time for resolution of this problem, plus success of the pilot agitation system, dictated the final flowsheet selection. In 1973 Anamax decided to proceed with agitation acid leaching to produce liquor for a solvent ion exchange (SIX) and electrowinning (EW) installation. At that time, such systems were proving their eco¬nomic viability, and they allowed direct recovery of high quality cath odes while bypassing the smelting and refining of lower grade cement copper precipitates. The Anamax oxide plant processes a grade of about 1% recovera¬ble copper from stockpiled sources and new mine production. Unit operations include size reduction, agitation leaching, countercurrent decantation washing of residue, pH adjustment of solution, clarifica¬tion, solvent ion exchange, and electrowinning of copper, with a mini¬mum of environmental impact. The feed to the primary crushers is composed of: 1) -10-in. stockpiled oxide ore, which has passed through the mine crusher and has been grade-segregated to allow blending for a consistent feed material. 2) -4-ft ROM oxide ore stockpiled in the early mining operation. 3) -10-in. ore currently being mined. Ore is delivered in 100-ton mine trucks to a dump pocket, where an apron feeder transfers the ore to an inclined 6-in. fixed grizzly. The grizzly oversize passes through a 48 x 60-in. primary jaw crusher, where it is reduced to -6 in. The fixed grizzly undersize and the crusher product are conveyed to a 4-in. vibrating grizzly. Oversize from this grizzly reports to a 7-ft Standard cone crusher, where it is reduced to -1 in. The crusher product and the vibrating grizzly undersize are conveyed to two 8 x 20-ft double-deck vibrating screens that operate in closed circuit with two 7-ft short head cone crushers. Screen undersize (-1/2 in.) is delivered to a covered conical fine ore stockpile with a designed live capacity of 15,000 st. Beneath the stockpile are ten Pioche belt feeders feeding two conveyor belts that supply the milling circuits. Each group of five feeders has two variable speed and three fixed speed drives. Grinding to 95% -48 mesh is done in two parallel lines, each consisting of an 111/1 x 18S -ft rod mill and a 12' x 30-ft ball mill in open circuit. Water is added to maintain a pulp density of 72% solids in the mills. Further water additions are made to the ball mill discharge sumps to create a 60% solids slurry for transfer to the leaching reactors. The nominal grinding rate is 440 tph solids. A splitter box on the product from the mills separates the incoming slurry into two streams, one for the leaching reactors and the other for the pH adjustment reactors. This split is determined by the lime content of the feed material and the pH of solution entering the pH adjustment reactors. Five 30-ft diam by 31-ft high mechanically agitated, rubber-lined leach tanks are arranged in cascade, with gravity transfer from one to another by enclosed launders. Concentrated sulfuric acid (93.2%) from storage is added to the pulp principally at the first leach tank, and the reacted slurry leaving the cascade after a 5-hr residence time at 50% solids is pumped to countercurrent decantation (CCD) wash thickeners.' At this point, most of the soluble copper has been leached from the ore. Up to 250 lb of sulfuric acid is consumed per ton of ore, the acid being supplied in tank cars from a nearby smelter. Leached slurry at 50% solids is washed countercurrently with return raffinate from the SIX plant in a series of four Doff-Oliver center caisson, 400-ft diam thickeners. Solids advance from thickeners No. I through No. 4 to the tailings dam. SIX raffinate advances from thickener No. 4 to thickener No. l, where a pregnant solution overflows to pH adjustment. To optimize solvent extraction, the pH of the pregnant solution from CCD thickener No. I is adjusted from 1.5 to 2.5 by adding unreacted ground slurry (split from the grinding circuit) to the preg¬nant overflow of No. I CCD thickener. The resulting slurry is retained for 45 min in three mechanically agitated leach tanks. CO, generated during leach and pH adjustment is ducted to a demister, where entrained acid droplets are removed. The cleaned CO, and the No. 4 CCD underflow are the only effluents from the plant. The underflow of No. 4 thickener mixes with tailings from the sulfide concentrator and is neutralized. Slurry exits the pH adjustment vessels at about 10% solids and

Stone, one of the oldest building materials, today remains a well-established material throughout the construction industry. The use of natural stone is much less prevalent now than in the past. It is still widely considered to be the most aesthetically pleasing, prestigious, and durable building material. New and re-opened quarries are coming onstream to meet increased demand related to new building technology and increased residential use of stone. CLASSIFICATION No classification can completely eliminate overlap between dimension stone, aggregate, and decorative stone because most stone is multi-purpose. Many used for decorative purposes are not produced specifically for that end use. Rock otherwise considered waste in dimension stone or aggregate quarries can be decorative stone coproducts (Fig. 1). Many