On August, 31, 2006, Tropical Storm Ernesto hit the City of Richmond, Virginia. The Battery Park area was hit particularly hard, as flooding forced an evacuation of the area. A large sinkhole collapsed a sewer line in the Battery Park area, blocking the pipe and causing more serious flooding. This case history describes the fast track design, bidding, and construction of an emergency tunnel to bypass the collapsed sewer. Innovative value engineering, tunneling and shaft sinking methods, and final lining design all contributed to the success of this project. The storm inundated Richmond, Virginia with up to twelve inches of rain in some areas causing widespread flooding and damage. One of the hardest hit areas of Richmond was Battery Park. A major trunk sewer in the Battery Park area collapsed causing local combined sewer and storm-water flooding. The collapsed sewer was an 8'-3" wide by 9'-6" high arch sewer that was constructed in the nineteen twenties and later filled over with municipal solid waste and a soil fill cap to current elevations. A sinkhole was created in the area of collapse approximately sixty feet deep and one hundred feet in diameter causing the existing arch sewer to become blocked. As a result of this blockage contaminated flood waters reached depths in low lying areas in excess of twenty five feet. [ ]

Carbon dioxide sequestration by conversion to carbonates has become a promising option for CO2 storage. Experiments were conducted to determine the feasibility of CO2 sequestration at ambient conditions using a Ca-rich industrial waste in a carbonate solution. The Ca-rich industrial waste used in this study was lignite fly ash. Fly ash was chosen because it is cheap, available near large CO2 point sources, already in powder form, and reactive due to amorphous properties. In the experimental set-up, CO2 absorption was inferred by monitoring feed and exhaust gas CO2 concentrations. The addition of an alkali to a fly ash-distilled water solution provided a 50% increase in CO2 absorption of the solution. Absorption time also increased by 50% compared to a fly ash-distilled water solution. TGA analysis was used to determine the extent of CO2 sequestration in the carbonate form. At a liquid to solid ratio of 20:1, the conversion of ?free? calcium to carbonates was 75%. A CO2 balance on the system concluded that at the current operating conditions 42% of the total CO2 fed to the system was sequestered in the carbonate form. SEM-EDS analysis of the fly ash particles before and after reaction with CO2 indicated that the carbonate compound being formed was calcium carbonate. The analysis identified rhomboidal structures on the surface of the fly ash particles after reaction with CO2, but not before. These rhomboids are characteristic of calcium carbonate formation and they had higher Ca, C, and O concentrations than the host spheres, suggesting calcium carbonate formation.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. Optimized mixer settler designs will now handle total flows of over 6,000 m3/hr.Computational Fluid Dynamics (CFD) is a timely and predictable tool for design development. Lightnin has the capability of using numerical analysis methodology to evaluate flow patterns and phase separation. CFD can show performance differences between changes, in mix tanks, in settler geometry, and in liquid depth, against variable flow rates. Understanding the differences allows the development of optimized designs. This paper focuses on the major design components of the mixer settler and how technological advances will lead to further improvements, when designing for today’s largest flow plants.

Stanford Linear Accelerator Center (SLAC) is located in Menlo Park, CA. In order to allow for enhanced experiments, the current facilities required expansion. Tunnels were excavated through very weak sedimentary rock interspersed with uncemented zones (Ladera Sandstone) employing the principles of the NATM. The overburden var-ied from 10 to 80 feet. The paper addresses the characterization of Ladera Sandstone that can exhibit the properties of dense sand and weak rock. The paper focuses on the challenges that were encountered during the NATM initial support design and the construction phase including the geotechnical instrumentation, monitoring and design verification process in particular the excavation of the junction between access tunnel and the FEH cavern (49 ft wide by 32 ft high).

