The viability, self-reliance and resilience of small communities are perennial challenges in regional Australia. Recent developments in Australian mining regions seek to govern the minerals industry in a more holistic way that contributes to sustainable futures for affected communities in different contexts. In some areas of the State of Queensland land use conflicts and the cumulative impacts of multiple projects and activities across time and space have come to the fore. In more isolated regions of Western Australia the dominant issues relate to overstretching people, infrastructure and services in predominantly mining towns. In both cases, there is an ambition for regional towns with a strong extractive industry presence to transition into desirable, liveable and affordable cities with a diversified economy. The paper analyses two strategies - the Pilbara Plan in Western Australia, and the Sustainable Resource Communities Policy in Queensland - to identify how these governance instruments are contributing to sustainable development.

The National Institute for Occupational Safety and Health (NIOSH) has continued study of the Personal Dust Monitor (PDM) developed by Rupprecht & Patashnick Co. Inc. through a CDC contract and currently being commercialized by Thermo Fisher Scientific. This report examines the effect of oversize particles, cyclone inversion, and cleaning procedures. Clean and exposed filters were examined using light microscopy and particulates counted before and after various instrument manipulations. The data presented show that the dry cleaning procedures do not cause significant (greater than limit of detection) sample contamination by respirable or oversize particulates and that the cyclone is resistant to particulate carry over during inversion.

Significant effort was made in 2003 and 2004 to upgrade the existing instrumentation and process control infrastructure at the Phelps Dodge Bagdad copper concentrator. Specifically, • cameras were installed on the feed belt for online image analysis data, • ultrasonic level sensors were installed for froth height and sump level control, • a trial froth image system was installed on one of the rougher rows, and • a new expert system to tie everything together was integrated and tuned in-house. Control philosophy, observations, opinions, and general tips and tricks are discussed with the hope of assisting other plant personnel and expert system integrators.

The Appalachian coalfield, located in eastern Kentucky, Pennsylvania, Virginia and West Virginia, has been one of the most productive in the United States. Total production from the Appalachian coalfield during 1994 was 340.8 Mt (375.4 million st), or 37% of the 929 Mt (1 billion st) produced in the United States that year. This region contains various coal types from high- to mid-sulfur coal in Pennsylvania and northern West Virginia to low-sulfur, compliance steam coal and premium-grade metallurgical coal in eastern Kentucky, Virginia and southern West Virginia. The region's product is in high demand in domestic and export markets. Productivity continues to improve, resulting in the primary coal operators solidifying their market positions.

Now that the price of sulfur has reached unexpected high levels, it is little wonder that sulfur from surface ores is again receiving attention. In most instances, it is advantageous for an ore to be at or near the surface. However, it is a distinct disadvantage for sulfur ore to be close to the surface because it precludes the use of the Frasch process. The Frasch process depends on the presence of at least 180 m of uniform overburden to allow pressure injection of superheated water into the sulfur-bearing formation to melt the sulfur. In the Frasch process, sulfur separates cleanly from the gangue underground and comes to the surface in a very pure form. Surface sulfur deposits, particularly those in the Western Hemisphere, exist largely due to volcanic activity, and sulfur separation from the gangue is a formidable technical problem. None of the surface deposits are large compared to some of the Frasch deposits, but at the present sulfur price, they are certainly of economic importance. From the turn of the century until 1975, the price of sulfur was for the most part $18-$28/t. However, with the price of sulfur now over $154/t, there are a variety of technical alternatives to consider for sulfur surface ore separation that may not have been economically attractive a few years ago.

The U.S. Department of Energy (DOE) is responsible for siting and constructing a licensed geologic repository for commercially generated high-level nuclear waste. Within DOE, the Office of Civilian Radioactive Waste Management (OCRWM) Program has this responsibility. To accomplish this mission, the OCRWM Program is engaged in a multidisciplined effort to identify, qualify, and develop repository sites. The current strategy of the OCRWM Program is to identify candidate repository sites in basalt, tuff, and salt and to develop exploratory shafts at those sites. Within OCRWM, the Salt Repository Project Office (SRPO) identified the salt site for the development of exploratory shafts. The proposed Exploratory Shaft Facility (ESF) in salt will have several primary purposes. The shafts will provide access to the reference repository horizon to permit in situ testing of the salt horizons in order to satisfy the following data acquisition needs: • Verification of the salt repository design parameters and validation of performance assessment models • Demonstration of the constructibility • Capability to adequately seal penetrations into the salt An exploratory shaft is required by 10 CFR Part 60 for the conduct of in situ testing at depth prior to submittal of a license application for construction authorization of a repository. Therefore, construction of an ESF will also facilitate the licensing process.

