This paper reviews difficult ground conditions encountered along the alignment of large-diameter sewage tunnels for the City of Los Angeles. It offers a detailed one-of-a-kind solution to a unique problem for shallow urban underground tunnels in a seismic zone, using state-of-the-art materials, technology, and equipment. The following topics are discussed in detail: • Geotechnical Design consideration for tunnel traversing through an active fault zone. • Seismologist evaluation of possible fault-offset problems where a fault zone crosses the alignment, in the event of an earthquake of moment-magnitude 6.5. • Probability analysis regarding "recurrence interval." • Structural design of tunnel subjected to displacement, subjected to axial elongation or shortening, and capable of rotational freedom. • Special joint details.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. "The Netherlands has major resources of sand, gravel and clay, exploited mainly for construction works and the building materials industry. As in most western countries, mineral extraction meets with considerable societal resistance. To this end, Dutch minerals policy aims to prevent extraction by promoting economical use of materials, and the use of alternative (secondary or renewable) materials. Up till recently, it also included a system of production planning to sustain supplies of regionally scarce materials. Dutch policy development is reviewed and discussed in terms of pitfalls and possibilities for mineral planning in general. Promoting secondary substitution has been quite successful, and presents an example. In contrast, the production planning system has been controversial from the start and ineffective as a result, mainly because it attempted to solve supply problems without properly addressing the underlying resistance. Computer models of metallurgical circuits are extensively utilised in design, and prediction of overall plant separation performance. As always, in the final optimised flowsheet design there is a compromise between the recovery of values and grade of the circuit output. This paper mathematically examines various circuit options for the generation of a heavy mineral concentrate from a generic mineral sands wet concentrator plant. Based on data derived from testwork, any particular mineral sand has a unique release curve describing the separation performance of the heavy mineral suite. Models are constructed that combine particular stage output streams as feed to other stages in various configurations. The ramifications of each option are discussed and reasons why one particular option is selected over the others examined.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.

The use of statistical design to optimize deinking process design has been studied for the flotation deinking of newspapers. The interactions of two variables are often important in determining flotation deinking efficiency. The interactions can be synergistic or antagonistic. These interactions would not be discovered using the traditional method of varying one parameter and holding the other variables constant. An experiment design in which two or more process parameters are varied simultaneously is required to identify these interactions. A considerable number of conclusions could be drawn about the relative importance of process variables on ink particle size distribution, ink removal efficiency, and flotation yield loss in a flotation deinking process. However, these findings could be influenced by the deinking surfactant and the ink chemistry.

Traditionally, chromite ores are regarded exclusively as a monomineral raw material for extraction of chromium. The results of the investigations indicate a wide range of PGM in the Ray-Iz chromites, amounting to 1-3 ppm PGM. The study of products of primary gravity concentration from heavily and lightly disseminated ores (Tsentralnoe deposit, Ray-Iz block), showed that the platinum-group minerals are concentrated in the tails and slimes of the processed products, containing 10-30 ppm total PGM. Preliminary data make it possible to conclude that an in-depth study of the platinum mineralogy of the Ray-Iz block chromite ores is necessary to develop a process that will produce both chromium and the PGM.

By 1980, the U.S. mining community had reached a broad consensus regarding coal pillar design. The pillar load could be estimated from tributary area theory, and the pillar strength from empirical formulas and laboratory coal strength testing. Then the growth of longwall mining required new thinking. Recently, powerful design methods have emerged from analysis of large data bases of real-world pillar successes and failures. These include the Analysis of Retreat Mining Pillar Stability (ARMPS), the Analysis of Longwall Pillar Stability (ALPS), the Mark-Bieniawski rectangular pillar strength formula, and guidelines for preventing massive pillar collapses. Sophisticated numerical models have also helped transform the pillar design landscape. In the process, our understanding of pillar mechanics has been greatly enriched.

Wound rotor motors are used in difficult mining applications where there is a need to start high inertia, hard starting loads while limiting inrush current They are recognized as robust and simple to control. This paper will cover the performance, specification, and important issues to be considered when applying medium voltage wound rotor motors in mining applications. Medium voltage grinding, crusher, and conveyor applications will be discussed. Specifically covered are motor efficiency, speed range, and rotor control. Crane motors often have wound rotor construction, but their load cycle and ratings are outside the scope of this paper.