Our subject, "Safety, Legal, and Contracting," is a range of topics which covers a broad spectrum, but is obviously Intended to focus our attention upon certain particular aspects of tunnel problems. These are all fascinating and complex subjects, and others are much more qualified to discuss to discuss the fine points involved. Put after some 45 years' involvement as an inspector, engineer, contracting officer, and especially for the last 22 years as a contractor's estimator and manager, I have developed some strong and definite convictions to share with you. I hope it will serve to get you started thinking. My first tunnel experience was in a soft ground tunnel which was dug by hand, literally. The crown or arch back was taken out, a pebble at a time, by bare hand. The face was constantly breast-boarded, and the mucking was all done by hand shovel. My first rock tunnel was drilled by hand held drifters from the muck pile. Since then, most tunneling techniques have improved greatly. The jumbos, booms, muckers, and moles have taken over many of the back-breaking chores, and reduced the manpower requirements.

This paper presents analysis of damages and rehabilitation design for three major French rail-way tunnels built in mid-19th century. The La Nerthe tunnel underwent ovalization deformation with excessive displacement at the springline, and pinching and bursting of the liner bricks at the crown due to tectonic residual stresses with very high lateral earth pressure. The Saint-Louis les Aygalades tunnel invert was subjected to undulatory deformation resulting in tracks misalignment, which was caused by non-homogeneity of mechanical and hydraulic properties of the ground. The Roches de Condrieu tunnel required widening to comply with the increase in dynamic envelope of trains due to their larger cross section and higher speed. The applied rehabilitation methods and constraints of work in these busy mainline railway tunnels have been discussed in detail.

Signal processing is a major challenge for In-Seam Seismic (ISS) technique. Fourier Transform is an important tool for signal processing such as frequency analysis. However, for ISS signal, localized information, especially time-frequency localization is even more important. Wavelet Transform (WT) provides another approach to study the signal as a function of frequency and time. The objective of this paper is to demonstrate the application and advantages of WT to seismic signal analysis. Both transmission and reflection signals from coal mine void detection experiments are analyzed. The results illustrate that WT appears to be a powerful and convenient method for the in-seam seismic signal processing.

Metal removal kinetics and metal ion selectivity in ion flotation were studied from a thermodynamic perspective. Surface tension data could be used with the Gibbs adsorption equation to quantitatively predict the metal ion removal kinetics in alkylsulfate-Cu systems. However, surface tensions predicted cation selectivity coefficients in the sodium dodecyl-sulfate (SDS)-Cu-Ca and SDS-Cu-Pb systems rather poorly, although the predicted order of the selectivity (Cu2+<Ca2+<Pb2+) was correct. Another thermodynamic selectivity model, which used the Grahame adsorption equation and a geometrical analysis, predicted cation selectivity coefficients that agreed very well with experimentally measured values.

Increased TBM performance is leading the way for resurgence in tunneling activity in NYC. Tunnels will be excavated in the same geologic formations as previously excavated D&B tunnels whose construction records are providing valuable insight into the prediction of rock mass behavior. This report compares an eight mile stretch of NYC Water Tunnel #2 with the recently excavated eleven mile stretch of the TBM driven Water Tunnel #3. Comparisons of the type and amount of rock support installed as well as water inflows and grout quantities are made. Rock mass characteristics specific to TBM performance are also evaluated.

Tunnel boring machine (TBM) development continues to take on not only larger diameters, but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar have required innovative design approaches. A systems approach has been required to produce tunneling machines that can safely excavate the tunnel in an efficient, cost-effective manner that stresses production and labor saving approaches. This article reviews the current design developments and present recent projects where these most recent principles have been applied. The world?s growing population and rapidly proceeding urbanization are boosting an enormous demand for new and high-capacity infrastructures to secure the mobility of goods and people. Densely populated areas face the challenge of providing efficient traffic infrastructure such as a modern public transport system. At the same time, the maintenance and modernization of supply and disposal structures for water, sewage, energy and communication are essential. Last but not least, are supra-regional transportation routes such as long distance water diversion schemes. All of these projects are as demanding and are characterized by a tight time schedule. In this context, the demand for efficient tunnels for traffic and utility lines is increasing, as new infrastructures often leads underground because of limited space above ground. Also, tunnels are the obvious choice to cross natural barriers like mountain ranges. To handle the complex and variable geological conditions and other constraints, such as low overburden, high water pressure or long tunnel drives while facing increasing demand of a quick completion of a project, mechanized tunneling sets standards regarding safety, profitability and environmental protection in traffic tunneling projects as well as in the trenchless construction of utility tunnels. Different machine types and working principles have been developed to master various geological and hydrogeological requirements. Continuous activity in research and development leads to constant improvement of the mechanized tunneling process.

