The 1977 Clean Air Act Amendments will have a large effect on the coal-fired segment of the electric utility industry. Since electric power generation constitutes by far the largest single use for coal, this legislation has the potential to greatly affect future patterns of coal utilization in the U.S.A. The inability to depend exclusively upon low sulfur coal as an exclusive mode of compliance with New Source Performance Standards may greatly lessen projected demands for low sulfur coal by eastern utility boilers. The requirements of the legislation is discussed with particular reference to the needs of the electric generating industry, along with the technologies available for complying with the Act.

INTRODUCTION Classification of coal seams as thin, medium, and thick is both subjective and relative and is more a reflection of the statistical mode of the thicknesses en- countered in a mining region. A geological factor more precisely understood as defined than thickness is the inclination of the seams to the horizontal, commonly referred to as the pitch or the dip of the seam. Thick and steeply pitching seams present far more challenges to the ingenuity of the mining men to devise methods for their extraction than the thick and less steeply inclined ones. In a marginal case, where a thick coal seam may be minable by surface or underground methods, the decision bears a close relationship to the technological developments in the mining scene. Near surface thick coal seams are a special gift of nature and are not as wide- spread as the ones that call for the application of under- ground methods. Recent advancements in surface mining equipment have made it possible to surface mine to great depths. Stripping ratios of 30: 1 (cu yd of over- burden removed per ton of coal) have been achieved. The extraction of thick seams which preclude the use of surface methods is the concern of this chapter. Specifically, the objective here is to outline the special technological factors in underground mining of thick coal seams and to illustrate through several case histories the methods that are practiced in the North American continent. For the purposes of this chapter, a thick seam is defined as one which is not readily minable with currently available equipment without modifications to the extraction method or the equipment. At the present time, a thickness of 4.8 m (16 ft) can be considered as the lower limit, although developments in equipment and methods can be expected to push this limit upwards. The data for the case histories were collected from two extended mine visits in 1975 and 1978, and from other published accounts of the mines visited. Reference is drawn particularly to reports by Bise, Ramani, and Stefanko (1976) and Rarnani and Kenzy (1979). THICK SEAM MINING METHODS The various methods of mining thick seams can generally be grouped into three major categories: full face methods, where the entire thickness of the seam is re- covered in a single pass; slicing methods, where the seam is extracted to its full thickness by horizontal or inclined slices either in an ascending or descending order; and caving methods, where the seam is undercut and the en- tire coal seam is recovered by caving the top coal into the excavated cut, or some variations of the basic sub- level caving method. As shown in Table 1, in each of these methods, the coal is removed by either room-and-pillar or longwall methods. Hydraulic mining and transport of the coal in open flumes or in pipelines are also practiced. Addition- ally, the void created by the removal of coal may be filled with a packing material (stowing) except in the caving methods. The pitch (dip) of the seam, particularly when it is greater than 0.26 rad (150), imposes severe operational limitations on mobile equipment. Lead, zinc, copper, silver, cadmium and many other heavy metals which are potentially hazardous if released into the environment in wastewater discharges have been of considerable concern to governmental agencies, industry and the general public. In response to this concern, an interdisciplinary research team at the University of Missouri has been funded by the National Science Foundation-RANN program to study trace contaminants associated with the production of lead for the past eight years. Seven modern mines in close proximity to two lead smelters in the forested Ozarks of Southeast Missouri are the largest source of lead in the world and in 1976 alone produced 504,095 short tons of lead, 82% of the United States total production. This new and rapid industrial development in a sparsely populated. rural forest region has offered a unique opportunity for studying the impact of trace metals and for developing improved techniques to control detrimental effects. Research on the wastewater discharges and two methods of biological and recycle control are discussed in this paper. Although the two mine-mill complexes investigated in this study have many similarities, the differences between the two are substantive and warrant separate examination.

This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

This is a final progress report on a cooperative project conducted by three private feldspar companies,** North Carolina State University, and the federal Bureau of Mines. The object of the project was to reduce the feldspar tailings disposal problems at the flotation plants in the Spruce Pine area of North Carolina. The initial phase of the project revealed that high tonnages of saleable feldspar and quartz were lost in the tailings and the three feldspar companies are now concentrating their efforts on feldspar recovery, either by reclamation from the tailings as suggested by the Asheville Minerals Research Laboratory or by improvements in metallurgy in the existing plants.

