Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

Most people are familiar with Euclidean dimensions: zero for a point; one for a line; two for a plane; and three for a volume. Howeverbobjects are not actually Euclidean, but lie somewhere between Euclidean æend-membersÆ with a non-integer fractal (or æfractionalÆ) dimension. The fractal dimension D is a measure of the relative importance of large versus small. Consider the trace of a coastline on a map. It has a fractal dimension (1 =D =2) somewhere between a line (dimension = 1) and a plane (dimension = 2). The more tortuous the coastline, the higher the fractal dimension, and the closer it becomes towards a plane. The concepts of fractals and spatial geometry can be applied to a wide range of geologicaVmining problems as well as than those dealing with space. One commonly quoted fractal relation is the log-log relationship of ore-grade and tonnage. Until recently, we have never been able to define or measure spatial-geometry, but new developments in mathematics have provided a means by which to quantity and apply it to our problems.

Base metal sulphide mineralisation on the northern end of Great Barrier Island is spatially associated with hypabyssal intermediate to acidic intrusives, in transgressive structures in indurated, complexly deformed greywackes and argillites. Copper predominates in the mineralisation, with minor accompanying lead and zinc and also some gold and silver. However, in some cases lead or zinc may be the dominant constituent. The mineralisation is generally characterised by only narrow envelopes of weak alteration (propyliticassemblages dominated by chlorite and epidote) and with only minor amounts of quartz accompanying the sulphides, which form a cement in zones of hydraulic fracturing. There are two distinct structural settings to the mineralisation: at MinerÆs Head, in a structurally complex situation in a shell-like zone of crackling in hornfelsed greywacke, in association with both north- and east-striking fractures and rubble breccias associated with the apical part of a large intrusive; and in very narrow, but very strike-persistent, 1inear steeply-dipping fracture zones, exposed on the north coast and inland areas near Tataweka.

The automated optical image analysis software Mineral4/Recognition4 (M4/R4) is capable of performing comprehensive characterisation of different materials throughout the iron ore value chain, including ore fines, lump, sinter, pellets and coke. It has been successfully used by CSIRO for industrial and research projects and has been independently licensed to several world leaders in iron ore production and ironmaking. The M4/R4 software was strongly integrated with a Zeiss microscope to make use of the company’s powerful AxioVision software. This required users to own both Zeiss microscope hardware and AxioVision software in order to be able to use M4/R4 to its full image acquisition and analysis capacity. Therefore, it was not available to the users of equipment produced by other major microscope manufacturers. In recent times however, Zeiss has indicated that the AxioVision software will no longer be supported. To overcome this limitation, CSIRO has proceeded with the next generation of this software, Mineral5/Recognition5 (M5/R5). Importantly, the M5/R5 system has been developed without any dependence on a specific microscope hardware/software platform. Furthermore, the image analysis functionality is now based on openCV open access software and has been fully rewritten using stateof- the-art software development tools to allow reading and processing of all major image formats. Although past applications have been specific to iron ore and ironmaking applications, other improvements, such as an increased number of minerals allowing better gangue segmentation, flexible mineral definitions, improved software modules behaviour and refined analysis routines enables the platform independent M5/R5 image analysis system to be used by researchers in any area of mineralogical or materials research.

Carrapateena is a copper-gold sub level caving operation located in the Gawler Craton, South Australia. One of Australia’s largest undeveloped copper deposits, the project will be a 4.25 Mtpa underground operation, with an estimated mine life of 20 years (OZ Minerals, 2017). First concentrate production was achieved in December 2019, within the Iron Ore Copper Gold (IOCG) hematite breccia complex. The Carrapateena orebody is overlain by 500 m of barren sediments of the Stuart Shelf, which hosts two aquifers. The cover sequence is dominated by shales, quartzites and sandstones in order of thickness. The cover sequence presented challenges to the mine ventilation system as a result of highly variable rock strengths. On this basis, the site developed the first vent rise, Vent Rise 5 (VR5), earlier than required as a means to test the empirical stability assessment. Assessment for VR5 was completed in 2017, with the mine yet to develop through much of the cover sequence. Due to the geotechnical data available at the time, it was anticipated that break out would occur within the vent rise walls as a function of the low strength Woomera shales. VR5 was developed to 4.5 mᴓ in late 2018. The timing of the VR5 development enabled the site technical team to calibrate empirical stability factors for the assessment of future vent rises. At the time of writing, four additional vent rises have been successfully developed to a diameter of 5.5 m. No significant overbreak has been observed within any of the vent rises. This paper is intended for geotechnical practitioners designing large-diameter vent rises in geological environments similar to the Stuart Shelf where a similar approach to vent rise design may be warranted.

