INTRODUCTION The Ballard Siphon was built in 1935 and consists of two 91.4 cm (36-inch) diameter wood-stave pipes. These pipes convey sewer flowsunder the Ship Canal from northwest Seattle and the Ballard Regulator to the North Interceptor and the West Point Treatment plant. The siphons were constructed using open cut construction, are now buried in the sediment on the floor of the canal, and have severely limited ability to be dewatered, inspected, or cleaned. The existing siphon is 394.7 m (1,295 feet) long from the junction structure on the southern shoreline to the regulator structure on the north. The location of the Ballard Siphon is shown in Figures 1 and 2. The area around the Ballard Siphon has become more populated and developed since the siphon was built. Additionally, the Ballard Siphon is subject to high flows that are greater than the capacity of the pipelines. This has resulted in predict-able Combined Sewer Overflows(CSO?s) whenever a large, long duration rain event occurs. The aged pipeline of uncertain viability has become a critical piece of the sewer system infrastructure. Because of the age of the pipelines and their importance, a sonar survey was completed on both barrels of the Ballard Siphon in December of 2005. The sonar images appeared to indicate crown intrusion of the wood-stave pipes, which suggested that the pipes were in imminent danger of collapse. As a result, an Emergency Declaration was executed by King County and the Ballard Siphon Replacement Project was initiated. Staheli Trenchless Consultants was retained to perform feasibility studies to deter-mine the viability of using microtunneling and horizontal directional drilling (HDD) for replacement of the Ballard Siphon. For the evaluations, the preferred site location was determined to be at or near the site of the existing Ballard Siphon in order to minimize the ancillary sewer work which would accompany moving to a new site. To meet flow demands and hydraulic requirements, the replacement siphon needed a mini-mum equivalent diameter of 182.9 cm (72 inches). This could be accomplished with a number of different siphon diameters and configurations including, but not limited to, three 106.7 cm (42-inch) diameter pipelines, two 152.4 cm (60-inch) pipelines, or two 91.44 cm (36-inch) pipelines and a 121.9 cm (48-inch) pipeline.

An original concept of JRC-diagram that can evaluate JRC and its size-effect by using a fractal model was proposed. In order to confirm the applicability of the JRC-diagram, first, JRC of the tensile fracture surfaces of a granite and a sandstone were evaluated by both the JRC-diagram and Barton's JRC-profiles, and then, it was compared with the JRC inversely calculated from the peak shear strength that is obtained from the shear test for each fracture using Barton's empirical equation. As a result, JRC evaluated by the JRC-profiles was much smaller than the inversely calculated JRC. On the other hand, it became clear that JRC evaluated by the JRC-diagram is almost the same with the inversely calculated JRC, if the size of interlocking is evaluated correctly. Therefore, for the JRC evaluation, it is thought that the JRC-diagram is more applicable than the JRC-profiles. Als ein neues Verfahren zur Bewertung des Rauheitsindexes JRC für die Bruchfläche von Felsenschichten anhand eines fraktalen Modells, wobei auch der Maßeffekt berücksichtigt wird, wird ein JRC-Diagramm vorgeschlagen. Um die Angemessenheit der Bewertung vom JRC mit diesem JRC-Diagramm festzustellen, wurden die JRC-Werte an einer Bruchfläche zwischen Granit und Sandstein sowohl mit dem JRC-Diagramm als auch mit dem herkömmlichen JRC-Profilverfahren bewertet. Anschließend wurden die durch die beiden Verfahren ermittelten Werten mit den JRC-Werten verglichen, die von den Schertestergebnissen mit Hilfe von Bartonschen Erfahrungsformel zurückgerechnet werden können. Daraus ergab sich, daß das JRC-Profilverfahren ziemlich kleinere JRC-Werte gibt als bei der Zurückrechnung, während die JRC-Werte durch das JRC-Diagramm unter entsprechender Bewertung des Ineinandergreifungsmaßes an der Bruchfläche beinahe gleich sind wie die zurückgerechneten Werte. Diese Tatsache weist darauf hin, daß das JRC-Diagramm eine bessere JRC-Bewertungsmethode als das JRC-Profilverfahren darstellt. Nous avons proposé le diagramme JRC, nouvelle méthode d'évaluer JRC qui est un indice de rugosité superficielle d'une fracture de roche à l'aide du modèle de fracturation, compte tenu de son effet d'échelle. Pour vérifier la validité de JRC évalué au moyen de ce diagramme, nous avons évalué JRC d'une fracture de roche, granite et grès, par le diagramme JRC et le profil JRC, méthode conventionnelle, et les résultats ainsi obtenus ont été comparés avec la valeur de JRC calculée en sens inverse à l'aide de la formule empirique Barton sur la base des résultats de l'essai de cisaillement des fractures. Il en résulte que la valeur de JRC obtenue par le profil JRC était assez faible en comparaison avec la valeur calculée en sens inverse alors que celle de JRC obtenue par le diagramme JRC correspondait approximativement à la valeur calculée en sens inverse à condition d'évaluer l'échelle d'endentement d'une fracture. Par conséquent, nous considérons que le diagramme JRC est une meilleure méthode d'évaluation de JRC par rapport au profil JRC.

Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

A new graphical method, which is a modification of that proposed by Buckley and Leverett', is presented for the determination of the displacing fluid saturation at breakthrough for frontal drive mechanisms. This method is applicable to all types of fluids, which may be either soluble or insoluble in the oil at reservoir and injection conditions. This adaptation has unique advantages in handling problems in which either liquids or gases are the displacing fluids. INTRODUCTION In the displacement of oil from a reservoir with water or gas injected into the formation or by the expansion of a gas cap, the determination of breakthrough or flood advance is important to define the initial and subordinate phases of the operation. Thus, the determination of the displacing fluid saturation at breakthrough is fundamental to the establishment of over-all reservoir production. Methods for analyzing this saturation and for calculating production rates have been previously reported1,'*".". All of these methods utilize the rate equation for linear flow developed by Buckley and Leverett1. xs = QT - Qn/A? (?fu/?Su) .....(1) Sp where f, represents the volumetric fraction of displacing fluid in the total flowing fluid within the reservoir as is defined by: fo = 1/1+ ku/kd µn/µn .......(2) Since the time, ?, necessary for the flood front to travel distance ?X is unknown, Eq. 1 cannot be solved directly for the determination of the breakthrough point. Therefore, it becomes necessary to solve Eq. 1 simultaneously with an equation representing a fluid bal-ance on the reservoir behind the flood front. To develop such a fluid balance equation, it has been assumed that the fluid composition is uniform in the reservoir behind the flood front. Based upon this assumption, the follow-ing equation can be derived from a material balance on the displacing fluid: x = (?X) s Dx ? x=0 [ Snx - Sn1 ] dx = QT - Qn/A? It is readily observed that the displacing fluid satura-tion behind the flood front, Snx, may be determined through the simultaneous application of Eqs. 1 and 3. Although the approach may vary, this objective re-mains the same for all of the previously mentioned graphical or analytical methods. After Sox is determined, it is then possible to calculate the gas-oil and/or water-oil ratios and the rates during the initial and subordinate phases of production, and thereby define the production history of the reservoir. In this presentation only the de-termination of Snx is considered, and the reader is re-ferred to the several texts in reservoir engineering2,4,5 for a complete discussion on the methods for establish-ing the production history of a reservoir. Introduction The Energy Metals Corporation (EMC) holds numerous mineral properties in the northern portion of the Great Divide Basin including the JAB Property, one of several potential properties being planned for development as a satellite facility to the greater Antelope Uranium Project. A National Instrument 43-101 Technical Report has been completed for the JAB property. This report estimates total measured and indicated mineral resources on the property totaling 3,555,022 pounds U3O8 contained in 2,400,875 tons at an average grade of 0.073 % U3O8 at a .25 GT cutoff in accordance with CIM Standards on Mineral Resources and Reserves. The JAB Property is located in Sections 13, 14, 15, 16, 21, 22, and 23, Township 26 North, Range 94 West, approximately Latitude 42o 14’ North and Longitude 108o 00’ West (Figure 1, Location Map). This property consists of unpatented mining lode claims and Wyoming State mineral leases comprising approximately 2,100 acres.

