"A mineral resource royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In South Africa, this payment is made to the State as holder of the mineral rights (The Mineral and Petroleum Resources Royalty Act of 2008). The principle purpose of this research paper is to identify if the State is benefitting from the mineral resource royalty by considering its impact on seven individual Witwatersrand gold mines.For this study, a simple financial optimiser model was created in Microsoft Excel that links the ore flow, block listing and the cash flow (excluding or including the cost of the mineral resource royalty). Mixed integer linear programing (the Excel Solver function) is utilised to optimise either profit or NPV (at 9% and 12%) by adjusting the cut-off grade.The impact on each of the seven mines mine was different but overall R7.9 billion is estimated to be paid in mineral resource royalty over their expected remaining lives. Due to the cost of the mineral resource royalty and increasing the cut-off grades, the total revenue decreases by R10 billion. A significant portion of this lost revenue would have been paid to the State in the forms of other taxation including company income tax which decreases by R2.8 billion. It is recommended that an industry wide investigation be conducted to determine if the resource royalty is adding to the State’s revenue, or destroying value including premature job losses. IntroductionTaxation of mining companies has become a very topical subject in the context of the postapartheid South African economy. There have been increasing calls for equitable re-distribution of mineral asset wealth for the benefit of all South African citizens and not just to an elite few. As part of the Mineral and Petroleum Resources Development Act (MRDPA) of 2002, the Mineral and Petroleum Resources Royalty Act of 2008 was introduced and came into effect in 2010 (South African Revenue Services, 2008). A mineral royalty is payment to the holder of mineral rights for the utilization of the mineral resource. In the case where the holder of the mineral right is the State, then this payment is made to the State (Cawood, 1999). Studies on the potential impact of the mineral resource royalty on the minerals industry have been conducted during the formulation of the Act and subesquently. These include Cawood and Macfarlane (2003), who suggested a cap of no more than 3% (Cawood and Macfarlane, 2003), as well as Cawood (2011), who predicted rising cut-off grades and thus reducing mineral reserves. In 2013, Grobler completed a Masters in the Faculty of Economic and Management Sciences at the University of Pretoria and concluded that the impact of the mineral resource royalty on the economy is positive. She stated that the royalty has caused operating expenses to increase, but this does not appear to be significant. Furthermore, she stated that the royalty has not affected the way the mining industry operates (Grobler, 2014)."

South Africa hosts some of the world?s largest known resources and reserves of minerals that are strategically important to the global economy. The country?s mining industry contributes significantly to the national economy in terms of gross domestic product, export earnings, corporate tax receipts, remuneration earnings, and employment. Platinum, gold, and coal are significant minerals because they make the largest individual contributions to these economic indicators. Several factors impact the cash cost performance of operations that mine these minerals, thus affecting the future sustainability of these operations, which are generally ?price-takers?. It is therefore important that the cash cost performance of operations for these key minerals is analysed. Commercially available industry cost curves can be used for such analysis. However, some companies may not be able to afford to purchase these curves. This paper presents a simple Microsoft Excel® algorithm for constructing the curves. It also demonstrates how the constructed industry curves were used to analyse the cash cost performance of South African mining operations for the three selected minerals for the period 2007 to 2011, which included the 2008 global financial crisis. The analysis revealed that the operations were affected by several global and local factors during the review period. "Daniel Krige’s influence on soil science, and on soil survey in particular, has been profound. From the 1920s onwards soil surveyors made their maps by classifying the soils and drawing boundaries between the classes they recognized. By the 1960s many influential pedologists were convinced that if one knew to which class of soil a site belonged then one would be able to predict the soil’s properties there. At the same time, engineers began to realize that prediction from such maps was essentially a statistical matter and to apply classical sampling theory. Such methods, though sound, proved inefficient because they failed to take account of the spatial dependence within the classes.Matters changed dramatically in the 1970s when soil scientists learned of the work of Daniel Krige and Georges Matheron’s theory of regionalized variables. Statistical pedologists (pedometricians) first linked R.A. Fisher’s analysis of variance to regionalized variables via spatial hierarchical designs to estimate spatial components of variance. They then applied the mainstream geostatistical methods of spatial analysis and kriging to map plant nutrients, trace elements, pollutants, salt, and agricultural pests in soil, which has led to advances in modern precision agriculture. They were among the first Earth scientists to use nonlinear statistical estimation for modelling variograms and to make the programmed algorithms publicly available. More recently, pedometricians have turned to likelihood methods, specifically residual maximum likelihood (REML), to combine fixed effects, such as trend and external variables, with spatially correlated variables in linear mixed models for spatial prediction. They have also explored non stationary variances with wavelets and by spectral tempering, although it is not clear how the results should be used for prediction. This paper illustrates the most significant advances, with results from research projects."