Global annual gold production has been remarkably constant over the last decade at ~2500 t/a3. The major producers today are China (annual production over 350 t and rising), Australia (250 t), USA (240 t), Russia (200 t) and South Africa (190 t and falling); these figures are representative of recent years but approximate. Demand from jewellery, investment, industrial and dental uses has been in excess of mine production for the last decade, by approximately 1000 t/a.Ongoing exploration is the life-blood for gold mining, and more so than for many other metals. Explorers consider sovereign risk, security, labour costs, commercial terms, land availability and inherent geologic prospectivity to determine where to focus their activities. Exploration success over the last decade has been shared by established major producers like Australia, Canada and USA, several countries in West Africa, and many parts of the Pacific margin. Although gold-only deposits have dominated world gold production historically, the gold-plus types, especially copper-gold, are becoming more important.Australia experienced a major period of exploration success from 1979 that has led to annual gold production rising from 17 t in 1979 to 250 - 300 t/a recently. Today, Australia has economic demonstrated resources of over 9000 t Au, which has risen progressively from 220 t in 1979. The majority of production has come from gold-only deposits in the Yilgarn craton in the southern half of Western Australia, but there are a few large Proterozoic deposits in central Australia including Olympic Dam, Telfer and Starra, which are mostly gold-plus types with copper and gold. Large goldfields in the younger host rocks of eastern Australia include the gold-only deposits of Victoria and North Queensland, and gold-plus deposits of New South Wales.CITATION:Phillips, G N, 2013. The relationship between comminution testwork results and the milling circuit that is subsequently selected is not a direct one and frequently involves recourse to databases of past test results. This in itself reflects the lack of a systematic engineering approach in the design process. This paper reviews comminution tests for SAG mill design in an attempt to identify where the essential information comes from that will be used in mill selection. The conclusion is that results from traditional test methods, including obscure and little used procedures like the Mokken test, are more valuable from an engineering perspective than parameters for breakage rate based modelling. Suggestions are made on ways in which existing test procedures can be enhanced in order to generate parameters that can be directly related to characteristics of the milling circuit being designed.

The 115-year history of the Hall-Heroult process for production of aluminium has been characterised by a sustained technology-driven improvement in costs and productivity. In the past decade the industry has effectively transferred best practice into older technology with improvements through computer control of the process, and redesign of cell linings using computer modelling . Incremental development is now at the point where diminishing returns will apply for further technical improvement effort however, until the gap between technical limits and current best practice is addressed through major process redesign. The process remains a long way short of its technical limits in energy consumption, carbon anode consumption, cell life and product purity. Investment cost in new capacity is very high, supporting the retention of older and less efficient technology and hence limiting the application of best practice in environmental performance and occupational health exposure. The industry is a major emitter of greenhouse gases yet the process has the potential to release oxygen as the primary waste. All of the above issues will be addressed in the new century, but only through commitment to the necessary long-term research and development that is required to achieve a redesign of the process.