"A small scale continuous flotation cell was designed and constructed at the Noranda Technology Centre to develop a mobile testing flotation circuit located next to the production circuit. This mobile small scale flotation pilot plant can easily and economically be set up at any circuit in a mill and used to evaluate and predict plant performance against a given flotation condition. The main feature of the cell, beside the provisions of automatic pulp level and feed rate control, is to provide a reduced surface to volume ratio approaching to that of an industrial machine.This paper describes the basic design and the results of various testwork carried out to date including aeration, conditioning, reagents, recirculation, flotation gas, etc. are presented in comparison with the plant production results. INTRODUCTIONStudy of the behaviour of an ore during concentration by flotation process starts, in general, with a series of tests in laboratory cells. Given the discontinuous nature of these tests, the information obtained by such a study is somewhat limited. It has long been recognized that laboratory test results are not always reproducible in pilot plant tests and subsequently, the pilot plant results do not always predict plant performance. The differences are often blamed on batch vs continuous operations, grinding media, size distribution, aging (oxidation), water quality, equipment, operator's skills, etc."

INTRODUCTION SOONER or later in the development of any natural resource it becomes highly desirable to know the quantity of this resource in the country as a whole, as well as of the part that is being developed, for the general course and. conduct of the development work must be governed to some extent by the total supply available. An accurate estimate of the quantity of any natural resource is difficult to make; yet if one is diligent enough one can obtain a pretty accurate idea of the quantity of marketable timber, the acreage of tillable land, or the horsepower that may be developed from the streams, for these are things that may be measured. But any attempt to estimate the quantity of some mineral in the ground appears to enter the realm of imagination and it seems that the estimate can be nothing more than a blind guess. It may appear to be especially futile to attempt to determine the quantity of oil and gas that is available in the ground, for these minerals are so vagrant that even if the quantity now available should be known quite exactly, the quantity that will eventually be obtained may be much less, for certain losses in the extraction of both oil and gas are unavoidable, and just what these losses will be cannot be predicted. Though necessarily inaccurate, estimates of such mineral reserves are, however, of distinct value, for they summarize the existing knowledge of the deposits of the mineral and thus enable those who are interested in some industry that depends in one way or another on this mineral to formulate a rational commercial policy. Some time ago, when the price of gasoline suddenly rose in a rather spectacular manner, the writer was one of the U. S. "The lining of a grinding mill has an important role in creating the conditions for the grinding process. The main purpose of the lining is to transfer the energy taken by the mill motor to the contents of a mill. The power draw curve of the mill, if measured with sufficiently short intervals, describes how well the lining works in lifting and mixing the material to be ground.The power draw curve can also be used for determining the volumetric filling of a mill. This new measuring technique was developed at the Pyhasalmi concentrator in 1989-90. The measuring device with its PC-connections offers an excellent tool for controlling volumetric mill filling, for maximizing throughput and for research purpose (e.g. process studies, mill linings design).The paper describes the new method and the results achieved at Outokumpu's concentrators.INTRODUCTIONVarious methods have been developed for measuring mill load; weighing, noise, etc. Weighing is one of the most reliable methods but installing the sensor to existing mills is often difficult. Besides the load measurement does not indicate the volumetric filling if the specific gravity of the mill feed fluctuates. Noise measurement has often failed with its sensitivity to various disturbance sources.As known, the power draw measurement is one of the most accurate measurements in grinding circuits and therefore it has been utilized in sophisticated control, e.g. in power peak seeking algorithms for maintaining maximum grinding efficiency.About 10 years ago power oscillation measurement was developed at Pyhasalmi concentrator. In this method the amplitude of the oscillation caused by the lifters was measured. The oscillation amplitude and the mill filling has quite a good correlation and together with the power draw measurement it could be used for maximizing mill throughput (Koivistoinen and Miettunen, 1989). The main difficulties in this method were that the dependence between mill filling and the amplitude is unlinear and that the dependence also is individual for each mill.The method developed during 1989-90 is also based on the power oscillation but on its phase shift. In principle level of the material in a mill is measured. The method has been successfully used for maximizing throughput at Pyhasalmi and Enonkoski concentrators and at Harjavalta slag concentrator."

Metal-slag phase compositions of molten iron and ilmenite smelting slags or solid titanate phases were determined between 1500° and 1700°C. The influence of oxygen partial pressure and impurity oxide additions including Al2O3, Cr2O3, MgO and SiO2 were investigated along with amount of reductant-carbon. The XRD revealed that the quenched slag crystallized as pseudobrookite (M3O5) solid solution in equilibrium with iron. Silica additions formed separate silicate phases because of its immiscibility in the titanate phase. Under strong reducing conditions iron oxide was almost completely reduced and the slag phase solidified as a consequence thereof. Cr2O3. SiO2 and MnO were also reduced to a high degree. Under weak reducing conditions the slag was fully molten and non of the impurity oxides were reduced. A significant portion of manganese, some magnesia and silicon, in the form of SiO gas, were removed via the gas phase due to their considerable vapour pressures. Alumina was not reduced under the applied conditions. A comparison of the experimental results with industrial data clearly suggested that industrial ilmenite smelting process operated under non-equilibrium conditions.