Introduction In the design and operation of gravity concentration circuits, the application of process models for spiral concentrators offers significant benefits. A substantial amount of work has been produced over the last 30 years in the field of modeling the metallurgical performance of spiral concentrators. It is not the aim of this contribution to add to the refinement of modeling technique but to share some of the experiences and potential improvements which can be achieved in a relatively simple way. The design of spiral circuits usually requires extensive testing. This is often conducted in batch operation only, either due to lack of suitable continuous testing facilities, the unavailability of sufficient quantities of sample, or other constraints. Typical problems arising during circuit development from batch testwork are the extrapolation of results to different feed conditions, and resolving of internal recycles. Model selection and development The classic approaches in spiral modeling technique range from fundamental fluid dynamics, based on the Navier-Stokes equations in combination with expressions for local slurry properties, to fully empirical and statistical models. With the initial objective of developing an in-house tool for gravity circuit optimization and development, mathematical model types from each category, available either commercially or in the published literature, were evaluated. Model selection For the desired purpose, an approach proposed by Holland-Batt (1990) was found suitable, which was adopted and modified. Holland-Batt reported that the shape of release curves in spiral applications could be described by a combination of a linear function in the initial recovery zone, and a power law function outside this zone. As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

A kinetic model for leaching of various metals with different lixiviants in a batch system has been developed. Material balances for reactants and products at the solid/liquid interface were formulated and solutions to these balances were obtained in view of practical conditions. Special emphasis has been given to examine mixed controlled reaction systems where both heterogenous reaction and mass transfer play important role on the overall rate expression. The resulting kinetic expressions for either powder or rotating disc are discussed in light of experimental findings for various metals. Examples of the metal dissolution systems considered in this study include cobalt, nickel, copper and gold in acid, cyanide or ammoniacal solutions.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

Thousands of miners, construction workers, and truck drivers are exposed to diesel exhaust particles. Diesel Particulate Matter (DPM) is a probable human carcinogen and stringent occupational and environmental standards have been established or are planned worldwide. Modifications in fuels and diesel engine designs have reduced emissions, but may not be enough to comply with the tightest standards. Post-combustion aftertreatment devices are likely necessary for many engine operators. However, even the most common and well studied aftertreatment devices fail from time to time. The objective of this study was to design, construct, and test an electrostatic aftertreatment device to treat DPM. An electrostatic precipitator (ESP) was designed and constructed to capture DPM from diesel exhaust, and different configurations were tested to optimize its performance. DPM was produced by a 6 kW diesel-powered electric generator and directed to the ESP through a short section of galvanized steel pipe after the muffler. Number and mass removal efficiencies were measured with a condensation particle counter (CPC) and by sampling through a stainless steel cassette and collecting the DPM on Teflon filters. Particle size distributions were measured with and without control using a 6-stage cascade impactor. The experiments were performed with the engine running at idle and also at medium load. The results show that our first generation ESP provides 60 percent mass removal efficiency, and up to 80 percent number removal efficiency. Power consumption was generally low, about 20 to 30 watts, to achieve these levels of performance.

The title of “the world’s biggest volume-produced hydraulic breaker,” that was held for more than a decade by the Atlas HB 7,000, changed hands with the launch of Atlas Copco’s HB 10,000 at bauma 2007. A service weight of 10 t (11 st) and up to 50 percent higher productivity represent major steps toward a new market segment: the use of hydraulic breakers as cost-efficient production machines for primary breaking and as a true alternative to drilling and blasting. The HB 10,000 has all the technical features developed by Atlas Copco for its hydraulic breakers and includes: StartSelect — the breaker’s start-up and shut-down behavior can be adapted to the conditions. AutoControl that ensures an optimized balance of impact energy and impact frequency to maximize percussive performance. Auto-Control also reduces blank firing force and controls energy recovery. PowerAdapt — if oil pressure is too high, the breaker shuts down automatically. This prevents downtime and is particularly useful when breakers are used on different carriers. DustProtector II — a combination of multiple strippers prevents abrasive rock dust and foreign bodies from penetrating the lower breaker section. Conti- Lube II — the automatic lubrication unit guarantees optimal lubrication of the breaker at all times.

The collection of hydrophobic particles in the froth phase in flotation has been studied. A continuous flotation cell was developed, in which the froth phase could be isolated from the pulp zone. Hematite particles, d80 = 87 µm, were floated in the pulp, using a conventional oleate collector, while glass spheres of similar diameter, d80 = 82 µm, were introduced in wash water added to the froth. Four samples of glass spheres, with contact angles between 0 and 82 degrees, were used. The results indicate that the efficiency of collection of the hydrophobic particles in the froth can be very high. The process is strongly influenced by the hydrophobicity of the particles and the surface area available for attachment in the froth. Recommendations for the flotation of particles in the froth phase are made, especially regarding the desirable hydrophobicity as reflected in the contact angle, the froth depth, the solids concentration in the feed to the froth, the air rate and the wash water rate.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview.
