Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

With significant vibration control and fragmentation challenges facing them, the CBS quarry (department of the Nord) successfully integrated a technical partner and mine to mill optimisation to deal with a difficult environment. For the last three years, CBS has been conducting a global production monitoring program similar to the mine to mill concept used in the mining industry. This concept consists of optimising the drilling and blasting while monitoring the effects on the downstream chain (vibration control, loading, hauling, crushing, plant output). Blast optimization is ensured by systematic control of the blast geometry (volumes, patterns, bench and face anomalies, drill deviation) and by the use of constant specific energy blasting. Constant specific energy optimises the work of the explosive in a blasting operation and, when combined with a high accuracy programmable electronic blasting system, reduces the impact of blasting on the environment and enhances blast performance. These techniques ensure consistent blasting results and hence improved site productivity. The improvements achieved have been identified thanks to an effective system designed to monitor the key production parameters.

The Nova Ni-Cu-Co Operation, located in the Fraser Range of Western Australia, commenced commercial production in July 2017 only five years after discovery. Owned by Independence Group NL (IGO), the operation has successfully ramped up over an accelerated schedule and currently deploying leading technologies. This paper begins with a description of the Nova Operation, and its journey to achieve full production in such a short time frame. It includes discussions on development and production design, selection of fixed plant infrastructure, and the features challenges of running a low-pressure primary ventilation circuit. The paper also discusses key technologies that have improved overall safety for the underground workforce, and improved operational efficiencies. Investigations continue into the implementation of further technological applications for safety and productivity enhancements. This paper also discusses the findings from a study into transitioning from a diesel to an all-electric underground mining fleet, based on a review of Nova if it were to be developed today with the current EV offerings. The study indicates compelling savings will be available to future mines when considering development design, project schedule, capital outlay and operational savings, and the ‘next Nova’ is expected to be all electric.

IN addition to the usual methods of manufacturing steel, a number of special processes have been the subject of considerable experimentation-and use in manufacturing practice. A number of these methods have been of a type in which a rapid refining action has been secured through the intimate mixture of fluid slag with fluid metal. The persistence with which more rapid methods are sought is indicated by the current interest in the Aston' method for producing wrought iron and in the Perrin2 process for dephosphorizing and deoxidizing steel. In the Perrin process, in particular, the mixing action is extremely vigorous and the reactions proceed with surprising speed.

"A new technique to determine wettability of powders is presented in this paper. In this technique the times for immersion of individual particles from air into liquids, defined as imbibition times, are measured. Through the measurements of imbibition times for a large number of particles, it is possible to determine homogeneity/heterogeneity of a powder sample with regard to its wetting behavior. Quartz particles give a very narrow distribution of imbibition times showing a homogeneous wetting surface whereas coal particles give a broad distribution indicative of the heterogeneous nature of its surface. The imbibition time measurement technique is considered to have certain advantages over other methods to determine wettability of powders in surfactant solutions. In this study we have also compared the imbibition times with the wetting rate mea¬surements obtained by a modified Walker test.INTRODUCTIONSeveral methods are available for determining wetting characteristics of sol¬ids. Each of the methods has been used in the past to obtain very valuable information for comparing wetting behavior of various solids in a given liquid or for comparing the wetting behavior of several liquids for a given solid. Each method measures a somewhat different aspect of wetting and therefore quantitative correlations between techniques have been difficult. A general approach is to use a method in which close similarity between the technique and the application (where results of wetting measurements are to be used) can be maintained. The objective of this investigation was to develop a method which could be used to determine the wetting characteristics of single particles in surfactant solutions. Wetting of individual particles is of importance in cap¬ture of dust particles by sprays of surfactant solutions.METHODS FOR DETERMINING WETTING — A BRIEF REVIEWThe various methods available for measuring wetting characteristics of solids include: contact angle, immersion/sink time, bubble pick-up, induction time, capillary rise, and displacement method measurements. Major Francis Hamilton Buchanan coined the term `laterite' (Latin; brick-rock) in 1807 for the red earths used for building blocks in southern India. Although these earths were actually weathered basalts, the term is now applied to weathering profiles developed upon a wide range of bedrocks. The Ni-laterites are a special class within the broad laterite family.

The request for proposal from the U.S. Bureau of Mines outlined the purpose of this study in the following terms. "High grade near surface deposits are largely a matter of history. Most of the current mineral production in the united States is from large low grade ore deposits mined by large scale methods. It appears likely that exhaustion of near surface deposits and public resistance to open pit mining will tend to reverse the present trend toward open pit mining and lead to increased reliance on large scale underground mining. In view of the long lead time needed to improve basic technology, an in-depth study of the major underground mining methods is needed. "This study is intended to provide a systematic review and analysis of large scale non-coal underground mining technology with particular emphasis on current practices and problems, needed technological improvements, existing or potential environmental conflicts, and possible modifications or innovations that will assist in the satisfaction of projected national mineral supply requirements."