Abstract: In order to develop non-destructive methods in studying physical and mechanical properties of rock and replacing them with difficult and expensive static methods, several ultrasonic tests were carried out on cylindrical rock specimens in accordance with the ISRM suggested methods and velocity of P and S waves were determined. Also, density, porosity, water absorption, uniaxial compressive strength and indirect tensile strength were determined for each specimen in accordance with ISRM suggested methods. According to above tests static and dynamic elastic constants were calculated After statistical analysis of data obtained from tests, the relationships between velocity of elastic waves and physical or mechanical parameters were determined and some equations were obtained. Also similar analyses were performed on static and dynamic constants and some equations were extracted. Using these equations, the physical and mechanical parameters of rock and also static elastic constants can be estimated by conducting simple and quick tests (i.e. ultrasonic tests). Nachdem statistische Analyse die Korrelation der Ergebnisse zwischen der Geschwindigkeit elastischer Wellen und mechanischer und physischer Eigentümer der Steine erhalten worden ist, und mehrere Verhältnisse sind vorgeschlagen worden. Eine ähnliche Analyse ist auf atmosphärischer Aufladung und dynamischen Faktoren durchgeführt worden und einige Verhältnisse sind erhalten worden. Mit Hilfe dieser Verhältnisse die physischen und mathematischen Eigentümer von Steinen und auch können die Statistik Faktoren durch einfachen und schnellen altrasonic Prüfungen erhalten werden. Rock bolt integrity is a critical issue for the mining industry because of its influence on the safety of mining operations. Guided ultrasonic wave testing of the defects associated with resin-anchored rock bolts was investigated. Axisymmetrical and three-dimensional finite element models were built, one of a partially encapsulated bolt and the other of a bolt with a simulated local corrosion crack. Experimental bolts were then installed in a testing block and typical responses were compared to finite element models of different defect scenarios. Encouraging results were obtained for the smaller axisymmetrical and three-dimensional finite element models, as well as during the experimental investigation. It is recommended that software with energy-absorbing elements should be utilized to consider higher frequencies and longer bolts. Once the integrity of models such as these has been established, the models could in principle be used to train neural networks for use in commercial equipment to determine the integrity of the installed bolt.

"Excessive wear rates on railway wheels can result in rolling-stock derailments. If wear is detected early the possible derailments can be prevented by prematurely replacing wheelsets, although the inventory cost and maintenance downtime remain a challenge. In the current study, wheels were introduced and monitored in-service for two years to investigate the cause of excessive wear rates. The wear rates and stresses were calculated for the wheels suitable for a maximum load of 26 t per axle. Microstructural and mechanical properties were analysed. As expected, the general microstructure of all the wheels tested was pearlitic. Although all the wheels complied with the tensile strength requirements, stress calculations confirmed material distortion on excessively worn wheels whereas trial wheels revealed yield strength exceeding the yield criterion. High wear rates observed on the wheels were a result of low yield strength relative to the load per axle. The typical wear mechanism found was due to a combination of rolling contact fatigue and abrasive brake wear. Despite compliance of the wheels with existing requirements regarding material and mechanical properties (hardness, ultimate tensile strength), it is recommended that the yield strength must also be taken into consideration as a critical parameter.IntroductionRailway wheels are used to support the wagon mass and guide the wagon along the tracks (Park, 1974). The wheels and rails must be able to tolerate the applied tangential forces in order to effect wagon dynamic performance and reduce material deformation (Ghidini et al., 1994; RSE_TE_SPC_0045, 2011; AAR M107/M 208 Specification, 2011. Over the past ten years, the South African coal wagon maintenance depot has experienced excessive hollow wheel wear rates on the heavy haul line wheels. The maximum load of Jumbo wagons on the coal line is 104 t, or 26 t per axle. Although the maintenance intervention cycle for wheelsets was two years, between February 2011 and August 2012 some wheels experienced excessive hollow wear. Hollow wear is regarded as wear exceeding 2 mm on the central portion of the wheel tread (RSE_TE_SPC_0045, 2011). This happened despite the fact that these wheels were manufactured and certified according to the requirements of AAR M107/208 standard for carbon steel wheels (AAR M107/M 208 Specification,. 2011) and the local wheel RS/ME/SP 021 standard specification (RS / ME / SP / 021 REV 5 (2013). The AAR standard only specifies a minimum hardness as a required mechanical property and the local standard specifies hardness and minimum tensile strength only. In general, an increase in hardness will improve the rolling/sliding wear resistance of steel. This relationship of hardness and wear resistance was found to be true only in a situation where solid and similar alloys are in contact (Singh, Khatirkar and Sapate, 2015). The sliding wear resistance of a material is usually estimated using Archard’s equation (Liu and Li, 2001)."

