Asbestos first became an issue to Minnesota?s iron industry when it was revealed that mineral fibers similar to those in Reserve Mining?s tailings were being found in drinking water for several communities that used Lake Superior as their primary water source. This discovery turned what had largely been an environmental court battle into a case concerning public health. The courts listened to much conflicting and uncertain scientific testimony on the size and distribution of the mineral fibers and on the potential health effects imposed by them. In April 1974, the plant was ordered to shut down by a federal judge but the company quickly appealed the decision. The appeals court granted a stay and ultimately ruled that the plant?s closure could not be justified based on the unknown health effects of the mineral fibers since the consequences of such an action would have immediate and severe social and economic impacts. The plant was allowed to continue operation, but ordered to abate emissions to air around the plant and to switch to a land-based tailings disposal system. Much of the scientific uncertainty and public concern over mineral fibers in Minnesota?s taconite industry remain today. ©2007 Elsevier Inc. All rights reserved. INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications-those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicating and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement CO. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible.

The flooding of open strip coal mines in the Bowen Basin and Hunter Valley Coalfields of Eastern Australia has the potential to soften the spoil and floor materials to produce “mud”. This mud can act as a slip plane or weak zone when spoil is dumped into it, resulting in geotechnical instabilities. It is therefore important to understand the mechanisms and degree of degradation likely to occur within coal mine spoil of different qualities.To investigate this, five clay mineral-rich coal mine spoil samples were collected from the Bowen Basin, and each sample was subjected to wetting and drying cycles to simulate degradation that could be expected on wetting-up in situ, with their particle size distribution analysed both before and after degradation. These results were compared with the results of a modified slake durability test, in which the entire sample was tested.The paper presents the results of the accelerated degradation and modified slake durability tests on each of the five spoil samples. These results were related to the physical and geochemical characteristics of the samples, which highlighted their importance. The modified slake durability test may be used to rapidly simulate the expected in situ degradation of coal mine spoil on wetting-up, enabling susceptible spoil materials to readily be identified.CITATION:Vangsness, T A, Williams, D J, Ahn, J and Miles, B, 2018. "Safety performance in many companies and even industries has stalled in the few years. Accidents rates are at a "plateau" and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas disaster, organizations that have "exemplary" safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

Any organization that subjects its activities to a continuous improvement process must be able to adequately measure the results of the implemented changes in order to pursue better results over time. This is no different for mining companies. When it comes to blasting, an accurate fragmentation analysis can correlate blast design and rock mass parameters to particle size distribution, enabling us to further analyze the correspondence of specific design patterns, applied to specific rock mass properties and the result in measured fragmentation indicators, such as P80 and fines percentage.

Proximity detection systems (PDSs) for mobile machines have the potential to decrease injuries and fatalities. Early adopters of the technology have identified some challenges, which present an opportunity to explore and improve the integration of mobile PDSs in underground coal mines. The current research study applied the task-technology fit framework to investigate the fit between mobile PDS technology and mining relative to health and safety, from the perspective of leaders at two coal mines. Quantitative results from the study show that mine leaders evaluated mobile PDS favorably for training and ease of use, system feedback, user authorization and experience, and less favorably for safety, compatibility, task completion, and reliability. Qualitative results reveal specific task, mine, and system characteristics that may have influenced leaders’ evaluations. The study includes considerations and suggestions for safe technology integration

Weak rock mass and poor flow of material can cause excessive ore loss and dilution in sublevel caving. This paper proposes a method to establish design parameters for an inclined deposit within a weak rock mass and evaluates its effectiveness through a case study. In order to solve the problem of low production capacity and poor safety conditions of sublevel caving mining at the Yingfangzi silver mine in China and to ensure a smooth production from the refractory ore body, it is necessary to select appropriate stope structure parameters. Based on random medium theory of gravity flow and the improved equation of ore discharge in random medium, an end wall drawing experiment is carried out to determine the optimum design and flow parameters. It was observed from the experiment that, due to the influence of the randomness of particle movement, there is a mismatch in the flow parameter measurement. The flow characteristics and distribution of the marker particles are different from that of the tested particles resulting in large drawbody shape distortion. The study finds that the flow parameters obtained by the new method are more practical and account for drawpoint width and recommends that the new method for determining the sublevel stope height is used when the drawbody is a non-standard ellipsoid. The outcomes have shown a significant reduction in the dilution and improvement in the recovery rates, and the safety and efficiency of mining have been greatly improved.

