This report deals with the feasibility of the use of vocoders as an integral part of a mine electromagnetic voice communication system. Limitations imposed by the nature of the transmission path, background noise and equipment are examined. Some properties of vocoders and apparent advantages of the use of vocoders in a mine communication are discussed. The conclusion is reached that the man-made noise level will ultimately determine the workability of such a system.

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." This study concerns itself with two topics of the mine ventilation - mine fire interface which, when the work for this study began, did not seem to receive sufficient attention. Section 1: Comments on Spontaneous Combustion of Coal in Mines It is attempted to describe heat generation, heat and oxygen transport, in such a way that existing experimental data for U.S. coals can be used to assess conditions inducive to spontaneous heatings quantitatively. Investigated are, in particular, critical air velocities, minimum sizes of coal accumulations, moisture contents and the influence of mining factors. An extensive, practice oriented literature survey is included. Section 2: The Early Detection of Mine Fires by Assessment. of Mine Gases The suitability of the major constituents of combustion products for an early detection of fires is discussed. The same is done for gas concentration ratios. Since it was felt (at least at the time when this report section was written) that the value of the carbon monoxide/oxygen deficiency ratio was overestimated, the usefulness of monitoring this ratio as compared to monitoring CO concentrations was critically investigated. The state of art concerning instrumentation and organization of fire detection systems is reviewed also.

Work places of an underground coal mine are required (30 CFR 1719) to be illuminated while self-propelled equipment is used. Permissible machine mounted systems have been developed and applied satisfactorily to many mining operations. However, some low seam and thin seam equipment has been difficult to illuminate because reliable, direct current systems and compact, low output, low glare luminaires were not available. This program resulted in the design and prototype construction of compact, low glare luminaires and AC and DC power systems, particularly suited to resolving illumination problems on low and thin seam mining equipment. Design objectives were based on enhancing the prospects for thin seam illumination solutions through definition of a product which could challenge markets enjoyed by higher glare luminaires and through reduction of technical risks associated with any new product development as well as the MSHA certification process.

This Bureau of Mines publication comprises 19 tables of data concerning domestic barite production and consumption, imports, and world production for the years 1880 to 1976. Barite is vital to the petroleum industry, with 90 percent of domestic consumption used in drilling muds. Domestic production has traditionally fallen short of consumption: in 1976, 41 percent of the 2.2 million tons consumed was imported. World production of barite increased from 269,000 tons in 1923 to 5.2 million tons in 1975 but is in danger of falling short of future demand. The compiled data provide a comprehensive base of information.

[For several years the Bureau of Mines has conducted tests on ground vibration emanating from quarry blasting in an effort to determine Fin index of destruction for different types of structures. Results of these studies have been published in four Bureau of Mines Reports of Investigations as well as in several articles in the trade and technical press.5/ The first paper (3)6/ discussed the subject in general and gave results s of a few blasting records. Some tentative theories also were advanced. The second paper (4) discussed results s of records made from blasting in a number of quarries.]

Examples are presented in which Time Domain Reflectometry (TDR) was employed to locate deformation of rock masses induced by mining. The first example involved motoring the propagation of overburden fractures above a longwall coal panel and the second example involved the we of a)R to monitor rock mass deformation in the vicinity of a strip mine highwall. Bock mass deformation, strata separation and large block movement generated strains and failure along coaxial cables which were installed in drill holes and the TDR reflections generated by these strains and failures were monitored. Analysis of field data and a preliminary laboratory test indicate that it may be possible not only to locate rock mass movements but also to quantify these movements with TDR data.

The U.S. Bureau of Mines Particulate Mineralogy Unit examined the habits of six zeolite minerals commonly occurring in domestic zeolite deposits. Mineral habit is of interest because current theory on the potential for sarcoma production in test animals emphasizes the size and shape of mineral particles, without regard to composition or structure. A scanning electron microscopic study revealed that, of these six minerals, only mordenite and erionite crystallized in acicular to fibrous habits, The fibrous varieties of these two minerals were characterized by size and shape on the transmission electron microscope, and their dimensions were compared with those of asbestos and amphibole cleavage fragments. When comminuted, these two minerals possess "fibrosity indices" similar to those of amphibole cleavage fragments. One sample, a rare woolly erionite, has uniform widths, large aspect ratios, and a "fibrosity index" similar to those of asbestos.