uses require a compromise between decorative and structural qualities (Bowles, 1992, written commu¬nication). Shipley (1945) used decorative stone interchangeably with or¬namental stone. Gary et al. (1972) defined decorative stone as that used for architectural decoration, such as mantels, columns, and store fronts, but added that it is sometimes set with silver or gold in jewelry as curio stones. Bates and Jackson (1987) also restricted decorative stone to that used for architectural decoration. Meanings of otherwise identical terms used in the stone industry differ be¬tween geologists, engineers, and quarriers. They often carry a much broader meaning for quarriers and engineers compared to their very specific use by geologists (Makens et al., 1972). Decorative stone, including ornamental stone, is more broadly defined by geologists as any stone used primarily for its color, texture, and general appearance. It is not used primarily for its strength or durability, such as construction stone, or in specific sizes, such as dimension stone. The decorative stone industry uses a much wider range of stone types compared to stone that is dimensioned. Decorative stone usually serves some structural pur¬pose, but is not load-bearing to any great extent. Weak or costly stones serve in decorative, not structural, applications. STATISTICS AND END USES Decorative and dimension stone data are difficult to separate because the US Bureau of Mines keeps statistics only on dimension stone and crushed stone. The value of domestic dimension stone production in 1990, which includes some decorative stone, was about $210 million compared to imports of about $524 million and exports of about $35 million. Production was 1 080 t of which at least one-third was for decorative uses (Taylor, 1992). The principal uses are rough blocks in building construction (23%) and monu¬ments (18%); the remainder is used as ashlar (18%), curbing (12%), and miscellaneous (29%). Major rock types are granite (50%), limestone (30%), sandstone (10%), slate (3%), marble (2%), and other (5%) (Harben, 1990). Crushed stone valued at $5.6 billion was produced in the United States in 1990 by 1700 companies operating 3400 active quarries in 48 states (Tepordei, 1991). About 52% is used in con¬struction, 9% in cement and lime manufacturing, 2% in agricul¬ture, 2% in industrial uses, and 35% for unspecified uses including decorative aggregate. Limestone and dolomite comprise about 71%, granite 14%, and traprock 8% of the stone crushed in the United States. The remaining 7% are, in descending quantity, sandstone, quartzite, miscellaneous rock, marble, shell, calcareous marl, volcanic cinder and scoria, and slate. The basic types of decorative stone are: rough stone, aggregate, cut or dressed stone, and manmade stone [(Table 1)]. Rough Stone Rough stone is used as it is found in nature with very limited processing such as minor hand shaping, edge fitting, and size or quality sorting (Perath, 1992, written communication). This stone type is often marketed locally in relatively small tonnages and includes fieldstone and flagstone. The primary end uses of rough stone are landscaping, edging, paving, or large individual stone landscape or interior accents [(Fig. 2)]. Fieldstone: Fieldstone is picked up or pried out of the ground (gleaned) without extensive quarrying and includes garden or large landscaping boulders (Austin et al., 1990, Hansen, 1969). Boulders and cobbles may be split or roughly trimmed for use in rubble walls and veneers, both interior and exterior. Popular fieldstone rock types include sandstone, basalt, limestone, gneiss, schist, quartzite, and granite, but many others are suitable. Much fieldstone is col¬lected by individuals or small companies because the industry is labor intensive and markets are small. The stone may be sold locally in small quantities from the back of vehicles (Austin et al., 1990). Fieldstone includes many rock types, sizes, and shapes with the only common denominator that it must be set by hand and be durable (Power, 1992, written communication). Moss Rock. Moss rock is fieldstone partially covered by algae, mosses, lichens, and fungi that give the rock an aged and variegated patina (Austin et al., 1990). The plants are supported by moisture and nutrients in the stone. Moss rock is used for landscaping, walls, and fireplaces. Although almost any durable rock can be a moss rock, most are slabby or rounded sandstone and limestone (Fig. 3). Flagstone: Flagstone or flagging consist of thin irregular slabs used for paving, walkways, and wall veneers. Random-shaped flagging is produced widely in the United States. Suitable stone