The Eco Ridge deposit is located in the Elliot Lake mining camp in Northern Ontario, Canada. Between 1955 and 1996, the area produced more than 138,000 t (300 million pounds) of U3O8 and very significant amounts of thorium and heavy rare earths. Based on the NI 43-101 Preliminary Economic Assessment by Roscoe Postle Associates (RPA) dated June 2012, and the economic review by RPA as announced in Pele Mountains’ Press release dated September 12, 2013, the Eco Ridge Mine Project would extract and process 46 Mt of material to produce about 19,000 t (42 million pounds) of U3O8 and about 65,000 t of rare earth oxide (REO) over a 14-year life. This paper discusses process optimization studies including beneficiation and hydrometallurgical testwork. The proposed modified flowsheet includes the flotation and processing of 1) a pyrite concentrate, 2) a dominantly light rare earth elements (LREE) concentrate, 3) a concentrate containing most of the balance of the uranium and heavy rare earths (HREE), and 4) a relatively inert tailings.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

To improve communications between mine workings and surface locations during emergency situations and for administrative purposes. The Approach: Development of a device for interconnecting phone systems which permits two-way communication between a public telephone and a mine pagerphone by authorized personnel. How It Works: The system, developed by personnel at the Bureau's Pittsburgh (Pa.) Mining and Safety Research Center, makes connections between the public phone line and mine pagerphone line. As shown in Fig. 1., incoming calls are sensed by the ring detector (4) and the system "answers" the call electronically. To reach the pagerphone system, the caller inserts an audible tone of fixed frequency through the microphone of his telephone. This tone is produced by a miniature, pocket-carried tone generator and is detected by a tone recognition circuit (5). When this hap-pens, relay, switching, and logic circuitry (6) closes the connections between the two phone systems. Simultaneously, a page activator (9) places a DC paging voltage on the mine phone line.

"IntroductionHaving mined an economic mineral bearing rock which is of insufficient grade to warrant direct smelting, upgrading or beneficiation is required to make it an economically viable ore. The first step in effecting the concentration process is comminution or sequential breaking of the rock to allow liberation and subsequent recovery of the desired mineral particles. Desirably the ore could be broken down to the point where the valuable mineral is completely liberated to maximize the chance of recovering as much of it and in as pure a form as possible. The number of energy intensive stages of breakage required to attain this goal depends on many physical characteristics of the ore such as hardness, friability, toughness, grain size, existing fracture planes and particle shapes.Commonly the distinct stages are primary, secondary and often tertiary crushing and finally grinding. To increase the efficiency of each stage of size reduction, pre-treatment sizing is common.Crusher feed is commonly scalped of large pieces or screened for reduction crushers and classified for secondary grindingcircuits.Although crushing and screening is employed for many different products, this chapter reviews current practice in larger tonnage metalliferous ore treatment plants.Current practice is to use large gyratory or jaw crushers for primary crushing and some sort of gyrating or cone crushers for additional stages of reduction. For autogenous or semiautogenous grinding circuits only the primary crushing stage is necessary, the balance of the work being performed in the grinding stage. For conventional grinding circuits using ball mills or combinations of rod and ball mills, secondary, tertiary and even quaternary crushing stages are normally required.Older type crushers such as stamp mills, double rolls, sledging mills and hammermills are no longer common but are used for small tonnage special processes.Important to efficient crushing are a variety of sizing devices such as grizzlies and vibrating screens. Products at different stages must be stored to give surge capacity and allow controlled feeding rates through mechanical and gravity feeders. These storage piles, bins and feeders as well as crushers and screens are commonly integrated into a total facility by means of conveyor systems. Most often these are endless rubber belts driven by simple or multiple drive mechanisms usually consisting of electric motors and speed reducers."