Accurate knowledge of the gas content of coal seams has always been important, according to the work of W. P. Diamond and J. R. Levine, 1981, but is becoming increasingly important for several reasons: Excessive gas emissions in the mine can create explosion hazards. Depletion of shallower coal reserves is forcing underground operations to greater depths where coal gas content is often greater. Natural gas prices and the need for new energy sources make naturally occurring coal gas a potential resource of economic interest. Information on coal gas content will impact mine designs, mine ventilation system specifications, and the effectiveness of methane control procedures used. Accurate resource assessment is needed for projecting and designing potential gas utilization enterprises. The emphasis upon methane hazards in mining operations, and upon potential methane utilization, has led us to improve upon the procedures used to determine coalbed methane levels.

Scope of Section The physical characterization of an ore or mineral mixture in such detail that mineral processing may be effectively applied to create more useful products is one part of the technology of sampling and testing. In addition, the evaluation of the multitude of separation processes, both physical and chemical, combined with ancillary opera¬tions and performed on samples at a laboratory scale, is another part of the testing procedure. Although analytical techniques provid¬ing quantitative determinations of elemental compositions are an im¬portant and necessary supplement to any testing program, that field of endeavor is a well-developed, separate entity beyond the scope of this Section. Sampling procedures cover the practice of selecting representative quantities of test materials in the field to evaluate mineral deposits, and extend to techniques of obtaining process samples in slurry and bulk ore as part of process evaluation. The same techniques are appli¬cable, of course, to standardized methods of metallurgical accounting. Sampling is also an important facet of successful on-line measurement of slurry properties such as assays and particle size in the practice of automation. However, the sampling methods in this case can be different from those needed for precise testing and accounting pur¬poses. Sampling was well defined in Taggart's Handbook as "the opera¬tion of removing a part convenient in size for testing, from a whole which is of much greater bulk, in such a way that the proportion and distribution of the quality to be tested (e.g., specific gravity, metal content, recoverability) are the same in both the whole and the part removed (SAMPLE). The conditions of the more stringent definition, that the sample shall be completely representative of the whole as regards all aspects save bulk, are practically never fulfilled when heterogenous mineral mixtures are sampled." Taggart's Handbook of Mineral Dressing, Section 19, "Sampling and Testing," continues to be a very useful compendium of principles and techniques, particularly as applied to manual methods for han¬dling samples. In the intervening years since its last revision, substan¬tial progress has been made in both the theory and the techniques; thus, this current contribution is designed to be an extension of the earlier work, yet complete enough to provide procedural guidelines to methods of continuing validity. Although basic principles of testing remain unchanged, the meth¬ods of applying those principles have undergone great change. New testing equipment has become available, yielding a greater precision of results. Testing methods have been refined which, in many cases, allows for a valid scale up of flowsheet designs without the necessity of costly pilot or prototype plant development. Justification for a Sampling and Testing Program* The proper evaluation of a mineral property is a complicated process. It often is done on a team basis with the exploration geologist, mining engineer, mineral process engineer (extractive metallurgist), economist, and product utilizer (ceramist, chemical engineer, chemist, metallurgist, etc.) all represented. The mineral processing engineer is a key member because he can provide a go no-go answer to the question, "Can this ore be processed economically?" In addition, his judgment on the response of even the initial sample to processing can be an invaluable guide to the proposed process and its mutations. Since the capital investment and operating costs are so sensitive to the type of process used, the judgment of the mineral processing engineer forms an important part of the early evaluation of the profitability of a new mining venture. This early estimation of the processing approach is all the more important since, for some metalliferous ores, the capital investment for mill, smelter, water supply, and tailings disposal exceeds the cost of the mine. At present, for commodities such as coal, the reverse is true. There is a smaller capital investment for the coal preparation plant than for the mine. In general, both the capital and operating costs escalate very rapidly in the following order: gravity concentration of alluvial deposits (e.g., dredging), gravity concentration of lode ores, flotation, simple hydrometallurgical processes, and complicated hydrometallurgical and pyrometallurgical processes. The latter two processes may cost 100 to 1,000 times more per ton treated than processing of a simple alluvial deposit. This dictates that the valuable mineral be concentrated as much as possible to minimize the total tonnage treated in the more expensive operations. Within each of these ore-processing categories there is a wide range of process sophistication and hence of capital and operating costs. Perhaps the greatest variations are in the chemical processing of ores. These range from the simple leaching of a copper waste dump to very sophisticated hydrometallurgical processing of ores in increasing order of cost. Because the overall cost of a mining venture is so sensitive to the process selected, it is essential that the mineral¬ processing engineer evaluate the ore in the initial stages of the development of an ore body. As better samples become available, he must continually revise his estimate of the process to be employed. The sampling and testing process must be a necessary and continuing activity throughout the life of a project. One fundamental aspect of nearly all mineral deposits is the inherent variability of the mineral assemblage and composition. A utopian goal of any processing plant is to have the process so flexible and so well-defined that an automatic process control system can optimize the economic recovery at all times. Since this is rarely possible, a continuing or at least a periodic testing program is desirable. Variables to be considered are: 1) Ore body inconsistencies. 