The contribution of minerals to the growth and development of the United States is best demonstrated by the uses which have evolved during the past two centures. During pre-Revolutionary days the colonies were essentially agricultural in character, producing cotton, tobacco, rice, indigo, grains and flour, fish, livestock, dairy products, and timber. Shipbuilding was the major manufacturing industry. In 1763, the total value of exports for Virginia, Maryland, New York, Pennsylvania, and Massachusetts was £2,722,000, of which £55,000, or 2 percent, was for "copper ore, and iron in pigs" (3)1 and £49,000 was for 21,000 barrels or hogsheads of "pot-ash." The value of 75 ships built for sale in 1763 by the colonies was £61,500.

The analysis of water produced with crude petroleum has interested oil producers since inception of the industry. Records of the first analysis of mineralized water produced from an oil-productive formation are obscure, and references to the first use of brine analyses to assist in solving problems of petroleum production are not available in the technical literature. However, many early reports of the Federal Bureau of Mines5-8 and Federal Geological Survey,9-11/ as well as articles in engineer and geological journals12-14/ placed special emphasis on the importance, interpretation, and application of water analyses. One of the earliest applications of water analyses, and still a major one today, is for identification of intrusive waters in oil wells. This may be done by comparing the chemical constituents of a sample of water indigenous to the oil-productive formation with those of samples from upper, water-bearing formations within the same general area. Some earlier investigators recognized the need for Analyzing samples of all waters encountered in drilling operations. Ambrose15/ stated, in part, "In wells being drilled, the engineer should grasp every opportunity to get a true sample of water from each sand. . .," and, "The waters of each oil field are chemically different from those of another field." The validity of the latter observation and the importance of the former one have been borne out by comparing the results of analyses of many samples and noting the differences in relative concentrations of like constituents of waters from the a geological formation in different localities or oil pools.

The quarrying and related industries of the United States improved their safety record in 1938 by reducing their accident-frequency rate to a lower acid more favorable position than it has occupied at any time except 1935 since comparable accident statistics became available in 1916. The rates for 1935 and 1938 were identical. The number of men employed in 1938, although smaller than in 1936 and 1937, was larger than in any other year since 1930. Volume of employment, as measured by the number of man-hours worked in the industry as a; whole, likewise was larger than in any year since 1930 except 1936 and 1937. Reports from operating companies to the Bureau of Mines, United States Department of the Interior, showed that 77,497 men were employed in 1938, a decrease of 6,597 compared with 1937. This figure represents the average number of employees for the period during which the quarries and plants were active during the year, which in 1938 averaged 223 workdays per employee compared with 241 in 1937. A total of 17.3 million man-days or 133.8 million man-hours of work was shown for the industry as a whole, which indicated a weighted average of 7.75 hours per man-shift. Reports for 1937 showed a total of 158.3 million man-hours for the entire industry and an average workday of 7.81 hours. Accidents resulted in the death of 82 employees, 5 more than in 1937, and in 5,027 nonfatal injuries involving disability for more than the remainder of the day on which the injuries were received. The number of nonfatal injuries was 1,321 less than in 1937. As the number of deaths and injuries was reduced more, proportionately, than man-hours of employment, the accident-frequency rate per million man-hours of work declined, the rate for 1938 being 38.19 compared with 40.59 for 1937. In other words, accident occurrence to the average employee was 6 percent more favorable in 1938 than in 1937 on the basis of actual number of accidents and actual number of man-hours worked during the 2 years.

Real gross national product (GNP) grew at a seasonally adjusted annual rate of 2.2% in the third quarter, down from a revised 3.0% in the second quarter, according to preliminary data from the U.S. Department of Commerce (table 1). The slowdown in the rate of growth was attributed to the summer drought, a larger trade deficit, and a decline in Federal spending for defense. Exports slowed from the second quarter, as the dollar, compared with other industrial country currencies, edged up. Imports of both consumer goods and capital goods rose sharply, with consumers buying more foreign cars, computers, and electrical machinery. Although net exports of goods and services deteriorated slightly from the second quarter, the U.S. trade position continues to be much improved from 1987 and first quarter, 1988. Business spending for new plant and equipment rose at a 4.6% pace, well below that recorded earlier in the year. The 3.5% increase in consumer expenditure was accounted for mainly by nondurable goods and services; expenditure for durable goods--those products lasting more than 3 years--rose only 0.4%. Inflation, as measured by the fixed-weighted GNP price index, rose at an annual rate of 4.9% in the third quarter. Prices rose slightly less than they had in the second quarter, when inflation reached a 6-year high. In September, 1988, the President signed a U.S.-Canada free trade agreement (FTA) which will eliminate all tariffs and most nontariff barriers between the two countries by 1999, thereby creating the world's largest open market. In 1987, U.S.-Canadian bilateral trade totaled $161 billion. The expansion of trade is expected to generate 5% higher growth for Canada and up to 1 % higher growth for the United States by the end of the century. The higher growth for the United States translates into an estimated 750,000 jobs, and $2.4 billion in exports. Canadian parliamentary approval of the agreement is still required before the treaty can take effect. The debate in Parliament is continuing, and the issue is not expected to be resolved until after the November 21 election.