Fluxes are used to promote pyrometallurgical processes that rely on adhesion (soldering or brazing) or fusion (gas and arc welding) to join metallic surfaces. In the adhesive processes, the metal surfaces to be joined are not melted; the join is formed using a filler metal with lower melting point than the base metal. Fusion welding involves use of heat in excess of the melting point of the base metal. The fused joint may be achieved either by simply fusing together metal surfaces brought in contact with each other or by introducing additional molten metal of similar composition to form a fused joint. ADHESIVE PROCESSES--SOLDERING AND BRAZING In order for molten filler metal, solder or braze, to spread in a manner that creates a successful join; the work surfaces on the base metal must be thoroughly cleansed. Fluxes remove stubborn oxide films and other surface contaminants, promote wetting of the work surfaces, add fluidity to the solder or braze, and enhance workability and ease of spreading. Brazing processes involve higher temperatures than those reached in soldering. Brazing fluxes, which must remain active and effective at the higher temperatures, differ from those employed in soldering. Some common fluxes used in adhesive processes are rosin for soldering tin and electrical connections, hydrochloric acid for use in soldering galvanized iron and other zinc surfaces, and borax for brazing. Soldering and brazing are similar processes, the primary difference being the temperature at which the joining operation is carried out. Soldered joints, produced with low-melting-point fillers (solders) that melt and flow at temperature less that 450°C (Althouse et al., 1988) can sustain loads of 1 to 1.7 MPa for extended periods of time (Anon., 1966). Brazing involves the use of filler materials with melting points commonly above 500°C and generally provides stronger joints than those obtained with solder. Both processes require local application of heat to melt and spread the filler so that the molten filler can wet (adhere to) the base metals by alloying and diffusion. Soldering Soldering is a means of joining metals by adhesion using a metallic bonding alloy as the filler, commonly a mixture of lead and tin. However, the adhesion of solder depends more on its ability to be keyed into minute surface irregularities than on alloying. The most familiar application is to provide and secure electrical connections. Soft solders can range from 1 to 70% tin with the remainder mostly lead. However, for general-purpose, soft-solder work, the alloy is commonly 50% lead-50% tin. Higher lead contents provide a wider range in the melting temperature and, for this reason, a 60% lead-40% tin alloy, which yields a mushy mixture, is used for wiped joints in lead sheet and pipe work. Conversely, 40% lead-60% tin alloys are used in soldering tin and other low- melting-point materials for which a narrower range of melting temperature is required. There are numerous other solder compositions such as tin-silver, 95% tin-5% silver and antimony-tin, 95% tin and 5% antimony (Carlin, Jr., 1992). Heat needed to melt and spread the solders is commonly provided by electrically heated, copper-tipped soldering irons or by means of torches; the solder is applied by hand, usually face-fed by means of wire. For wiped joints in plumbing and lead-cable splicing, the solder is manipulated with cloth pads. The molten solder wets the joint surfaces and is drawn, by surface tension, into minute fissures and capillary openings. Other applications involve use of induction heaters and furnaces with pre-shaped solder appropriately placed prior to fluxing and heating. In some processes, the joints are immersed in molten solder. Constituents and Role of Soldering Fluxes: Soldering fluxes generally fall into one of three categories: highly corrosive fluxes, intermediate fluxes, and noncorrosive fluxes. These same categories are sometimes designated inorganic, organic and rosin-based respectively (Althouse et al., 1988). Common constituents of each group are discussed briefly below. Corrosive Fluxes (Inorganic). Work with aluminum, magnesium, stainless steel, high alloy steel, aluminum bronzes, and silicon bronzes is carried out at temperatures in the upper portion of the range for solder operations. Soldering these materials requires use of highly active, corrosive fluxes to remove and prevent the formation of the especially stubborn, hard, oxide films that form on these materials upon exposure to the atmosphere. The corrosive fluxes consist of inorganic acids and salts that are applied either as pastes or dry. They are active at elevated temperatures and, since they remain active after the soldering is completed, must be completely removed. The main constituent of most corrosive fluxes is zinc chloride with a melting temperature well above the solidus temperature of most commercial tin-lead solders. It is made by the action of hydrochloric acid on zinc. When zinc chloride is used alone, un- melted particles of this corrosive salt get caught up in the joint and weaken it. For this reason, other inorganic salts such as ammonium chloride (NH4Cl) or sodium chloride (NaCl) may be added to lower the melting temperature. A mixture of zinc chloride and ammonium chloride is very effective because the excellent oxide reducing properties of ammonium chloride and the protective action of the molten zinc chloride combine to produce a fluxing action superior to that achieved when either is used alone. I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. INTRODUCTION The British mining industry comprises 228 nationalised coal mines producing some 113 million tonnes of deep mined coal and employing 242,600 persons of whom 185,200 work below ground. There are in addition 174 