This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

The effect of four different second-phase additions on the strength of composite alloys with a common matrix was investigated. The four compositions each consisted of 85 pct by volume of silver with additions of 15 pct of either tungsten, molybdenum, tungsten carbide, or nickel. These particular additives were chosen because of their low mutual solid solubilities with silver at room temperature, the alloys consisting essentially of a dispersion strengthened silver matrix in which the second phase is distributed randomly. Test specimens were prepared by a powder metallurgy procedure consisting of ball milling the mixed powders, compacting, and sintering at 920°C for 1 hr in hydrogen. The constituent powders were of CP quality and of particle size between 2 and 10 ?. The compacts were subsequently hot pressed at 1000 psi and 1400° in an Inconel die, coined at room temperature at 60,000 psi and finally annealed and outgassed in vacuum at 800°F. The microstructures of the alloys are shown in Fig. 1, and the microscopically observed porosity grade was A-2 or better as evaluated by ASTM Recommended Practice B 276-54. The properties of the sintered compacts are listed in Table I, and the load-deformation curves in bending are shown in Fig. 2. The samples, of rectangular cross section, were loaded at the center of 58 in. span, and the reported stress was calculated on the basis of linearly elastic behavior in order to allow the comparison of specimens of slightly different dimensions. It is apparent that the tungsten, molybdenum, and tungsten carbide alloys exhibit very similar deformation curves. The moduli of elasticity were determined from the slopes of the stress-deflection curves at small loads. The measured values agree quite well with those calculated by the strength of materials approximation proposed by Paul1 for the elastic constants of mixtures, the calculated values being 15.0, 15.0, 17.4, and 13.4 million psi, respectively, for the tungsten, molybdenum, tungsten carbide, and nickel combinations with silver. The strength of the Ag-Ni composition is appreciably lower than that of the other three alloys. The discrepancy between the two groups is accounted for by the following characteristics of deformation and failure which were observed microscopically during the tests: A) The deformation of the W, Mo, and WC alloys did not involve the second phase particles to any appreciable extent. Slip and fracture took place in the silver-rich matrix alone, although the fracture path generally skirted the particles by favoring the phase boundaries. The deformation proceeded according to the following sequence: 1) formation of small, discontinuous microcracks in areas of the matrix adjacent to a particle, 2) general slip in the matrix and extension of cracks, 3) failure of specimens by propagation of cracks through matrix. The near coincidence of the 3 load-deflection curves suggests that the nature of the second phase particles does not decisively influence the plastic behavior of composite alloys of this composition as long as the particles do not undergo any considerable deformation themselves. B) A markedly different behavior was exhibited by the Ag-Ni composition where the relatively low flow strength is associated with the low yield strength of the nickel grains. Slip in the nickel grains was first observed at a stress of approximately 10,000 psi, although failure, at a later stage, took place by the propagation of cracks through the matrix. The ductility of this aggregate, in which both components deform plastically, is appreciably greater than that of the elastic-plastic composites. In summary: 1) The measured values of the moduli of elasticity of the composite alloys under discussion are in good agreement with the "strength of materials" approximation proposed by Paul.' 2) The overall plastic behavior of these particle-strengthened alloys is unaffected by the nature of the second phase particles, if the latter remain elastic. Lightweight aggregates have become increasingly important to the construction industry. From 1953 to 1960, the quantity of the aggregates used in concrete block, precast and prestressed concrete, and monolithic structures increased about 92 percent. The present study was conducted in Bureau of Mines Area IV which encompasses the South-Central States of Arkansas, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, and Texas. This is an administrative area and does not delimit a market area or imply an economic unit. Because of the increasing importance of metropolitan areas in evaluating economic growth, significant data showing relationships between growth of the metropolitan areas and the lightweight aggregate industry are included.

