"Bechtel has managed a number of test programs to establish autogenous grinding circuits and size mills for a variety of ores.This paper outlines the procedures whereby bench scale and pilot plant tests are used to select the most efficient circuit to grind the range of ore types likely in the mill feed.Five examples are given. One example traces the development of a pilot plant program; it shows how bench scale Work Indices provide a target for the grinding power requirement of an ore and relates how pilot circuits are changed as a result of interpreting the results from preceding tests. The other four examples relate the interpretation of the test results to provide design data; they illustrate a number of phenomena which have been observed.INTRODUCTIONConventional crushing and grinding circuits can be specified from bench scale test data such as Bond Work Indices. Bond Indices have been correlated to a large number of rod and ball mills and by applying appropriate factors, mills can be sized from the Work Index.For autogenous or semi-autogenous grinding circuits, bench scale tests are not sufficient to be able to specify the circuit and size of the mills for a commercial plant. It is necessary to run a series of pilot plant tests to determine how the ore behaves."

"This paper describes the bench testing, pilot plant studies of alternative flowsheets, to determine the feasibility of gold recovery, by carbon in pulp extraction, in the Schumacher Mill gold flotation tailings. The economics were calculated based on pilot plant recoveries and actual industry operating costs.The economics of the carbon in pulp treatment of the gold flotation tailings were not justifiable. The economics of desliming the gold flotation tailings followed by carbon in pulp treatment were marginal, but favourable. INTRODUCTIONPamour Porcupine Mines, Limited is a gold, silver and copper producer located in Timmins, Ontario. In 1983 the head grade of Pamour's gold ores averaged nine one hundredths of a troy ounce of gold per short ton.Pamour operates two area mills to concentrate the gold ores. Free milling gold ores are processed at the Pamour One Mine mill, whereas the refractory carbonaceous gold ores, and complex gold, silver, and copper sulphide ores, are processed through the Schumacher Mine mill.The complex Schumacher mill feed ores do not all react favourably to flotation methods, consequently this study was commissioned to investigate the feasibility of the carbon in pulp cyanidation of the Schumacher mill gold flotation tailings. These tailings contain ten to fifteen percent of the gold in the mill feed. During the study period, the average grade of the Schumacher mill flotation tailings was nine one thousandths of a troy ounce of gold per ton, or one quarter of a gram of gold per metric tonne."

A matrix analysis of the differences between the camps and communities associated with the Britannia Mine is used to develop an analytical tool. The tool is intended to assist the mining industry as it embraces the many facets of sustainable development. A case study is used to support the identification of key factors that may predict the sustainability of a new mine town. Sustainable communities, like Britannia Beach, are discussed in the context of three pillars of sustainability: value of mining products to society; creating wealth; and, environmental integrity. A sustainable mine town may be viewed as a socio-economic asset as well as an asset to the mining industry.

"INTRODUCTIONPine Point Mines, operated by Cominco Ltd., is located approximately 65 miles east of Hay River, N.W.T. on the south shore of Great Slave Lake.The milling operation started in the fall of 1965 with a capacity of 5,000 tpd. An addition was put into operation late in 1968 to bring the nominal capacity up to 8,000 tpd. The present milling rate is 11,000 tpd.With a feed grade of approximately 2.9% Pb and 6.0% Zn the annual concentrate production amounts to roughly 130,000 SDT of lead concentrate and 370,000 SDT of zinc concentrate for a total of 1/2 million tons of product.This tonnage is moved by railroad. Pine Point is served by the Great Slave Lake Division (G.S.L.) of the Canadian National Railways which connects to the Northern Alberta Railway System (N.A.R.) at Roma Junction, at Peace River, Alberta. The system in turn connects to the CNR and the CPR in Edmonton, Alberta. From here the concentrates move inland chiefly to Trail, B.C., with some shipment to other Canadian and U.S. smelters, and to the port facilities of Pacific Coast Terminals at New Westminster, B.C. for offshore export.This paper will focus on the problems associated with the movement of lead and zinc concentrates from Pine Point to port facilities on the west coast."

