THIS IS a progress report on a study of the application of statistical practice to mine and mineral sampling undertaken by the Federal Bureau of Mines to provide sound theoretical and practical data for use of the mineral engineering professions. One of the problems in mine sampling is determining the reliability of the results. For certain types of sampling data (random data) the reliability of the results can be stated mathematically. For other types of data there is no known means of quantitatively expressing reliability. In applying measures of reliability to a set of random data, some knowledge or assumption of the characteristics of the particular data is necessary. In many fields these characteristics are well known. However, in mining, where the data are in assays, these characteristics are not well known.

The first metal-mine accident-prevention course was prepared and published 1942-45 as a series of seven miners' circulars (Nos. 51-57). The course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circulars on accident prevention at metal and nonmetallic mines. These circulars are: 1. Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. Land disturbed by surface mining in Colorado and other western states has increased substantially over the past several years and is likely to increase even more in the future. This study was initiated to provide basic information on hydrologic and erosional characteristics of regraded coal spoils in Colorado as an aid for planning future reclamation activities. Eleven of twenty-one surface mines licensed in Colorado were sampled during the summer of 1980 and 1981. Mines not sampled included mines which had not progressed to the point that reclamation had begun, and mines where operators denied permission to sample. All coal regions were sampled with the exception of the San Juan Coal Field. Physical and hydrologic characteristics of regraded coal spoils in Colorado were determined using standard field and laboratory procedures. Field sampling included characterization of sites (slope, vegetation density, proportion of surface rock, bare soil, etc.) and infiltration measurements using a l-meter square drop former raining on a 1/2 square meter rectangular plot frame. Core samples collected in the field were analyzed for saturated hydraulic conductivity, bulk density, organic matter, moisture retention and texture. The erosion potential of each site was determined using the Universal Soil Loss Equation (USLE). Results of the sampling indicate that infiltration rates vary widely both within and between sites. However, definite trends with respect to coal fields are apparent. For example, the Green River (Yampa) coal region had a wide range of sampled infiltration rates (1.2 to 5.1 cm/hr). However, most of the sites clustered towards the low end of the range. The North Park (Marr Strip) also was rated at the low end of the infiltration range (2.0 to 3.0 cm/hr). Average infiltration rates for the Canon City and Uinta Coal Regions were at the high end of the range (4.9 to 5.5 cm/hr). Multiple correlation analysis of infiltration rates vs. site characteristics showed that infiltration rates were most closely correlated with the depth of wetting, the amount of mulch cover, and site slope. The depth of wetting was highly correlated with the depth of the topsoil and the bulk density of the spoil. In general, the topsoil at all sites appeared to be highly permeable to water intake but once saturated, subsequent infiltration depended upon characteristics of the underlying spoil. Vegetation cover affected infiltration on individual mine sites but was not as pronounced as topsoil characteristics or mulch. Erodibility of topsoil and spoils, as determined by Wischmeier's "K" factor, ranged from 1.34 to 0.56 tonnes/ha. (topsoil) and 1.25 to 0.66 tonnes/ha. (spoils). Definite trends in erodibility are evident. The Green River (Yampa) Coal Region displayed consistently higher erodibilities (1.34 to 0.75 tonnes/ha.) than other coal fields (0.72 to 0.56 tonnes/ha). Lowest erodibilities were observed in the Uinta, North Park, and Raton Mesa Coal Regions (0.56 to 0.62 tonnes/ha). Erodibilities of underlying spoils showed similar trends as the topsoils. Erosion potential (the product of soil erodibility and rainfall erosivity) was detennined using calculated ?K? factors and rainfall erosivities (R) taken from Clyde (1976). Results show that the Delagua coal field, Raton Mesa Coal Region had the greatest erosion potential due to the high rainfall energies in the region, while the North Park and Uinta Coal Regions had the lowest potential erosion.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. This Bureau of Mines report presents a discussion of the statistical approach to the design of experiments and indicates, by concrete examples, how and when statistical design is essential for obtaining meaningful data with a minimum number of experiments. Every research worker plans his work and designs his experiments in a manner which, based on his experience, seems most rational to him and which he believes will produce the information essential for resolving the problems. If the results obtained are open to multiple interpretations and are not of definitive reliability, the failure of the experiment design to produce the desired information may be due to several causes, These include faulty judgment in selecting the factors to be tested, ignoring the importance of interaction between factors, failure to adequately control test variables, and assuming that meaningful trends in the results can be identified without comparison to a predetermined experimental error. An experienced researcher probably will deduce from the nature of the data obtained that the design is faulty and may by trial and error ultimately arrive at the correct solution to the problem. Statistical methods of planning research minimize the chance of faulty experiment design, embody concrete procedures for testing the validity and reliability of the test data and for indicating mandatory changes in the design, and enable the researcher to obtain meaningful information with the least number of tests.

