The authors have studied and analysed many mineral resource and related projects in Australia. These studies have lead them to conclude that the past performance of many project developers does play a major part in any external financial investment for new or expanding resource based projects. In this paper the authors look particularly at the influence of parties outside the direct control of developers and the effect of' these parties on projects and conclude with a number of points as guidelines for potential project developers.

During the year 1940 a complete investigation was made of the whole of the stoping operations throughout the Great Boulder Mine and, as a result, it was decided to convert some of the existing shrinkage stopes into cut-and-fill stopes, and also to mine many of the more recently developed ore blocks by the latter method. The necessity for filling was due primarily to the structure of the ore blocks, the character of the walls and possible excessive dilution, but was influenced also by the grade of the ore-block and by the fact that cleaner mining can be carried out by cut-and-fill stoping.The comparatively few cut-and-fill stopes in operation prior to 1940 had been filled mainly with waste rock from development work, but as the amount of this material available, or likely to become available, would have been wholly inadequate for future operations, it was proposed to construct a system of passes to supply filling material from the surface.Owing to the distribution of the stopes, no central pass or system of passes could be devised which would service all the stopes satisfactorily.However, work was commenced on two passes, one designed to service the cut-and-fill stopes in the Eastern Section of the mine, and another to service those in the Western Section. It was realised that these passes could serve only a small proportion of the total number of Stopes (Figs. 1 and 2). During the progress of this work experiments were undertaken to test the possibility of using filtered tailings underground as an adjunct to the above scheme, but for various reasons these were only partially completed.Early in 1942 it was suggested by the Mill Superintendent that an attempt be made to fill with wet classified flotation tailings as practised at Mt. Lyell in Tasmania and at the Triton Mine at Reedy, West Australia. For the purpose of testing this, an experimental stope was prepared on the 309-ft. level, "X" Lode. This was 100 feet long and averaged 4 feet in width. Water-tight rearings were built at each end of the stope and waste rock fill was spread to a height of 6 to 8 feet above the timber. Used filter cloths were laid on top of the fill and brought a few feet, up the walls of the stope. A two-inch victaulic drainage line was then placed in position, the end passing through a hole in one of the bearings and thence to a sump. In the central portion of the stope two vertical pipes were brought up from this line. Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

The monosaccharides glucose, galactose and arabinose, and the polyols glycerol and mannitol (0.1 Ufo WIV) supported pure and mixed culture heterotrophic bacterial manganese leaching of solid pyrolusite (MnO2, 2% W/V) to yield 14-38 mg/litre manganous ion in 3 days from a simple mineral salts media at 30°C. Supplementation of pure bacterial isolates growing on glucose with soluble intracellular photosynthate from freshwater algae (0.07 g/l carbohydrate) and marine algae (0.11 g/l) led to an improvement in Mn++ yields of 24 and 100 per cent respectively. Extracellular products of the freshwater algae (0.3 g/l carbohydrate) boosted recoveries by 57 per cent.

This paper is intended partly as a summary of the conclusions that have been arrived at by various authorities on this matter, and also with a view to initiate some discussion on the subject, especially as most of the quartz gold mines in Victoria are operated without having any proper assay plans or any idea of the real values other than those given by the mining managers, who, from experience in the particular cases, are supposed to be able to arrive at a correct idea of the true values of- the ore, and, in many cases, oppose any other methods than their own, holding the view that no sampling is equal in correctness to the bulk sample of the battery. The necessity of properly sampling and estimating the ore in a mine in every case, perhaps hardly needs to be urged on the members of the Institute, but is not, apparently, so obvious to others.It is proposed to confine this paper to the sampling of ore reserves in a mine, and the various points which have to be taken into consideration in arriving at values, from the assayer's point of view, leaving the methods of sampling metallurgical products out of consideration for the present. "It is advisable to define" ore reserves" as ore exposed on three sides at least, and accessible to the sampler on all three. "Prospective ore" would include all ore not so fully exposed; but which may, from the nature of the case, and the geological conditions prevailing, be reasonably supposed to exist.