The transition from exploration to feasibility is a stage in the development of mineral resource projects that is frequently not handled well. The transition marks a point in the project development process where resource evaluation priorities change significantly from the discovery of mineralisation and the rapid assessment of the potential tenor of the mineralised system, to the detailed assessment of the deposit.   Information used in the exploration process tends to be of a qualitative or theoretical nature initially, but gradually becomes more quantitative in character as geological knowledge relating to individual prospects grows.   The transition from discovery and rapid exploration of a new deposit occurs at a relatively early stage in project development, coinciding with the first attempt to prepare a resource estimate for the deposit. Fundamental assumptions regarding both structural and grade continuity and uncertainty inherent in existing information need to be made so that they themselves may be addressed during the collection of additional data.   The effective commencement of feasibility studies involve the introduction of new accountabilities either as a result of appointment of a project manager, and through needing to be able to quantify: ò     the quality of data being collected for resource evaluation purposes; ò     confidence associated with resource estimates; and ò     the need to develop an audit trail for the project, required to make the resource evaluation decision-making process as transparent as possible.   Quality assurance is a concept to which exploration geologists have frequently had little exposure. Being able to demonstrate the quality of data used in feasibility studies is, however, a crucial component of the overall risk management and reduction.   Development of a transparent audit trail for data assists in demonstrating the quality of data which is frequently perceived to translate directly to confidence inherent in resource estimates.   Establishing procedures for geological data collection and management also provides a more reliable framework for making decisions that impact on project execution, again resulting in improved confidence in resource estimates and associated geoscientific data.   Regular, independent technical audits, in principle similar to audits conducted for the ongoing certification of standards compliant quality assurance systems, are a major, positive factor in effective project management and execution.   Information used in project evaluation, feasibility and development must be based on facts. Facts are effectively observations that are ideally made systematically, recorded in a systematic manner, and by being collected effectively are not subject to change.   Effectively managing the transition from exploration to resource evaluation, feasibility and project development involves recognising the nature of changes in the nature, detail and scope of geoscientific data required at each stage of project development. In doing so it is essential to: ò     recognise when the change occurs (as early as preparation of the initial resource estimate for a project); ò     accept that the change may not be gradual; and, ò     ensure that the project evaluation team is adequately resourced.   These objectives require recognition of the value of previous experience and the need to instill a true team approach amongst both staff and contractors associated with the project. Regular formal and informal communications between staff, contractors and other stakeholders in the project are an essential tool in ensuring personnel are aware of factors affecting their role in the project.

Within ten months of the first significant intersection on the Vera deposit, approval was given to proceed with a $28.3 M underground development of the Vera-Nancy gold mine. Contrary to what the timeframe suggests, the development of the underground mine was planned in a logical and methodical manner which enabled confirmation of the resource, evaluation of the orebody for mining and sufficient production to recommence milling operations at the Pajingo treatment plant. This paper describes the underlying factors on which the project was planned and developed. The approach has successfully enabled the mine to be in production 18 months after discovery without compromising any future production or potential expansion

The degree of regional denudation is one of the most important factors for judging the preservation potential of ore deposits as it can be used in a predictive manner to help guide exploration. There are many methods available to judge the denudation degrees of mineral deposits. These include regional geochemical assessment methods, the characterisation of primary lithogeochemical halos, the thermoelectricity of pyrite and apatite fission-track methods. Each method has its specific principles, application scopes, limitations and successful cases. Coal mining in New Zealand is principally a State-owned and controlled operation where the State produces 70 per cent of the coal in New Zealand and 65 per cent of coal mined in the Waikato. The State's flexibility in production quality and price makes them tough competition. Coal in the Waikato varies in quality considerably throughout the region making the high quality coal deposits as in the Huntly district a highly sought after commodity. The high quality of coal is often offset against transport costs as, for example, Maramarua coals can compete effectively in the Auckland market and dollar per calorific value basis.