"The United States Bureau of Mines, in the interest of the prevention of injuries and fatalities in coal mines, has engaged in a study of the circumstances and conditions under which falls of roof and coal contribute to coal-mine accidents, and this publication is devoted to the result of a study conducted in mince developed in the Pittsburgh or No. 8 coal in eastern Ohio.To emphasize the need of this study a statement of the fatalities which have resulted from falls of roof is presented, followed by a brief description of the field and its geology. The mining methods, regulations, and timbering practices are presented and discuss, as well as supervision and discipline, all of which are important factors in the control of the roof and the prevention of falls of roof material that are liable to result in injury to the underground workmen.During the five-year period, 1924 to 1928, there were 10,820 fatalities in the cool mines of the United States, of which number 5,573 or 51.5 per cent resulted from fells of roof material, such as draw slate or roof coal, and of coal from the fact or sides. These fatalities generally occur singly, consequently they are given little publicity compared with major disasters consulting from explosions which, during the same five-year period, amounted to only 17.8 per cent of the total fatalities.Seven,mines in eastern Ohio, each typical, of mines in its locality, have been carefully studied, and the result of this study is herein presented so the information may be and beneficial to all who may be operating mines having,similar natural or physical conditions.In general, it will be found that measures taken to prevent injuries or fatalities from falls of roof as well as other safety measures, will have the effect of increasing the efficiency and economy in mining operation. The result of the study so far made on the falls of roof problem indicates that such features as mine management, supervision, inspection, discipline, character of roof, timbering methods, and blasting have a direct bearing on any scheme that may be evolved to prevent injury or loss of life by falls of roof."

Noise Induced Hearing Loss (NIHL) is the most common occupational disease in the U.S. with devastating consequences particularly in the mining industry. A study conducted by the National Institute for Occupational Safety and Health (NIOSH) revealed that 90% of coal miners have hearing impairment by age 50, compared to only 10% of those not exposed to occupational noise. According to the Mine Safety and Health Administration (MSHA), Continuous Mining Machine (CM) operators account for 30% of workers exposed to noise doses exceeding the Permissible Exposure Level (PEL). This number becomes more dramatic considering that 49% of the total national underground coal production is extracted using these machines. In this context, NIOSH is conducting research to identify and control dominant noise sources in CMs. Previous noise source identification was performed using a Brüel &Kjær (B&K) 1.92-m diameter, 42-microphone phased array. These measurements revealed that the impacts from the conveyor chain onto the tail roller, and the impacts from the conveyor chain onto the upper deck are the dominant noise sources at the tail-section of the CM. The objectives of the work presented in this paper were: 1) To rank the noise radiated by the different sections of the conveyor, and 2) to determine the effect of a urethane-coated tail roller on the noise radiated by the tail-section. This test was conducted using an Acoustical and Vibrations Engineering Consultants (AVEC) 3.5-m diameter, 121-microphone phased array. The results from this new test show that a urethane-coated tail roller yields reductions in the tail-section of 2 to 8 dB in Sound Pressure Level in the frequency range of 1 kHz to 5 kHz. However, integration of the acoustic maps shows that the front-section and mid-section of the conveyor also contain dominant noise sources. Therefore, a urethane-coated tail roller in combination with a chain with urethane-coated flights that reduces the noise sources in the front and mid sections of the conveyor is required toyield a significant noise reduction on the CM operator?s overall exposure. These results show the applicability of phased array technology for low frequency noise source identification.

