By March 2001, shrinking global markets, reduced consumer spending and declines in domestic manufacturing and industrial output ended the longest economic expansion in US history and pushed the nation’s economy into its first recession in a decade. Aggravated by the terrorist attacks of Sept. 11, the recession led to large reductions in the domestic production of processed mineral materials. Some of the most significant production declines in the US metals industry were registered by aluminum, copper and steel producers. They faced strong foreign competition, higher energy costs and lower prices for their products. However, homebuilding and other domestic construction sectors — major users of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above previous year levels. A strong US dollar continued to weaken the competitive stance of US metal and nonmetallic mineral materials companies alike against foreign producers in markets at home and abroad.

Until not so long ago most ring geared mills were operated with fix speed motors only. By using the latest generation of medium voltage frequency converters, new possibilities have arisen to improve the grinding process. Beside all the direct and indirect advantages, several dedicated functions have now been implemented for ring geared grinding mills in the minerals industry. The sophisticated operational functions ensure a smooth, safe and reliable operation with minimum stress for the mechanical equipment and therefore utmost availability of the mill. Several papers have already been presented concerning the benefits of using this state of the art technology for mill drives. Now this paper is focusing on the experiences gained with this kind of sophisticated ring geared mill drive system rather than only show and explains the operational benefit of the different functions. Several measurements of different operating conditions, starting, frozen charge remover, controlled roll back, backlash, etc., made on an installed and commissioned 2 x 5 MW dual pinion ring geared mill drive system will be shown and discussed. The accuracy of the load sharing between the two 5 MW motors during starting, normal operation and stopping will be demonstrated using real measurements from an operating system. Finally the inherent features of these drive systems are briefly discussed.

Iron ores obtained from different sources differ in their chemical and physical properties. These variations make the process of grinding a difficult task. The work carried out in this context focuses on three different samples of iron ore, viz., high silica high alumina, low silica high alumina, and low silica low alumina. The grinding process for all the three iron ores is carried out individually in Bond’s ball mill and the total retention time taken by each iron ore sample is calculated. The present investigation focuses on utilizing the calculated retention time of the iron ore as a standard grinding reference time to the laboratory ball mill for optimizing the grinding time of each ore. The desired P80 (150 μm) with an acceptable range of hematite liberation (> 75%) was obtained in the laboratory ball mill after reducing 6 min from the total retention time taken in the Bond ball mill.

As the world progresses toward the renewable energy transition, the demand for minerals increases exponentially. According to the International Energy Agency (IEA) 2021 Net Zero by 2050 Report, critical mineral production needs to grow six times to combat climate change. It’s estimated that four to seven percent of global greenhouse gas (GHG) emissions come from the mining sector’s Scope 1 and 2 (direct and indirect) emissions. Including Scope 3 (upstream, downstream, and embedded) emissions, the sector accounts for 28% of global GHG emissions. In a typical mining operation, diesel fuel is the biggest source of direct GHG emissions, and haulage is often the main source of diesel emissions. Large haul trucks have been the industry standard for over 50 years and offer flexibility, relatively low capital cost (especially with equipment lease options), and guaranteed technology with known maintenance. The challenge will be to justify their continued use when there are more economical options that lead to significant reductions in GHG emissions. The purpose of this study is to compare five haulage options in terms of GHG emissions, using the methodology defined by the Greenhouse Gas Protocol Scopes 1, 2, and 3 (Category 2). Additionally, this analysis compares operating and capital costs associated with the five haulage options (emerging and proven technologies): 1) Diesel-Electric Haul Trucks, 2) Battery-Electric Haul Trucks, 3) Fuel Cell Haul Trucks, 4) Railveyor, and 5) Conveyor. This analysis looks at the emissions and costs associated with operating the equipment (fuel and electricity), the embedded emissions and costs associated with the construction and installation of the equipment itself, and the associated infrastructure (roads, powerlines, and rail).

There are several methods (empirical, statistical, and machine learning tools) to calculate blast-induced ground vibration. Still, due to complications in the blasting procedure, under varying blasting loads and strata conditions, it is not easy to predict and simulate blast vibration precisely. Therefore, a study was conducted to simulate the field blast data in Ansys software using explicit dynamics. For this study, monitoring of ground vibration for 20 single hole blasts was carried out. The density of emulsion explosives was in the range of 0.9 to 1.15 g/cc. In the laboratory, rock properties were determined from the rock sample collected from the mine site before blasting. The in-hole velocity of detonation (VoD) and the density of the emulsion explosive were also determined. These parameters were used for numerical analysis to know the ground vibrations at specified points. The results of ground vibration predicted by the model are validated using field data.

