Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The bubble size, together with the gas rate, determines the bubble surface area flux in flotation machines and, therefore, impacts directly on the kinetics of flotation. Understanding the variables that influence bubble size is one of the keys to understanding flotation recovery. Surprisingly, these relationships are poorly understood, largely due to the difficulties associated with gas dispersion measurements in industrial environments. The McGill gas dispersion sensors (bubble size, gas rate, gas holdup) are capable of reliably making such measurements. This paper reports on a study, using the McGill sensors in a 0.8 m3 Metso RCSTM pilot cell, which investigated the effect on bubble size of frother type and concentration, gas rate, temperature and rotor speed. A Denver laboratory cell was used to investigate the effect of elevation above sea level. Frother concentration proved to have the predominant influence on bubble size, and the effect of frother type can be normalised as a function of the critical coalescence concentration (CCC). Measurements made at many plant sites worldwide are compared to the model developed using the Metso RCSTM unit.

Ferroalloys like FeCr and FeMn are mostly produced in submerged electric arc furnaces. Typical of these processes is that the amount of slag is quite high. The role of slag for the process is thus essential and specific chemical, physical and electrical properties are required. Slags in FeCr process are Al2O3-MgO-SiO2 based with minor contents of CaO and CrOx. Slags in the FeMn process are principally similar, originating from silicate minerals but can have quite large composition range depending on the manganese ore and its gangue minerals. Characteristic of the FeMn process is that the slag is rich in manganese oxide up to above 30%. A common feature is that the ?ore oxides?, CrOx and MnOx in slag are not only divalent oxides but also contain some higher valent of Cr3+and Mn3+, respectively. In FeMn production conditions the slag consists mainly of Mn2+. This is a clear difference from CrOx containing slags in which both two and three valent coexist in slags in FeCr process conditions. Oxidation state of the slag depends on the ambient oxygen partial pressure and temperature in the examined process. The thermodynamics of slags in ferroalloys, production are discussed in terms of phase diagrams, activities and oxidation state of chromium and manganese oxides. Further, slag properties influencing reduction kinetics and furnace operation i.e. viscosity and electrical resistivity are discussed. The Department of Mining Engineering at the University of Pretoria accepts that the process of teaching and learning improvement is an ongoing exercise with the ultimate aim to deliver well-rounded mining engineering practitioners. Various challenges impact on the success of this process. An integrated and innovative process was developed and is followed in the Department to overcome these challenges. The aim of the Department is to apply a holistic teaching approach by introducing multiple integrated interventions with regards to teaching and learning strategies. Three phases of this process are discussed in this article, and are illustrated in Figure 1. During the first phase, prior to 1999, several teaching and learning challenges were identified in the Department of Mining Engineering. These challenges are discussed in the next section. In the current phase, a variety of interventions to address the challenges are being developed, implemented (in some cases piloted), and evaluated. The future phases will focus on the improvement, successes, and full roll-out of current interventions, as well as on training, development, and support for all staff members to participate in the process. In Southern Africa, historic mining and mineral processing of base metal deposits have almost exclusively focussed on the extraction of major metals, leading to the loss of remaining valuable raw materials into tailings dumps and waste rock piles. At the Namib Pb–Zn mine (Erongo Region, Namibia), historic base metal tailings deposits are present as unreclaimed exposed waste piles. The tailings comprise silt- (fraction A: d50 = 25 to 48 μm) to sand-sized (fraction B: d50 = 86 to 185 μm; fraction C: d50 = 210 to 230 μm) material and contain major concentrations of base metals (Pb av. 1.15 mass%, Zn av. 3.20 mass%), S (av. 9.95 mass%), as well as lower values of other metals (Cu av. 490 μg/g, Cd av. 133 μg/g, Ag av. 22 μg/g), and critical elements like Sb (av. 14.7 μg/g) and In (14.3 μg/g). Former mineral processing only targeted the extraction of galena and sphalerite. As a consequence, qualitative mineralogical composition of the tailings is similar to that of the primary ore. Ca–Fe–Mg(–Mn) carbonates, quartz, micas, chlorite, minor graphite, magnetite, and rare parisite relate to the former host rock and gangue matrix, whereas Fe-rich sphalerite, galena, magnetite, pyrite with minor pyrrhotite, rare arsenopyrite, marcasite, cassiterite, and accessory scheelite are original constituents of the primary ore. Reprocessing of such a material would be challenging, but a mixed Pb–Zn concentrate enriched in Cd and Ag might be obtained. In future, possible reprocessing of Namib tailings and associated disposal of wastes into an appropriately designed repository would not only generate valuable metal commodities, but such activities would also eliminate a major metal pollution source from the local environment.

