This paper presents a method that enables one to estimate the risk-adjusted discount rate. that should be used In project discounted cash-flow analysis. The risk-adjustment process is carried out via the capital asset pricing model of modern finance theory, in which the appropriate measure of risk is the beta coefficient of the project concerned. The resulting discount rate thus depends on the properties of the project Itself, and not on the nature or cost of the capital of the firm considering the investment.

SYNOPSIS This paper traces the developments in flotation practice at Anglovaal's Prieska Copper Mine, with em¬phasis on the depression/deactivation of lead and zinc. A depressant system was devised to accept feed material that was once regarded as untreatable. Of particular interest is the long-term downward trend of concentrator working costs in real terms. This trend follows the classic Experience Curve, which relates production costs to cumulative experience. It is felt that the experience-curve concept has important implications for the mining industry in general.

Two very successful schools on 'The design and operation of plants for the recovery of gold by activated carbon', were held from 14th to 18th October, 1985, and from 24th to 27th February, 1986, at Mintek. They were arranged by the Institute in close co-operation with Mr. Peter Bailey of Gencor, who was course leader. Computers and mathematics APCOM 87, the 20th International Symposium of the Application of Computers and Mathematics in the Mineral Industries, is to be held in Johannesburg from 19th to 23rd October, 1987. Interested people are invited to submit titles and synopses in any of the following topics or others. Papers can cover theoretical developments, practical applications, case studies, and software and hardware systems. The Bond standard grindability test provides a Work Index that is widely used to estimate the energy required for grinding, but the test cannot be applied to fine materials such as plant tailings and middlings. For such materials, a comparative grinding test must be used in which a reference material from an operating plant is ground in a laboratory mill to determine the 'equivalent' energy consumption per revolution of the laboratory mill. As the Bond grindability test mill and its operating conditions are specified, its equivalent energy consumption per revolution should be a constant, here designated as B. Once B has been determined, the mill can be used to estimate the grindability of fine materials without the need for reference materials. A value of B can be calculated from any Bond grindability test, and 245 tests that were conducted at Mintek were examined to determine its value. A wide range of values was found, but most of them were grouped around 198 x 10- 7 kWh/rev, which is taken as the best estimate of B that is available at present. Values of B that are not close to this figure are obtained from materials for which the Bond grindability test gives misleading or 'spurious' Work Indexes. These spurious Work Indexes lead to the apparent departure of B from its true value. Some limitations of the Bond grindability test arise from its use of a mill without litters and of screening, instead of classification, to close the circuit.

One of the important facets of The South African Institute of Mining and Metallurgy is its service to its members. One way of achieving this objective is by pursuing an active branch structure. In this Spotlight, Richard Beck, Holder of the Regional Development Portfolio, gives the aims of the Institute's branches, with a short note on each branch prepared by the regional chairman. Aims of the Branches: The primary aims of the Branches of The South African Institute of Mining and Metallurgy are those of the Institute itself: to further the interest of its members, to uphold the status of the mining and metallurgical profession, and to promote the image of mining and metallurgy. Beyond these 'high' objectives, the branches have a special function in providing a more intimate relationship between the Institute and its members. The branches enable members who live outside the Johannesburg area to participate in the affairs of the Institute to an extent that would not otherwise be possible and that they themselves can define. This is achieved through the holding of social events, colloquia, and visits.

Threshold blasting involves the use of small amounts of high explosive to break and fragment hard rock without having to evacuate mining personnel. The method is easily assimilated and effective in rockbreaking, but requires rigid control on drilling, charging and timing. Current underground trials are aimed at fine-tuning the amount of explosive energy and blast hole geometry to allow the firing of multiple sets of shot holes in a continuous manner. Through correct procedures, the after-blast fumes, dust and fly rock can be contained so as to provide a safe working environment. Threshold blasting hugely reduces the volumes of explosives used in mining and brings to maturity the potential of the process begun by Alfred Nobel when he introduced nitroglycerine, and later dynamite, to mining. Its key contribution is its enabling of continuous mining operations with well understood and relatively low cost technologies. The use of batch blasting, employing large burdens holds the greatest potential for delivering high flow rates of ore at minimal cost. There is good potential for rapid evolution of the concept.