Estimates for South Africa?s coal recoverable reserves made in 1999range from nine to 59 billion tons; latest estimates by the Minerals Bureau suggest that 33 billion tons is a more likely figure. As much as 70% of that coal is located in the Waterberg, Witbank, and Highveld coalfields, as well as lesser amounts in the Ermelo, Free State and Springbok Flats coalfields. However, the Witbank and Highveld coalfields are approaching exhaustion (estimated 9 billion tons of recoverable coal remaining in each), while the coal quality or mining conditions in the Waterberg, Free State and Springbok Flats coalfields are significant barriers to immediate, conventional exploitation. New extraction technologies, technologies exploiting the energy content of the coal in situ, as well as suitable uses and markets for low-grade, high-ash coal are required before the country can utilize its admittedly vast coal resources. Major challenges for exploiting some Limpopo province coalfields are severe water shortages, insufficiently developed infrastructure, fragile environments and poor roof conditions due to the depth and complex geology. In the Central Basin (Witbank, Highveld and Ermelo coalfields) technical innovations for thin seam extraction, economic mining of both pillar coal and intrusion-fragmented resource blocks and the utilization of lower-grade coals are required. The success of the fluidized bed combustion technology is necessary to utilize the low-grade coals of the Free State and Molteno coalfields, while environmental exemption for past problems, together with strategies for mining small, disjointed thin-seam resource blocks, is required in KwaZulu-Natal. Clean coal technologies, coal cost and quality, environmental considerations, sustainable development, the growth of the South African economy and Government?s regulation of the electricity industry are the main challenges to the continued use of coal as South Africa?s primary energy source.

Introduction The relationship between precious metal miners and gold refiners has been uneasy over the years. Reasons for this uneasiness and lack of trust include technical factors, economics of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates, and sponge produced at the mine site are notoriously difficult to sample. A nonrepresentative sample can be the cause of misunderstanding and distrust. Dote, however, is relatively homogeneous and can be correctly sampled and analyzed with greater reliability. Second, the technology and chemistry of fine gold and silver production is complex and quite different from dote production. Most mining companies are content not to be involved with additional processing steps. From the standpoint of process economies, it is easy to see why miners and refiners are separate groups. Mine location is dictated by the natural occurrence of ore bodies. Heavy capital investment requirements for infrastructure in remote locations usually limits companies to produce the first marketable product from a mine. Beyond that point, the economies of scale and large capital investments for refineries generally dictate that the outputs of several mines be combined to feed a single refinery. The refin¬ing process is so complex that refineries are generally built in larger cities with a skilled labor pool. Therefore, only the largest mines can afford to refine their own output. Lastly, there are cultural differences between the miner and the refiner. The miner, particularly the small gold miner, is by definition a risk taker in a risky business. Refineries, on the other hand, have historically been operated under legal or implied monopolies approved by the government. The government is interested in owning gold, either for currency reasons or because many national mints are major users of gold coins. It is not surprising, then, to find that miners may regard refiners as part of an unresponsive government bureaucracy or, worse, as "city slickers." It is easy for the two groups to distrust each other with these different backgrounds. The interface between miner and refiner does exist and affects nearly all precious metal mining companies and most refineries. This paper discusses the technical and economic aspects of the interface. It points out how both parties can improve the relationship. Technical interface Precious metals selectively dissolve to produce a pregnant solution. They are then recovered from solution by zinc precipitation (Merrill-Crowe process) or by absorption onto activated carbon. This is followed by stripping and electrowinning. At this point, the mining company must decide whether to ship precipitates (or sponge) to refiners or to produce a dote. Some factors the company must consider are the ability to sample precipitates, concentrates or sponge, security of storage, and production rates. An important factor is the incremental cost (capital and operating) of converting precipitates or sponge into dote at the mine. Generally, mines prefer to melt precipitates or sponge to dote to avoid prob¬lems associated with sampling them. There are three types of fur¬naces used by mining operators to melt precipitates to dote. The first and most widely used is a sil¬icon carbide crucible heated ex¬ternally with a gaseous liquid fuel. The crucible is easy to use and slag can be skimmed before pouring dote. This simple system is capable of handling 1 t/a (32,000 oz per year) gold. It could cost as little as $20,000. More complex systems could cost up to $200,000. The second type of furnace is the gas- or propane-fired rever¬beratory furnace. This is usually used only by large-scale opera¬tors in the silver business. Precip¬itates in reverberatory furnaces come in direct contact with the flame. The large volumes of flue gas can carry significant amounts of dust and fume that must be re¬moved from the gas before dis¬charging it to the atmosphere. In the days when the Rand re¬finery in South Africa used reverberatory furnaces, the silver leaving the furnace in the form of vapor and fume was estimated at 2.2% of the total silver charged to the furnace. The gold in the gases was about 0.03% of the gold charged. Most of this silver and gold was recovered in the exhaust gas scrubber system. These scrub¬ber systems can be more costly than the furnace itself.

THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, however, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non-metallic inclusions seems to be satisfactory and adequate. NATURE AND CONS1lTUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

When a fire or explosion occurs in an underground coal mine, the atmosphere guickly becomes irrespirable. Highly irritant smoke and toxic levels of carbon monoxide and dioxide are produced, and consumption of oxygen by the fire or blast can reduce its concentration below that needed to support life. Work parties entering such a hazardous atmosphere for rescue or recovery operations are required to use, as their primary respiratory protection, a fully self-contained breathing apparatus of at least two hours duration. Apparatus used in this role has primarily been of the closed circuit rebreather type, using pressurized oxygen storage and chemical removal of expired carbon dioxide. Typically, commercial self-contained breathing devices for mine rescue have been heavy, bulky, and uncomfortable to use. The McCaa apparatus, long the industry standard, represented the best art available when it was First designed in 1926. It weighs 41 Ibs., protrudes about six inches above shoulder height, and provides breathing gas at temperatures up to 120° F. More recent designs, such as the Drager BG174A and Scott Rescue-Pak, using modern light weight materials and fabrication techniques have improved on all parameters of the McCaa to some extent. It was the intent of the Bureau of Mines, acting under the authority of the Coal Mine Health and Safety Act of 1969, to fund the development of a new self-contained breathing apparatus which would incorporate the best available technology and serve as a benchmark for future commercial designs, as the Bureau-sponsored McCaa had 45 years previously.

In the course of tire investigation into the causes, behavior, and control of mine fires, which the Bureau of Mines is now conducting, come attention was given to the subject of spontaneous heating. It is self-evident that the temperature of a pile of broken coal will rise if the rate of generation of heat exceeds the rate of heat dissipation and will fall if the opposite is the cane. The Buchans mining district is located roughly at the center of the island of Newfoundland and contains some 18 separate mineral deposits. The first of these deposits was discovered in 1905, the latest discovery having been made in 1979. To the present (1983), some 16 Mt (17.7 million st) grading 1.33% Cu, 7.5% Pb, 14.5% Zn, 115 g/ t (3.7 oz per ton) Ag, and 1.4 g/t (0.04 oz per ton) Au have been mined. Mining operations are now largely terminated, but a few hundred thousand tons of economically marginal reserves may be mined in a salvage operation. The Geological Association of Canada Special Paper No. 22, "The Buchans Orebodies, 50 years of Mining and Exploration," contains papers which describe the history, geology, and the application of evolving geological concepts in exploration. Papers by Neary, Swanson, and Thurlow and Swanson in that volume are topical to the present discussion. Successful exploration techniques at Buchans included physical prospecting, utilization of the state-of-the-art geophysical techniques, saturation diamond drilling which was made possible by the high gross value of the existing ore, and, since 1955, diamond drilling directed by fairly well understood geological parameters. The record of discovery started in 1905 when the Buchans River deposit was found by Matty Mitchell, a prospector employed by the Anglo- Newfoundland Development Co., a British company which owned mineral rights over a very large area in the Red Indian Lake-Exploits River drainage system.

Towards the goal of improving safety, economy and efficiency of scaling in underground metal/nonmetal mines, Battelle developed a combination prying/hammering scaling tool. A prototype was subjected to limited testing 1) to verify its operational functions and 2) to assess its potential capability in future underground testing.

An investigation is made into whether commercially available equipment can be used to engineer effective emergency warning systems for underground coal mines. Discussions with members of the Bureau and the Mining Enforcement and Safety Administration established that the preferred system should operate over the existing Pager Phone twisted pair, and broadcast an audio alarm. Applicable equipments such as voice band tone signaling equipment, alarm sounding equipment, mine telephones and complete alarm systems from over thirty manufacturers are listed. Factors affecting the range over which an alarm could be detected in representative mine situations were studied. These included (a) the subjective masking effects of typical background noise found in mines, such as that due to continuous miners (b) the attenuation of sound in mines (using both a theoretical and experimental results) and (c) the attention-getting qualities of different sound for miners. Audio alarm systems meeting the requirements can be installed and representative systems are described.

Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

"INTRODUCTION The tremendous expansion of industry during the war and the unprecedented demands for metals and minerals are reflected in the production and use of explosives during that period. The increased use of explosives brought added safety problems to industry because of the necessity of using men as blasters who were not entirely familiar with and some who were totally unfamiliar with the characteristics of some or all of the various explosives. A discussion of the characteristics of the ordinary types of explosives used in: industry should assist in giving a better understanding of the hazards attending their use. Explosives are compounded so they may be used with reasonable safety provided the user understands and follows the procedure recognized as standard safety practice. Short cuts and the failure to understand and use recognized safe practices, as well as the selection of explosives unstited for the work at hand, are all part of the safety problem,The extent to which explosives are used in the United States is shown by a study of the statistics compiled by the Bureau of Mines 4/ regarding them. Some of these statistics are shown below and serve as an indicator of the tremendous number of men engaged in the transportation, storage, and use of explosives. Theme men are exposed to the inherent hazards attending this occupation and they should be familiar with the recognized safe practices relative to explosives."

The ISMS program provided for the development and demonstration of equipment modifications for improved safety in both conventional and continuous coal mining systems. This report documents the success of the program in identifying accident hazards in underground coal mines with 4-to 8-foot seam heights, in designing modifications to reduce the hazards, and in demonstrating improved safety through extended underground use of the ISMS equipment.

"Although CO2 content indicates the quantity of carbonate in altered basaltic rocks, it does not measure the intensity of carbonate alteration. CO/CaO molar ratios, which correlate with the relative proportions of individual carbonate species, measure the intensity of carbonatization. The Timmins gold area is characterized by pervasive carbonatization, with large parts of the area having CO2/Ca0 ratios greater than 1, representing C02 supersaturation relative to CaO. The mean CO/CaO in the Timmins area is0.67, compared to 0.13 in two unmineralized control areas. Regional arsenic abundance in the gold-bearing area averages 4 ppm, compared to about 0.35 ppm for the non-mineralized areas. The average K20 and Rb abundances are similar in both mineralized and non-mineralized areas (about 0.30% K20 and 7 ppm Rb). Although there appears to have been no wholesale addition of K20 or Rb to the mineralized area from external sources, these alkalies have been redistributed internally, resulting in patterns of local enrichments and depletions which are characteristic of the mineralized region.Local target anomalies associated with known mineralization consist of CO2/Ca0 > 1.5, As > 10 ppm and K2O > 0. 75%. Not all three values are required to be above these thresholds in order to identify local targets. Combinations such as C02/ Ca0 > 1.5 and As < 10 ppm, CO/CaO 1-1.5 and K20 > 0. 75 or K20 > 0. 75 and As > 10 ppm are equally indicative of proximity to gold occurrences. Gold-bearing veins and associated anomalies occur throughout the entire volcanic succession and are not restricted to any particular stratigraphic horizons. The levels and patterns of alteration and occurrences of gold appear to be structurally controlled."

This Bureau of Mines report is concerned with the testing procedures for evaluating clays, shales, and slates for lightweight aggregates using the rotary-kiln method of production. To meet the increasing demand for light-weight concrete, rapid, accurate methods for appraising raw materials for light-weight aggregate are needed. Preliminary tests were made on samples of clay, shale, and slate, using laboratory equipment, and the data were used to establish operating conditions for pilot-plant-size rotary-kiln tests. Lightweight concrete was made from the processed aggregates and the properties determined. The results show that the laboratory data can be used to guide rotary-kiln testing, and, with the exception of sampling, a complete appraisal of a raw material for lightweight aggregate concrete can be made in 3 days by the methods described in this report.

The minerals that enter welding-rod coatings and fluxes are the main subject of this report. Few mineral producers know just what minerals and what grades and quantities of minerals are required by the welding trade, and it is for their information that this report has been prepared. The various methods of welding are discussed extensively enough to inform this type of audience. Specialists in welding probably will find little on welding that is of value to them, but they may learn something more about the minerals or mineral products that they use. The authors did not find it easy to prepare this publication, and any needed corrections will be welcomed. Regarding welding, research, Jenks4/ 1 points out that while the process of welding in simple in operation, the phenomena attending its use are extremely complicated, and the efficient and safe use of welding requires an understanding thereof. Although the fluxes and the coatings used have solved many problems, many other problems require the joint effort of the whole industry; therefore, it is hoped that this report will be found of practical value.