An accurate and reliable prediction of Tunnel Boring Machine (TBM) performances, in terms of Rate of Penetration (ROP), utilization (U), and cutter wear rate, is a critical element in the successful planning and execution of mechanical tunneling project. Three open hard rock TBM projects were studied to establish possible trends and correlations between rock mass properties and machine performance. Based on this analysis and literature survey, three geological parameters, including RQD, RMR, and groundwater inflow rate, were identified as having the greatest impact on TBM utilization level. Rate of Penetration (ROP) and cutter wear rate were also correlated with fracture spacing, alpha angle, and Cerchar Abrasivity Index (CAI).

Residual cyanide in cyanidation tailings can be detoxified by its oxidation to cyanate, as in the Inco and Degussa processes. However, cyanate, the product of detoxification and other oxidation processes, may be reduced to cyanide in reducing environments, e.g., deepwater discharge of cyanidation tailings. This study shows that the reduc-tion of cyanate to cyanide occurs and that the reduction rate increases with decreasing solution redox potential. Solutions with lower pH favor the reduction rate. No significant difference was observed between the results of tests prepared with distilled water and seawater, and the presence of cyanidation solid tailings does not show an effect on the reduction. Because cyanate can be reduced to toxic cyanide, causing environmental concerns, the deepwater discharges of cyanidation tailings must be handled carefully.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. Good times make for happy miners. And the past few years have seen a lot of smiling mining engineers, geologists, metallurgists, corporate executives, analysts, investment bankers and shareholders. And nowhere was that more evident than at the 74th Prospectors and Developers Association of Canada’s (PDAC) annual meeting. The meeting, held in Toronto March 5-8, attracted a record 14,500 people. Of those, the PDAC said attendees came from an estimated 100 countries. And about 40 countries sent national delegations to the meeting. Argentina, for example, sent nearly 100 people. The PDAC meeting has always been a event where companies and individuals can get a look at numerous properties in all parts of the world that could potentially become major mines. And through the many receptions, hospitality suites and just sitting in the local restaurants and taverns, deals are usually made.

Many mining operations have gained an impressive expertise in trouble shooting and maintenance with their existing fleet over the years. Whether it is an in-house maintenance group or an external service group - most of the systems weak points are well known and can be corrected by maintenance personnel. As some of these issues get more and more serious each year, too much time is lost in unscheduled downtime, often taking hours to be repaired and to find the failure with obsolete diagnostic tools (Fig. 1.). Many of the breakdowns result from failures that cannot be detected in advance. The maintenance system is much more reactive than preventative. The state of the art of mining equipment today uses advanced, efficient, and reliable systems for electrical drives, control and diagnostics of the machines. The demand for highly sophisticated solutions on such mining equipment is well known. Mining operators need to ensure the highest level of productivity, lowest operating costs, least maintenance and highest reliability in a drive system. The paper will introduce you to the state of the art of drives technology for dragline (Fig. 2) and shovel mining equipment (Fig. 3).

Employee safety and health is of paramount importance for SME and its members. Many SME members work daily in our Nation's mines or have a direct impact on others that work in the mines. SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation's miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on site facilities depending on the ore type and the grade. The processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and the complexity of the operation, there are unique challenges in optimizing life of mine production scheduling. This paper describes those challenges and the methodology developed to take advantage of different scheduling software systems that effectively compensate each other and result in reasonable guidance. The paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM). The mine produced lead and zinc during the first half of the 1900s. Because of acidic drainage and elevated levels of metals in tailings and waste rock, the site was evaluated in 1998 and 1999. After evaluation, the mine was remediated during 1999-2001 by the BLM. Since remediation, values of pH in water samples have been nearly neutral and specific conductance values have been much lower than before remediation. The Grizzly Gulch forest fire of July, 2002, consumed much of the Belle Eldridge site and resulted in greater than normal erosion and sediment flushing during the months following the wildfire. Had the site not been remediated and the tailings emplaced within a capped repository, generation of acidity and off-site migration of heavy metals within sediments could have been severe at downstream locations.