Several studies have suggested that pulmonary toxicity to asbestos and silica may be mediated through oxidant-induced cell injury. We have reported recently that surface radicals associated with freshly fractured silica may be an imponant factor in cell injury and induction of pulmonary disease. Although the generation of oxygenated radicals in dust-cell interactions has been demonstrated, there are no data correlating the toxicity of a dust with the level of oxygen radical generation by the dust during its interaction with phagocytic cells. In the present study, we have investigated the in vitro generation of oxygen free radicals from human neutrophils and rat alveolar macrophages stimulated with freshly fractured silica, aged silica, amosite, crocidolite, chrysotilc, and a nontoxic dust, barite. Electron spin resonance (ESR) with the aid of a spin trap phenyl-N-ten-butyl nitronc (PBN) was used to measure the oxygen radicals generated during phagocytosis of the dusts. The relative toxicity index and ESR peak heights, on an equal surface area basis and normalized to barite as one, showed a direct relationship. The normalized toxicity indices and peak heights were: silica, 3.5 versus 2; chrysotile, 4 versus 2; crocidolite, 11 versus 8; and amosite, 26 versus 13. Addition of hydroxyl radical scavengers such as catalase, dimethyl sulfoxide, 1,3 dimethyl-2-thiourea (DMTU), sodium benzoate, and mannitol prevented the radical generation. Carmustine, a glutathione reductase- glutathione peroxidase inhibitor, caused a 5-fold increase in the radical generation. These results indicate that a nontoxic dust such as barite generates toxic oxygen radicals at a minimal level that can be quenched by the normal cellular defense system. For toxic dusts such as silica, amositc, chrysotile, and crocidolite, the potential for oxygen radical generation is enhanced by their surface propenies, physical dimensions, and the surface-based radical-generating redox sites. The enhanced radical generation may impair the cellular defense system, resulting in cell injury. Use of scavengers, chelators, and potentiating agents suggests the membrane-based oxidase system as the probable primary source of the radical-generating system. The data presented herein suggest the generation of oxygen free radicals as an important primary event in silica- as well as asbestos-induced cell injury.

Capital and operating costs have been estimated for removing sulfur dioxide from flue gases of a powerplant of 12,000-kw. capacity by liquid-purification processes, using limestone, ammonia, or sodium sulfite as the reactant. The annnonia and sodium sulfite processes yield end products that may be marketable. Coals containing about 1.5 and 5.0 percent sulfure have been considered. The sulfur dioxide content of the gases to be treated is 0.083 and 0.30 percent, respectively. Estimates have been made for 90-percent removal of the sulfur dioxide from both gases. A third instance has been considered in which 70 percent of the sulfur dioxide is removed from the flue gas of 0.30-percent concentration. The scrubbed gas would contain 0.09 percent sulfur dioxide, which might be within the permissible limit for discharge to the atmosphere in most areas. Although it is unlikely that flue gases with sulfur dioxide concentrations of less than 0.10 percent would require purification, a cost estimate for such a gas is included because an estimate is available for a British plant employing the limestone process at these conditions. Capital investment and operating costs, with no credit for products, are lowest for the limestone process for gases of both concentrations. Crediting the ammonium sulfate and sulfur produced in the ammonia process at their market prices at the end of 1956 of $32 and $28 per ton, respectively, the operating costs of the ammonia process become the lowest for purification of the gas containing 0.30 percent sulfur dioxide. The operating costs of the sodium sulfite process for purifying gas of high sulfur dioxide content approach those of the limestone process when the byproduct sulfur dioxide is credited at $14 per ton. Even if credit for products is allowed for the ammonia and sodium sulfite processes, the operating costs are higher than those of the limestone process for the gas of low sulfur dioxide content. Because of the large quantity of materials that would be produced by removing sulfur dioxide from a relatively small number of plants, credit for products should be allowed with extreme caution.

