'The politics of mining in New Zealand' is a topic I chose myself because of its importance in the future of the New Zealand mining industry. There are many people in the industry who are cynical about politics, cynical about politicians and definitely cynical and often critical of political decisions. In fact, many industry people say they don't want to get involved in politics, they just want to get on with the business of exploration or mining. The point of my address is that politics is important and the industry cannot afford not to participate in the political process.

Many mining operations are uncertain of what costs they should be achieving. The majority of cost estimates are based on historical costs that have added contingency factors. Historical costs are a valuable source of information but a more precise costing method is necessary. There are several alternative methods for predicting costs. A methodology which provides the best indication of the achievable costs is one using a standard inventory list and a bill of quantities. The model is termed a Basic Principles model and addresses basic design principles and engineering constraints.

Employees and dollars are necessary to all enterprises and any force, such as fire, which destroys either, can bring very serious consequences, including business failure. Since everyone acknowledges the necessity of conserving human life, we will devote most of our paper to the economic factors involved. A coal-mine fire is considerably more difficult to combat than a fire in a surface building because of the combustible surroundings in the mine, the explosive gases emitted from the coal, the suspension of explosive dust when mine timbers burn and the unsupported roof falls, the limited space in which approach to the fire can be made, and the limited avenues of escape. A survey of coal-mine-fire protection indicated that a rather low value was being placed on property and equipment. This prompted comparison with other industries. The comments made in this comparison are not intended as an indictment of the coal industry, since we do have mines that are well protected against fire, but the comments on conditions at the mines visited are factual and may help others to improve similar conditions. SURVEY PROCEDURES Plants of the steel, aluminum, rubber, chemical, and petroleum industries were surveyed, and all facets of the fire-protection scheme were covered. The industrial plant invariably had four times as much water readily available for instant use than the mine. In many mines where water is available, no equipment for applying it is provided, such as hose, nozzles, and adapters, so that time is lost in collecting this equipment. (See Table I.) EXTINGUISHERS Many more and generally larger portable extinpishers are available at the plant as compared to the mine. The extinguishers are generally placed nearer to sources of danger. In addition, respiratory protective equipment is always available at strategic points in plants but only in a few mines. (See Figs. 1 and Table 11) INSPECTING AND TESTING EQUIPMENT Plant water facilities are checked weekly and flushed at 6-month intervals, and hose is pressure-tested at least yearly; some mines check water yearly, but hose is not tested unless used. Fire extinguishers are inspected weekly in plants and completely overhauled yearly; one mine had monthly checks and overhauls only after use. FIRE BRIGADES AND TRAINING Every plant had designated fire-fighters and some complete full-time brigades; at one mine a chief mechanic was designated as being in charge of fires, and other depended entirely upon officials who might not be familiar with the equipment. COST OF FIRES AND PERCENTAGE OF CAPITAL INVESTMENT IN FIRE PROTECTION The direct cost of recent mine fires ranged from $128,000 to $240,000; indirect costs, such as lost tonnage, idled equipment, lost orders, and the like might run the cost to over $500,000. (See Figs. 2 and 3).

The composition of ferromanganese slag is very important as it determines the slag/metal equilibrium relations including MnO content of final slag, melting relations and slag viscosity. The slag composition is further expected to influence the process temperature. The properties of ferromanganese slags are suitably described by its basicity and A/S mass ratios. The influence of slag basicity has been discussed in the previous papers. The present paper will discuss the effect of Al2O3 on melting relations, viscosity and MnO-content of final slag. This discussion will be based on assessed thermochemical databases and a recently developed viscosity model.