Hydraulic mining shovels can be successively used at open-pit mining operation in severe climatic zone with air temperature interval from -700C to +450C typical for some northern region of the world particularly of Russia, Canada and Sweden, if they would be equipped by special preheating facilities for their diesel engine, water, hydraulic oil and lubrication systems. All shovels manufactured by the Komatsu Mining Germany GmbH for operation at ambient air temperatures down to -50¦C have cast and forged structural design elements, bolted connections made of special steel grades, electric cables with special insulation, flexible high-pressure hoses manufactured by ICE-Champion with connectors made of special steel grades.Generally at the temperatures below -25¦C the ordinary machine has to be stopped, the attachment should be placed in the parking position, the generator should be switched on, or the external electrical power supply connected, for the preheating equipment. For rapid start-up in winter after a long shutdown of a hydraulic shovel, there is a procedure for preheating of the main systems. It is applied for the following systems: engine cooling system, engine oil, hydraulic oil, pumps and drive motors of the propel gears, electric cabinets, machinery house, especially near the ventilation inlets and outlets.Start-up of the main drive engine is permitted at a hydraulic oil temperature of -20¦C, when it has a viscosity of 1000 cSt. In this case the rotation speed of the diesel engine crankshaft is lower by two times than the nominal value and this is the most favourable condition of start-up of the engine and hydraulic pumps and motors, which work with half of their rated rotation speed until the hydraulic oil reaches a viscosity from 100 to 10 cSt. After that the hydraulic system and the entire shovel begin to operate under normal conditions.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

Study of the distribution of minor elements between copper matte andfayalite slag is important in determining appropriate methods tomaximise the recovery of valuable metals and the rejection of harmfulelements. Boliden Mineral AB operate a large copper smelter in northern Sweden, where they had noted that the loss of silver to the slag in the settling furnace appeared to be a direct function of the tin content of the slag. This work was aimed at determining whether or not this was a cause-and-effect relationship. Copper matte containing approximately 50 wt per cent copper and small amounts of silver and tin was equilibrated with silica-saturated fayalite slag at 1250¦C, then quenched. The matte and slag were then analysed for their silver and tin contents. It was found that there was no relationship between the silver distribution and the tin distribution. The silver matte/slag distribution ratio had a value of 120 ¦ 40 while that for tin was 2.8 ¦ 0.3. It is suggested that the most likely cause of the relationship observed at the Boliden smelter was matte entrainment in the slag.

Computation is believed to be a powerful tool in scaling-up chemical processes and in designing materials, however, is being challenged by low predictability and limited scalability. This presentation will discuss the promising future of multi-scale computation in solving these two problems to realise the real-time simulation of industrial processes. Multi-scale structures are a common nature of most chemical systems and the meso-scale phenomena are believed to be the road blocks not only in improving the predictability of physical modeling but also in extending the scalability of computation. Focusing on the meso-scale phenomena, a series of research has been carried out at the Institute of Process Engineering, Chinese Academy of Sciences, for the past three decades. Starting with a simple idea of modeling the meso-scale clusters in gas-solid two phase flows, the so-called EMMS (Energy-Minimisation Multi-Scale) model was established. In verifying the stability condition of the model, the pseudo-particle approach was proposed to explore the micro-mechanisms in particle-fluid systems, and the strategy of the EMMS model was extended to other six different multi-phase systems, resulting in a unified conceptual formulation of multi-phase complex systems expressed by a multi-objective variational problem. In applying this model to different multi-phase systems and to industrial problems, it was recognised that the EMMS model defined a new paradigm of multi-scale computation by realising the structural similarity between software, hardware and the problems to be computed. This paradigm of computation was implemented on a multi-scale supercomputer with a capacity of 1.0 petaflops by integrating CPUs and GPUs (Graphic Processing Units), showing high efficiency and low cost. Running the EMMS model on this computer, the simulation of hydrodynamics of multi-phase systems can be speeded up very much, indicating a promising future of virtual reality of process engineering. The presentation will review this series of work, introduce successful applications in industries, and will be concluded by emphasising the critical importance of the meso-scale phenomena as the bridge between macro-dominants and micro-mechanisms. When production targets are not being reached it is essential to determine what the operating problems are so that remedial action can be taken. It is also imperative that all persons who are part of the production stream within a mining operation know and understand what the operating difficulties and delays are so that corrective action is effective. This includes the supervisors, superintendents, planning team members and managers. A new approach recently adopted at Hilton Mine to help identify these operating difficulties has been to use short-term schedules and reports known as the Daily Shift Schedule Controls (DSSC), and the Daily Weekly Operating Reports (DWOR) respectively. These control elements have enabled management and supervisory staff to accurately identify labour inefficiencies and ultimately determine capital resources.
