Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

This is the second of two interrelated studies of waterborne transportation. The first study discussed transportation of mineral commodities on the inland waterways of the South-Central States.2 Together, the two surveys describe and analyze the flow of foreign and inland waterborne commerce of the gulf coast. All the principal mineral-industry imports and exports of the gulf coast are mentioned in the report, including metals, nonmetals, and mineral fuel products, The gulf coast foreign trade in mineral industry products was determined to be composed of a small number of commodities.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

According to reports received by the Bureau of Mines, Department of the Interior, as of January 1, 1934, there were 591 completed refineries in the United States, an increase of 86 ever the total reported at the beginning of 1933 and the largest total ever recorded. It should be noted that the 1934 total, although large, probably does not include more than half of the "pot-still" plants of 1 barrel to 50 barrels daily capacity which have sprung up within the last 2 or 3 years and about which very little information is available. However, the combined operations of these snail refineries are of negligible importance as altogether they refine less crude than one plant of average size. Of the completed plants, 454 were operating on January 1, 1934 and 137 were shut down. In addition, 13 refineries were under construction on January 1, 1934. Compared with the previous year these data indicate a marked increase in the number of operating plants, little change in the number of inoperative plants, but a decline in' the number being built. The material gain in the number of operating plants resulted primarily from the construction off approximately 25 refineries, averaging about 100 barrels capacity in the Kooky Mountain district, as well as from the addition of about 20 plants in the East Texas field.

[The utilization of Western coals and lignite is a continuing study of the Bureau of Mines, and storage of these fuels is of paramount importance. Since the seasonal demand for coal in the Western States triples between the summer and winter months, successful storage of these low-rank fuels would tend to level out this variation and should reduce fuel costs. The time is rapidly approaching when the West Coast States, particularly California, will annually import several million tons of coal from the Rocky Mountain States for additional power production. This will necessitate storage of large quantities of coal, and it is thefore important to develop experience in such storage. Dry surface storage, by virtue of its flexibility and low cost, is particularly adapted to the stockpiling of large quantities of coal. This report will, therefore be primarily concerned with such storage. Inasmuch as the problems of dry, open-pit storage are quite similar to those of surface stockpiling, experiences in pit storage will be discussed briefly. Although spontaneous combustion is a hazard in storing coal, experience has proved that heats can be avoided by proper stockpiling procedures. The purpose of this report is to show that the most reactive coals can be stored satisfactorily on the surface by avoiding segregation and by thorough compaction.]

Operator efficiency and control capability along with cost effectiveness have been the quest of mining, industrial, and mobile hydraulic engineers for years. The majority of the functions in present day fluid power systems are controlled by on/off control valves. They are inexpensive and provide easy installation and operation, but they lack the quality of fine control of load flow or what is sometimes known as "feathering the load". An alternate approach to obtaining this capability is the use of electro-hydraulic servo-valves, but their implementation into a system is complex, and they are expensive. As a result, electrohydraulic systems are still used primarily in the aerospace industry. Of late, a compromise seems to have evolved between the on/ off control systems and the servo-technology is the so-called proportional flow control valves. A proportional flow control valve meters fluid to the load in proportion to the input command from the operator. In principle, it is similar to a conventional flow control valve and is tailored to meet the control requirements from the load point of view. The hydraulic system using this valve usually works in an open-loop mode with the operator closing the loop. Incorporating load-sensing mechanisms and adoption of electrical/electronic signalling into the valve make it the "ideal valve" which designers have been looking for from a techno-economic point of view.

Uranium in situ leach mining has recently emerged as a viable alternative to conventional miring techniques. The cost implications of in situ mining are therefore of increasing interest to mining paracticioners as well as public officials. This report presents the results of an assessment of uranium in situ leach mining costs through the application of process engineering and discounted cash flow analysis procedures. A computerized wasting technique, termed a cost model, was developed through this effort to facilitate rapid cost analyses. Application of this cost model will generate mine life capital and operating costs as well as solve for economic production cost/lb. U308. Conversely rate of return may be determined subject to a known selling price. The data bases of the cost made! have been designed to reflect variations in Texas vs. Wyoming site applications. The results If applying the model under numerous ore deposit, operating, wellfield and extraction plant conditions for Texas and Wyoming are summarized in the report. Sensitivity analysis of changes in key project parameters have also been tested and reported.

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.

