Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

"The determination of the oxidation state(s) of an element present in a solid sample may be required for a number of reasons, including the assessment of the degree of reduction which has taken place during a multi-step production of a metal. In addition, possible flaws in a metal may result from small amounts of oxides included in the solid. The analyte of interest may be present as a major component of a sample of interest, or as a minor impurity - beneficial or requiring removal - in another matrix.Numerous methods have been established for the analysis of species in solution samples - for example, Fe2+ and Fe3+ by titration, Cr6+ by colourimetric means, etc. With appropriate knowledge of the solution being analysed, many of these methods are fairly straightforward, extremely reproducible and accurate. In those instances where the analyte in a solution is known to be in only one form, the analysis is even more straightforward, since it can be achieved instrumentally (by AAS, rCP-OES or rCP-MS, for example).However, the situation with respect to the analysis of solids is not as simple. Various techniques - such as X-ray diffraction - are routinely used by our mineralogists to obtain information about the various minerals present in solid samples, and thus about the oxidation states of the analyte elements present. However, these techniques usually give results that are qualitative, or semi-quantitative at best. They are also usually time-consuming and expensive. One of our colleagues at Mintek, Deshenthree Chetty, has done extensive work in developing a method for the quantification of manganese species in solids using mineralogical methods, and this is no small achievement."

Mineral processing produces a saleable product from high-cost ore. The Mineral Processing Engineer must constantly improve the separation to create the most value from the ore and reduce the associated costs. Graduate Metallurgists (or Chemical Engineers) have had the university theoretical training required, but often are illprepared to perform their plant roles. The in-work Metcelerate programme was designed specifically to develop the practical skills that Mineral Process Engineers require, by combining three key elements: 1. Knowledge transfer through self-paced, on-line training; 2. Practical skills acquisition through assessed, practical plant exercises; 3. Skills development through online tutorials. A final process improvement project adds significant value to the operation that far exceeds the training cost. Experience from Metcelerate clients has indicated improved staff retention, greater confidence, and pro-active process intervention.

While the refractory lining contains the process on a steady-state basis, the tap-hole must provide a channel for transport of molten materials at discreet intervals, with thermal cycling as routine. The tap-hole introduces a discontinuity in any lining, and this fact can lead to failure in the region around the tap-hole before general lining failure occurs. Hence there is a need for a rapid and reliable tap-hole repair technique that can be readily implemented in conjunction with all types of linings. The UCAR®V Repair supplied by GrafTech is a durable solution capable of repairing all types of lining designs and has been extensively utilized in the ferroalloy industry. More than 20 UCAR®V Repairs have been successfully performed in South Africa alone. This paper describes the system in general and reviews recent repairs and their unique challenges.

WeissThe reasons for failure of computer applications in the mineral industry and the direction of future developments.The Chairman opened the discussion by elaborating on the disappointment felt by some authorities with the lack of progress in the application of computers in the mineral industry during the last ten years, and posed the question to the panel : 'Do you agree that the computer age has not come up to expectations?'Mr Langton said that although there seemed to be a tremendous amount of brainpower applied to the theoretical side, he thought that the production men had not got all the help from computers that could have been given to them. The computer, said Prof Griffiths, is as yet a new tool which should not be used to do old things in old ways. To learn to use the computer will take time. After all, he said, it had taken 400 years after the introduction of the printing press to achieve general literacy, and perhaps it will take 40 years after the introduction of the computer to achieve `numeracy'.In Mr Weiss' view, the reason for the feeling of disappoint¬ment lay in the focussing of attention on the computer. The blame, if any, lay with the people surrounding the computer, that is, the analysts and programmers, to whom the emphasis should be shifted.Prof Hawkins said that he thought that some applications of the computer in the mineral industry had been successful, such as, for example, the compilation of payrolls. Reasons for failures in other areas were to be sought in the fact that the people connected with computers had failed to realise that they were merely part of a system. They had not understood the power structure of the organization which their work tended to change, and were therefore not prepared for the inevitable conflict with the production men.In Mr Splaine's view the production man had not received the assistance he could have had from the computer people because he may possibly not have allowed this to happen.Prof Bleksley concluded from these opinions that the promise which computers had ton years ago had not been fulfilled and added that the opinions expressed by the panel had intruded on his next question which was: 'Is the reason for this that people are involved?Prof Hawkins elaborated on his previous theme, namely, that of computer people in relation to management. Com-puter people, he said, were trying to impose change on management but were not prepared to share the responsibility for these changes. In fact, they wanted their work to be distinct and separate, and, as far as management was concerned, changes would be made when management believed that these would be less agonizing than no change at all."

