"EXECUTIVE SUMMARY The use of membranes for the treatment of Acid-Mine-Drainage (AMD) water has been a 35 year mining industry quest that has only recently produced commercial scale Zero-Liquid-Discharge (ZLD) plants. The process of development of the membrane treatment of AMD has been defined by the water treatment industry’s efforts to control gypsum scaling of the membranes, an artifact of the concentration of calcium and sulfate ions on the concentrate or “brine” side of the membranes. Improved anti-scalants, changes to membrane surface geometry and a lowered permeate flux rate were all part of solving the calcium sulfate (gypsum) scale formation problem. Whether used singly or as part of a multi-stage membrane treatment process, the production of “left over” membrane concentrate or brine, in any volume large or small, was a second barrier to adoption of the method by the mining industry. The two identified “final brine” treatments were a) solar evaporation ponds and b) mechanical evaporators. Brine disposal by solar means is typically site limited to flat terrains or high net evaporation locations. Mechanical evaporation-crystallization is applicable at all sites but, typically, at onerously high ownership and operating costs. Miwatek, a South African water treatment start-up, has entered the mining AMD ZLD marketplace with two new, pilot-scale tested, processes, both of which are predicated on the innovative treatment of a reasonably concentrated AMD and neither of which produces a final brine that requires disposal. In the Miwatek Brine Treatment, MBT, method the membrane brine is caustic pH adjusted and de-calcified precedent to passage through a second membrane plant. The caustic is generated on-site by a lime treatment of the second-membrane concentrate. The first- and second-stage permeates are blended for discharge. The process usually yields no “final brine” for disposal. In the Miwatek Ettringite Treatment, MET, method a low pH first-stage membrane brine is lime treated in two or three steps in the presence of aluminum in a way that metal hydroxide and calcium sulfate solids are formed and purged from the system. Sufficient aluminum is often present in the feed water to, with judicious recycling, enable operation of the lime-aluminum treatment without the purchase of outside aluminum reagent. The first-stage membrane permeate is blended with the lime-aluminum treated membrane concentrate for discharge. The indications are that the method can comfortably meet the low 250 -500 ppm SO4 discharge water quality standards that have most recently been proposed in South America. The process yields no “final brine” that requires disposal. Projected own-operate costs for the MBT and MET systems are less than the estimated costs for all identified alternative treatments."

"Spent auto-catalyst is a potential secondary resource because of the higher concentration of valuable platinum group metals (PGMs) as compared to the primary ores. Despite the well-developed commercially tenable technologies, further researches are being carried out to extract the PGMs with high efficiency. It is however, critical in this context to reuse not only the PGMs but also other metals contained in the spent auto-catalyst particularly that of the cordierite substrate such as aluminum, magnesium and cerium oxide (CeO2). This is important in view of the fact that no recycling process has ever stressed upon the recovery of cordierite substrate and CeO2 since the main target metals are mostly the PGMs. In this study, a new hydrometallurgical approach has been proposed in order to recover the PGMs as well as cerium oxide and materials from the cordierite substrate by using sodium hydroxide roasting followed by sulfuric acid dissolution. Under the optimal conditions for roasting at above 600°C, and weight ratio of sample to NaOH of 1:1 for 60 min, the cordierite was converted to the soluble phases. Dissolution of the roasting products using H2SO4 solution (1M) at 25°C for 60 min enriched the PGMs and Cerium oxide contents in the residue. Subsequently, PGMs in solution after dissolution can be cemented using Al and Cerium oxide in residue can be recovered by hot digestion using concentrated H2SO4.. INTRODUCTION Auto-catalyst can significantly control the gaseous emission of automobiles, and has been considered as a potential secondary source of Platinum group metals (PGMs) after being decommissioned from the vehicles. The PGMs demand is continuously increasing to comply with the growing vehicle population and the tightening of emission standards all over the world; meanwhile the natural resources of these metals is facing the threat of depletion. Therefore, it is crucial to progressively substitute with an alternate resource to supply PGMs other than that of the primary ores. Nowadays, vehicular transportations worldwide are totally installed with the auto-catalysts. However, they should be replaced after reaching their service life. If there is no recycling of such resources, huge amount of valuable metals will be wasted. The quantity of PGMs that can be recovered from the spent auto-catalyst depends on the size of car, which averages to 1-2 grams for small cars and 12-15 grams for the big truck; this is significantly higher than that of the primary ores containing 2-10 grams PGMs per ton. Consequently, the recovery of PGMs from spent auto-catalyst becomes extremely favorable as compared to the primary resources due to higher concentration of PGMs, with much lower and simpler processing steps, and lesser pollution."

