INTRODUCTION Located approximately 48 km (30 miles) south of Dallas, Texas, use to be the site of the Superconducting Super Collider. For those of you unfamiliar with the project, this was a multi-billion dollar project taken on by the U.S. Government for the further advancement of technology, medicine, and science. Major components of the project consisted of a Linear Accelerator known as the LINAC; three accelerating rings known as the Low Energy Boosters (LEB), Medium Energy Booster (MEB) and the High Energy Booster (HEB); the East and West Campuses where the Inner Reactor Halls would have been located; and the 87 km (54 mile) main collider tunnel. Unfortunately, this all came to an end on December 6, 1993, with the termination of the project due to the Government's cancellation of funds. This paper will deal with the two of the underground contracts before the termination. These two contracts were the 1122 contract which ran from N25 to N40 and the 1130 contract which ran from N40 to N55. (See figure 1) The 1122 contract was awarded to us in July of 1992 and consisted of the excavation and support of six (6) shaft varying in diameter from 5.5 m (18 feet) to 8 m (26 feet) and ranging from 39.6 m (130 feet) to 61 m (200 feet) deep and the driving of approximately 13,100 m (.43,000 If.) of main collider tunnel. We have developed a high-performance, flexible scheme for interpolating multi-dimensional data. The technique can reproduce exactly the results obtained, for example, from Ordinary Kriging and related techniques in 3D, or from Thin-Plate Splines (Briggs' minimum-cuwature algorithm) in 2D. Moreover, com- pared to traditional implementations of these algorithms, our method enjoys large computational-cost savings. The new approach produces an interpolation that obeys a Partial Differential Equation (PDE). The PDE may arise from physically based arguments, but its form can vary widely. It might be specified only implicitly (as through a Model Variogram), or be nonlinear (although a performance penalty could then apply). While a formal equivalence between Kriging and Splines has been known for some time (Matheron, 1980), the present derivation, from radial basis functions, further illuminates this connection. Thus, for example, we can make explicit the PDEs that underlie some of the Model Variograms most often used in Geostatistics. Besides its practical utility, the work thereby ac- quires a theoretical interest.

Estimating the power draw of a ball mill is of great importance from both operational and control standpoints. There are many factors that affect the power draw, and its prediction is particularly difficult in an operating plant. The important factors that affect power draw are the mill dimensions and operating parameters. Although mill dimensions remain the same for any given mill, the operational factors, such as ball load, mill filling and mill speed, may vary. This makes the modeling effort extremely cumbersome. It is for this reason that an artificial neural network is considered for the development of a black-box-type model to predict power draw. In this work, a total of 48 sets of plant data are used. Using these data, a neural network is built and trained. The trained network is used to predict power that is found to be in good agreement with operating mill power for many situations. In addition, the results of simulations are also com- pared to those obtained from a discrete-element method- based power-draw model.

Almost all modern cutting bits use a cemented tungsten carbide tip to provide adequate hit life against wear. Laboratory tests by the US Bureau of Mines have indicated that the number of strikes for ignition increased by a factor of three with a new non-rotating bit impacting a sandstone block when the clearance angle was increased by 10°, and that carbide-tipped bits allowed more strikes before ignition than steel-tipped bits by a factor of 7 to 10. Recent field tests in an operating coal mine indicate a dramatic reduction in the frequency of frictional ignitions and improvement in hit life by using a mushroom-shaped hit cap and a larger initial clearance angle. The latter was achieved by increasing the hit attack angle. Improved hit performance through selection of the grade of tungsten-carbide is a com¬promise between fracture resistance and wear resistance. A large clearance angle should he maintained by various techniques, such as a variable attack angle holder, or a reusable hit that can he reground.

A prototype, self-contained mine refuge station air supply sys- tem was tested in an underground metal mine to verify it's ability to keep oxygen and catbon dioxide levels at acceptable concentrations in an emergency situation. In this test, 25 volunteers were assembled and sealed in a functional underground refuge station for a period of 24 hours, without the benefit of the standard com- pressed air supply. The prototype system was designed to: 1) operate on a self-contained power supply for a period of at least 27 hours; 2) supply oxygen at a metered rate; and 3) remove car- bon dioxide by re-circulating refuge station air through soda lime scrubbing beds. During the test period, the catbon dioxide concentration remained at an average of 2500ppm and oxygen concentration stayed between 20.2% and 20.6%. The volunteers found the prototype easy to use and seemed confident in its ability to provide a safe atmosphere. The test showed that this technology could become part of an underground mine's refuge station emergency equipment.