The primary objective of this research program was to recommend ranges of minimum luminance for safety in underground metal and nonmetal mining. Visual tasks critical to safety were identified and rank-ordered. Realistic, full-scale, dynamic task simulations encompassing the most important visual components of the critical tasks were installed in a large simulated workspace. Five trained observers performed the six simulated mining tasks under varying levels of luminance. Over 13,000 measurements of visual task performance were used in developing minimum luminance recommendations for the on-foot underground worker and the mobile equipment operator.

Commercial production of synthetic rubber in the United States became a reality in 1931 when E. I. duPont de Nemours, Inc., announced the manufacture of Duprene, a synthetic rubber made by polymerizing r chloroprene. Duprene was later improved and reintroduced as neoprene. Since 1931 other synthetic rubbers and rubberlike materials have been announced and are now produced commercially or are in the pilot-plant stage in the United States. These include Thiokol, Buna S, Perbunan, Koroseal, Vistanex, Flamenol, Ameripol or Hycar, Chemigum, Butyl rubber, and Flexon. None of these is synthetic rubber in the strict chemical meaning of the word synthetic, as none is identical in chemical structure with natural rubber. However, all possess some of the physical properties of natural rubber, and in addition usually have some outstanding property not found in natural rubber that makes them superior for certain uses. Because of these superior qualitites, a considerable demand had arisen for synthetic rubbers before the present emer¬gency, although the price was several times that of natural rubber.

INTERNATIONAL conferences on safety in mines originated in 1912 when, in response to an invitation issued by the United States, representatives of Austria-Hungary, Belgium, France, and Germany participated in a conference held in Pittsburgh, Pa The record shows that a permanent organization was proposed to be developed through. diplomatic channels. However, the advent of war 2 years later prevented this proposal from coming to fruition. No further cooperation between the Bureau of Mines and a group having: similar interests in a foreign country took place until 1924, when formal cooperation with the Safety in Mines Research Board of Great Britain was established. Interchange of personnel and results of research under that arrangement have resulted in a number of publications in both countries and more rapid advance in knowledge than could have been obtained through the same efforts exerted independently.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. During the course of the investigation of manganese mineral occurrences in the western United States, the Bureau of Mines collected several lots of ore' from properties in the vicinity of Winkelman, Ariz. As none of the ores would be marketable directly, an investigation was made to determine their amenability to concentration by ore dressing. The Geronimo group of claims is in Pinal County, 8 miles west of Winkelman, Ariz. The manganese oxides occur as cementing material in ore zones of conglomerate. Representative samples of a 2-ton lot of ore cut from outcrops of two lenticular deposits were laboratory-tested. Two 1-ton samples from the Benningfield property were similar in physical characteristics but differed in grade. This claim is 11-1/2 miles south of Winkelman and about 1 mile west of the San Pedro River on the south side of Putman, Wash. The manganese minerals occurred as nodules and lenses, replacing limestone, in a capping over a dark, igneous dike. The North Star group consists of five claims on the west side of the San Pedro River 14 miles south of Winkelman. The ore consists of a low-grade, manganese oxide-calcite occurrence interspersed with stringers of higher-grade material and is present as filling in a fissure zone in porphyry. Two samples were obtained by the examining engineer; one sample represented run-of-mine material, the other represented ore from the vein that could be hand-sorted or selectively mined.

ORIGINALLY designed for copper smelting only, the reduction works of the Cerro de Pasco Copper Corp. have been expanded over the years until now twelve different metals are produced, together with some seven other items which are used locally. Although the total tonnage treated is comparatively modest, as smelting plants go, the variety of operations makes one of the most complex and interesting metallurgical problems in the world. The original plant, at La Fundicion, operated from July 1906 until September 1923. In 1922 a new copper smelter was built at La Oroya, which produced its first copper on Nov. 23, 1922. It is in this plant, greatly enlarged, that metallurgical operations now center. La Oroya is situated at the junction of the Cerro de Pasco Railroad and the Ferrocarril Central del Peru, at an altitude of 12,175 ft.-well over two miles. Many of the various operations stem from two principal smelting circuits which are themselves of conventional types. Copper ores and concentrates are roasted, smelted in reverberatory furnaces and converters, and blister copper produced. Lead ores, concentrates, and other materials are sintered, smelted in blast furnaces to crude lead which is partially fire-refined, and finally electrolytically refined by a modified Betts process.

The mass spectra of four tertiary butyl substituted thiophenes are reported. A comparison and contrast with earlier structure correlations made by API-RP48 mass spectroscopists is presented. The fragmentation routes of these types of molecules are discussed and explained in terms of existing theories in mass spectrometry. Low ionization voltage data are presented to support the mechanistic picture developed. Structures are inferred about some of the ions, and these are correlated with existing theories. Metastable peaks in the spectra are used to support the fragmentation paths. The presence of doubly charged ions in the spectra is noted and the possible implications toward mechanisms discussed. The general picture of simple, small fragments leaving the ion moiety upon further fragmentation is developed in detail. Some suggestions are presented for further work utilizing isotopically labeled molecules to establish firmly the general picture of fragmentations of the alkylthiophenes.