Although these subterranean cavities are common to the Broken Hill big lode, yet the Broken Hill Proprietary is the most prolific in their occurrence, loud they have been found of various dimensions almost from the surface down to the lowest levels yet attained in that mine. Many of these vugbs have contined valuable silver, copper and lead deposits, and some have been remarkable for the beautiful forms of crystallization pendant from the roofs and walls, and collected on the floors. The question arises, How are these caverns and fissures in the ore body formed? There are numerous theories more or less feasible, but that the causes are variant is demonstrated beyond doubt. That water in its passage leaving channels, is one ofthe chief factors for their production is assured, and their presence is likewise due to the shrinkage and dropping of the earth from varions causes, to the deposition of material forming ledges overhanging, and thus leaving spaces below, and also to chemical erosion and electrical action both of which latter are constantly at work in reconstructing, segregating and dissolving tlie mineral and metallic constituents of all ore bodies.One of the most remarkable vughs yet discovered in the big mine was that opened up about three months bitek in the' heart of the ironstone body on Block 11, and located about 40 feet below the 100 feet level of Weatherley's stopes, but now destroyed in the progress of work. Probably it was caused by chemical action, the eating out, so to speak, of a soft and soluble portion of the manganic iron, leaving a,hollow about 15 feet long, with a width and height, of say, 6 feet, carpeted with beautiful zinc with a modicum of limeincrustations, apparently produced by the percolation from around the carbonate waters holding these minerals in solution. This cavern was divided into, what might be termed, a double chamber, by big boulders of manganic iron, also coated with an aggregation of small crystals of zinc and lime although the actual proportion of the latter was not determined.

This paper illustrates the use of variography and moving average plots as an aid to analysing variations in the process that can be used to direct the improvement efforts. The hydrometallurgical processes used in manganese metal production consist of sequential unit operations that include milling and reduction of manganese ores. Leaching of the reduced ore, is followed by solid-liquid separation, residue disposal, solution purification and electrowinning of manganese metal completes the process. The nearly 250 integrated process control loops rely on reports of pH, flow pressure, level, temperature and chemical analyses. Metallurgical accounting, reconciliation and process control is achieved through monitoring of the chemical and mass balances within the manganese reduction plant, requiring approximately 50 000 analyses of solids, powders and liquids each month. The largest numbers of samples are taken in the cell house. Changes and variations monitored by sample statistics ensure that the manganese products comply with predetermined specification limits. Optimising the information-value of the approximately 50 000 samples in the manganese plant is carried out in tandem with ongoing process optimisation. Variographic analysis of daily sampling data suggests that the cyclical behaviour evident in the moving average plots is only a reflection of random residual variability and not a reflection of true underlying variability related to cyclical phenomena. Low resolution in the variogram of daily sampling data masks the short-range variability that emerges when hourly data are analysed. Hourly samples collected over a 39-day period (giving 941 sample data), helped identify short-range cycles in the process. The relative distribution of variability for daily sample intervals, indicate that 57 per cent arises from V[0], 18 per cent from V[process] and 16 per cent from random residual variation. V[0] includes all the uncontrolled sampling error arising from a poor sampling protocol, the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. This confirms the suspicions regarding the suboptimality of the sampling protocol and the way it is implemented. The absence of long-term trends in the leach suggests that short-term variation (less than one day) dominates the process. While the control charts indicate that the overall processes are maintained above the lower specification limits and the target values, there is nevertheless a considerable amount of variability in the system that overhangs the processes and threatens to impact them negatively. Although the variability in the leach is above the prescribed limits, the volatility is a matter of concern because it seems to be uncontrolled. The comparison of the various sources of variability in data collected on an hourly basis suggests that the short-term random variability (V[0]) accounts for almost 50 per cent of the variability in the process. The main source of this variability is due to errors in the sampling protocol and is probably related to the size of the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. Remediation of FE and GSE will probably lead to a reduction in V[0], whereas V[process] could be mitigated by reducing the biases associated with DE and EE in particular.