Strain-type rockbursts, or strainbursts, are characterised by a localised violent failure. Their cause is attributed primarily to the sudden release of strain energy, which accumulates in a volume of highly stressed rock as a result of mining activities. Examples of such phenomena are crown/sill pillar bursts created in the mining process, pillar crush in room-and-pillar mining, face ejection in drift development headings at depth, and floor bursts associated with deep shaft sinking. The paper describes a simple method for the assessment of crown pillar bursts in steeply dipping ore deposits which are extracted by the overhand cut-and-fill method. The method is based on a theory previously established by the author to help assess the need for a remedial solution such as pillar destress blasting. Basically, the mining-induced energy storage rate (ESR) in the pillar is compared with the critical strain energy to come up with the so-called burst potential index (BPI).

In this method the state of an open-pit mine is represented by the number of benches that are mined in each predesigned mining phase (or pushback). Consequently, a specific mining schedule can be represented by a sequence of states which starts with the topography of the mine site and ends with the ultimate pit. For a given set of mining phases all feasible states are first generated and sequences of states are then evaluated for technical and economical feasibility. The best sequence, which gives the maximum net present value (NPV), is found by applying a dynamic programming optimisation algorithm. The algorithm also optimises the cut-off grade which satisfies the mill feed requirement for each planning period. It was found that the algorithm can be used not only for scheduling but also as an effective tool for analysing the effects of mining and milling capacities and cut-off constraints on the mining schedule and the total NPV. The algorithm, which was programmed in C, was successfully applied to a large Au-Cu deposit

These financial statements are the responsibility of the Institute?s Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

THE injury data and experience in this bulletin are presented in three general sections. The first section contains general and detailed data relating to 1948 injury experience in bituminous-coal and Pennsylvania anthracite mines, separately and combined into totals for all coal mines. The related employment, worktime, production, and productivity data are given in each breakdown of the statistical data. Tables 1 through 22 constitute a subsection and present statistics on number of injuries, frequency and severity rates, average severity, detailed and major causes of injuries, injury records of the coal-producing States, distribution of injuries by part of body, and distribution of injuries by days of disability. Tables 23 through 45, the second subsection, present injury experience in bituminous-coal mines by various selected factors of physical or operating conditions that ma contribute to the occurrence of injuries. The degree of mechanical loading, productivity, size of mine by number of men working and by tonnage mined, thickness of bed, length of shift, number of shifts, type of cap lamps, rating of mine as gassy or nongassy, type of ventilation, and combinations of these factors influencing mine safety are presented in this group of tables. Similar data on Pennsylvania anthracite mines are listed in tables 46 through 63, which comprise the third subsection. The second section of the report contains the generalized annual injury records of bituminous-coal, Pennsylvania anthracite, and all coal mines from the earliest available data through 1948. Tables 64 through 97 list the number of fatal and nonfatal injuries, injury rates, and causes of injuries on an industry basis, the long-term injury records of each coal-producing State, and the related employment, worktime, and production data.

The Sacramento Regional County Sanitation District (SRCSD) is improving the sewer system in the Natomas area of Sacramento, CA. The Upper Northwest Interceptor (UNWI) system is an ongoing series of tunnel pipeline projects that will provide sewer conveyance for all residents of northeast Sacramento County to the New Natomas Pumping Station, located North of downtown Sacramento, also in the city of Sacramento limits. The New Natomas Pumping Station then carries wastewater flowsto the Sacramento Regional Wastewater Treatment Plant in Elk Grove via the existing Lower Northwest Interceptor. The Joint Venture of Traylor Brothers, inc. and J.F. Shea (TSJV) were awarded the UNWI 1&2 project in late September, 2007. The planned 5.8 km (3.65 mile) construction route for UNWI 1&2 begins at the New Natomas Pump Station and runs north along the East Drainage Canal to the begin-ning of UNWI 3&4 at Bridgecross Drive. UNWI 1&2 includes approximately 5.8 km (19,240 feet) of 3.65 m (144 inch) inside diameter pipe using Earth Pressure Balance Tunneling Methods. The project also includes 16.76 m (55 feet) of 3.04 m (120-inch) diameter interceptor pipeline, twenty three access manholes spaced approximately 305 m (1,000 feet) apart along the alignment, a 2.13 m (84-inch) by 3.65 m (144-inch) transition structure, a 3.65 m (144-inch) by 3.04 m (120-inch) transition structure, and the connection of three existing sanitary sewer lines to the interceptor.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

