Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

In recent years a great number of papers have been presented at symposiums and have appeared in the literature relative to geologic prediction for rapid excavation and tunneling. Many of these papers describe research projects now underway to investigate tunnel site selection by remote sensing techniques, seismic holography, electro¬magnetic pulse sounding, optical scanning for structural features, and many other exotic geophysical techniques. While it is possible that this research will produce techniques that may prove to be very useful, it appears for the present at least, and perhaps for another decade, that there still will be no substitute for conventional exploration methods such as coring boring, geologic mapping, studies of existing wells, and proven geophysical techniques. Nevertheless, there is still room for tremendous improvement in the conventional techniques for geologic prediction in tunneling. These include: more rapid and accurately aligned coring borings drilled parallel to the tunnel alignment; improved geophysical surveys both prior and during construction; improved methods for predicting ground¬water inflows and water pressures, both of which can greatly influence the cost of driving tunnels. Geophysical techniques can also be ap¬plied to locate deeply incised glacial troughs or ancient buried stream channels that might cross the tunnel alignment. In the meantime, while some researchers continue their efforts to¬ward a breakthrough in new techniques for geologic prediction, it is recommended that other researchers direct their efforts toward sol¬ving specific problems such as accurately predicting ground-water conditions, determining locations of high geostatic stresses, and locations of major fault and shear zones.

Gravity separation techniques were used in the early years to extract native metal nuggets and flakes from placer gold deposits. This was relatively easy for visible metal grains. As the size of the grain becomes smaller traditional gravity separation techniques become inadequate to recover native gold. Cyanidation was invented as a solution to the problem. According to it, gold and other precious metals are dissolved in water by sodium cyanide. The result was a drastic increase of world gold production but at the same time environmental issues were raised. In Greece gold mining has become equivalent with the absolute destruction of the environment and is under extinction. In the last years a new type of gravity equipment have been produced which create a gravitational field up to 200 G and can separate gold from gangue minerals at sizes below 50 µm. The strong gravitational field is created by centrifugal forces and the separation occurs in a fluidized bed, formed by water flow. Accumulations of finely disseminated native gold are found in the sedimentary sequence of the Flysch of the Ionian Zone. The main gold minerals are gold and electrum present as free metal flakes and micro nuggets in the size range between 5-250 µm. Test work, using the Falcon SB40 centrifugal concentrator, at the Department of Mineral Resources Engineering at the Technical University of Crete, has shown that this particular type of gold ore can be processed by gravitational methods that require no reagents and are environmentally safe.

A combined chemical and biological treatment for the removal of heavy metals and arsenic from a contaminated soil was studied as a potential method for soil remediation. Small scale and column tests were conducted in order to ex-amine the effect of plant-compost and Na2CaEDTA addition on a calcareous soil highly contaminated with heavy metals and arsenic. EDTA is known to be an efficient leaching agent of heavy metals from contaminated soils but has no effect on arsenic. Compost tea on the other hand contains humics that can leach several iron compounds including Fe(III)-oxides and thus can extract arsenic bound to these oxides. The action of Fe(III)-respiring bacteria D.palmitatis was also evaluated for the reduction of iron oxides and compared to simple chemical treatment in the presence of compost in small scale tests. Results indicated that the addition of compost and EDTA into soil pulp lead to the predominance of reductive conditions and the simultaneous dissolution of both heavy metals and arsenic at high percentages. The presence of D.palmitatis did not further enhance the reductive dissolution of Fe(III)-oxides by compost and EDTA as it was observed in the inoculated samples. Column tests using soil as received revealed that, although the extraction of metals seems to be a slow process, compost is an effective oxygen barrier that promotes the reductive dissolution of iron oxides and the subsequent arsenic release together with the dissolution of heavy metals by EDTA.

Lingering effects of the 1990 oil shock that included overbuilding and corporate and individual financial distress caused the Gross Domestic Product to fall slightly to $5.67 billion (US billion = l09). With 254 million people - 697,000 in mining and petroleum - the US has more than 100 million dwelling units and 190 million licensed motor vehicles. New private housing starts fell 15% to one million units. New car production fell 11 % to 5.4 million units. Truck and bus production fell 8% to 3.4 million units. The inflation rate was 3%, while the prime rate of interest was 8.5%. The Producer Price Index (1982 = 100) changed as follows: -fuels and related products and power down 1% to 8l, • metals and metal products down 2% to 120, • chemicals and allied products up 2% to 126, and • non-metallic mineral products up to 2% to 117. Energy Imports of crude and refined petroleum, costing $50 billion, fell 5% to 2.8 billion bbl. Domestic petroleum production rose 1% to 3.6 billion bbl. Petroleum supplied about 39% of US energy, natural gas 24% and coal 22%. The National Energy Strategy was announced in February 1991. Its purpose is to encourage domestic production of fossil fuels and nuclear and renewable energy and to stimulate efficiencies in use. Congress continued to debate the strategy and took no action. Coal production fell 3% to 902 Mt (994 million st). About 60% of that came from surface operations. Seventy-eight percent of the total was used to generate electricity and 3% was coked.

