Les ressources naturelles ont en général été le moteur du développement économique et social des nations. Les pays aujourd?hui développés sont pour la plupart d?anciens eldorado, charbonniers ou pétroliers. D?autres le sont toujours. L?Afrique fait cependant figure d?exception : même en étant comblé de ressources naturelles exceptionnelles, les pays de ce continent croulent sous le poids de la pauvreté et de ses acabits que sont les maladies, la famine, la guerre et l?insurrection sociale. On reconnaît néanmoins qu?il y a des cas particuliers comme le Botswana, la Namibie, l?Afrique du Sud. Face à cette situation, beaucoup de scénarii ont été proposés sans pour autant porté les fruits espérés. Le rapport Brundtland suggère que le développement durable est la clé du succès car elle veille à la prospérité économique, à l?équité dans la société et à la pérennité dans l?environnement. Pour l?Afrique, beaucoup de facteurs doivent être considérés et les solutions se doivent d?être pratiques et éthiques. Le futur ingénieur des mines qui a écrit ce rapport, apporte sa vision de la situation non sans avoir auparavant analysé les faits. Cette démarche, qui se veut avant tout éthique, inclut les aspects sociaux, économiques et politiques. Introduction In the 40s, 50s and the 60s, many economists, among which Harold Hotelling from South Carolina University, thought that developing countries could reach socio-economical success by extracting their natural resources such as oil and minerals. The current economical disaster seems to have contradicted that belief and critics like Davis Graham (Colorado School of Mines) and Michael Ross (University of California at Los Angeles) even suggested that extractive activities stop in Africa. But the experts of the World Bank (Mining Department) and some mining and oil companies are committed to reverse the tendency by implementing a new approach. Considering the principles of sustainable development defined in the Brundtland report (1987), we decided to analyze the possibility of giving the extractive industry a catalytic role in creating a socially, economically and environmentally development in Africa. In other words, can we continue to mine and extract oil in Africa for its blossoming future under the ruling of the sustainable development? In the following, we start by explaining the African socio-economic and political context. After a brief definition of the sustainable development, we explain why, for Africa, some believe in the extractive industry and some don?t. In the end, we draw out conciliatory arguments.

Using mines in Canada, Boart Longyear, a leading provider of drilling services and products, has put its Stage 3 Coring Bit to the test and each time the bit has passed the test with great success. After more than a year in the field at a major mine operation in Sudbury, Canada, the Stage3 coring bit broke life records to become recognized as the most productive design in the industry. In addition to the proven advantage seen in regular bit life increases of as much as 300 percent in some cases, the design is quickly being recognized for its cost-saving operational impact. In Sudbury, the mine operation realized actual cash savings of more than C$45,000 within an eight-month period by making the switch to Stage3 bits. For years, the Sudbury Basin team has relied on the Alpha Extended Crown bit with the Express Waterway geometry option, ordering approximately 500 units per year. This 07 COM ECEX configuration performed well in medium-hard, non-abrasive to ultra-hard, non-abrasive formations with an average bit life of 150 m (490 ft). While satisfied with the performance of the Alpha Ex-tended Crown, the team agreed to put the new Alpha Stage3 to the test. Boart Longyear?s field engineers supplied five drill sites with Alpha Stage3 bits in a 07 COM configuration. After thoroughly testing the Stage3, the results were clear. Even with the well-known performance and versatility offered by the previously preferred configuration, the Stage3 set a new standard of bit performance. The new bit maintained its cutting edge for up to three times longer than the Alpha Extended Crown, a significant performance increase when compared to the 07 COM ECEX.

Following extensive trials on a 100 000 tpa Research and Development facility at Kwinana, Western Australia, Hismelt Corporation (wholly owned by Rio Tinto) are confident of the future commercial success of this technology. The Hlsmelt process uses iron ore fines and non-coking coals to produce molten pig iron suitable for feeding to BOF and EAF steelmaking vessels. The unique process configuration combines direct injection of raw materials into the molten iron bath, high rates of metal and slag mixing, and effective post-combustion of the bath gases to achieve efficient coal utilisation. This is the key to the strong economic performance of the process.

In this paper it is the author's intention to show the extent and character of foreign ores now known to be available; these deposits may be in active production or held in reserve until economic conditions may make them active. He hopes to show the relation existing between these ores and the American supply, and which of the former are now producing or will in turn come into production when our better ores have been exhausted. This phase of this discussion must of necessity include some data as to the present rate of consumption and a study of the changes we may expect here and abroad in the general steel trade and its sources of supply in raw materials. It is obvious that the occurrence of coal, ore and limestone in relation to one another and the proximity of a market are the elements in control of this feature of the problem. If the foregoing situation is favorable, all the other questions may be solved, for it is clear that with proper basic conditions finance, labor and operations will fall in line. We present a short outline of the present methods of carrying on the foreign iron ore trade, believing that it is of general interest in comparison with our own highly specialized methods, and that with the exhaustion of our better ores we will be compelled to seek a part of our supply abroad. A partial list of iron ores, with incomplete analyses (Table I), is added, to give a better understanding of the general situation and explain to some extent the reason for things being as they are in the iron and steel trade of the world and to help in bringing this paper to an informing conclusion. The question of the world supply of iron ores has been a subject for study on the part of geologists and engineers for many years, and found its best results in the Eleventh International Geological Congress, appropriately held at Stockholm, Sweden, in 1910. The proceedings are published in two volumes and are undoubtedly the best records available on this subject at the date of publication. It should be borne in mind, however, that much has happened in the 20 years since these figures were assembled. There is just as much known ore at present as at that time, minus the quantity consumed, plus newly discovered reserves. Such investigations commonly make use of a number of techniques, and the results are combined for a meaningful interpretation, which can lead to a successful solution. Mineralogical applications are described from pyrometallurgical operations. Examples are given of studies and investigations involving mineralogy in chemical-looping combustion, feed monitoring to platinum-smelting furnaces, and losses to slag in base metal and platinum smelting.