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope. No crystal structure and only occasional, vague, patchy anisotropism is evident. However, the material gives an excellent quartz X-ray diffraction pattern. PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. 1. Coal Preparation Terms (General) 1.1 Coal preparation-collectively, physical and mechanical processes applied to coal to make it suitable for a particular use. 1.2 Run of mine (ROM coal)-coal produced by mining operations, before screening, crushing, or preparation. 1.3 Raw coal-coal that has received no preparation other than possibly screening or crushing. 1.4 Raw coal feed-raw coal supplied to a plant or machine, in which it undergoes some form of preparation. 1.5 Coal cleaning-the treatment of coal to lower the mineral matter content (ash). 1.6 Cleaned coal; clean coal-coal produced by a cleaning process (wet or dry). 1.7 Middlings-a product of coal preparation that, by reason of its ash content, is intermediate between coal and discard. It follows therefore that the relative density of middlings is intermediate between those of coal and discard. Middlings may be reprocessed. 1.8 True middlings; bone comparatively high ash particles so nearly homogeneous that their quality cannot readily be improved by crushing and recleaning. 1.9 False middlings; interbanded middlings-middliigs in which the particles consist of bands of coal and shale, and from which the coal may be liberated by crushing 1.10 Refuse-waste material in the raw coal which the cleaning process removes. (See also discard; dirt; stone, No. 1.12). 1.1 1 Reject-the material extracted from the feed during cleaning, for retreatment or discard. 1.12 Discard; dirt; stone--the material extracted from the raw coal and finally discarded. 1.13 Recirculation-the operation in which the whole or part of a product from a process is returned to the feed to the process, e.g., the return of the crushed overflow from a screen to the screen feed for rescreening. 1.14 Foreign coal-coal received at a preparation plant from a colliery other than that to which the plant is attached. 1.15 Imported coal-coal coming from a foreign country, or other state within the country. 1.16 Low-grade coal combustible material that has only limited uses owing to undesirable characteristics (eg., ash content or size). 1.17 Segregation-partial separation of a previously mixed material into its constituents, occurring as a result of differences in either particle size or relative density. 2. Cleaning Characteristics 2.1 Washability-amenability of coal to improvement in quality by cleaning. 2.2 Float-and-sink analysis-the division of a sample into relative density fractions with defined limits, the proportions of the fractions being expressed as percentages of the total sample, commonly with an indication of the ash percentage (and other characteristics, if required) of each fraction.

Meramec Mining Company, owned 50% by St. Joseph Lead Company and 50% by Bethlehem Steel Corporation,- is engaged in the mining, concentrating and pelletizing of iron ore from the Pea Ridge Mine which is located in the rugged, wooded Missouri Ozarks about 15 miles from the town of Sullivan or 75 miles southwest of St. Louis. The orebody was delineated in the middle 1950's by the St. Joseph Lead Company during the Company's intensive exploration program to discover new lead orebodies to replace the declining reserves of the famous Southeast Missouri Lead Belt. An airborne magnetometer survey was run by the U.S. Geological Survey, the Missouri Survey and several mining companies, (of which St. Joseph Lead Company was the principal supporter). The survey was published in 1950 and disclosed an anomaly in the vicinity of Pea Ridge. In 1950 test drill holes disclosed that under some 1300 feet of sediments there did exist an iron deposit of probable commercial significance. No further action was taken until 1956 when additional drill holes confirmed beyond reasonable-doubt-that this was a major iron ore discovery.

The first recorded discovery of diamonds in Australia was in 1851 from New South Wales. Subsequent prospecting has shown alluvial occurrences of diamond to be relatively widespread through much of the Tasman Fold Belts of Eastern Australia and production to date is estimated to be some 500 000 carats from a number of 'small alluvial fields. Despite extensive exploration though, no primary rock source carrying significant diamond contents has ever been confirmed in Eastern Australia. Conversely, diamond exploration of the older Western and Central Cratons of Australia over the past 30 years has discovered 12 fields containing 360 kimberlites, lamproites and lamprophyric volcanic pipes, dykes and other intrusives, of which 180 have been confirmed to be diamondiferous. Only one pipe however, the 1200 Ma high grade Argyle lamproite and associated near-by alluvials, has proved to be economically exploitable with current annual production of 40 million carats valued at approximately US$400 million. Production from the open-pit will be sustainable until at least 2003. This paper briefly summarizes the history of diamond discovery in Australia, principal diamondiferous provinces and deposits, current exploration activities and the potential for future discoveries.