Variations in product distribution in the carbon-sulphur dioxide system due to variations in reaction temperature, sulphur dioxide concentration in the feed gas, and gassolid contact time were studied in detail for a brown coal char. The results were compared with those for two wood chars, a coke prepared from Liddell coal and two cokes prepared from Ac1and coal. Conditions were chosen such that gas-solid diffusion rates did not hinder chemical attack of the carbon.With brown coal char under suitable conditions, the selectivity of sulphur in the sulphur dioxide fed, to either elemental sulphur or carbon disulphide, was in excess of 90 per cent. The wood chars gave very similar product distributions Ito brown coal char. However, the cokes from Ac1and and Liddell coals were respectively approximately three and seven times less reactive than the brown coal char.The approximate carbon holdup required to just achieve total conversion of sulphur dioxide, and thereby achieve high selectivity to elemental sulphur, is given as a function of reaction temperature.

Although hosted within an Ordovician magmatic arc, the Peak Hill high sulphidation system displays features typical of youngerPacific Rim high sulphidation epithermal gold deposits. Regional NW trending transfer structures are inferred to localise the magmatic source at their intersection of the NS trending arc. Fluids have migrated from the magmatic source along NW structures and thence exploited permeable horizons, which have become silicified. Alteration displays typical zonation from silicification through assemblages characterised by alunite, pyrophyllite and kaolinite and is followed by breccia/fracture controlled sulphide and gold deposition. Sinistral rotation on the NS arc has dilated NW trending fractures to produce the WNW to EW dilational fractures which host the higher grade ore. Mineral assemblages are typical of formation distal to the magmatic source in an epithermal environment. The combination of alteration and mineralisation zonation with structure provide fluid vectors which target a magmatic source to the SE of Peak Hill.

Winzes are usually sunk 9 ft. 6 in. long by 6 ft. 0 in. wide and are divided into two compartments, 4 ft. 0 in. by 5 ft. 0 in. inside the timbers. The general practice is to sink the winze to a depth of from 9 to 12 ft., put in bearers and three or four rings of timber, and then erect a sinking headframe before continuing sinking operations.GENERALThe main feature governing the design of the headframe was that all parts could be transported on timber trolleys in No. 2 Shaft. Except for some minor details the structural members consist of steam pipe. Joints are sections of steam pipe welded to one member and into which the other member fits and is held in place by a 1-in. bolt. The headframe consists essentially of two bedpieces to carry the winch and to form a seat for the four legs. The legs support the sheave bearers, the tipping door and the brace.Except during tipping operations the door is in a nearly vertical position. For tipping it is lowered to an inclined position and a hook suspended from one of the bracing members of the headframe is attached to a "D" welded to the bottom of the kibble. This causes the kibble to tip when it is lowered on to the tipping door. The capacity of the kibble is 4 cubic feet.THE HEADFRAMEThe dimensions of the headframe are:Height to top of sheave .. .. 14 ft. 10 in.Distance centre to centre of legs 4 ft. 4 in.Length of bedpieces .. .. .. .. 8 ft. 9 in.The weight is approximately 2,000 lb., the tipping door and bedpieces being the heaviest members. Three 3 inch pipes act as spreaders between them.Welded to the top of each bedpiece is a 6-in. by iHn. plate 3 ft. 0 in. long with four 4-in. by 1.5-in. slots cut longitudinally at 10 in. centres. In eastern China, most of the copper skarn deposits occur in folded troughs which are controlled by the EW-trending faulted fold systems (the Pal-Asian geotectonic domain), and the NNE-trending rift or fault zones (the Marginal-Pacific geotectonic domain), particularly the later. From the north to the south, there are four troughs hosting the main copper skarn deposits in eastern China: the Yanliao Trough, the Yangzi River Trough, The Qiantang-Yuanshui Trough and the Zichen Trough. There are more than 30 copper skarn deposits in eastern China, and ore reserves of each deposit are between 30 to 100 Mt with average grades over 1% Cu.    Most of the large copper skarn deposit-related intrusions are Mesozoic in age (170 to 100 Ma) and were emplaced during the Yanshanian Movement. Outwards from the intrusion bodies, both the skarn alteration and mineralisation show certain patterns of zonation. Mineral assemblages indicate a relatively high oxidisation state during metasomatic alteration and mineralisation. Sulphur isotopic work indicates that most d34S values of the sulphides are between ~4 to 3ë suggesting a common magmatic sulphur source. Fluid inclusion and oxygen isotopic studies suggest that early-stage fluid shows magma-related fluid characteristics although meteoric water was involved during late-stage alteration.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