One of the challenging problems for optimization in mining operations is to choose the best equipment among the alternatives. Equipment selection is an important task for mine management due to its operational cost, and is also an integral part of mine planning and design. Equipment selection is not a well-defined process because it involves the interaction of several subjective factors or criteria. Besides, decisions are often complicated and may even embody contradictions. Therefore, equipment selection is considered as a multi-criteria decision-making process, and suitable decision-making methods should be employed in this process. In this study, the loader selection for Aegean Lignite Colliery was made by using both the analytic hierarchy process and Yager’s method. Owing to the misusage of Yager’s method in the past, a new procedure is proposed in this paper for making proper decisions. It is highly recommended in this purposed method that criteria or alternatives should be grouped so as not to exceed the limitations of human performance (nine criteria/alternatives). The most appropriate solution for the loader selection was investigated by obeying this limitation for each method, and the results were compared. At the end of the decision-making process, a sensitivity analysis was applied for each method in order to see how a criterion affects the final decision. The advantages and disadvantages encountered during the application of each decision-making method are presented.

A Special General Meeting of the Institute was held in Kelvin House, Johannesburg on Wednesday, 29th September, 1971. The President, Prof. D. D. Howat opened the meeting at 9.55 a.m. The President read the notice of meeting which was as follows: "In order to bring industry into closer liaison with the work of your Institute and to place the Institute's finances on a sound basis your Council recommends that companies be admitted to membership of the Institute under clause 2.6 of the Constitution, that is, as Non-Corporate members. The designation for this class of member will be that of "Company Affiliate". 2 Membership: This clause to be amended as follows:- 2.6 "Non-Corporate members shall comprise the grades of:- Company Affiliate Honorary Fellow Graduate Associate Student" 2.6.1 This clause to be added:- "Companies involved in or associated with the mining or metallurgical industries are eligible to become company affiliates" 2.14 Add:- "A special certificate shall be issued to all company affiliates". After giving the background to the recommendation made by Council the President asked for a proposer and seconder for the resolution. Mr J. K. E. Douglas proposed and Mr D. G. Maxwell seconded the resolution. The meeting agreed that the constitution be amended as proposed. The meeting closed as 10.05 a.m.

Due to limited available level ground, Nkomati Nickel Mine cut a weathered rock slope at the base of a mountain spur in order to create a platform for construction of the primary crusher plant and run-of-mine stockpiles. As space is limited around the mining area, ore processing at Nkomati is based on a high reliability of flow of material through the crusher plant, with minimal usage of other and larger designed stockpiles. Evidently, any crusher plant shutdown will render the mine as a whole unproductive and put excessive strain on the medium- to long-term large ore stockpiles, the deposition rates for which are restricted by founding material consolidation requirements. At the onset of the 2012 rainy season, movement was identified on the slope monitoring system and cracks developed on the slope. After a minor failure on the crusher slope an assessment of the slope stability was conducted and a slope management plan recommended, which included deployment of real-time monitoring. An evaluation of the conditions leading to instability was conducted and the likely causes for the failure identified. A full evaluation of the slope monitoring, rainfall, and mining conditions was undertaken and movement triggers were determined. This paper describes the events leading to the development of the failure and the evaluation of the monitoring data to determine a management plan for the failure that allowed for minimal shutdowns of the primary crusher.

The occurrence of fracturing due to high stress levels is a major factor in hangingwall stability in deep level gold mine stopes. However, rock falls cannot be the result of these fractures alone. Rock falls can result only from the occurrence of unstable rock blocks defined by the interaction of the stress induced fractures and naturally occurring geological planes of weakness. These planes include bedding planes and joint set planes. However, there is a general lack of information on the characteristics of these planes (orientations, spacings and lengths)?it does not appear that any such systematic and quantified information, if collected, has been published. To remedy this situation to some extent, joint mapping exercises have been carried out in several geological environments in two gold mines. The data collected on joint geometry included orientation, spacing and length, and this information is included in the paper. In addition, the paper describes the use of the data collected to evaluate the potential for rock falls and the probability of failure of stope support