A methodology has been developed and demonstrated to be effective in reclaiming surface-mined land for a forestry post-mining land use. The forestry reclamation approach (FRA) has been applied, almost exclusively, to flat or gently rolling surfaces. One of the primary steps in the FRA is to loosely grade the top 1.22 m (4 ft) of soil or substitute root growth medium to avoid excessive compaction. Concern has been expressed by regulators and the public that loose grading on steep slopes (i.e., greater than 23°) could lead to slope failures, which is one of the issues that the Surface Mining Control and Reclamation Act of 1977 (SMCRA) sought to correct. A field investigation was conducted at a steep-slope contour operation in eastern Kentucky to test the applicability of FRA in this setting. Final grading was performed according to FRA standards. The surface consisted of two distinct substitute rooting media. One was unweathered gray sandstone and the other was a combination of gray sandstone, brown sandstone, and topsoil. A variety of native hardwoods was planted following the FRA guidelines. The slope was instrumented with 70 survey monuments to monitor for mass movement. The reclaimed spoil was also characterized using bulk density and penetrometer resistance methods. The characteristics of both spoils are similar to those observed on flat to rolling surfaces where the FRA has been used and, after one year, approximately 70% of the trees had survived. During this first phase of investigation, there has been no major mass movement of the slope and slope stability analysis indicates that the application of the FRA has little impact on the overall stability of the slope. Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

INTRODUCTION Mine No. 95 of the Consolidation Coal Co., a divi¬sion of Continental Oil Co., is located in Shinnston, WV. Mine No. 95 was opened in January 1967 and has been operating continuously since that time. The mine has 544 hourly and salaried employees. In 1974 this mine was the largest coal producer in West Virginia. Opera¬tions include two longwall sections and eight Marietta Borer continuous miners. Originally there were also two Jeffrey Heliminer continuous miners, but use of these was discontinued in June 1978. Production averages 12 727 t/d (14,000 stpd). Two portals now service the mine with a third portal proposed for 1978. GEOLOGY Mining takes place in the Pittsburgh coal seam which dips 0.04 rad (21h°) northwest. The working seam is steam coal with an average height of 2.2 m (86 in.). Immediately above the seam, the overburden is com¬posed of 6.1 m (20 ft) of shales followed by 6.1 m (20 ft) of weak sandstone and 51.8 (170 ft) of shaley limestone. The shale weathers when exposed to mois¬ture. Surface water has been a problem due to a fire¬clay floor which turns to paste when mixed with water. GENERAL DESCRIPTION The present mining plan for Consol's No. 95 mine has a proposed life of 35 to 40 years. One set of main headings has been driven in the north direction and one set in a western direction. These are the areas in which the majority of the virgin coal lies. The panels are driven off of the mains at 2134 to 3048-m (7,000 to 10,000-ft) intervals. The continuous mining sections are set up 133 x 610 m (600 x 2000 ft). Longwall sections are 259 x 1220 m (850 x 7000 ft). All of these mining sections are retreating uphill. Development is with continuous miners. A Marietta Borer miner is used for the main development work. These miners cut 4.1 m (13 ft 6 in.) wide and 2.1 m (7 ft) high, leaving an arch cut. Along with the arch, a 152.4-mm (6-in.) thick layer of roof coal is left in place to protect the roof from weathering. The combi¬nation of the self-supporting arch and the roof coal al¬lows the entries to be driven 30.5 m (100 ft) without bolting. Full bolting, however, is carried outby the last open crosscut. This bolting is done on 1.5 x 1.5-m (5 x 5-ft) centers using 1.5-m (5-ft) long roof bolts with tandem anchors and 152.4-mm (6-in.) steel washer plates. When needed, crib blocks with a 50.4-mm (2-in.) drill hole are used as supplemental supports. Three-hole steel channel with the ends curved down¬ward to conform to the borer arch may also be used. In the mining sections, a 14 BU loader is used be¬hind the Marietta miner to load two Torkar shuttle cars. These haul to Long-Airdox feeder breakers which load onto a 1.07-m (42-in.) wide conveyor belt. With the exception of the shuttle cars, which use 275-V d-c power, the face equipment operates on 550-V a-c power. The main power line is 7200 V ac. The same loading and hauling equipment is used with the Marietta Borer miner for driving both panel and development entries. In the retreat sections, the same equipment with the exception of the miner is utilized. Because of the advantage of a variable cutting hight, Jeffrey Heliminer ripper-type continuous miners were employed in these retreat sections. For longwall mining the first unit uses an Eickoff EDW 300-L double-drum ranging shearer. Drum di¬ameter is 1.69 m (66 in.) with a drum rotation speed of 45 rpm. The drum is equipped with 48 Carmet 34-L-1 bits. The 300-kW (400-hp) motor operates on 1000 V. Tramming of the shearer head is done through a hydraulically driven 26-mm wide chain. Maximum cutting speed is 7.93 m/min (26 fpm), and maximum tram speed is 12.8 m/min (42 fpm) with an average cutting speed of 3.66 m/min (12 fpm). Web cutting depth is 762 mm (30 in.) and the cutting height is 2.13 m (7 ft). The conveyor width is 686 mm (27 in.). It uses a single chain, 26 mm thick, with flights on 0.91-m (3-ft) spacing. The face conveyor speed is 64.3 m/min (211 fpm) when driven by two 112-kW (150-hp) 1000-V Louis Allis motors through torque convertors. The roof support used is Gullick Dobson chocks [6-legged 77.3 t (85 st) per leg, 463.6 t (510 st) total capacity] with double-acting leg jacks. The hydraulic pressure for the legs is 13.8 MPa (2000 psi), and the hydraulic pressure for rams is 6.8 MPa (1000 psi). The yield valves are set at 57.8 MPa (8500 psi). Each chock weighs 4.09 t (4.5 st). The stage loader is an Eickoff drive, with a 68-kW (90-hp), (00-V Reliance motor. A 26-mm thick single strand chain with flights on 0.6-m (2-ft) centers runs at 75.89 m/min (249 fpm). The stage loader is self-advancing and is connected to the belt tail piece with a special fifth wheel attachment so that the stage loader can advance and guide the tail piece. The hydraulic pressure for the roof support is supplied by two 45-kW (60-hp) Reliance motors op¬erating on 699 V, with 1.26 L/s (20 gpm) constant volume Gullick hydraulic pumps. Each pump services alternate chocks, with the two pressure lines connected at the tailgate by 25.4-mm (1-in.) hydraulic hoses, rated at 27.21 MPa (4000 psi). The 6.8 MPa (1000 psi) pressure rams advance is supplied by a 45-kW (60-hp), 600-V Reliance motor and a 1.26-L/s (20-gpm) con¬stant volume Gullick pump. Return lines are 35.5-mm (1.4-in.) diam hydraulic hoses with rated capacity of 27.21 MPa (4000 psi). The fluid used in the hydraulic system consists of 95% water and 5% Hy-chock fire resistant water soluble oil. Water is stored and mixed in a 6096-L (2000-gal) track-mounted tank and goes to a 655-L (180-gal) reservoir at the pump. The belt conveyor structure is 1.07 m (42 in.) wide with 0.47 rad (27°) idlers, bottom stands located on 3.05-m (10-ft) centers, top stands on 1.5-m (5-ft) centers, and is supported on a 19-mm (3/4-in.) diam