Synthesis of hydrocarbons by the Fischer-Tropsch reaction in a hot-gas- recycle system was demonstrated to be technically feasible. This project was undertaken, by the Bureau of Mines, to determine if the system was operable and to ascertain the optimum conditions for the production of gasoline. Carbon steel turnings packed with a void volume from 88 to 90 pct. were satisfactory catalysts, but steel catalysts with greater void volume, either turnings or steel wool, were not as active. Good temperature control with a pressure drop of less than 0.5 pounds per square inch (p.s,i,) per foot of catalyst bed of turnings was obtained by operating with a recycle to fresh feed ratio of 20 and by splitting the total gas flaw and injecting portions into the reactor at different entry ports.

This report on the properties of motor fuels sold through service stations-in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Deparment of the Interior. It presents analytical data for 4,397 samples, representing the products of 130 companies. The samples were collected during December 1952 and January and February 1953. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the National Motor-Gasoline Survey reports published during the past ten years is given on page 5.

This report describes the preparation characteristics of the Pittsburgh and Upper Freeport coalbeds in Hancock , Brooke , Ohio , and Marshall Counties , W. Va . Over 4.5 million tons of coal was produced in these four counties in 1962. Most of this production came from the Pittsburgh coalbed . Twelve coal samples were collected for this study , 11 from the Pittsburgh bed and 1 from the Lower Freeport bed . Two of these samples could be upgraded to produce metallurgical - grade coal . The sulfur content of the Pittsburgh- bed coals was generally excessive --as high as 4.9 percent in the raw coal and 3.19 percent in the float 1.30 specific gravity fraction . The rank of the coals in this area ranges from high-volatile A to high-volatile B bituminous .

Accurate determination of moisture in coals of various ranks has long been a subject of intensive investigation. Excellent reviews of methods developed over many years are given by Brown (9)4/ and, with experimental comparisons, by Goodman, Gomez, and Parry (11). As pointed out in these and other writings, one of the principal difficulties in assigning absolute merit to one or another procedure is the multiplicity of conditions under which water may exist in coal and the difficulties involved in obtaining sharp separation and distinction between these classes. Gauger (10) states: Water recoverable from coal is obtained from the following sources: (1) Decomposition of organic molecules (sometimes called combined water), (2) surface adsorbed water, (3) capillary condensed water, (4) dissolved water, and (5) water of hydration of inorganic constituents of the coal.

The Deep River coal field is in Chatham, Lee, and Moore Counties, N. C. The coal-bearing part of the basin is about 35 miles long and 5 to 10 miles wide. Sanford, the county seat of Lee County, is the largest town in the area, with a population of 10,000. Four railroads provide transportation to the area, and four United States highways and improved county roads provide easy access to the field. The Carolina mine at Farmville is the only operating mine in the field. The mine was opened in 1921 by two rock slopes driven from the surface to the Cumnock bed. Mining operations continued intermittently until 1945 and then stopped. In the fall of 1947 the mine was reopened by the newly organized Raleigh Mining Corp.