The Bureau of Mines conducted a series of experiments using Illinois No. 6 coal to determine the effect of asymmetric wear on airborne respirable dust (ARD), specific energy, cutting force, and normal force. Plumb-bob-type bits--one new bit and four ground with different sized flats--were used. Constant-depth linear cuts at 0.32, 0.64, 1.27, and 2.54-cm cut depths were made. Both cutting force and normal force increased as the flat area increased. Specific energy demonstrated a statistically significant increase with flat area at the 0.32-and 1.27-cm cut depth only. Specific ARD showed a statistically significant decrease with increasing flat area only at the 0.64-cm cut depth. Increasing cut depth increased cutting force but decreased specific energy and specific ARD. Normal force increased with increasing cut depth for the new bit but exhibited a maximum at 0.64 cm for the bits with flats.

The Bureau of Mines is often called upon to analyze the demand for various minerals and fuels and to make projections of the future demand. Because minerals and fuels are raw materials and because the demand for raw materials [pends] on the demand for finished goods, these projections are usually [conned] with derived demand rather than final demand. In order to obtain quick [d] reasonably accurate analyses of the demand for mineral commodities, the [reau] developed a method and has used it successfully (31).4 To illustrate the [thod], this report presents a full analysis of the demand for a mineral commodity with enough general theory to permit application of the method to any mineral. Sodium chloride (common table salt) was chosen as the subject of the analysis because the demand for it is less complicated5 and permits a simple application and clear presentation of the method.

High-volatile A bituminous coal from the Allen mine, Las Animas County, Colo., blended with char produced from the same coal yielded accept-able metallurgical coke in a 500-lb movable-wall test oven. Nineteen experimental runs were carried out using several concentration levels of two different chars, 5.6 and 19.6 percent volatile matter, produced by entrainment carbonization of the base coal. With the higher-volatile char, an acceptable coke was produced at a 22.5-percent concentration; the lower-volatile char did not produce an acceptable coke at the concentrations investigated.

In the presence of oxygen, galena is oxidized in an aqueous medium containing ammonium acetate in accordance with the following reaction: PbS + 1/2 0, + 2 NH~Ac -» PbAc, + So + 2 NH: + H2O. This reaction was studied in an autoclave under oxygen pressure by polarographic measurement of the concentration of lead ion in solution. Oxidation rate is parabolic. The reaction products are lead acetote and elemental sulfur, the latter forming a film on the galena crystal. Reaction kinetics appear to be determined by the diffusion of lead from the galena phase to the solution interface through the film of sulfur. RECENT applications of pressure leaching on a commercial scale have emphasized the metallurgical importance of the oxidation of sulfide minerals in aqueous media by oxygen under pressure. Research experience has shown that sulfates, thio-nates, and metal oxides are the products of humid oxidation of sulfide minerals in basic solutions. The metal oxides may be solubilized in the presence of a complexing ion.' Certain oxide minerals are also amenable to treatment by this type of oxidation.' Several kinetic studies have been made of reactions of this type. Stenhouse' found that pyrite (FeS?) oxidized in a sodium hydroxide solution to produce a soluble sulfate and an insoluble layer of iron oxide and that the kinetics of the reaction were controlled by oxygen diffusion through the oxide layer. Andersen' studied the oxidation of galena (PbS) in a sodium hydroxide solution under oxygen pressure. He found the lead and sulfur to be simultaneously oxidized to produce plum bite ions and sulfate ions, and that the reaction rate was proportional to the surface area of the galena. The kinetics appeared to be determined by the reaction of oxygen and water with the galena surface. In each of the above reactions the metal and sulfur components of the mineral were oxidized simultaneously and at equal rates. In the present study the alkaline medium has been replaced by an approximately neutral solution of ammonium acetate in which lead sulfate is soluble. Under the conditions no sulfate was produced and no sulfur could be detected in the solution. The metal component of the mineral was solubilized and the liberated sulfur remained as a film of elemental sulfur on the surface of the galena crystal. A kinetic study of this reaction was undertaken to establish the kinetic mechanism and to determine the rate controlling step. Specific reaction rates were determined by oxidizing crystals of galena of measured surface areas in an autoclave maintained at the desired temperature and oxygen pressure. The rate of reaction was followed by measuring the concentration of lead in the ammonium acetate solution with a cathode ray polarograph, employing stationary platinum electrodes incorporated in the autoclave. This report reviews the regulatory environment as it pertains to waste rock management and disposal from mining operations, excluding coal and placer gold operations, in the \irate of Alaska. It is based on the EPA's staff position on an effective program to regulate mining waste as presented in the May, 1990 Strawman II document. The unique conditions which occur in pans of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a waste rock facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection, are examined.

