Papua New Guinea has permitted its first underwater mine. Nautilus Minerals (PNG) Limited is the company permitted to operate the Solwara 1 project. The project is located 30km off the nearest island of New Ireland in the Bismarck Sea. The successful permitting of the activity was due to the existence of a broad legislative framework and the collaborative efforts of stakeholders. Challenges faced included the lack of specific guidelines or policies for underwater mining; lack of existing technology and/or mining method; lack of benefit sharing mechanism for such a project and management of the perceptions of local communities that fear environmental degradation by the mining project. This presentation shares the experience of Papua New Guinea?s first under water mine. A background of the country, the project and the legislative framework are presented. Followed by the challenges and approach taken to permit the project.

A stepwise implementation of seven criteria for screening the physical, chemical and environmental suitability of submarine tailing disposal (STD) at coastal mines is presented. It is expected that similar criteria would be relevant to future deepwater mining. A reconnaissance level study of four preliminary criteria: mine location; coastal bathymetry; feasible outfall locations; and potential for chemical contamination can support or eliminate the prospects for STD. If supportive, detailed, and far more time-consuming hence costly surveys of: environmental background information including oceanography and waste discharge characteristics; projected impacts on other resource uses plus regulatory and community concerns will be essential for environmental protection and to secure the necessary approvals. This review of STD systems on which the proposed screening criteria were based was undertaken by a Cooperative Agreement of the U.S. Bureau of Mines, Alaska Field Operations Center with the University of British Columbia.

Gold and silver are important byproducts of mining volcanogenic massive sulfide (VMS) deposits. Both metals occur in VMS deposits ranging in age from the Archean to the currently forming massive sulfides found on the ocean floor. The gold- and silver-rich deposits on the modern seafloor are geographically diverse and occur in several different tectonic settings (Figure 1a,b) including seamounts (e.g. Franklin Seamount, Papua New Guinea), unsedimented mid ocean ridges (e.g. TAG and Snakepit, Mid Atlantic Ridge), sedimented mid ocean ridges (e.g. Escanaba Trough) and back-arc basins (e.g. Manus Basin, Papua New Guinea). Interestingly, the most gold- and silver-rich deposits are found in the back-arc basins of the western Pacific, commonly associated with differentiated volcanic rocks such as the dacite-rhyodacite suite at PACMANUS in the eastern Manus Basin. This suggests that different, or more efficient, mechanisms are concentrating precious metals in such back-arc settings. Such mechanisms may include leaching of volcanics enriched in gold (e.g. rifted arc crust) or silver (e.g. continental crust) and/or the introduction of gold into a hydrothermal system by a magmatic fluid. The gold content of modern seafloor precipitates varies from a few ppb up to a high of 54 ppm reported from eastern Manus Basin (1). The Jade Deposit in the Okinawa Trough has the highest silver contents with values up to 1.1% (2). Both gold and silver are preferentially concentrated in late-stage, low temperature precipitates with zinc-rich assemblages being favoured in most cases. Gold is found as relatively pure native gold and sub-microscopic inclusions in gold-rich deposits, but occurs predominantly as sub-microscopic inclusions and possibly as solid solution in the gold-poor deposits (3). Silver occurs as rare silver minerals such as acanthite and native silver in the silver rich Jade deposit (2), but more commonly in the silver-containing minerals tetrahedrite and tennantite, as is the case in the PACMANUS deposit. Tetrahedrite is also known to be an important host of silver in ancient VMS deposits (4). More abundant sulfides can contribute significantly to the silver balance. In the silver-poor deposits at 21 N East Pacific Rise, silver is contained entirely within chalcopyrite, isocubanite, pyrite, marcasite, sphalerite/wurtzite and galena. In this case silver may be present as sub-microscopic inclusions of silver minerals or in solid solution.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. The Intertropical Convergence Zone (ITCZ), where the southeast and northeast trade winds converge, is the effective climatological barrier that separates the southern and northern hemispheres in terms of dust budget. Asian and N. American dusts dominate in the Pacific north of the ITCZ, while Central and S. American dust prevails south of the ITCZ. In order to understand the nature of latitudinal and depth-related variations of mineral composition in terms of position relative to the ITCZ, deep-sea core sediments were collected from 9°N to 17°N at a 2° intervals along the 131.5°W meridian and analyzed for mineral composition. The amount of illite in surface sediments decreases gradually from 65% at 17°N to 31% at 9°N. In contrast, smectite increases from 11% to 56% southward. The observed mineralogical variation toward the ITCZ is attributed to the increased supply of volcaniclastic material transported via the southeast trade winds from the Central and South America source regions. Smectite-illite transition, a phenomenon that the amount of smectite increases over illite, occurs at around 10°N, the northern margin of the ITCZ. This result indicates that the change in latitudinal position of the ITCZ in the geological past could be recorded by the smectite-illite transition in deep-sea cores. The cores studied show down-core variation of mineral composition from illite-rich at the surface to a smectite-rich clay suit at depths, similar to the latitudinal variation. The smectite-illite transitions observed in these cores are likely the records of changes in latitudinal position of the ITCZ. The depth and age of the smectite-illite transition is getting shallower and younger towards the equator, implying that the ITCZ was located farther north during late Tertiary and has shifted southward to the present position of 5°N~10°N.

