TRANSFER to the Bureau of Mines of the responsibility for conservation and production of helium, and announcement that a proposal has been made to the President for commercial operation of the Los Angeles has attracted new attention to the helium program of the Government. The matter is one in which mining engineers, and the mining industry in general, have a peculiar interest. Helium is a byproduct of the petroleum and natural gas industry. It is found in certain of the natural gases which have themselves been discovered, in the main, in the search for oil. If it is to be produced on a large scale, the conservation and development of the fields will necessarily be done by the men of the oil and gas industry. There is no known or expected source of supply of quantities of commercial importance save in the natural gas fields. Not all gas wells supply helium and none of them supply it in important percentages. If it were necessary to prospect a field, develop it, lay pipe lines and build production plants for the helium alone, the cost would be prohibitive. On that basis helium would necessarily be restricted to essential war uses, where cost is subordinate to need. As a byproduct of the natural gas in certain, at least, of the fields in the United States there is distinct reason for anticipating that it may be produced in amounts and at a cost that will permit its regular use in commercial airships.

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

DURING the year, the' Institute has made the most remarkable growth in its history. Our actual increase in membership was 1816 and therefore was 80 per cent. larger than any previous year. Even without expectation of any abnormal growth, we should pass in the year 1921 the 10;000 mark. The causes of this increased growth are not far to seek.. They lie in the widening vision of the Institute's work, not only in its relation to' the profession but as an avenue of service to the nation as a whole. The Institute is today in the first rank of influence among public institutions in the country. During this year we have, for the first time in many years, had a ?deficit of some $3000 in our finances. The sum is not important, but it- does indicate the tendency of the times, and that is the high cost of living:' The increase in our expenses lay, to the largest degree, on the publishing side of the Institute's work. If we compare the year 1918, as a fairly repre¬sentative year, with that of 1920, we find that the costs of issuing the' Institute's publications, after deducting the income received from these publications, shows a .net increase of about $33,000. for the year. This has been to some degree due to the enlarged membership but to a large degree due to the cost of the paper and printing.

LIMESTONE surpasses any other rock or mineral in the number and diversity of its uses and in the quantity consumed fur industrial purposes. Either in the raw state or when calcined to lime it enters directly or indirectly into the manufacture of a great variety of products and its sphere of usefulness is continually expanding. The term "limestone" as here employed includes all varieties from high-calcium limestone, consisting almost entirely of the mineral calcite, to the highly magnesian variety, largely dolomite. Lime is also discussed .because lime is simply calcined limestone and often the material may be used in either the calcined or natural state. Limestone has been of service to man since prehistoric times but only in the last hundred years has it become one of the most important raw materials in industry. The Multi-Flow Evaluator (MFE) is a new system of tools providing an original approach in drill-stem testing. It improves control during the testing operation and gives a more accurate evaluation of the fluid recovered while providing additional pressure information for reservoir analysis. The tools are operated entirely by up and down motion of the drill stem. This up and down operation provides a positive means of control and offers easily observed surface indications of tool operating position. An unlimited number of shut-in and flow periods may be taken with this tool while in the hole. The key to the success of the MFE system of tools is the safety seal packer. Until this development, operation of the tools by up and down motion only had proven unreliable. The success ratio of the MFE now exceeds the ratio achieved by conventional tools. The equipment includes a 2,750-cc chamber in which a representative sample of the flowing formation fluid is trapped at the end of the last flow period and brought to the surface under pressure. The sample can be evaluated at the wellsite or transferred under pressure for laboratory analysis. The sampling feature of the tool allows a sample to be obtained from a reservoir which has suffered minimum influence from production. A representative sample can be obtained for laboratory or empirical analysis by employing a testing technique to minimize drawdown during flow periods. Interpretation methods to take advantage of this additional information are presented and supported by actual field examples. INTRODUCTlON The Multi-Flow Evaluator (MFE) represents the most recent technical advance in formation testing. Drill-stem testing techniques prior to the MFE have been limited in three areas—(1) operaiion, (2) recovery analysis, and (3) reservoir analysis. The tools in the MFE system allow maximum control during testing and provide test information superior to that obtainable with conventional tools. I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