The extraction of copper(II) from sulphate solution was investigated using LIX®984N in kerosene. The parameters that could affect the extraction, such as equilibrium pH, extractant concentration, salt concentration, various diluents, and temperature, were separately investigated. On the basis of slope analysis, the complex formed in the organic phase is proposed to be CuR2, where R is the anionic part of LIX®984N. The extraction equilibrium constant and Gibbs free energy ( G) of the extraction process were determined. The positive value of H obtained from temperature variation studies showed that the extraction process is endothermic. The extraction of copper was lowest when chloroform was used as the diluent. Separation and recovery of copper from a synthetic copper-nickel solution containing 6.35 g/L Cu(II) and 0.58 g/L Ni(II) was carried out using 20%(v/v) LIX® 984N. The separation factor ( = DCu/DNi) was found to be pH-dependent. A two-stage batch countercurrent extraction was carried out at an O:A ratio of 3:4 at equilibrium pH 1.05 for extraction of copper from copper-nickel solution, followed by copper stripping from the loaded organic phase with 15% H2SO4 at an O:A ratio of 3:1.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

Computers have revolutionized the collection of data on modern mines. Never before has it been possible to collect data from all aspects of the mining value chain at rates now common. With this has come a new challenge. Deriving information from these copious amounts of data and disseminating it. This problem is being exacerbated by technical software systems, which use proprietary and binary data formats that severely inhibit the flow of data and information both across departments and the larger organization. Generally this had led to data duplication and data redundancy. The Gemcom Enterprise Mining System (GEMS) makes use of industry standard, secure and open databases for all its data objects. It manages multiple users accessing the same bits and bytes in the database, preventing data duplication and redundancy. Developed in the Microsoft BackOffice ® environment, GEMS is also able to leverage the enormous amount of tools available in this environment, whether it’s for e-mail notification, reporting or data capture. Microsoft’s® Active Server Pages are one of these tools. These are standards used to create dynamic and interactive web pages with links into databases and many other objects. The real example outlined in the text, demonstrates how a user anywhere in the world is able to login to a web page and run a query that returns a report with vector plots of performance for the user-selected time frame. As integration is tightened between the various components of the mining value chain, the importance and reliance on ASP pages will grow as the need for management information tools develops. "Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

The use of machine vision in the monitoring and control of metallurgical plants has become a very attractive option in the last decade, especially since computing power has increased drastically in the last few years. The use of cameras as a non-intrusive measurement mechanism not only holds the promise of uncomplicated sampling but could provide more consistent monitoring, as well as assistance in decision making and operator and metallurgist training. Although the very first applications of machine vision were in the platinum industry, no automated process control has been developed for platinum group metals (PGMs) as yet. One of the reasons is that to date froth features could not be related to key performance indicators, such as froth grade and recovery. A series of laboratory experiments was conducted on a laboratory-scale platinum froth flotation cell in an effort to determine the relationship between the platinum grade and a combined set of image features and process conditions. A fractional factorial design of experiments was conducted, investigating 6 process conditions, namely air flow rate (x1), pulp level (x2), collector dosage (x3), activator dosage (x4), frother dosage (x5) and depressant dosage(x6), each at levels. Videos were recorded and analysed to extract 20 texture features from each image. By using artificial neural networks (ANN), the nonlinear relationship between the image variables and process conditions and the froth flotation grades could be established. Positive results indicate that the addition of image features to process conditions could be used as sufficient input into advanced model based control systems for flotation plants. Bateman Minerals & Metals supplies the APIC Technologies which include the under-bed air-pulsed APIC jig and related technologies such as the JigScan controller and advanced mathematical models of the jig process. Bateman have developed a methodology for predicting process performance for jigs from simplified testing and modelling, based on batch equipment matched to industrial designs. Batch tests conducted on laboratory scale air-pulsed jigs can process small batches of material, such as those obtained from drill core samples. The novelty comes from using an advanced jig process model, ASTRAD, to link the results of batch and continuous jigs. The batch jig presented as a novelty in this paper has been designed to be hydraulically equivalent to the full-scale APIC Jig, allowing the generation of equivalent pulse shapes and using JigScan controller. Lump and fine ferrous ore material have been separated in this unit and any feed >1mm can be tested and extracted. The global test procedure and further modelling focus on the stratification of material, with emphasis on key aspects such as pulse shape, feed characteristics and residence time. The splitting of rejects from concentrates is itself more difficult to reproduce in batch jigging, however the ASTRAD model includes a separation imperfection module, and the APIC Technologies have extraction systems adapted to each type of material. Air pulsed batch jigs are available in several locations and are relocatable. They have been used to treat samples from Australia, South Africa and India as part of studies into ore processing using jigs. Each test layer is available for various physical testing procedures (density and chemical analyses). Test-work is performed on a case by case basis, and analysed using an advanced model ?now available over the internet. Some fundamentals of air-pulsed jigging are recapped along with some of the features of APIC jigs. The process of designing a ?hydraulically equivalent? batch jig test is then described. Some results from jigging tests are presented plus the results of the ASTRAD advanced jig model, which was first developed at the JKMRC with ferrous ores and coal and is now being supported and further developed and utilised by Bateman.