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. "7.1. Glossary of the Platinum-Group Minerals7.1.1. IntroductionA glossary of the platinum-group minerals (POM) serves as a useful introduction to a chapter on their mineralogy. Earlier glossaries (Cabri, 1972, 1976) were prepared for different purposes and composed in a different manner. As for most mineralogical textbooks, from Dana's System of Mineralogy, 3rd Edition (1850) , to Fleischer's Glossary of Mineral Species (1980), this glossary is primarily a chemical classification, arranged here in two tables. Table 7.1 groups the mineralforming compounds of the six platinum-group elements (POE) according to their essential anion(s) or according to the nonPOE element in intermetallic compounds. Table 7.2 is a similar listing for the native metals and alloys of the POE. Both tables include unidentified POM considered to be bona fide new minerals requiring additional study for complete characterization and recognition (see Chapter 9*). Some information on the chemistry of the POM is given in the sections on X-ray data (7 .2) and ore microscopy (7 .3). Because the overwhelming majority of POM have been characterized by the electron microprobe, a more detailed account of representative analyses is given in Chapter 8**. The total POM listed in Tables 7.1 and 7.2 is about 100, after deleting some which would not qualify as discrete species if found today, but which are still recognized on historical grounds; e.g. iridosmine, osmiridium, platiniridium. Tables 7.1 and 7.2 also include 28 unnamed POM; included because they are considered to be probably new species (Cabri 1981 b). The referral scheme for unnamed minerals is the same as in Chapter 9. There are considerably more palladium minerals known than other POM; the proportion of total species (listed in Tables 7.1 and 7 .2) for the POE is: Pd 48%, Pt 21 o/o , Ru and Ir 9% each, Rh 8% and Os 5%. These proportions are in marked contrast to the estimated cosmic abundance, as compiled for average type C1 chondrite by Naldrett and Duke (1980): Pt 29%, Ru 20%, Pd, Ir and Os 15% each, and Rh 6%."

The production and dispersion of metal nanoclusters onto inorganic supports and amorphous carbon rest on well consolidated technologies belonging to the realm of industrial catalysis and of basic catalysis research (1). In spite of the existence of a variety of specific synthetic strategies, their very rationale relies on three main approaches i. e.: A: precursors of both the metal nanoparticles and of the relevant supports (or the support itself) are intimately mixed (even let to react) at ambient conditions and then thermo-reduced according to very controlled protocols (2); B: precursors of metal nanoclusters are let to be adsorbed onto suitable supports from the gas or liquid phase and subsequently thermally decomposed (3); C: metastable size-controlled metal nanoclusters are previously generated in a liquid medium and subsequently transferred onto pre-formed support particles (4). The production and dispersion of metal nanoclusters onto organic soluble supports is also a rather well documented academic praxis (5, 6, 7, 8) able to provide e.g. size-controlled Au0 nanoclusters of 4.4±1.7 nm (5). Our group started in 1997 developing (9) an innovative approach to the synthesis of metal nanoclusters dispersed inside insoluble, albeit accessible (see below) mechanically robust gel-type resins (10), which procedure was tested so far on palladium metal. Metal ions are previously dispersed upon ion-exchange inside of the polymer framework, followed by chemical reduction and by the aggregation of born metal atoms into nanoclusters, the size of which is templated (11, 12) by the three-dimensional intercommunicating meshes that build up the overall polymer framework (Figure 1).