2) Zonal variations. 3) Feed variations from mining plan or methods. 4) Variable performance of processing units due to wear. 5) Seasonal or other changes affecting processing conditions such as water quality, temperature, etc. 6) Changing market conditions for product quality or byproducts. 7) Technological advances in processing methods or equipment. 8) Increasing demands for environmental control. 9) Changing economics of competitive processes, of supplies, of capital investment vs. labor costs, etc. Sampling Procedures Preliminary Guidelines for Sampling Ore Deposit Studies. t At a very early stage, it is essential that the mineral processing engineer receive a sample of the ore. This may be a portion of the diamond drill core or a split from the trench, pit, churn drill, channel, or sheet sample. Even a grab sample may have some value, but it should be selected by the mining engineer or exploration geologist to be as representative of the ore body as possible within his best judgment. The sample delivered to the process engineer should have been subjected to as little prior crushing as is practical since fine sizes are difficult to concentrate. In addition, finely ground ores are readily oxidized and thus may give misleading test results. Furthermore, ground samples may make it impossible to eval¬uate either the comminution or the coarse-gravity concentration pro¬cesses. For an initial evaluation, a good deal may often be learned from a sample of only a few pounds if that is all that is available. To obtain the maximum information from a sample, its selection should be carefully discussed with the mineral processing engineer. In addi¬tion to being as representative as possible, the mineralogically distinct samples should be carefully segregated rather than composited. Since drastically different processes are often needed to process samples of differing mineralogy, considerable care and time must be exercised during this sample collection step. The segregation of samples showing gross mineralogical differences, such as the oxide caping on a sulfide deposit or a laterized zone, is easy. It is the more subtle changes in mineralogy that can often elude the field man. Yet these differences are often sufficient to dictate that an entirely different type of process be used. Obviously, the selection of these initial samples for ore testing and mineralogical studies requires that it be done by a man of consider¬able experience and judgment. While the mining engineer or field geologist is collecting these samples, he should also note and convey to the processing engineer such details as water quality and availabil¬ity, terrain, potential mill location, tailings-disposal areas, case of transportation, etc. As the property is developed with additional drill holes, adits, etc., larger and more representative samples will be required to develop the ore-processing flowsheet more adequately. If pilot-plant studies are required, a very large sample may be necessary. Though the type and amount of sample collected for flowsheet development investigations vary widely, gathering a representative sample of the ore body is a prime requisite for any process development effort. The productivity in coal mines, measured in terns of the output per manshift depends largely on the efficiency and speed of men and materials transport between working faces and the surface. The mechanization of coal winning and material handling processes has led to a great rise in the mine productivity (1). Early applications of power in U. S. coal mines were mainly electrical. The excellent traction available with the DC motor and the ease of the distribution of the DC power have made trolley wire installations for haulage very popular. In shallow mines with very limited emissions of methane it did not constitute a major hazard but as mine depths increased and corresponding emissions of methane also increased fire and methane ignition hazards have become very serious. Conveyors have proved economic where intense mechanization of coal faces generates a large output of coal from a single face, but the fire and respirable dust hazard associated with them are no less serious. Recognizing these shortcomings, the Federal Coal Mine Health and Safety Act of 1969 laid down numerous provisions for the safe use of trolley-wire haulage and conveyors (2) which generally improve safety but in some cases complicate mining operations and have decreased productivity significantly since 1969. In course of time as coal mines become deeper and hence gassier and as the emphasis on safety increases it would be inconceivable to use trolley-wire haulage under ground as already witnessed in several other countries with deep coal mines. With rising capital investments and cost of the protection against fire and respirable dust, the use of conveyors may also have to be limited to special areas, e.g. main entries. Indeed, there are only two alternatives available, namely; (1) Degasify the coal seams prior to mining and use conventional electrical power, or (2) Develop alternate sources of power which would be safer and yet efficient and cheap.