The history of mining education, like the history of the mining industry, is typified by “boom and bust” cycles. In academia, the perpetual problem can be stated as “too many graduates for the jobs or too many jobs for the graduates.” The deep “bust cycle” that spanned the 1990s through 2003 spawned renewed efforts to eliminate, consolidate, restructure, rename, reinvent or otherwise change mining education to make it (for some) more fiscally or socially acceptable. During this period, a number of mining programs were eliminated, and by the late 1990s senior people in academia and their counter-parts in industry became increasing concerned about the very real possibility that strategic disciplines may disappear altogether. As a result, the Mining and Metallurgy Society of America (MMSA) created an educational committee to explore how industry could help preserve key programs necessary to provide future professionals. Several meetings were held to assess the problems and look for solutions. In 2004, this effort culminated in the first of the “Engineering Education” sessions to be held at the SME Annual Meetings. In response to the information presented in this first meeting, Marc LeVier (then president of MMSA) invited a number of the participants to reconvene the following day. An action plan was formulated and a task force was organized. To more fully represent all industry sectors, SME later that year assumed the sponsorship role for the task force.

The location of seismic events in mines is traditionally calculated based on the arrival times of P- and S-waves for a given velocity model (homogeneous or heterogeneous). This technique is successful when the sources of seismic events are sudden and localised (eg episodes of fracturing in solid rock or dynamic slip along a plane of weakness) and thus the radiated seismic waves have clear arrivals. In massive mining operations such as block caves, strong seismic signals often originate from the movement of loose rocks on the perimeter of the fracture zone. These signals are easily recordable but do not contain easily identifiable direct P- and S-waves, making the estimation of location through traditional methods more complicated. This problem has been approached by using a ‘brightness’ location method that estimates the origin of seismic waves based on travel times of envelopes of seismic energy. This tool is extended to be applicable in a heterogeneous velocity environment that now accounts for the presence of a cave or other strong velocity perturbations. An experimental study of the soil mechanics of brown coal showed that brown coal consolidates in the same manner as does a clay and that the theory of consolidation for soils may be applied to brown coals. Moisture content is a function of the coal type, the existing effective stress, and the stress history of the coal.The effective stress in a brown coal seam is a function of the overburden pressure, the pore stress and tectonic stresses. Stress history may be deduced from geological evidence and determined by consolidation tests. Application of these principles to the brown coal seams of the Latrobe Valley shows that the distributions of natural moisture contents are consistent with consolidation.INTRODUCTIONThe nature and geology of the brown coals of Victoria, particularly of the Latrobe Valley, were discussed in some detail by Edwards (1945, 1948), Thomas and Baragwanath (1949) and Gloe (1960). A salient feature of these studies was the distribution of moisture contents in the brown coal seams. Recent experimental work, part of a soil mechanics study of the structure and strength of brown coal, showed that moisture content variation is a reflection of consolidation phenomena in brown coal and application of the results to .field condItions verified and modified the conclusions of Edwards in his pioneer work. "ABSTRACT: The axial and lateral monotonic and cyclic behavior of helical pile foundations was investigated and new innovative helical screw systems suitable for seismic loadings were developed and patented. More than one hundred full scale field load tests were conducted on instrumented helical screw piles installed in cohesive soil. The piles included: plain helical screw piles (P-HSP); grouted (G-HSPs); fiber reinforced polymer FRP-G-HSPs; and reinforced grouted RG-HSPs. The RG-HSP piles axial capacity was more than twice that for P-HSP, with minimal reduction after cyclic loading, and their lateral capacity was more than 3 times the P-HSPs capacity. A 3-D finite element model was established. The results of 3-D finite element modeling were used to establish the load transfer mechanism and a design methodology for the considered piles.INTRODUCTION AND LITERATURE REVIEWHelical (screw) anchors have been utilized in tension loading and have gained popularity for bearing load applications. Helical piles represent an overall cost effective alternative to conventional piles for new construction and repair applications. The helical piles speed and ease of installation, less noise during installation added advantage with regards to their efficiency and reliability for underpinning including re-support and reconstruction of distressed and damaged foundations for either stabilization or rehabilitation. The “square shaft” SS175 pile is a segmented deep foundation system with helical steel bearing plates (helices) welded to a central steel shaft. Load is transferred from the shaft to the surrounding soil through these bearing plates. Segments or sections are joined with bolted couplings. Practically installed depth is limited only by soil resistance and economics. A helical bearing plate or helix is one pitch of a screw thread. All helices regardless of their diameter have a standard 75 mm pitch (Figure.1). The performance of single helical anchors and group action were studied experimentally and theoretically by several researchers, the researches focuses on the installation torque and uplift resistance. Some researches focus on the load carrying capacity with little pile response to cyclic loading effects or to instrumented full scale field testing. Helical piles axial compressive or lateral loading still is not well characterized and needs more analyses and their seismic performance was not investigated. For such this research was initiated to investigate the helical piles monotonic and cyclic performances under axial and lateral loadings to consider their usage in different applications in seismic zones. Among the several researchers, Clemence (1983); Mooney et al. (1985) conducted field and laboratory testing; Hoyt (1989), Hoyt et al. (1995), and Ghaly and Clemence (1998) conducted theoretical and experimental testing, Puri and Vijay (1984), Huang et al. (1995), Perko (2000), and Pack (2000) conducted theoretical analyses. Rao and Prasad (1993), Prasad and Rao (1994), conducted experimental testing; Vickars and Clemence (2000) studied the performance of helical piles with grouted shafts."