GreenPlanning of mine ventilation by E. U. Reuther and A. DohrnenCoal mine ventilation systems in the U.S.A. by R. Stefanko and R. V. Ramani Heat flow models in ventilation planning by A. J. Dickson and A. M. StarfieldThe first of the papers in the session dealt with a flash smelter installation, while the remaining three papers dealt with mine ventilation. In view of this the Chairman proposed that the paper on flash smelting be introduced and discussed first, after which the remaining three papers would be introduced followed by discussion on all three.Dr Cocquerel, who presented the first paper, used some typical flow diagrams to illustrate the process and stated that the program considered only steady-state operations and did not take into account the dynamical changes. Subjective judgment was necessary for the preparation of input data and some degree of user appreciation was required.Dr Cocquerel said that no work bad yet been done on an optimization program, but that this was being considered. Such a program would require a large amount of physical and chemical data which were not yet available. The variables to be optimized were the energy and material consumptions and the loss of metal in the slag.The Chairman opened the discussion by asking Dr Cocquerel if he could give a brief description of the flash smelting process for the benefit of those not familiar with the subject. Dr Coquerel replied that in the Outokumpu process con¬centrates were injected directly into the furnace, and that the process was somewhat analogous to flash distillation or evaporation processes, but was perhaps closer to the burning of pulverized fuel.The process had two distinct advantages. First, the heat evolved in the smelting reaction was used to heat the furnace, which resulted in less fuel consumption, and, second, the effluent gases were cheaper to treat than the effluent gases from other pyrometallurgical processes. This was important particularly in view of the current interest in pollution problems.Mr P. Marais thought that the authors had done themselves an injustice by not including details of the very complex processes taking place in the furnace."

Comminution is a critical stage of mineral processing which aims to reduce the size of ore particles through breakage, consequently increasing the likelihood of liberation of valuable minerals. Several factors, such as pre-existing cracks, mineralogical composition and particle size, are known to affect ore breakage behaviour. While investigating the contributing role of each factor is essential to improve understanding of breakage, isolating individual factors by experiment is typically impractical. Numerical techniques such as the Bonded Particle Model-Discrete Element Method (BPM-DEM) have been developed as a means of studying closely controlled breakage conditions. This study evaluates this technique in modelling the effect of pre-existing cracks breakage behaviour for synthetic ore specimens during impact breakage in a short impact load cell (SILC). Synthetic ore was modelled as a collection of discrete entities connected by brittle-elastic beams. Model parameters were calibrated against macroscopic material properties of a conventional homogenous synthetic ore. The extent of pre-existing cracks within specimens was prescribed by varying discontinuities between the connecting entities. An approach with the insertion of seed points was used to model the mineralogy of the specimens. Results showed that pre-existing cracks resulted in a decrease in the fracture force as the crack density increased. Additionally, the irregularity of fracture patterns within rock specimens after impact became more apparent as the crack density increased. The findings were used to emphasise some of the attributable causes of the variation observed between ore hardness characterisation tests and in situ ore behaviour. SlamaThis session was devoted to the economic aspects of planning and scheduling. After Dr F. H. Deist had introduced the paper Aids to planning production in coal mines, Dr T. V. Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

