This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

Geographic Information Systems (GIS) are computerised management systems for spatial data, offering improved data management, extensive data manipulation techniques and greater understanding of data. At the Wangaloa Coal Mine, South-East Otago, ArcGIS is being used to manage, integrate, analyse and visualise the diverse range of datasets being generated from an interdisciplinary research team. GIS will assist with identifying spatial and temporal patterns associated with the current site rehabilitation strategy. This paper will present an overview of how GIS can be a useful tool for understanding ecological recovery during mine site rehabilitation.   The Wangaloa opencast coal mine, owned by Solid Energy NZ Ltd, was closed in 1989 after more than 40 years of operation. Rehabilitation efforts involving more than 60 000 native plants began in October 2001. At Wangaloa sample points were randomly selected at 100 m intervals and recorded using a differential GPS. Plant, soil and invertebrate data have been collected at each sample point. Plots of 8 - 9 plants have been established within approximately 5 m of each sample point. Since September 2003 seasonal monitoring of plant growth and survival has been carried out. Chemical and physical datasets have been generated from soil collected in June and December 2003 for each sample point. A more restricted dataset is being generated for soil collected on a seasonal basis from March 2004. Plant and soil characteristics from these datasets have been attached to each sample point and GIS layers have been created. Relationships between data layers can be explored based on their spatial patterns. Examples presented from Wangaloa include distribution of planting success and temporal variation; temporal change in pH; interpolated pH map; digital elevation model; relationships between planting success and growth with pH and organic matter. GIS is proving to be a valuable tool on the integrated project at Wangaloa.

San Manuel has been a modern prodigy from its inception to its present status as a block-caving operation producing 33,000 tons per day. The deposit was discovered, prospected, and developed with modern techniques, and nearly all planning was done from results of an extensive drilling program through an average overburden of 670 feet. The Federal Government had a prominent part in the discovery and primary development of San Manuel. The first 17 holes were drilled by the Bureau of Mines, and discovery of the large, low-grade, disseminated copper deposit is credited to the Bureau. A loan fund of 94 million was granted through the Reconstruction Finance Corporation to the San Manuel Copper Corp. for development of the deposit and erection of concentrating and smelting facilities. Then, while the mine was still being developed, the Defense Materials Procurement Agency contracted to buy a large amount of copper at a pegged price.

A list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1942, was published in Bureau of Mines Information Circular 7207.3/ The list of that date was complete as to equipment then available and in current use. Information Circular 7240,4/ published as a supplement thereto, listed equipment approved curing the calendar year 1943. The present list is another supplement covering approvals issued during the calendar year 1943. The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7207 gave 19 drills and drilling machines on the Bureau's active list. No additional approvals were given in 1942, but the three issued in 1943 bring the total to 22. Item 102, under Loading Machines and Conveyors, also appeared in Information Circular 7207, and items 120 and 124 appeared in Information Circular 7240. These numbers are repeated here to show that approvals were granted during 1943 for additional voltages on machines previously listed for one voltage only. Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

As the number of driven concrete piles with Embedded Data Collectors increases, it has become possible to compare the widely used Beta Method to assess pile damage (using the change of pile impedance) with the so-called Measured Pile Integrity (MPI) method (a combination of two approaches using both the change of pile impedance and the change in pile pre-stress levels). After a brief introduction of both methods, this paper presents the outcome of that comparison based on data from more than 400 concrete piles driven in Florida, which brings into question the reliability of any damage assessment method based solely on the change of pile impedance (such as the Beta Method), especially to detect damage near the pile toe. Moreover the paper demonstrates the need to re-assess the damage classification used for the Beta Method as well as the use of Pile Driving Analysis (PDA) to detect pile toe damage.

In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

The work to be described is part of a comprehensive research on the influence of impurities on the properties of lead. The author had previously compared an electrolytic lead containing less than 0.002% total impurities with a commercial lead containing 0.008% impurities (excluding oxygen) and had shown that the former recrystallised more readily than the latter under the same conditions of cold work and annealing. This difference in properties was attributed to the difference in purity. Electrolytic lead containing only 0.0005% total impurities has been prepared and cast in vacuo. Some interesting effects have been obtained by working and annealing this lead, and by adding silver to it. The preparation of this lead, and the effects obtained thereon, are described in this paper. To aid in minimizing adverse environmental impacts of mining and mineral processing, the Bureau of Mines studied changes in soil characteristics in topsoil stockpiled during mining operations. Topsoil stockpiles in arid areas of New Mexico, Utah, and Wyoming were sampled over a 1- to 8-yr period to determine any changes in physical, chemical, or biological parameters in the top 15 ft of soil. Parameters examined in this study included soil moisture, pH, electrical conductivity, and cation exchange capacity; total nitrogen, organic carbon, carbon to nitrogen ratio, extractable potassium, and soluble phosphorus levels in the soil; general levels of bacteria activity in the soil; and productivity of the soil as measured by shoot yield in growth tests. Data were analyzed by multiple linear regression to determine possible effects of stockpile age and depth. Bacteria population counts, used as an indicator of goner l bacterial activity, was the only parameter found to be significantly correlated with stockpile age and depth at more than one site. Bacterial activity increased with depth at the two sites where it was measured. Activity increased with age at one site and decreased with age at the second. Significant changes in soil pH, electrical conductivity, and moisture were significantly correlated with stockpile age and depth at single sites. This study did not show significant, consistent deterioration in soil characteristics or growth yield of topsoil stored in stockpiles.