"Often mineralogy dictates the physical properties of a material rather than chemistry. This in turn affects how that material behaves in a process plant, and whether optimum conditions for refining one mineral are different to those for refining another. For example how does refining copper from chalcopyrite differ to refining copper from bornite?Minerals are naturally occurring inorganic solids that have a definite chemical composition and an ordered atomic (crystalline) structure. X-ray diffraction is a common and highly developed method to identify and quantify minerals. X-rays are fired onto a material and the mineral is identified by the angles where the diffracted X-rays are in phase.Most X-ray analyzers are laboratory based. A sample is prepared and analyzed by a detector that travels in an arc to collect the diffraction pattern. COSMA has a curved detector which picks up the complete x-ray pattern instantaneously. Therefore, material is collected and transported through the machine where is it is analyzed continuously.COSMA measures about 0.5 tons of material per day, while laboratory analyzers measure a few grams at a time. Real time data trends are produced allowing for improved process evaluation and automatic control. The COSMA on-line system has taken X-ray diffraction out of the laboratory into the field.There are a number of systems in operation in cement production. It is recognized that on-line mineral analysis has a role in many other processes. This paper presents the technology and invites further discussion should the technology be beneficial to members of the audience.INTRODUCTIONThis article describes COSMA, a system that provides direct and continuous on-line mineral analysis using X-ray diffraction in the field. While X-ray diffraction is a common technique used in mineral analysis, the time from sampling to analysis can be hours and plant operators typically do not get the data in time to control a process or respond to an upset. COSMA provides rapid measurement, analysis and feedback of data, in real time. This provides powerful information that can be used to optimize operation, thereby reducing costs and increasing quality."

Most people involved in the mining industry are familiar with student-industry co-op work-study programs. Many colleges and universities have used them for years. Northern College’s Haileybury School of Mines student co-op program adds a new dimension of productivity to the college and the mining industry. The college is located in Hailey-bury, Ontario, Canada. An example of the program’s success is the school’s relationship with Sabin Metal’s SMC (Canada) Ltd.’s McAlpine Mill in Cobalt, Ontario. Students gain practical knowledge and experience while industry gains an eager-to-learn worker. And many of the college’s advanced research services are made available to industry to supplement their own capabilities. The McAlpine Mill was established to provide custom milling of slags and ores. It also recovers metal values from other products of the primary and secondary precious metal industries.

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

Background: Mines of today are moving ever increasing tonnages of rock. The new ore bodies tend be of lower grade and located deeper in the earth?s crust. The industry?s focus to overcome this ?deeper but poorer? ore problem has traditionally been to lower the costs by increasing the scale of mining. This has resulted in an ever increasing size of mining equipment like drills, loading shovels, dump trucks. The main focus has been in reducing the cost per ton of mining. This cost focus has often resulted in increased waste rock dilution and more ore losses. From costs to value: Waste rock dilution means waste rock in the concentrator feed. It?s value in open pit mining is equal to the value of ore it replaces. In underground mining, waste rock dilution?s value is equal to the value of ore it replaces added to the costs of mining it. It is commonly accepted that waste rock dilution in open pit mining ranges between 5 and 20% and in underground mining between 5 and 40 % . In a typical large open pit mine ore value is from 20 to 60 USD per ton and mining costs are 1 to 3 USD per ton. One percentage point reduction in waste rock dilution represents savings corresponding to about 20% of total mining operation costs. The difficulty of reducing waste rock dilution comes from the complicated nature of the ores. Accurate ore waste-border detection has not been possible due to excessive costs. Core drilling combined with geochemical lab analysis is the most accurate method for locating ore waste borders. However, it is also expensive and time consuming, which is why it is often combined with somewhat lower cost methods like sampling drill cuttings from blasting drill holes or from reverse circulation drills and analyzing them in a laboratory. The main drawback with these methods, in addition high costs, lies in the sampling accuracy and in the quality control of the whole process when a large number of samples have to be handled manually. In every mine it is possible to halve waste rock dilution by using new on-line analysis technology .