Studies were conducted by the Bureau of Mines to develop a method for fabricating Sm-Co permanent magnets. This method consisted of arc-melting, crushing and grinding the alloy, alining and pressing the powder, and sintering the green compacts. Results indicated that the optimum composition was 36.7±0.3 weight-percent Sm and 63.3±0.3 weight-percent Co. This composition was obtained by blending together Sm2C07 and SmCo5. The maximum values exper¬imentally obtained were MHC = 27.4 kOe, BHc = 7,510 Oe, Br = 7,810 G, and (BH)max = 15.1 MGOe. The optimum sintering temperatures and grinding times for maximum MHc and (BH)max were determined. Lowering the grinding temperature from 0° C to -60° C resulted in a significant increase of magnetic properties.

The original flotation reagents were certain oils selected for a combination of properties that occurred fortuitously. It was recognized quite early in the study of flotation mechanism that, in order to function, an oil must have an active group-one that differs from the remainder of the molecule in its affinity for water or the mineral particle. Wark4 gives credit for recognition of this elementary chemical principle to the senior author of this report.5 However, it was soon found that simple hydrocarbons could not be used as flotation reagents and that two of the functions, which were combined in the early flotation oils such as pine and eucalyptus, could be obtained in separate compounds and their relative intensity controlled to advantage. These two functions were called collecting and frothing.

The Bureau of Mines is using model ducts lined with coal to study the nature of coal mine fires, their rate of propagation, their influence on ventilation airflows, and their response to sealing and other fire suppression measures. For scale-modeling purposes these studies are being carried out in various size ducts; eventually they will include a full-size mine entry in the Bruceton multiple-entry Experimental Mine. To date, work has been carried out in an insulated 9.l-m-long duct with a 5-cm thickness of coal leaving a 23-by 23-cm square opening for air ventilation. Fire propagation processes in this duct were mainly transient in nature owing to the relatively small length-to-diameter ratio. This report describes the experimental equipment employed and the results obtained to date.

During investigations of the occurrence of manganese in the western United States in the early 1940?s, examining engineers of the Bureau of Mines collected samples from seven claims and mines in southern Arizona. For convenience in reporting the results, the work on the properties is grouped in three districts. As the ores were too low grade to be acceptable to producers of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration. The San Fernando group is about 10.5 miles south of Patagonia in the Harshaw mining district. G. T. Humphries and D. Alonso held an option on the property, which was owned by H. Bender. Two samples were taken; 1 was a picked sample and the other a representative sample of ore as exposed in the mine.

Recrystallization studies on chrome-bearing spinel materials were made by the Bureau of Mines to determine the effects of certain fluxing agents and cooling rates on the chromium-to-iron ratio of recrystallized spinel. Statistically designed and evaluated tests showed that the ratio of chromium to iron in naturally occurring chrome spinel could be increased from 1.5 to 1 to over 7 to 1 and that the ratio of chromium to iron in the chrome-spinel in a stain-less steel slag could be raised to over 18 to 1. Silica, magnesia, and lime had significant positive effects, while alumina had a significant negative effect. Cooling rates of 200 C per hour in a programmed spiral globar electric furnace were satisfactory for growing crystals of recoverable size.

Bauxite was discovered in the Springvale district in 1916. About 16, 000 tons was mined in the period 1916 to 1922, but no bauxite mining has been done since that time. The Bureau of Mines explored for bauxite in the district from September 5 to November 18, 1943. During the life of the project, the Bureau of Mines obtained mineral exploration agreements covering a total of 11,330 acres from 50 property owners. A total of 388 holes were drilled on five of these properties and 164 samples were taken and analyzed. The Springvale bauxite district includes an area of about 30 square miles in the northwestern part of Randolph County, Ga. The village of Springvale is in the west central part of the district, and Cuthbert is 8 miles southeast of it (fig. 1).

An improved parachute-type stopping for changing the course of mine ventilation air during mine emergencies has been developed by Goodyear Aerospace Corporation for The Bureau of Mines. The stopping can be quickly deployed by one man from a single attachment point and provides excellent stopping performance with the flow in the design direction. Adding pin and foam attachments between its skirt and the passage-way surfaces improves its performance with flow in the design direction and maintains the stopping with zero or reverse air flows. Stopping performance results for a range of airway sizes including 7.5 X 10 ft simulated airway with pressure differentials of up to 3.0 inches of water are presented. Predicted performance values for this stopping design for larger passageways are also presented.