Raises are widely constructed underground in hard rock mining for ventilation, material transport or emergency escape. The four major raise excavation methods, Drop Raise, Conventional, Alimak and Raise Bore can be divided into two categories from ground control point of view, one ground support can be installed during excavation, the other not. Excavation method must be chosen carefully to keep the raise wall in stable state during excavation and make sure enough rock stand-up time to install ground support if needed. If rock quality is permitted and there is no strict space limitation, raise bore method which is the only method that ground support can not be installed after the whole excavation is finished should be considered first because it is faster, cheaper, safer and less disturbance to the hosting rock. Support may or may not be needed depends on the purpose of the raise and rock quality. In high quality hosting rocks, if the raise is only for ventilation or material transfer, support may be not needed. If it is for emergency escape or escape and ventilation, which provide or require personnel access, the whole raise must be supported either in high or low quality rock. Based on on site data collection, construction and raise utilization, this paper gave out the rule of thumb how to decide an excavation method. After purpose of the raise, required raise diameter (size) and raise site options being known, geotechnical data collection is the next important step in a raise project.

In this paper, the results of mathematical modeling of casing pipes decontamination from radio-active new mineral forms directly in boreholes using hydrochloric and hydro-silicic-fluoric acids are presented. Modeling for highly and low radioactive coatings on the walls of casing pipes of Anastasievka oil-and-gas deposit was performed using GEMS software, based on the method of Gibbs energy minimization. Calculations have shown that thorianite and goethite, that are present in low-active crusts, detected in casing pipes uplifted from comparatively low depths, are well dissolved in hydrochloric acid, but radiobarite is almost insoluble. For the same acid concentrations, almost all radiobarite of high-active coatings detected in pipes uplifted from considerable depth is dissolved. To evaluate the possibility of decontamination of pipes from radiobarite of low-active coatings, modeling of crust dissolution under the action of H2SiF6 has been performed. The results have shown that for acid concentrations of more than 13 % almost all Ra and Ba are dissolved while all iron and thorium remains in goethite-thorianite solid solution. For the same acid concentration, almost all radiobarite from high-active coatings is dissolved. Therefore, no reagent allows decontamination of pipes from coatings of both types. It seems that successive or simultaneous use of both reagents (HCl and H2SiF6) in certain ratio is required. To clarify this issue, further experimental and model investigations are necessary. The issue of decontamination of casing pipes from galena that is present in high-active crusts also needs to be clarified.

Systematic planning of underground work is increasingly important in this era of advancement of rapid underground excavation techniques. The day when planning consisted of deciding which men would shovel and which would push wheelbarrows - and the answer to any problem was more men - has faded into the past. The modern underground constructor faces economic and competitive conditions which demand exacting planning, logistics and scheduling; the most efficient operating methods and equipment known; and realistic, comprehensive, analytical risk evaluation with adequate contingencies or other protection. Proper planning to cover all these elements - plus one other element: old fashioned "good luck" - will insure a successful underground project. Underground work, because of its inherent characteristics, is among the most risky types of construction. The forecasting of underground conditions is at this time only educated predictions based on sometimes faulty data, insufficient data, or no data at all. The predicted conditions of numerous operations have deviated far from the actual conditions encountered. Opportunities for error exist in profusion seldom present for surface operations. Other than this unusual risk factor, the planning for underground work does not differ greatly from planning for surface work. In planning and starting an operation there is seldom available the information or time to thoroughly analyze all unknowns. It then becomes necessary to develop a plan predicated on assumptions and trade-offs that appear to be safe and economical and to add time and cost contingencies that will provide some degree of protection. This is the eighth annual tabulation of royalty information. Again this year, some of the older information has been deleted to make room for nearly 30 new entries. Several articles and publications have appeared recently that relate to mineral royalty or mineral valuation. R. B. Parsons wrote "Mining agreements, royalties and profits" (CIM Bulletin, November 1988). He distinguished between net smelter return (NSR) and net profit interest (NPI). Parsons used examples to show the difference between these royalty payment methods. Mining Engineering (January 1990) carried an article by H. V. S. Tingley entitled "Using business due diligence to help evaluate mineral deposits." The article identifies some factors that must be examined during mergers or acquisitions in the mining industry. Since each mining operation is unique, each has risks and opportunities that need recognition and evaluation. The author suggests that a team is necessary for a proper evaluation because no one person has expertise in all of the factors that must be examined. Also in January's Mining Engineering was "Limestone mining: Reserves and valuation," by B. C. Lewis and R. P. Moran. They presented two case studies of valuation of limestone reserves. One was a 109-hm2 (270-acre) parcel in West Virginia and the other a 121-hm2 (300-acre) tract in Alabama. The authors discussed risk, discount rates, and royalty methods as financial parameters in valuation of limestone reserves. The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