In the process of mining coal today, our greatest asset, the coal miner, is faced with the indirect and direct consequence of underground mining operations. The indirect considerations may be the rank of the coal seam, the amount of overburden, geological factors, seam permeability and cracks. The introduction of newer, bigger and faster coal-producing face equipment having the capability to cut or rip through the bedding planes, cleats and micropores of the coal seam brings about rapid liberation of gas accompanied by greater concentrations of coal dust, has exerted a direct consideration and greater demand upon mine ventilation systems and dust control. The purpose of mine ventilation is to provide sufficient pure air to the miners working underground and to dilute, render harmless, and carry away all the dangerous and noxious gases. The mining operations which create coal dust are cod cutting, drilling, blasting, loading, hauling, dumping and movement of face equipment. The created fine dust causes the propagation of explosions. When quantities of coal dust with no methane present are raked in a sufficiently dense cloud in the presence of a source of ignition, an explosion is possible.

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

The exploration geologist is frequently confronted with the problem of allocating his resources, i.e., exploration effort, among various areas. Although geologic, financial and logistic considerations influence the allocations, no objective criterion is usually given which determines the optimal allocation. Maximizing the gain in information, subject to the constraint of a limited exploration budget, is used as the objective criterion to allocate reconnaissance effort. The information function, I(x), quantifies the expected gain in information, where x is the scale of exploration. To calculate the information function the following data are necessary: 1. The probability that an area contains a target must be estimated. 2. For each scale of exploration, four probabilities must be estimated: the probability that an anomaly is produced by the target; the probability that an anomaly is not produced by the target; the probability that an anomaly is produced by a barren area (false signal); and the probability that an anomaly is not produced by a barren area. Alternatively, the barren area can be replaced by other targets. To illustrate the allocation model, the optimal number of line kilometers/line spacing per area is determined for an aeromagnetic survey for iron in Egypt.

The mutual growth of the rare earth industry and the Mountain Pass Operations was no coincidence. It was the commercial availability of rare earths on a scale first made possible by the capacity of the Mountain Pass Operations that spurred research and development efforts toward new applications for rare earths. The first important demand on Mountain Pass was europium oxide for the activation of red phosphor for color television tubes in 1964. Since that time, other rare earths have become even more important, and Molycorp is continuing to supply an ever widening variety of rare earth concentrates and compounds. We enjoy saying that rare earths are not really rare, and that they are not earths, either. Of course, we are talking about the 15 metallic elements with atomic numbers 57-71, called the lanthanides, which occur in nature always together in very similar proportions. Their scarcity can be gauged by the fact that there is more cerium in the earth's crust than there is tin, and more europium than cadmium. The word "earths" comes from the early chemical term for oxide. The rare earths were discovered as oxides, and the term has persisted.

Water is our most important natural resource, for without it there is no life. It is also the principal natural resource for all manufacturing processes, in particular for the development of power. For these reasons it is essential that water be protected and conserved, with the realization that its quality 18 as important as the water itself. A significant factor in the quality of ground water is the mining of coal -- that other main ingredient of Power. In the mining of coal it is necessary to disturb the geological strata overlying or adjacent to the coal seam. This procedure not only releases water from water-bearing strata or underground aquifers but also exposes other minerals which eventually become the source of pollution or deterioration of the released water as well as of the surface stream into which It is discharged It is then evident that in attempting to utilize one essential natural resource there is degradation of the quality of the other. Many selfishly assume that the principal function of a stream is fishing and recreation, but the real function is the support of industry and agriculture upon which civilization is dependent.

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

Sedimentation in highly flocculated suspensions of fine particles such as clays occurs through individual settling units (flocs) which have very open structures and correspondingly low density -typically less than 5% solids by volume. It follows that such settling processes rapidly lead to the build-up of a bed of flocs which are essentially close-packed, with inter-floc porosity of perhaps 50%, but with an overall solids content of no more than about 2-3 percent by volume. An important consequence is that the thickening process is dominated by the consolidation of this bed rather than by simple settling of the individual flocs. Experimental measurements of sediment consolidation in flocculated clay suspensions indicate that for a given system, consolidation rates are essentially determined by solids concentration and can be evaluated using the classical Kynch treatment. However, these rates are strongly dependent on the physical as well as chemical conditions of the flocculation process. Furthermore the extent to which gravity consolidation proceeds depends on the total weight of sediment (i.e. on both height and solids concentration). The implications with respect to thickener operation and the requirements for laboratory testing for thickener design are discussed.