Beneficiation of Nickel Lateritic Ore from Montes Claros de Goißs, Brazil Beneficiation is a key factor for both technical and economical aspects of industrial processing of nickel lateritic ores. A combination of comminution, classification and concentration stages are usually used to upgrade the metallurgical plant feed, thus resulting in both capital and operating cost reductions. This paper describes the testwork conducted on Montes Claros nickel lateritic ore in order to investigate the potential for upgrading. A comprehensive laboratory testing program included crushing, scrubbing, screening, grinding, gravity separation and attritioning, for both saprolitic and limonitic ore types from the Montes Claros deposit. The results indicated a clear potential for such an upgrade, which was later validated in a pilot plant program.

The chemistry of cyanide solutions is complex, this complexity being responsible for the ability to act as complex-forming agents in metal dissolution processes, among them gold and silver. Such ionic species are used in hydrometallurgical processes, in particular in gold extraction and electro-plating. Due to the high toxicity of cyanide, the discard of effluent from processes and/or industries demands rigorous treatment so as to minimise its concentration. Among the conventional chemical treatment of such effluents one can mention SO2/air; biological degradation; oxidation by using hydrogen peroxide; oxidation by sodium hypochlorite, etc. However, the electrolytic recycling process is also promising for cyanide recovery and offers the possibility of recycling it to the aforementioned industrial processes. Such a process does not use additional chemicals but enables direct re-utilisation to the main process aiming at adjusting the cyanide concentration.

Experimental Study of Ore Characterisation Methods for AG/SAG Mills Mining companies have long recognised the importance of ore breakage characterisation in design and optimisation of their crushing and grinding circuits. In one of the industry standard methods relevant to AG/SAG milling, ore is characterised using mainly high energy single impact tests. However recent DEM studies have suggested that breakage in AG/SAG mills is mainly due to low energy repetitive (or multiple) collisions rather than single high energy impacts. Hence a study was initiated at the JKMRC to investigate the behaviour of ores under such conditions. Carefully designed experiments have been performed using two laboratory mill sizes (0.6 m and 1.1 m diameter) to mimic the reported low energy repetitive impact breakage under low load conditions. The breakage characterisation parameters derived from standard high energy single impact tests on the same ores was then used to predict the low energy repetitive impact breakage. Significant bias was found in the simulations which clearly warranted further investigation. The extensive experimental program which followed employed three separate methods: the JKRBT (JK Rotary Breakage Tester) for high energy single impact and low energy repetitive impacts, gravity drops for low energy repetitive impacts, and laboratory mills to provide an extended number of low energy repetitive impacts. The breakage energies associated with these experiments were accurately measured with a high speed video camera. Two breakage indices, the degree of breakage (t10) and the breakage probability (S) were used to describe the breakage test results. This paper summarises the major results from this experimental study, which has facilitated the development of a new breakage characterization method relevant to AG/SAG mill modelling.