In the last years, supported gold catalysts with particle sizes smaller than 10 nm have attracted a lot of attention. While gold bulk metal is rather inert in chemical reactions and, thus, is of low interest for catalysis, highly dispersed gold particles supported on oxides as TiO2 or ZrO2 show surprisingly high activities in some reactions important for the chemical industry. The oxidation of carbon monoxide at low temperatures is mainly used as model reaction to study the unusual properties of gold catalysts [1]. On the other hand, to evaluate the catalytic potential of gold, other chemical reactions which allow to control also the selectivity have to be considered. The selective hydrogenation of ???-unsaturated aldehydes to allylic alcohols is of both commercial relevance (e.g. in fine chemical and pharmaceutical intermediate production) and specific scientific interest [2]. Note that thermodynamics favors hydrogenation of the C=C over the C=O group (stronger negative free reaction enthalpy of 35 kJ/mol), and for kinetic reasons the C=C bond is more reactive than the C=O group. Thus, in the presence of most of the conventional hydrogenation catalysts, based on Pt, Rh or Pd, -unsaturated aldehydes such as acrolein and crotonaldehyde are hydrogenated predominantly to the saturated aldehydes and only to a minor extent to unsaturated alcohols. Therefore, it is desirable to find catalysts which are able to control the intramolecular selectivity by hydrogenation preferentially the C=O group while keeping the olefinic double bond intact (Fig. 1).

An account of a new method of investigating the electrical .properties J the earth's crust is presented. The method, called AFMAG, employs, as a source, natural alternating magnetic fields of audio and sub-audio frequencies. Measurements of the distortion of these fields caused by geological features are made with the aid of search coil detectors at several discrete frequencies. Many results of field surveys made with the method are presented and they illustrate its advantages and limitations when applied to the search for massive sulphide mineralization. The advantages far outweigh the limitations and in fact indicate that a major breakthrough in geophysical exploration technique and instrumentation has been made.

"The Iron Ore Company of Canada (IOC) operations in Labrador and Quebec, in Canada, is among the largest openpit mining complexes on a world wide basis. Since the 1981-82 recession, IOC has embarked on a comprehensive cost reduction and productivity improvement program in order to survive in the world iron ore market.This paper will outline the approach used in prioritizing the cost reduction items.IntroductionMuch of the mining industry in North America is in a crisis state. Most producers are operating at production levels well below capacity, some have been merged or sold, while others have been mothballed or closed permanently. For many of us still operating, the future is uncertain. Despite the many cutbacks and closures, there is still an abundant supply of minerals in the world market and there is almost no hope for any relief on price pressures on most mineral commodities in the near future. The Iron Ore Company of Canada (IOC) operates an iron ore mine, a concentrator and a pellet plant known as the Carol Project located in Labrador City, Newfoundland. This concentrator and the pellet plant have the annual capacity to produce 20 million and 10 million tons respectively. A company owned and operated railway links this operation with the dock terminal facilities in Sept-Iles, Quebec.In the past decade the Iron Ore Company of Canada has been one of the largest producers of iron ore products in the world. Its pellets and concentrates as well as natural ores were sold in North America, Europe and the Far East. In 1981-82, sales, particularly in North America, went into a serious decline. For almost 30 years, the gospel IOC preached to employees was ""production, production!"" There were many innovations, and millions of dollars were spent on the biggest and best equipment, on research and development, on training and developing employees."