"In order to be able to map the variation in the concentration of elements in soils, it is necessary to sample at intervals that will give adequate coverage of the area and will allow determination of the rate of fluctuation of concentration with distance in any environment. This rate of fluctuation with distance can be referred to as the continuity of concentration.The continuity of concentration in soils varies according to the chemical characteristics of the element being considered, the underlying rock type or orebody and in response to the dispersion processes that operated during soil formation. Within any environment there is a maximum distance between sampling points within which adjacent sample values are related. This distance, the critical sampling interval, can be determined by means of a correlograrm.Where the sampling grid has been chosen to provide an adequate coverage over unmineralized rock, adjacent samples being related, anomalies may be missed if the element continuity in the anomaly is less than in the background. Results show that a knowledge of the critical sampling interval of the environment being examined may used to select a more efficient sampling pattern for a geochemical survey."

"X-ray transmission (XRT) sorting has become the preferred recovery technology option in several parts of the diamond-winning flow sheet. In the De Beers Group, applications of XRT are found across kimberlite, alluvial, and marine operations. This is the result of intensive R&D conducted over the years to arrive at a suite of machine embodiments capable of sorting and auditing diamonds across all size ranges.The first applications in the marine environment used the technology in an auditing mode, and served as a useful early predictor of diamond content weeks ahead of sorthouse returns. The same machines are now available with ejection capability to produce high final product grades. The next application was tests on coarse alluvial gravels as an alternative to dense medium separation. The results were very encouraging, and tests are planned for both green- and brownfield kimberlite environments, as well as to explore an alternative to conventional techniques in final diamond recovery. At the Jwaneng mine Large Diamond Pilot Plant (LDPP), the objective is to recover diamonds in the size fraction –45 +25 mm.The technical challenge remains in the finer sizes, for high-capacitymachines as direct alternatives to conventional diamond recovery technologies. This is an area of ongoing R&D and it is only a matter of time before the breakthrough emerges. X-ray transmission fundementalsXRT makes use of X-ray imaging techniques to analyse objects and materials, and has a wide range of applications from baggage scanning for security purposes (Martz et al., 2016), to recycling of waste material (Owada, 2014). During the last decade XRT has been applied to an increasing extent in the minerals processing industry (von Ketelhodt and Bergmann, 2010; Sasman, Deetlefs, and van der Westhuyzen, 2018). Dual-energy XRT (DE-XRT), in which images of the target material are obtained at both high and low Xray energies, allows for elemental analysis and therefore can be used to discriminate between various minerals.A DE-XRT system makes use of a dualenergy X-ray line scan sensor to generate images of transmitted X-rays (Figure 1). Dualenergy refers to the camera, which contains two sensors, one responding to low-energy Xrays and one to high-energy X-rays. Feed material can be imaged either while on the belt, or while in flight."

"Simulation is a technique for studying the operation of systems by synthetic experimentation. With digital computers it is possible to simulate even the complex production processes in gold mining. This has great potential in that it enables the investigation, analysis and comparison of mining systems to be done accurately, rapidly and at low cost. Two programs have been developed to simulate the principal underground production processes in gold mining.These are the simulation of any stope contract and the simulation of underground transport operations. The programs synthesize these mining activities from a large number of small unit operations. The stope contract program simulates rockbreaking by drilling and blasting and the cleaning of the panels by face and gully scraping. The transport program simulates the functions and movements of all vehicles running on rails on one underground level. The simulation programs provide an effective means for experimenting with mining activities."