Fluid flow properties of porous media have long been of interest in such varied disciplines as geology, geophysics, soil mechanics, and chemical, civil, and mechanical engineering. This interest has resulted in numerous models of porous media that have been proposed, tested, and found to be useful under, at best, only special circumstances. A critical review of most of these models is given by Scheidegger. 1 The application of each new tool to the study of porous media has helped to test some of the existing theories and to form new ideas based on the new parameters being measured. In the application of nuclear magnetic resonance (NMR) techniques to the study of the properties of fluids in porous media, the theoretical studies of Korringa et al.2 resulted in a model for the relaxation of spin polarization of protons in a hydrogenous fluid in a pore of a solid. Seevers3,4 verified this model, established a method for measuring the surface-to-volume-ratio distribution in a porous medium, and proposed a technique for determining specific permeability in sandstones. In the present investigation, the uses of NMR methods are extended and a simple model of porous media is developed from an analysis of pulsed NMR measurements. In this model, the pore spaces of a porous medium are divided into three groups on the basis of their surface-to-volume ratios. To evaluate predictions of the NMR model, laboratory measurements of spin-lattice relaxation time, porosity, permeability, and residual (irreducible) water saturation were conducted on more than 150 sandstone samples obtained from four oil fields in North America. Applications are discussed for estimating the volume of movable fluid, ?p, and the specific permeability, k, of sandstone samples. The former parameter, which can be considered as producible porosity, is expressed by ?p = [1 -- (Swr/100)]? , .... (1) where + is porosity in percent of bulk volume and Swr is the residual (irreducible) water saturation in percent of pore volume at a capillary pressure of 50 Psi. Fast, nondestructive laboratory methods are described for determining porosity, movable fluid, and permeability of sandstone samples from measurements with a pulsed NMR (spin-echo) apparatus. Procedures are given for adapting these methods to samples of irregular shape and small size. Theory General In the Korringa, Seevers, and Torrey2 (KST) model the observed decrease in the spin-lattice relaxation time, T1, of protons of a hydrogenous liquid contained in the pore spaces of a porous solid is attributed to an increase in the correlation time for the random motion of the water molecules and to the presence of paramagnetic centers at the liquid-solid interface. Previous laboratory and field experimentation has demonstrated the effect of several variables on drilling rate.1-5 These results have been incorporated into optimization theories6-" for the purpose of reducing drilling cost. Minimum-cost drilling theories rely on a combination of historical data and empirical prediction techniques for selecting optimum bit weight and rotary speed. Past solutions have required extensive use of computing equipment because of both the complexity of the mathematical formulations and the large number of parameters involved. Field attempts to apply these computed results have frequently failed because of the uncertainty of input data requirements. Humble has developed an on-site computer system to control bit weight and rotary speed and thereby implement the concepts of minimum-cost drilling. This system can (1) perform short interval drilling rate tests for formation evaluation, (2) use the results of these tests as input information to solve minimum-cost drilling formulas, and (3) control bit weight and rotary speed in accordance with these computed solutions. The purpose of this paper is to describe the computer control system and present results of initial field testing. Theoretical Considerations Minimum-cost drilling (MCD) requires a quantitative evaluation of the variables involved. Several forms of a basic mathematical model have been sug-gested.'?,' "he relationships reported here form the basis for the solution programmed in this work. Four equations are used, expressing drilling rate, bit bearing wear, bit tooth wear, and cost. A solution for minimum-cost drilling assuming constant bit weight and rotary speed over the entire bit life has been programmed for use in computing MCD schedules. This solution is subject to certain limiting assumptions such as those discussed by Graham et a1.I2: 1. Drilling cost is the summation of bit cost, rotating cost, connection cost and hoisting cost. 2. Diamond bits are excluded. 