Information and Communications Technology (ICT) is defined as ‘The goods and services that support the electronic display, processing, storage and transmission of information’. Early in 2002 the South African Department of Trade and Industry (DTI) commissioned a study into the diffusion and adoption of ICT in eight sectors of the economy. The platinum mining Sector was one of these. The key findings presented in this paper are based on the platinum sector component of that study. The paper examines the theoretical basis behind technology transfer and innovation diffusion and presents the results of an ICT diffusion survey carried out in the South African platinum mining sector. ICT is shown as the modern day technological tool which is an accelerator of economic development. The current state of ICT diffusion in the platinum mining sector is defined and projections for the near future are given. Recommendations which will ensure smooth and full adoption are presented and justified.

THE successful establishment of iron blast-furnace plants at Newcastle and Lithgow naturally invites attention to the economic utilization of the various products and by-products arising out of the industry.The general similarity in composition between Portland cement and iron blast-furnace slag very early attracted attention both in, the cement and iron-smelting industries. Probably the first use made of blast-furnace slag in the cementindustry was not of an honourable nature-viz, to use an almost worthless and cumbersome by-product as a not readily detectable adulterant in Portland cement, which was at that time very costly to manufacture.The astonishing discovery was made that in many cases the adulterated cement was stronger than the original unadulterated article. It was found that chilled blast-furnace slag introduced in moderate quantity and finely ground with the cement clinkerdid not injure, but usually improved, the quality of the resulting cement. This mode of, manufacture is recognized, especially in Germany, as a legitimate branch of the cement making industry.The use of slag for the manufacture of both slag cement and Portland cement has assumed very large proportions heth in USA and Europe so much so that in the former country plants not well situated and equipped for cheaply making cement from clay and limestone are being forced to close down. Slags from other than iron blast-furnaces, together with some of the latter, are not suitable for cement-making. The National Institute for Occupational Safety and Health (NIOSH) has investigated engineering noise controls to reduce sound levels in cabs on air-rotary drill rigs. A recent investigation revealed that some drillers are exposed to A-weighted sound levels exceeding 85 dB even though a cab is used. NIOSH studied the in-cab sound levels of one such rig. First, preliminary tests were conducted in a controlled environment using accelerometers and microphones with spectral analysis to identify the dominant noise sources for in-cab sound levels. The results indicate that vibration transmitted from multiple hydraulic pumps to the control panel produces a dominant spike in the sound level spectrum in the 400 Hz 1/3-octave band. Next, field tests were performed in a production environment to evaluate noise controls to reduce in-cab sound levels. It was found that utilizing hydraulic noise suppressors reduces the structure-borne noise transmitted to the control panel. Further, using hydraulic noise suppressors and enhancing soundproofing reduced the in-cab A-weighted sound levels by as much as 4 dB.