Published South African fatality and injury statistics for mine accidents are investigated. Where possible, the South African statistics are compared with those of other countries. Commonly held attitudes to the South African accident experience are also examined. Analysis reveals that the published accident rates present a more favourable picture than the rates actually experienced by underground workers. In addition, fatality rates in South African underground gold and coal mines do not differ significantly and have remained stable over the past decade, although the injury rates have decreased rapidly. No evidence was found that this is due to improved safety, and a comparison with international fatality and injury data suggests that it is not. The underground fatality rate for South African coal mining is, on average, eight times that of the UK, four times that of all EEC coal mines taken together, and over double that of the USA. Despite the unreliability of the injury rates, much has been made in South Africa of their rapid decline, an emphasis that appears to be misplaced.

The Grootegeluk coal-processing plant treats 3 kt of raw coal per hour to produce a middlings fuel coal and a coking coal fraction with ash contents of 35 and 10 per cent respectively. The plus 0,5 mm fraction is treated by heavy-medium processes, the final top size of the coal being 15 mm. About 400 t of minus 0,5 mm coal per hour is subjected to froth flotation. The routes originally considered for the processing of this fine coal were froth flotation, shaking tables, heavy-medium cyclones, and water only cyclones in combination with froth flotation. The results from tests on the fines arising from a small-trial open-cast mine are discussed. When the froth flotation route was decided upon, further tests were conducted on the selection of the equipment most suited to the particular requirements of this coal and the rest of the plant. Tests using different types of flotation cells and dewatering equipment are discussed. During the commissioning, several operational problems were encountered, and the work done to find the best solutions is discussed.

The dual-electrode direct current (DC) arc furnace uses two graphite electrodes, one connected as cathode and one as anode. Such an arrangement avoids some of the design difficulties associated with the anode hearth traditionally used in single-electrode and twin-cathode DC furnaces, but can introduce other design and operational difficulties including deflection of the arcs toward the furnace walls. Counter-intuitively, both arc jets in a dual-electrode furnace travel from the electrode down to the bath surface, despite carrying electric current in opposite directions?this is suggested in the theory of the governing equations of arc formation, and confirmed by experiments using high-speed photography. The dual-electrode arc system at small pilot-plant scale is studied using a transient magnetohydrodynamic model capable of predicting arc deflection and interaction from first principles, and the results are compared to the behaviour of twin-cathode systems at similar power. Finally, a simple arrangement of the furnace busbars, M configuration, is shown to provide some passive protection against arc deflection.

From a consideration of the functional requirements of a stope-support pack, simple design principles were developed. The material and dimensional properties of the different components of the pack were determined from a series of laboratory tests. The most important requirement for an adequate pack is that the cushioning layers of timber between the concrete brick layers should provide sufficient transverse reinforcement. The tendency of the compressed timber to creep is shown to be a serious limitation to pack performance and must therefore be an important consideration in the overall design of supports.

Oxygen enrichment of the converter air at Rustenburg Platinum Mines by J. E. FORBES (Associate Member)* An account is given of the adoption of oxygen enrichment to accelerate converting operations and so permit the handling of larger quantities of feed materials. In addition to achieving its object, the use of oxygen-enriched air (6 per cent oxygen by volume) results in an increase in the concentration of sulphur dioxide in the converter off-gas. The slags have the same composition as those produced without oxygen enrichment, and the operation of the converters is easily controlled.

The results of a series of measurements of accelerations and guide-roller loads made on mineshaft conveyances are given, together with the predictions of these accelerations and loads based on a computer programme. The analysis of the measurements is described, and the results of the measurements and computer predictions when compared show reasonable agreement. Some parameters that increase the guide-roller loads are identified, and their effects are studied, together with some comments on the total loads. Finally, a possible format for a design specification is discussed, and some tentative design values are given.

This paper presents data collected from full-scale plants in order to verify the predictions of a new simulator of CIP or CL operations. Good agreement was found between the experimental data and the simulator predictions. The simulator is able to predict the effects of many of the complex operating phenomena in GIP and CL plants that previous simulation techniques could not describe. This is illustrated by predictions of how factors, such as the manner of carbon transfer, concurrent leaching, and gold loading on eluted carbon, can affect the performance of an adsorption plant.