In the Broken Hill South mine tile practice of issuing to the miner a quantity of fuse and a box of caps from which he made up the "rods" required for a particular blast, has been abandoned. Instead, capping stations have been established, and the miner can now obtain, from the magazines, fuses cut to accurate lengths with the detonators attached.Various types of fuse-cutting machines and crimping devices are available, but only those used by the Broken Hill South Mine Ltd. are described in this paper.The fuse-cutting machine, designed by the engineering staff, is an electrically driven unit fitted with a gear box for the purpose of adjusting the rate at which the fuse is fed to the cutting device, thereby enabling fuses of various lengths to be accurately severed from the main coil of fuse.The machine in question is designed to cut 4, 6, and 8-ft. fuses, but no difficulty should be experienced in designing a machine to cut fuses to any required lengths.

Outcomes from a workshop organized through the SAIMM revealed that the minerals and metals industry must develop its ?Engineering Team? if it is to continue to meet the challenges of globalization. The very economy of the country is largely dependent on a competitive and stable engineering team within the minerals and metals sector. With the Chamber of Mines (COM) passing on its education and training initiatives to the industry, the professional bodies like SAIMM must (despite meagre resources) continue the good work done through the COM in the past. The workshop highlighted recruitment and selection, further/higher education, socialization and initial training, deployment and retention and continuing education as priority areas. These are further detailed in this report. Office Bearers have considered the outcomes and the areas where the Institute should or should not be involved have been stated.

The development of Western Mining Corporation's first commercial gold heap leaching operation is described. The laboratory testwork requirements for determining the amenability of ore to heap leaching techniques is discussed. Heap construction and operating practices are described; and production statistics and operating parameters are presented. It is shown that for a specific low grade gold ore a treatment cost optimization can be performed. Taking cognizance of the ore grade, percentage gold recovery, operating costs, and the gold sale price, it can be determined whether Carbon-In-Pulp (C-I-P) or Heap Leaching should be employed as the extraction process. The examples presented in this paper refer specifically to Kambalda and should not be used in themselves as generalities.

NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. Hence it is, by means of a "kick-up" dumped upon a grizzly, set with 2-in. spaces, the oversize being broken by a 15 x '9 Fraser and Chalmer jaw...

A procedure was required for the rapid determination of silicon in low-alloy irons and a suitable method used the formation and reduction of silicomolybdic acid at 50°C. The procedure gives results for elemental silicon and this enables the correct computation of oxidation requirements in basic oxygen steelmaking. The method could be useful in iron foundries which have not installed direct reading spectrometers.INTRODUCTIONOxygen steelmaking experiments required rapid determinations of 0,5-1,6 per cent silicon in iron (3-4 per cent C) within 10 min of sampling; a reproducibility better than ±0.03 per cent Si was desired. Only elemental silicon (Si°) is of interest as a fuel in basic oxygen steelmaking technology, and the proposed procedure determines exclusively this form of silicon. The method is described as it may prove useful to other workers although the interference study would be incomplete for some applications.The analysis of silicon in iron is frequently obtained using direct reading spectrometers, but for the proposed experiments the spectrometers could not be used because of the prohibitive distance from the furnace. It should be noted that spectrometers determine both the elemental silicon and that present as silicon dioxide in occluded slag and inclusions.The silicon content of iron and steel is determined in this laboratory by spectrophotometric measurement of a "molybdenum blue" colour. A series of tests was carried out on one of the rock-pebble milling circuits treating complex nickel ores at Kambalda Nickel Operations of Western Mining Corporation. A mathematical model to describe the behaviour of a 508 mm hydrocyclone was developed from the data.A "flat" reduced efficiency curve was observed for the system. This was attributed to a marked difference in the specific gravity of different size fractions of the feed. A modified approach in describing the shape or the reduced efficiency curve resulted in accurate prediction of the hydrocyclone performance.

This paper describes the results of VLF-EM test surveys, using the Ronka EM-16 equipment, over a selection of environments in Australia and Papua.Using comparisons with known geology, drilling information and other geophysical work it is shown that the maximum depth of penetration of the method is about 100 ft but is considerably less than this in most areas.The author believes the method could aid in geological mapping and provide a useful adjunct to aeromagnetic surveying in some areas.

"Control of fugitive dust has become increasingly important in the mining industry both from a health and safety and environmental standpoint. Mining operations in particular have required improved fugitive dust control due to recent lowering of the allowable airborne silica concentration to which workers can be exposed. Experience has now proven that the implementation of a surfactant based chemical dust suppression system can enhance existing mechanical dust control methods resulting in much more efficient control of fugitive dust.The Porcupine Joint Venture (Dome Mine) utilizes dry secondary crushing and screening that makes it particularly prone to fugitive dust emissions. A variety of potential dust control systems were evaluated and this led to the installation of a surfactant based water spray system to augment the existing mechanical dust collection systems.A great deal was learned through the implementation of this system. This paper describes the entire process, from testing, system design and installation, through optimization and standardization of operation. In addition a variety of problems were identified, and innovative solutions were provided. Also, the metallurgical impacts on down stream processing are highlighted. Finally, a full discussion of overall results including a discussion of the relationship between silica and total dust concentrations is included."