The Washington Metropolitan Area Transit Authority&apos;s Wheaton Station and tunnel design was completed and offered for bid in the Spring of 1983. The format was unique to the Authority: a four part, four fiscal year contract developed in response to funding limitations with construction divided into four stages allowing the maximum amount of work to be done each year for the funds available. The bid was based on the entire contract, but was orginally awarded for only the first year&apos;s work. Each year&apos;s work had a maximum funding limitation thus safe guarding the Authority from a grossly unbalanced bid. The Authority&apos;s estimate for this work was $83,871,524. The low bid came in at 61% of this for a total low bid of $51,512,058. The low bidder was ILBAU America Corporation whose home offices are in Austria. Following receipt of the bids (and resolution of objections cited by other bidders who felt that the job could not be done for the $51 Million dollar figure), a Notice-To-Proceed was given on October 5, 1983. The construction contract allows a Value Engineering Change Proposal, called a VECP which is initiated and developed by the contractor to change the drawings, specifications or other requirements of the contract. Among other things the VECP should decrease the contract price while maintaining the service life, reliability, ease of maintenance, and standardized features and appearance and not require an unacceptable extension of the contract time. It is uncommon these days to read a business magazine or newspaper without finding a reference to Knowledge Management (KM), and its critical importance to corporate success. One definition of KM is: “getting the right knowledge to the right people at the right time and helping them to put information into action in such ways that strive to improve organizational performance.” In the minerals processing industry we could assert that we have been practicing this for years through effective operator training. In most cases we would probably be wrong. Training has certainly filled the need of addressing safety and basic operational issues, but we must collectively focus on education (learning), and the difference, as measured in outcomes, is not at all subtle. This paper briefly examines the history of training and education in the mining industry, and looks in more detail at the impact of one company’s approach to empower its workforce, while keeping the ultimate goal clearly in mind: “The great end of knowledge is not knowledge, but action.” (T.H. In this study, the flotation performances of ethoxycarbonyl thionocarbamate (ECTC), dialkyl thionocarbamate (DATC) and xanthate copper sulfide collectors are compared by the structure-reactivity relationship using generalized perturbation theory and density functional calculation at the B3PW91/6-31G(D) level. The electron-donating power of xanthates is strong and, therefore, xanthates can strongly react with metal cation on the surfaces of copper and iron sulfide minerals through the formation of normal covalent bonds. This explains the poor selectivity of xanthates and also the high pH levels (above 13) required for the flotation separation of copper/iron sulfide minerals. DATCs are more selective for copper sulfide flotation, particularly against gangue iron sulfides. Although less powerful than xanthates, DATCs can perform copper/iron flotation separation at lower operating pH (commonly at pH levels below 11.5). ECTCs use an ethoxycarbonyl replacing an alkyl N-substituent in DATCs. The presence of the ethoxycarbonyl group effectively changes the functional group of collector from -C(=S)NH- to -C(=S)NHC(=O)-. The strong electron-withdrawing ethoxycarbonyl group adjacent to the C=S group decreases the electron density of the sulfur atom, which improves ECTC?s selectivity against iron sulfide minerals at slightly alkaline conditions. The lowest unoccupied molecular orbit (LUMO) of ECTC, which is constituted by the pz-orbit of every atoms in the conjugate -O-C(=O)-N-C(=S)-O- group and which is pleased with accepting richly d-orbital electrons (feedback electrons) from the (t2g)6(eg)3Cu(II) or t6e4Cu(I) configuration of copper cation on the surfaces of copper sulfide minerals, resulted in the formation of dative p-bond. The iron atom, which has a (t2g)6Fe(II) or (t2ga)3(ega)2 Fe(III) configuration on the surfaces of iron sulfide minerals (Fe(III) is the predominant composition at alkaline conditions), has difficulty in offering its d-orbital electrons (feedback electrons) to ECTC?s LUMO. ECTC collectors are powerful for copper sulfide minerals and very selective against iron sulfides, which has been further confirmed by UV spectra and bench-scale and industrial-scale flotation tests.