PrennThe Chairman in opening the session highlighted the current situation in the United States of America where some 85 to 90 per cent of all mining (except for coal) is done by open pit methods, and where some 40 per cent of the coal is mined by open pit. The South African industry is, of course, dominated by the deeper level underground gold mines; however, with the aid of an extensive open-pit technology developed in other countries, South African companies arc continuing to explore possibilities of open-pit exploitation of base mineral, coal and diamond deposits. Several successful ventures are already in operation at Phalabora, Optimum Colliery, Kimberley and elsewhere, and South Africa is undoubtedly benefitting in this regard by drawing on the experience of others.The papers of this session were therefore particularly pertinent, particularly when viewed in conjunction with those presented at an earlier South African conference devoted specifically to open pit mining.Two themes dominated the discussion which followed presentation of the three papers at this session. The first related to the practicability of using the reported techniques as a tool for management, and their acceptability as such to mine management. This was, of course, not peculiar to this particular session, but rather the major point of debate over the entire conference.The second theme concerned the reliability of the initial drill hole data on which any open-pit design must necessarily be based. This gave added emphasis to the problem of practicability, for no management is likely to accept an elaborate pit design unless confidence can be placed in the ore reserve assessment.In noting these two features of the discussion, it should be remembered that all the three papers dealt largely with design and pre-planning; there was an unfortunate lack of papers or discussion on the subject of controlling the day-to-day mining of open pits, and this is an area where the potential impact which can be made by the computer is even greater.In introducing his paper, Mr D. A. Phillips pointed out that it was concerned only with optimization, and that it therefore assumed, firstly, an adequate subdivision of the orebody into ore blocks characterized by grade, rock type, structure, etc., and, secondly, an acceptable forecast of costs and mineral prices in order to generate a suitable profit matrix. However, programs dealing with these problems for both massive, disseminated and stratiform ore bodies are available to Roan Consolidated Mines. The method of optimization which he had described had been used on a region split into 28 000 blocks, for which the program used three hours of C.P.U. time on an IBM 360/40 computer. The computer design had provided a three per cent improve¬ment on a normal design of the same area."

The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor's Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening's talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek's talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

There is a set of settled ideas in the field of the mechanics of rock mass joints, that need a deep revision, after the last experimental works of several authors. In this paper, this theme is approached under several viewpoints, like the following ones: the essential influence of the mating or mismatching of rock joints on their strength (different strength models are applicable to these two situations, one leading preferably to normal scale effects, and the other to inverse scale effects); Patton's model is a bad formulation of the joint strength, whenever there is a dilation effect in the slidings (actually, the essential consideration of the amplitude of the roughess isn't made by any limit equilibrium model, like Patton's model); the joint strength increases as the width perpendicular to the sliding direction is reduced (previous works of other authors suggested the independence of the strength on that width); the reduction of the anisotropy of the roughness, as the sample symmetry and sample dimensions increase; there is no scale effect in the discontinuity mechanics, if there is no roughness heterogeneity; when only the same roughness and undulation orders are involved in the tests, shorter samples have larger peak displacements and lower shear stiffnesses than larger samples (usually, the contrary is admitted). For all these reasons, there isn't an easy correlation between the small scale tests and the natural large joint scale. Only "in situ" large scale tests have some representativeness. All the above mentioned questions are correlated to each other. Es gibt eine Menge eingewurzelter Ideen im Gebiet der Mechanik von Felsklüften, die, nach den letzten experimentellen Arbeiten von mehreren Verfassern, eine tiefe Überprüfung benötigen. Contribution by W. Assibey-Bonsu I congratulate Mr N.O. Lotter on his paper. There are two main aspects of the paper on which I would like to comment. One aspect is his review of P. Gy's sampling theory under the heading 'Sampling the mill feed' (p. 153). The other aspect relates to his reference to one of our papers1 that was published in the Journal (p. 152). Raise and shaft drilling, a continuing development RICHARD J. ROBBINS* (Visitor) Although the past decade has witnessed many improvements in large-diameter drilling machinery for the boring of raises, there is still room for improvement both in operational use and in the design of equipment. Some of the available machines are described and illustrated, and it is concluded that the possibilities of new systems and designs should continually be re-assessed since the factors that determine their feasibility, such as bore diameter, cutter costs, and penetration rates, are changing rapidly.