small privately-owned coal mines employing 1500 persons underground and producing 1.5 million tones of coal. In the non-coal sector there are 108 privately-owned mines producing some 20 different minerals, including tin, wolfram, fluorspar, potash, rock salt, china clay, ball clay and fireclay. There are currently 4,100 persons employed in these mines of whom 2,346 are employed below ground. One mine producing potash employs 870 persons of whom 465 are underground workers. Since 1975 all matters relating to the health and safety of persons at work and of the general public who are exposed to industrial hazards have come within the purview of the Health and Safety Executive (HSE). The Mines and Quarries Inspectorate (MQI) is a constituent part of that organisation and enforces legislation applicable to all mines and quarries. The National Radiological Protection Board (NRPB) is a statutory and independent body that was established in 1970 to advance knowledge and provide information and advice about radiological protection. The NRPB has an agency agreement with HSE to provide advice and services relating to radiological protection, including protection against exposure to radon decay products in mines. There are as yet no statutory requirements controlling exposure to this source of radiation in Britain. Investigations for the presence of radon in British coal mines were begun in the mid 195Os. The concentrations found were of low order, typically around 2 pCi/l (Duggan et al., 1968). This was not surprising since big coal mines are well ventilated to control methane and airborne dust and it is now generally accepted that radon and its decay products do not constitute a health hazard in British coal mines. At one or two small mines where igneous intrusions were in close proximity to the coal workings, slightly higher readings were recorded. The MQI then commissioned NRPB to make investigations at metalliferous mines and in these much higher readings were detected. It was later agreed that the NRPB should undertake a survey of all non-coal mines in Britain to establish the extent of the problem. This survey was conducted mainly in 1973, (Strong et al.,1975) and follow-up surveys at various mines have since been conducted by the MQI. These investigations revealed that radon readings could be high in mines producing tin, haematite and fluorspar. Some small mines working other minerals in the same localities also showed high readings. More recently owners have been making environmental measurements at mines where there was some cause for concern. LEGISLATION AND RADIATION STANDARDS As a result of the survey work for MQI the Board in 1975 recommended an occupational limit of 4 WLM in a year from radon decay products together with a programme of radiological supervision (Strong et al., 1975). The MQI accepted the recommendation and advised employers and employees that the 4 WLM limit should be adopted. The limit corresponds to a concentration of 0.3 WL, equivalent to 30 pCi/l of radon-222 in equilibrium with the decay products, and was in accordance with an earlier recommendation by the International Commission on Radiological Protection (ICRP, 1959). ICRP recommendations are usually endorsed in Britain. It was recognised that some years would probably be required to achieve general compliance, and this is proving to be the case. Some confusion has been caused in Britain by the conflict between successive Euratom Directives on this and other standards of safety. As relative newcomers to the Community, we were not affected by earlier Directives, but the situation is different now. In 1959, the Commission of the European Communities provisionally recommended a maximum permissible concentration for radon-222 and daughters of 3 x 10-7 µCi/cm3, which corresponds to 300 pCi/l (CEC, 1959). The number was affirmed in 1962 (CEC, 1962) and reaffirmed in 1966 (CEC, 1966) but without any specification of the state of equilibrium. In 1976, the CEC again recommended 300 pCi/l, but on this occasion, the daughters were assumed to be present in the same quantities as in unfiltered air (CEC, 1976): this implies 40 WLM a year in poorly-ventilated mines. The formula is repeated in the latest version of the Directive (CEC, 1980), but the value is now said to be an interim one because it might not ensure compliance with the appropriate dose limit. ICRP (1955) recommended 300 pCi/l in equilibrium with the decay products in 1955 and reduced this value to 30 pCi/l for unfiltered air in 1959 (ICRP, 1959), endorsed it for equilibrium conditions in 1976 (ICRP, 1976), and held to it until 1980: these values imply respectively 40 and 4 WLM a year. The recent recommendation of the ICRP (1980) that the annual limit of intake for the decay products should be 0.02 J in a year corresponds to 5 WLM, but there is a rider that reduction should be made for exposure to gamma rays and long-lived airborne radioactivity. An allowance of 20% is suggested for uranium mines, implying 4 WLM a year for the decay products. The

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. Byproduct ore recovered from copper- and titanium-mining operations accounted for less than 1% of total iron ore production. Fifteen mines operated by nine companies accounted for 94% of total