In Southern Africa, historic mining and mineral processing of base metal deposits have almost exclusively focussed on the extraction of major metals, leading to the loss of remaining valuable raw materials into tailings dumps and waste rock piles. At the Namib Pb–Zn mine (Erongo Region, Namibia), historic base metal tailings deposits are present as unreclaimed exposed waste piles. The tailings comprise silt- (fraction A: d50 = 25 to 48 μm) to sand-sized (fraction B: d50 = 86 to 185 μm; fraction C: d50 = 210 to 230 μm) material and contain major concentrations of base metals (Pb av. 1.15 mass%, Zn av. 3.20 mass%), S (av. 9.95 mass%), as well as lower values of other metals (Cu av. 490 μg/g, Cd av. 133 μg/g, Ag av. 22 μg/g), and critical elements like Sb (av. 14.7 μg/g) and In (14.3 μg/g). Former mineral processing only targeted the extraction of galena and sphalerite. As a consequence, qualitative mineralogical composition of the tailings is similar to that of the primary ore. Ca–Fe–Mg(–Mn) carbonates, quartz, micas, chlorite, minor graphite, magnetite, and rare parisite relate to the former host rock and gangue matrix, whereas Fe-rich sphalerite, galena, magnetite, pyrite with minor pyrrhotite, rare arsenopyrite, marcasite, cassiterite, and accessory scheelite are original constituents of the primary ore. Reprocessing of such a material would be challenging, but a mixed Pb–Zn concentrate enriched in Cd and Ag might be obtained. In future, possible reprocessing of Namib tailings and associated disposal of wastes into an appropriately designed repository would not only generate valuable metal commodities, but such activities would also eliminate a major metal pollution source from the local environment.

This paper describes the research and development programme to develop a prototype underground auger mining system aimed at developing and demonstrating an underground auger mining system able to provide economic access to thinner (<1.8 m) coal reserves of South Africa. Data concerning the performance of modern coal augers under South African coal mining conditions were gained from a proven surface auger which operated across a range of coal types. These data were analysed and considered in conjunction with historical information regarding previous attempts at building underground augers dating back to the 1950s. Drawing on these data a prototype underground auger mining system, the BryDet BUA 600 underground coal recovery auger, was designed and manufactured by the BryDet Development Corporation in collaboration with Eskom and Cutting Edge Technology Pty Ltd with support from Anglo Coal and the Ingwe Coal Corporation Ltd. The prototype BryDet BUA 600 underground coal recovery auger commenced trials in March 2000 at the Matla Mine near Witbank in South Africa. The initial trials were undertaken in an open cut to facilitate the commissioning and training associated with a prototype mining machine. A total of 30 holes was augered in the box cut before the machine moved underground. The prototype BUA 600 first achieved the target penetration depth of 80 m in its third hole. The prototype BUA 600 is a new underground mining system which has passed early testing with ?flying colours? and could provide access to extensive underground coal reserves unmineable by conventional mining techniques both in South Africa and elsewhere around the world.