We Americans fondly believe that ours is the greatest , most progressive and most civilized country in the world , but the cold statistical facts reveal that we apparently have little appreciation for the lives of those whose efforts of various kinds give us whatever greatness we have . The latest available statistics indicate that the annual death rate per 100,000 persons , from accidents is nearly 80 , or far higher than that of any other country in the world ; it is more than double the rate in Denmark , Belgium, Netherlands , France , Sweden , Italy , Ireland , Germany , Norway, and Austria; it is practically double the rate in England and Wales and in Japan , and is from 25 to 60 per cent higher than the corresponding rate in Scotland , New Zealand , Australia, Switzerland , and Canada . And added to this is the fact that of the main industries of the United States mining has by far the worst accident record , viewed from either the frequency or the severity basis . The National Safety Council's latest figures for 27 of the country's main industries give mining the highest or worst accident frequency rate, 74.43 in 1929 ; meat packing comes next with 55.94 , and construction third with 50.41 . In accident severity in 1929 mining also was the worst offender , with a rate of 9.99 ; quarrying is second with 6.11 , and construction third with 4.62 . Metal mining's frequency rate in 1929 was 52.16 , as against 69.25 for bituminous coal mining ,99.68 for anthracite mining, and 74.43 for the entire mining industry ; accident severity for metal mining in 1929 was 5.99 , as against 11.69 for bituminous coal mining , 10.87 for anthracite mining , and 9.99 for the mining industry as a whole . Although this figure indicated that metal mining is on a much safer plane than either bituminous or anthracite coal mining, the frequency rate of 52.16 for metal mining was higher in 1929 than the frequency rate of all but one of the other 26 industries about which data are available ; the metal mining severity rate of 5.99 , while much better

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many. It is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the PortlandMonson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In theMonson Maine Slate Co. quarry (the old Pond quarry) a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

Available statistics on 1991 worldwide consumption of selected non fuel mineral commodities shown in table 12 indicate downturns for all but 3 of the 15 listed commodities. It should be stressed that in most instances, the consumption declines were primarily the result of lower levels of use in the former U.S.S.R. and the former centrally planned economy nations of Eastern Europe. However, several commodities suffered use cutbacks in market economy countries. In the case of the nonferrous metals covered In the table, the differences in performance between market economy countries and the former centrally planned economy states are immediately evident from the table itself. Among these important commodities, refined lead, primary magnesium, and refined tin registered downturns for market economy countries as well as among the centrally planned economy countries. Also notably, cadmium use showed no significant change from 1990 levels in either group of countries. Global consumption of iron ore fell by 3.4 % or about 31 million tons, and this was a greater decline than that logged for production of marketable iron ore and related products, which was down by only 3.0% or almost 28.2 million tons. Thus, it would seem that for another year there was a net addition to stocks. The 1991 drop in iron and steel scrap use was about 5.5 % or about 18 million tons, on the percentage basis somewhat greater than the 4.8% or 36.9 million ton drop in global steel production. Although consumption of iron ore and iron and steel scrap are not broken down by region in table 12, it seems almost assured that the pattern of 1990 continued into 1991: drops in use in the former U.S.S.R. and Eastern Europe were the overwhelmingly dominant declines and accounted for much, although not all, of the global decline, whereas among market economy countries as a group, there were upturns for both materials. On a global basis, it would appear that the slight shift in the ratio of pig iron to scrap in steel furnace charges noted in 1990 continued into 1991, this shift being toward a slightly larger proportion of pig iron with a corresponding decline in the share accounted for by scrap.