Fugitive dust from mineral extraction and processing activities can significantly influence air quality, the environment, and the health and quality of life of workers and surrounding communities. Poor engagement and communication between experts and lay persons, disciplinary silos and polarised viewpoints have made it difficult to develop a holistic understanding of the complex health issues associated with environmental emissions of mine dusts, and consequently to design meaningful and integrated approaches to address such issues. The collaborative Global Challenges Research Fund (GCRF) Mine Dust and Health Network, hosted by Minerals to Metals at the University of Cape Town, serves as a collaborative think-tank to inform research directions within and across disciplines, government policy and regulations, health monitoring programmes at public clinics, industry best practice, community healthcare and impact prevention programmes. It focuses initially on the southern African region, but with the intention to expand to mining-intensive developing countries within the rest of Africa, South America and Asia. This paper outlines the approach and activities of this global transdisciplinary and intersectoral network and presents some of the key outputs and achievements to date. Mine closures have traditionally prioritised environmental rehabilitation, often overlooking the deep socio-economic disruptions that follow, particularly in mining-dependent communities. This paper argues that mine closure should not mark the end of prosperity but rather the beginning of a sustainable transition. The coproduction model, which integrates community participation, governance, and economic planning, offers a transformative approach to closure planning. Drawing on case studies from Ghana, Zambia, and Indonesia, this research examines the successes and failures of past closures, highlighting the critical role of stakeholder engagement, skills development, and economic diversification. By incorporating emerging technologies such as AI-driven economic forecasting, blockchain for governance transparency, and decentralised finance (DeFi) models, mining companies can ensure a just and sustainable post-mining future. This study challenges outdated closure models and presents a forward-looking strategy that sees mine closure not as an endpoint, but as a catalyst for social resilience and economic transformation. It underscores the need for policy reforms, stronger governance, and investment in alternative industries to prevent mining towns from becoming economic wastelands. By shifting the paradigm from remediation to regeneration, this research calls for a new era of mine closure planning that puts people and prosperity at its core.

"A recent amendment to Section 36(11)(e) of the Income Tax Act, 53 of 1968 (Tax Act) now extends the allowable deduction of ‘capital expenditure’ incurred by mining companies pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). In terms of the Taxation Laws Amendment Bill 2016 (TLAB 2016), the allowable deduction has been extended to include expenditure incurred on infrastructure in terms of Social and Labour Plan (SLP) requirements as per the MPRDA. Interestingly, what necessitated the amendment was the need to recognize SLP requirements and to circumvent administrative difficulties for mining companies and the South African Revenue Services (SARS) in differentiating the use of developmental infrastructure by employees or the community. The successful implementation of such a deduction hinges on a sound SLP system. However, given the challenges within the current SLP system, this amendment could be considered somewhat premature. IntroductionSection 36(11) of the Income Tax Act 58 of 1962 (Tax Act) enabled mining companies to deduct certain capital expenditure in lieu of its other sections. In particular, it made provision for mining companies to deduct capital expenditure incurred pursuant to the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA), but excluding capital expenditure incurred in respect of infrastructure or environmental rehabilitation. As such, mining companies could only deduct such capital expenditure that related directly to their employees and not to the wider community (Clegg, 2018).In terms of the Taxation Laws Amendment Bill 2016 (TLAB, 2016) (South Africa, 2016a), the recent amendment to Section 36 extends the relief provided under section 36(11)(e) to include capital expenditure incurred on infrastructure in terms of the Social and Labour Plan (SLP) requirements of the MPRDA. In other words, the capital expenditure incurred by the mining company for the benefit of the people living in mining communities. To qualify for such a deduction, the infrastructure erected or developed by the mining company should reflect what was agreed between the mining company and the Department of Mineral Resources (DMR) as per the SLP requirements of the MPRDA (TLAB 2016)."

Discussions on reasonable prospects for eventual economic extraction (RPEEE) include the CRIRSCO 2019 reporting template, JORC 2012, SAMREC 2016, CIM 2019 Guideline, and Regulation SK-1300. These reporting codes all conform to the principles of reasonable prospects for eventual economic extraction. To demonstrate that all mineral resources align with the RPEEE principles, the Competent Person is responsible for endorsing the mineral resource estimate. Moreover, establishing mineral resources and RPEEE requires technical input from numerous technical specialists, such as mining and geotechnical engineers, metallurgical engineers, social and environmental specialists, financial and governmental practitioners, and more. The aim is to improve the transparency of the disclosure of mineral resources and guarantee the investor or potential investor that the reporting of mineral resources is based on reliable technical, economic, environmental, social, and other relevant factors. This paper discusses the important protocols and definitions in some international reporting codes for the purposes of developing a guide memoire that will assist the Competent Person to interpret, establish and apply RPEEE appropriately and easily.