"Over the past several years, Svedala has developed a continuous charge monitor (CCM) for tumbling mills. It consists of a strain gauge embedded into a rubber lifter and associated electronics. This paper describes the installation and use of such a device on a SAG mill at the Holt-McDermott Mine. Comparison to measured static volumetric load and bearing pressure and inclusion of the measurement into a control strategy and its potential for condition monitoring is discussed. INTRODUCTIONWhile the measurement of load is very important in all kinds of grinding applications, the biggest benefits are expected from AG and SAG milling. This is what motivated Holt-McDermott to take a closer look at this problem, with a view to optimizing SAG mill performance.In many cases, the SAG mill control problem can be stated as maximizing throughput while avoiding a volumetric overload, with the other constraints (e.g. power, grind size, upstream/downstream equipment constraints, etc.) playing a less important role. This is certainly true at Holt-McDermott where the SAG mill is the production bottleneck about 90% of the time, and anything that can be done to increase SAG mill throughput will have a significant impact on operating profit.Although the goal of maximizing throughput while avoiding volumetric overload is simple to state, it has proven to be much more difficult to achieve. The mineral processing industry has expended a great deal of time and effort to devise control strategies in the pursuit of this objective. While much progress has been made, there is still room for considerable improvement. Across the industry it is probably fair to say that overloads occur relatively infrequently, but the real losses accrue as a result of the tendency to run rather conservatively."

global mining boom and in-creased demand for iron ore has lead to a resurgence in the mining industry in Minnesota. At the combined 81st Annual Minnesota Section of SME Meeting and 69th Annual University of Minnesota Mining Symposium, April 15-16 in Duluth, MN, this resurgence was the hot topic as new mining projects were featured in the keynote session. The meeting attracted more than 400 mining industry professionals, including engineers, executives, mining managers and suppliers from around the world. This year?s theme was ?New Ventures in Mining.? The meeting included concurrent technical papers sessions, a keynote session that featured three distinguished speakers and a panel discussion that provided updates on new mining developments in the state. The Minnesota Section of SME technical papers were presented in concurrent sessions, one on mining and one on mineral processing. The mining session included papers on drilling, ore blending, slope stabilization, dust control and operations management. The mineral processing session included papers on plant-control technology, ball mills, pellet strength and fans. Also offered was an SME short course titled ?Simulation based pellet induration optimization.? The Minnesota Section of SME held its annual business meeting during the conference. The 69th Annual University of Minnesota Mining Symposium technical sessions were held on April 15 and also consisted of concurrent sessions on mining and mineral processing. Mining session topics included logistics management, real-time performance measurement, uses for taconite aggregate and environmental issues. The mineral processing session included papers on ore liberation characteristics, zeta potential studies, induration modeling, fuel optimization and conveyor belts. The combined conference included a tradeshow with more than 80 booth spaces featuring vendors offering products and services to Minnesota?s booming mining industry. More than 900 people, including conference registrants and special invited guests of the vendors, at-tended the tradeshow opening reception. This was the largest trade show in many years ? an indication of the vitality of the mining industry in Minnesota.

Tailings disposal is a significant consideration for the mining industry, with the majority of the ore processed in most mining operations ending up as tailings. Several tailings dam failure accidents have occurred during the past few years and mine tailings dam failures are occurring at relatively high rates. Tailings dam failure is disastrous with the serious damage and the loss of lives. To increase the tailings dam safety, a tailings dam monitoring and pre-alarm system (TDMPAS) based on the internet of things and cloud computing platform has been accomplished with the abilities of real-time monitoring of the saturated line, impounded water level, rain fall and the dam deformations etc. The TDMPAS has been applied in several mines in China and helped the mine engineers monitor the tailings dam safety and get warning information automatically and remotely in any kind of weather conditions. This work has been demonstrated the tailings dam monitoring and pre-alarm system (TDMPAS) is meaningful to monitor the tailings dam physical safety condition. The TDMPAS could be applied to monitor all the national tailings dams online in the future.

India is the third largest producer of coal and the fourth largest in terms of coal reserves in the world. However, new research quite ironically projects that despite the continuing growth in domestic coal production, the country’s exploding economic growth will position it to be the biggest coal importer by 2020. India’s inability to meet the domestic coal demand is mainly attributed to low rate of production, increasing stripping ratio, non use of appropriate technology etc. of coal mining operations here. Presently Indian surface mines which have to shoulder the onerous responsibility of augmenting the coal extraction rate at an even brisker pace are mulling bigger, better and more efficient operations ensuring commensurate rise in stripping work as well. This mammoth task can be accomplished only by deploying smart technologies. In this perspective, cast blasting of overburden emerges on the horizon as a promising alternative for enhancement of the production and productivity of Indian open-pit coal mines.

This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.