"This study reports a new property of the important NAD(P)H-dependent flavoenzymes, glutathione reductase, lipoyl dehydrogenase and ferredoxin- NADP oxidoreductase, that can catalyze a one electron reduction of metal ions such as chromium(VI) and vanadium(V). During the enzymatic reduction process, molecular oxygen is reduced to H2O 2 , which reacts with the reduced metal complexes to generate hydroxyl radicals. Since the hydroxyl radicals have been suggested to play an important role in Cr(VI) toxicity, this study provides a basis for a recent observation that Cr(VI) mutagenesis is strongly oxygen dependent. These results also point to an enzymatic pathway for the metabolism of some metal ions and concomitant generation of hydroxyl radicals. l. INTRODUCTIONThe purpose of this communication is to report that some important NAD(P)H-dependent flavoenzymes (glutathione reductase, lipoyl dehydrogenase and ferredoxin-NADP+ oxidoreductase) can catalyze one electron reduction of metal ions such as chromium(VI) and vanadium(V) and simultaneously reduce molecular oxygen to generate Hi02 and, eventually, the ""OH radical. This finding is significant because (i) the known substrates for the flavoenzymes are organic species and not metal ions, and (ii) the report on the enzymatic formation of the ""OH radical provides a new pathway for understanding the mechanism of genotoxicity of some non-ferrous metal ions. For example, it has been suggested that OH radical is likely to be the major species responsible for Cr(VI) genotoxicity [1-5). The 'OH radical is generated through the reaction of Cr(V) complexes with cellular Hi02 [4,5]. Cr(V) itself is known to be generated from Cr(VI) in various biological systems, in particular, microsomes [ 6), mitochondria [7] and mitochondrial electron transfer chain complexes [8]. However, no specific enzyme responsible for the Cr(V) generation has been identified except possibly glutathione reductase [4]. In this study we have used ESR and spin trapping techniques to show that the flavoenzymes can generate Cr(V) and provide a catalytic redox cycle for 'OH formation in such reactions. "Holographic interferometry is a non-destructive technique to detect small deformations1 of an object. It is a whole-field technique· with an accuracy of a few microns. An adaptation of holographic interferometry is time-averaged holographic interferometry which is particularly useful in detecting small vibration amplitudes of an object under investigation. Its application to biological tissue is especially difficult due to the combination of (a) the high sensitivity of the technique, and (b) the tendency of these objects to deform excessively, or move during the testing period. (This is also compounded by the changing moisture content of the tissue surface.)Ideally, a pulsed laser and fast-acting thermoplastic film camera could be chosen to overcome these difficulties, but the total equipment cost could exceed $75,000. In this paper we describe our relatively economical method to apply time· averaged holographic interferometry to an excised animal lung, utilizing holographic plates and a mechanically-shuttered continuous-wave Argon laser.EXPERIMENTAL METHODThe schematic of the experimental setup is shown in Fig. 1. The holographic equipment, including the laser, is fixed on a 3 ft x 6 ft x 4 in. honeycomb holographic table. This table is functionally similar to one described by Mark and Horsch2 which can be constructed for about one thousand dollars. The holographic table itself rests on six inner tubes to absorb floor vibrations. All unnecessary vibrations must be reduced to preserve the quality of the holograms. A laser beam from a 0.5-watt continuous-wave Argon laser is split by a circular variable beamsplitter (Newport Corporation Model 50GOOAV.1) into two beams, i.e., an object beam and a reference beam. The object beam is again split into two beams of equal intensity by a 50150 beamsplitter (Newport ·Corporation Model BS.1). These beams are optically filtered and expanded by spatial filters (Newport Corporation Model 910) to cover as much area of the object as possible. Soft biological tissues exhibit low reflectives, resulting in a relatively high reference to object beam ratio of roughly 5 : 1 at the holographic plate."

"In our laboratory several impactors have been developed in the past which have penetration characteristics that approximate that of the ACGIH or the British MRC respirable curves. In these impactors the large nonrespirable particles are collected on an impaction plate of a multiple round nozzle stage where the nozzles are of different diameters. The principle for designing a respirable cut impactor is quite simple in that the respirable curve is divided into two or more segments and the nozzles are designed with the correct diameters and number of nozzles to have collection characteristics with 50% cutpoints at the center of each segment. The particles not collected on the impaction plates are then collected upon a filter. These particles represent the respirable fraction of the aerosol. Therefore the respirable curve is approximated in a stepwise fashion with the approximation becoming better as the respirable curve is divided up into increasing numbers of segments. It has generally been felt that three segments is satisfactory for most cases.A new version of the respirable impactor has recently been developed in our laboratory. This impactor approximates the ACGIH respirable curve in three steps at a flow rate of 30 liters per minute. However, unlike previous models where all of the particles larger than the three cut points designated by the three steps are collected upon one impaction plate, a separate impaction plate is now used for each of the three cut sizes. To approximate the respirable curve in three steps, the cut sizes must be 2.2, 3.5 and 5.8 microns diameter. Therefore, on each of these stages the particles collected will be the mass of particles that are larger than these three cut sizes. By determining the mass of particles collected on each of these three stages plus that on the after filter using Gravimetric techniques, some information can be obtained on the size distribution of the aerosol being sampled. Furthermore, the impaction plates of the three stages are rotated and the nozzles are placed in such a position such that a uniform deposit is obtained on each of the impaction plates. Therefore, the deposits collected are suitable for X-ray fluorescence analysis or other types of analysis where a uniform deposit is required."