In a 1985 seminar, we were told that overoptimism abounds in Artificial Intelligence (AI), that A1 is neither a science nor a technology yet, and that we will be both exhilarated and disappointed with AI. In fact, even today, there is no single accepted definition of AI; however, certain features have been identified by AI researchers as essential to consider an entity.(e.g: machine or program) to be intelligent. According to Shank (1987), these features include communication (to be able to communicate with), internal knowledge (knowledge about itself), world knowledge (awareness and knowledge about the world outside), intentionality (knowing what one wants and a plan to seek it, ie. goal seeking behavior), and creativity (being adaptable to changing conditions). None of these figures would individually define intelligence; however, each would be a part of intelligence in its own way. The prospects for the development of entities with AI have never been as good as they are now. The combination of advancements in computer hardware and software along with new insights into the ways in which we store knowledge and use it for problem solving has enhanced the potential for the creation of intelligent entities. After some unbounded optimism of a major breakthrough in the fifties and frustrating disappointments in the two following decades, it appears now that AI has emerged from research labs to industrial practice. This is confined by the growing number of repeat applications of AI in business and industry to the extent that AI can now be considered a technology.

INTRODUCTION This paper presents a method of calculation of internal moments and thrusts in tunnel liners of any material. The method is intended for hand calculation, but as it is numerical in nature it can be programmed for use in computers. The information required for design or analysis is presumed active internal and external pressures, the effective moment of inertia and cross-sectional area of the tunnel liner, the liner's modulus of elasticity, and the coefficient of subgrade reaction of the material surrounding the tunnel. Starting with active external and internal pressures and following the procedure described herein using the structural properties of the liner and surrounding medium, external passive reactions and internal moments and thrusts are calculated. The method is intended for use by design engineers. GENERAL Experience has shown that flexible tunnel liners have less internal bending stresses than those calculated using classical structural theory applied to free-standing arches. In fact, liners which are very flexible in relation to the surrounding soil or rock have virtually no bending moments when compared to free-standing arches supporting equal active loads. In order for this phenomenon to occur, the original active pressure diagram must be "modified" by additional external reactions (passive pressures) from the surrounding material, so that the thrust line within the lining follows the centroid of the tunnel arch more closely than that of a similar free-standing arch. Each year, US coal cleaning plants landfill or impound millions of tons of high-quality, fine-sized coal. This coal is not only difficult and expensive to capture during cleaning, but, if captured, can pose serious materials handling problems. The GranuFlow. Technology was developed and patented by the U.S. Department of Energy (DOE) to address these problems. GranuFlow involves the addition of a coal binding agent such as an asphalt or heavy oil emulsion to coal to reduce moisture, dusting, and freezing and to improve the flow properties of the coal in bins and chutes (1, 2, and 3). When the emulsion is added before mechanical dewatering, the binding agent causes the formation of fine-sized coal agglomerates that dewater better than untreated coal. In addition, the binding agent increases the capture of ultra-fine coal in screen-bowl centrifuges. Previous work by DOE has also demonstrated that such treatment results in a significant reduction in dustiness and a reduced potential to freeze. To address concerns about the handling and combustion characteristics of GranuFlow treated coal, DOE performed a pilot-scale pulverization and combustion test (4). No problems were encountered during pulverization or combustion, and use of this fuel in a p.c. boiler was found to be feasible from a technical perspective. CQ Inc. has an exclusive license from DOE to market this technology and is currently performing a series of commercial demonstrations to determine if GranuFlow is both technically and economically viable.

Mechanized mining in the underground coal industry has continued to evolve since the introduction of the remote control mining machine. Remote control continuous mining machines without an onboard operator’s compartment are now the norm in the industry. Extended cuts in excess of 30 ft (9.1 m) are commonplace. Unfortunately, machine operator positioning has become an often unrecognized safety concern, particularly when remote control continuous mining machines excavate a turn (turn a crosscut). From January 2001 through July 2004, remote control continuous mining machine operators or helpers have been involved in ten roof fall fatalities and eight machinery crushing fatalities. The machinery crushing incidents occurred when machines were being repositioned or moved to another place. Of the ten roof fall fatalities, three occurred while a crosscut was being turned and a fourth fatality occurred while mining was being conducted adjacent to the crosscut. The operating time associated with turning crosscuts is a relatively small part of the mining cycle. In recent years, however, a disproportionate number of fatal incidents appear to have been associated with this activity. Procedures for reducing the incidence of operator fatalities while turning crosscuts are discussed. These techniques include: minimizing the number of turn cuts, limiting turn cut depth, establishing no work zones and using visual warning devices to designate them, installing more roof/rib support in the vicinity of the turn cut, using notch cuts prior to initiating a full turn cut, and positioning the remote control miner operator in nontraditional locations.