Machine guidance and control systems have become more pervasive in the mining industry in recent years but not always from mining-experienced providers. Dozers, motor graders, scrapers, excavators, shovels, draglines, drills and haul trucks are just a few examples of the types of heavy machinery now equipped with global positioning system (GPS)-aided guidance systems. While equipment manufacturers are offering their own software, many only supply solutions for the machines they produce. The proliferation of GPS equipment manufacturers entering the machine guidance and control arena has resulted in a multitude of makes and models of GPS receivers. Some of these companies also produce their own guidance software. But they usually just specialize in a narrow range of heavy machinery. So customers are forced to use multiple systems and face new challenges in implementation, training, reporting and inter-system communication.

Hong Kong’s Strategic Sewage Disposal Scheme (SSDS) Stage I involves the provision of a system of deep tunnels for transporting to a central treatment works wastewater collected from a number of catchments around Victoria Harbour. For the SSDS Stage I works, about 24 km of tunnels have been excavated in hard rock at depths ranging from about 80 to 150 m below Victoria Harbour and the surrounding heavily developed areas of Kowloon and Hong Kong. Five tunnel boring machines(TBMs) with diameters ranging from 3.2 m to 4.3 m were used to excavate the tunnels. Tunnel excavation has been completed and tunnel linings are in progress. Major tunnelling issues such as ground stabilisation and water control encountered in the project are summarised. An overview of one of the possible future tunnel systems that might be adopted in subsequent stages of SSDS is also presented.

At present, discounted cash flow analysis is generally accepted as the preferred method of valuation of mine projects in surface coal mining. One of the major reasons for that is its ability to take into account the time effect of money over the life-of-mine. As a looking-forward method, it requires forecasts be made with regard to economic, technological, technical, geological, and environmental conditions that will prevail in the future. All forecasts are inherently uncertain as they are a function of the uncertainty of all variables of the discounted cash flows analysis. This indicates that the only alternative for modeling the uncertainty in the project evaluation is the development of adequate risk models to serve the decision-making process. The paper offers a model of project cash flows at risk in strip coal mining, which is an integrated corporate risk management solution. The model is based on a stochastic approach that provides the answer to the question about how large is the deviation between stochastic cash flows and the planned value (or that used in the budget) at each time step of the discounted cash flows analysis, that is due to the uncertainty in the model variables. A solution is worked out for the allowable range of the stochastic cash flows variation that determines the probability of achieving the planned value of a mine project. The Monte Carlo simulation technique is used to model the stochastic behavior of the project variables. A case study of an opencast coal mine project is provided to illustrate the applicability of the risk model. The results obtained provide a new understanding of the mine project risk as a component of the project discount rate.

Due to the rapidly increasing production rates and deepening of mine working areas, there is a drastic rise in the number of thermal issues to be addressed for maintaining a safe mine environment. As high temperatures and humidity in underground mines could affect the health and performance of workers, and ultimately the production rate, it is necessary to provide a properly controlled safe environment. The backfilling of stopes in metal, non-metal mines results in different thermophysical properties for the hanging, side and foot walls, modeling of which is not provided by any existing mine climate simulation software. This paper presents the modeling of such a single stope using the MULTIFLUX (MF) software, developed at University of Nevada, Reno. A special case is presented in this paper, where a case study from the Homestake mine in the US with a drift and ramp connected to a stope with high Virgin Rock Temperature (VRT) and various spot heat sources is modeled in MULTIFLUX and CLIMSIM, and the results are compared against each other. Another case is presented in which the stope of the previous cases is modeled with walls, each having a different set of thermophysical properties. These results are compared with the former results to analyze the effect of anisotropic properties.

It is difficult to remove cadmium from raw indium using only electrolytic refining because their standard potentials are similar. In this paper, physical and chemical methods were used to remove Cd from raw indium. Indium metal is vacuum refined for two hours at 400°C with a vacuum pressure of 20 Pa. In this process, 99.70% of the Cd can be removed. The removal rate of Cd reaches 90% to 95% when indium is further smelted for 10 minutes in a 20% glycerin solution of KI and I2 at 180°C. When pre-indium is electrolytic refined in an In2(SO4)3-H2SO4 system, in which the indium content is 80 to 100 g/L, the pH is 2.0-3.0 and the current density is 80 to 100 A/m2, the contents of the impurities decrease and the purity of the indium product reaches 99.99%.