3. Bit life is limited by either bearing failure or tooth wear, or by a combination of operational factors that make it cheaper to pull an incompletely consumed bit. 4. Circulating hydraulics are adequate and do not limit drilling rate. 5. Bit weight considerations exclude hole deviation. 6. Drilling rate is a function of only bit weight, rotary speed, and degree of tooth dullness; that is, the effects of pressure, lithology, fluid properties hydraulics and drill string dynamics are ignored. THE sudden death of Dr. Drown, on Nov. 17, 1904, brought to multitudes the pang of personal loss. Of all those who, as students at Lafayette College, the Massachusetts Institute of Technology and Lehigh University, were brought under his influence, not one can have forgotten him, and all will now acknowledge, with an unfading gratitude, what they owe in professional equipment to his wise, clear, skillful guidance, and in character to his sympathetic, stimulating personality. Outside of this wide circle, the experts of both hemispheres will lament the departure of one who, in his department of scientific inves¬tigation, both knew what work was needed, and how to do it so that it needed not to be done again. The older members of the American Institute of Mining Engineers will remember with gratitude the part he took, as Secretary from 1873 to 1884, in promoting the interest of that organization, and in shaping the plan and policy which it has followed with such noteworthy success. And, in addition to all these (though partly included among them), there are a host of friends; who can scarcely think of the public loss by reason of their own. Thomas Messenger Drown was born March 19, 1842, at Phil¬adelphia, Pa. His parents were natives of New England; and. he was the youngest of their three sons. THERE has been considerable controversy regarding the structure and mineral constituents produced when iron ore is sintered. This investigation was undertaken in order to establish the fundamental reactions that take place in the sintering process by determining the nature of the resulting minerals. The writer's immediate interest in the subject arose mainly from the request of E. W. Davis for information based on a microscopic study of sinter submitted by him in May, 1926. In the author's preliminary work, samples of iron-ore sinter were secured from the Minnesota School of Mines Experiment Station and from commercial plants. These were polished by the usual methods for polishing opaque ores. In order to study these surfaces satisfactorily, it is necessary to magnify them rather highly, a range from 100 to 1000 dia. being used. For the higher magnifications oil-immersion lenses and an intense source of light are necessary. After the preliminary study had shown the problems involved, a series of small samples were sintered under carefully controlled conditions and with analyzed materials. Variations in the relative amounts of ore, coal and water were made in order to study the effect of each constituent. The attempt has been to arrive at a clearer understanding of the sintering process and the reactions involved without reference to any preconceived notion as to sinter. It is clear that the study of polished surfaces has yielded results not possible with thin sections alone. The thin sections made in this work were found unsatisfactory at magnification greater than 75, whereas magnifications of 1000 were easily studied with reflected light on carefully polished surfaces. A rather complete statement of observed facts is made so that the reader may form his own conclusions. The writer's interpretations are suggested.

The author discusses the promising future of the use of pipelines for transportation of ore slurries over long distances, citing existing installations. Various criteria and factors affecting the use and size of pipelines are considered. Among the factors influencing the use of pipelines are particle size, specific gravity, abrasiveness, minimum velocities, and pumping considerations. Long-distance transportation of solids by hydraulic pipelines holds the promise of great economic benefits. Today within the confines of most mineral processing plants, the moving of solids about in slurry form by pipeline is commonplace, since the method offers great advantages when conditions are suitable. Yet, this method is surprisingly slow in being adopted on a broad scale for transportation of solids over long distances (arbitrarily the term will be applied to one over five miles long). This is especially surprising in view of the successful realization in this country within the last five years of two daring ventures in long-distance solids pipelines. A 72-mile long, 6-in. diam pipeline of the American Gilsonite Co. has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The 108-mile long 10-in. diam pipeline of the Pittsburgh Consolidation Coal Co. has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake power plant of the Cleveland Electric Illuminating Co. on Lake Erie since January 1958. However, besides two projects in the operations of The Anaconda Co. there have been hardly any other significant solids pipeline developments in the minerals