"The effective thermal conductivity (ETC) is one of the most important thermo-physical properties of porous media. Due to the lack of higher precision influence of temperature on thermal conductivity, we took 6 groups of experiments on rock samples (including igneous rock, sedimentary rock and metamorphic rock) under different operating temperatures from 20? to 50? by 7 acquisition points. The general equation of thermal conductivity drives the value of it increasing along with the decreases of the temperature. While in our experiments, it is easy to find a singularity among them for each sample. The experimental investigations we attempted to observe and interpret the alteration mechanism. According to the Heat Capacity Theory in solid state physics, this research gives the explanation about the “singularity” from 3 understanding of specific heat, average free path, and thermal conductivity. Our research divided the condition of the rock thermal conductivity into 3 different types. INTRODUCTION The effective thermal conductivity (ETC) is one of the most important thermo-physical properties of porous media(Huang & Han ,1988; Peierles ,1955). This parameter is necessary for analysis of heat transfer(Vaferi et al, 2014;Hans-Dieter & Rudiger,2003). It’s well known that a general equation for ?(T) was set by Sass et al. (1992) which based on the coupled effect of composition and temperature on the thermal conductivity(Jesse et al, 2013; Mongelli et al,1982).The equation was further successfully verified for other rock (Zumrud et al,2010;Abdulagatova et al,2009;Seipold& Huenges,1998).Thermal conductivity is also related to other physical proper ties of porous rock, such as thermal diffusivity, heat capacity(Brettmann et al,2011;Abuel-Naga et al,2008). It is well known that ETC and other thermo physical properties of rock materials are affected by various factors, such as temperature, pressure, mineralogical composition, porosity, stratification, size and shape of the components, and nature of pore fluid, etc. (Tiedje & Guo, 2014; Touloukian et al,1970).The understanding of heat transport processes still requires the knowledge of thermal properties of rocks."

The Sullivan Concentrator treats a complex sulphide ore consisting mainly of galena, marmatite and pyrrhotite. The ore carried minor values in silver, antimony, bismuth, indium and tin. The products of the concentrator are lead, zinc, iron and tin concentrates. The minor metal values other than tin are recovered from the concentrates by the refining processes in the smelter at Trail.The concentrator was completed in 1923 and first operated with a capacity of 2,500 tons per day. In the years 1926 to 1929 changes to equipment and buildings brought the operation up to 5,500 tons per day and then, in the years 1935 to 1945, the daily tonnage was raised to 8,500 tons. After 1945, the rising insoluble content of the ore made it necessary to consider the construction of a Sink-Float plant. At this time consideration was also given to the construction of a new crushing plant underground to replace the rolls crushers and cone crushers located at the concentrator. By 1949, construction of the Sink-Float plant was completed along with a new underground crushing plant, and an electric haulage way between the underground crushing chamber and the Sink-Float plant. The ore was hauled in forty 14-ton car trains which discharged into a 3,000 ton receiving bin by means of an air operated five car rotary dumper. With the start up of the,Sink-Float plant, a 1 ½ ft. by 12 ft. Hardinge rod mill was also brought into operation. The Sink-Float plant made it possible to treat 12,000 tons/day of mine run ore with up to 40% of this being rejected as float.

Recent times have been extremely difficult for the resource sector, but it is crucial for our industry to maintain personal connections through good and bad times. These interactions include technical exchanges, and this is at the heart of MetSoc’s service to its members. The theme of this 53rd Conference of Metallurgists is Prosperity Through Process Advancements. There are thirteen symposia at this year’s conference mainly focused on processing from extractive fields, to materials and the environment. Supporting these topics are the plenary, poster session, and trade show plus opportunities for socializing at functions like the opening reception and the awards banquet.Many people have contributed to this conference, from the authors and presenters to the organizers and the generous sponsors. They are all gratefully acknowledged for their quality work over the last two years. A particular thank you to our student volunteers whom we hope will take advantage of their time at COM to network and to learn about this exciting industry.Again, thank you for being a part of this exciting conference of metallurgists. "The Cigar Lake project will develop the world’s second largest high grade uranium deposit. The Cigar Lake Phase 1 orebody contains approximately 226 million pounds U3O8 at an average grade of 20.7% U3O8. The mine, to be operated by Cameco Corporation, will use a unique water jet boring mining method to cut previously frozen ore. A distinctive ore handling design is required to handle the high grade ore slurry exiting the mining machines. The ore will be crushed and ground underground, with the ore slurry then pumped to surface. Loaded into purpose-designed containers on tractor-trailer units, the ore slurry will be trucked to Cogema Resources Incorporated’s McClean Lake mill. McClean Lake will leach all of the ore. Forty-three percent of the resulting uranium solution will remain at McClean Lake for processing into yellowcake. The other 57% of the uranium solution will be shipped to Cameco’s Rabbit Lake mill for processing into yellowcake there. Detailed design for the Cigar Lake project is now underway. Barring regulatory or market delays, production could start up as soon as early 2005.INTRODUCTIONThe Athabasca Basin in northern Saskatchewan hosts a number of large uranium mining and milling operations, including Cluff Lake, Key Lake, McArthur River, McClean Lake and Rabbit Lake. (Edwards 1988, Edwards 1992, Fielder 1998, Edwards and Oliver 2000, Edwards 2001) The latest project in the Athabasca Basin is the Cigar Lake project."

