Minor subsidence damage to the Burgettstown Junior-Senior High School building and grounds near Burgettstown, Washington County, Pennsylvania, prompted an investigation of the site in early 1985 by the Bureau of Abandoned Mine Reclamation of the Pennsylvania Department of Environmental Resources. The investigation determined that subsidence over an abandoned coal mine was occurring and that additional damaging subsidence would occur if reclamation measures were not taken. A Pittsburgh Coal Seam Mine which was abandoned in the 1920's underlies the school at a depth of sixty-five (65) feet. This sixty-five foot section is comprised of five (5) feet of unconsolidated overburden and sixty (60) feet of thinly bedded, highly fractured shale. Approximately five and one-half (5-1/2) feet of Pittsburgh Coal was extracted at the school site. A thin shale binder and one (1) to one and one-half (1-1/2) feet of roof coal were left in place. Within the Contractor's Underground Working Area (See Figure 1) approximately thirty (30) percent of the coal was extracted. It appears that the mine was just being developed in the vicinity of the school when it was abandoned for no known reason. Other nearby portions of the mine show extraction approaching sixty-five (65) percent.

Earlier this year, Simplot Phosphates achieved a safety milestone at its Vernal, UT phosphate operations. In March, the entire operation reached achieved seven years without a lost time accident. And the mine operations at Vernal reached the 1 million hours benchmark without a lost time accident. This million hour achievement has been 19 years in the making. This achievement reflects the mine’s strong attitude towards safety, the company said. Safety is an integral part of its culture and requires diligence and considerable work. Attention to even the smallest of details cannot be allowed to slip. This is a record Simplot Phosphates said it hopes to improve on every day.

The vast majority of U.S. coal preparation plants utilize screen-bowl centrifuges to dewater their fine clean coal products. In light of this popularity, researchers at Virginia Tech have engaged in a variety of laboratory and industrial field test programs to develop technological enhancements that have the potential to further improve the performance of this important solid-liquid separation process. These enhancements, which include simple design modifications and new reagent packages, have been shown to significantly improve solids recovery and reduce product moisture in several experimental trials.

Contract 240 of the Channel Tunnel Rail Link comprises construction of twin4.7 km long running tunnels through a densely populated area of East London. The tunnels were constructed by EPBM in Sands and Sandy Clays, passing 4.4 m below the existing London Underground tunnels, and at depths of 20–30m below ground level beneath the Great Eastern railway lines into London Liverpool Street and a series of railway bridges and hundreds of buildings. This paper describes how the project team managed the challenges relating to the issue of settlement: mitigating settlement effects, prioritising the structures to be assessed, controlling resource expenditure by incentives and flexible response to urgent work relating to unforeseen events such as ground collapse and discovery of unusual structures.

The Bond grindability testing procedure has been standardized to measure the same grindability values, i.e. Bond work index (BWi), for the same ore when tests are performed in different laboratories or by different operators. This is accomplished by the standardization of mill dimensions, tumbling speed, grinding ball charge weight and distribution, sample ore charge weight in the mill and operating practice. The results of this investigation reveal that the Bond work index grindability values may differ substantially with different standard Bond ball mills. This paper will review the results.

Concentrating Line 6 just went down again. The control room operator checks the graphic display. Only one piece of equipment shows an alarm. Clicking on the ball mill icon, he discovers the culprit was the low flow lube switch. The flow looks okay now, but it is the third time this week the switch has stopped the line. Maintenance is called, the switch replaced and the line is up running again. Sending the right person to the right spot immediately can save hundreds of hours of downtime every year. This paper discusses the principles behind implementing smart First-Out Fault Detection to dramatically reduce equipment downtime in new, or existing control system architectures. Methodologies are presented to maximize the system benefits, while minimizing development costs. Case histories are presented for a number of successful implementations in mineral processing plants.

Three transportation systems in surface coal mines: 1-Truck Haulage, 2-Belt Conveying, and 3-Coarse-Coal Slurry Transportation are compared from the operations and cost point of Views. Computerized design and cost models were developed and cost data banks were compiled for each system. These models can be used to evaluate transportation systems and layouts that are practiced in most of the U.S. surface coal mines. A typical midwestern area strip mine was considered for illustration purposes. Sensitivity analysis on critical parameters such as production rate, transportation, distance, etc. was conducted and the outcomes are presented.

Bauxite residue (red mud) is an alkaline waste derived from the industrial process for extraction of alumina from bauxite ore. Some bauxite residues contain considerable concentrations of critical metals, for example, rare earth elements. Lithium in red mud was also reported as a potential resource. In the current study, a Li-rich red mud was leached using acetic acid to investigate the leaching behavior of lithium followed by neutralizing with hydrochloric or oxalic acid. By neutralizing red mud using diluted hydrochloric acid (0.01 mol/L), 58.04–60.27% of lithium was leached using 25% acetic acid at 95 °C for 60 min. In the meantime, more than 95% of sodium and 85% of calcium were also dissolved in the leachate solution. While oxalic acid (0.5 mol/L) was used to neutralize red mud prior to acetic acid leaching, lithium performed lower leaching efficiencies (42.41–46.88%) in comparison of using of hydrochloric acid–neutralized red mud. Nevertheless, these leaching efficiencies of lithium were close to that of calcium and much higher than those of sodium under the condition. In this study, 25% (v/v) of acetic acid, at 85 °C for 60 min, was demonstrated as optimum conditions for lithium extraction from oxalic acid–neutralized red mud using acetic acid. The results would be useful and of interest for lithium recovery and purification from red mud.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