industry during the last three years. The two projects are the 14-mile long, 6-in. diam copper concentrate gravity pipeline at Anaconda's El Salvador project in Chile which has been transporting about 800 tpd since January 1959. The second is a 16-in. diam tailings pipeline at the Anaconda Reduction Works, Anaconda, Mont., designed to transport about 20,000 tpd of deslimed flotation tailings for dam building. This pipeline, which is currently undergoing tryout tests and which will be about seven miles in length, will have a maximum of three 20-in. rubber-lined centrifugal pumps in series at the starting point, each developing a maximum of 100 ft of head, to supplement gravity. It is the writer's opinion that the major reason for the hesitation in considering pipeline operations is confusion due to an inadequate understanding of the basic physical principles affecting the slurry flow process by many engineers in the industry. This in turn begets an attitude of fear and trepidation instead of confidence on the part of many management executives, which leads to a minimizing of the advantages and exaggeration of difficulties when considering the possibility of a long-distance solids pipeline. The promotion of better understanding and consequently the promotion of greater confidence in the potentials of long-distance solids pipelines when conditions are suitable is thus the main purpose of this article. To this end, after considering several examples of the possibilities for solids pipelines in the minerals field, the relative significance of the major factors affecting pulp flow, and some major aspects of slurry pumping will be discussed on a general qualitative level. Then a brief outline of the semi-empirical quantitative methods developed to date for estimating slurry flow behavior will be presented. SOME POSSIBILITIES To give an idea of the magnitude of the possible economic benefits, it should be interesting to mention briefly some of the projects currently under consideration and to suggest some likely future possibilities. At Anaconda's El Salvador Project in Chile (Fig. 1) it is eventually planned to extend the existing 14-mile pipeline by another 60 miles to bring the copper concentrates down to the coast of the Pacific Ocean. WHEN "Chief" Buehler in mid-September set out on his official 10,000 mile swing-around-the-circle visiting Local Sections he decided not to tell his audiences how to organize and operate a state geological survey. As the director for 28 years, of the Missouri Bureau of Geology and Mines (which, he concedes, is the best in existence) lie could have done this to good advantage; but he preferred to discuss affairs of the Institute. In 25 speeches made to member and student groups, he dwelt on sonic or all of the following phases of activities. He stressed the vital importance of the Local Sections in providing the opportunity for members to associate under pleasant auspices with others in their profession. The benefits of Institute membership he classified as tangible and intangible. Of the two lie felt that the latter were more important. A man's progress in his profession depends in large measure upon a broad acquaintance and friendship with others. The Institute is incomparably the best medium for meeting fellow engineers. The primary, function of the new enlarged Membership Committee is to obtain a comprehensive list of engineers eligible to be members, always hearing in mind that the standards of membership must not be lowered in any degree. These men are to be invited by individual letter to apply for membership. Whether they become members or not is of less importance; but it is vital that no qualified man should be outside the fold for the reason that membership had never been suggested to him. Dr. Buehler emphasized repeatedly his feeling that the younger man that had never had Institute membership brought specifically to his attention had been cheated:

Sooner or later the potential miner of industrial minerals reaches the conclusion that of the various factors he must consider, the marketing of his product is. the most important. The sooner he realizes this the better, as successful industrial mineral producers .will confirm. Herein lies a difference between i.ndustria1 mineral mining and metal mining. Often in the latter, technical problems of mining or concentrating are equal to or even surpass those of marketing. This is not meant to imply that there are no problems in mining and beneficiation of industrial minerals, but these usually are outweighed by the problem of marketing. Recentlv. an official of a nationally known corporation :i the elecl.ro-metallurgical industry made an industrial mineral survey in the Pacific Northwest. In the course of his investigation he interviewed producers and potential producers of the various industrial minerals scheduled for use in the plant now being constructed in this area. He stated that he was interested in only three factors: namely, (1) Can your product meet our specifications? (2) Are you able to supply our tonnage requirements? and (3) What will be the delivered price? If there are several sources of