The needs of the on-going basic maintenance operations and proposed enhancement and hurricane protection projects in the City of Virginia Beach exceed the capability land-slide sources of sand. Through the past several years our studies have concentrated on locating and defining suitable quantities of sand appropriate for use on the area's beaches and assessing some of the consequences of dredging in shallow offshore areas. By providing information concerning the geological setting of sand resources, the local wave climate, and benthic infauna, the overall research project has strengthened the knowledge and understanding of several facets of Virginia's inner continental shelf. We have identified three distinct settings for deposits of beach-quality sand, two of which (filled channels and surficial shoals) are distinguishable in relatively unprocessed sub-bottom profiles and cores. The third, a sand facies within a larger stratum, is discernable only with a suite of cores. Sandbridge Shoal, about 5 km offshore of the resort and residential community of Sandbridge appears to contain a substantial quantity of sand that could be exploited with comparatively few problems. It already is designated as the source of material for use in a shoreline protection protect for a federal facility. Fluvial(?) fill of a late Pleistocene channel lust offshore of the main, commercial, resort area may offer a proximal alternative to existing and proposed resources. Ongoing work to describe the local wave climate and the possible impacts of anthropogenic alterations of the bottom topography on wave transformation and studies of the biological community as it might be affected by dredging will help fill-out our series of studies. Prior to utilization of the resource additional work is needed to provide better definition of the limits and magnitude of the sand bodies. Finally decisions concerning the use of specific resources will have to include physical, biological, economic, technical, and social considerations.

The U.S. Geological Survey (USGS) recently completed phase 1 of a mapping effort that makes the United States the first nation to systematically acquire image maps of its underwater lands. In 1984, the USGS, as part of its mission to map and characterize the resources of the Federal lands, began a mapping effort in the newly proclaimed Exclusive Economic Zone (EEZ). The goal was to provide sonar image maps of this frontier area within 10 years. The mapping program is on schedule, with two-thirds of the EEZ sea floor, approximately 2 million square nautical miles, happed in 7 years. The deep water EEZ (depth greater than 200 m) around the 50 states is now complete except for the North Slope of Alaska, where ice precludes our surveying with a surface ship. Phase 2 of the EEZ mapping effort will begin in 1994, focusing on the American Flag islands of the western Pacific. Approximately 1 million square nautical miles of sea floor remain to be mapped around the islands.

The paper describes recent advances in the technology for mapping of the seabed with acoustic instrumentation. These instruments are typically single beam echo sounders, multibeam echo sounders and high resolution sub bottom profiler. For the single beam echo sounders, new features for deep water mapping are described, as well as the possibility for combining investigation of shallow areas with side scan sonar and vertical echo sounding in the same instrument. Multibeam echo sounding technology for deep and shallow water is reviewed, and some new high resolution instruments using dynamic beam focusing is presented. The sediment profiling technology deals with a novel design for high resolution sub bottom profiling, based upon a Mills Cross transducer with resolution as good as 3 degree in its largest configuration and a frequency range of 2,5 ? 7 kHz. Remarkable features of the system are a very high ping rate even for deep water, and the capability to map buried objects or structures by several simultaneous beams. Some results obtained with the first installation on the French research vessel ?Beatemps Beaupré? are presented.