The geotechnical design, construction, and monitoring aspects of a tied back excavation 85 feet deep in Seattle, Washington are presented. The excavation was completed in overconsolidated deposits of sand, silt, and clay. Lateral soil pressures used in shoring wall design were the lowest to date for an excavation of this size in Seattle. Instrumentation data collected from hydraulic load cells and inclinometers were analyzed and are discussed. The data suggest the actual soil pressures felt by the wall were lower than the design values. Recommendations for future study, as well as future design modifications are given.

Over the years, predictive techniques for Acid Mine Drainage (AMD) and the natural processes affecting acid generation have received considerable attention. Less emphasis has been placed on the sampling strategy and the integration of testwork results with the geological data base. The sampling strategy employed and the development of a geological model to determine the spatial distribution and volume of acid producing material are often crucial for developing cost-effective containment and mitigation measures. The geological model provides a link between the occurrence, timing, destination and placement of mined waste rock. Careful and accurate interrogation of a comprehensive geological database provides this linkage. The AMD testwork program at Cadia in NSW has been designed to identify the temporal selective handling requirements that will be required during operation. Sampling involved collection of representative combinations of all waste rock types identified within an extensive geological database. These samples were subjected to static, kinetic and accelerated weathering predictive tests. Preliminary results have been used to construct a waste block model for the deposit that identifies the quantity and distribution of acid producing material. Integration of the block model with the mine scheduling determines when the material will be mined.

The utilization of diaphragm wall construction in Hong Kong began in 1974 with the construction of the New World Center, the first diaphragm wall job built in the British Colony. That landmark job of which I am presenting a few slides and a schematic description, embodied all of the difficulties and problems which are encountered in the difficult geology of Hong Kong. A small rocky island in the South China Sea, Hong Kong provides one of the finest natural harbors in the world. It is its splendid harbor, coupled with the enterprising attitude of the Hong Kong Chinese and the laissez-fair attitude of the British government which has resulted in the explosive growth of this speck of land soon to revert to the political control of mainland China.

The use of drilling rigs to increasingly mechanize stope drilling has been acknowledged as important for the S.A. mining industry in it ís efforts to tackle the challenges of low productivity, AIDS and an ageing driller workforce. The spin-offs of increased safety, cost-effectiveness and better mining performance provide advantages to all?from the driller to the shareholder. However, implementation or product rollout has varied from outright success to dismal failure. A study of various cases by Novatek and Anglogold TDS showed clear reasons for these differences. Whereas the successes were characterized by clear objectives, accountability, user buy-in, a commitment to make the technology work and no-nonsense reporting, these were typically absent in failed implementations. The attitude at unsuccessful mines was to ?trial? the equipment?even subconsciously, a ?trial? is a test where failure becomes an acceptable outcome. During the study it became clear that mining management are not adequately trained to manage the often-tricky rollout process. They are often also not empowered or clearly mandated to deal with the organizational, human and technical issues that must dovetail to create a success. The output of the study was to develop a basic rollout process that could be used to formally manage the implementation of new drilling technology. Creating an alignment between the mine, workforce and supplier promotes a win-win situation that will not otherwise spontaneously arise.

It has long been known that ventilation is a cost-effective method to lower respirable dust concentrations in all types of mining applications. The National Institute for Occupational Safety and Health has been working on a number of different research techniques that use ventilation as a critical component to lower respirable dust levels at surface and metal/nonmetal operations in the United States. This article presents five such research efforts. The first research area discusses how improving the ventilation flow patterns in an iron ore mill facility lowered respirable dust concentrations by 31 pct throughout the primary grinding area. The second research area examines how respirable dust levels were lowered at a dimensional stone shop by using air cleaning units suspended from the ceiling. A third area discusses how improvements in ventilation at underground limestone mines lowered respirable dust concentrations. The fourth area examines how improvements in dust filtration and pressurization systems significantly impacted the air quality in enclosed cabs of surface mining equipment. The last area presents a newly developed clothes cleaning technique. This technique uses an air spray manifold to blow dust from a worker’s clothing in an enclosed booth, which confines the dust for capture and removal by a baghouse dust collector. These research areas represent an array of different control technologies to lower respirable dust concentrations. Ventilation is an integral part of these control technologies.

Metallic magnesium is mostly used in lightweight alloys in order to decrease fuel consumption in automotive applications. Several different production processes are currently used worldwide, and the magnesium production scenario is changing rapidly, with Chinese production increasingly dominating the world market. For the purpose of this paper, a novel approach to Life Cycle Assessment was applied, in which Material Flow Accounting and energy-based methods (Embodied Energy, Exergy and Emergy Analyses) are integrated and complemented, with a detailed description of the environmental hazards associated with emissions from all the different processes.

During the fall of 1943 and spring of 1944, the Bureau of Mines investigated nine secondary limonite iron-ore deposits in the Williamsville district of Wayne, Butler, and Ripley counties, Mo., by rotary-bucket and power-auger drilling test pitting, and trenching. Studies on beneficiating the ores were made at Bureau laboratories. Iron ore has been mined in Missouri since 1825, and iron mining reached its greatest development between 1870 and 1890. During this period, production averaged about 250,000 tons annually.