Despite a global slowdown in most mining sectors, Caterpillar, the world?s largest mining equipment maker continues to forge ahead with new, and improved offerings to the global mining industry. On Nov. 10, as part of its Loading and Hauling Mining Focus Session at its Tinaja Hills proving grounds south of Tucson, AZ, Caterpillar unveiled to customers and media its two latest mining products, the 994K wheel loader and 6020B hydraulic shovel. The Caterpillar 994K wheel loader builds on a nearly 25-year history of the 994 model but with one noticeable difference ? the 994K is bigger ? much bigger. Weighing in at 239,142 kg (527,218 lb) the 994 K is up to 20 percent larger and comes with up to 30 percent increase in payload capacity. This behemoth of a machine is currently being tested at Caterpillar?s Tucson Proving Grounds, Anglo Gold Ashanti?s Cripple Creek and Victor gold mine in Colorado and Taseko?s Gibraltor copper and molybdenum mine in British Columbia, Canada.

Hydraulic transport is commonly used in mining for moving particles or ore concentrates in pipes over long distances with a water stream. Control and monitoring of this process require sensor technology that can obtain relevant characteristics of the two-phase flow. This work investigates the acoustic emission (AE) technology for monitoring a hydraulic system with different sand concentrations, showing the strong relationship between friction behavior in the pipe and the measured AE signals.

Better understanding of the mechanisms and kinetics of dissolution can benefit several industrial processes. For example, iron can be leached from clays, which can be further used as a raw material in the ceramic industry. Another important application is the regeneration of ceramic filter media, which are used in the dewatering of iron ores. Dissolution of iron oxides in mixtures of acids is fairly uncommon and a less well-understood phenomenon, but it can result in a more efficient process. This work also shows that the determination of dissolution mechanisms and kinetics is not straightforward in different acid systems.

The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.

Limestone quarry Vijenac, is one of the key limestone producers in B&H. Conventional massive drilling and blasting is the technique applied for limestone exploitation. Utilized blasting scheme causes appearance of large oversize stone pieces, uncontrolled flying stone and undesirable seismic effects. In order to reduce or eliminate exposed disadvantages and to improve environment in the area of Vijenac quarry, an innovative blasting scheme was tested. Conventional blasting scheme was changed from single row, deep inclined blast holes combined with two lines short horizontal holes to multi row, inclined blast holes combined with a single line short horizontal blastholes. Applied innovative blasting scheme reduces negative blasting impact on the environment through safer working conditions, reduced amount of dust after blasting, reduced explosive and energy consumption, reduced appearance of explosive gasses and reduced earth and air vibrations as the result of seismic effects.

Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. Salt from Great Salt Lake was probably used by the Native Americans prior to the Jim Bridger Expedition to the lake in 1824-25, and was used by the region's early explorers and trappers after that time. From the arrival of the Mormon pioneers in 1847, salt has been produced from Great Salt Lake, starting first with the collection of crude salt from along its shores, and later by boiling down the lake's brine to obtain crystalline salt. Since these early beginnings, salt production from the lake has become a substantial commercial enterprise. Since the early 1960s, research and development have led to the economic production of potassium sulfate, magnesium metal, chlorine gas, magnesium chloride products, and nutritional supplements. Many of the salt-production techniques and equipment that were developed prior to 1964 are still being used today. Sodium sulfate has been produced, but is no longer marketed. Morton Salt, Cargill Salt, and IMC Salt currently extract sodium chloride, which is precipitated during the early stages of evaporation when the brine concentration reaches saturation, or about 26 to 27 percent total dissolved solids. Magnesium Corporation of America produces magnesium metal and chlorine gas, and IMC Kalium Ogden Corporation produces potassium sulfate, as well as magnesium chloride brine and flake products. These salt, gaseous, and metallic products are processed from the sodium-chloride-saturated, high-magnesium-chloride brines, and from the potassium and magnesium salts that are precipitated from the lake brine after it has been further concentrated. One obstacle to salt production is the fluctuating level of Great Salt Lake. In 1983, the lake level began a dramatic rise from an elevation of 4,200 feet (1,280.16 m) to its historic high of 4.211.85 feet (1,283.77 m) in 1986-87 (uncorrected USGS provisional lake-level records). The State of Utah employed flood-control measures, including breaching the Southern Pacific Railroad causeway in 1984, and pumping lake water to a shallow basin west of the lake in 1987. During the high-water years, the lake's mineral-extraction industries faced many challenges including the need to raise dikes to prevent flooding of facilities, broken dikes which resulted in the inundation of solar ponds, and dealing with the lake's greatly reduced brine salinities which resulted in lower annual salt and concentrated-brine production. The years following the record-high lake levels have been a time of adaptation, innovation, and change for Great Salt Lake industries. After its solar ponds were flooded in 1986, AMAX, Inc. built a new solar-pond complex near Knolls, and used the concentrated brines from the West Pond, generated by the State's West Desert Pumping Project. Great Salt Lake Minerals built a 21-mile-long (33.8 km) open, underwater canal, called the Behrens Trench, to convey concentrated brines from a new, remote solar pond on the west side of the lake to the east side of the lake, to help increase its production of sulfate-of-potash. There were also numerous changes in corporate ownership and production-facility locations.