THE PLANNED MAINTENANCE PROGRAM All concentrators should start with a planned maintenance program from day one. Every- body thinks they have a program in place before start-up, but in reality, most have only a fraction of what is needed to avoid the "Post Start-up Disaster" (PSD) - two years for start-up is not that uncommon. An effective program has all of the following: (1) Good people. (2) Area Maintenance. (3) Good PM Checklists. (4) Daily Work Schedules. (5) Written Work Orders. (6) Equipment Histories. (7) Backlog Control. The installation of a workable program takes hard work, talent, and commitment. You have to know what you are doing (hard work will not replace talent). Good People Good people are available in any location if you make the effort. Always check references carefully (both superiors, peers and subordinates). Was the last concentrator they worked at successful? Was it clean? Find out! Success or failure follows people around. I know people who are experts on PSD because they have lived through it three or four times. You need some college trained people with hands-on experience. There are no secrets, you have to make the effort. If you make a mistake in hiring (and you probably will), make the tough decision necessary to rectify it quickly. Area Maintenance Area maintenance refers to organization of supervision such that one person is uniquely accountable for every inch of ground and piece of equipment. Stability of an underground opening can be defined in several ways. To geologists and engineers that are used to working in geological environments where the major parts of the works after careful scaling can be left unsupported during the construction period as well as during operation, any rock mass behavior that requires reinforcement, support or lining may be regarded as a stability problem. To colleagues excavating underground openings in geological environments that require continuous use of reinforcement or support and lining "stability problems" are often associated only with those parts of the work where "standard" construction procedure and method of reinforcement or support and lining is inadequate, and special measures therefore needed. In either case, a major objective is to assess the stability problems correctly -as far as possible at the planning stage -- and choose methods for excavation and reinforcement or support that will bring the opening safely and as economical as possible through the problem areas. INTRODUCTION It is not uncommon that stability problems associated with faults or seams have been described as "unexpected." This term has unfortunately been used to indicate that no one knew that the fault or seam existed prior to excavation. A careful review of documented cases where serious stability problems have occurred revealed that the existence of these zones most often was known, but that their behavior was incorrectly assessed prior to or during construction. Miscalculations have been made in terms of the type and magnitude of loads that developed, and in particular in terms of the time-dependant behavior.

The recirculation of mine air in an underground colliery, has always been regarded as a hazardous practice in South African collieries. The Mines and Works Act and Regulations states that fresh air, flowing Into an underground section, must flow out directly into the return airways after being utilized once in the section. One of the largest producing underground collieries in South Africa, Initiated a project on controlled recirculation with the permission of the South African Government Mining Engineer. The project involves the recirculation of 65 m3/s of air inside a ventilation district which serves a total of six production areas. The aim of the project was to increase the airflow to the sections without altering the existing ventilation system. Tracer gas studies were carried out to determine the actual distribution of the recirculated air to the individual areas. The results showed that an effective 54,18 m3/s of the recirculated 65 m3/s reaches the sections. This gives an air utilization figure of 83,4 per cent. Dust surveys were also carried out as part of the project to determine the effect of the recirculation of the return air on airborne dust levels. The results showed that the dust levels remained constant in the main intake and return airways and that no hazardous situation was being created. The project proved to be successful and showed that controlled recirculation can be executed and used as a solution for the supply of air to sections without endangering any lives.

INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. The benefits derived from the use of main fan evasees or diffusers are well known. If a well designed evasee is fitted to a fan either more air will flow through it or the same air flow rate will be discharged at a lower fan speed. This latter possibility will reduce the air power requirement of the mine, the fan input power and the overall energy costs. Despite these apparent advantages, many reports have been received from the industry of poor evasee performance. After examination, it appears that these problems are often caused by installation difficulties or inaccurate design procedures. The performance of an evasee is affected by several independent factors. Some of these factors describe the evasee geometry whilst others are concerned with the behaviour of the air as it passes through the evasee. This paper shows that the divergence angle is by no means the only ;important parameter which affects evasee performance and that the size of the inlet boundary layer has a significant influence. The performance of evasees of differing geometric shape are compared and the criterion to be used for optimum performance is discussed. It is shown that the commonly used evasee efficiency is a poor indicator of good performance. Recent work by the author and others is evaluated and a simple design. guide discussed. For more sophisticated work, details of a. computer program are provided. Finally, a brief resume of the performance of truncated diffusers is given. Since compressibility effects can be ignored for most mining applications, incompressible flow has been assumed for most of this paper.