The evident need to improve the reliability of fluid power systems in underground coal mining equipment prompted the U.S. Bureau of Mines, and later the Department of Energy, to contract with the Fluid Power Research Center at Oklahoma State University for a research project to develop methods for achieving this end. Since the work of the contract was completed at about the time DOE was relinquishing its underground coal mining projects to BOM it was decided to issue the final report under 80M cover. The contract revealed that the major causes of poor reliability were: (1) poor overall system design, (2) poor component contamination toleranace, (3) poor system filtration, and 4) poor maintenance practices stemming from a lack of defined maintenance procedures and enforcement of same. This report demonstrates the variability of the reliabilities of components of similar performance description when subjected to standard tests. Improved design procedures are recommended and the information needed to specify and select components whose reliability is predictable and optimum without sacrifice in performance or significant increase in envelope size.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

The Bureau of Mines has conducted field studies in coal mines throughout the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above these mines. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10% false-alarm rate, the expected probability o detecting a miner&apos;s signal" from a depth of 1000 ft is 54% at 500 ft it is 95%. These depths exceed the actual depths of 90 and 50%, respectively, of United States coal mines. Sensitivity studies have shown that at depth of 1000 ft, the probability of detection will improve approximately 2% for each dB of increase in signal-to-noise (SNR) ratio.

"INTRODUCTION At 9:12 a. m. on April 16, 1947, the ammonium nitrate cargo in hold 4 of the S. S. Grandcamp, a 7,176 gross-ton Liberty ship owned by the French Government, detonated at pier 0 of the Texas City Terminal Railway Co., Texas City, Galveston County, Tex.This detonation was the first of a series of explosions and fires that took the lives of approximately 600 persons, injured 3,000 other persons, and caused a property damage and business loss that will exceed $58,800,000. It has been estimated that the life, accident, and workmen's compensation insurance loss will be $8,200,000.At 1:10 a. m. on April 17, 1947, the ammonium nitrate cargo in hold 5 of the S.S. High Flyer, a 6,214-gross-ton Liberty ship owned and operated by the Lykes Bros. Steamship Co., Inc., detonated at pier L. This explosion materially increased the property damage caused by the first explosion, in between 50 and 100 persons, and is believed to have taken the life of only one person.The exact number of casualties resulting from the Texas City disaster may never be known. The National Safety Competition was inaugurated in 1925 by the Bureau o1 Mines, U.S. Department of the Interior, in cooperation With the Explosives Engineer. In the first nationwide contest, 210 mines and quarries were enrolled. In 1962, the thirty-eighth anniversary of the competition, 910 mines and quarries were enrolled. These participating plants were worked a total of 133,292,989 man-hours. Of the enrolled plants, 415 achieved injury-free operations tar the year, the largest number of perfect safety records in the history of the contest. In 1961 and 1962, the National Safety Competition was conducted and sponsored by the Bureau of Mines. In January 1963, the American Mining Congress became a cosponsor and participated with the Bureau in the award activities related to the 1962 contest. The basic purpose of the competition is to stimulate employees to work safely and too give impetus to the building of better accident-prevention programs. A well-designed and efficient safety program helps a company economically by cutting costs, preventing damage to equipment and materials, and reducing nonproductive delays. An effective safety program benefits the employee more directly because his injuries cause personal suffering, lost time, and lower living standards for his family. Since both have much to gain, management and workers should cooperate closely to eliminate disabling work injuries. The greater contest participation and the larger number of perfect safety records indicate increasing safety consciousness on the part of management and employees.

The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers&apos; back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry&apos;s growth has stopped, and in 1940 gravel constituted two-thirds of the total production. This paper is the second of a series of progress reports on a study, of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States. There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value. One ,of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although Several manganese minerals acre readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.§. Recent experiments have shown that a roast at 650 to 900°C converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution. Introduction of smelter gases containing as much as 5 per cent SO2 during such a roast would not add much to the cost of the operation and might result in the formation of considerable water-soluble manganese sulphate.

"INTRODUCTION The tremendous expansion of industry during the war and the unprecedented demands for metals and minerals are reflected in the production and use of explosives during that period. The increased use of explosives brought added safety problems to industry because of the necessity of using men as blasters who were not entirely familiar with and some who were totally unfamiliar with the characteristics of some or all of the various explosives. A discussion of the characteristics of the ordinary types of explosives used in: industry should assist in giving a better understanding of the hazards attending their use. Explosives are compounded so they may be used with reasonable safety provided the user understands and follows the procedure recognized as standard safety practice. Short cuts and the failure to understand and use recognized safe practices, as well as the selection of explosives unstited for the work at hand, are all part of the safety problem,The extent to which explosives are used in the United States is shown by a study of the statistics compiled by the Bureau of Mines 4/ regarding them. Some of these statistics are shown below and serve as an indicator of the tremendous number of men engaged in the transportation, storage, and use of explosives. Theme men are exposed to the inherent hazards attending this occupation and they should be familiar with the recognized safe practices relative to explosives."

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau&apos;s work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used fur making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.