"The Deep Ocean Resources Development Co. Ltd. (DORD) of Japan signed a 15-years contract with the International Seabed Authority for exploration of polymetallic nodule in a 75,000 km2 area, consisting of West and East Areas in the Clarion and Clipperton Fracture Zone in 2001. The exploration work is now concentrated in resource estimation of the first generation of mining area, the High Abundance Area.A detail survey of the Model Area, set in the High Abundance Area, was conducted using AUV (Autonomous Underwater Vehicle) equipped with MBES (Multi-Beam Echo Sounder), SSS (Side Scan Sonar), Sub-Bottom Profiler (SBP) and still camera. The seafloor topographic map based on 1 m grid data was produced in an area of approximately 80 km2 (Figure 1). Photographs, continuously covering the seafloor taken by AUV along two west-east trending traverse lines, together with detail seafloor topographic map produced from MBES give an excellent opportunity to observe distribution manner of pollymetalic nodule related to topographic features. This helps to understand more accurate resources estimation of a whole area of the High abundance Area. Furthermore, information of micro-topography gives ideas for conducting ore collecting operation and designing ore collector."

A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in-situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in-situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in one area of the mine that contains Argillite and is relatively homogeneous. This also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for Argillite will be updated as more tests are conducted, and the model will be extended to the other four primary rock types at the Asarco Mission mine.

Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.

Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. Mineral exploration activity in the US suffered through another depressed year in 1984. And continued strength in precious metals (and possibly industrial minerals) exploration failed to make up for declines in other minerals. 1984 offered little solace for the explorationist. But some new data on mineral exploration provided better statistics for analysts of US mineral exploration trends. The Society of Economic Geologists (SEG) published data from its survey of 1980,1981, and 1982 exploration by US and Canadian companies - 96 companies responded (Barber and Muessig, 1984). In addition, a Mining Engineering (April 1984 p. 345) article by Emerson and Ivosevic presented their data on annual exploration expenditures in the US for gold and for all minerals from 1961 through 1983. A review of 1984 domestic exploration and development activities reported in several industry journals indicates that almost 90% of those projects were directed at gold and silver deposits. Statistics on 1984 exploration expenditures are not available. But some industry observers believe that precious metals accounted for an even larger share of industry's exploration budget in 1984 than in 1983. Arsenic sulfide [orpiment, realgar, amorphous AsS and As2S3] oxidation rates were measured in mixed flow reactors at pH~2 and temperature of 25-30oC. The measured oxidation rates for arsenic sulfide solids by dissolved oxygen are in the range of 10-11 to 10-10 mole m-2 s-1 after being normalized to final surface area. The order of arsenic sulfide oxidation rates decreases at pH~2 from amorphous AsS > realgar > orpiment > amorphous As2S3. In comparison to pyrite, arsenic sulfide oxidation rates are approximately 1.5 to 15 times slower than pyrite oxidation rates at pH~2.

The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.

More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

SUMMARY Commitment by all parties to partnering goals established early in the contract aided Affholder, Inc. in constructing 2,360m (7,700') of soft ground tunnel in Rancho Cordova, CA. Despite two zones of known contamination, encountering a zone of loose cobbles and boulders in a matrix of flowing sand, some perched water tables and a flooded tunnel after 2 upstream safety plugs failed, the Contractor finished the work 33 days early and only 1.91% over his original bid.

Introduction Most high purity silica is produced from crystalline quartz, generally from sand. However, there is a small area of southern Illinois where a porous, friable white chert rock is found that is very different in physical form from quartz sand. This microcrystalline material, commonly referred to as tripoli, is more easily ground to micron sizes than sand. Although of similar Moh's hardness, microcrystalline tripoli is less abrasive than either ground quartz sand or many synthetic abrasives. Location The southwestern corner of Illinois is underlain by extensive deposits of very porous chert; in some places the material is quite white. Two companies, Illinois Minerals Co. and Tammsco Inc., mine and process this white material. The Illinois Minerals plant is located at Elco, and the Tammsco plant is in Tamms, IL. Both companies mine from various locations within a 10-mile truck haul of their plants. Production from this district has been continuous since at least 1915. Malvern Minerals Co. mines and processes a generally similar microcrystalline, friable novaculite near Hot Springs, AR. Geology The southern Illinois white tripoli area is on the southern flank of the Illinois Basin. The commercial silica zone is a facies of the Clear Creek chert of Lower Devonian Age. To the north, where it occurs deep in the basin, the Clear Creek is a siliceous limestone. In the mining area, thin overburden has allowed access by surface ground water, which has leached away the carbonate content and left a quite pure silica residue. Fossils characteristic of sea bottom deposition, such as brachiopods and trilobites, are occasionally encountered in mining. The structure of the mining area is poorly known, due to infrequent outcrops. Strata in most mines are inclined at dips of 5° to 20°. There appear to be occasional high angle normal and reverse faults, but these are seldom of any significance in mining. The friable white silica zone mined in the Clear Creek chert is overlain by dark brownish-red chert and siliceous shale. Exploration drilling to date has not encountered the base of the microcrystalline tripolitic zone. Chemical content Leaching by ground water solution has removed virtually all the carbonate from the original siliceous limestone. Impurities encountered are red to yellow iron oxides, aluminous clays, and occasional black manganese oxides. The silica has no detectable formula water. A typical chemical analysis and physical properties are listed in Tables 1 and 2. Mineralogy and crystallinity Southern Illinois friable tripoli appears amorphous under the polarizing microscope.