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. The latest estimates compiled by the Society of Exploration Geophysicists again indicate a moderate increase in mining geophysical activity in 1980 over the 1979 level. While North American activity remained at above the 1979 level, a considerable increase in mining geophysics was reported in South America, Australia, and the Far East. The total worldwide expenditures for mining geophysics were reported to be $53.7 million in 1980, compared to $44.4 million in 1979, and $31.6 million in 1978. During 1980, approximately 2% of all dollars spent on geophysics were attributed to mining geophysical activities; this percentage has remained relatively constant in recent years. Airborne surveys accounted for 51% of the total worldwide mining geophysical expenditure, 43% was spent for land surveys, and 6% for borehole surveys. Within the US, the breakdown of expenditures for land surveys was 60% for elec¬trical methods, 23% for gravity and magnetic methods, and 17% for seismic techniques. Electrical techniques remain the primary exploration tool for US mining geophysicists. Electrical Methods With inductive or electromagnetic (EM) techniques, significant developments were achieved in both frequency-domain and time-domain systems. Work continued on increasing the signal level on most time-domain (TEM) methods, to increase the exploration depth. The Crone group increased the power of its Pulse ElectroMagnetic system (PEM) to a 20-amp transmitter-loop capability. The GEOEX group is modifying the SIROTEM II system to obtain larger transmitter amperage from a portable motor generator. Geonics developed a new digital recording system (data logger) for its EM-37 system. This development should increase the productivity of EM-37 crews. A new ground, frequency-domain EM system was developed by the Scintrex group. This novel Genie system does not require a wire link between the receiver and transmitter. Because an amplitude-ratio is measured, the Genie data are reported to be relatively insensitive to coil orientation and distance errors. This new technique does not need extensive line-cutting or accurate station-chaining and would appear to be a good reconnaissance instrument. Scintrex also began marketing the new IPR-11 induced polarization spectral receiver. This receiver is microprocessor controlled, and can output to a cassette tape and record 10 windows of secondary voltage decay simultaneously from up to six receiver dipoles. The Phoenix group's new 100 kW induced polarization/resistivity (IP/R) transmitter began tests using their IPV-3 multifrequency, multichannel receiver. While this unit was primarily developed for "oilfield" IP exploration research, it has obvious application to "deep" mineral exploration. The Phoenix group also developed a new remote-reference, real-time magneto-telluric (MT) device in 1981. This five-component MT sys¬tem has a frequency range from 0.0005-384 Hz. Helicopter-borne electromagnetic (HEM) developments also continued in 1981. The mining in¬dustry increased its use of the new Geonics EM-33-3 multifrequency, multicoil instrument. In 1981, the Dighem group developed software for estimating magnetite as a mapping parameter from its HEM system. Dighem's work is said to complement airborne magnetic intensity surveys, since the HEM estimate is independent of remanent magnetism and magnetic latitude effects. Gravity and Magnetic Methods Probably one of the most innovative techniques in geophysics in 1981 was the use of airborne gravity surveys for both mining and petroleum exploration. The Carson group is using a modified, shipborne LaCoste-Romberg platform in helicopters. Data accuracies to 0.5 milligal have been achieved by flying gridded surveys. Although this airborne method is expensive-up to $186/ km ($300/line-mile)-the geophysical community has been excited by initial results. On the ground, the portable proton-precession magnetometers are becoming sophisticated. Both GeoMetrics and EDA recently introduced field magnetometers having data storage and processing capabilities. This development should greatly increase the productivity of ground-magnetic surveys. Seismic Methods Development of high-resolution seismic techniques continued in 1981. These techniques have primarily been directed toward coal studies for fault detection. OYO Instruments introduced their McSEIS-1500 seismic data acquisition system in 1981. This device contains a 24-channel recording capability, with digital output to 256-kbyte floppy disks. The high-speed data transfer using the disk media is considered a desirable feature. Borehole Methods The general decrease in uranium exploration, where borehole logging is extensively used, probbly led to the overall decline of geophysical logging activity in the minerals industry. However, a number of new sondes and logging systems were introduced in 1981: • Mount Sopris recently introduced their Series III logging system. This microprocessor-controlled unit records up to four channels of data on nine-track or cassette magnetic tape. The logging package is relatively light-weight, so helicopter transport to mountainous or roadless exploration sites is possible. (Both the Edcon and Woodware-Clyde consulting groups offer "slinging" capabilities for their Mount Sopris units.) Mount Sopris is continuing work on their 500-mm-diam (2¬in-diam) spectral gamma-ray sonde. This tool is expected to be available soon. • Owl Technical "slim-downed" its successful digital deviation probe to 380-mm (1.5-in) outside diameter. This new sonde will also measure inclinations up to 80° from the vertical, as compared with its older instrument that could measure inclinations to 30°. • A magnetic susceptibility sonde was introduced in the US by the OYO Instruments group. This Kappalog sonde contains two aircored coils for measurements slightly affected by thermal changes within the borehole. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2013: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals & Mining (SNL) of Halifax, NS, Canada (formerly Metals Economics Group (MEG); 2) regional and site-specific exploration activities that took place in 2013 as compiled by the USGS; and 3) regional events that affected exploration activities, including economic, social and political conditions, that were derived from published sources and unpublished discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop commodity and regional compilations, reported statistics may vary depending on the source and type of data that are being reported. The SNL data summarize planned company budgets for worldwide exploration activities in 2013 for 20 nonfuel mineral commodities based on surveys returned by companies primarily focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (coal, iron ore, phosphate and potash), and specialty commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included in the MEG overview for the first time in 2007. MEG included data on the commodities lithium, niobium, phosphate, potash, rare-earth elements and tantalum for the first time in 2010 because of the increased topical significance of these commodities. Since 1999, companies with exploration budgets of $100,000 and greater were included in the MEG and SNL compilations. SNL budget estimates exclude aluminum, coal, and oil and gas. Budget estimates for iron ore have been compiled since 2011 but reported separately. The post-1999 budget surveys by MEG and SNL cover at least 90 percent of world?s reported nonferrous, nonfuel mineral exploration budgets; the 2013 survey is reported by SNL to cover an estimated 95 percent of these budgets. The 5 percent that is not covered is accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities.

"This work presents a method for the precipitation of cobalt sulfate by alcohols, specifically ethanol and methanol. The effect of the initial concentration of cobalt, the volumetric ratio of alcohol to cobalt sulfate solution, the addition of sulfuric acid and ammonia, and the effects of common ions on the precipitation percentage were investigated. The performances of ethanol and methanol were compared in terms of the precipitation percentage of cobalt sulfate, and explanations for different performances are offered. In the sulfate-based solution, the alcohol was shown to displace water ligands from the first coordination sphere of the cobalt(II) cations, which led to the precipitation of the cobalt ions as cobalt sulfate heptahydrate. SEM analysis revealed that the particle sizes of the powders produced by this method are smaller than those of commercially available cobalt sulfate. The scientific literature contains no data on the solubility of cobalt sulfate in ethanol. In this study, the solubility product constant (Ksp) for cobalt sulfate was experimentally calculated to be approximately 1.15 x 10-5.IntroductionCobalt sulfate, which is one of the most important compounds of cobalt, is used in the electroplating and electrochemical industries. The addition of cobalt sulfate to nickel-plating baths makes the treated metals brighter, harder, smoother and more ductile (Armstrong et al., 1988). It is also used as a desiccant for lithographic inks, varnishes, paints and linoleum, as well as in storage batteries, e.g., nickel-cadmium (Ni-Cd) and lithium-ion (Li-ion) rechargeable batteries (Kang et al., 2010). Cobalt sulfate is employed as a coloring agent in ceramics, enamels and glazes to prevent discoloration and as a copigment for the decoration of porcelain. In addition, cobalt sulfate has been used in animal feeds as a mineral supplement (Budavari et al., 1996; Kirk and Othmer, 1999).In the past, brewers used cobalt sulfate to prolong the life of beer foam (Kesteloot et al., 1968). Ranchers have dosed livestock with cobalt sulfate or used fertilizer enriched with this mineral to ensure that their animals obtained sufficient amounts of the trace mineral, which is essential to the production of vitamin B12. Cobalt sulfate has also been used in veterinary medication to prevent and treat cobalt deficiency in ruminants, which causes a reduction in feed intake and body weight, accompanied by emaciation, anemia and debility.Cobalt sulfate is a water-soluble bivalent cobalt salt. Cobalt sulfate heptahydrate dehydrates entirely at 420° C, and the dehydrated salt forms red monoclinic crystals."