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

The U.S. Bureau of Mines, in cooperation with U.S. Borax and Chemical Corporation and the Kennecott Copper Corporation, has investigated the use of the microseismic method to evaluate the stability of large, open-pit slope walls. The method is based on the phenomenon that stressed rock normally emits subaudible rock noises, and the number of rock noises per unit time (noise rate) and the magnitude of the rock noises (amplitude) increase as the stresses in the rock approach the failure stress of the rock. Therefore, the detection and recording of those rock noises serve as a semiquantitative method of predicting the incipient failure of rock. This report briefly describes the three different types of microseismic apparatus, the procedures, and the results of microseismic investigations in the slope walls of the Boron Mine near Boron, California, and the Rimbley, Liberty, and Tripp-Veteran open-pit mines near Ely, Nevada. Microsesimic noise rates in stable inactive mining areas are between 0 and 10 noises/ hour; the rates in stable active mining areas are between 10 and 50 noises/hour; and the rate in unstable areas is as high as 2500 noises/ hour. High microseismic noise rates in the Liberty Pit correlate with the time of nearby earthquakes, indicating that the earthquakes affected the slope wall. The results provide evidence that the microseismic tech¬nique is applicable to large pit walls, and that the wide band, wide range microseismic equipment appears to be suitable for open-pit investigations.

The Calico area lies within the Walker Lane fault zone, six miles north of Schurz, Nevada. The mineralized area is overlain by a thick section of Tertiary tuffs and ash-flows, that have been intruded by a series of andesite plug, dikes, and sills. The pre-Tertiary rocks outcrops only in two areas at one to two miles distance from the drilling areas. Underlying the volcanics are sediments ranging from siltstones, sandstone, calcareous shales, to carbonates of the Luning sequence. These have been intruded by one or more phaneritic intrusives ranging in composition from quartz diorite to quartz monzonite, with the development of a skarn zone on the south flank that contains extensive mineralization consisting of magnetite, pyrrhotite, pyrite, and chalcopytite, with traces of sphalerite, galena, and molybdenite. The magnetite, pyrrhotite, and part of the pyrite appears to be contemporaneous with the skarn, while, part of the chalcopyrite, galena, sphalerite, molybdenite, quartz, and calcite, occurs as minute veinlets cutting the other minerals. This later mineralization may be associated with a late stage of the same sequence, or possibly associated with another intrusive to the southwest. Geophysical work has consisted of aerial magnetics, ground magnetics, gravity, seismic, and induced polarization surveys. Preliminary induced polarization surveys indicated anomalies at depth, both over the magnetic anomaly and to the northwest. Subsequent IP work confirmed this earlier anomaly, and drilling disclosed extensive mineralization at depths of 400 feet on the northwest end and over 1,000 feet to the southeast.

The ( ) Tayaaja ( ) . The deposit ( ) 130 kilometers due east of the continental divide and approximately 290 kilometers east-southeast of Lima (Figure 1). Relief in the immediate vicinity of the mine, which lies or the west side of the Mantaro river, is in excess of 2,000 meters, and the elevation varies from a low of 2,000 meters above sea level on the Mantaro River to a high of 4,386 meters at point T-27 (Figure 2). Although the Cobriza deposit was first reported by the Italian Geographer Antonio Raimondi in 1866, only three reports have been published on the deposit, which began production in 1966 (Duefias, 1908; Fernandez Concha and Garcia y Garcia, 1961; Petersen. 1965). Many private reports have, however, been written by geologists employed by the Cerro de Pasco Corporation. These reports and the author's observations, while employed as the Cobriza Division Mine Geologists form the basis of the present paper, which describes the relations between-the ore controls in the Cobriza mine and the regional and local structure.