The real cost of any mining incident has, empirically, proven to be estimation-driven, rather than factdriven. One of the main reasons for this lies with the complexity of the cost composition of any given mining incident. Incident costs comprise both direct and indirect cost factors, and in many cases the costs associated with these factors are incurred during different time periods following the incident. In this paper we aim to identify the various cost factors arising from mining incidents, provide a thorough understanding of all the potential cost factors identified, and draw general conclusions on the knowledge obtained. Furthermore, recommendations are made on how mining companies could use the results, in order to assist them in calculating the costs of mining incidents. The paper also provides suggestions for further research, with the emphasis on the most significant immeasurable cost factors, namely the costs of implementing job accommodations following an incident, the harm to company reputation, and the decreased productivity due to low worker morale/psychological factors following an incident. If mining companies are aware of and understand which factors could contribute to the cost of any given incident, future planning and incident cost estimations could be easier. It should, however, be noted that although this study provides a comprehensive list of cost factors (and detailed explanations), other unknown cost factors relating to mine incidents could prevail in extreme cases.

Moris Rock mechanics in the design of mine layouts by K. Hodgson and N. G. W. Cook Automated regulation of mine ventilation by P. NiskanenThe rock mechanics papers, because of their complementary nature, were presented in succession and discussion on both followed directly. The paper on automated ventilation control at a mine in Finland was then presented and the session was closed with several contributions to this paper.By and large the papers and discussions which followed in this session showed how a classic tie-up had developed between the use of computing techniques in important fields of mining, and their practical application. In fact, the dis-cussion following the rock mechanics papers showed clearly that without the aid of high-speed digital computers the rate of progress in applied research in deep-level hard-rock mines, would have been severely hindered. Furthermore, it became apparent from the comments made by several contributors that the rock mechanics techniques and computer progress described in Deist's and Cook's papers could be used to provide useful data in the solving of rock mechanics and design problems on mines other than flat dipping deep tabular deposits.The paper by Niskanen, which described an automated ventilation control system at a mine in Finland, showed how effective computers could be in areas where the reversal of mine ventilation occurs due to severe seasonal temperature ranges. Although the system described in the paper could not be introduced easily in complex underground mines, several contributors gave examples of similar ventilation problems that could be solved mechanically,In introducing his paper, Dr Deist said that the purpose of the paper was to give a brief account of some of the programs designed by himself and his co-authors to aid in the solution of rock mechanics problems,The first system presented by Dr Deist was known as MINSIM in the South African mining circles. This system was designed specifically to aid in the solution of rock mechanics problems in the South African gold mining industry. It was particularly designed to handle tabular deposits at great depth but it has been used satisfactorily on a number of occasions to obtain at least approximate solutions in other mining situations. Dr Deist said that the principles embodied in the programs were easily extended and, in fact, there was a project in progress at that time which was aimed to do this. He said that the principles could easily be extended to shallow-depth mining at steep or very steep inclinations."

Mining companies are required by law to improve representation of women on their boards. However, progress in this regard has been slow. Boards of directors play an important role in formulating corporate strategy, risk assessment, and effective governance for sustained financial performance. Although some women have successfully maintained board seats, others have been unable to do so. It is difficult to ascertain whether women are being appointed as tokens to satisfy social pressures, as little is known about the experiences of women board members in mining, which may inform or refute tokenism. In-depth interviews were conducted with 20 women and 16 men across six listed mining companies. Thematic data analysis revealed evidence of tokenism where recruitment to mining boards is compliance-based and is informally driven by influential directors. Adverse boardroom experiences that further confirmed tokenism were reported by women, such as disregarding their contributions, condescending behaviour, and limited influence in decision-making, while other women sought to validate their competence and oppose social exclusion. This study recommends that a strong Board Chair and nominations committee is critical to ensure sustainable recruitment of competent and suitably qualified women; and further foster a culture of inclusivity and valuing gender-diverse boards.