"Coal and coal byproducts produced annually contain enough rare earth elements (REEs) to meet current U.S. demand. The REEs exist in the form of minerals, ion-exchanged elements associated with clays and chemically bonded elements within the organic coal matrix. Researchers at three universities have collaborated to evaluate the effectiveness of existing physical and chemical concentration processes for the recovery of the REEs. The efforts have found that physical separation processes can increase the total REE content in the thickener underflow material collected from a Central Appalachian coal cleaning facility from around 300 ppm to values greater than 17,500 ppm on an ash basis. On the other hand, leaching was effective in recovering REEs from coarse middlings materials collected from multiple coal basins as indicated by recovery values exceeding 80%. Based on material characterization data and process evaluations conducted for several potential feed coal sources, economic recovery of the REEs will require byproduct production of both clean coal and REE concentrate using a process flowsheet that is unique for each source. INTRODUCTION Recent studies initiated by NETL showed that U.S. coals contain significant amounts of rare earth elements (REEs), suggesting that rare earth minerals (REMs) and/or REEs can be produced as byproducts [1]. According to the report, the richest source of REEs is the Central Appalachian coal. At present, there are 208 coal preparation plants located in the region (WV, KY, PA, VA, AL, TN) with a capacity of 166,495 tons/hr or more than 1 billion tons annually [2]. If only a portion of these plants are retrofitted with advanced separation processes, the U.S. coal industry can become a significant producer of RE minerals as byproducts. An inherent advantage of becoming a byproduct producer of REEs is that no mining cost needs to be part of the product cost. Other researchers have also shown that coal can be a significant source of REEs. The average sum of the rare earth plus yttrium (REY) concentration of the world coal is approximately 68.5 ppm, which is lower than the corresponding upper crustal concentration (UCC) (168.4 ppm). However, the average REY content of the mineral matter in the world (404 ppm) and U.S. coals (517 ppm) are 3 times higher than the average UCC. Some of the mineral matter in Russian and Chinese coals have REY concentrations in the range of 0.68 to 2.03% and contain a better source of higher value REYs than many primary rare earth deposits [3]."

TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

"The dissolution behavior of lateritic nickel ore containing 1.2% Ni, 40.6% Fe, 9.5% SiO2 and 9.59% MgO by sulfuric acid was investigated. The ore was characterized adequately by different techniques such as chemical analysis, scanning electron microscope (SEM), X-ray diffraction (XRD), field emission scanning electron microscope (FESEM), thermal analysis and Fourier transform infrared (FTIR) spectroscopic measurements. The characterization results did not reveal any distinct mineral phase for nickel; it was associated with mineral phases like goethite, hematite, chromite and serpentine in various proportions. The beneficiation studies by hydrocyclone, magnetic separation and flotation did not enrich the nickel value. Reduction roasting followed by magnetic separation indicated only 2%Ni with 28.9% yield. Consequently, the recovery of nickel values from the lateritic ore by acid leaching under different conditions was studied. The kinetics of leaching obey the first order rate equations. The recovery of nickel was found to be influenced by temperature. It was observed that at an acid concentration of 2M, leaching temperature 363 K, time 240 min and solid-to-liquid ratio of 1:10, it is possible to leach out more than 95% Ni.IntroductionThe demand for nickel is ever increasing. Nickel is used to impart specific properties to steel, titanium and aluminium, and also is used in petrochemicals, catalysts, batteries, etc. It has been estimated that nickel oxide ores account for about 70% of the world nickel reserves. However, most nickel is sourced from sulfide ores. Nickel is extracted from sulfide ore by size reduction, followed by flotation to obtain a nickel-rich concentrate. The concentrate is then pyrometallurgically processed by smelting to produce a nickel-rich matte after discarding an iron-rich slag. Due to the increasing demand for nickel in stainless steel and other alloys, nickel is also extracted from many secondary sources. The recovery of nickel from oxide ores is now gaining momentum, and more exploitation of this ore is being attempted by advanced as well as environmentally feasible, cost-effective techniques. Dalvi et al. (2004) has reported that, due to the increase in demand, the world nickel production from laterites is expected to increase every year from the current level of production. In recent years, investigations of the use of low-grade ores, spent catalysts, clays, etc., have intensified to meet the market demand and also due to a shortage of high-grade nickel bearing ores (Al-Mansi and Abdel, 2002; Baba et al., 2009; Ismail et al., 2011)."