"In this work, we apply a method known as the attainable region (AR) technique in order to optimize the milling and leaching process of a low grade gold ore. No work on the application of the AR optimization technique has been done yet on a joint milling and leaching process. The advantage of the AR approach lies in its ability to simplify the optimization problem, as searching over a defined set for the maximum of an objective function is a fairly standard procedure. The objective function we selected was that of optimizing a linear function of the value of the recovered material minus the cost of both milling and leaching. Using the three variables (milling time, leaching time and recovery), we constructed a 3D plot and used it to obtain all the possible recoveries from the different milling and leaching times. The optimum for our chosen objective was then found by overlaying a contour plot of the objective function on the 3D plot. Our results show that the optimum was obtained at 90 % recovery with a profit value of 600, milling time of 30 minutes and leaching time of 1750 minutes.INTRODUCTIONAfrican countries are facing a general increase in demand for electrical power. In South Africa, the demand is now surpassing the supply from ESKOM, the main electric power provider of the country. This has resulted in load shedding strategies being implemented in many local communities in an attempt by ESKOM to cope with the high demand. A potentially better approach is to propose use of energy efficient technologies in the country’s largest power consuming industry; the mineral processing sector.In mineral processing, milling is the highest consumer of energy. The objective of carrying out milling is not merely to reduce the particle size of the feed material, but also to liberate the constituent minerals that make up an ore. This is done so that valuable minerals can be separated from the gangue, in downstream processes, such as leaching. However, the milling process is generally performed relatively poorly, and at a considerable expense in terms of electrical power utilization. Tomanec and Milovanovic (1994) estimated that milling accounts for more than 50 % of the total power used in the concentration process, but this can rise to as high as 70 % for hard or finely dispersed and inter-grown ores. Apart from being relatively wasteful of energy, the milling process is also inefficient with regard to mineral liberation because of the indiscriminate nature of the grinding force."