This paper reviews the historical background leading to the development of the project. It gives a description of the exploration program and resulting geological and ore reserve information together with plans for mining. A discussion is included of the three processes investigated for the project: 1. Rotary Hearth and Magnetic Concentration 2. Shaft Furnace and Electric Furnace 3. Rotary Kiln and Electric Furnace Results of pilot plant campaigns conducted at Fiskaa, Norway, and Riddle, Oregon, on the process chosen for the production of ferronickel are presented. The paper continues with a review of the considerations involved in selection of commercial plant equipment and concludes with comments on the current status of the project.

During the past ten years, the US coal industry has experimented with various ways to extract methane from coal seams. Drilling long horizontal boreholes in solid coal from mine workings and vertical gob degas boreholes are becoming standard techniques for methane recovery from coal seams. Prime motivations for such work have always been safety and productivity in mines, but the commercial value of gas so produced is encouraging utilization. The paper reviews various ways to produce methane from coal seams and discusses some utilization projects extant in the industry.

Pyrometasomatic zones are a type of replacement deposit, normally in a carbonate rock unit, which consists of a zoned, coarse-grained, generally iron-rich mixture of calcium and magnesium silicates. These zones or rock masses are also called ?skarn,? and ?tactite?. They are formed as a result of the interaction of a shallow intrusion of magma with a carbonate or calcareous host rock and are considered to be of hydrothermal origin. Three environments of pyrometasomatic deposits are depicted in Figure 1. Of course, the interaction takes place at high temperatures. Pyrometasomatic zones are categorized as calcic or magnesian, depending on whether the intrusive interacts with a limestone or a dolomite. Common pyrometasomatic zone minerals are garnet, epidote, quartz, calcite, wollastonite, actinolite, hedenbergite and diopside. Pyrometasomatic zones are of considerable economic importance because they contain ore deposits of tungsten, molybdenum, copper, lead, zinc and iron. According to Rose and Burt (1979), the chronological sequence in the formation of a ?typical? pyrometasomatic deposit is as follows: 1. Shallow intrusion of magma at 900-700°C into carbonate sediments.

Several factors have caused less emphasis to be placed on geologic mapping in mineral exploration in the last 15 years. These include opportunities for "easy" discoveries of near surface gold and silver deposits in developed countries, and of base metal deposits as well in less developed countries, a decline of emphasis on geologic mapping in many universities, and a decline of useful mapping by government agencies in many areas. Geologic mapping is simply a way of recording geologic observations on volumes of rock larger than can be seen from one place. Since most geologic processes involve systems larger than this, mapping is also essential to understand the significance of observations made on smaller volumes of rock, such as thin sections and sample taken for chemical or isotopic analysis. To be useful, the observations recorded through geologic mapping are then interpreted to arrive at an understanding of the 3D geometry and geologic history of a volume of rock, which is used to direct mineral exploration, or any number of other purposes.

In April, 1975 the Colorado School of Mines began monitoring rock mass response associated with a long- wall shield demonstration project near Raton, New Mexico. This project was sponsored by the U. S. Bureau of Mines (DOE) and performed at Kaiser Steel Corporation's York Canyon Mine. Two of the results of the intensive instrumentation effort are the empirical subsidence and horizontal strain models presented herein. These models are based on data gathered during mining three adjacent longwall panels (4N, 5N and 6N). A total of 251 permanent surveying monuments were monitored over the three-panel area. Lines of monuments were oriented along panel centerlines, perpendicular to centerlines and diagonal (45O) to centerlines. Active monuments were monitored twice a week, with less frequent monitoring of stable or slow moving monuments. Primary subsidence monitoring equipment consisted of an AGA Geometer Model 75 and a Wild T-2 Theodolite with -a Wild-Sercel DI-3S distomat.