The Groveland Mine. Concentrator and Pellet Plant are located in Dickinson County in the Upper Peninsula of Michigan. The construction of the Groveland Mine in 1959 was the first United States operation for the Hanna Mining Company in mining and beneficiating low grade iron formations. (1) The plant produced concentrates at 675,000 lt/yr. (746,600 mt/yr.) which was used as sinter feed in the steel industry from 1959 to 1963. Upon completion of a pelletizing plant in April, 1963 production increased to 1.6 million lt/yr (1.77 million mt/yr) of pellets. After the plant expansion, mill capacity increased to 2.2 million 1t/yr (2.43 million mt/yr.), producing 2.0 million It/yr (2.23. million mt/yr.) of pellets assaying 63.0% iron and 7.0% silica. (1) Prior to April, 1971 the concentrator operated with a flowsheet consisting of spirals and a petroleum sultonate iron notation circuit. This was presented in a paper by R. R. Smith and E. E. Sougstad, "Flotation at the Groveland Mine" in the 50th Anniversary Volume entitled "Froth Flotation". The ore body at the Groveland Mine consists basically of two types of iron formation (34% total iron, 20% magnetic iron head), the most abundant of which is a bedded magnetite-chert-silicate rock. This is intermingled to varying degrees with non-bedded to poorly bedded hematite-clastic quartz-chert rock. (1) In developing the Groveland flowsheet, Humphrey spirals were used because of their ability to produce a coarse size concentrate at a low cost. Tests run in the lab and pilot plant on the Groveland ore showed a. spiral weight recovery in the 27 to 33% range. (2) However as the ore body was opened up, it became evident that the most abundant ore type did not liberate at the coarse size fraction needed for spirals. Plant recoveries for the first five years operating the spirals only averaged from 10 to 15% weight recovery. In 1971 the weight recovery on the spirals had dropped to a low of 5%. To increase iron recovery and at the same time increase plant capacity with the least effect on the present operations the mill flaw-sheet proceeded from a spiral-notation circuit to an all flotation circuit to a magnetic separator-flotation circuit. During this changeover the concentrate grade also had to be improved to meet market demands. To do this the following changes evolved

Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35°C (95°F) [1]. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by >5.6°C (10°F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35°C (95°F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy. INTRODUCTION The apparent temperature inside an occupied RA could be significantly affected by the surrounding environment’s thermal conditions, such as mine air temperature and mine strata temperature. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and air velocity. It is used to assess the perception of indoor temperatures. Depending on factors such as geographic location and season, mine air temperature, relative humidity, and mine strata, temperatures can vary significantly [2]. RAs located in cold mines may pass the 96-hour 35°C (95°F) AT limit test that poses a challenge for RAs located in hot mines. One solution in these cases is that the occupancy of the RA could be derated (i.e., the RA occupancy could be reduced) to ensure the AT limit is not reached. However, this would require mines to purchase additional RAs to accommodate all personnel in the mine. For mines with high temperatures (above 26.7°C or 80°F), the occupancy might have to be reduced so much that the necessary number of additional RAs would be impractical. In these cases, RA cooling systems could provide a solution.

"As mine operators continuously look for ways to improve functionality and increase capacity of their facilities, existing process equipment is often pushed to and past its designed limitations. As a result, equipment manufacturers are asked for economical solutions to meet redefined processing needs. Newmont USA (Newmont) in Nevada was faced with such a need in their Carbon-in-Leach (CIL) train. In a collaborative effort between Newmont and Derrick Corporation, tests were conceived to assess the viability of drop in replacement screen using a three dimensional screen panel. The urethane pyramid screen panel was designed to increase flux while maintaining the existing equipment footprint. The test is the end result of an ongoing research and development project that Derrick undertook in an effort to refine and upgrade their urethane screening media. The application of this new screening media is presented for this CIL application along with future plans to implement the technology in trash, safety, carbon dewatering, carbon sizing, and other scalping applications.INTRODUCTION In Spring of 2014, Process Machinery Associates (PMA), Derrick Corporation’s (Derrick) local area representative, met with Newmont USA (Newmont) to discuss the operation of the in tank screens in the carbon in leach (CIL) train at Twin Creeks, near Golconda, Nevada. The process was originally designed for 13,000 +tons per day (tpd) but has been steadily rising since the plant was commissioned and now Newmont requires 16,000 tpd to be processed. The original screens were running at their maximum capacity and Newmont required additional screening capacity to continue the upward trend in production. Physical separation by use of screening is one of mineral processing oldest methods. Screening media can be prone to blinding and pegging and the necessary support structures required for finer apertures result in smaller open areas. Therefore, more screening area generally requires larger panels and therefore larger machines, screening media that doesn’t blind, or a combination of both. In an effort to avoid larger machines, Derrick Corporation had been working on a revolutionary three dimensional panel which would add non blinding screen area in the same footprint of an existing machine. Alpha testing of the new screen panels began at Newmont Mill 2/5 (Carlin, Nevada) in July of 2013 and was still occurring when PMA approached Twin Creeks about beta testing a refined machine and pyramid panel. After presenting the initial results, Twin Creeks determined that an upgraded machine and pyramid panels would be a possible solution to meet production needs. The testing of a machine eliminated the risk of capital costs to Newmont and provided Derrick the opportunity to obtain additional data."