Overcasts are indispensible ventilation control devices to permit one airway to pass over another without mixing in room and pillar coal mining. The airflow distribution inside the overcast depends on its spe-cific configuration at which the flow enters into it. This study uses 3D numerical simulation to examine the pressure and velocity distributions inside an overcast. The effects of the overcast angle on the flow field are also examined. The flow is assumed to be turbulent and isothermal and the standard k-e model is utilized. Simulated results display flow separation and recirculation regions of different sizes occurring not only upstream and downstream from the overcast but also inside it. The results also show that the size of the recirculation regions in-creased with the increase in the angle before and after the overcast influencing significantly the flow field and pressure losses. The stream-lines are plotted to show the 3D structure of the flow field. The results from the simulation can guide overcast design commonly used in un-derground coal mines. INTRODUCTION This paper summarizes the result of a two and a half year research program. The objective of the research was to develop a fundamental understanding of the Rib-in-Roc method. Through the development of a new model technology, namely three-dimensional physical models which powerfully exploit the results of dimensional analysis Stillborg, Stephansson and Swan (1), it has been possible to establish the contribution to both permanent and immediate stabilization of a large underground opening pre-reinforced by the Rib-in-Roc method. Using the results from these physical models and earlier work by Stillborg and Stephansson (2) and Åkesson (3), a conceptual synthesis is given in this paper so demonstrating the Rib-in-Roc method to be a practical working system of pre-reinforcement. DESCRIPTION OF THE RIB-IN-ROC METHOD To give the reader an idea of how this method of pre-reinforcement is performed, a short description will be given, Figure 1. Before any full-scale excavation takes place an entry is made in the host rock and rib raises are driven around the proposed opening. These raises are made at a spacing that is dependent upon rock quality; an opening in poor rock needs more ribs per length of opening. As the ribs are driven they are used as a site from which very competent rock bolting can be done. As a rib is excavated it is filled with reinforced concrete. Finally after having in this way reinforced the zone around the proposed opening, (a reinforced arch is formed) the displacements are automatically controlled as the opening is being excavated. Using this method openings with a span of 50-60 meters (160-200 ft) and a height of 60-80 meters (200-260 ft) are likely to be realised.