"Zn-Pb sulfide mineralization at Abbeytown mine and Twigspark quarry comprise the only known car¬bonate-hosted base metal sulfide deposits in the Sligo syncline, northwest Ireland. Limestone sedimentation occurred uniformly throughout the region during the Early Carboniferous (Mississippian) as observed by field relationships and lithofacies; however, petrographic and stable isotope evidence indicate that host-rock dolomitization occurred under different conditions at localities to the west and east of the Ox Mountains inlier, suggesting significant uplift and geologic isolation of these areas prior to dolomitization. Localized fluid flow systems are thought to be responsible for sulfide mineralization and associated epigenetic carbonate cements. West of the Ox Mountains inlier at Abbeytown, evidence of three geochemically distinct fluids are observed: (1) a lower-temperature, lower-salinity fluid (70°-130-°C, 4-9 wt.% equiv. NaCl); (2) a lower-temperature, higher-salinity fluid (70°-140°C, 15-24 wt.% equiv. NaCl); and (3) a higher-temperature, moderate-salinity fluid (165°-220°C, 8-14 wt.% equiv. NaCl). Similar fluid types were observed at the Twigspark deposit. The source of the higher-salinity fluid is likely seawater evaporated to near the point of halite precipitation. The higher-temperature fluid is thought to have been derived from deep circulation of basinal brines. It is speculated that mixing of the higher-salinity fluid with the high-temperature fluid was vital for ore formation at Abbeytown because fluid inclusions in sphalerite have homogenization temperatures and salinity values that fall along a mixing trajectory of these end member fluids. Also, areas where the high-salinity end member fluid is absent are barren of sulfides. Less complex fluid systems are indicated for sites east of the Ox Mountains inlier where no sulfide mineralization was observed. Data from base metal sulfide prospects in northwest Ireland indicate no connection with the regionally extensive flow system thought to be responsible for Zn-Pb deposits throughout the Irish Midlands.Les minéralisations en sulfures de Zn-Pb de la mine Abbeytown et de la carrière Twigspark sont les seules gîtes de métaux usuels à encaissant carbonaté connus dans le synclinal de Sligo, au nord-ouest de l’Irlande. Ces carbonates se sont déposés d’une manière uniforme dans la région au Carbonifère inférieur (Mississippien) tel que l’indiquent les relations de terrain et les lithofaçiès; les données pétrographiques et d’isotopes stables indiquent toutefois que la dolomitisation de l’encaissant s’est faite sous des conditions différentes aux localités situées à l’ouest ou à l’est de la boutonnière des Ox Mountains, ce qui suggère un soulèvement et une isolation géologique significative de ces secteurs avant la dolomitisation. Due to difficulties associated with gripping in direct tension, indirect methods are commonly used to measure rock tensile strength. In this work, we adopt an innovative indirect tensile test method: Semi-Circular Bend (SCB) to measure the tensile/flexural strength of Laurentian granite (LG). The static tests are carried out with a servo-controlled material testing machine and the dynamic tests are conduced with a Split Hopkinson Pressure Bar (SHPB) system. Pulse shaping technique is adopted to achieve dynamic force equilibrium in SHPB to facilitate data regression. Finite element method is used to relate the failure load to the tensile strength. Strong rate dependence of the tensile strength is observed. The flexural strength is higher than the tensile strength measured using Brazilian Disc (BD). This difference is rationalized using the non-local theory. To further validate the method, a coupled Finite element/Discrete element method (Fem/Dem) in conjunction with the smeared crack model is utilized to simulate the fracture process during dynamic SCB tests. The resulting fracture patterns are qualitatively consistent with those from recovered samples. Both the experimental and numerical methods have validated the results and this new method is readily to be used for other rocks and other brittle materials.

The paper describes Online Master of Engineering Program at the University of Missouri-Rolla and discusses the experience gained during the first three years of its offering. This innovative educational program is designed primarily for mature students with an engineering or science background who want to acquire or upgrade their knowledge of mining engineering. Students can specialize in several different areas of mining, such as surface mining, underground mining, mine environment and the like. "1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."

"Once all the hullabaloo about Finance Minister Wilson's April 27 budget died down (or was it an April 26 budget?), the pain of the budget papers began to sink in. Individuals and corporations will have to dig deeper and pay more taxes - and government will continue to dig deeper and spend more. The irony of the situation is that higher tax rates actually make flow-through shares more attractive as a tax-deferral investment - a bittersweet ""bravo"" for the mining industry.INTRODUCTIONFor the first time in Canadian history, a major budget address has taken two days to deliver. Of course, it's not a case of long-windedness, but rather a case of a hastily called press announcement on April 26 in response to a budget leak, followed by a formal budget speech on April 27.The general reaction of the business community to the budget was to the effect that the tax hikes are acceptable, but the government's failure to curb spending is less than acceptable. Mr. Wilson's reported response indicated that the government had never promised to cut spending, and that increased government spending would actually benefit the country. That age-old debate will doubtlessly continue for generations.In any event, three noteworthy components of the budget papers are:• Personal income tax rates increase effective July I, 1989;• A ""large corporations tax"" (in effect 'a corporate ""minimum tax"") is effective July I, 1989; and• Federal sales tax increases are effective from June 30, 1989, to be replaced by a national sales tax in 1991.A brief overview of these and other budget proposals follows."