The purpose of this work was to investigate the rate at which coal is delivered from the underground working face by gathering arm type loaders as employed on continuous mining machines, to identify the factors -- geometrical, geological, mechanical, or procedural which affect the delivery rate, and to develop quantitative rate descriptive equations for the loading function. The mathematical techniques employed were factor analysis and multiple linear regression. It was determined that the coal-cutting function of the continuous mining machine is the factor that primarily influences the loading function. The geometrical factors -- the dimensions of the work area in relation to the dimensions of the mining machine - were the factors of secondary influence. Fifty-five percent of the experimental variation in the loading function was explained in terms of the six most prominent independent variables. It is expected that this work will be useful in operations-research studies as applied to underground coal mining, and with refinement will enable mine planners to select equipment based on the operating characteristics of the equipment and the mining conditions.

The Approach: Development of a device for interconnecting phone systems which permits two-way communication between a public telephone and a mine pagerphone by authorized personnel. How It Works: The system, developed by personnel at the Bureau's Pittsburgh (Pa.) Mining and Safety Research Center, makes connections between the public phone line and mine pagerphone line. As shown in Fig. 1., incoming calls are sensed by the ring detector (4) and the system "answers" the call electronically. To reach the pagerphone system, the caller inserts an audible tone of fixed frequency through the microphone of his telephone. This tone is produced by a miniature, pocket-carried tone generator and is detected by a tone recognition circuit (5). When this hap-pens, relay, switching, and logic circuitry (6) closes the connections between the two phone systems. Simultaneously, a page activator (9) places a DC paging voltage on the mine phone line.

Workers in underground stone mines have a high fatality rate caused by falls of ground from the mine roof or rib. NIOSH recommendations to reduce ground fall injuries and deaths address baskets, mechanical scalers, mechanical bolters, drill steel changing, personal protective equipment, and training. Description of Exposure An informal National Institute for Occupational Safety and Health (NIOSH) review in 1998 identified approximately 17 new underground limestone operations in vari¬ous stages of planning; as many as 35 new underground stone mines are expected by 2005. Many of these new underground stone mines will employ new or inexperienced workers with minimal knowledge of the hazardous conditions that exist underground. Workers in underground stone mines have a fatality rate nearly 20 times that of workers in the manufacturing sector. Three quarters of the fatalities in underground stone mines are caused by falls of ground from the mine roof or rib (Figure 1) [Statistical Abstract of the United States 1985-1999; MSHA 1983-1999]. During 1983-1999, nonfatal ground falls resulted in 140 injuries, or 15% of all underground, lost time stone mine injuries. These nonfatal ground fall injuries resulted in more than 13,800 lost workdays (one third of all lost workdays). Ground falls generate more disabling injuries and time away from work than any other type of incident. [ ]

A new method for estimating ground vibrations caused by pile driving was developed as a result of a vibration monitoring program performed for a large pile driving project. The method is accurate, rational and theoretically based starting with energy actually transmitted to the pile (not the rated or operating hammer energy). This energy is then assumed to be transmitted to the soil in the form of surface waves that attenuate from both geometric and material damping. The main input parameters for this method include the energy transmitted to the pile and the dynamic properties of the soil (wave velocity, material damping, and unit weight). In this study we concurrently measured both: (1) pile driving of 14-in.-square, 65-ft-long precast concrete piles with a Pile Driving Analyzer?, and (2) vibration levels at various distances away from the piles during driving. A geotechnical study for the site was also performed that included measurement of the dynamic soil properties using both crosshole and seismic cone testing. This paper presents the data obtained from the study and compares the results to the values estimated using this new method. Vibrations from pile driving is a serious matter that impacts virtually every pile driving project. It is important that accurate methods for estimating ground vibrations be available to engineers and contractors.