supply of sufficient grade and tonnage, as is often the case in the Northwest, then the third factor becomes the important and deciding one. While industrial minerals are usually sold f.0.b. cars with the freight being paid by the buyer, it is the delivered and riot the f.0.b. price that determines the competitive position of the producer and his industrial mineral product. Unfortunately for both the consumers and producers of industrial minerals in the Northwest, the sources are generally a considerable distance from the markets. This necessitates long rail hauls, for which transportation charges make up the largest share of the delivered cost and the delivered price of the product. Is it any wonder then, that rail rates play such an important part in the marketing of industrial minerals? In order to sell his product, the producer must be able to deliver to the market at a competitive price. It must be remembered that his largest cost factor is rail transportation, and that he is limited to markets that he can reach competitively. Since the cost of rail transportation is so important, let us compare various freight rates in the Northwest and attempt to determine their influence on marketing. A study of all rates on all industrial minerals transported in this area, is beyond the scope of this paper. For the purposes of comparison, let us consider limestone (broken, crushed, or ground), and silica rock. These are widely used industrial minerals, and are carried by several different rail routes from.the sources of supply to the centers of consumption in the Pacific Northwest. Markets and Sources of Supply: Limestone has a number of uses in western Oregon and Washington. Among them are agricultural lime for the soils of the Willamette Valley and southwestern Washington; paper rock for the mills in such cities as West Linn, Oregon City, Newberg, St. Helens, and Salem, Oregon, and Camas and Everett, Wash.; chemical and metallurgical-grade limestone for the metallurgical plants centering around Portland, and the Tacoma-Seattle areas'; and sugar rock for the sugar refineries at Toppenish, Wash., and Nyssa, Oregon. The competitive position of producers of industrial minerals depends upon the delivered price of their product. Freight charges are a major factor in the sales to consumers. A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others. Four years of intensive exploration effort by Newmont Mining Corp. came to a climax May 27 in Carlin, Nevada, when local, state and federal officials joined with company officers at a dedication ceremony saluting the start-up of the firm's wholly- owned subsidiary, Carlin Gold Mining Co. Before an invited audience at the plant site, Newmont's President Plato Malozemoff and Nevada's Senator Howard D. Cannon pushed a lever and watched the new melting furnace rotate until a brilliant orange-red stream of molten gold poured forth from its mouth. Two 1200-oz bricks of bullion were poured that day, and they are the first of many that will lift this mine into the number two slot among U.S. gold producers and fourth among all gold mines on the North American continent. Although Newmont Mining first entered the gold mining business in 1929 in Grass Valley, California, the Company had operated no gold producers since the well-known Government directive L208, issued in 1942, closed down U.S. gold mines for the duration of World War 11. Now it is back in the business in a big way-a $10 million mine and plant capable of producing 200,000 oz. per year. The importance of phosphate in feeding the people of the world has been recognized by mining companies as they continue their search for new ore deposits and ways of improving phosphate production. An extensive phosphate-recovery research project involving investigation of beneficiation variables by batch testing, flotation pilot-plant processing of the major portion of the ore, gravity separation of the coarse fraction, and recovery of byproduct heavy minerals of a North Carolina phosphate deposit has been completed. Data obtained through batch tests enabled the development of an economical flowsheet which proved successful for the efficient recovery of a good quality phosphate concentrate in a pilot plant.

It has been shown that quenched iron of high purity exhibits a Wid-manstiitten figure much resembling martensite in appearance.1 This figure exhibits a maximum of four directions of the surface traces that characterize it, suggesting that a Fc forms from y Fe in plates parallel to the (III), octahedral, planes in the y lattice. Because of this, and also beqause of the general similarity to the structural appearance of martensite and to the Widmanstatten figure obtaining in slowly cooled hypoeutectoid steels it has been suggested2 that the orientation relationships obtaining between the y and a phases in pure iron are identical with those demonstrated in martensite3 and in slowly cooled hypoeutectoid steels,4 and indeed that the crystallographic mechanism of formation of a Fe from y Fe is the basic mechanism determining the orientation relationships found in both martensite and in slowly cooled hypoeutectoid steels.