The U.S. Bureau of Mines recently conducted a limited-scope study on the use of lineament analysis and electromagnetic geophysics to better identify the surface expressions of faults at the Cimmaron Mine near Raton, NM, an operating longwall mine in the York Canyon mine complex. Two normal faults were encountered by the mine, one during gate road development and drilling and another only through drilling. The potential ground control problems and offsets associated with these faults will severely impact long-range development plans, so it is essential to know the lateral extent of these faults within the coal reserves. The surface topography at the site is fairly rugged, yet outcrop exposure is poor. There is no obvious visible geologic evidence to indicate that the faults identified at depth extend to the surface. Both the geophysical and remote sensing techniques provided information on the presence and extent of important geologic structures which could not be gained just from drilling and surface outcrops. The geophysical surveys also were invaluable in confirming the presence of subsurface geologic structures in the vicinity of the lineaments assumed to be associated with the faulting.

With the current trends of increasing costs and decreasing head grades the mineral industry is no longer operating in very high profit areas and has been forced to pay greater attention to the application of modern technology. Although here are many technological advances to the credit of the industry in recent years there are still many processes being operated in the traditional manner and still many areas awaiting the application of methods which have been proven in other industries. Compared with the chemical industry the mineral industry is seriously ageing in the general areas of process analysis and process control, more so than can be justified by the complications arising from having to deal with particulate systems with properties far different from ideal, or even non-ideal, liquid systems. One area in which there has been a remarkable lack of application in the Mineral industry is that of analog computation and the authors feel that there is considerable scope for the use of the analog computer in studying mineral industry processes. The paper outlines the basic principles and features of the analog computer and describes its role as a simulation tool in some engineering and mineral processing systems.

Mining-induced coal dust causes various respiratory diseases to mine workers, such as coal workers’ pneumoconiosis (CWP). Current available underground monitors are expensive, heavy and only measure mass concentration. These disadvantages limit them for regulatory sample monitoring purposes only while personal exposure levels for most miners remain unknown, risking miners to potential overexposures. Low-cost light scattering PM sensors offer a potential solution to this problem with capability of high spatio-temporal resolution PM characterization. However, these sensors require careful calibration before they can be applied in mining environments. There is basically no comprehensive study in the literature using a standard protocol assessing these sensors for coal dust monitoring. With the aim of calibrating the PMS5003 sensors for coal dust monitoring, we design the calibration method and system to calibrate these low-cost PM sensors coal dust monitoring. Working principles of present coal dust monitor and low-cost sensors are presented in detail. The linear regression calibration model which is used for the sensor calibration is further described. Sensor calibration and evaluation protocols are comprehensively compared and discussed. This investigation reveals the feasibility of low-cost sensors for real-time personal coal dust monitoring in underground coal mines.

Since man began beneficiating ores, a limited number of factors influenced the type of treatment. The ore itself has always been a factor. The first form of concentration was probably hand sorting, and the grade of concentrate and recovery had to be considered from the start. The cost of labor as a factor in mill design did not attain importance until the period following World War I. Power was one of the cheapest commodities available, and consequently power consumption was ignored. That no longer holds true. The present work does nothing to simplify the work of the metallurgist, or designer. On the contrary it adds another element to the design considerations. And while this report concentrates on power consumption, the mill designer must take the other factors into account as well. This study is based on a compilation of data supplied by a number of Western United States copper operations, as well as information from equipment manufacturers. Although its conclusiones apply to other minerals and geographic areas, the information is more precise, when applied to similar ores. The discussion has been divided into sections covering crushing, grinding, and flotation as these are the principal power consuming functions.

Society's growing concern over the number of deaths and serious injuries occurring in coal mines, coupled with a growing sentiment to develop and promulgate improved mandatory health or safety standards, was no doubt the basis for passage by Congress of the Federal Coal Mine Health and Safety Act of 1969, being Public Law 91-173 approved December 30, 1969. Even prior to passage of the Act, strong reaction was quick to arise concerning the effect of such legislation upon the coal mining industry. Initial response varied from mild forms of criticism to' the expressed fear of complete suspension of operations and mine closings. Primarily responsible for these early forms of skepticism were speculative or fanciful cost estimates which led operators to contemplate a less than prosperous existence. However, in spite of this unfavorable outlook, the majority of the operators have faced up to the situation and have been striving to comply with the Act and the regulations issued thereunder. While encouraging strides have been made toward implementation of the Act, it must be recognized that noticeable results have been attained only through many months of determined effort and, as anticipated, at quite heavy expense to the operator.