Forty years have elapsed since the Bureau of Mines was established on July 1, 1910, by Act of Congress. The convocation of this Sixth International Conference of Safety in Mines Research Directors, 24 days after our 40th birthday, seems to be an appropriate time for reviewing our contributions to mine safety research and the problems yet to be solved from the American point of view. Actually research on safety in coal mines was started by the United States Government in the Technologic Branch of the U. S. Geological Survey of the Department of the Interior in 1908, as a result of a succession of disastrous coal mine explosions in which many lives were lost. In 1910 this work was transferred to the newly created Bureau of Mines. 394 lives were lost annually per 100,000 men employed in the coal mines of the United States in the 5-year period ended in 1910, as compared to 203 lives lost annually in the 5-year period ended with 1949. In 1908 no safe, permissible types of explosives and no certified permissible equipment of any kind were used in American coal mines. Black powder was in universal use and open oil or acetylene lights were common in all but mines known to be gassy. Rock dusting was not practiced to limit propagation of explosions, nor was ventilation in many mines adequate, Our safety practice lagged behind that of foreign coal- mining countries and therefore one of the first steps in carrying out the Congressional Authorization of 1908 to investigate the causes of mine explosions was to obtain assistance from the leaders of mine safety research in foreign countries. At the request of Dr. Joseph H. Holmes, director of the Technologic Branch of the Geological Survey, James R. Garfield, Secretary of the Interior, obtained the cooperation of the Governments of England, Belgium and Germany in sending Captain Arthur Desborough, Inspector of Explosives in England, Mr. Victor Watteyne, Inspector-General of Mines in Belgium, and Mr. Carl Meissner, Counselor for Mines in Germany, to visit American mines and make recommendations for increasing safety and efficiency in mining coal in the United States.

EXPLOSIVES RESEARCH. As the physical laboratories of the explosives section of the Pitts- burgh experiment station were equipped for testing the physical properties of explosives, both the Army and Navy Departments for many years had requested the Bureau of Mines to make such tests. Chemical control of the physical tests through analyses, heat tests, analyses of gaseous products of combustion, and sand tests was exer- cised through the explosives chemical laboratory. Often an investigation was cooperative between two laboratories. The explosives chemical laboratory also aided the work of the Ex- plosives Regulation both by chemical tests and investigation of acci- dents in explosives plants. COOPERATIVE WORK FOR ARMY AND NAVY DEPARTMENTS. The explosives chemical laboratory devised, at the request of the Bureau of Ordnance of the Navy, a more economical method of making hexanitrodiphenylamine. This problem was assigned to the Bureau of Mines by Dr. C. E. Munroe, chairman of the committee on explosives of the National Research Council, acting as the depart- ment of science and research of the Council of National Defense. Before the United States entered the war the following reports of investigations were submitted to the Army or the Navy: 1. Report of sensitiveness and relative efficiency of TNT and ammonium picrate, dated February 6, 1913, undertaken at the re- quest of the Chief of Ordnance. 2. Report of tests and examination of two samples of TNT and one of TNA for the Ordnance Department of the Army, dated August 5, 1915, was undertaken at the request of commanding officer, Frankford Arsenal. 3. Report of tests for sensitiveness to detonation of mercury ful- minate of 21 samples of TNT crystallized from various solvents, for the Bureau of Ordnance, Navy Department, dated June 17, 1916. 4. Report of tests of two samples of mercury fulminate for Frank- ford Arsenal, dated December 2, 1916, undertaken at the request of the commanding officer, Frankford Arsenal. After the United States entered the war the following reports of investigations were submitted: 5. Report of pendulum friction and large impact tests on two samples of "sodatol" and two samples of "amatol." The final report was dated July 20, 1918; and the preliminary report, May 15, 1918. This Bureau of Mines report and its companion report (Information Circular 9143) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of mining of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the casts for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mining unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. Coverage for surface mining includes dredging, quarrying, strip mining, and open pit mining. The underground mining includes individual development sections for drifting, raising, shaft sinking, stope development, various mining methods, underground mine haulage, general plant, and underground mine administrative cost. This system can be used for estimating cost data for an undeveloped deposit or for checking or verifying mining costs from a developed deposit, with a minimum amount of background information.

This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrousmetal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry. MAGNITUDE OF THE BRASS INDUSTRY. According to the Thirteenth Census, in 1909 there were in the United States 1,021 fu-ms that dealt mainly in brass and bronze. This total included jobbing foundries, manufacturing plants that both cast and machine a brass or bronze product, and rolling mills, but did not include iron foundries having nonferrous departments nor the numerous large brass-foundry departments of manufacturing plants that produce the castings used in the manufacture of electrical apparatus, cash registers, pumps, and the thousands of machines that require brass castings for their construction. Penton's Foundry List for 1910 gives about 1,150 exclusively nonferrous foundries and about 2,300 iron or steel foundries that also melt brass. If the rolling mills and. jobbing foundries in manufacturing plants be included, and if due credit be given to the rapid growth of the industry in the last few years, largely through the stimulation of the automobile busi¬ness, it is probable that not less than 3,600 plants are to-day melting brass or bronze.