The conventional visualisation method of remote equipment is through the installation of one or more cameras on the machine, and sending a live feed to the operator’s flat display. However, the performance of the teleoperation can be enhanced using better visualisation through virtual reality (VR). This paper presents the process of the design and manufacturing of a robotic platform that will be used in the next phase of the project for a VR-assisted teleoperated excavator. The robot consists of a loading boom and arm arrangement installed on the undercarriage of a CAT300-9D. All hydraulic cylinders are replaced with electric actuators, and crawling motors are substituted by electric motors. The pieces of the boom and the arm, as well as the bucket were designed in Autodesk Inventor, and manufactured from aluminium sheets using a desktop and CNC machine. Parts are joined by pins and welding as needed. An Arduino-based control system is developed for the robot, and motor controllers are used to convert the power commands from the microcontroller to the high-amperage actuators. The control system is capable of communicating with a wireless Play Station controller to operate remotely. The manufactured robotic excavator is planned to be utilised in multiple autonomy research projects.

The limitation of fossil fuel resources and the necessity of reducing CO2emission require an increase of the efficiency of power plants by using combined cycle power systems. Pressurized Pulverized Coal Combustion (PPCC) is a potential concept to realise these objectives. The direct use of hot flue gas for driving a gas turbine requires a hot gas cleanup to achieve corrosion prevention of the turbine blading. One of the main problems is the alkali release during the coal combustion process. Molten coal ash slag has a high potential for alkali retention which depend son the alkali oxide activity in the slag. Knudsen Effusion Mass Spectrometry (KEMS) was used to determine thermodynamic data of alkali gas species over molten coal ash slags and of alkali oxides in molten coal ash slags. The main interest of the investigations focused on the structural dependence of the thermodynamic properties of the alkalis. It was found that there is a strong correlation between the thermodynamic properties and the ratio of nonbridging oxygen to tetrahedral oxygen (NBO/T). An increase of the polymerization of the slag results in a decrease of the alkali oxide activity in the slag and thus a decrease of the alkali partial pressure over the slag. High temperature creep resistant alloys are used in power plants as steam pipes and headers where they have to withstand super heated steam temperatures of up to 600ºC for the lifetime of the plant. Frequently certain portions of pipes may be subjected to excessive temperatures and consequently suffer from creep damage. Damaged portions then have to be replaced by welding new steel to the service exposed steel. Such welds will have to be subjected to a post weld heat treatment (PWHT) to relieve residual stress. During such a PWHT it is then possible for the steel to crack in the heat affected zone (HAZ) by what is known as Reheat Cracking (RHC), also known as stress relief cracking. For the present purpose the RHC susceptibility of service exposed steel was compared with that of new steel by reproducing the temperature cycle to which the HAZ will be subjected during welding in a weld simulator. This was followed by PWHT where the influence of residual stress was studied by applying a constant stress to such a weld-simulated specimen in a creep testing machine. A sharp spiral was machined along the length of the cylindrical specimen to simulate the presence of a possible weld defect. In this way it is possible to subject all portions of the simulated HAZ to the same stress intensity. For the purpose of the investigation 1/2Cr-1/2Mo-1/4V steel known to be susceptible to RHC was chosen. During testing a constant tensile stress was maintained while the temperature was increased to follow the thermal cycle prescribed for PWHT. It was found that the new steel in all instances failed by RHC along the grain boundaries in the high temperature heat affected zone. In the case of the service exposed steel the creep strength of parent metal was lower than that of new steel as a result of exposure to a steam temperature of 540°C for about 15 years. Consequently, all of the failures during testing occurred in a ductile manner by necking outside the HAZ rather than by RHC. When service exposed steel is welded to new material, it is expected that the creep strain associated with stress relaxation will mostly be concentrated in the parent steel outside the HAZ. Accordingly, it should probably not be necessary to make any extra allowance for reheat cracking during repair of steam pipes manufactured from 1/2Cr-1/2Mo-1/4V steel other than that applicable for welding new steel.