Sometimes a project is born easy, sometimes a project has a hard time being born. Probably every project can say we had tremendous problems to overcome and they would all be right. This project had all things happen to it. Born easy, a hard time after being born, there were tremendous problems to overcome but here it is, a major copper project, a major operation, and a new source of copper for Mexico and the world market. La caridad is an ore body located in the state of Sonora in northwestern Mexico. It is at an elevation of 1,200 meters above sea level and the nearest major city is Hermosillo, the capital city of Sonora. Hermosillo is located approximately 270 kms (about 168 miles) to the southwest of la caridad. North of la caridad, 130 kms (about 81 miles), is the U.S. border town of Douglas, Arizona, which has a sister city on the Mexican side of the border -Agua Prieta.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. "The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

This paper explores the age-old concept of mine-mill reconciliation from a new perspective. Advances in reconciliation processes have been slow to materialize because in the quest for “rightness”, engineers, geologists and metallurgists have become entrenched in their viewpoints, dutifully performing to the metrics and expectations imposed upon them by the siloed organization. Moreover, reconciliation has not been viewed as a primary value creator, but an accounting non-value added task. In reality, the knowledge from reconciliation can significantly enhance yields. Critical review of the direct variables (tons, grade, etc.) and other less-obvious variables (incentives, communication, etc.) reveal a complex web of barriers to be cleared by management in order to realize benefits. Also, mineralogical reconciliation methods may offer renewed faith in the process.

During the past eight years there has been a dramatic change in the iron ore industry of Minnesota, in that its status has changed from that of a seller's market to a higly competitive buyer's market. Minnesota's natural ores must now be beneficiated and up-graded considerably to be marketed in order to compete with the higher grade foreign ores as well as with the locally produced and highly desirable taconite pellets. With the passage of the "Taconite Amendment' in the November, 1964 election, the taconite industry commenced to expand in Minnesota, which, although initiated in that state, was benefiting many other states and some foreign countries to a much greater extent than Minnesota. These other areas were actually appropriating markets that had been established and retained by Minnesota for many years. Since the approval by the state voters of this amendment, there has been a great increase in the development of taconite properties on the Mesabi Range.

Central to Newmont Gold's Mine planning system is the ability to interactively perform cut and fill operations on topographic contours and to accurately evaluate grades and tonnages within contour outlines using polygon set manipulation routines. This paper develops the applied geometry concepts that underlie these routines. Included are representation of volumes with contours, point in polygon test, block proportion in polygon calculation, polygon area and centroid calculation, and intersection, union, and complement between polygon sets.

My paper relates to bond's third theory of comminution and suggests work be used as a basis for designing crushing and screening plants, this will give more accuracy than existing methods, As stated in the abstract, this paper is only a synopsis of my official paper, many of the questions that might arise in this brief address will be answered by referring to the detail i n the main paper $ Because of the limited time available and the fact that many people here do not need to study the aspects of crushing and screening in depth, i will highlight-those sections of the paper which show how major capital, operating and energy cost savings can be achieved in the process, I will develop the theme in the following manner, Firstly, pointing out, why a new approach is needed to the fundamentals of crushing and screening, Secondly, by setting forth some theory to describe what we are trying to accomplish, Thirdly, by looking at important factors which need to be observed in designing plants and applying machines to comply with this theory, Lastly, i will put forth some ideas on how we might develop this theory to make the industry more efficient, At the outset, i have to say my approach to this process is entirely new, for those used to applying machines and designing plants on existing criteria, they will find this theory easier