THE genial assistant to the president of the New York Trust Co. is the latest addition to the Institute's board of directors, having been elected at the March meeting of the hoard to fill the unexpired term of the late E. E. Ellis. Usually when a banker is appointed to the board of a company the reason is obvious; the difference in this case is that the New York Trust Co. has some of the Institute's money, instead of vice versa. But Harry Hamilton is not really a banker-at least not primarily. Frefluently big financial institutions have a good mining engineer on their staffs to keep them from financing too many "cats and dogs." At any rate Mr. Hamilton gave up his consulting practice in San Francisco back in 1927, to accept his present position in New York. Until then, from the time he graduated from Yale in 1904, lie was constantly engaged in mining operations of one kind or another in the West and in Mexico. His first job was at Christmas, Ariz., where lie did "sampling and miscellaneous work" for the Saddle Mountain Mining Co. The writer tramped up to, all over, and through that property one hog day many years later, when it was run by the Christmas Mining Co., and carp assure the reader that without doubt the young Yale graduate got some good experience and was well broken in. From there Mr. Hamilton went to Cananea for a time, and then to the Copper Queen, at Bisbee, where he was a valued member of the rigging gang. An assignment of assaying and sampling for the Shan¬non Copper Co. at Metcalf lasted for a few months and then he accepted a job for a year with the geological department

A geologic study of Mines 32 and 33 in Cambria County, Pa., was conducted as part of a methane control research program. Areas of high methane emission and roof instability are encountered which are related to the structural and stratigraphic features that characterize the geologic setting of these mines. Locally the folds trend N 20° E ±2°, the direction of the butt cleat in the Lower Kittanning coal. The face cleat strikes at N 69° W ±2° and the systematic rock joint in the surface bedrock strikes N 67° W ±2°. This suggests that a directional stress oriented N 70° W produced the folds and influenced the directions of coal cleat and systematic joint sets. Analysis of SLAR indicates three directions of prominent regional lineation: N 39° E, N 31° W, and N 70° W. Little gas was encountered during development mining; large volumes of gas are encountered when roof falls. Most of the gas comes from strata above the mined coal; therefore, to control methane, roof instability must be controlled. Roof falls and high rates of methane emission are most likely where less than 30 feet of many thin layers of limestone, shale, and sandstone occurs between the Lower Kittanning coal and the next coal and in zones along the margins of a sandstone channel.

"ONE OF THE FIRST DOCUMENTED APPLICATIONS of soil geochemistry in the Canadian Shield was that carried out by Chisholm in the Kenora district in 1949. This survey proved successful in outlining sulphide-associated gold veins utilizing cold-extractable metals. Since then, mining companies, government agencies - both provincial and federal - and universities have conducted soil investigations. Some of the results are documented in publications, others are on open file in provincial and federal mines departments and, unfortunately, many other investigations with both successful and unsuccessful results are buried in company files or have been discarded. This paper deals with soils within the scope of chemical studies of overburden in the Canadian Shield. The subject is a broad one and some definition is required. The soil investigations discussed herein are those aimed at the testing of specific targets more or less in the source area. This definition distinguishes soil investigations from other overburden studies which commonly monitor metal accumulations at some substantial distance from the metal source. Naturally this distinction is relative, because in many instances there is overlap."

Belt conveyors are widely used in materials handling industries. The bulk materials which can be transported include ores, coal, earth, grain, limestone, wood chips, fertilizer components such as potash and many others. Along with the new technology development and enhanced industrial automation requirements, belt conveyor instrumentation has also been modernized to improve conveyor availability and performance. Traditionally, belt conveyors are equipped with emergency pull cord switches to shut the conveyor down, misalignment switches to signal the belt offline condition, speed sensors to detect the belt slippage, and level switches to prevent material plugging in the discharge chute. Belt rip detectors are also normally provided for long belt conveyors. As a rule, equipment condition monitoring is not automated at most operating facilities, but is performed manually by maintenance staff via time-based surveillance. The new generation of condition monitoring instrumentation and control equipment can be successfully utilized to design a reliable, cost-effective, and centralized monitoring system, capable of monitoring a wide variety of mechanical equipment. The implementation of the condition monitoring automated system can provide continual monitoring of the plant equipment to ensure safe operation of the equipment to its required capacity. Any abnormal behavior of the motors, gear reducers and pulleys can be analyzed, alarmed, and recorded immediately, so problems can be detected and resolved before critical components failure. Therefore, the current trend is to provide the belt conveyors with condition monitoring system in addition to the traditional instrumentation, where temperature probes and vibration sensors can be installed on motors, gear reducers and all pulleys. Another innovative development is a three-in-one type belt rip detector which combines laser, tray and cord type detection together to ensure a prompt belt tear indication. The purpose of this paper is to present the latest development of belt conveyor instrumentation and introduce the application of newly developed instruments.