The amenability of carbonate separation from a sedimentary phosphate ore using a bioflotation process was studied. Two types of bacteria were chosen for this study. The experiments were performed using oleic acid as collector. The flotation experiments were carried out using statistical designs for optimizing the main operating parameters. A concentrate containing 0.78% MgO and 30.15% P2O5 with a recovery of 92.31% was obtained from a feed containing about 2.45% MgO and 27% P2O5. These specifications could not be obtained using conventional flotation experiments under similar conditions in the absence of bacteria. Measurements of zeta potential, adsorption of bacteria and collector, as well as froth power, were performed to explain the role of microorganisms in the surface modification of both dolomite and phosphate and in their interaction with the collector.

Recent antipollution legislation for the control of mine tailings and waste-water has required an increasing number of tailings ponds. Many of these new waste-retention ponds are being constructed in congested locations, or the older ponds have reached such a size that--if failure occurs--they pose a threat to human life and public property. Although the typical tailings-disposal embankment represents--to the casual-, observer or the economy-minded mine official--a rather ugly but benign and stable pile of waste, they are in fact an extremely sensitive structural mass, retained behind the frailest of dikes. Failure of the waste mass requires only a minor change in water retention or weather conditions, erosion or piping of the ground strata, shifts in load or slight earth tremors. When failures occur, the results can be disastrous. In the U.S., we have been fortunate that, so far, pond failures have not caused loss of life. Thus, failures in this country have attracted little public attention. Present tailings-pond construction methods used by the mining industry require the barest money investment, and little engineering effort. Unfortunately, this superficial approach may increase short-term profits, but the practice may be conducive to the construction of needlessly weak structures. In coming years many of these designs will probaly become corporate liabilities. A typical pond is portrayed in Figure IA. This particular pond in Arizona is 1 mile long and 3/4 mile wide. A number of studies have suggested that microscale asperities enhance bubble-particle attachment efficiency; however, in practice the roughening of particulate surfaces can also lead to a decrease in flotation. In the present investigation, it is proposed that nanoscale asperities may be partially responsible for this phenomenon. It is suggested that as inter-asperity separation distances are reduced capillary effects are enhanced leading to the formation of stable liquid domains, which adversely impact bubble-particle adhesion. In addition, obstruction of surfactant self-assembly may occur, further limiting flotation.

South Africa?s primary electricity supplier, Eskom, provides incentives to reduce power demand during critical times by granting capital through a Demand Side Management programme. DSM encourages the end user to review and optimize energy consuming systems and use capital, provided by Eskom, to purchase or modify the equipment required to achieve a load-shift. As part of the DSM agreement the mine ultimately acquires the capital equipment and benefits from reduced power costs, but in return is required to sustain the load-shift tactic for up to five years. The paper focuses on one DSM tactic, main fan energy management. In this case, reduced air flows during selected peak and off peak periods, results in a substantial reduction in peak power demand. DSM incentives provided capital for automated main fan control as well as improved control of the mine ventilation systems. To examine the work in detail Gold Fields Ltd Driefontein gold mine near Johannesburg was chosen as a case study.