The pile foundation designer typically performs a subsurface exploration program and static pile capacity calculations before selecting a pile foundation type, length, and capacity. During construction, a pile installation criterion must be established to meet these design requirements. This installation criterion usually consists of a minimum penetration resistance or blow count to confirm pile capacity and may also include a minimum embedment requirement. This text will focus on use of wave equation analysis and dynamic measurements to meet design requirements. This paper intends to introduce the development of copper smelting and converting technologies in China in recent years, with a particular emphasis on the introduction of various continuous converting technologies, and moreover, it analyzes the advantages and disadvantages of those technologies, including their impact on the downstream anode refining from different points of view. INTRODUCTION At present, many converting technologies are used in copper pyro-metallurgical plants in China, including Peirce-Smith (PS) converter, flash converting furnace, multi-lance based top blowing, bottom blowing and so on. These technologies have spanned a wide range of time. PS converter technology has been applied in copper smelters for many years and most of the blister copper have been produced by this technology; flash converting technology has been developed since 1990s and been maturely applied in several plants up until now; top blowing and bottom blowing technologies have been revived in China in the past decade and boast good environmental protection performance, energy efficiency, throughput capacity and short process flow. All of the said technologies have reference operations in treating high-grade matte. As more and more attention is paid to environmental protection globally and copper smelters continuously seek for cost reduction, it is necessary to share those converting technologies, especially those new converting technologies derived in China, with copper smelting practitioners in the world. This paper aims to analyze the advantages and disadvantages of various technologies from a macroscopic view and discuss their actual application effects, current developments and future improvements. BRIEF INTRODUCTION OF VARIOUS CONVERTING TECHNOLOGIES IN CHINA China has seen a rapid development in copper smelting industry in the past 30 years and has become the largest gathering place of copper smelters in the world, most of which are operating with PS converting furnace technology, however, with the increasingly strict environmental requirements of the Chinese government in recent years, the low-level pollution issue and the disadvantage of large gas exhaust amount per unit of copper of converting furnaces are particularly prominent.

Final mine sealing of BMA’s Crinum North mine, near Emerald, Queensland was undertaken in December 2015. Due to the benign atmospheric environment at Crinum North, the Queensland Mines Rescue Service (QMRS) Górniczy Agregat Gasniczy (GAG) unit was utilised to reduce oxygen levels throughout the underground atmosphere as part of the final sealing process.The GAG was utilised by way of a vertical borehole from the surface to seam to successfully reduce oxygen levels throughout the underground mine workings. Application of the GAG unit enabled the underground mine to be classified as stable and inert within days of the GAG operation, and subsequently cease gas monitoring at Crinum North. The data and information obtained from this activity provides valuable information to the underground coal mining industry on successful application of the GAG in realistic situations.This paper discusses the strategy used for sealing, the assisted inertisation and the results obtained from the application of the GAG unit. It discusses both the overall results and gives a detailed review of the gas monitoring data obtained via the tube bundle and real-time system, both during and following the use of the GAG unit.Gas monitoring results obtained and the strategy used are critical to share with the industry to obtain a better understanding of how the GAG unit works, and how it can be applied for emergency preparedness, emergency response or planned inertisation.CITATION:Westthorp, E, 2017. Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

The history of zinc production in Australia is outlined including attempts to make zinc electrolytically at Cockle Creek, N.S.W. in the last century, the use of horizontal retorts at Cockle Creek and Port Pirie, South Australia, production by electrolysis at Risdon, Tasmania and at Port Pirie using zinc oxide fumed from lead blast furnace slag and production by the Imperial Smelting process at Cockle Creek. Developments in the electrolytic process are described including those in roasting, acid manufacture, leaching, purification, electrolysis, melting and casting. The Imperial Smelting process technology is also outlined. In both processes global technology is reviewed, including important Australian contributions.