The Marine Operations and Engineering section of the British Geological Survey based in Edinburgh, Scotland have, over the last 30 years, developed and operate a series of remotely operated, and powered, seabed coring systems. These systems were initially developed to provide a cost-effective solution to ground truth seismic reflection data for regional geological mapping, where the only solution that existed was conventional and expensive drill-ships. Since the early 1990?s these tools have been used for many other applications in industry and science. Currently the systems can operate in up to 2000 m water depth for 5m seabed penetration and up to 4500m water depth for a specialised oriented core drill which collects a scribed core to 0.8m below seabed. Scientific applications focus on determining the geology of an area and follows pre-determined geophysical interpretations. It usually also follows other coring attempts with non-powered coring equipment which is invariably unsuccessful if the strata is over-consolidated sediments or hard rock. Commercial applications include cable and pipeline route surveys, diamond, gold and base metal exploration, beach reclamation and aggregate materials evaluation. In many cases there is a blend of science and commercial investigation typified by coring in hydrothermal vent areas or carrying out geological coring in a frontier oilfield province. The versatility of the drills allows cost effective and rapid operations in remote and hostile areas where a rapid investigation may be the only one possible in a short weather window. The deepwater operational capability also allows science and commercial assay to be obtained ahead of potential exploitation and allows formulation of scientific theories or commercial project plans based on sound core data. Being mobile and compact these corers may be used from suitable (Dynamically Positioned or Anchored) vessels of convenience and thus provide a cost effective platform for sampling different types of seabed geology on an international basis.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0-17 bars, 0-25ºC), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. It is becoming increasingly evident that naturally occurring gas hydrates are significant component of the shallow geosphere and are of societal concern in at least three major ways: as an energy resource, a geologic hazard and a major contributor for climatic changes.

Marginal seas of the Russian Far East constitute the northwestern segment of the Pacific underwater belt distinguished by distinct metallogenic specialization of shelf-extended ore-bearing magmatic complexes and associated polycyclic mineralization. The coastal part of this vast region is known to contain both multiple placer manifestations and deposits, and non-metalliferous minerals. The latter are sedimentary deposits, the products of weathering, which contain re-deposited placer minerals in industrial concentrations developed on the shelf by certain geological processes. The shelf part of the Far Eastern seas is a seawater-filled continental margin. Complex geophysical mapping and drilling from ships of shelf sedimentary thickness and foundation has revealed the units of contemporary and ancient relief accompanied by formation of industrial concentrations of placer gold, cassiterite, titanium-magnetite, zircon, monzonite, and other components at different stages of placer formation. According to the information collected by prospecting by ?Dalmorgeologia? Co. Ltd. and other companies, placer-host structures within trans-placer-concentrating structures (land-shelf) are: shelf-extended river plains, contemporary and ancient shorelines, beaches, drained areas, spits, bars, detritus deficit zones, and terraces and bodies accumulated underwater in the areas where along-shoreline flows unload their detritus. They all could be used as criteria/signs for mapping and targets for placer prospecting.

Williamson & Associates, Inc. has developed a marine mineral exploration tool using an induced polarization technology (IP) under license from the US Geological Survey. Developed by Jeff Wynn at the USGS, this method has gone through several prototyping stages and is now in commercial use to map offshore ilmenite deposits. Preliminary results of a recent resource mapping program are discussed as well as potential applications in the detection and quantification of other minerals in marine sediments.

Manganese nodules lay in vast areas of the deep sea floor. Ideal harvesting conditions for a manganese nodule field are dense nodule abundances of nodules between 20 and 60 mm diameter and a metal content as high as possible. With regard to the development of collector technology, the properties of the deep sea soil, in which the nodules are embedded and to which the nodules stick, are of major interest. The forces for loosening the nodules have to be provided by the collector. For this purpose water jets and/or mechanical devices can be employed. For the choice of the best collecting procedure, various criteria, such as collecting rate, energy consumption and the environmental impact on the eco system of the deep sea floor, have to be considered and weighted as to their importance. Nowadays, the concept of a mining system with a flexible transport hose and a self propelled collecting machine is increasingly accepted among the expert community. With regard to the trafficability of the deep sea soil with a self propelled mining machine, the mechanic properties of the soil and the morphology of the deep sea floor are of special importance. The manganese nodule fields, which are interesting with regard to their recoverability, are mostly in the areas of tectonic fracture zones, at which the morphology of the sea floor is formed by vulcanic activities. In these areas, deep sea mountains, pits and other obstacles exist that have to be driven around if not trafficable.