Recognition of mineralogical and chemical zoning patterns associated with mineralization is an integral part of mineral exploration. Even though the origin of zoning may not always be known, zoning patterns as expressed by the systematic distribution of ore and gangue minerals, alteration or elemental assays (soil and rock geochemistry) have received much attention and are extremely useful in guiding exploration efforts toward locating economic mineralization. By contrast, the potential of using zoning information recorded in solid-solution minerals to address practical geological-engineering problems has received less attention. Solid-solution minerals can provide critical information for common problems faced in exploration, mine development and valuation. Mineral zoning information from solid-solution minerals can now be easily obtained because advances in electron microprobe instrumentation have made these instruments a most efficient, accurate, economical and practical tool for analysis of large numbers of samples. Now entire mines and districts can be studied in a timely and cost-effective manner as required by modern mineral exploration and mining practice. This article shows how knowledge of the composition of fahlore minerals can be used in addressing important problems in exploration, development and valuation. Situations are described in which drilling intersected "low grade zones" (Case one: Orcopampa, Peru, precious metal system) and where there was a need to determine the "lateral correlation of multiple ore intercepts" (Case two: Sheep Creek, Montana, sediment-hosted sulfide deposit).

A key point in the manufacture of cemented backfill is the dewatering and settlement of the total tailings product. A new technology characterized by rapid non-mechanical settlement of total tailings has been developed based on a large number of laboratory and field tests, where dynamic settlement and continual slurry preparation of total tailings in a vertical sand silo are realized by the addition of an effective flocculating agent named NPA. It has been shown that the sedimentation velocity of the interface between total tailings and water after NPA was added is 10 to 20 times higher than that without any flocculating agent, that the mass fraction of sand slurry deposited at the bottom of the vertical sand silo reaches 70%, and that the solid particle content in effluent waste water meets national water quality standards. The simple devices used to add flocculants have little deleterious effects on the current preparation tank and have been tested in an industrial environment. The processing cost of total tailings by the new technology is only 10% to 20% of that required for mechanical settlement.

"Although the majority of new flotation column installations continue to be for cleaning or recleaning, an increasing number of flotation projects are specifying columns for roughing or scavenging duties. NICICO has recently installed flotation columns operating in rougher, cleaner and re-cleaner circuits at three new copper concentrators; Miduk, Sungun and Sarcheshmeh. Miduk is probably one of the unique operations that use flotation columns in a rougher circuit. The Miduk rougher circuit comprises five CISA parallel columns. The rougher concentrate constitutes 88% of final concentrate and reports to concentrate thickener. The rougher tailings are scavenged with ten 50 m3 mechanical cells. The scavenger concentrate is then reground and cleaned in three 3.2 m columns in parallel. The cleaner tailings are scavenged in six 50 m37mechanical cells. The cleaner tailings along with the rougher scavenger constitute final tailings.In Sarcheshmeh, the cleaner concentrate is re-cleaned in a column. The column tailings are sent back to the cleaning circuit and the concentrate is reported to the concentrate thickener.This paper reviews performance details of the flotation columns utilized in rougher circuits at Miduk and compares their metallurgical performances in an industrial scale with columns at cleaning circuits for copper flotation. Practical limitations for applying the flotation columns in rougher circuits will be discussed in details.INTRODUCTIONThe use of flotation columns has grown rapidly since the first successful commercial application at Mines Gaspe, where columns were used in a cleaning circuit to float molybdenite. Early applications of columns were restricted to replacing or adding final cleaning stages in existing circuits. Columns can achieve superior cleaning as compared to conventional cells due to their ability to support a large froth depth and the use of water for washing froth. Wash water travels down through the froth and crosses the pulp/froth interface, replaces the entrained particles reporting to the froth from pulp and improve the concentrate grade."