The interaction between rock and drill bit during drilling has been modeled for many years, but a complete understanding of the phenomena occurring has yet to materialize. Successful models will allow the prediction of rate of penetration in a given environment and optimal selection of drill bit and drilling parameters, thus minimizing exploration costs. In most rock-drilling models the value of the unconfined compressive strength of the rock (UCS) is used in the predictive equations, within the concept of specific energy, and the value of UCS is the percentage of the value of the stress applied on the drilling bit in order for the bit to advance. While the exact percentage depends on the model used and it is not known with certainty, good knowledge of UCS is nevertheless required before any decent prediction can be made on rate of penetration. Determination of UCS, normally done via destructive testing, requires not only the availability of sound rock core samples but also expensive testing and significant time for the test, which frequently are not available for routine drillability predictions. Hence, a multitude of methods and techniques has been proposed for estimating UCS from various indirect and/or non-destructive measurements, or combination of measurements with neural networks, such as point load index, block punch index, unit weight, and apparent porosity, water absorption by weight, sonic velocity, and Schmidt hardness. The many proposed approaches are critically reviewed and the results are compared, and what becomes apparent is that after many years, not only in mining but also in oil-well drilling, accurate indirect determination of UCS is still an elusive goal. An equation to predict UCS from sonic velocity data is suggested based on several data sets reported in the literature. Use of the specific energy equation with UCS or sonic data and utilization of drilling data allows an estimation of the efficiency of energy transfer from the bit to the rock and of the friction coefficient. Analysis of data reported in the literature, both from laboratory and field studies, has shown that this approach is sound and enables the determination of energy transfer efficiencies and friction coefficients, which for the cases studied range between 15 and 30% and 0.15 and 0.30 respectively. Thus, the suggested data analysis approach allows drillers to focus on inefficiencies and optimize drilling practices in future campaigns. I should also like this contribution to be linked with Mr Hazell&apos;s paper "Mine Management by Objectives".

The effect of microwave radiation on the processing of Palabora open pit ore has been investigated. Significant reductions in Bond work index are demonstrated for microwave treated samples. Reductions in work index were found to be sensitive to applied power level and method of application. After single stage magnetic separation tests, improvements in recovery of FeO were noted. However, these were curtailed by oxidation of the magnetite species as a result of continued heating. The effects of microwave radiation upon the recovery of copper after froth flotation were also quantified. Small initial increases in recovery of copper were note dafter microwave treatment. However, with prolonged exposure, recovery was found to decrease. Overall recovery of copper was not affected except for samples treated for extended duration. The influence of microwave treatment upon the conventional Palabora grinding circuit has been quantified with the use of USIMPAC software. The feasibility study of Escondida Norte (ENorte), recommended a slope angle design for the Final Pit. But, according to the experience obtained with the slope adjacent to the West wall of ENorte, in which Compañia Minera Zaldívar (CMZ) gained in its phase 4, a slope of similar geotechnical characteristics will be exposed in the West Wall of Phase 1 (Premine) and of the Final Pit, with an interramp angle 53º and with very good stability results. In this regard, Minera Escondida Ltd. (MEL) performed a study of the slope angles for the phases mentioned and according to this delivered the results of this evaluation, the recommendations and/or the necessary conclusions in the design to ensure that the slopes are stable enough and may enable safe operational management of them.

This work analyses a new approach to estimates bubble size distribution of froth surfaces using artificial neural networks (ANN).Also, the robustness of ANN to interpret images with illumination perturbations, produced by light problems or dirt attached to the window of the video camera is evaluated. The experimental work was carried out in a laboratory flotation column, instrumented with an image acquisition system. The images were processed making use of a perceptron model with a hidden layer, sigmoidal transfer function and unitary bias, and the ANN trained with a back propagation algorithm. The results of validation show that ANN are reliable for learning and producing generalized predictions of the froth mean bubble diameter and bubble size distribution, when the model is trained using a database that contains information on the illumination intensity. Excavations in rock are commonly supported with wire mesh, shotcrete, wire mesh and shotcrete in combination, and shotcrete reinforced with various types of fibres. Wire rope lacing and various types of straps are additional forms of support installed over the above types, to cope with severe conditions. These support systems are very important items of ?membrane? rock support. With the recent development of several types of thin sprayed linings, the importance of membrane support is likely to increase in the future. In this paper, a wide range of mechanisms of membrane behaviour and mechanisms of loading of membranes, is described. The concepts of membrane components, which are single membranes that may be used on their own as rock support, and membrane systems, which are combinations of more than one membrane component, are introduced. Different situations have different requirements of membrane support, and differences between civil engineering and mining requirements are highlighted. With the different basic requirements in these two areas, the requirements of rock support are correspondingly different. A thorough understanding of the mechanisms of behaviour of the different types of membranes, and the different mechanisms by which the membranes are loaded, is essential before a selection of appropriate support can be made, before appropriate design methods and calculations can be determined, and before appropriate performance test methods for membranes can be defined. The material in this paper contributes towards the understanding of membrane support behaviour.