Roof bolter canopy air curtains (CACs) are gaining acceptance as a respirable dust control device that can provide roof bolter operators with protection from overexposure to respirable coal mine dust. Both lab and field studies on the effectiveness of roof bolter CACs have been published. Field studies have shown the effectiveness to be variable. However, in all previous field studies, none has been conducted when the roof bolting machine operates downwind of the continuous miner (CM)—a scenario for which the CAC was designed to provide respirable dust control. This study, performed by researchers from the National Institute for Occupational Safety and Health (NIOSH), was conducted to test a CAC on a roof bolter machine operating downwind of the CM. The results of testing demonstrated that the roof bolter CAC can effectively provide respirable dust protection for roof bolter operators with dust control efficiencies ranging from 11 to 40%.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

Modern mining consistently faces controversy. Public sentiment impacts the permitting and development of mines, so a quality public relations (PR) program for mining companies may improve society’s impression of the mining industry. Developing mines face more permitting challenges than operating mines, which stems from a lack of societal trust given the history of mining and its impact on the environment. Two case studies were selected based on the type of public controversy they face to demonstrate how pervasive permitting issues are in industry. Both Pebble Mine, owned by Northern Dynasty Minerals (NDM), and Black Butte, owned by Sandfire Resources America Inc (SRA), experienced difficulties with their water permitting due to potential risks their mine developments posed to local fish populations. Pebble has, to date, failed in all of their attempts to become permitted due to concern for the water and the fish. Black Butte dealt with the same problems, on a smaller scale, but was able to become permitted. These two mines will be discussed in detail including local history, mine setting, mining history in America, prevalent culture groups, technology development, and intercultural communication competence (ICC). The mining industry needs to evaluate its ICC skills since ICC directly determines the effectiveness of PR. Based on Barna’s Stumbling Blocks for intercultural communication, methods for improving the mining industry’s PR will be suggested in the hope of easing the permitting process for future mines by developing ICC.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). Improvements continue to be made in rapid excavation and tunneling technology. There are several ways to examine the impacts of such improvements. The most common procedure is to monitor current developments and to evaluate prospects for expansion of present types of uses. Other approaches are called for, however, if the technology might be used in ways not now imagined, if the search is for information for managers of technology development, and if the issue is that of the wise use of the technology by society. The first section of the paper will pose these matters as questions. These questions will be examined from the point of view of the processes of technology development and utilization, and then further examined against the backdrop of processes at work within the urban area. Such an examination will provide insight into the way technology developments should proceed. The final section will present some comments that may be useful to those guiding the development of the technology and to those who might provide leadership for its wise utilization. THE QUESTIONS Three questions are posed: 1. Are there uses for the technology beyond further penetrations of its present markets? 2. Can information be supplied to managers of technology development so that they may improve the assignment of priorities among development choices? 3. How can society make wiser use of the technology?

Your thoughts on the current status of the global minerals industries? The global economic, technological, social and political changes of the last two decades of the 20th century resulted in the emergence of a restructured minerals industry. This industry is now based on a new cost-cutting philosophy; utilization of modern technology; productivity gains rather than production tonnages; diversification of mineral markets; and globalization of exploration, mining and processing. Quantity and tons used to be the focus. The emphasis today is on remaining competitive in the marketplace by lowering per-unit production costs as much as possible. What factors and trends will impact the minerals industries in this, the 21st century? A number of parameters will impact minerals operations and shape the future sustainability and growth of the minerals industries. Increased demand for minerals will be accompanied by the demand for technical advancements. We will also see a continued emphasis on health and safety, environmental stewardship, and education and training. Let me elaborate.

Low-grade iron ore received from the West Singhbhum area of Jharkhand state in India was used to develop a beneficiation flow sheet to remove alumina (Al2O3) and silica (SiO2 ) from the ore to get iron (Fe)-rich product for steel plants. Mineral characterization showed that the main mineral constituents present in the head sample are goethite, limonite, hematite, quartz, clay and gibbsite. The head sample contained about 49.2 percent Fe, 8.79 percent alumina and 12.01 percent silica. The received iron ore sample is amenable to upgradation through beneficiation to get pellet grade concentrate. The beneficiation process was established, involving crushing, screening, jigging, spiral separation, size reduction, desliming and magnetic separation. The process showed significant enrichment in Fe values to 63.5 percent Fe in concentrate, from 49.2 percent Fe. From the developed flow sheet, it is possible to obtain pellet grade fines with 63.5 percent Fe, 2.92 percent SiO2 and 2.61 percent Al2O3 with 50.6 percent weight recovery. The overall tailing loss is 49.4 percent with 34.3 percent Fe, 21.28 percent SiO2 and 14.64 percent Al2O3

"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."