The ocean is increasingly seen as the answer for a myriad of challenges facing humankind. In effect, in addition to being vital for transportation and communication, the oceans contain living and non-living resources that are essential to meet the demand for food, and to the development of pharmaceutical products, energy resources, and high-technology products. This entails that the oceans are under pressure by different activities: navigation, fishing, oil and gas exploration and production, renewable energy development, laying of cables and pipelines, marine scientific research, bioprospecting, and deep-sea mining for minerals and metals. The growing demand for essential minerals and metals such as cobalt, nickel, zinc, copper, and manganese, seen in tandem with technological advances in deep-sea mining, makes the latter an increasingly attractive activity, both in areas within and beyond national jurisdiction. At the same time, the further development of deep-sea mining adds to the problem of the competing uses of maritime space and accentuates the need to balance and articulate the interests of the different users of the seas (States, sponsored deep-sea mining investors, oil and gas investors, fishermen, shippers, etc.). Furthermore, as deep-sea mining activities increase and move on to an exploitation phase so does the possibility of new disputes (for instance during deep-sea mining exploitation a communication’s cable is severed, a vessel conducting deep-sea bottom fisheries damages deep-sea mining equipment, etc.).

With the exponential growth of demand for minerals and need for diversification of supply channels, deep-sea mining is rapidly becoming inevitable. Productivity of underwater mining technology is salient to justify the deep-sea explorations. Methods for enhanced productivity of mobile mining equipment in a system level are investigated in this paper. Lessons learnt from the land-based mining has been the basis of this investigation. In general, mining productivity can be enhanced in two ways; firstly, by maximizing the amount of recovered material per unit time and secondly, by minimizing the cost of operation per unit material. Equipment that enable faster excavation, loading and transport in the seabed contributes significantly in increasing the amount of slurry per unit time. Improved mean time between failures (MTBF) of mining equipment will reduce the operational down time, thereby, contribute to maximize the amount of mined material per unit time. Several factors influence the operational cost minimization per ton of slurry. Higher efficient motor drive systems including the motor and PWM-fed inverter not only will save power but also will emit lesser heat thus the heat management can be less complex. This leads to more compact drive systems that allows higher power density, thus increased payload weight per empty vehicle weight. An energy storage method in the form of an utracapacitor in the electric drive system will also save the energy supply from the upstream.

A comprehensive multi-disciplinary marine geological survey of northwestern Graham Island, Queen Charlotte Islands, British Columbia, Canada was conducted by Offshore Survey and Positioning Services Ltd. of Vancouver, B.C. on behalf of the Geological Survey of Canada; Energy, Mines & Resources Canada, Pacific Geoscience Centre, Sidney, B.C. Canada during October 1984 and July 1985. The aim of the survey was to map both the surficial geology and geomorphology in order to identify and evaluate the nature of the nearshore sedimentation and recent tectonics including stability (slumps and scarps) seafloor faults (frequency and displacements) and both the classification and consistency of soil type boundaries and properties. Data was acquired by utilizing conventional indirect applied marine geophysical techniques including side scan sonar, precision echo sounding and complimentary soil sampling. During October 1984 a total of 320 line kilometres of data including 180 soil samples were acquired. During July 1985 a total of 300 line kilometres of data were acquired including 150 soil samples.

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. Subsea mining system are designed for the following, principally different, tasks: Dreding - The destruction and removal of seabed sediments overlaying the bedrock. Cleaning - The competence of the system to systematically remove the deposits from an undulating hard bedrock with irregular pulleys, channels and fissures. Factors that influence the choice of dredging equipment for a specific project are project requirements such as environmental conditions, location and water depth. However, the most important selection criteria are soil conditions. As a consequence, possible dredging systems, must be evaluated for the following, principally different, characteristics: Dredging proficiency - The destruction of the strata by the equipment. System stability - The capability of the soil to support the subsea equipment The above parameters are determined by the strength characteristics and the bearing capacitv_ of the soil. The author describes the processes involved in excavating the subsea deposits and (transporting the gathered soil as a water-soil mixture to the surface using different excavation and transport methods.