This paper introduces and defines the concept of a linkage between long-term planning parameters (?global assumptions?) and possible future world views as conceived in scenario planning. Scenario planning, the tool that is used to arrive at plausible future worldviews, is described in the context of the platinum industry. The interpretation of the scenarios into long-term planning parameters is made, followed by an illustration of how the long-term planning process has been adapted at Anglo Platinum to include the notion of uncertainty.

Malmberget town is located in northern Sweden, approximately 70 km north of the Arctic Circle. Parts of the town overlie more than 20 iron orebodies, consisting mainly of magnetite with smaller quantities of haematite. The mine is operated by the mining company LKAB. Mining started in the 17th century, but not until the railway to the coastal city of Luleå was completed in 1888 did large-scale production commence. Around 1920, mining proceeded underground and today sublevel caving is the only mining method used. Sublevel caving causes subsidence of the ground surface, and buildings and residential areas have been relocated due to the mining activities for more than 50 years. The number of seismic events accompanied by strong ground vibrations is now increasing. In 2008 the mine received a permit from the Environmental Court of Sweden to increase production to 20 Mt of crude ore per year. A prerequisite for the permit was that the mine conducts a number of investigations regarding the environmental impact on the residents of Malmberget. One of these investigations concerned how seismicity will change as production increases and what measures could be taken to reduce inconvenience to the town residents. Today the mine possesses an extensive seismic monitoring system with more than 180 underground and surface geophones. For this study, eleven seismically active volumes in Malmberget mine were identified, and for each of them, a yearly future maximum magnitude interval was estimated based on the current production plan. Relationships between historical seismic events and measured ground vibrations in the town of Malmberget were established, and future ground vibrations caused by expected seismic events were estimated using a probabilistic approach. The outcome was the number of intervals of expected ground vibration per year and per monitoring point. Possible measures to reduce inconvenience for the town residents include blast restrictions, sequencing, and possibly preconditioning. The ultimate long-term solution is an almost complete relocation of Malmberget town. This process has recently been formalized and LKAB is taking an active part in realizing this goal.

Bateman Engineering Project's acid-plant track record goes back to 1977. Bateman Engineering can design sulphuric plants based on gas from sulphur burners, metallurgical off gas as well as pyrite roasting systems. Bateman Engineering has a technology marketing agreement with NORAM Engineering Ltd of Canada to provide state-of-the-art, well-proven acid plant technology, and also has access to roaster technology from several sources, including Chinese technology. Utilising the Noram technology agreement, Bateman was awarded the Engineering and Procurement (EP) contract for the Ambatovy Nickel Project, Sulphuric Acid Facilities in 2007. This is the first Greenfield sulphuric acid plant Bateman has designed for many years, producing a combined 5,500tpd, and is one of the largest sulphur burning acid plants in the world. This paper gives an overview of the sulphuric acid plant for the Ambatovy Nickel Project, advantages of Noram?s unique technology on offer, an overview of work conducted on a recent study of an pyrite roasting acid plants as well as a new technology currently being developed by Bateman for the direct combustion of solid sulphur to form sulphur dioxide.

A wide range of drill holes and process streams are sampled for resource estimation, grade control, and contractual purposes in the minerals industry. However, despite the availability of training courses, conferences and both national and international standards on correct sampling practices, it is still surprising how often little attention is given to ensuring that representative samples are collected for analysis. The reason for this is that the responsibility for sampling is often entrusted to personnel who do not appreciate the significance and importance of sampling, with cost being the main driving force rather than whether the sample is representative of the material from which it was extracted. This seriously undermines the precision and accuracy of the analyses subsequently generated and can render the analysis process a total waste of time and money and expose mining companies to serious, potential, financial losses. Company management needs to reverse this situation and ensure that sampling is given the attention it deserves to generate representative samples for analysis.
